It is alleged that the suspects were driving a Toyota Quantum and the car was parked on the side of the road next to the tavern before the incident. Brits police are investigating a murder case where a 39 year old man was allegedly killed through a gun shot in Oukasie Township near Brits Town. According to the statement by W/O Mpeile Talane Corporate Communication. The incident took place on 01 June 2015 at around 02:20 at dawn where it was alleged that the deceased was a tavern owner in Oukasie when two armed men attacked him while he was busy closing the tavern and shot him in his right shoulder. Unfortunately the deceased died instantly before the police and Emergency Medical Rescue and George Motswene, parents to Neo together with some relatives decided to go to the initiation schools in Maboloka and Jericho to look for their kids. Some of the schools were refusing them entry because of the bylaws that they have. “On Monday we went to Kutlwano Primary School where the missing boys attended school, to announce the matter. Students were in classes and the teacher called one of the friend to the boys.” “The student said to the teacher that they were playing at the recreational park opposite Oukasie Clinic when two men came wearing balaclavas. They then started dragging Tlhophi very hard and he tried to fight back but was overpowered.” “After Tlhophi was overpowered by the men, the friend ran home without looking back and was afraid to tell his parents about the incident. It was on Tuesday when we went to report the matter to the police, we gave the police the photos and they promised to investigate the matter.” “The other family decided to go back to the initiation schools, this time ac- For Epilepsy Prostate Cancer Arthritis Gout Cataract of the eye VACANCY Call Fred to stop suffering SCOOTER DRIVERS Whatsapp: 074 555 4327 WITH VALID LICENCES. Neo had a slight cut on the neck, maybe one eye missing and some bites on the lips.” said the devastated father George Motshwene. Community Policing Forum Chairperson Mr. Benny Ngwenya and a leader at Siyatlhala section in Oukasie was also disturbed by the incident and restored calm to the angry residents who wanted to destroy the foreign churches surrounding Oukasie. “We understand the pains this families are going through and as for the community I would urge them not to act irrationally but rather to wait for the law to take its course. Together with the PR councillor Matome we have been engaging with those churches to find a way of removing them from those illegal areas.” “Some say they have documentations allowing them to occupy the land but we are still investigating and with the help of our police force and the government we will win this one. Normally when something of this magnitude happens in our area we contribute something in cash or in kind to the berieved families. We therefore request those who have any kind of contribution to come forth and assist.” said the CPF Chairperson Mr. Ngwenya. The police are still investigating a case of inquest and no suspect has been arrested so far. At the time of going to press it was not yet decided when the funeral was going to take place and whether or not the two families will combine the funerals. T his happened on the 3rd of June 2015 just before 7am when the minibus taxi travelling towards Pansdrif Primary School was involved in an accident. According to what transpired, it looks like all the wheels of the taxi were not in good condition. The accident happened after the back tyre exploded and the driver of the taxi lost control of the vehicle and the taxi rolled on the side where the tyre burst. Taxis such as this one are not supposed to be on the road or to carry school children. The taxi looked as if it was coming directly from a scrapyard, only miracles and the hand of the angel saved this kids. This is not the first time such an incident happened whereby a bus carrying school kids lost control and overturned on the side of the road. Why do we have school buses driving around with tyres that are worn beyond the legal limit. Is it because people are taking chances and risking the lives of the innocent children? Are they not aware that they are carrying the lives of the kids in their hands? The taxi industry must take drastic measures against those careless and negligent drivers and make sure that such people are brought No one has the answers to what happened to the bridge, why the bridge is being avoided by the relevant departments and who should be blamed for the delays by those departments. It looks like nobody, including the municipality, cares about the communities in Madibeng. to justice. There must be someone to monitor and check all the taxis whether or not they are roadworthy. What would have happened if the driver could not manage to control the taxi and all those 15 school kids were killed? Some of these taxis are often overloaded and speeding. Parents should also intervene on the issue and make sure that their kids are transported safely. Are these taxi drivers allowed to drive around with smooth tyres? Was the taxi roadworthy with proper permits to carry passeng I t is alleged that the Local Municipality of Madibeng is shifting the responsibility to the Gauteng Public Works even though Klipgat is within the jurisdiction of Madibeng Municipality. Klipgat is under Madibeng Municipality, so why does the Madibeng Municipality not take full initiative and fix the bridge so that the bridge can once again be used by the public and the motorists. It seems our municipality has forgotten about the bridge and therefore this article serves as a reminder that the bridge needs to be fixed. If there is no money to attend to this matter then it should be placed in the next financial year’s budget for consideration. By so doing, at least someone will reckon that somebody from the government has noticed the bridge and its condition. Because no one is taking care of the bridge, the population is now using the bridge for fishing. Someone needs to account for the bridge, with immediate effect, the public deserves to be treated with respect and made to feel that their concerns are being taken seriously by the municipality. The mandate of the municipality is to take care of the well being of the citizens. If indeed the responsibility of repairing the bridge lies with the provincal government, then surely it is the municpality’s responsibilty to ensure that the provincial government carries out its obligations and the municipality cannot afford to pass the buck. If you want to make peace with your enemy, you have to work with your enemy. Then he becomes your partner Nelson Mandela! Mr. Malatsi, I am staying in Kwariekraal ward 1 and I am very concerned about service delivery. Now it is almost five years and nothing has happened, roads are dilapidated and are just like rivers. Two months back, municipal allocated budget and still nothing has been done in that village. Our municipality does not care about the rural areas like Kwariekraal. North West Province just like other provinces in South Africa has a very high number of unemployed people but I am shocked that tenders to provide security at Brits Police Station, Hospital and EMS was given to a Nigerian National by Madibeng Municipal officials. Simon Klaas requested a caucus meeting with the ANC members at the budget Speech on the 26th of May 2015. T he manner in which the Speaker expressed herself when ordering Cllr. Ellis to step outside the Chamber showed that the speaker was a – , it also indicated that the Speaker had acted in on – and had no sense of judgement, the Speaker used her emotions instead of applying proper procedures. She looked like a bully when expelling the DA member from the Chamber. Why has the Speaker behaved in such an unbecoming manner? Behaving like a bully has never benefitted the municipality, only brought disgrace in the rest of the municipality. Before he was removed from the Chamber, Cllr. Ellis remarked and said ‘hai bo tsk’, immediately Cllr. Motepe asked the Speaker to address Cllr. Ellis saying that his ward (ward 29) has not been seeing any progress and the population was struggling with a court case recently. Cllr. Ellis felt that he was not treated fairly by the ANC and the Speaker when he was given marching orders by Speaker of Council Matshidiso Is Section 139 (1) b a Private Business? One thing I know is that in our country when you want to do something positive you need to eliminate yourself from this earth and be part of another planet. Mangoathe. Particularly when he was told by the Honorable Speaker that the Chamber is not a Monkey house. He further alluded that in Madibeng when you want to raise your concerns you get kicked out of the council. According to Cllr. Ellis, the caucus meeting was supposed to have taken place long before the seating. The ANC is using the presentation time to organise their private meetings. He further said that there were urgent matters that needed to be addressed by him and he was not given a chance by the Speaker to address them. He feels that the caucus was unnecessary and his comment was not disrespectful. The Speaker literally told Cllr. Ellis that “this is not a Monkey house” and that the community (ward 29) that has sent Cllr. Ellis to represent them will be very disappointed about the manner in which he contributed in the Chamber. I strongly believe that there will only be one Madiba and too many Msholozis in the country. My concern is that Madibeng has been placed under Section 139 (1) b for poor service delivery and administrators have been appointed to take over from the doomed leadership. What has happened in the past is still happening today. Private meetings are still being conducted and the population is being denied information on the progress of the implementation. Our municipality needs to work hard in order to execute its mission and must spend less effort on meetings that are held behind closed doors. We stood patiently waiting for the report and the change in the municipality, but now we are being smeared with sh**t in the face so that we stink and forget our needs as the public. What is it that is happening at the Brits Fire Station every Mondays at 8:30am? If we still see comrades such as Monde Juda, Buti Makhongela, Philemon Mapulana, Nick Rakolle, Douglas Maimane and other fellows in the council, we must know that our municipality is still under the black cloud and will always be. Keeping the population up to date with the progress will simply make the progress for service delivery much easier in the council and the public will rest assure that the water and electricity crisis has been dealt with. Meanwhile, Councillor Rossouw highlighted some errors about the report regarding ward committee members, the Speaker asked about the report and was told that the report was already submitted to her office. Different ward councillors and committee members submitted their service delivery reports including the fact that ward committee members needed a stipend for the work they do on a daily basis. Save the Planet, Save Madibeng the 4th of May 2015. The petition contained the grievances by Oukasie community, particularly Phase 1, 3 and 4 among others, the community of the aforementioned sections having dissatisfaction regarding their ward councillor (ward 13). According to eye witnesses, two people attacked Sbusiso after it was alleged that he betrayed them (the residents) and wrote things in the petition that were not agreed upon. They even called him a traitor and demanded that he withdraw submitting his petition to the municipality. Nonetheless, when he failed to comply with the request, the two suspects started assaulting him with the intention of causing grievous bodily harm (GBH) in full view of the community members and his followers. Sbusiso was not satisfied with the way the police were handling his case. The suspects were hunted down by the Brits Police and were apprehended, charged for assault and were later released on free bail. The police are still questioning possible witnesses and the case is still under investigation. The Minister said that the councillors who are given the authority to serve the communities are failing them, they are not monitoring the water plant as required. “Imagine if we can’t have water in South Africa for life, water is life, to ensure that Madibeng has a plan on how to maintain water, we have noticed that the government needs serious intervention. She further said that she and the Minister have visited all the provinces and the challenges are the same i.e. the infrastructure is not monitored by councillors. They have visited Madibeng more than five (5) times and councillors always demand more money if there is a problem. “Councillors must account for that money; of course, not all councillors do not do their work as given. Councillors must engage with the communities and avoid unnecessary protests. If you burn schools, clinics etc. somebody is going to suffer.” said Deputy Minister Tshwete. Minister Nomvula Mokonyane aka ‘Miss Action’ emphasised that they went also to Water Purification Plant and were impressed with the work that has been done. The purpose of the meeting in Majakaneng was to address the community about the progress in the Purification Plant. “I was a bit surprised to hear one of the workers from the Purification Plant saying to me that the Madibeng Municipality does not have plans when doing things. Those workers were continuously disturbing water transformation due to the fact that they were not given a map for the area.” “Every time they dig up for pipes, they come across unnoticeable because they pipes crossing the ground were not provided with plans for the entire area. The availability of plans would make the lives of the workers and the residents easier because there would be less water cuts in Madibeng and some of those pipes would be used to supply water into some parts of the areas in Madibeng.” “We had approximately 3367 water leaks in the supplying pipes, we had managed to save more than 3000 leaks. We had also managed to appoint 22 young people to do auditing in the yards, for over 8 years we had a reservoir without water.” Minister Mokonyane and Mayor Mothibe during the press conference. “Now we have 10 Mega litres in the reservoir that was waterless for 8 years. Today we went to few families and found that the taps were with water instead of spiders. More than 80% of water in Majakaneng is from Brits Water Scheme.” said Minister Mokonyane. Meanwhile, some community members They further said that Majakaneng has some areas where they use boreholes and reservoirs. The area that the Minister and her crew attended definitely has water provision, but the Minster should have travelled to all the parts of Majakaneng and found out whether there is water in all the parts before applauding a job well done. in Majakaneng say that the statement made by the Minister that there is water in all parts of Majakaneng is untrue. Members of the public attended the event. They have been working even when conditions were tough, they persisted and made sure that they honoured their agreement with the Public Works because they took their work more seriously. T he Kgabalatsane Extended Public Works Programme (EPWP) workers said that they do not know whether they are appointed as volunteers, working on commission basis, stipend or for food parcels by the Public Works. These workers have been working for the Public Works for years now, surprisingly they were baffled by the fact that for the past three consecutive months, they have not been getting their salaries as promised. T he complainant being the mother to the victim alleged that on Sunday morning the same date of the incident she went to Maboloka village leaving her daughter with her grandmother, when she returned back home from Maboloka Village she was informed by her mother that the suspect came home while she was away and raped the victim, the grandmother of the victim said that the victim came running to her after the suspect had left, telling her that the suspect undressed her and threw her over the bed and raped her. The grandmother alleged that she did not hear the victim screaming because she was not inside the house when the incident happened. The victim was then taken to Brits District Hospital for medical treatment because she was severely injured on her genitals. The investigation is continuing but the suspect is still at large.Furthermore, there are other two cases of rape where a 10 years old girl was raped by an unknown suspect in Brits Spoorweg bushes at about 13:00 in the afternoon. The victim alleged that she was with her Tswana Traditional Dance group in Brits requesting for donations when an unknown man approached them and told the victim that she should go with him to the ATM to withdraw money for 59 year old man died of stab wounds the donation, the poor girl went with him without being accompanied by any group member and when they arrived at the ATM the suspect got no money from the ATM and told the victim to go with him to Spoorweg to get the money, while on the way the suspect forcibly dragged the victim into the bushes and raped her, afterwards the suspect left the victim and ran away. No one has been arrested at this time and the police are still busy with the investigation. On the other rape incident, a 23 year old woman was raped while taking a lift to Maboloka with her colleagues, she alleged that she was on the road hitch-hiking in the evening at around 23:30 when an unknown vehicle (sedan) with two occupants including the driver stopped and gave her a lift to Maboloka, she added that while they were on the way the car stopped and the passenger in front ordered her to alight the car and took her into the bushes where she was raped and her cell phone (Huawei) and R80.00 cash from her were taken by the suspect. On 29 May 2015 a 59 year old man was attacked and died instantly through stabbing at Rashoop in Brits. It is alleged that two armed suspects invaded the deceased’s house where the suspects found the deceased and his wife and son sleeping at 21:30. T he suspects then started to demand money from the victims at gunpoint but there was no money that the suspects got from the victim, the suspects then stabbed the deceased on the chest (right side) three times with an unknown object and took a cellphone (Nokia C3) belonging to the deceased’s wife and deceased’s wrist watch and ran away. The total estimated value of the robbed properties is worth R1200.00. According to the complainant, being the son to the deceased, he alleged that the incident took place on Friday 29, 2015 at around 21:30 but he could not manage to call the police and ambulance to the rescue of the deceased because his father allegedly told him not to go out for help because it was The suspect left her in the bushes traumatised as she couldn’t even remember the model, registration number and colour of the vehicle. Thus, the deceased’s wife and his son slept until the following day (Saturday 30 May 2015) at 06:00 when they woke up to look for help from the neighbours. The Police and Emergency Medical Rescue Service arrived at the scene and found the deceased lying on the bed but unfortunately he was declared dead by the EMRS Officer. The Police opened murder and house robbery cases for investigation of the two incidents. At this time no one has been arrested, however, police would like to encourage members of the general public to assist the police with information that can lead to the arrest of the suspects involved in this tragic incident. Ex Africa semper aliquid novi (loosely translated: Always something new out of Africa): Xenophobia, Afro-phobia or Black on Black violence or whatever name from any political nomenclature you may attach, is despicable and should be condemned in all strongest possible terms. T he wave of violence that swept the country cannot just be quelled by deployment of the army and the police as their deployment can never be permanent. This is going to bite us again some few months down the road. We don’t need temporary or aspirin solutions. What contingency measures does the government have to suppress permanently the resultant antagonism? The government needs to act decisively and swiftly in terms of vocational training and elevating the education standards among the South African youth with the view of making them employable. The culture of entitlement is no longer a viable solution. Grants or wage subsidies cannot substitute skills. Days of lip service are over. The heat is on. Foreigners have raised the skills bar too high for South African Blacks. Our government should first and foremost acknowledge and take the blame for this mayhem. The buck stops right there with the government. The government threw borders wide open and allowed an upsurge of foreigners in the country. These foreigners flooded South Africa with plethora of skills while our own youth the only skill they possess is operating a ballpoint pen. They can’t even mow the lawn. The farming community in and around Madibeng is assisted by Zimbabweans. Their agricultural knowledge and skills are overwhelming. The building industry in and around Madibeng, again is manned by foreigners. In Letlhabile, Rabokala, Jericho etc. all those beautiful houses are being built by foreigners particularly of Zimbabwe and Mozambique origin while our youth are reduced to spectators. Got a tyre puncture, a foreigner is there to sort out your puncture problem. Panel beating, motor mechanic, plumbing, carpentry and all these related trades are done by foreigners in our communities. Dropped a coin? A Zimbabwean can pick it up for you at a fee. The spin-offs of all these skills is WEALTH!! They are laughing all the way to the bank almost daily – sans grants and wage subsidies. As a bonus to them, they are exempt from income tax as they are not registered with SARS like you and I. They get paid hard cash! Gambling (Dice), partying, nyaope, drugs etc. that’s where our youth excel. Why?? The answer is simple: There are no vocational training centres in and around Madibeng to nurture the hidden talents of youth. No extramural activity centres for our youth. Besides, we have so many high schools in and around Madibeng, yet, we don’t have vocational training centres centres commensurate with number of students coming from these high schools. Brits Tech cannot accommodate all students from high schools in Letlhabile, Oukasie Bethanie, Rabokala and all other adjoining villages. I still strongly believe government has to carry the can for this mayhem. We just cannot have institutions that churn out ballpoint pen pushers and hope to grow our economy to compete with other growing economies. The greatest and the best investment a country can make is the investment in HUMAN CAPITAL – ITS PEOPLE. melodi churning out careers in fitting and turning, watchmaking, carpentry, electrical to name but few. Similar institutions were in Mafeking: Boitsanepe Technical, in Pietersburg – Mmadikoti Technical etc. There were Nursing Colleges at Ga-Rankuwa Hospital, Kalafong Hospital, Natalspruit Hospital etc. There were also teachers training colleges all over the country. At a stroke of a pen all these institutions disappeared the way your fist will disappear when you open your fingers. Today students have to stampede at one university for admission. There is no local school that teaches Agriculture in Madibeng except my favourite school, Wagpos. Madibeng is surrounded by villages with abundance of arable land. The schools and the people of these villages should be taking a leaf from the Afrikaners and have their schools teach Agriculture and the communities practice farming. Besides giving youth agricultural skills, these communities will become selfsufficient. They will supply their own veggies and probably own chicken and red meat and there won’t be the need for xenophobia. SPIN-OFFS: JOB CREATION AND WEALTH. You know what? – the too ghastly to contemplate: Take away the Afrikaner farmer from South Africa, usher in genocide!Zimbabweans have been taught life skills. They are like a crocodile that cannot go hunting in the forest yet never goes to bed hungry. You saw them on TV jumping the border fence with their only luggage being the clothes they are wearing. In short space of time they have bicycles, they are vendors at every corner, they operate spazas and you name it. We are spectators of their miracles in our own backyards. What an utter disgust! We are failing hopelessly in this regard. We cannot look too far to see the pernicious effects the lack of formal education and vocational training has on our people, particularly the youth. Introspection is what we need. Apartheid government, cruel as they may have been, had Vlakfontein technical in Ma- They make chest drawers, steel baths and buckets, wooden beating spoons and stirrers, floor mats from grass and reeds, you name it. They can even EFF still playing hide and seek? The Economic Freedom Fighters (EFF) is still battling to live up to the promises made to the local and the provincial electorate. Promises about better life for all, jobs to everybody and land availability to the needy people. W hy is the EFF taking so much time in the implementations of their promises in Madibeng Local Municipality and the North West Province? Could this be that the changing of the communication between the ANC and the people has changed? Or is it because the EFF has maintained contact on the ground with spectrum of certain type of people? Or perhaps the EFF has used the truth that the ANC denies but stay truth anyway because people feel that it is the truth? Much thatch your house. Because we purport to have huge buying power, we are the greatest buyers of these ornaments as if they are going out of fashion. Why can’t we rope in these Zimbabweans to teach our youth all these skills instead of moering them and taking their hard-earned wealth? I think we are very uncouth and unkind. The Ethiopians and Indians come with their unsurpassable entrepreneurial skills. They have mastered the art of business. That is why Vasco da Gama had to travel all the way from Portugal to India just to buy curry and pepper. He probably got “sphatlho” as well, as Indians make delicious atchaar. Instead of senseless massacre of these poor guys, who are so creative and innovative, why don’t we take a leaf off their books? Darkness cannot drive out darkness; only light can do that. Hate cannot drive out hate; only love can do that. There are quite innumerable lessons that we can learn from these Indians and Ethiopians. Violence appears to do good, yet, the good it does is only temporary; the evil it does is permanent. The illiterate of the twenty-first century will not be those who cannot read and write, but those who cannot learn, unlearn, and relearn. Vocational education programs have made a real difference in the lives of countless young people worldwide; they build self-confidence and leadership skills by allowing students to utilise their unique gifts and talents. Let’s roll up our sleeves and start working hard. Let every village launch a skills development centre and give our youth some life skills. The will to win, the desire to succeed, the urge to reach your full potential these are the keys that will unlock the door to personal excellence. I believe that door is about to open once we make a conscious decision! #JSM Sekokotla. Convictions on rape On 05/06/2015 two accused were convicted in Ga-Rankwana Magistrates Court for rape cases. Mr Maluleka Michael aged 23 was found guilty of rape which took place on 02 January 2013 at Maboloka. was expected from the EFF concerning changing living conditions of the communities but less has been achieved thus far. The country has few months remaining before the municipal elections in 2016 yet the party has not shown much in their preparations. There has never been any form of change within all the municipalities in the North West Province. The population has expected more coming from the opposition party in terms of service delivery or any kind of means to change their lives for the better. It seems as if the ANC has got so much power that prevents even a radical party such as the EFF to break through and bring the best out of it. The EFF needs to implement new structures that will work well with the rest of the population. T he investigation revealed that it was at about 03:30 when the victim was with Mr Maluleka on the street where Mr Maluleka asked to sleep with her and the victim refused, thereafter the convict forcefully undressed the victim and raped her. The convict has been sentenced to 10 years imprisonment. Furthermore, on the same date, a 23 year old man named Koketso Mofokeng was sentenced to 15 years in jail for raping a 23 year old lady also in Maboloka Thambo Section. Accord- 8 ing to the victim, she was coming from a tavern with her friend when Mofokeng confronted them, grabbed the victim and raped her, fortunately the victim’s friend managed to escape. All the convictions were attained by the Brits Family Violence, Child Protection and Sexual Offences Unit Police. Brits Cluster Commander Brigadier Johan Marx praised the good job by the police. The Brigadier said that police will go out with full force to make sure that the community of Brits and its vicinities are safe and secure at all times, he added that creating safe and secure community is one of the most imperative objectives that the police are bound to achieve. This came after seventy five (75) paying tenants at the Tom Street hawkers Pavilion united and demanded answers from the municipality. vendors trying to do business without paying rent. It is therefore difficult for those paying rent to compete with or even remove them from the place. It is difficult to blame those street vendors because they take advantage of using the rent free space and want to make use of it, which is a good thing but has to be done in the correct way. They want the municipality to monitor the area so that no intruder can come in and claim a space without paying rent. The municipality must start to honour their promises and respect the tenants by fulfilling what they have promised, being the taxi rank. T he angry tenants at the Brits Pavilion next to Oukasie Taxi rank are complaining about the conditions the Pavilion is posing. They said that the area is without usable public toilets, whenever they want to relieve themselves they have to do it in public with everybody watching. They are depending on the taxi drivers for business, who on daily basis transport school kids from and to their homes. Mr. Khumalo who is one of the taxi drivers told Madibeng Times that they gladly like to support the shops around the Pavilion, but they are finding it difficult to have to deal with the untidiness and the lack of public toilets. “Many times we have to deal with children who relieve themselves anywhere and sometimes on their clothes, and the most awful part is that we have to cover them with plastics until they get to their places because there are no toilets in the place.” said Mr. Khumalo. They are losing customers because the place is without public toilets, only municipal workers are allowed to use those toilets and afterwards they lock them up. Why is it that only municipal workers are allowed to use public toilets during the day? The place has only one tap providing water very slowly, they have too much demand of water, therefore, they have to stand a long queue for water from a slow running tap, the surroundings are untidy and the few customers who support the businesses are complaining about matters of hygiene. There used to be municipal workers who used to clean up the area on a regular basis, what happened to those workers and why is the municipality not considering the matter seriously since people are paying as required? Who should do the cleaning and pay rent as well? Let the municipality bring back those workers who used to come and do the cleaning on the surroundings of the area. It looks like the Pavilion was built without proper planning. Some say that, during the construction, the municipality promised the tenants that a taxi rank would be built next to the area. The wide open space next to the Pavilion is sometimes used by street There is another suggestion that can benefit those tenants, that is if the municipality can find a way to encourage Hawkers at the pavilion. those trucks that normally park on the open space next to the Brits Bottle Store lect all the facts surrounding issues you to come and park next to the Pavilion were inquiring about.” “However, I will so that there could be more clients. make sure that I respond to all your The untreated poles at the Pavilion issues before your next deadline. The palisade fencing and gates are being removed and vandalised by criminals because the security that used to guard the area is no more. If you perambulate in white areas during school hours, it is quite rare that you find white pupils roaming aimlessly in the streets. The sight of pupils roaming in the streets during school hours in Black areas has become a norm. The big question is why? D o the White people value education more than the Black people do? Whenever the pupil is asked why he/ she is not in class, the common reply is he/she is either expelled or suspended. Most of our schools just expel/suspend students at a drop of a pen. A student is five minutes late for the morning studies, I repeat with emphasis, for the morning studies, he is sent home for the whole day. Bear in mind that the official starting time is 7h45 and the morning studies begin at 7h00. The student has to miss the whole day’s work at the expense of morning studies. Quite startling. Lack of education in Black communities has reached appalling proportions, yet, we keep shunting the students out of the school system or onto other schools, thus passing the buck without examining or dealing with the problems that a student has. Difficult children have their reasons (whether they know it or not). Sometimes the fault lies with the school and not the child at all. Sometimes it is the child’s family. Outside of the main cities, many villages do not have a second high school within a 15 minute drive. What are we to do with the expelled students? Send them to another school who doesn’t want them either? Or just forget about them completely? Schools in many villages are the only local government institution. If you expel a child, then the government and society is giving up their responsibility for that child. No Who are they? (Director Energy Manaka and Park Specialist Tumi Tau). I t is very sad and regrettable to inform the public that many workers in Madibeng Municipality as well as the community itself are angered by the irregular, unprocedural and factional behaviours by our senior management and political leaders in the municipality. I am not trying to sound insensitive and become a nuisance concerning our senior management in Madibeng Municipality. I believe that when you are a state servant you are also a public servant, being both state and public servants automatically you become a public figure, being a public figure you are now a public interest and everybody would have more interest in reading and talking about you. Director Energy Manaka and Park Specialist Tumi Tau, are our public interests and I believe we would like to know more about them, of course, the public would also want to know more about the two municipal workers who are these days on everyone’s lips. Be that as it may, we rise to challenge the way our senior managements do things within our municipality. We must firstly agree that this institution is heavily bleeding to death and as citizens we are part of the injuries our municipality encounters. Without any fear or favour, Manaka is a Director for wonder expelled children end up unemployed and in jail within a few years for one or other crimes they commit. You are surrendering the poor child to drug lords. Few days down the road he is a NYAOPE addict. Do principals care to engage SGB’s, parents and community as most of the expulsions are done arbitrarily? We tend to forget that students possess fundamental rights that the state must respect and that the student’s right has to be constitutionally respected and protected at all times. In order to safeguard a student’s rights prior to a suspension, schools must provide the student with notice of the charges against him, provide an explanation of the evidence of the charges, and allow the student an opportunity to voice his side of the story. This is never done. I have seen students being arbitrarily expelled for not paying school fees (which is the fault of the parents}, coming late, absenteeism, being noisy in class, etc. Here are some of the examples of why students can come late if some principals can take pains to explore: 1. Students have physical or logistical reasons for coming late. In some instances, a student may find it difficult to make it to school on time because of the physical distance between school and home. A Principal admits a student who stays in Soshanguve while the school is in Letlhabile just to have a high roll-count on his register, an oversight of logistical problems looming. Students may also experience either chronic or temporary physical impairments that make getting to school challenging. 2. Students are experiencing emotional or psychological problems. Several psychological and emotional conditions can undermine students’ motivation to get to school on time. Indeed, a hallmark symptom of conditions such as depression includes a decreased motivation to engage in normal daily activities. In addition, prescription medications can interfere with motivation and may disrupt sleep patterns, which may indirectly affect students’ ability to get to school in a timely manner. 3. Students don’t perceive the beginning of school as important. The first minutes of school are often the most critical, since this is when educators/principal share important administrative information, present the day’s agenda, frame the content of the lecture or discussion, connect the current content to past content, and so forth. Yet students may not recognise this. 4. Students don’t take responsibility for themselves. While the majority of students are responsible and mature, there are some who struggle with the independence high school provides and who fail to do what they need to do (e.g., set an alarm clock, allow sufficient time to get ready in the morning, figure out the bus schedule) to get to school on time. They may also not recognise that it is their responsibility to communicate with educators when they are unable to meet their obligations (e.g., because of physical or emotional problems or conflicting obligations). Students of the millennial generation, who are used to a high degree of parental involvement and oversight in their lives and schedules, may have particular difficulty adjusting to these responsibilities. 5. Students are trying to challenge the principal’s authority. In some instances, Know your Municipal Leaders Technical Services and Tumi Tau is in charge of all the parks in Madibeng. Manaka was appointed by the municipality during the times of former Municipal Manager Philemon Mapulane and former Mayor Sophy Molokoane. He became a state servant for more than you could imagine, while Tumi Tau, also a public servant, took over the reins after the falling over of Mr. Herman Ace who was responsible for all the parks in the municipality and comfortably had the opportunity to lead in the renovations and cleaning of all the recreational parks in Madibeng. Madibeng has a high number of unemployed youths yet so many people out there are playing around with their employment opportunities and alledgedly steal the tax payers money to enrich themselves. Such filthy workers need to be expelled and face up with the might of the law. I would say, in my opinion, position mongering and acting into higher positions in our municipality has sold out the workers revolution and the struggle for better working conditions and a living wage. It is not my intention to call anyone corrupt, evil or practicing nepotism. Instead, I prefer to call the entire municipality corrupt and only assume that if only all the municipal employees can all be removed from power and new staff members appointed, we would experience some more positive changes in the municipality. For 12 how long are we going to preach about corruption that is alledgedly happening within our municipality? These senior municipal workers think that the public is too stupid and can be taken for a ride. Our municipality is a shameful disgrace in the eyes of everyone. Our municipality has now been considered Section 139 (1) b but questions remain as to whether the section is going to benefit the population or the situation remains the same or worsens. Who will save our bleeding municipality from these vultures who continue to cause more harm in the municipality? Ask yourself these questions, why thousands of rands were spent in Director Manaka’s office to renovate what is believed to be a tiny office? How important is Manaka’s office to receive such special treatment while the populations are crying for help in terms of water and other basic needs? There are documents proving that Mr Manaka’s office has indeed received special preference and special renovations. The documents contain among others, lights exchanging costing about R25 000-00, wall painting costing roughly R24 000-00, repair of carpet to the value of R25 000-00 and many other unconvincing projects all below R30 000-00. It is evident enough that the whole thing was orchestrated well enough by senior members of Madibeng. All the amounts in all the projects are charged below students come to school late to test the principal or challenge his or her authority. This can happen if, for any reason, the principal’s authority is in question – for example, if the principal is timid or does not seem in command of the school or the material. Do our schools have code of conduct which has been made clear in no uncertain terms to parents and students on admission? Do principal and staff follow such code of conduct consistently with the view to rehabilitating unbecoming behaviour? While the need to have a code of conduct is an imperative, such code of conduct shall achieve several purposes, including, but not limited to: a) Preventing problem behaviours, b) establishing parameters for the intervention and remediation of student problem behaviours and c) establishing parameters for school responses to violations of the code of conduct. The code of conduct shall include a description of comprehensive behavioural supports that promote positive student development and must take into account the students’ abilities to fulfil the behavioural expectations established by the school. The code of conduct shall include a description of the school responses to violations of school rules that, at a minimum, shall be graded according to the severity of 10 offenses, the developmental ages of the student offenders and the students’ histories of inappropriate behaviours. The students are the salt of the earth. But if we make the salt to lose its flavour, how can it be made salty again? It is no longer good for anything, except to be thrown out and trampled underfoot. That’s exactly the resultant of the student we expel from our school. #JSM Sekokotla R30 000-00 meaning that the projects has never gone for tender bidding. Signatures signed by Director Manaka authorising payments to the contractor are a proof that the projects did take place and the money paid to the contractor. Was Manaka given authority to have his own office renovated? Was he the one to authorise that the repairs of lights take place in Primindia Hall? Was he also the one who authorised that there be re-ceiling at the Brits Fire Station? Actually, who authorised the entire projects and gave Manaka a go ahead to sign for payments? Were there any second or third contestants in all the projects done, or perhaps all the projects were automatically assigned to a favoured company without following proper evaluations? Who’s fooling who? When is this whole drama that the population has to suffer in this manner going to end? The amount required was below R30 000-00 from every work given, which gives them enough motives to select whichever company of their choice. It is alleged that more than four projects were authorised by Director Manaka to work in his office to a certain one contractor for one year. Our municipality is a well known municipality by many for its special favours to individuals, kickbacks when complying as well as incomplete jobs. We are talking about tax payers money that is being spent and used unfairly by our political 11 June 2015 Cybernet • Fax From • Copies • Letterheads • Typing • Certficates R3.60 R1.00 R45.00 R15/pb R75.00 • Poster Design R75.00 • I.D Photo R15.50 • Logo Design R730.00 • Business Cards R255.00 • Pamphlets A6(1000)R165.00 Get your website NOW CALL NOW!! O n the 18th of April 2015, Madibeng Local Municipality saw it fit to form a cleaning structure called Letsema and clean up the area. The municipal’s main focus was to clean all the illegal waste dump sites created on every entrance for the duration of three (3) days from the date above. Jointly, the municipal employees, the newly formed Expanded Public Works Programme (EPWP) and the volunteers from within the community were tasked to clean only for one Saturday on the aforementioned date. They have only cleaned the main entrance passing on the sports ground towards ward 21. The main focus was to clean the whole area of Oukasie. The community did respond to the cleaning campaign during rainy weather. Madibeng Council Speaker Tshidi Mangoathe, MMC for Community Services Mary Tlhopane, Cllr. Lebo Meso of ward 21 and Nxumuka Transport and Project and also PR Councillor Cllr. Matome participated in the cleaning campaign. The idea behind the cleaning campaign was to launch the EPWP that was meant to continue cleaning the area. Was it really worth the trouble for volunteers to participate in the project when already there are people appointed to do the work? Was the outcome of the project visible? The area still is the same as before and the EPWP appointment is still pending. Community members, especially those appointed by the EPWP, are asking themselves whether they will ever start working. The doubts have been raised with regard to the integrity of the candidates’ list. Apparently the list has been tempered with and the names have been changed. In addition , there are some dissatisfaction with what transpired during the cleaning campaign. Some of the volunteers felt that they were not treated with respect and were only rewarded with the lunch boxes after the campaign. They further said that they hoped to volunteer for approximately three days to clean up the entire area. They sacrificed their time on rainy weathers only to be given boxes of KFC for lunch. Were they happy after Letsema? No! They felt that they were treated unfairly, but at least they have shown their love to their community. When is the municipality going to honour their promises towards community members and tell the truth and keep What happened to Brits Train Station? Council Speaker Tshidi Mangoathe (wearing black top) offering a helping hand. their promises? The reason Oukasie is untidy derives from the fact that the pick up truck does not adhere to their promises with regard to picking up garbage in the area. For about four months before Letsema there were no trucks in the area to pick up the waste and the community created illegal dump sites everywhere. A project was awarded to create Waste Transfer Station at the entrance of Oukasie. The project only worked for less than a month and went bankrupt, there are allegations that the money for the project was not enough and that some of the community members op- Madibeng Mapulane’s puppet Brits CBD has only two tracksides platform and only one track-side platform is functional allowing only freight/goods trains to pass through. Many years ago Brits CBD used to have a railway station for passengers to travel to as far as Pretoria and Johannesburg. The Democratic Alliance (DA) has just revealed that the Member of Parliament, Mr. Philemon Mapulane had his building plans approved in just five days while ordinary citizens wait for weeks to be approved. T nder no circumstances, Mapulane is not a stranger to controversy in Madibeng. He was the Municipal Manager before he was discharged after allegations of corruption. Thereafter he was redeployed as Deputy Speaker of the North West Legislature and then appointed as Member of Parliament. It is very clear that the former Madibeng Municipal Manager is still making crucial decisions and calls the shots at the municipality, giving orders to the current Municipal Manager, Monde Juda who enjoys no favour from any municipal employees at the council. The DA condemns Madibeng Municipality for providing preferential and unequal service to an ANC Member of Parliament, who had his building plans approved in what is a record quick time for Madibeng Municipality. The DA believes that all citizens deserve equal and fair service from municipalities across the country. The DA urges the population that under the leadership of the DA, every citizen is treated equally and given the same service, no favours are handed out to connected politicians. Approval usually takes up to around oday, it is alleged that the place supposed to be used as a train station situated between Tom and Railway Streets next to Majakaneng taxi rank or rather Behrens Garage is used as a College campus, storage rooms, ac commodations and many other illegal activities. In 1864 the armistice treaty for the Transvaal civil war was signed beneath a Karee tree just to the south of Brits. The Brits railway station, built on the property of Johan Nicolaas Brits, part owner of the farm Roodekopjes, was opened on 9 July 1906 and soon entrepreneurs started setting up shops on the southern side of the station, which is today known as Tom Street, and is the major part of the Indian area of Brits called Primindia. Initially when Post started arriving at Brits by train the station master was required to sort the mail until 1915, when Heydon Thomas was appointed as the first Postmaster of the little Post Office that was established on the Brits Station, and in due course the first telephone in the area was installed in this building. Gone are those days, people today still wish to have a train transport. Many unused railway lines are being vandalised and only occupying spaces for nothing. There is a huge space at Tom Street where the government can build a passenger train station for Brits residents. Brits citi- posed the creation of Transfer Waste Station in the eyes of the community. Nonetheless, Council Speaker graced the occasion and encouraged volunteers to further participate in cleaning up the entire environment. The Letsema campaign proved to be: 1. Wasteful expenditure 2. Poorly planned 3. Only benefited certain individuals. 4. Served mainly to give exposure to senior officials and Politicians 5. Generally a disgrace in the the eyes of the community. U zens are today depending on the taxis and buses mode of transport for their distance travellings. A train station, or a railway station (in Commonwealth English), or a railroad station (in US English) or, in North American English only, depot (including prefixed train depot, railway depot, or railroad depot forms), or simply station, is a railway facility where trains regularly stop to load or unload passengers or freight (often freight depot). It generally consists of at least one track-side platform and a station building (depot) providing such ancillary services as ticket sales and waiting rooms. If a station is on a single-track line, it often has a passing loop to facilitate traffic movements. The smallest stations are most often referred to as “stops” or, in some parts of the world, as “halts” (flag stops). Stations may be at ground level, underground, or elevated. Connections may be available to intersecting rail lines or other transport modes such as buses, trams or other rapid transit systems. 14 45 working days. The party further said that the speedy approval of Mapulane’s building plans proves that he is still the puppet master in Madibeng. Meanwhile, the DA has uncovered that Bojanala Platinum District Municipality is paying thousands of Rands to a local travel agent for the purported supply of chemicals to the Municipality. The DA is in possession of an invoice issued by the Travel Agent in the amount of R28,450.00 for the supply of household chemicals to BPDM. It is clearly strange that a travel agent would supply household chemicals to a district municipality, and may indicate fraudulent invoices being issued. The DA will submit questions to the Municipality to investigate what these chemicals were and why they were procured from a travel agency. “The DA condemns Madibeng Municipality for providing preferential and unequal service to an ANC Member of Parliament...” 11 June 2015 15 11 June 2015 MT Tough day at the Brits Sports for the third team challenge They arrived late on the rugby field and changed rules without discussing the matter with the coaches and the captains of the teams.” “Third team match was supposed to be Brits Rugby Club had a tough played for at least 35 start at the beginning of the Blue and a half minutes Bulls Rugby League and this week apiece but only the on the 6th of June 2015 played first half was played against their rivals and the most to the accurate time sophisticated and well disciplined and the second half Attridgeville Rugby Club. was played approximately 22 minutes. t the beginning of the third As the coach, I feel team, the Brits Rugby Club dominated many goal scoring oppor- that we have been betrayed and I had tunities and attacked very strongly.
