Rolling Along with Optometry
A wonderful location in the hills of the Ozarks and an action-packed four days awaited the MOA members
who participated in the MOA 2006 Annual Convention. Rolling Along with Optometry was held at The
Lodge of Four Seasons, October 5-8, 2006. From high quality COPE approved CE to Rock ‘N Bowl
featuring Dr. Thomas Greene’s band ‘Wite Lite’, with food and music, and a Presidential Gala, the days
were busy and fun filled.
The activities began with a golf tournament
at Season’s Ridge Golf Course. Forty-one
golfers participated in this event Chaired by
Dr. Thomas Cullinane.

for her dedicated service to MOA, serving on several state and local optometric committees and offices,
her leadership roles in her community, charitable causes, and for her service to the visual welfare of the
public.
Dr. Kyle Brost was honored as the 2006 MOA Optometrist of the Year. He has been an active member of
the MOA, serving as President in 2001-2002. He is currently a member of MOA, AOA, Heart of America
Contact Lens Society, American Optometric Foundation and the Missouri Optometric Foundation. Dr.
Brost has served in the AOA committee structure and is currently President of the North Central States
Optometric Council.
Senator Delbert Scott (R) from Lowry City was recognized as the “Friend of Optometry” for his work with
Children’s Vision issues as well as being supportive of the optometric profession in the Missouri
Legislature through the years.
The MOA Auxiliary gave two $2000 student scholarships. One was given to Emily Thomas and one to
Katie Hahn.
The Missouri Optometric Foundation gave a $1000 scholarship to Sara Pyatt for her leadership at the
University of Missouri – St. Louis.
MOA business sessions were dominated by discussion about Children’s Vision. Life Member recognition
was granted to Dr. Frank Fontana for his many years of support of the MOA and AOA.
Reports were given by American Optometric Association Trustee, Dr. David Cockrell; North Central
States Optometric Council President Dr. Kyle Brost; UMSL – College of Optometry Dean Dr. Larry Davis;
Missouri State Board of Optometry, Dr. Christy Fowler; Paraoptometric Section Chair, Tina Heafner;
Governmental Affairs Chair, Dr. Mark Curtis; Governmental Consultants, Scott Marrs and Jerry Burch.
The Exhibit Hall was a success and Saturday night’s festivities featured Dr. Lee Ann Barrett as Master of
Ceremonies, the installation of the new MOA officers and trustees and the traditional passing of the gavel
to the new MOA President Dr. Thomas Greene.

President's Message
Thomas Greene, O. D., President
I’d like to thank everyone who attended this year’s convention. By all
accounts, we have had another successful year. I am very proud and
honored to serve as your president.
As Missouri optometrists, we will face many challenges in the next year.
The passage of a Children’s Vision Bill is one of these challenges. Every
child entering kindergarten or first grade needs to have their eyes examined
to make sure they are free from disease, amblyopia, and have the
necessary visual skills to learn. We owe this to the parents, teachers, and
children of Missouri. We will build on the progress we have had over the
last several years. Over one hundred legislators supported us in this effort
last year. There will be over 40 new representatives in Jefferson City next
year and I pledge to visit every single one of them and educate them on our issues.
The State Board of Optometry plans to submit a rewrite of the laws that govern the practice of optometry.
This should be a non-controversial bill that mainly cleans up some sloppy language that has accumulated
thru years of modifying our law. One notable change to the law is an increase in continuing education
hours to 32 hours over 2 years. This is a welcome change. For too long, Missouri has had one of the
lowest continuing education hour requirements in the country. This change will put us more in line with
national averages and we should all support it.
We must work to strengthen our organization thru increased membership and membership participation.
The Membership Services Committee has been charged with a daunting task. That is to develop and
implement a long-range plan to increase MOA membership to 80% of full time practicing optometrists.
They will need all of our help.
We have accomplished much over the past few years. Let’s keep the ball rolling. With a lot of hard work
and a little luck, there is nothing we cannot do. I look forward to seeing you all at our Legislative
Conference in January.

Welcome New Members
Obituary: Dr. Ted Lymer, Sr.
Dr. Ted Lymer, Sr. of Trenton, Missouri passed away on August 31, 2006. Dr. Lymer was a Life Member
of the MOA and practiced in Trenton for nearly 40 years. He is survived by his wife Shirlee, his son Ted
Lymer, II O.D. in Parkville where he is a businessman no longer active in the practice of Optometry. The
Memorial Service was held in Trenton on Labor Day, September 4, 2006.

Legislative Communications a Must for MOA
Communication is a two-way process of sending
and receiving ideas, opinions and information. In
order for your message to be received by your
legislator, you need to follow a few guidelines to
help you communicate effectively.
Consider Your Methods
The first thing you should consider is the method of
communication to be used. Is the message urgent?
Do you want a written record for review and
reference by the recipient? How personal should it
be? Should you telephone, fax, email, or write a
letter to the legislator? How about a face-to-face
meeting? Your choice should be determined by the
timing and length of the communication as well as
your own personal relationship with the legislator.

Personal Meeting
Attending this year's MOA Legislative Conference is a great step to making personal contact with your
state senator and representative. If you've already met, make sure you reintroduce yourself. If your
legislator is a freshman, it's doubly important to make his/her acquaintance and make sure they know
your thoughts on issues that are crucial to the practice of optometry here in Missouri.
1. This is probably the most effective method of communicating, but also requires some careful
planning. Remember not to rush into issues before you have made a positive impression.
2. Emphasize that you are a constituent from “back home” and recognize that legislators are usually
back in their home districts on Fridays when the legislature in not in session. Try to meet at his/
her convenience at a restaurant or at your office.
3. If you can’t arrange a meeting, write a personal letter.
Letters
After you return home from the Legislative Conference, follow up with a letter to your legislators. Here are
some tips to follow:
1. Use personal or business letterhead with typed or word-processed copy. Sign your name above
the typed signature.
2. Identify yourself, your position and your subject in the first paragraph. State how this will affect the
patients you serve, not yourself or your profession. If writing about legislation, be sure to refer to
the title and bill number.
3. Be brief and to the point, preferably not more than one page.
4. Use your own words; avoid stereotyped phrases and sentences that give the appearance of form
letters. Form letters are likely to be ignored or receive form replies.
5. The return address should always appear on the letter as well as the envelope. Too often
envelopes are thrown away.
6. Be constructive. State how the bill could be improved if you disagree with its language or
purpose. Be reasonable. Don’t ask for the impossible or threaten.
7. Be specific and use verifiable facts to support you points. Your own personal experience is your
best supporting evidence.
8. Thank your legislator if they please you with a vote on an issue. Everyone appreciates a
complimentary letter and remembers it.
9. Don’t become a constant pen pal. Quality rather then quantity is what counts.

1. High tech communication is not necessarily high touch. Your message will be more personal on
your own letterhead and signed in your own handwriting, so use that approach first. Save e-mail
until you are on a first name basis with your legislator and there is a need for speed in you
communication.

Fax
1. Only slightly more personal that e-mail, a fax is appropriate if there are copies of documents or
other photocopied items that must be communicated in a hurry, especially if responding to a
request for information. Fax messages should be typed whenever possible.
Telephone
1. Use the telephone only if you have already established a good relationship with your legislator
and know him/her well. It is never a good idea to rely on a telephone call alone. Follow up with a
fax or e-mail.
2. Remember in some cases, the staff is the pipeline to the legislator. Do not neglect that
relationship. Write a note of well wishes at the start of each session. Send a thank you note
anytime they assist you. They word had and are rarely thanked. They will remember you for
acknowledging them.

Included in this amount is the $60 PR Special Assessment. There has been no change in this
amount.

Monthly proration or any other form of proration is not acceptable.
All dues paying classifications are eligible for proration on a quarterly basis.
Join date or effective date of change in classification is the date used for proration.
Dues cannot be prorated if a member drops and reinstates in the same year.
If the drop and reinstatement is due to a move or change in affiliation, proration can be allowed
but is not encouraged.
The two year wait for eligibility for proration is no longer in effect.

the descending dues schedule for that year. Effective 2007, members are not eligible for
descending dues until the year following the year in which they turn 70. This means that
those members who turn 70 on January 1 will need to wait until the following year to
begin descending schedule.
❍ Same logic applies to turning 70 during the year. Members cannot begin the descending
schedule until the following year.

Annual dues are a fixed percentage of full active annual dues as determined by the number of
days worked per week. Eight hours is considered one work day.

Jury Duty Exemption
As of 2005, Missouri optometrists MAY be exempt from Jury Duty. Optometrists are added to the
'licensed healthcare provider list' but a judge's decision may still be required to grant such exemption.
One may still be excused for such reasons as extreme physical or financial hardship, but the change
offers another option if an optometrist should choose to ask for exemption from this civic duty. The most
relevant sections of the Missouri Revised Statutes, Chapter 494: General Provisions as to Juries (Section
494.430) dated August 28, 2005, are as follows:
Persons entitled to be excused from jury service – determinations made by judge – undue or
extreme physical or financial hardship defined – documentation required when.
1. Upon timely application to the court, the following persons shall be excused from service as a petit or
grand juror:
(4) Any person licensed as a health care provider as such term is defined in section 538.205, RSMo,
but only if such person provides written statement to the court certifying that he or she is actually
providing health care services to patients, and that the person's service as a juror would be detrimental to
the health of the person’s patients; [SEE DEFINITIONS BELOW]
(7) After two years a person excused from jury service shall become eligible once again for
qualification as a juror unless the person was excused from the service permanently. A person is excused
from jury service permanently only when the deciding judge determines that the underlying grounds for
being excused are of a permanent nature.
From Missouri Revised Statutes, Chapter 538: Tort Actions Based on Improper Health Care (Section
538.205) August 28, 2005
Definitions.
As used in sections 538.205 to 538.230, the following terms shall mean:
(4) "Health care provider", any physician, hospital, healthcare maintenance organization, ambulatory
surgical center, long-term care facility, including those licensed under chapter 198, RSMo, dentist,
registered or licensed practical nurse,
physical therapist, psychologist, physician-in-training, and any other person or entity that provides health
care services under the authority of a license or certificate;
(5) "Health care services", any services that a health care provider renders to a patient in the ordinary
course of the health care provider’s profession or, if the health care provider is an institution, in the
ordinary course of furthering the purposes for which the institution is organized. Professional services
shall include, but are not limited to, transfer to a patient of goods or services incidental or pursuant to the
practice of the health care provider's profession or in furtherance of the purposes for which an institutional
health care provider is organized.

America board of
directors has
prepared another outstanding meeting for both doctors and paraoptometrics. Some of the biggest
names in optometric education will be in attendance, and the latest information in optometric
technology and information will be presented.
The Heart education committee is working toward 100% COPE appoved courses, and we
will begin implementing the OE Tracker from ARBO for recording your Heart course
attendance.
Included in your Heart registration is the largest exhibit hall in Middle America, with over 100
exhibitors offering the newest materials, equipment and latest technology for your offices.
So mark your calendars for February 16 - 18, 2007 to experience a great continuing education,
a great exhibit hall, a great hotel, some great restaurants and a great time to see your

MOA/Industry Alliance Day at UMSL-College of Optometry
A panel of practicing optometrists and representatives from the executive Level of the Industry Alliance
presented information on the MOA as well as a panel discussion to 4th , some 3rd, and 2nd year UMSLCollege of Optometry students. Issues discussed included how to decide where to practice, how to find a
practice to join or what to expect, who to contact to determine a location for starting a practice, and
practical issues about the first years as a Doctor of Optometry.
Doctors participating were Dr. Dave Bennett, Dr. Tom Hobbs, Dr. Tom Greene, Dr. Erin Sullivan, Dr.
Robert Goerss, Dr. Lori Swopes, and representing UMSL, Drs. Timothy Wingert and Howard McAlister.
Participating on behalf of the Industry Alliance were Steve Sutherlin-Sutherlin Optical, Mike Jobe-Midland
Optical, Gene Thomas and Dennis Bruens- Duffens/Langley Optical and Paul Yutesler-Ozarks Optical.
A cocktail hour and dinner was held that evening at Harrah’s Casino. The doctors, students, and lab
representatives gathered to discuss issues in a more relaxed atmosphere and one on one basis
surrounding post-graduation years and have some fun as well.

Central Optometric Society has been busy recently. Regular monthly meetings have included August 22,
2006 at Chevy's with Kevin Chism from Essilor as a sponsor and September 29, 2006 at T.K. Brothers
sponsored by Kevin Sewell from Alcon. October 24, 2006 is scheduled to be sponsored by Coopervision
with the location yet to be announced.
The MOA annual convention at the Lake of the Ozarks was attended by several COS members. Our
society donated an MU themed basked to the MOAA. The profits will be used to grant additional
scholarships to optometry students. The COS basket earned almost $200 towards this cause. Thanks go
to Jean Vanderfeltz and Dr. Jeff Gamble for coordinating this very successful effort.
COS members have been active during this campaign season. Several members, including Dr. Robert
Sutter, Dr. Tom Greene, Dr. Lee Ann Barrett, Dr. Kristi Kessler Williams and Dr. Debbie Hettler, along
with other friends of optometry made a special effort to support a specific candidate on a Saturday
afternoon in September. This was above and beyond continuing individual efforts of our members.
Northeast Optometric Society
Duane Thompson, O.D.
The NEOS had our last meeting on September 28th 2006 at the Pear Tree Restaurant in Bevier MO. We
were privileged to have Dr. Larry Davis, Dean, University of Missouri-College of Optometry present. Dr.
Davis informed the society about current issues at the University. Dr. Davis fielded questions from the
members regarding the College of Optometry. The NEOS would like to extend our thanks to Dr. Davis for
traveling to Northeast Missouri to keep us informed about the University.
The NEOS members have been very active in the political process in Northeast Missouri over the past
several months through volunteering, walking in parades, door to door walks, and attending fundraisers in
several key state and local races. Thank you to all NEOS doctors and MOA doctors that have helped in
our political events.
The NEOS will next meet in January.
Southwest Optometric Society

SWOS met in Aurora on September 13, 2006. The meeting was hosted by Dr. Negre and was sponsored
by Hoya. Hoya's presentation included a sales and marketing strategy to enhance the independent
practice profile and profitability. We thank Hoya for its C.E. sponsorship for the Paraoptometrics at our
state convention.
Nine doctors were in attendance. Discussion included the 2007 meeting schedule and a legislative get
together, promotion of the October convention and review of MOA board activities completed in August.
The next meeting is a Christmas party scheduled in December.

The fall of 2006 has kept members of the Kansas City Optometric Society busy helping with various
House and Senate races throughout the area. With term limits in place, there are a number of well
qualified ladies and gentlemen running that have experience in dealing with the field of eye care. We look
forward to supporting those friends of ours that win in November. We have been meeting the first Monday
evening of each month this fall learning about issues ranging from imaging in glaucoma to new forms of
medications to use in the office.
Many Kansas City Optometrists made it to the MOA Fall Convention. There were nice comments made
by many that attended the 16 hours of Continuing Education. Doctors were just as excited to hear that we
will have the Melton & Thomas team providing the bulk of the CE at convention next year. Kansas City
doctors are planning ahead now to attend!

Tina Heafner
Hello everyone! My name is Tina Heafner, and I am the new Para President. I am excited about my new
role on the Para Board and look forward to another great year. Our annual convention was terrific. I want
to thank everyone who attended and helped make it so successful. The education was tremendously
informative this year, thank you to the education committee.
Congratulations to Jean Vanderfeltz. She won the four-night stay at the Turquoise Shell Inn, in St.
Maarten that the paras raffled off as a fundraiser. Thanks goes to Dr. Carter Glass for generously
providing the raffle item for this year.
The Para Board now has several Trustee positions open. I urge anyone who is interested in becoming
involved with the Para organization to contact me so we can discuss what is involved in becoming a Para
Trustee.
I want to take a moment to give a big to thanks Vickie Rogers, Sue Brown, and Sandi Stewart for their
work on the Board over the past years. Their hard work was really appreciated and they will be missed.
Our next meeting is in January at Legislative Conference. We will be having committee meetings and the
Para certification exams will also be available.
