LIST OF POLITICAL P R I S O N E R S in the Russian Federation October, 2014 A POLITICAL PRISONER is a person who a) is serving a sentence passed down by a court in the form of deprivation or limitation of freedom, or b) is under investigation on charges punishable by a sentence in the form of deprivation or limitation of freedom. Political prisoners can serve their sentence in: - corrective colonies -colonies-settlements - pre-trial detention prisons - psychiatric hospitals (compulsory treatment) Political prisoners can also be conditionally sentenced with a mandatory registration in the Russian Ministry of Internal Affairs; they can be released from a corrective labor colony on parole; they can be under investigation with a measure of restraint in the form of house arrest or travel ban. In this list also persons are included for whom an arrest warrant has been issued, but who are currently hiding from the investigation. The total number of people persecuted for their views– 114 persons. (a) for political views – 42 persons; (b) for participation in civic activities and in the activities of NGOs – 16 persons; (c) for expressing views in blogs – 14 persons; (d) for religious beliefs – 36 persons; (e) foreigners abducted from the territory of foreign states – 6 persons. (a) 49 persons are in pre-trial detention (b) 7 persons are under house arrest (c) 9 persons are under investigation with a measure of restraint in the form of travel ban (d) 23 persons serve their sentence in corrective colonies (e) 5 persons serve their sentence in colonies-settlements (f) 13 persons are sentenced conditionally (g) 1 persons is on compulsory treatment in a psychiatric hospital (h) 4 persons are hiding from the investigation and are wanted 3 (i) 3 persons are under investigation without restraint Compared with the previous List (June 2014), this List is characterized by some of the new trends in the state punitive policy: (1) The increase in the number of persons persecuted for political reasons, almost of a quarter (24%). If this trend continues, one can predict that in 2016 the number of political prisoners in Russia will approach the number of political prisoners that existed in the early 1980s in the USSR. (2) New repressive laws become operative very quickly after their adoption. Already in the summer several arrests were made under the new articles of the Criminal Code, which were introduced into the criminal law only in the spring 2014. (3) Significantly more widespread use of torture, fabricated evidence, and selective application of the law in regard to political and civil society activists and journalists. Now 40 articles of the Criminal Code have been used against them (for comparison: in the USSR 44 articles of the Criminal Code were used against dissidents). The appearance of a new category of political prison(4) ers, which did not exist in the Soviet Union since Stalin’s time, namely of foreign nationals kidnapped from the territories of their states (Ukraine and Estonia) and charged with violation of the laws of the Russian Federation. All together this indicates a sharp tightening of the political regime in Russia and the clear trend of the development of the authoritarian regime in totalitarian similar to that which existed in the USSR. 4 I. Although the Foundation Inostrannyi Agent became active under this name only recently, its history goes back to the 1970s and 1980s of the last century, when a committee was established in Amsterdam to obtain the release of Vladimir Bukovsky, at that time one of the most famous Soviet dissidents and political prisoners in the Soviet Union. After Bukovsky’s release in 1976 the committee was changed into the Bukovsky Foundation, which saw it as its main task to defend Soviet political prisoners, campaign for their release and assist political prisoners and their families to the best of its ability. As a result of the political developments in Russia the foundation was revived in the summer of 2013, initially with a small board consisting of former activists of the Bukovsky Foundation. A number of well-known people have agreed to lend their name to the foundation, thereby supporting its goals and at the same time adding their status to the organization’s credibility. The foundation has set itself the following goals: • To document human rights abuses in the former USSR • To inform the general public through publications, social media and public events • To organize campaign in defense of human rights in the target region • To support persons and organizations who have run into trouble as a result of their work in defense of human rights in former Soviet republics and who deserve our support.
