Polly LaBarre is not only a motivational speaker and author on business and innovation, but a true entrepreneur as well. She talked about creating an inspiring culture at work and in organizations. She also talked about keeping up with changes and moving forward and learning more each day. Lynne Petersen, CAE IAA President One of the first questions she asked the audience really resonated with me. She asked, “Are you changing as fast as the world is changing?” In other words, are you keeping up with the changes and learning as fast as the world is changing? Keeping up with changes, whether it be legislative, industry, technology or even helping members to forecast future trends is a monumental job if you don’t have resources to help. IAA has started 2016 off strong striving to be your resource for the many changes that are going on in our industry. If you missed our January Power Lunch you missed a great presentation by Christopher Lee from CEL & Associates. His presentation, “The Future of Multifamily is Now Clear,” was full of information on the real estate industry’s mega shifts and where we are in the current real estate cycle. He also made some interesting predictions for the future. I don’t think I have 4 INSites January/February 2016 ever had so many members request a speaker’s power point presentation before. As you know, the Indiana legislature started off in January and IAA has initiated several pieces of legislation that will assist our industry. We have also identified legislation that could have a potential negative impact on our industry. As we continue through the state and local legislative arena we will keep members informed of local and state changes that affect the way you do business. IAA strives to keep you informed on industry changes, news and events through our weekly e-newsletters; the Multifamily Minute, which covers industry news, the Professional Development newsletter and the The Events Breakdown newsletter…your source for shindigs, soirees and schmoozing. All three of these electronic newsletters are designed to be read quickly and give you links to additional information you may need. As we move forward into 2016, continue to use IAA as a resource for not only industry changes, but education and networking opportunities as well. IAA has strived to help find an answer to that issue. 2016 has brought the launch of a new Career Center for IAA. Members are now able to post jobs to our website at www.iaaonline.net for potential job seekers inside and outside the industry to view. By posting your available jobs, you can target qualified candidates and promote your company, organization, or business as a great place to work. When you visit IAA’s website, you will immediately see the Career Center right there on the home page. From there, you, the employer, can easily access the spots to post a job, edit your job posting, and view resumes. Job seekers can also access the search jobs, post a resume, and create job alerts features right from the home page as well. A running scroll of featured jobs will also appear, making your job listing the first thing job seekers see when they go to IAA’s website. IAA’s Career Center helps you find the best candidates for new employees. The job posting itself includes a job description and details, job requirements, location, contact information, and an application submission spot. With the purchase of a job posting through the Career Center, you also receive helpful benefits, including access to the public resume bank, a place to manage your company profile, the ability to save job posting, letter, and email templates, the option to send messages to job seekers directly through your recruiting account, and so much more. Here’s a sneak peek at what the committees are already tackling and what you have to look forward to this year! EVENTS COMMITTEE: The Events Committee is tasked with four events: the Rebuilding Lives Bowling Tournament in February, the July Baseball FUN Meeting, the Chili Cookoff Cornhole Tournament in November, and the December The Events Committee. Holiday FUN Meeting. The committee met early January and brainstormed ideas for all 4 events. Here are things to know for each event: • Bowling: The event is 2/24, the theme is movies, the committee created a new registration option which is titled “cheerleader” and allows people not interested in bowling to attend for $20. And they’ve decided to raise more money than ever before for the fund. Go team! #IAAbowling • July FUN Meeting: It’s going down at Victory Field on 7/21, the committee is trying to top 2015 numbers by getting 415 people in attendance, and a tailgate party is in the works. • Chili Cookoff Cornhole Tournament: The first year of the combo event was a success, therefore it’s happening again on November 15th. The committee is looking for a venue and brainstorming some ideas for the chili cookoff to really blow it out of the pot in 2016. • December Holiday FUN Meeting: It’s December 8th. That’s all we have. Get off our backs we’re 10 months out. GOLF COMMITTEE: The PAC Golf Outing is coming in hot on June 9th, and the committee already has the ball rolling on some great ideas. Here’s what they have so far: • Theme: Tee-V Shows (its TV shows but we’re trying to be clever). The decorations and games that sponsors can create with this theme are truly endless. • Hole in One: This year the committee is considering the idea of a hole in one give away on each course. The prize: TBD. Prize ideas include a car, trip to Universal Studios (going with the theme), or a day spent with Phil Mickelson. The feasibility of the last idea is up in the air. • Check out what else the rest of the committee has in store for attendees by registering or sponsoring the event on June 9th at Eagle Creek Golf Club. YOUNG PROFESSIONALS IN MULTIFAMILY COMMITTEE: The young professionals planning committee has an action packed year in store for all you 21-40 (or 40+ young at heart) multifamily professionals! They plan to have 4 The YPM Committee. events throughout the year. Here’s a breakdown of the plan: • There will be 3 YPM networking events throughout the year. They will be at a clubhouse or other venue and feature a successful professional in multifamily who will share advice on how to succeed in the industry. They will take place in March, June and October. Speakers and locations will be announced at the end of February. • The committee has decided to bring a fresh new event to IAA Members – KICKBALL! This event will take Kicking around ideas. 8 INSites January/February 2016 place early August, and the concept is to get 6 management companies to represent 6 teams to participate in this 3 hour tournament. Spectators are welcome to come and we anticipate food and beer trucks to be available for attendees. YPM will be donating part of the proceeds to a local charity. Kickball! MAINTENANCE PLANNING COMMITTEE: This committee is working to make Maintenance Mania one of the best yet. Here’s what they have planned so far: • March 10th, Hays + Sons will be hosting an open practice event for ANY maintenance individual interested in participating in the Maintenance Mania games. The event is FREE and will have all 7 timed events onsite for anyone to practice on. • Maintenance Appreciation Awards are open and taking submissions. There are five categories and winners will be announced at the Maintenance Appreciation/Maintenance Mania day on April 20th at the Indiana State Fairgrounds. • Maintenance Appreciation Day will include maintenance mania and will take place April 20th from 9am-5pm. If you’re in the maintenance field of multifamily, you need to be at this event! CONVENTION COMMITTEE: The Convention Committee has already began planning for the Midwest Multifamily Conference, and they have a lot in store for 2016 attendees! Below are some goals and actions they have already began working on: • Registration – The committee plans to have the highest conference registration to date. With 2,200 attendees in 2015, the goal is for 2016 is to get at least 2,500. • Education – The ideas were flowing with different seminar topics for leasing, property managers, regionals, marketing, maintenance, student housing and MORE! The committee is working hard to make this the most robust seminar schedule yet! • Trade Show – With so many great ideas for the theme thrown around by the committee, one has not yet been decided. But they have great ideas for making the trade show bigger and better than ever. • Awards – The committee is going through each award with a fine tooth comb. We are adjusting, editing, adding and removing categories that are the most fitting for our current industry. Stay tuned to see what else the Convention Committee is preparing for the October 25-26 Midwest Multifamily Conference! AMBASSADOR COMMITTEE: We are excited to chair the 2016 Ambassador committee this year. The Indiana Apartment Association is growing with the market and we are thrilled to be at the forefront of this booming industry. The new construction and development, refurbished and well-maintained properties, recent hires, and tenured professionals create the perfect opportunity to increase member engagement, enhance member satisfaction, and recruit new members to IAA. In 2016, our goal is represent 250,000 units, gain 12 more Direct Members, and gain 50 new Associate Members. Your help and support will be essential to accomplishing these goals. Please join us at our next Ambassador Committee meeting on Thursday, May 12 at IAA from 2:00-3:00pm. Students will walk through a comprehensive course with multiple stations that solve the common electrical repairs you experience in the multifamily housing industry. This class is geared towards experienced maintenance technicians or supervisors with electrical experience. APRIL AC Maintenance Course Keep calm and keep the AC on when you register for this essential course. You will gain the skills you need to keep your residents cool and comfortable during the summer. • Start planning for your community’s transition from R22 to 410A • 410A is a completely different system. Learn the differences of the systems, how to maintain a 410A unit, the unique installation process, and the charging techniques to optimize efficiency • Develop your troubleshooting toolkit by adding several new tricks of the trade you can implement tomorrow. • Everyone loves a new tool. Due to popular demand, Rogers Pools is teaching a morning and afternoon Pool Review Course. The morning class is full, but there are plenty of seats left in the afternoon class. Dive into an in-depth maintenance presentation led by Rogers Pools. During this refresher course, you will learn about proper swimming chemistry, opening and closing pools, water hydraulics, pump sizing, painting solutions, proper signage, and testing tools and frequency, as well as pool safety, maintenance reporting, cost-saving solutions, and pool cover options. Learn how to make smart decisions for your company. This class will take an in-depth look at troubleshooting, charging techniques, and new unit installation procedures. It is a great refresher after the long winter and will help you get ready for summer. Topics covered include: the basic refrigeration cycle, schematic design of components (control and operating circuits), preventive maintenance, becoming aware of limitations placed on their industry by the EPA and others, R-22 phase out schedule, troubleshooting common problems with air conditioning systems, best practice for recover and reclaim procedures, single person line set flushing, superheat and sub-cooling charging method, and system troubleshooting. Course certificates will be issued at the conclusion of the course for management review. January/February 2016 INSites 11 12 INSites January/February 2016 www.iaaonline.net Legislative Session Underway, IAA Advocates for Membership As you are likely aware IAA is the only statewide association focusing its attention on the multifamily industry and rest assured that we are paying close attention to all legislation being considered. A perfect example of this hit home early during session. There was legislation filed which allowed a residential apartment community owner or a lessee the ability to contract with local law enforcement to enforce traffic ordinance violations and to add apartments to the parking meter statute. IAA was very concerned that the legislation would allow a resident or multiple residents to enter into an agreement, unbeknownst to an owner, with law enforcement and questioned why legislators would want to encourage the use of parking meters on private property. Lynne and I met with the author of the legislation who had no idea of the potential impact on the multifamily industry and agreed to make changes. Changes included making sure only a property owner could enter into a voluntary local agreement with law enforcement, for which they could not be charged a fee and removed all references to the parking meters. The point here is nobody aside from IAA was watching this bill early on and without IAA’s efforts this language could have gone into effect statewide. This is just one example of many that could be shared where IAA’s relationships and watchful eye came into play. With the legislature past the halfway mark, the House is busy considering Senate bills that were approved and the Senate is busy considering House bills. All bills must be approved by both chambers and work must conclude no later than March 14. Below are several bills of interest and a few that are considered dead or no longer moving through the process. The short sessions move fast, but rest assured IAA has a watchful eye on the legislature’s activities. Key Bills Still Moving Through the Process House Bill 1075: Sewage fees and municipal sanitary sewer Author, Sponsor: Rep. Greg Beumer (R-Farmland), Sen. Vaneta Becker (R-Evansville) Explanation: IAA successfully advocated for an amendment to this bill surrounding sewer fees for multifamily properties. The language requires that utilities billing one or more classes of properties at least partially based on consumption to also charge multifamily communities at least partially based on consumption when that utility seeks to increase their rates going forward. This is in response to several communities which at least partially base sewer fees on consumption for commercial properties, but continue to charge multifamily units a flat fee substantially higher than what is actually being consumed on the property. House Bill 1288: Poll takers Author, Sponsor: Rep. Kathy Richardson (R-Noblesville), Sen. Greg Walker (R-Columbus) Explanation: IAA is driving this legislation which would eliminate the existing statute which requires multifamily properties to maintain resident lists during specific time periods during election years in case a poll taker wishes to conduct a poll on the property. This is seen as a regulatory burden as very few polls are conducted on multifamily properties, yet every property is supposed to maintain this list. There are also privacy concerns which have been raised as residents are often unaware that their information is being provided and a property does not control the information once it has been provided to a poll taker. Properties would still be required to provide access during reasonable hours for those wishing to conduct a poll. IAA defeated an amendment requiring properties to maintain the list year-round and to allow any person access if they wanted to register votes or assist with the completion of an absentee ballot application. www.iaaonline.net Senate Bill 225: Property tax exemption for affordable housing Establishes standards for affordable rental housing property to be exempt from property taxation when the property does not otherwise qualify for a property tax exemption. Specifies that the exemption applies to properties owned by a 501(c)(3) organization (or a disregarded entity of such an organization) that are 100% occupied by residents who qualify as low income. Author, Sponsor: Sen. Doug Eckerty (R-Yorktown), Rep. Milo Smith (R-Columbus) Explanation: The bill creates a property tax exemption for affordable properties that are owned by a 501(C)(3) organization (or a disregarded entity of such organization) that are 100% occupied by residents who earn 80% of the Area Median Income. The bill originated after some assessors considered such properties exempt under the charitable exemption and others have refused to consider them as such. A brief was filed with the Indiana Supreme Court, although they declined to take up the issue which spurred legislation. Legislative Update Gretchen White IAA Director of Government Affairs Senate Bill 309: State and Local Taxation Author, Sponsor: Sen. Brandt Hershman (R-Buck Creek), Rep. Tim Brown (R-Crawfordsville) Explanation: The bill is an omnibus tax bill covering a variety of topics; however three provisions are of particular interest to the industry. First of all, it sunsets the Low-Income Housing Exemption and PILOTS associated with them. This is of concern to the industry and believed that, at minimum, existing projects should be grandfathered, although the exemption and PILOTS are important local economic development tools which help encourage affordable housing. Secondly, the bill is addressing short-term rentals. While it is targeting Airbnb and companies such as Expedia which are not currently remitting the innkeeper tax, IAA is concerned that the language could potentially impact the way multifamily properties have to remit and is keeping a close eye on the language. Third of all, there is language, which has been substantially amended, impacting time and material contracts and IAA is making sure the initial language does not resurface. House Bill 1273: Various property tax matters Author, Sponsor: Rep. Dan Leonard (R-Huntington), Sen. Ryan Mishler (R-Bremen) Explanation: The bill contains language to repeal the remainder of references allowing a local unit of Government to adopt a Uniform Property Tax Form. IAA successfully argued against harmful legislation dealing with such Form last session and is now advocating all references be removed to prevent local governments from adopting such Forms. House Bill 1360: Realtor continuing education Author, Sponsor: Rep. Bob Morris (R-Fort Wayne), Sen. Liz Brown (R-Fort Wayne) Explanation: The bill provides that following every license renewal period, the Indiana real estate commission (commission) may randomly audit for compliance more than 1% but less than 10% of the licensed real estate brokers required to take continuing education courses. It also requires a real estate continuing education course sponsor to submit certain documentation to the commission. The bill adds to the conditions under which the commission may deny, suspend, or revoke approval of Continued on page 25 January/February 2016 INSites 13 The Technology of Leasing Next-Gen Leasing Centers: It’s a Pinch and Swipe World Michael Worthington, CEO BrightDoor To get a sense of just how important touchscreens are to the future of computing, consider this: There are more than 1,000 touchscreen manufacturers in China’s Guangdong province alone. And as that rich well of “supply” keeps up with “demand,” consumers are winning: the same touch-based, all-in-one interactivity housed in a large touchscreen that would set you back $25,000 or more in 2007 can now be purchased for $500. The future looks even brighter: over the next five years, some researchers are predicting a “sharp decline” in the prices of touchscreens, which will impact every device those touch screens, well, touch. Dropping prices, along with a culture that’s already rapidly adapting from point-and-click to pinch-and-swipe, make for an ideal time to explore how touchscreen technologies and software can be inexpensively, efficiently and powerfully integrated into the property leasing experience. Pressing “Start” While price drops and renter-readiness help create the right business climate for creating a digitalenabled leasing experience, another dynamic is just as important: you have to clearly identify what you expect to get out of it. For example, here’s why some multifamily developers are turning to interactive technologies: • They’re Engaging: Taking a cue from pacesetters like the Apple Store and Starbucks, they’re staging comfortable, engaging leasing experiences that enable more focused efforts to hone in on a renter’s ideal property match. Mobile Registration. • They’re Retelling: When turnover in sales staffing creates problems, interactive leasing centers can come to the rescue. They help ensure that new agents consistently stay “on-message,” and that those agents have access to rich tools to support more dynamic in-person property presentations. • They’re Untethering: With mobile apps and location-based services, they’re creating interactive property tour experiences (i.e., marketing content itself can move from one room to the next, and from one device to the next), and they’re enabling renters to take the experience home with them. The Brightshow Discovery Centre. Just as no two renters are identical, no two leasing environments are the same. So it follows that a one-size-fits-all solution is unlikely to provide an ideal (think “practical” and “affordable”) fit. Instead, your approach to introducing interactive technologies depends on your objectives, your inventory (e.g., luxury apartments, condos, campus residences, etc) and your demographics. Witness these varied options: Sales Presenter interface. 14 INSites January/February 2016 www.iaaonline.net The Technology of Leasing • A 27-inch, all-in-one touch PC on an entry-way table or stand, or housed in a kiosk enclosure Using the Mobile Beamly. • A HD monitor that’s displaying content you “airplay” to it without wires - from an iPhone or iPad through an Apple TV; or... • One or more large touchscreens with multi-touch technology that allow you and your renters to interact with the display at the same time So you’ve got options for your leasing center; whether you need to make a big first impression among renters through a large scale touchscreens or you just need to put smaller-scale technology to work as a quasi-”invitation agent,” you can find the right tools (it’s easier than you might think, in fact). Keep in mind, too, that an integrated software “system” approach (like we offer at BrightDoor) will let you capture lead information and feedback at every digital touchpoint. This same system will also allow you to manage content updates, and analyze usage to refine and improve the leasing experience in the future. A Change-Readiness Checklist So what’s the Digital Leasing Center of 2020 look like? Touch displays that are used will become even more intuitive and gesture-driven - and some will even touch back (in a way), thanks to technologies being developed by several research teams, including those at Disney. Imagine being able to present, for example, how various carpet upgrades actually feel to a renter without having to round up a swatch book; it’s all right there on - or “in,” rather - the screen. Or imagine being able to remotely dial in an off-site designer to walk prospects through a 3D presentation of optional changes to floor plans, thanks to technologies being developed by MIT. And around those next-generation touchscreens, tablet-carrying agents will automatically share information with renters equipped with tablets, smartphones or wearables (for a sneak peek at what’s already available, check out AirDrop information exchanges made possible among Apple mobile devices). When it comes to forecasting leasing center technologies to come, engineer, author and futurist Arthur C. Clarke has an inspiring reminder: “Any sufficiently advanced technology is indistinguishable from magic.” Author Terry Pratchett offers us another, perhaps even more fitting one: “It’s still magic, even if you know how it’s done.” Touchscreens, it seems, are here to stay: Interactive displays represent at $14 billion industry that’s growing at a compound annual growth rate of nearly 12 percent, and, as CCS Chief Analyst Ben Wood, puts it, “It’s already rare to bump into a screen you can’t swipe.” How can you tell if your team is ready to put interactive presentation technologies to work in your leasing center? Here’s a quick checklist to get you started in that evaluation process: 1. Assess the content you have available (like unit plans, photography, video tours, etc.) and consider if there are any gaps in the information you need to present through the leasing experience. 2. Evaluate how you currently present when prospects arrive at your leasing center - what works today and what doesn’t? 3. Take a second look at your marketing budget and consider potential cost savings you could yield from “going digital” (e.g., annual print production costs, fees from updating static graphics, staff time required to coordinate and frequently update printed collateral, etc). 4. Check out your competitors to see how they are addressing the information needs and preferences of today’s tech-enabled residents. (You don’t have to - and very likely don’t want to copy them, but you can learn from their successes and failures.) 5. If you decide you’re “digital-ready,” assemble the right team (from resources within and/or outside your walls) that can provide the right software, training and support to help you maximize your investment. www.iaaonline.net January/February 2016 INSites 15 The Technology of Leasing Technology Continues to Advance in the Leasing Process As technology advances over the years, more management companies have begun to take advantage of the leasing technology available for them to bring to their properties. Flaherty & Collins Properties, based out of Indianapolis, currently has three properties using advanced technology during the leasing process. Axis in Downtown Indianapolis, The Depot at Nickel Plate in Fishers, Indiana, and The Heights Linden Square right outside of Kansas City all use TouchTour screens that feature interactive software useful to not only the leasing staff, but prospective renters as well. The Bridgewater Apartments in Carmel, Indiana, managed by The Justus Companies, also uses a large touch screen monitor with a custom designed website to enhance the leasing process for everyone involved. For the last 16-24 months, Flaherty & Collins has begun using TouchTour screens in some of their newer properties. Engrain, a tech and software company focused in the multifamily industry, manufactures this technology. These screens Depot TouchTour screen. are 55-inch televisions that are either mounted on a stand or hung in the leasing office. Features of TouchTour include a media gallery, a view of area amenities and maps, resident notifications and events calendar, news and weather updates, a content management system, and so much more. Along with those features, the interactive software used within TouchTour allows floor plans to be displayed and saved to a customized profile for later viewing for potential renters. The software also allows for availability to occur in real-time, giving staff the ability to flip between floor plans and know if the unit is available at that moment. This, in turn, increases efficiencies in the leasing process for both parties involved. TouchTour technology also incorporates videos, images, and a live map of restaurants, shopping, dining, and entertainment available within the area. Leasing consultants are able to start their discussions at the TouchTour screens, making them a large part of the initial leasing process. From there, consultants can zero in on the units and features the prospect likes best. The use of TouchTour technology in the leasing office allows for a customized and individualized approach to the leasing process. Once the leasing consultant takes the interested resident through that process on the touch screen, the customized brochure is printed or emailed with the resident’s floor plan, the current price for that particular apartment home, and the personally selected information for each individual. Justus Companies’ Vice President, Suzanne Thomson, explains that, “every aspect of technology at Bridgewater was specifically designed to enhance the leasing process and engage the interests of today’s ‘renter by choice.’” This form of technology allows for a more smooth running leasing process for the leasing office, all while providing the prospect with a one of a kind experience tailored just for them. The implementing of technology within the leasing process has many advantages. Brian Moore of Flaherty & Collins says, “No longer shuffling through papers or searching through files or spreadsheets on a computer, the interactive screen allows for visual appeal to the prospect – and since the information is pulled from the same database as a leasing consultant would be looking it up on, it is in real time and a trustworthy source, allowing for more time spent in amenity spaces than in an office.” With the use of leasing technology, consultants are able to get prospects out of the leasing office and into the apartment home for viewing in a more efficient and timely manner. The rates, which will go into effect April 1, 2016, should help rehabilitate 12,000 more apartment homes each year. The FHA will also reduce upfront insurance rates to 25 basis points for FHA loans on broadly affordable (90 percent of which are under Section 8 contracts and/or qualify for low-income housing tax credits) and energy-efficient apartment communities. Rates for mixed-income properties will drop as well to 35 basis points. “By reducing our rates, [the FHA] is taking a significant step to encourage the preservation and development of affordable and energy efficient housing in communities large and small,” said Department of Housing and Urban Development Secretary Julian Castro in a press call. “This way, hard-working families won’t have to make the false choice between quality or affordable housing.” Can Rent-to-Own Properties Solve Affordability Struggles? Digested from “Could ‘rent-to-own’ be a solution to the rental crisis?” Reality Biz News (1/18/16) Wheatley, Mike As people across the United States struggle to afford apartment rents, solutions are necessary to ensure that people have the shelter they need. One such option, especially for those with bad credit or no down payments, may be renting to own. The process can work in a number of ways. One program helps potential residents get into higher-quality neighborhoods and school districts by purchasing properties they are interested in and leasing them back to the residents for three to five years. During that time, residents can purchase the properties. If they opt not to, they can 26 INSites January/February 2016 renew their leases and have a chance to buy the homes under the new contracts. The purchase price increases with each lease, so residents have an incentive to buy the properties sooner rather than later. Renters who plan to purchase their residences also have more of a reason to maintain the homes, which can help boost property values. Are Developers Meeting Market Demand With New Communities? But are they the types of apartment homes residents really want? Investors have seen luxury apartments as the greatest opportunity for profit, given how high rents have reached in certain metros: Class A apartments command more than $5,000 on average in New York. But the focus on these high-end, urban apartment communities could prove troublesome down the road if demand doesn’t support them. Indicators of strained affordability include increased vacancy rates in urban areas and less aggressive leasing for new projects in 2015 compared to 2013. Other obstacles could include an early recession. The donation meant that many residents were able to enjoy their holidays without worrying about how it may affect their ability to pay rent.
