Vision, Mission and Goals
To achieve the long-term vision, the BBU management sets a triangular strategy with two
main goals.
Goal one :
The triangular strategy will provide youths and researchers living in or around
Phnom Penh as well as those in provinces better access to higher education
studies. In or around Phnom Penh, the triangular strategy includes BBU Toul
Sangke, Chhroy Changva and Takhmao study centres. Along the Mekong River,
the strategy includes three provinces where BBU study centers are located.
They are BBU Stung Treng, BBU Ratanakiri and BBU Kampong Cham. Around
the Great Lake, the strategy focuses on three provinces. They are BBU Siem Reap,
BBU Banteay Meanchey and BBU Battambang. Along the coast, the triangular
strategy targets three provinces. They are BBU Sihanouk, BBU Takeo and BBU
Kampot.
Goal two :
The triangular strategy will expand educational excellence for students so that
they can obtain knowledge and skill and further transform these knowledge
and skill into creativity and innovation which are conducive to the social
development. This strategy is intended for ensuring sustainability in training
through improving academic and learning resources, management, research
and equipment which serve as foundations in each triangular area.

Message from Chairman
This 2012 Annual Report is prepared to provide all members of the Build Bright community with
information about university operations and progress made during and previous years. It is part of a
commitment to provide greater transparency in the development of the university and its governance.
The university council (board of trustees) is the senior governing body and is responsible for
establishing the legal, academic, and administrative framework for the university. It is responsible for
setting strategic directions of the university to operate within a short-range (1 year), medium-range
(3 to 5 years), and long-range (10 to 20 years) plans.
It is important to note that the university has passed its irst signi icant milestone (the previous
10-years development plan), which began more than 10 years ago, and is enduring its continuous
journey of excellence to reach the next milestone (the forward 10-years development plan) by 2020.
Even though the fast changing global higher education landscape brings great deal of challenges for
the university, it also creates boundless opportunities for us. To transform these opportunities into
creative and innovative realities, the university council, through its both academic and administrative
boards, other specialized committees and closed partnership with management, provides guidance and
direction on key strategic issues. These include recruitment of top-academic and top-administrative
and academic members, development of an excellent teaching/learning/research infrastructures,
continuous improvements of good governance practices and procedures, ensuring transparency in
all academic matters, practical and sound management of the university’s inances, and cultivating a
vibrant entrepreneurial community.
On behalf of our council members, I would like to thank all university’s members for supporting our
efforts to ensure that Build Bright continues to succeed in the years to come. I am well convinced that
our university is reaching upward and outward, and is contributing to the advancement of higher
education for the continuous development in the best interests of its students, faculty, staff and alumni
in harmony with local and international communities.

Message from President
I am very pleased to share the achievements in this annual report
made by our management team, faculty, staff, students and alumni
whose creativity, talent and hard work have brought BBU to where it
is today. Though there are many challenges in front of us, BBU is wellpositioned as a largest university community in pursuing its 2020
strategic development plan and seizing new opportunities to take BBU
to the highest levels, for the bene it of our students, community and the
whole society.
This 2012 Annual Report marks the greater achievement made
throughout the year and in the last 12 years of implementing BBU’s
Strategic Triangle Development Plan set out by H.E. Dr. In Viracheat,
Chair of the university council. The plan has two development phases,
each is equal to 10 years, started in 2000 and completed in 2010 (Phase
I), whereas Phase II is scheduled to end by 2020.
With this strategic triangle development plan, BBU is strongly
maintaining its commitment to accessibility, diversity, innovation, and
excellence in higher education across Cambodia. Over 55, 000 students
and alumni have reached out BBU’s education services in even remote
areas of provinces: Battambang, Bantey Meanchey, Siem Reap, Stung
Treng, Ratanakiri, Takeo, and Preah Sihanouk and the Phnom Penh
capital. Student satisfaction at BBU remains stronger with regard to
teaching and learning facilities, multi-disciplines and levels of training
program, interaction with teachers, faculty and non-faculty members,
and diversity. These quality metrics low directly from our longstanding
commitment to academic excellence and to enriching the student
learning and research experience.
We have continuously improved the quality of our teaching, learning
and research through collaborative working manner in which
administrative and academic teams as well as specialized committees
worked together to address challenges while ful illing the university’s
strategic mission.
To maintain our commitment to providing an outstanding work,
teaching, learning and research environments, we need to pursue our
strengths in building relationships, engaging in center-wide activities
among all BBU’s study centers, focusing on areas of opportunity that
could be translated into the university’s initiatives and priorities, and
connecting better with alumni, industries, partners, and the wider
community it serves.
I invite our invaluable stakeholders to continue with us along our
marvelous journey as BBU seeks to ful ill its mission.

CHAIRMAN
H.E. Dr. In Viracheat (Ph.D. in Management) is a dedicated young
leader who has immensely contributed to the development of higher
education in the Kingdom of Cambodia. Presently holding the position
of Secretary of State in the Of ice of the Council of Ministers, Royal
Government of Cambodia and in charge of Accreditation Committee of
Cambodia, Ministry of Education, Youth and Sports, National Archive of
Cambodia and indigenous people, he has been contributing to strengthen
the international standard in higher education in Cambodia.
Presently H.E. Dr. Viracheat is a member of Supreme National Council
H.E. Dr. IN VIRACHEAT
for Education, Cambodia and National Committee for Examinations.
In addition to his present responsibilities in the Royal Government of
Cambodia, he is also holding the position of Chairman of Cambodian
Higher Education Association (CHEA).
Dr. Viracheat is actively involved in research and a couple of his
articles/ research papers have appeared in international journals. He
is the founder Publisher of the International Journal of Business and
Development Research (IJBDR) published by the Build Bright University.
He has participated in a number of regional/ international conferences/
seminars/ forums held in countries, such as Australia, China, France,
Malaysia, Thailand, United Kingdom and USA. As a leader in the ield of
education, his contribution is well recognized by all in the Kingdom of
Cambodia.
MEMBERS
Asso. Prof. DIEP SEIHA has been appointed to serve as the
president of Build Bright University from 2008 until present and the vice
president of the university from 2002 to 2007.
Asso. Prof. Diep Seiha has made a great deal of efforts in
contributing to social and community services in Cambodia and in the
region. He was one among few founders and active board members
of Cambodian Higher Education Association (CHEA) since 2003. In
2010, he was elected as the board member representing Build Bright
University during the board meeting and general meeting of Association
of Southeast Asian Institutions for Higher Learning (ASAIHL) held in

Hanoi, Viet Nam. In representing private higher education institutions,
he was elected and served as committee member (2011) of the Sub-

Committee of Country Coordinating Committee (CCCSC)- the Global
Fund to ight AIDS, Tuberculosis, Malaria in Cambodia. He is one of the
active members and was elected as committee member (2009-2011)
of Australian Alumni Association of Cambodia (AAA-C). He has served
as an Assessor of Accreditation Committee of Cambodia (ACC) since
its formation and implementation of the irst-round accreditation of
Foundation Year programs. In addition, he has involved himself with
regional and international communities in regard of higher education
development in countries, such as USA, Australia, Korea, Thailand,
Philippines, Vietnam, Indonesia, and Serbia.
Asso. Prof. Diep Seiha graduated from the University of Adelaide,
Australia, in 2000 and is currently holding master degree in Business
Administration. He also earned his bachelor degree in Business
Administration from the Faculty of Business, Cambodia, in early 1996.
He has tremendous academic administration and teaching experiences
in higher education since he had joined Build Bright University in 2000.
He is holding senior executive works in the university and teaching both
undergraduate and graduate programs.
Besides having vast administrative experience, presently he
is actively involved in several research activities. Moreover, he is
having wide experience in leading as well as carrying out time-bound
projects supported by ILO, MIME, US Embassy at Cambodia, and other
international and local organizations.
Prof. (Dr.) Tapas R. Dash (Ph.D. in Analytical & Applied
Economics, India) is currently holding the position of Vice President,
Graduate Studies and Research. At the Post Graduate level of the
university, he is the Chairman of the Doctoral Review Committee,
Research and Publication Committee, Graduate Curriculum, Research
and Development Committee, besides carrying out other administrative
and academic responsibilities. Before joining the university, he was a
senior Faculty Member in the Institute under the National Council for
Cooperative Training, New Delhi.
Prof. (Dr.) Tapas R. Dash
Prof. Dash’s main areas of teaching are Business Environment,
Economics, Research Methodology and Management of Cooperative
Enterprises. His areas of research include Economics of Education, Rural
Economics, Cooperative Business and Development issues. Besides
publications of two books, his several articles/ research papers have
appeared in both national and international journals. He is the founder
Chief Editor of the International Journal of Business and Development
Research (IJBDR) published by the Build Bright University. He is also in
the Editorial and Review Board of other international journals. Till date,

under his active guidance, a total of eight scholars have been awarded
Ph.D. degrees in Cambodia and India. He is also an external examiner
of Ph.D. research in other universities. He has participated in a number
of regional/ international conferences/ seminars held in countries,
such as USA, France, Thailand and Malaysia. Having vast experience in
both academic and administrative matters, he has handled a number of
projects/ consultancies supported by several organizations, such as ILO,
FNF, KYA, TVK, NCDD, MIME, CARE International, etc.
Asso. Prof. Dr. Dy Davuth with a Ph.D. in Banking and Finance
from USA (Distance), an MBA from Malaysia and a Bachelor of Business
Administration from Cambodia, has not only gained relevant theoretical
knowledge, but also valuable international exposure. Currently, Dr. Dy
Davuth works for Build Bright University as Vice President, Planning,
Academic Services and Student Affairs. He has done several research
activities as Associate Professor at the Build Bright University, and he is
also a member of Doctoral Review Committee of the University.
He has numerous publications on inance and presented in many
international conferences dealing with the issues of inance sector in

Cambodia. He has very deep understanding in the subject related to
inance.
He, in addition, was the Chief Financial Of icer at AMRET and
Presently, Board of Director and Chairman of Audit Committee at Hattha
Kaksekar Ltd.; both the institutions are Cambodian MFIs. His consultancy
experience includes the work for the ADB and KFW as inancial expert
and for the World Bank as deputy team leader for Financial Management
Improvement Plan with Ministry of Health. Also, for the World Bank, he
was engaged as Rural Business Specialist in the project Rural Energy
Development Program.
Asso. Prof. Meas Renrith has been working in education sector
since 1980. He is a Graduate in Management from Adelaide University,
Australia and a Master of Business Administration (MBA) from Southern
Cross University, NSW, Australia. Asso. Prof. Meas Renrith is the former
President of Maharishi Vedic University, Ministry of Education, Youth
and Sport. Currently, he works for Build Bright University as Vice
President of Undergraduate Studies. He has participated in a number
of regional and international conferences/ seminars held in countries,
such as USA, Malaysia, Australia, Philippines, Thailand, and Vietnam. He

is also teaching undergraduate and postgraduate programs and has been
served as an Assessor of Accreditation Committee of Cambodia (ACC).

Asso. Prof. LAM CHEA
Asso. Prof. Lam Chea graduated a D.E.A (Diploma d’Etude
Approfondie) in Public Administration, a Maitrise of Law and a Bachelor
of Law from University of Lumiere Lyon II, France. He is currently a VicePresident of the Council of Jurists, Of ice of the Council of Ministers. He
is also a member of the Bar Association of Kingdom of Cambodia.
He has over 14 years of teaching experience at several
universities and the Royal School of Administration, especially at
Build Bright University where he works as an advisor. He does a wide
range of researches on proceedings of law and regulation preparation
and adoption in Cambodia as well as on legal and practical systems of
ASEAN. In addition, he was the Dean and Vice-Rector of Build Bright
University and member of Commission for the lawyer and judge student
examination. Previously, he was also a Legal Assistant at Cambodia
National Petroleum Authority.
Prof. Dr. Elenida L. Maizo has been a member of both Teaching
Prof. Dr. Elenida L. Maizo
and Administrative force of Build Bright University (BBU) since 2004.
Currently, she is leading the Internal Quality Assurance team (IQA) in the
preparation of the application of the university for the ACC Institutional
Accreditation.
Her academic background is on English Language Teaching
and Education having earned her Master of Arts in Teaching English
and Doctor of Education (EdD). In 1994-1995, she was awarded the
British Fellowship Scholarship at Lancaster University in the United
Kingdom under the Program: Institute for English Language Education.
Her experience in Educational Administration included among others
the UNICEF special project on Education named (ATTCC) Accelerated
Teacher Training for Cultural Communities which she directed and
implemented for six years.
Prof. Dr. KENNETH KEE KIA HIONG from Malaysia has more
than 24 years of vast industrial experience and expertise in the ield of
human resource management and human resource development. He is
presently holding a senior human resource position in SL International
Limited, a wood based company based in Cambodia. He also serves as
a director on the BOD of Chamroeun Enterprise Limited which is an
associate company of SL International Limited. Besides his industrial
experience, Dr. Kee is also actively involved in teaching at the master and
doctoral level at Build Bright University and his specialized areas are in
the ield of HRM, Strategic Management, Human Resource Development
and Corporate Governance.
He was appointed as the Director of the Graduate School of

Training and Human Resource Development from Newport University in
the United States, an MBA degree in Human Resource Development from
Hull University, UK, a Postgraduate Diploma in Personnel Management
from Strathclyde University, UK, and a Bachelor’s degree in Humanities
from Hertfordshire University, UK. He is also an associate member of the
Malaysian Institute of Human Resource Management, and a corporate
member of the Malaysian Business Council of Cambodia.
Asst. Prof. In Virachey who has a BacII, BBA, MBA, CDBA and
Ph.D. Fellow in General Management. He had worked for two years as a
Vice President of Cambodia Youth Volunteers Organization (CYVO, 19982002), Chief of icer of Administration for FML (2000-2002), Build Bright
University as Director of University Campus (2002-2004), Director of
Department of Foundation Year (2004-2006), and Director of Audit
and Quality Assurance (2007-2009). In 2007 he got an academic title as
Assistant Professor. Presently he is a member of Board of Director and
holds the position as Vice President of Administration and International

Relations and Director of Foundation for Higher Education.
Asst. Prof. Prok Veasna holds Bachelor of Business
Administration in the ield of Management from National Institute
of Management and Master of Business Administration in General
Management from Build Bright University.
He has been working as one of the team members of management, Build
Bright University (BBU) since 2000. He has held many positions, such as
Chief of Library, Chief of Administration and Finance Of ice, and Director
of Finance and Property Division.
He is the Vice President in charge of Finance and Property at

Mrs. Heng Thary obtained her Master degree in Tourism
and Hospitality from Build Bright University, and a Bachelor of
Business Administration in Accounting from the National University
of Management (NUM). She worked for Build Bright University as the
Director of Foundation Year for two years. She was promoted as the
Director of Secretariat of Undergraduate Studies since 2010 and has
been lecturing in accounting since 2007.

Graduate Schools
Several Graduate Schools under the Institute of Graduate Studies of the University offer
different Master programs in an academic year. The Master programs offered by the Graduate Schools
are Master of Business Administration (MBA), Master of Rural Development and Project Management
(MRDPM), Master of Law and Political Science (MLPS), Master of Public Administration (MPA) and
Master of Education (M.Ed.). Besides, international Master programs, such as Master of Science in
Information Technology (MScIT) and Master of Science in Telecom Technology (MScTT) are offered
with the support of Sikkim Manipal University (SMU) of India.
In addition to above, the Institute of Graduate Studies offers Doctor of Philosophy (Ph.D.)
program in several disciplines as well as Doctor of Business Administration (DBA).
All the Master and Doctoral level programs are offered with speci ic objectives in mind, particularly to
inject professionalism in the management of relevant sectors by strengthening the level of knowledge

Academic Achievement
 Employability Survey:
The accumulation of human capital is considered as one of the basic engines of economic
growth. In this context, higher education plays a critical role in the society. However, the quality of
higher education, i.e., the responsiveness of the system to the needs of students, employers and other
stakeholders is very important.
Employability skills are the basic academic, personal and teamwork skills that employers expect from
workers and which they expect to be developed by the education system. However, employability
skills are best developed when these skills are integrated across the curriculum. The views of the
university graduates, teachers and employers on the employability issues and their linkage with
course curriculums and the quality of teaching are the benchmark for the stakeholders of higher
education institutions. A study has been undertaken to know the employability of bachelor alumni
and the relevance of the course curriculums of programs of Build Bright University (BBU). Both
quantitative and qualitative approaches have been used to analyze the data in the study. For this,
relevant information has been collected from 502 bachelor alumni. In addition to this, 20 teachers
teaching in different undergraduate programs of the university and 10 employers of organizations
where BBU bachelor alumni are working have been interviewed for the above purpose.
The indings of the study show that there were a little improvement in the feelings of about 53 per cent
alumni, signi icant improvement of 24 per cent alumni and no improvement of 21 per cent alumni after
their graduation from BBU on the aspects such as motivation, con idence in abilities, ambition in the
career, practical knowledge, satisfaction in work and change in behavior. The work skills of the alumni
were found to have improved somewhat as viewed by 71 per cent surveyed alumni. 40 per cent and
75 percent alumni expressed that, in the undergraduate programs, BBU had experienced and quali ied
teachers respectively. 91 per cent of the alumni were found to be employed after the completion of BBU
degree, and there was a fall of around 27 percentage points in the unemployment rate of the students.
On an average, 78 per cent of the employed alumni had the opinion that there were improvement in
job position, increase in salary, getting of better job, and job matching with educational quali ication
after they completed the degrees from BBU. About 59 per cent of the alumni viewed that the degrees
of different undergraduate programs were relevant to some extent as per the market needs. The
percentage of alumni having the opinions of good quality teaching in the undergraduate programs
was 69. According to the views of 60 per cent undergraduate teachers, the learning capacities of the
students were good. Around 81 per cent of the alumni expressed that the facilities, such as library,
classrooms, laboratory, supporting service and accessibility provided by the University were good.

 Employability Status at Microϐinance Sector
Micro inance sector in Cambodia is the sector which has grown very fast since 2000, and the
sector had involved from NGO to Micro inance Institution and Specialized Bank. In order to parallel
with the growth of the sector, BBU had designed curriculum by inviting some experts from this sector
to join in developing the curriculum that will it with the need of the sector.
Besides the curriculum, BBU has invited some quali ied lecturers from this sector to teach the courses
which are related to banking and inance. In BBU, banking and inance specialization is the leading
specialization which is chosen by the students. Further, BBU has invested in some campuses at the
provinces for the students and staffs of Micro inance Institutions and Banks for easy access for their
studies in the city or provinces. As a result, we found out that the students who have graduated from BBU
and work in Micro inance sector are ranked number one among the universities in Cambodia. These
micro inance institutions are : Hattha Kaksekar Limited, Amret Micro inance, Credit Micro inance
Institution, Angkor Micro inance Kampuchea, Prasac Micro inance, Vision Fund Cambodia etc.
Furthermore, our students who work with Acleda Bank Plc, ABA Bank and Gold Financial Global are
ranked as number two.

 Research
Successful Experiences with the Projects of Higher Education-General Department of
MoEYS
BBU has received a project from MoEYS for conducting
a research for developing curriculum in inancial sector
for bachelor program. This project aims to improve the
capacity and quality of higher education for compliance
with the regional context and the integration of
Cambodia into ASEAN. The research work has been
started in January 2013. This project is funded by
MoEYS under the grant from World Bank. 100 students
studying banking and inance and staffs of National Bank of Cambodia, Micro inance institutions,
Securities companies, insurance companies, and real estate companies will be interviewed in
this very important research project.
After the research, four workshops will be conducted; the irst two times workshop will
be conducted with lecturers at BBU. The third workshop will be conducted with universities in
region by using the result of research and ideas from previous workshops for discussion. The
forth workshop will be participated by the concerned industries and universities in the region.
This research is the implementation of strategic plan in the inancial sector for 2011-2020 which
focuses on the improvement of capacity and the plan of MoEYS for the capacity improvement of
Higher Education of Cambodia.
The result from this research will lead to restructure BBU’s curriculum to comply with
regional context, BBU’s lecturers have opportunities and access to upgrade the professionalism
in teaching and researches to cope with market and regional integration. Further, this research
project would provide foundation and model for further research in other disciplines as Deans/
Vice-Deans from other faculties and academic staff are also involved in this project.

Sustainable Poverty Alleviation in Cambodia 2007-2009”, funded by Friedirch Naumnn
Foundation for Freedom (FNF), Cambodia. The consultancy project was carried out during
May –June, 2010. The survey covered six provinces/ municipal areas - Phnom Penh, Prey
Veng, Kampong Cham, Takeo, Kampong Chhnang and Kampot.
•
Consulting services – “Capacity Building Training Program on Management and English
Language”, funded by Ministry of Industry, Mines and Energy, Royal Government of
Cambodia. The capacity building program was carried out during June, 2011- January,
2012.
•
Consultancy project on “Assessment of the Current Situation of Child Labour (i.) in the salt
sector of Kampot province and (ii) generally in Kep province, Cambodia”. The consultancy
project was funded by International Labour Organization (ILO) and Ministry of Labour and
Vocational Training (MoLVT), Royal Government of Cambodia. The consultancy project was
carried out during July – September, 2012. The survey covered two provinces - Kampot and
Kep.
•
From August 2011 to January 2012, BBU sent an expert for making baseline study on Rural
Electri ication Association, reviewing the existing association legal documents and making
recommendation for future operation of association including association statute, drafting
of the association operational frameworks, strengthening and expanding the capacity of the
REEs association in providing services to their associates, drafting of the Association
Roadmap for the next three years looking at the activities and services that will be provided
and the funds that will support them, as well as the draft of the Association Chart, assessing
REEs Capacities & Identify Skill De iciencies; and designing Capacity-Building Activities
and association expansion.
•
During March 2012, BBU has provided for logistic and organizational support to AFC
Consultant funded by KFW from Germany as sub-contract local consulting company.
Furthermore, BBU provided one Financial Sector Expert to join this project as National
Expert in order to support the assessment of the Country Market Assessment. The objectives
of this Country Market Assessment are to assess: existing and potential demand for the
inancing of small-scale biogas systems in the target markets (consisting of rural households
and SMEs in Cambodia), suitable inancial products and technical assistance for the target
markets, suitable domestic inancial institutions to provide inancial and technical
assistance to the target markets.

Accreditation
The Accreditation Committee of Cambodia (ACC) is a mandated institution that administers
accreditation in Bachelor degree and/or higher degrees delivered by the HEIs in the Kingdom of
Cambodia so that the HE in Cambodia will meet the international standard. This concept of Quality
Assurance is new in Cambodia and all the HEIs work hard to meet the ACC requirements and be
accredited.
To achieve this goal, Build Bright University started its work in the Foundation Year. In 2006, the
Foundation Year got its irst full accreditation from ACC, and this includes all the eight study centers of
the university. This year (2013) ACC will again visit the Foundation Year of BBU for re–accreditation.
Meanwhile, the IQA is also preparing for the Institutional Accreditation of all the Academic Programs
in all the seven study centers. This application is for the Provisional Status. The Management team and
the IQA team of BBU have been working hard in the preparation of the support documents following
the nine ACC Standards. In the previous years, the IQA through the of ice of the president had trained
internal assessors who assessed all the study centers under the guidance of the IQA. The results of
these assessments were presented to the whole BBU community during the Annual Conference of BBU
in April after which discussions and feedback were held.
For this year, 2013, the process is focused on the writing of the Self–Assessment Report (SAR)
Part 1 and Part 2 and the checking of support documents. All these will be sent to ACC in the early part
of 2014 to support our application for the Institutional Accreditation.

Financial Achievement
BBU generates its main revenue from tuition fees. In addition, the university also earns through
selling of study materials and carrying out training, research and consultancy. So far, the income
statement has shown that the income of BBU increased from year to year. In fact, in 2010 BBU received
an income of 8,780,923.77 USD, 7,321,607.29 USD for 2011, and 12,008,368.95 USD for 2012.
Among those incomes, the income in 2012 had the highest increase. But in the income of 2012,
the amount of discount fee given to the students was added to total revenue. At the same time, the
promotional expenses of the university also increased in this year.
The expenditures of BBU were also increased in compliance with its incomes. The main
expenditures of BBU by the range are: payment for lecturers’ wage, payment for staffs’ salary, payment
for amortization, payment for building improvement, rental fee, payment for electricity and water,
payment for bank interest, and payment for other expense expenditures. The payments for lecturers’
wage were 3,982,357.18 USD in 2010, 2,247,750.09 USD in 2011, and 2,879,565.86 USD in 2012.
The payment for staffs’ salary, which is another main expenditure after payment for lecturers’ wage. It
was 1,054,184.79 USD in 2010, 1,000,471.55 USD in 2011, and 1,237,769.04 USD in 2012.
In total, the expenditure of BBU in 2010 was 7,880,644.47 USD, 6,150,621.24 USD in 2011, and
10,257,278.82 USD in 2012.
As a result, the annual net pro it of BBU can be shown as following: the pro it of 900,279.30 USD
for 2010, 1,170,986.05 USD for 2011, and 1,751,090.13 USD for 2012.
The investment on assets for the operations of the University was based on the growth of BBU. In
fact, we saw that the growth of BBU’s assets was from 9,445,455.94 USD in 2010, 10,407,148.02 USD
in 2011, and 11,846,084.08 USD in 2012. From that growth, BBU invested mostly on construction of
buildings, land for buildings, physical facilities, computers, air-conditioners, books, etc..
BBU also used money from borrowings for part of investment on its assets to respond to the need of its
growth. BBU processed for borrowings from banks to use at a limted level in order to avoid the risks
affecting its operations.
One part of the investment equity of BBU comes from the investment of BBU owner, and another
part comes from the annual net pro its after a deduction for payments of the operations. In balance
sheet, we can see that the total equity of BBU in 2010 was equal to 3,828,371.27 USD in 2010,
7,686,786.30 USD in 2011, and 9,087,877.16 USD in 2012.

Investment
The investment is an important thing for the growth of Build Bright University, thus, for more than
10 years of life, BBU invested on buildings, land, farms, and physical facilities according to its needs.
The investment on buildings is an important issue of each study center, except for some provinces
where the buildings have been leased such as in Takeo, Preah Sihanouk, Stung Treng, Ratanak Kiri,
and Phnom Penh; however BBU has reserved land for constructing buildings in those provinces and
municipality. The locations where BBU invested in land and buildings include Banteaymeanchey
province, where BBU invested to construct a four storey building consisting of 28 rooms. The money
invested to constuct that building was in total equal to 171,000 USD. Further, BBU Banteaymeanchey
also invested on physical facilities such as Computers, Air-conditioners, and books, of the amount of
300,000 USD.
In Siem Reap province, a very large scale of investment had been made by BBU. The investments
were in land, buildings, physical materials, computers, air-conditioners, and books. So far, BBU has
invested in its study center in this province on the land around 1,500,000 USD, on buildings around
1,070,000 USD, and on physical materials, computers, and books around 1 million USD. The investments
of BBU in this study center were larger than other study centers because those investments were
based on the continued increase in number of students and competitors. BBU in Siem Reap province
has ive buildings consisting of 93 studying rooms.
After BBU in Siem Reap Province, the investments of BBU focuses on another BBU branch in Batambang
because it is in this province where high potential students of BBU are living. In this branch, BBU
invested to construct three buildings having 66 studying rooms.
In Batambang province, BBU invested on buildings in amount of money around 1,095,000 USD
and on farming land for supporting to the faculty of agriculture around 200,000 USD. In addition to
the investment on land and buildings, BBU Batambang invested on physical facilities, computers, airconditioners, and books around 400,000 USD.
In other study centers though BBU did not invest on buildings, but invested on physical facilities,
computers, air-conditioners, and books in order to ful ill its necessary needs.
In parallel to investment on buildings and facilities, human resource is also another important factor
for the investment in order to allow BBU to have suf icient human resources for supporting its
growth. Investment on human resources of BBU was conducted through training, workshops, annual
conference, etc..

Supporting Organization
To assist students to achieve their goal and education, the management of Build Bright University
is working hard to provide the opportunity to most students and their families who are struggling with
inancial dif iculties to send their children for higher education study. Also, to support the students
with the plentiful study materials and technology especially they can work as volunteer to improve
knowledge and research for their study practice, BBU has to cooperate with some organizations to
help students to access the education loan, installment and internship. Here are the BBU’s partners to

Build Bright University has communication and cooperation relationship with Beitang Institute
with the aim of strengthening the curriculum implementation of the Engineering and Architecture
Faculty on curriculum development as well as inding places for students to do their internship on
building, road, bridge and irrigation construction sites to build their hands-on experiences. BBU
signed an MOU with Britang Institute of Architecture in order to jointly develop the Engineering and
Architecture curriculum.

of Higher Learning), April 11- 12, 2012, Dela Salle University,
Manila, Philippines. Theme: “Emerging Challenges in University
Leadership and Management”, Focused on Thought Leadership
and Creation of New Knowledge. The emerging challenge is the
contribution of universities to society de ining their distinctive
character as Academic Institutions in Southeast Asia as universities
blend their national interests with ASEAN Integration in 2015.

International Participation
Conference 2012- organized by University Kebangsaan Malaysia (UKM), May 7-9, 2012, Kuala
Lumpur, MALAYSIA. The conference was attended by H.E. Dr. In Viracheat, Chairman BBU Council
and Prof. (Dr.) T.R. Dash, Vice President, BBU.
• Institutional Management in Higher Education (IMHE) General Conference 2012- Attaining &
Sustaining Mass Higher Education, organized by Organization for Economic Cooperation and
Development (OECD), Sept. 17-19, 2012, Paris, FRANCE. The conference was attended by H.E. Dr. In
Viracheat, Chairman BBU Council and Prof. (Dr.) T.R. Dash, Vice President, BBU.
• In December 2012, BBU sent its delegates and football team to Champasak University. On that occasion
Dr. Dy Davuth presented in the international conference on a topic “the Role of University for ASEAN
Integration”, to a number of universities. He showed the detail strategic plan of BBU, the challenges
and advantages of credit transfer, and the goal of ASEAN integration in Educational Sector.
• During 6-7 December 2012, an international association of higher education called ASHAIHL held
an international conference on “New Approaches in Teaching and Learning at Tertiary Level” at Far
Eastern University in Manila, the Philippines. The conference was attended by delegates from 18
countries from Asia, Asia-Paci ic and the United States. BBU, which is a full member of the executive
committee of the ASHAIHL, was invited to participate in that conference. Diep Seiha, the BBU
President, Meas Reinrith, Vice President and Dr. Elenida L. Maizo were sent to the conference. The
conference looked at new innovation in teaching in tertiary education in order to improve education
quality and student capacity in response to both regional and international employment markets.
• In 2011, a delegate from BBU also attended an international higher education conference of AHAHIL
and its 55th Anniversary of ASAHIL 1956-2011 at Niagara Falls organized by Keuka College in New
York State. The 19-22 May 2011 conference was participated by 18 countries including Cambodia
which was represented by Diep Seiha, BBU President and Meas Reinrith, BBU Vice President. The
conference theme was “Capacity Building and Global Partnership for Leadership and Excellence.
• During 05-06 December 2012, BBU top management attended an international conference on
“Harmonizing Academic Credit Transfer System in the GMS and Beyond” held in Bangkok, Thailand
on an invitation from SEAMEO RIHED. BBU was represented by Diep Seiha, President and Meas
Reinrith, Vice President. The conference was attended by delegates from 10 nations: Cambodia,

Laos, Burma, Vietnam, Thailand, Indonesia, Malaysia, South Korea,
Japan and China. The conference discussed a possible common
procedure for credit transfer in the ASEAN and countries in the
Sub-Mekong Region.
• Build Bright University has developed the relations with the
International partners through its various incorporation programs
and continuous hard work to develop the quality of service offered
to the students. On the other hand, BBU has been sending the Top
management of the University to attend International seminar
and workshop activities year after year such as:
 APQN (Asia Participant Quality Network) in Siem Reap
(Cambodia), Vietnam, Indonesia and India.”Member”

Community Engagement
Adding on the provision of educational service at the level of Foundation Year, Associate degree,
Bachelor degree, Master degree, Ph.D and DBA degree; Build Bright University (BBU) has been organizing
many activities with the communities with the purpose to allow BBU’s students to get knowledge from
real societies, studying documents, working experience, job opportunities, relationship, showing up
capability and achievement, and to gain reputation for themselves as well as for University.
BBU cooperated students to join in community activities, both inside and outside the University
in which thousand of students participated.
Activities with communities for BBU’s Students, which were organized inside the BBU for 2012,
were 10 types activities with commercial companies, 2 types activities with commercial banks and
micro inance institutions, 9 types activities with BBU itself, 4 types activities with Cambodia Red
Cross, 1 type activity with family of a dead student, 7 types activities with NGOs, 2 types activities with
foreign ambassies in Cambodia, 3 type activities with other training institutions, 3 types activities with
foreign universities partner, and 4 types activities with the Ministry of Education Youth and Sports
(MoEYS) .
There were 51 types of activities in which 2442 students participated with communities outside
the BBU in 2012. Those activities comprise of taking the students to watch football competitions, watch
educational movies, participate in educational exhibition and public forums, participate in student
debate competitions, join the conferences, extra-curricular trainings and workshops, join the meeting
between state leaders with students, and study tours etc..
The purpose of doing these are to gain knowledge regionally, promote the health of both males and
females, volunteers, community development, and reduce poverty in the area that these organizations
such as US Embassy, ILO, Care, and PHD, etc. are working.

Annual Conference Declaration
BBU organized yearly annual conferences. In those conferences, new strategies were put in place
to conform with the declarations in each conference. In fact, so far, BBU put in place strategies as
following:
Personnel capacity building
BBU tries to build and develop the capacity of personnels, lecturers and management team in
order to allow them to have skill and experience to achieve effectively the goal of work with high
quality and self con ident and high value for themselves. Personnel capacity building focuses on
the improvement of inter-personal communication capacity and strengthens the institutional
managing capacity.
Development and Implementation of Governance Policy
Since it provides the basic principles for implementing all activities of development and
management; the roles of policy are to provide main tips for working, assure the effectiveness
of management, and university development. Those policies must contain a suf icient meaning,
responding to the need of competitive environment and usable in each provincial campus.
Use of Technology
The effective and more useful use of technology for study and research activities is the thing
that we have to consider for the management of University. The capacity building and the use of
technology in study and research are appropriate way which assures the capacity improvement
and equity in education.
Quality, Communication, and Implication
BBU focuses on the change from quality of education to the quality of graduates which relates
to the study methodology of students and teaching methodology of lecturers. Further, BBU also
focuses on the expectation of society and on what the university has done so far through the long
term plan of society requirements including culture and environment. BBU also focuses on the
results which university accomplished for the society including working rate and using right skill
at working place.
