The past few years have been very hard for many of us, but
if there is one thing that will help bring us out of this tough
economy it is the growth and expansion of small businesses.
Small business growth would not be possible without daring
entrepreneurs, willing to take risks and build something out of
nothing. In 2012 the Chamber will celebrate these individuals and the companies they have founded, beginning with
the publication of our 2012 Bakersfield Guide & Business
Directory, which this year offers a special salute to Chamber
member businesses just announced as “fastest growing businesses” on the Inc. 5000 list.
The full-color guide segment of the 2012 Directory will include information on
Recreation; Tourism and Film; Arts and Entertainment; Hospitality; Economy; Education; Healthcare; History; Travel and Transit; Distribution and Logistics; Oil and Energy;
Agriculture; Real Estate; Workforce; Business Incentives; Government and Elected
Representatives; and Business Resources. The directory listing segment of the 2012
Directory lists all active (dues current) Chamber Members both alphabetically and by
business category. This segment makes the Directory the best reference available for
choosing where to shop and do business.
The 2012 Bakersfield Guide & Business Directory will be distributed beginning in
early 2012 and throughout the year to more than 4,000 Chamber member representatives, executives, community leaders, visitors, tourists and professionals relocating to

Unique Opportunities to Promote Our Community
In the midst of the roller coaster ride of the stock markets and the feeling of uncertainty that prevails for businesses, there is good news...and there are good things happening
too. For instance, just yesterday I spent considerable time on the phone with people
seeking information to help them promote Bakersfield. That’s a good thing.
The first was a healthcare recruiter looking to place skilled professionals in the
Bakersfield healthcare industry. This recruiter needed assistance finding information
to help him sell Bakersfield to prospects from around the country who are considering
relocation. When we finished talking he said he was now armed with enough information about the “real” Bakersfield to sell it.
About an hour later I had a call from the Country Music Hall of Fame in Nashville.
They are creating a Bakersfield Sound exhibition that will be a wonderful celebration of
Bakersfield’s musical history, planned to be open in Nashville for almost two years. It
was a pleasure to spend thirty minutes with them on the phone to help them get started
on an exhibit that will bring positive exposure to Bakersfield for years.
We get calls like that at the Chamber often. It’s part of our organization’s mission
to be there as “clearinghouse central” to provide information, introductions, access
and support for things that build the positive image of our community. This function is
largely unseen by the public, but it is a huge benefit to our members and our entire community.
Some Good Jobs News
There are also two great reports from the US Bureau of Labor Statistics about
employment in Kern County. The first report is about the increase of local manufacturing jobs in Bakersfield/Kern County, where from August 2010 through August 2011
we ranked ninth out of the nations’ top 100 largest metro areas, and the second best in
California. The second report ranks Bakersfield/Kern County number two in overall
California job gains for that same time period (August 2010-August 2011). Only San
Jose’s rank was higher. In this study, Bakersfield ranked 17 out of the largest 100 US
metro areas. Not bad!

Carla Musser is responsible for managing Chevron’s Policy, Government and

Chamber Hosts Task Force Seeking to Cut Red Tape
Business and local leaders gathered
at the Chamber for a Joint County/City
Jobs Task Force meeting October 20.
Born out of a conversation at a ribbon
cutting event, local representatives, Assemblywoman Shannon Grove, Kern
County Supervisors Mike Maggard
and Karen Goh, and Bakersfield City
Councilmen David Couch and Ken Weir,
wanted to hear from businesses what
specific problems they encounter from
regulators. They want to identify both
issues and solutions.
According to Assemblywoman Grove,
“I want to make Kern County a place
business comes to and thrives while providing an example to the rest of the State
on what to do right in growing businesses
and jobs.” This was a sentiment shared by
all of the leaders present.
Many of the challenges shared by business people during the meeting stem from
Federal and State regulations including
those that are implemented by the County
and the City. The most challenging appeared to be the California Environmental
Quality Act (CEQA) and National Environmental Policy Act (NEPA) requirements. CEQA creates a great deal of
uncertainty to developers of large and
small projects as a company will be millions of dollars and years into a project
and have no certainty, if or when, it will
be able to complete the project. Compare
the same process to other states where the
investment is a few hundred thousand dollars, a few months and a permit is issued to
start construction. Litigation concerns on
projects also create a great deal of uncertainty. Another often repeated topic was
that of duplication. There is CEQA and
NEPA, Occupational Safety and Health
Administration (OSHA) and California Department of Industrial Relations
Division of Occupational Safety and
Health (Cal/OSHA), and on and on.
Suggestions and complaints were
gathered and will be reviewed by the
task force. There will be follow up
discussions and findings on what can,
or needs to be done and how that may
be achieved. Our local representatives
are trying to foster an environment for
growth and prosperity in a State that
continues to foster uncertainty and
distress.
The message from our businesses,
those around the State and those looking to come to California, seems to be,
“give us regulatory certainty and less
duplication.”

 Kern Community Foundation was
awarded a $500,000 grant from The
James Irvine Foundation to increase it’s
philanthropic and leadership capacity. The
grant was one of 24 new grants totaling
$8.8 million recently approved by the
Board of Directors of The James Irvine
Foundation. One way this grant will benefit
Kern County is by providing dollars to fund
projects that build the capacity of arts and
culture organizations.

Law Posters
Today, more than ever, California
businesses face increasing demands
to comply with labor laws. California
employers and businesses are required
to post updated employment posters
at their places of employment to avoid
fines and penalties.
The Greater Bakersfield Chamber of
Commerce is currently taking orders
for the 2012 California and Federal
employment posters, which will include
the new notice issued by the National
Labor Relations Board (NLRB) entitled,
“Employee Rights Under the National
Labor Relations Act.” Please note that
pending lawsuits may change or eliminate the NLRA requirement, but the
2012 California and Federal employment Posters will still be mandatory.

High Speed Rail
Fast Facts
$3.5 billion of the construction funding is from the Federal Rail Authority.
This funding is dedicated to construction in the Central Valley and putting
people back to work. Could we give
the money back? Absolutely. Would
returning the money reduce the Federal
Deficit? No. The money is programmed
for federal rail projects and would be
reallocated to another state that would
then benefit from the federal investment. This is exactly the same way
that California stands to benefit from
Florida’s decision to forgo federal funding for its high speed rail project.
