INTRODUCTION 1.1 Message from the the COC SELAMAT DATANG to all competitors, teams, media representatives and rally enthusiasts. We once again, are proud to be the host of FIA APRC ANCOM MALAYSIAN RALLY 2008 2008 (mr8 (mr8). We are also proud to be a host venue for the new Pirelli “Search For A Star” programme. The event has managed to attract many interesting competitors as well as spectators both locally and internationally. Rally has become a major spectator-sport event coming second to the Formula 1 race in Malaysia. Many of the drivers on the APRC circuit have inspired many young and new talents to take up rallying in Malaysia. It is our mission to cultivate this spirit of rallying in the hearts and minds of young potentials by hosting this prestigious rally event in the country. Telephone and fax facilities will be provided. Broadband connections will be provided in the media centre for use to upload and download data. All computers in use in the media centre will be Windows PC’s. 5. FUEL 5.1 General conditions Fuel shall comply with the provisions of Article 9 of Appendix J, Article 252 of the FIA International Sporting Code. The maximum content of lead permitted in Malaysia is 0.013g/litre for retail petrol. 5.2 FIA fuel The use of FIA fuel is permitted but will not be made available by the Organiser. 5.3 Distribution during the rally During the event, refueling may be carried out only in the refuel zones designated by the Organiser in the road book. 6. IMPORT OF VEHICLES AND SPARE PARTS 6.1 VEHICLE REGISTRATION – INTERNATIONAL COMPETITIORS All internationally registered vehicles imported into Malaysia require compulsory Third Party Insurance in order to use Malaysian roads. The issuing of TPI also mr8-RALLY GUIDE 1 Page 7 applies to vehicles temporarily imported for rallies. Third Party Insurance is obtainable from our preferred insurance brokers. 6.2 TEMPORARY IMPORTATION OF VEHICLES AND PARTS All rally and support vehicles, tyres, parts and all components can be temporarily imported into Malaysia without incurring customs import duty or sales tax under an ATA Carnet or FIA / AIT Carnet de Passage en Douane. ATA Carnets are issued by the chamber of commerce in exporting country. Details for the export of the vehicles should be available from your local chamber of commerce. All items that are not re-exported within the period detailed on the Carnet will be liable for the Customs duty and tax. Consumables such as fuel, oils and tyres are liable to applicable taxes. All values must be at the normal price of the country of export. 6.3 IMPORT PROCEDURE FOR ATA CARNET & GUARANTEED DOCUMENT The Malaysian customs department insist that the ATA Carnet should be completed in English and list each item individually, showing serial numbers, values, country of origin, quantities and the number of containers in which they are packed. All tyres imported must be listed as either “new” or “used”. i. Description of car registration number, make/model, color, engine and chassis number. ii. Road registration log book. iii. Packing lists and invoices for car and parts. iv. Full shipping documents complete with insurance and invoiced value. v. International entrant Malaysian Port or Border Custom Workshop or destination specified by entrants for handling / in-clearing Ship cargo vi. For custom Clearance Send all documents (Copies and originals) IMORT 7. HOTEL / ACCOMMODATION RESERVATION OCEDURE FOR ATA CARNET The Organiser has successfully negotiated special rate with the rally official hotel i.e. The Zon. To enjoy this facility, kindly place all room bookings through the organiser. 8. SCRUTINEERING / SEALING AND MARKING 8.1 PrePre-Event Scrutineering Date : Friday, 10 October 2008 Time : 0730 – 1230 hrs Location : Perodua Service Centre 75, Jalan Tampoi, Johor Baharu, Johor 8.2 Final Scrutineering Date : Sunday, 12 October 2008 Time : 1600 hrs Location : Perodua Service Centre 75, Jalan Tampoi, Johor Baharu, Johor 8.3 Preparation to be made before the car is brought to scrutineering Competitors should position their cars at the entrance to the Scrutineering Bay in accordance with the published schedule, and follow the direction of the officials mr8-RALLY GUIDE 1 Page 8 present. In the case that the entrance is crowded with the vehicles of other competitors and entry on time is not possible, a member of the team concerned should find the post marshal and notify him or her of this fact. All competition numbers, optional advertising and plates must be affixed prior to scrutineering, placed as shown in the diagram in a Communication from the Clerk of Course, to be posted on the Official Notice Board. 8.4 Flame Resistant Clothing All crew members are reminded of the requirements of Appendix L of the International Sporting Code, Chapter III, Article 2 ‘Flame-resistant clothing’. 9. Popular with local and foreign tourists alike, JB boasts a myriad of landmarks, such as The Grand Palace or Royal Abu Bakar Museum and houses a splendid array of priceless treasures, antiques and heirlooms of the Royal Collection. The "Ghazal" music, which is unique to Johor, is usually performed during cultural shows and weddings. Another famous performance distinctly Johorean is the "Kuda Kepang" dance, which is spun from tales of Islamic heroes. Modern malls, arcades, handicraft centres, bazaars and flea markets offering international and local products all vie for attention. Local craftwork is sure to catch the eye and they do make lovely souvenirs of a trip to the South. Another interesting side of JB can be experienced when night falls over the city. A sumptuous array of food stalls and vendors appear (as if by magic) and the adventurous tourist should delight in trying out the taste of popular local dishes such as the famous Laksa Johor or flaked fish and gravy cooked with coconut milk and served with noodles and vegetables. The state is endowed with an abundance of natural attractions that provide numerous opportunities for a wide range of outdoor recreational and leisure activities HISTORY OF JOHOR The state of Johor lies at the southern most part of Malaysia. It is the third largest state in Western Malaysia. To the Siamese, Johor is "Gangganu" or "Treasured Stones". It was also once known as the "End of the Land" as it occupies the tail portion of mainland Asia. Its present name, Johor is derived from an Arabic word "Jauhar" which means Precious Stones. It is hot and humid all year round. The denomination are as follows : Coins : One cent, Five cents, Ten cents, Twenty cents and Fifty cents. Notes are One ringgit, Two ringgit, Five ringgit, Ten ringgit, Fifty ringgit and One Hundred ringgit. Money changers are found mostly in the city and offer better rates than banks in general. The nearest money changer is located inside the The Zon Duty Free Complex, 2nd Floor (Affin Bank). Banks are open from Monday to Friday 0930hrs to 1600hrs. Automatic Telling Machines operated 24 hours a day and accept all major credit cards. Its also accepted in most shops but travellers are advised to check first with the proprieter. Exchange rate is USD1.00 = +-RM3.28 Permitted Currency Limits • A resident and a non-resident is permitted to carry into and out of Malaysia, ringgit notes not exceeding RM10,000.00 per person • A resident is permitted to carry out of Malaysia, foreign currency including traveller’s cheques not exceeding RM10,000.00 equivalent per person • A non-resident is permitted to carry out of Malaysia, foreign currency including traveller’s cheques not exceeding the amount brought in. Automatic Telling Machines operate from 0600hrs until 2400 hours daily and accept all major credit cards with the BANKCARD logo. 10.9 10.9 Visa Requirements Every person entering Malaysia must possess a valid International Passport or internationally recognized Travel Document valid for travel to Malaysia. Any person not in possession of a Passport or Travel Document that is recognized by the Malaysian Government must obtain a Document in lieu of Passport. Application for the Document in lieu of Passport can be made at any Malaysian Representative Office abroad. Holders of Travel Documents like a Certificate of Identity, Laisser Passer, Titre de Voyage or a Country's Certificate of Permanent Residence must ensure that their return to the country, which issued the document, or the country of residence is guaranteed. The documents shall be valid, for more than six (6) months from the date of entry into Malaysia. Foreign nationals who require a Visa to enter Malaysia must apply and obtain a Visa in advance at Malaysian Representative Office before entering the country. Visa which has been granted is not absolute guarantee that the holder will be allowed to enter Malaysia. The final decision lies with the Immigration Officer at the entry point. Nationals of these countries do not require a visa to enter Malaysia for the purpose of social / business visits for not more than three (3) months. For other purposes, a visa is required.
