India-Africa Forum Summit (IAFS) 2015 was held for four days
between 26 October and 29 October 2015 at Indira Gandhi
Stadium Complex in New Delhi.

The motto of the summit was “Reinvigorated partnership-Shared Vision”.

The India-Africa forum summit (IAFS) provides an official platform for the African-Indian relations and
opportunity to forge a constructive and deeper alliance.

It was organized by the African Union (AU) and the Government of India jointly.

The first summit was held in 2008 in New Delhi and second summit was held at Addis Ababa, capital city of
Ethiopia.

On October 26, 2015 the start of the summit took place through official level discussions.

The summit saw the participation from 54 African countries and the African Union leaders and delegates.

On October 29, 2015 the Prime Minister of India addressed the Africa Forum Summit.

On this occasion prime minister announced 10 billion US dollars of credit at concessional rate.

He also announced a grant assistance of 600 million US dollars.

It includes an India-Africa Development Fund of 100 million US Dollars and an India-Africa Health Fund of 10
million US dollars.

He announced to provide scholarships to 50,000 African students and the expansion of the e-network in Africa
and also to provide support for increasing the efficiency of the people of the country.

On the sidelines of the India-Africa Forum Summit Prime Minister held bilateral meetings with African leaders.

During this summit prime minister meet the president of Zimbabwe, Mr. Robert Mugabe and Chairperson of
African Union, Mr. Nkosazana Dlamini Zuma.

They exchanged views on matters of common interest, including UN reform and the threat of terrorism.

The Prime Minister talked about the bilateral relations between India and Zimbabwe.

Mr. Robert Mugabe was the vice chairman of this summit.

Moreover, the Prime Minister met South African President Jacob Zuma, Ugandan President Yoweri Museveni,
Kenyan President Uhuru Kentyatta and also met with Nigerian President Muhammadu Buhari.

This is to be noted that political brotherhood and unity among India and Africa exists since several decades ago
of 20th century.

Logo of Third IAFS depicts a Lion with one half of an Indian lion and another half of African lion.

In the background of logo, an African map is overlapped with Indian map as a reference to ancient
Gondwanaland depicting Indian subcontinent was part of today’s Africa’s continental landmass.

Officially the logo means “Proud, Courageous, Bold and on the Prowl, ready to take on the future and seize
every opportunity”.

 The President of India, Shri Pranab Mukherjee have completed first
State visit to Israel from October 13-15, 2015 at the invitation of
Mr. Reuven Rivlin, President of State of Israel.
 India formally recognized Israel on September 17, 1950 and established diplomatic relations with Israel in 1992.
 The two countries are engaged in a range of issues of bilateral interest including cooperation in agriculture,
science & technology, education, etc.
 In 2013, India was Israel's 10th largest partner in Asia and Israel is the third largest trading partner after China
and Hong Kong.
 India imports key defense technologies from Israel.
 Pranab Mukherjee became first Indian President to address Israel's Parliament 'Knesset'.
 During the visit, the Hon’ble President had meetings and interactions with the President Rivlin and Prime
Minister Mr. Benjamin Netanyahu.
 Then two sides signed a number of MoUs in the fields of Culture, Education, and Science and Technology.
 He was awarded with Honorary Doctorate by Herbew University of Jerusalem.
 Total 10 Agreements/MoUs were signed during the visit of President to Israel. These are;
 Protocol amending the Convention and the Protocol between the Republic of India and the State of Israel for
the Avoidance of Double Taxation and for the Prevention of Fiscal Evasion with respect to taxes on income and
on capital.
 Cultural Exchange Programme between the Government of the Republic of India and the Government of the
State of Israel for the years 2015-2018.

 On October 14, 2015 under the chairmanship of Chief Minister Chandrababu Naidu of Andhra Pradesh, Clean
India campaign chief minister's sub-group of NITI AAYOG submitted report to the Prime Minister.
 The Sub-Group of Chief Ministers on Swachh Bharat Abhiyaan was constituted on March 24, 2015.
 Decision for Sub-Group formation taken in the first Governing Council Meeting of the NITI Aayog held on
February 8, 2015.
 The Sub-Group consisted of Chief Ministers of Andhra Pradesh, Bihar, Delhi, Haryana, Karnataka, Maharashtra,
Mizoram, Sikkim, Uttarakhand and West Bengal as Members with Chief Minister of Andhra Pradesh as the
Convener of the Sub-Group.
 The Sub-Group met four times at New Delhi, Chandigarh and Bengaluru where intense deliberations on the
subject were held.
The main recommendations of the report:
 Including sanitation and cleanliness in school curriculum and formation of a team of students to be called as
‘Swachhta Senani’ in schools and colleges have been proposed to spread awareness about sanitation and
cleanliness.
 To provide guidance, support and monitoring of the Programme, the report recommends setting up of a
dedicated Mission for the Swachh Bharat Abhiyaan, both at National and State Level.
 A National Technical Board has been recommended to handhold the States and Local Bodies in identification,
evaluation, selection and procurement of technologies.
 It has been recommended to reduce the subsidy on chemical fertilizer and increase the subsidy on compost to
encourage its use.
 In order to improve the viability of waste management activities, the report proposes provision of tax
exemptions by the Centre and the State Government to the private sector.
 The report recommends certain measures to attract private sector participation and Public Private Partnership
(PPP).
 It has been recommended that waste to energy plants may be set up on PPP mode in bigger municipalities and
cluster of municipalities, whereas, composting method may be adopted for smaller towns and villages.
 Given the scale and importance of the Programme, it has been suggested that the sharing pattern of funds for
this Programme between Centre and States may be in the ratio of 75:25, while for hilly States it may be kept at
90:10.
 To raise resources for the Programme, Swachh Bharat bonds may be issued and a Swachh Bharat cess may be
levied by the Central Government on petrol, diesel, and telecom services.

To raise funds also on accumulated waste produced by plants generating mineral waste like coal, aluminum,
and iron ore.
 Incentive measures have been proposed such as Swachh Bharat Grading/Rating for all Gram Panchayats,
Municipalities, Blocks, Districts and States.

It has been recommended that one day in each month and one week each year (culminating with 2nd October)
may be assigned for the activities of the Swachh Bharat Abhiyaan and to reward best performing Gram
Panchayat, Block, ULB, District and State as per the ratings.
 The report proposes to enhance the assistance for construction of one unit of individual household toilet in both
urban and rural areas to Rs. 15,000/- .
 The report recommends integration of rag pickers into the waste management system so that their livelihood is
not adversely affected.
 Both Centre and States should make efforts towards eradication of manual scavenging activity through strict
enforcement of the Prohibition of Employment as Manual Scavengers and Their Rehabilitation Act, 2013.

years but also because the meeting took place in the year of the 50th Anniversary of the establishment of

 India-Maldives defence cooperation includes, inter-alia, the construction of a Composite Training Centre for the
Maldivian National Defence Forces, joint patrolling, and training Programme s for MNDF officers in India,
medical camps, joint exercises.

Both sides agreed on cooperation in the Faculty of Hospitality and Tourism Studies.
 The Joint Commission welcomed the signing of the MoU between the Foreign Service Institutes of India and
Maldives and the MoU on Youth Affairs and Sports on the sidelines of the Joint Commission.
 The Maldivian side welcomed the joint initiative to establish an e-Library for Maldivian schools and the Indian
initiative to establish a Hindi language Chair at the Maldives National University.
 The next meeting of the India-Maldives Joint Commission would be in 2017 in India.

It is important to know that this survey is independent study by the Council on Energy, Environment and Water
(CEEW), in collaboration with Columbia University.

This is India's largest energy access survey, covering more than 8500 households, 714 villages and 51 districts
across Bihar, Jharkhand, Madhya Pradesh, Odisha, Uttar Pradesh and West Bengal.


 Nepal's new constitution has been implemented on September 20, 2015 (Vikram era in 2072).
 The new constitution will replace the 2007 interim constitution.
 President Ram Baran Yadav released Constitution at the Baneshwar Constituent Assembly building Kathmandu.
 The new constitution defines the Nepal, as a secular republic divided into seven federal provinces.
 Nepal's constitution is Asia's first constitution in which there is a provision for protecting the rights gay, bisexual
and Transgender (sexual minority) community.
 Nepal constitution consists of 35 parts 9 schedule and 308 articles.
 The constitution prepared is Nepal's first constitution by an elected constituent assembly.
 Before this five different constitutions were enacted in year 1948, 1951, 1959, 1962 and 1990.

 There is provision for a dispute settlement tribunal.
It’s Advantages:
 It seeks to eliminate or reduce about 18,000 tariff and non-tariff barriers.
 By the introduction of this agreement, a common trading standards will apply in countries, there will be equality
at workers’ rights and it will control animals and their organ trafficking.
 From TPP Japan is likely to get economical benefits and U.S is likely to get benefit strategically.
 Other Member countries such as New Zealand Milk Products, Vietnamese textile, American Pharmaceutical,
Japanese automobile etc will get new markets.
Point of disagreement:
 The period over patent rights on drugs manufacturer is a major controversy. On the one hand the United States
in favor of 12 years patent rights on the other hand, Australia, New Zealand etc. countries are advocating it to 5
years. The agreement is expected between 5-8 years.
Criticism:
 The TPP is being criticized about the privacy of its provisions.
 It has also been criticized on the grounds that it is an agreement
 Major point of criticism is that there will be insignificant increase in that will benefit only major companies.
Competition for labor forces among members countries. This is likely to affect employment of U.S.A.




Developing Asia's growth is also projected to decrease compared to 6.8% growth in 2014 growth rate of 6.5%
in 2015, while 2016 has been estimated at 6.4%.


The IMF has expressed confidence in the Indian economy.

India's growth rate for 2015 is estimated to be 7.3%, which is equivalent to growth of 2014.
 It is decreased by 0.2% compared to update released in July.

World Wide Fund (WWF) on the day of World Habitat Day, that is, 5 October
2015 released Hidden Himalayas: Asia’s Wonderland report.

The report also underscores the dire threats facing the vibrant ecosystems
across a region spanning Bhutan, north-east India, Nepal, north Myanmar
and the southern parts of Tibet.

According to the report, 211 new species like sneezing monkey, walking fish and jewel-like snake, were
discovered in the Eastern Himalayas region between 2009 and 2014. On an average 34 new species were
discovered annually for the past six years.

The 211 new species include 133 plants, 39 invertebrates, 26 fish, 10 amphibians, one reptile, one bird and one
mammal. These species were found by scientists from various organizations.

The report found that as a consequence of development, only 25% of the original habitats is left.

In this report hundreds of species that live in eastern Himalayas are considered globally threatened.

Following top unique species were discovered from this region: Bulbophyllum Nepalense, Vibrant blue dwarf
‘walking’ snakehead fish (Channa Andrao), Koponenius Unicorns, Mycomya Jeti, Elachura Formosa,
Leptobrachium Bompu, Parachiloglanis Bhutanensis, Megophrys Ancrae, Rhinopithecus Strykeri, Danionella
Dracula (Dracula Fish), Protobothrops Himalayansus etc.

Using an imaging spectrometer on MRO, researchers detected signatures of hydrated minerals on slopes where

These darkish streaks appear to ebb and flow over time. They darken and appear to flow down steep slopes
during warm seasons, and then fade in cooler seasons.

Celsius), and disappear at colder times.




and group housing by investing an amount of Rs.1, 700cr.

National Building Construction Corporation (NBCC) and Wish Empire who have undertaken to invest Rs.500 cr
each in Rajasthan.

Rajasthan was the first state to submit AMRUT action plan to the Ministry of Urban Development, first to
identify 40 cities for taking up housing projects under Housing for All Mission in urban areas and the first state
to ensure complete convergence in implementing Smart City Mission, Atal Mission (AMRUT), Heritage Mission
and Housing Mission.

Also Research & Development work in frontal areas of food and agriculture and bio-medical sciences for well
being of the soldiers deployed in high-altitude cold desert.



Confucius Peace Prize 2015 by China.

province in China from 12 to 22 October 2015.

It will be the fifth joint military exercise in the Hand-in-Hand series between armies of both countries which had

Its first Edition in year 2007 was held at Yunnan Province in China.

Its fourth edition was held in 2014 at Aundh Military Station in Pune, Maharashtra.

The joint Hand-in-Hand counterterrorism exercises between India and China started on Monday, following the
arrival in Kunming of 175 personnel from the Naga Regiment of the Eastern Command. An equal number of
Chinese personnel from the Chengdu based 14 corps are participating in the maneuvers.

This year’s annual exercise kicked off with addresses at Kunming’s Dabanqiao Training Base by Lieutenant
General Surinder Singh, Head of Observers Delegation, and Ashok K. Kantha, India’s ambassador to China, and
Lieutenant General Zhou Xiaozhou from China.

It broadens and strengthens interoperability and cooperation between armies of both countries as well as
complement a number of other exchanges between the two forces.

It will also cover aspect of Humanitarian Assistance and Disaster Relief at formation headquarters level.

This edition of exercise will lay emphasis on joint handling of insurgency at sub-unit level and related issues.

The curriculum of exercise has been planned progressively in order to make participants to get familiar with
each other’s organizational structure, weapons, equipment and tactical drills.

 The second meeting of National Executive Council (NEC) of the
National Mission for a Green India (GIM) held in New Delhi.
 In this meeting NEC approved the Perspective Plans & Annual Plan of Operations (APOs) submitted by four
States - Mizoram, Manipur, Jharkhand and Kerala.
 The meeting was attended by the members of NEC, inter-ministerial experts, Mission Director, Principal Chief
Conservator of Forest (PCCFs) and State nodal officers from four States.
 The meeting was chaired by Secretary, Ministry of Environment, Forest & Climate Change (MoEFCC), Shri Ashok
Lavasa.
 The Perspective Plans of all four States, with a total financial outlay of Rs. 90, 202.68 lakh for a Plan period of 5
to 10 years were approved, along with APOs of Rs.11, 195.32 lakh for this financial year.
 The total forest and non-forest area taken up in these four States under GIM during the total plan period will be
1, 08, 335 hectares (ha) out of which 81, 939 ha will be improving the density of existing forests and 16, 396 ha
will be new areas.
 For the current financial year, it will be 28, 250 ha and 7, 827 ha respectively.
 Approval has been granted for alternative energy devices such as biogas, solar devices, LPG, biomass-based
systems and improved stoves for 27, 032 households for the current financial year and 81, 233 households for
the total plan period.
 This will help in reducing pressure on forests, gaining carbon benefits, along with health and other associated
benefits.
 GIM, one of the eight Missions outlined under the National Action Plan on Climate Change (NAPCC),
acknowledges the influence that forests have on environmental amelioration though climate change mitigation,
food security, water security, biodiversity conservation and livelihood security of forest dependent
communities.
 The mission hinges on decentralized participatory approach involving grass root level organizations and
community in planning, decision making, implementation and monitoring with emphasis on landscape approach
and convergence with complementary schemes and programmes for better coordination in developing forests
and their fringe areas in a holistic and sustainable manner.

experts in Indian Sign Language (ISL)

The Centre will lead the way in academic development, training and propagation of the Indian Sign Language.

Development of sign language interpreters, Research and Development and new technology will be the focus
area of the Centre. It will provide equal opportunities to hearing impaired persons to fully participate in every
sphere of life.


The KISAN project will be implemented by Mahalanobis National Crop Forecast Centre (MNCFC), an attached

The project is in collaboration with ISRO Centers (Space Applications Centre, Ahmedabad & National Remote
Sensing Centre, and Hyderabad), India Meteorological Department, CCAFS, State Agriculture Departments and

Important to know that an Android App. 'Hailstorm' also launched designed by ISRO (National Remote Sensing
Centre, Hyderabad).

This App will help real time data collection about hailstorm occurrences along with photographs and

On 21 October 2015 Reliance Capital Asset Management
(RCAM) announced takeover of global giant Goldman Sachs
mutual fund business in India.

RCAM paid a total sum of 243 crore rupees in cash to acquire it.

Under this deal, RCAM will acquire all 12 onshore mutual fund schemes of Goldman Sachs Asset Management
(GSAM) India with total asset under management of 7132 crore rupees.

This acquisition will make Reliance mutual funds the exclusive fund manager for the government’s ambitious
Central Public Sector Enterprises (CPSE) Exchange Traded Fund.

It should be noted that, in year 2014 Goldman Sachs was given the mandate to manage Central Public Sector
Enterprises (CPSE) Exchange Traded Fund.

Through which the government has so far raised Rs. 4,000 crore by selling part of its stake in ten central PSUs as
part of its disinvestment programme.

This deal will make yet another exit by a foreign player from the Indian mutual fund industry, consolidating the
position of RCAM.

RCAM’s is subsidiary of Reliance Capital which in turn is financial services arm of business conglomerate
Reliance Group. It is also present in insurance, brokerage and wealth management among other areas.

This company manages business by the name of Reliance mutual fund in mutual fund management business
having average management assets 1, 52,919 crore (by the second quarter 2015).

Goldman Sachs Asset Management is the asset management arm of the Investment Management Division of
The Goldman Sachs Group Inc. which oversees $1.19 trillion in assets under supervision
 The acquisition is expected to be completed by the end of this fiscal year, which is dependent on the necessary
regulatory approval.

the Copyright Act for his film 'Desi Boyz'.

Atomic Energy and Space, Dr Jitendra Singh released the first-ever Hindi Atlas Book on “Mars Orbiter Mission
(MOM) in New Delhi.

He released this book on the occasion of the first meeting of reconstituted “Joint Hindi Salahkar Samiti” of the
Department of Space and Department of Atomic Energy.

Incidentally however, he said, even though India’s achievements in Space missions are being appreciated the
world over, Hindi language can serve as a medium for spreading further awareness within the country about
recent Space missions, particularly the Mars Orbiter Mission (MOM).

He suggested that in future, the Hindi scholars, who are non-official members of “Hindi Salahkar Samiti”, will be
more closely associated with the day to day activities of both the departments, so that use of Hindi becomes a
natural style of working in these departments.
