Editor’s Note
Alhamdulillah, praised to Allah the Almighty for his blessing and kindness,
eventually this bulletin BPTK@KKM version 6 is out and ready for you. I
would like to take this opportunity to thank all my colleagues, especially
those who have given a full commitment and support to make this bulletin
possible. Many events, agendas or issues that were happening at our place
have been selected for you to read. Maybe not all we can provide for your
view and maybe some of it quite outdated, but the contents are still relevant
for us to share with you guys. There are few major announcements that
can make you awake from sleep (if it is related to you of course..) in this
bulletin BPTK@KKM. Firstly an announcement for all foreign T&CM
practitioners out there who are registered with us or going to be registered
soon. Secondly, for those who are organizing or participating any T&CM
courses or programmes here in Malaysia. And last but not least, special
announcement for the public who seek T&CM services in Government
Hospital.
Finally, as the editor for this bulletin BPTK@KKM version 6 and on
behalf of the T&CMD staff, I would like to congratulate our Director, Dr.
Ramli Abd. Ghani who has been awarded Kesatria Mangku Negara by the
13th Yang di-Pertuan Agong on the 10 November 2009.

Assalamualaikum Warahmatullahi Wabarakatuh
Alhamdulillah, syukur kepada Allah yang Maha Besar kerana dengan
limpah kurnia dan inayahNya, akhirnya dapatlah buletin BPTK@KKM
versi 6 dikeluarkan untuk anda. Saya ingin mengambil kesempatan ini
untuk mengucapkan terima kasih kepada semua rakan seperjuangan,
terutamanya kepada yang telah memberi komitmen dan sokongan yang jitu
dalam memastikan buletin ini terbentuk seperti yang anda sedang pegang
sekarang. Banyak acara, agenda dan isu yang berlaku di tempat kami telah
dipilih untuk bacaan anda. Mungkin tidak semua dapat dimuatkan untuk
tatapan anda atau mungkin sebahagiannya telah agak terkebelakang,
tetapi kandungannya masih relevan untuk kami kongsikan bersama anda.
Terdapat beberapa pengumuman besar yang akan membuatkan anda
tersedar dari lena (sudah tentu jika ianya berkaitan dengan anda..) dalam
buletin BPTK@KKM. Pertamanya ialah pengumuman kepada semua
pengamal PT&K warga asing yang telah berdaftar dengan kami ataupun
yang akan berdaftar pada masa hadapan. Keduanya, untuk mereka yang
menganjurkan atau mengikuti kursus atau program PT&K di Malaysia.
Dan yang terakhirnya, pengumuman khas kepada orang awam yang
mencari perkhidmatan PT&K di Hospital Kerajaan.
Akhir kata, sebagai pengarang bagi buletin BPTK@KKM versi 6 dan
bagi pihak kakitangan BPTK, saya ingin mengucapkan tahniah kepada

NOTIS UNTUK PEGAWAI DAGANG SEBELUM PEMBAHARUAN PERMIT KERJA

Bagi Pengamal Perubatan Tradisional dan Komplementari (PT&K) warga asing yang ingin bekerja di Malaysia, mereka perlu mendapat
surat sokongan dari Bahagian Perubatan Tradisional dan Komplementari. Tempoh sahlaku bagi setiap kelulusan adalah selama 2 tahun dan
sebarang permohonan lanjutan mesti disertakan dengan bukti ilmu dan kemahiran yang telah diajar kepada Pengamal PT&K tempatan.
Ini merupakan salah satu syarat bagi permohonan pembaharuan dan akan dikuatkuasakan mulai 1hb Januari 2010. Sebarang permohonan
selepas 1hb Julai 2010 mesti disertakan dengan bukti pemindahan teknologi.
For any foreign Traditional and Complementary Medicine (T&CM) practitioners who wish to work in Malaysia, it’s necessary for them to
get the supporting letter from the T&CM Division. The validity for each approval is 2 years and any subsequent renewal application must
provide evidence of imparting skills and knowledge to the local T&CM practitioners. This is one of the requirements for renewal application
and will be enforced from 1st January 2010 onwards. Any renewal applications after 1st July 2010 must provide evidence for transfer of
technology.

Pada tahun 2009, Cawangan Amalan & Pendaftaran telah mengadakan sebanyak 21 taklimat pendaftaran bagi pengamal tempatan di 6 buah
negeri iaitu Kuala Lumpur, Sabah, Sarawak, Pulau Pinang, Johor dan Selangor. Semasa taklimat pendaftaran e-PENGAMAL, pengamal
telah diingatkan mengenai kepentingan berdaftar secara sukarela dengan BPTK samada dengan cara mengisi borang secara manual atau
secara atas talian dengan menggunakan kemudahan laman web e-PENGAMAL. Semasa taklimat Garispanduan Pendaftaran Pengamal
Tempatan pula, pengamal telah dimaklumkan mengenai garispanduan yang telah dibentuk dan keperluan untuk berdaftar apabila Akta
Perubatan Tradisional & Komplementari berkuatkuasa kelak. Pengamal juga telah diminta untuk mengisi borang kajiselidik berkaitan
dengan keperluan amalan masing-masing.
In 2009, the Practice & Registration Section of the Traditional & Complementary Medicine Division had conducted 21 registration briefing
in 6 states in Malaysia which comprised of Kuala Lumpur, Sabah, Sarawak, Penang, Johor and Selangor. During the e-PENGAMAL
briefing, practitioners were informed about the importance of registering with T&CMD either manually or through online registration (ePENGAMAL). Subsequently, during the briefing on the Guidelines of the Local Practitioner Registration, practitioners were being briefed
about the registration guidelines and the requirements to register when the Traditional & Complementary Medicine Act is gazetted. The
practitioners were also asked to fill up questionnaires regarding the requirement of their practices.

The study abstract for “A qualitative study on Urut Melayu – the traditional Malay massage” was published in the Journal of Health Management

ABSTRACT
Introduction: There is little scientific documentation on urut Melayu or traditional Malay massage. Better understanding of this mode of traditional
treatment is important as it is being integrated into the mainstream medicine.
Objective: We conducted this study to gain an insight into the experiences and views of practitioners of urut Melayu, the traditional Malay massage,
which will be used in developing a preliminary framework of the urut Melayu process.
Design: We adopted a qualitative study design. We carried out a total of five focus group discussions (FGD) comprising of 6 - 10 urut Melayu
practitioners each.
Location: We carried out three FGDs at the Traditional and Complementary Medicine Division, Ministry of Health and two FGDs at a district
Health Clinic.
Subjects: All participants of the FGDs were urut Melayu practitioners registered with the Ministry of Health. Three FGDs comprised of all females
while two comprised all males. A total of 12 males and 24 females participated in the study.
Results: We identified six themes from the study, namely indications for urut Melayu, the urut Melayu technique, other treatments in conjunction with
urut Melayu, outcome of urut Melayu, ethics of urut Melayu and practitioners’ source of skills and knowledge.
Conclusion: Urut Melayu is a unique form of massage carried out for various purposes. Although it is common belief that there are vast differences
in the way it is performed from one practitioner to another, this study revealed that similarities do exist and there is potential to develop a standard
framework for urut Melayu for regulation and training purposes.

ABSTRACT
Background: Urut Melayu, the traditional Malay massage, had been introduced into three pioneer hospitals in Malaysia, as part of the integrated
hospital programme. It was introduced primarily for the rehabilitation of post-stroke patients. After almost three years since it was first implemented,
there are currently plans to extend it to other hospitals in the country. Information from this study will contribute towards a better future implementation
plan.
Objective: We conducted this study to gain an insight into the experiences and views of post-stroke patients and their urut Melayu practitioners.
Method: We adopted a qualitative study design. We carried out a total of 17 semi-structured in-depth interviews with post-stroke patients who were
undergoing urut Melayu treatment at one of the three integrated hospitals. We solicited information from their accompanying carers whenever
necessary. The two urut Melayu practitioners at the hospital were also interviewed. All the interviews were carried out in Malay by the authors, at
the Traditional and Complementary Unit of the relevant hospital, The interviews were audio-taped, transcribed and coded into categories through a
constant comparison method of data analysis. Illustrative quotations were identified to supplement the narrative descriptions of the themes.
Results: We identified four broad categories namely (i) patients’ post-stroke history, (ii) characteristics of urut Melayu for post-stroke, (iii) patients’
assessment of urut Melayu and (iv) patients’ assessment of other forms of post-stroke treatment.
Conclusion: Post-stroke patients reported positive physical and psychological outcomes following urut Melayu. There were also improvements on
their activities of daily living. This study revealed that urut Melayu has specific unique characteristics not found in other similar treatments such as
physiotherapy and acupuncture.

Unit Perubatan Tradisional dan Komplementari, Hospital Putrajaya telah mula beroperasi sejak 3 Mac 2008, namun masih ramai orang
awam dan anggota kesihatan yang tidak menyedari kewujudan unit ini dan skop perkhidmatan yang ditawarkan.
Oleh itu, Unit PT&K dengan kerjasama Unit Pendidikan Kesihatan, Hospital Putrajaya telah mengambil inisiatif untuk mengadakan Seminar
Pengenalan Perubatan Tradisional dan Komplementari. Seminar tersebut bukan sahaja disasarkan kepada orang awam malah juga anggota
Hospital Putrajaya, hospital dan klinik kesihatan dan kakitangan jabatan kerajaan sekitar Putrajaya dan Lembah Klang. Berkat usaha gigih
AJK seminar, seminar tersebut telah mendapat sambutan yang amat memberangsangkan dan disertai oleh 250 orang. Objektif seminar
tersebut adalah untuk :
-Memberikan kesedaran tentang skop perkhidmatan yang ditawarkan
-Memberikan maklumat yang asas dan tepat mengenai perkhidmatan urutan Melayu tradisional, akupunktur dan herba.
T&CM Unit in Putrajaya Hospital started to operate since 3rd March 2008,
but there are still many members of the public and healthcare professionals
who are unaware of our existence and services offered. Therefore, T&CM
Unit, in collaboration with the Health Education Unit of Putrajaya Hospital,
had organised a seminar on “Introduction on Traditional and Complementary
Medicine” and was attended by 250 people.

Hari Keluarga Unit PT&K telah diadakan selama 2 hari 1 malam di Tanah Tinggi
Cameron. Hari Keluarga tersebut bukan sahaja melibatkan anggota Unit PT&K, tapi
turut disertai oleh keluarga masing-masing. Suami Prof Yu Hui sanggup terbang dari
China bagi memeriahkan lagi Hari Keluarga kami. Program Hari Keluarga tersebut
begitu padat dengan acara telematch, barbeku, penyampaian hadiah dan karaoke. Kami
turut meraikan hari lahir Cik Nur Ain yang jatuh pada bulan Ogos.
The Family Day of T&CM Unit was successfully held at Cameron Highlands,
involving the families of T&CM Unit members. The programme was packed with
telematch, barbeque, gifts presentation, karaoke and the birthday celebration of
Ms. Nur Ain.

Unit PT&K telah mengadakan rumah terbuka sempena Hari
Raya bagi menghargai sokongan daripada pembekal dan
pesakit-pesakit yang telah atau sedang mendapatkan rawatan
di Unit PT&K. Melalui perjumpaan secara tidak rasmi ini,
pesakit-pesakit telah memberikan maklumbalas yang membina
bagi mempertingkatkan lagi mutu perkhidmatan Unit PT&K
yang sedia ada.
In conjunction with Aidilfitri celebration, our unit held an
open house to appreciate those vendors and patients who
have supported us.

Hospital Putrajaya menganjurkan funrace sempena Minggu Kesihatan
Mental. Unit PT&K tidak melepaskan peluang dan turut menghantar
wakil untuk menyertainya. Setiap kumpulan berlumba-lumba
untuk menyiapkan tugasan dengan pantas di 10 hentian. Funrace
berkenaan turut menguji kecerdasan minda dan stamina pesertapeserta. Walaupun pasukan Unit PT&K yang dianggotai oleh Puan
Noralai, Cik Najbah dan Cik Ain tidak mendapat tempat pertama,
namun mereka tetap memberi saingan hebat kepada pasukan lain.

On 8 July 2009, a workshop on phyto-medicine: Developing Plants into Medicines was successfully conducted by Traditional & Complementary
Medicine Division with Clinical Research Centre, Hospital Kuala Lumpur (HKL), Ministry of Health, Malaysia at Evergreen Laurel Hotel,
Penang. Many renowned speakers such as Mr. Mattias from Biotropics Sdn Bhd, Mr. Mansor Putih from Marditech, Prof Zhari from
USM, Penang, and Dato’ Dr Mafauzy from USM, Kelantan were involved. About 40 participants attended the workshop. Topics such as
standardisation, good agriculture practice, preclinical and clinical studies were deliberated.

The event was organised by Port Dickson Hospital, Negeri Sembilan and was officiated by the Honourable Minister of Health, Dato’ Sri Liow Tiong Lai.
As this event was about T&CM practice, thus T&CMD was invited to set up an exhibition and also demonstration. Four practitioners were involved in
demonstrating Traditional Malay Massage and Traditional Chinese Medicine (Acupuncture) respectively.

WORK QUALITY ENHANCEMENT GROUP (KMK) OF T&CMD

Introduction:
T&CMD KMK was officially established on 1st July 2009. The group was named OPTIMIS (means optimist) and consist of 9 members. Dr.
Ramli Abd. Ghani acts as the group’s facilitator providing direct guidance and advice to the group.
Establishment:
The foundation of KMK establishment is first to support the exclamation by the Prime Minister, Datuk Seri Najib Tun Abd. Razak concerning
the importance of innovative and creativity in daily working culture to increase productivity of individual specifically and department
generally. Secondly, the group will be responsible to identify any weakness and imperfection in delivering process and administration of
T&CMD, and thus suggesting suitable idea for enhancement and consolidation to be implied.
Project:
OPTIMIS has identified some problems and liabilities which in-directly affecting
the effectiveness of customer service. Below is the list of projects been identified:
1. Delayed action taken against complaints received.
2. Instability of online registration system (e-PENGAMAL).
3. Unorganised journal compilation and storage system.
4. Unsystematic circulation of internal letters.

Asas penubuhan adalah pertamanya untuk menyahut seruan Perdana Menteri Malaysia, Datuk Seri Najib Tun Abd. Razak yang mementingkan
inovasi dan kreativiti dalam budaya kerja seharian demi meningkatkan produktiviti individu khususnya dan jabatan secara amnya. Keduanya,
kumpulan ini akan bertanggungjawab untuk mengenalpasti kelemahan dan ketidaksempurnaan dalam proses penyampaian dan pentadbiran
di BPTK, seterusnya mencadangkan langkah penambahbaikan dan pengukuhan yang sesuai untuk diaplikasikan.
Projek:
Sejak ditubuhkan, OPTIMIS telah mengenalpasti beberapa masalah dan liabiliti yang secara tidak langsung menggugat keberkesanan layanan
kepada pihak pelanggan sebagai fokus utama. Dibawah adalah senarai projek yang telah dikenalpasti:
1. Kelewatan mengambil tindakan dalam pengendalian aduan awam.
2. Sistem pendaftaran atas talian (e-PENGAMAL) yang tidak stabil.
3. Sistem penyimpanan jurnal tidak teratur.
4. Pergerakan surat dalaman tidak sistematik.

CHARITY AND SOCIAL CLUB OF T&CMD
KELAB KEBAJIKAN DAN SOSIAL BPTK

In 2009, the Charity and Social Club had organised altogether 4 gatherings, each in the month of April, August, September and October. The ceremonies were
organised in conjunction with several related events such as birthday celebration, celebrating the newborns, staff promotions, farewell party for those who
had been transferred to other divisions or continuing their studies, the fast-breaking and Eid Mubarak celebration. It is also sad to note that T&CMD had
observed the departure of one of our beloved officer, Madam Mahani binti Mahmood who had passed away on 26 May 2009. Subsequently, the whole Division
is extending their condolence to the family of the deceased. Al-Fatihah.
Pada tahun 2009, Kelab Kebajikan dan Sosial telah menganjurkan sebanyak 4 majlis pada bulan April, Ogos, September dan Oktober. Beberapa sambutan
telah digabungkan ke dalam satu majlis antaranya sambutan ulangtahun kelahiran, sambutan kelahiran cahaya mata, meraikan kenaikan pangkat, majlis
perpisahan bagi yang bertukar tempat kerja atau menyambung pengajian, majlis berbuka puasa dan sambutan Hari Raya. Pada tahun ini juga, BPTK telah
kehilangan seorang penjawat iaitu Allahyarhamah Puan Mahani binti Mahmood yang telah meninggal dunia pada 26 Mei 2009. Al-Fatihah.

7TH INTERNATIONAL TRADITIONAL & COMPLEMENTARY MEDICINE
CONFERENCE (INTRACOM) AND 2ND INTERNATIONAL CONFERENCE ON
BIOTECHNOLOGY FOR THE WELLNESS INDUSTRY (ICBWI)

In the last few years, many conferences and meetings on Traditional and Complementary Medicine (T&CM)
were organised by T&CMD. Again this year, T&CMD and University Technology of Malaysia (UTM) had coorganised the 7th INTRACOM and 2nd ICBWI, held at Putra World Trade Centre (PWTC), Kuala Lumpur. With
the theme “Wellness Through Advancement in Holistic Therapy”, these conferences were successfully held on
23rd - 26th July 2009. As T&CM practitioners, medical professionals, students, or even T&CM enthusiast,
INTRACOM is the best platform for them to gain extra knowledge and also to get in touch with renowned
international or local experts and speakers. Equally important, biotechnology has emerged as another high
potential industry within the health sector. Thus 2nd ICBWI is an opportunity for all of us to share any new
modern technology or biotechnology discoveries from the speakers.
The event was officially launched by the Honourable Deputy Health Minister, Datuk Rosnah Shirlin Hj. Abdul
Rashid Shirlin. More than 250 participants attended the conferences. In line with that, Wellness Industry
Exhibition (WIEX) 2009 was also organised with a total of 73 booths and an estimated of 8,000 visitors
attended the exhibition. T&CMD would like to thank all participating speakers, sponsors, companies and
participants for their support to make this event success. Not forgotten, our special thank to our Honourable
Director General of Health, Tan Sri Dato’ Seri Dr. Hj. Ismail Merican and Honourable Deputy Director
General of Health, Dato’ Dr. Maimunah A. Hamid who were the Advisor and Chairperson respectively, for
their utmost support and guidance to make this event possible.

dam Persidangan Antarabangsa Bioteknologi bagi Industri Kesegaran ke-2
Beberapa tahun kebelakangan ini, banyak persidangan dan mesyuarat berkenaan Perubatan Tradisional dan
Komplementari (PT&K) telah dianjurkan oleh BPTK. Sekali lagi tahun ini, BPTK dan Universiti Teknologi
Malaysia (UTM) telah menganjurkan INTRACOM kali ke-7 dan ICBWI kali ke-2, berlangsung di Pusat
Dagangan Dunia Putra (PWTC), Kuala Lumpur. Dengan tema “Wellness Through Advancement in Holistic
Therapy”, persidangan ini telah berjaya dilangsungkan pada 23 - 26 Julai 2009. Tidak kira samada pengamal
PT&K, pegawai perubatan, pelajar atau peminat PT&K, INTRACOM merupakan tapak terbaik untuk
mereka memperolehi maklumat tambahan dan pengalaman baru serta bergaul mesra dengan para pakar dan
penceramah antarabangsa atau tempatan yang terkenal. Sama penting, bioteknologi telah muncul sebagai satu
lagi industri yang berpotensi tinggi dalam sektor kesihatan. Maka, ICBWI kali ke-2 memberi ruang kepada
kita semua untuk berkongsi sebarang teknologi moden atau penemuan bioteknologi yang baru daripada para
penceramah.
Acara ini telah dirasmikan oleh Yang Berbahagia Timbalan Menteri Kesihatan, Datuk Rosnah Shirlin Hj.
Abdul Rashid Shirlin. Lebih daripada 250 peserta telah menghadiri persidangan ini. Serentak dengan itu,
Pameran Industri Kesegaran (WIEX) 2009 juga telah dianjurkan dengan sebanyak 73 tapak pameran telah
dibuka dan dijangkakan seramai 8,000 pengunjung telah hadir ke pameran. BPTK ingin mengucapkan
terima kasih kepada semua penceramah, penderma, syarikat dan peserta yang terlibat dengan sokongan yang
diberikan untuk membuatkan acara ini berjaya. Tidak lupa, penghargaan khas kami kepada Yang Berbahagia

daripada orang awam, ini menjadi petanda baik bagi menjalankan perniagaan di dalam bidang ini. Diingatkan, jika duit menjadi pertaruhan,
maka akan ada seseorang yang sanggup melakukan apa sahaja untuk menjadi kaya dengan mudah. Sila rujuk kepada panduan kami untuk

menggunakan gelaran “Dr”. Jika
tidak, ianya adalah melanggar Akta
Perubatan 1971.
Ask the practitioner about his valid practicing certificate. Why?
Don’t be easily influenced by the used of title “Dr” Why?
Practicing certificate is issued by MOH’s appointed Practitioner
Bodies. This certificate will indicate that the practitioner is qualified
to practise.
Besides Doctor of Philosophy (PhD), only those who registered with
the Malaysian Medical Council, under the Medical Act 1971, can
use the title “Dr”. Otherwise, it is against the Medical Act 1971.

Registration with Practitioner Bodies will confirm his qualification
to practise. MOH has began its registration on all practitioners
since 2007.
There is still 12% of T&CM practitioners supplying unregistered
products to their customers.

atau penipuan dengan berselindung di
sebalik ayat Al-Quran dan Sunnah.
If you were a woman, please don’t let yourself stay alone with
the male T&CM practitioner in whatsoever during the course of
treatment. Why?
Many cases of molest, pederasty and rape happened when woman
was alone with the male T&CM practitioner.
Not to trust the T&CM practitioner easily just by the look of his
attire or the way he spoke. Why?
There are practitioners who looks like “ustaz” (religious person) but
providing treatment by means of magic or cheating in treatment and
were hiding behind the Al-Quran’s verse and Sunnah.

WORKING VISIT TO THE HOSPITALS AND UNIVERSITY OF
TRADITIONAL CHINESE MEDICINE IN GUANGZHOU, CHINA

On June 14-18, 2009, a working visit by the Malaysian delegation to the Hospitals and University of Traditional Chinese Medicine in
Guangzhou, China. The Malaysian delegation comprised of:
1. Ministry of Health Malaysia from Human Resources Department, Training Management Department, Clinical Research Centre, Sultan Ismail Hospital, Kuala Lumpur Hospital, Kepala Batas Hospital, Pulau Pinang Hospital and Traditional and Complementary
Medicine (T&CM) Division.
2. Ministry of Higher Education Malaysia from Registration and Standards Division of Private Higher Education Sector
3. Public Service Department of Malaysia
The delegation was led by Dr. Mohd Roslan Harun, radiologist
and oncologist consultant at Sultan Ismail Hospital. The
main objective of this working visit was to strengthen the
implementation of activities regarding T&CM in Malaysia
by looking at the successful implementation of Traditional
Chinese Medicine in China. During the visit, the places that
visited by the delegates were:

VISIT TO THE INSTITUTE OF COMPLEMENTARY MEDICINE (KIKOM),
UNIVERSITY OF BERN, SWITZERLAND AND
WORLD HEALTH ORGANISATION (WHO), GENEVA

Dr. Ramli Abd. Ghani, Director of T&CM Division, MOH visited Institute of Complementary Medicine (KIKOM), University of Bern,
Switzerland and WHO from 29 October till 2 November 2009 to establish collaboration and networking. At KIKOM, Chinese medicine,
Acupuncture, Homeopathy and Anthroposophic medicine were integrated into modern medicine. Accreditation courses for medical doctors
were conducted on a regular basis.
At WHO, Geneva, several issues related to Traditional Medicines and future collaboration were discussed. Commitment and reports on
Malaysia were made to include Malaysia in any future activities.

Alternative Medicine (CAM) Research Conference, Brisbane, Australia on 18 October 2009. More than 200 participants attended the

Kursus jangka pendek (2 minggu) ini diadakan atas bantuan Māori Health Directorate
(Ministry of Health New Zealand), School of Rehabilitation & Occupation Studies
(Auckland University of Technology), New Zealand College of Chiropractic and
New Zealand Register of Acupuncturist.
The 2-week attachment was facilitated by the Māori Health Directorate (Ministry

Mr. Mohd Zulkifli bin Abd Latif, Senior Principal Assistant Director of Traditional and Complementary Medicine Division (T&CMD), has
attended the above summit on behalf of the Ministry of Health, Malaysia. The participants were coming from 10 ASEAN Countries, World
Health Organization (WHO) and host country China. This summit was held to explore and enhance further cooperation between China and
ASEAN countries in Traditional Chinese Medicine.
Pada 28 dan 29 Oktober 2009, En. Mohd Zulkifli bin Abd Latif, Ketua Penolong Pengarah Kanan dari Bahagian Perubatan Tradisional dan
Komplementari, Kementerian Kesihatan Malaysia telah mewakili Kementerian di Persidangan China–ASEAN dalam Perubatan Tradisional
Cina di Nanning, Guangxi, China. Persidangan ini diadakan untuk memperkukuhkan dan mengeratkan lagi kerjasama di kalangan negara
China dengan negara-negara ASEAN dalam Perubatan Tradisional Cina.
The summit received positive response and high degree of enthusiasm from ASEAN member countries in international cooperation with
China and introducing Traditional and Complementary Medicine into the mainstream health system in ASEAN countries.

The delegation of Chinese Ministry of Health led by their Vice Health Minister
Dr. Wang Guo-qiang has visited Malaysia from 22 till 28 November 2009 with
the aim to enhance the cooperation between Malaysia and China especially in
the field of healthcare. During the one-week trip, they have visited the National
Pharmaceutical Control Bureau, T&CM Unit in Putrajaya Hospital, the office of
Ministry of Health in Putrajaya, Tung Shin Hospital and some other interesting
and historical places.
Delegasi Kementerian Kesihatan China yang diketuai oleh Timbalan Menteri
Kesihatannya Dr. Wang Guo-qiang telah mengunjungi Malaysia dari 22 sehingga
28 November 2009 dengan tujuan untuk merapatkan lagi kerjasama antara Malaysia
dengan China terutamanya dalam bidang kesihatan. Sepanjang lawatan seminggu
itu, mereka telah mengunjungi Biro Pengawalan Farmaseutikal Kebangsaan, Unit
PT&K di Hospital Putrajaya, pejabat Kementerian Kesihatan di Putrajaya, Hospital

VISIT OF WHO DELEGATION FROM VIETNAM TO T&CMD

A total of 4 delegates have visited T&CMD as part of their
working visit programme for 2 weeks in Malaysia. Their
arrival at 11 am was welcomed by our officers and briefing
was given by director’s representative, Mr. Jaafar Lassa.
They then were brought to Hornbill Restaurant and Café
which is located next to Kuala Lumpur Bird Park for their
lunch. The presence of the delegation was to study the
effective human resource management by T&CMD.

l Amalan Urutan Tradisional Melayu merupakan amalan kebanyakan pengamal Perubatan Tradisional Melayu.
l Amalan Chinese Internal Medicine dan Tuinalogy mencatat peratus tertinggi bagi pengamal Perubatan Tradisional Cina, diikuti dengan
Akupunktur dan Pengamal Perubatan Herba Cina.
lBagi pengamal Perubatan Tradisional India pula, hanya pengamal Ayurveda yang berdaftar dan 53% dari pengamal ini memiliki Sijil dalam bidang tersebut.
l43% pengamal Homeopathy yang berdaftar mempunyai kelayakan Diploma diikuti dengan Sarjana Muda 37% dan Sijil 16%.

SUMMARY
l The Complementary Medicine practitioners provided the highest number of registered practitioners with the e-PENGAMAL system.
l Majority of the Traditional Malay Medicine practitioners practise Traditional Malay Massage.
l Most of the Traditional Chinese Medicine practitioners practise Chinese Internal Medicine and Tuinalogy, followed by
Acupuncture and Chinese Herbalist.
l Among the Traditional Indian Medicine practice, only Ayurvedic practitioners have registered. More than half of them or 53% of the
practitioners have Certificate qualification in Ayurveda.
l 43% of Homeopathy practitioners have Diploma qualification followed by 37% with Degree and 16% with Certificate in Homeopathy.
l Reflexology recorded the highest modality practised among the Complementary Medicine practitioners followed by the Nutritional
Therapy, Wellness Massage and Aromatherapy. Most of the Reflexologists have Certificate qualification in their field.

Sejak pertengahan tahun 2008, Bahagian Perubatan Tradisional dan Komplementari telah memperkenalkan piagam pelanggan di mana
pemprosesan surat sokongan bagi perkhidmatan Pegawai Dagang (Pengamal Perubatan Tradisional dan Komplementari) diselesaikan
dalam tempoh 14 hari. Berdasarkan pada jadual 1, 56.1% syarikat mengambil masa 14 hari atau kurang daripadanya untuk melengkapkan
permohonan manakala 43.9% syarikat mengambil masa lebih daripada 14 hari untuk melengkapkan permohonan. Bagi permohonan yang
lengkap dengan dokumen yang diperlukan, 96.1% telah diproses dalam tempoh 14 hari seperti yang dinyatakan dalam piagam pelanggan.
Since middle of 2008, Traditional and Complementary Medicine Division introduced client charter where application process of supporting
letter for expatriate (Traditional and Complementary Medicine Practitioners) to be completed within 14 days. It’s shown from the table 1
that 56.1% companies took 14 days or less to complete the application whereas 43.9% took more than 14 days to complete the applications.
For applications completed with required documents, 96.1% were processed within 14 days as stated in the client charter.

Untuk tahun 2009 setakat 22 Disember, cawangan Inspektorat dan Penguatkuasaan telah menjalankan 102 pemeriksaan premis PT&K, 188
pemetaan premis PT&K, 11 aktiviti pameran dan juga menerima 22 aduan daripada orang awam. Memandangkan masih tiada cawangan
PT&K di negeri-negeri lain, maka aktiviti-aktiviti tersebut lebih tertumpu kepada kawasan Lembah Klang dan pantai barat Semenanjung
Malaysia buat masa ini.
For the year 2009 as of 22 December, the Inspectorate and Enforcement section had completed 102 inspection and 188 mapping of T&CM
premises apart from 11 exhibitions and 22 public complaints received. Since there is no T&CM branch offices in other states yet, the
activities mentioned were mainly focused on the Klang Valley area and west coast of Peninsular Malaysia at the moment.

Selepas Bersalin (hanya terdapat di Hospital Putrajaya). Semoga lebih banyak perkhidmatan dapat diintegrasikan ke dalam
hospital awam secara berperingkat-peringkat pada masa akan datang!

participants. CPD on title Disease and
Treatment of Islamic Medicine has
received good feedback among 12
sessions of CPD conducted in the year
2009. That CPD session was organised
in line with the division’s initiative to
develop the curriculum for Diploma in
Islamic Medical Practice programme

CME HOSPITAL PORT DICKSON

Sebanyak 12 sesi ceramah CME telah
diadakan pada tahun 2009. CME di
Hospital Port Dickson merupakan
antara ceramah yang mendapat maklum
balas yang terbaik di mana seluruh
peserta CME (100%) memberikan
skala 4-5 bagi penilaian persembahan
penceramah. Manakala lebih daripada
90% peserta berpendapat bahawa
kandungan ceramah dan faedah
ceramah kepada peserta adalah sangat
memuaskan.
12 CME sessions were successfully
coordinated in the year 2009. The CME
session in Hospital Port Dickson was
one of those which received the best
responses from participants’ feedback
survey. All participants (100%) scored
4-5 for speaker’s performance while
more than 90% thought that the session
was useful and satisfied with the talk
content.

Annual Budget Statistic
To fulfill the National Policy of Traditional and Complementary Medicine (T&CM) for integration of T&CM into the Malaysian healthcare
system, the Ministry of Health (MOH) had given the priority for the expansion of the T&CM services in Malaysia.
In 2009 almost 75% of the operational budget was allocated on services and supplies. 35.74 % of its total expenditure was spent to asset
whereas 9.56% for research and development programme. The sharp increase in asset’s budget allocation was due to the expansion of T&CM
units which captured peninsular Malaysia in the North, South, East coast as well as the East Malaysia.
Almost 1.5 million of the operational budget was allocated for payment to the local and imported T&CM contract services. For 2009, the cost
of purchasing medicinal herbs as well as medical equipments were handled by the respective hospitals.
In an effort to ensure the efficacy and to improve R&D in T&CM practices, T&CM Division consistently searching and establishing network
and collaboration with countries from the ASEAN region, WHO and Asia Pacific region. Therefore, there is an 93.03% increase in the
amount of R&D budgets in 2009 as compared with 2008.
In conclusion, efforts are being made especially through government funding, so that the integration of T&CM services will be at par with
modern medicine.

Statistik Bajet Tahunan
Bagi memenuhi visi Dasar Kebangsaan Perubatan Tradisional dan Komplementari (PT&K) iaitu mengintegrasikan PT&K ke dalam
sistem penjagaan kesihatan kebangsaan, Kementerian Kesihatan Malaysia (KKM) telah memberi keutamaan untuk memperkembangkan
perkhidmatan PT&K di Malaysia.
Pada tahun 2009, sebanyak 75% daripada peruntukan perbelanjaan pengurusan adalah untuk perkhidmatan dan bekalan. 35.74%
daripada peruntukan keseluruhan yang diterima dibelanjakan bagi tujuan pembelian aset, dan 9.56 % lagi bagi peruntukan Penyelidikan
dan Pembangunan (R&D). Peningkatan ketara terhadap agihan peruntukan perbelanjaan aset adalah untuk perkembangan perkhidmatan
cawangan T&CM iaitu di zon Utara di Pulau Pinang, zon Pantai Timur di Terengganu, zon Selatan di Johor Bharu, Zon Sabah di Kota
Kinabalu dan zon Sarawak di Kuching.
Sebanyak 1.5 juta dari peruntukan perbelanjaan pengurusan digunakan bagi pembayaran kontrak perkhidmatan samada kontrak tempatan
atau yang diimport. Bagi tahun 2009 pembelian ubat-ubatan herba dan peralatan perubatan yang lain adalah diuruskan oleh hospital-hospital
berkenaan.
Dalam usaha untuk memastikan keberkesanan dan penambahbaikan Penyelidikan dan Pembangunan dalam amalan PT&K, BPTK sentiasa
berusaha untuk memastikan jaringan kerjasama yang erat diwujudkan bersama dengan negara–negara ASEAN, WHO dan rantau Asia
Pasifik. Justeru itu, terdapat 93.03% peningkatan dalam peruntukan perbelanjaan untuk Penyelidikan dan Pembangunan pada tahun 2009
berbanding dengan tahun 2008.
Kesimpulannya, banyak usaha telah disalurkan oleh kerajaan untuk memastikan proses pengintegrasian perubatan tradisional adalah selaras
dengan perkhidmatan moden yang sedia ada.

TRIBUTE TO MADAM MAHANI BINTI MAHMUD

In loving memory of Madam Mahani binti Mahmud
(July 1971 - May 2009)

We will remember thee.
May Allah bless you.
After a courageous battle with illness, Madam Mahani Mahmud, who was 5-month pregnant, passed away peacefully at University
Malaya Medical Centre (UMMC) along with her stillborn on the 26th May 2009. She was born and raised in Kangar, Perlis and graduated
from University Of Sunderland, United Kingdom with BSc (Hons) Pharmacy.
She held a post of Senior Assistant Director in Policy and Development Section of Traditional and Complementary Medicine
Division before promoted to U48 since 1st May 2009. Her final contribution in T&CMD was acting as Head Committee in organising
Workshop on Development of Harmonised Policy and Standards of Integrative Medicine in collaboration with WHO at Porto Malai
Langkawi.
She was the beloved wife of Dzulkarnain Abd. Karim and she will forever be remembered by her beloved children Mia and Aqif
along with countless other friends and family whom were blessed to know her. She loved cooking, laughing, being with her family, having
fun with friends and share passion in her work. Madam Mahani touched the lives of many people with her smile and generosity.
Dalam Ingatan Puan Mahani binti Mahmud
(Julai 1971 - Mei 2009)
Setelah bertarung dengan penyakitnya, Pn Mahani Mahmud yang ketika itu sedang mengandung 5 bulan telah menghembuskan
nafas terakhirnya di Pusat Perubatan Universiti Malaya bersama dengan bayi yang dikandungkan pada malam 26 Mei 2009. Arwah yang
berasal daripada Kangar Perlis merupakan graduan daripada Universiti Sunderland, United Kingdom dalam Ijazah Sarjana Muda (Kepujian)
Farmasi.
Beliau memegang jawatan Penolong Pengarah Kanan di Cawangan Dasar & Perkembangan, Bahagian Perubatan Tradisional &
Komplementari sebelum dinaikkan pangkat ke U48 mulai 1 Mei 2009. Sumbangan terakhir arwah ialah dengan menjadi ketua urusetia bagi
penganjuran Workshop On Development Of Harmonised Policy and Standards of Integrative Medicine dengan kerjasama WHO di Porto
Malai Langkawi yang telah meninggalkan kesan mendalam di peringkat antarabangsa.
Arwah merupakan isteri yang dikasihi oleh suaminya En Dzulkurnain Abd. Karim dan akan sentiasa diingati oleh anak-anak
tersayang arwah iaitu Mia dan Aqif, sahabat taulan dan ahli keluarga lain yang mengenalinya. Arwah dikenali sebagai seorang yang amat
suka memasak, periang, suka meluangkan masa bersama keluarga, menggembirakan rakan-rakan serta berkongsi keghairahan dalam
kerjanya. Pn Mahani Mahmud telah menyentuh hati ramai insan yang mengenalinya melalui senyuman dan kebaikan budi pekertinya.
Semoga rohnya dicucuri rahmat……Amin!
