The Fon du Lac Park District Board is comprised of five non-paid commissioners
elected to six-year terms. The Board is a policy making body that reflects the
recreational, leisure, and conservation needs and interests of the District’s residents.
Regular meetings of the Fon du Lac Park Board are held at the Fon du Lac Park
District Administration Center on the third Monday of each month at 4:00pm. The
public is encouraged to attend. Anyone wishing to present topics of discussions

Registrations are handled on a first come, first
served basis.
Phone Registration: Phone registrations can be made
by calling 699-3923, if paying by MasterCard, Visa,
Discover or debit card.
Cancellation: The Park District reserves the right to
cancel, or change the instructors for any or all activities.
Refunds: Any person wanting to drop an activity and
receive a refund must do so 48 hours prior to the start of
the activity.
Public Acknowledgement: Any persons involved in a
Park District activity agrees to let the Park District use a
photograph of themselves engaged in an activity, unless
notification is made otherwise.
Insurance: The Park District provides no medical
insurance, and assumes no liabilities for personal injury
or loss of property while attending a Park District activity.
Discipline Clause: The Park District and any employee,
instructor, or volunteer reserves the right to dismiss or
remove from an activity any person who is behaving
unruly or obstructively.
Alcoholic Beverages: No Alcoholic beverages of any
kind are allowed on Park District property.
Late Registration: Participants will be considered on a
case by case basis.
The following programs do not register or pay at
the Fon du Lac Park District: Eastlight Theatre,
Central Illinois Riding Therapy, and Jazzercise.

Outgoing Director of
Parks and Recreation
I
n May of this year the Park District’s Director will be
retiring after 39 years of dedicated service. Starting as a
lifeguard at the Fon du Lac Park District Swimming Pool
on Springfield Road, Brad continued to work as the pool
manager progressing to the Park District’s Superintendent
of Parks by 1983. In 2003 Brad was promoted to Director
of Parks and Recreation.
Brads dedication to the Park District and our community
has been overwhelming. During his tenure, he has truly
changed the face of the Park District from a small town
community park to one of the finest diversified Park
Districts in Central Illinois. His dedication and experience
has been the driving force through expanding services
offered by our district and overseeing all major projects
over several decades. From the creation of the River Trails
of Illinois, building of Splashdown Water Park, renovations
to Quail Meadows Banquet/Indoor Golf Center, maintaining
protective lands, multiple land purchases and acquisitions,
renovations of all shelters/playgrounds, and construction
of one of the finest Tumbling/Recreation Centers in the
area, Brad’s experience and leadership has truly been
inspirational to all our staff.
Brad often talks about when he started as the
Superintendent of Parks and about the lack of equipment
available to our staff to maintain our parks. Instead of
being someone sitting on the “sidelines” and complaining,
Brad pushed forward and worked with the Board of
Commissioners to build an effective Maintenance
Department with not only the right equipment but the most
qualified staff to insure our parks and facilities are the
finest in Central Illinois.
Brad’s relationship throughout our community with other
agencies has helped our district grow and expand not only
in services offered but in making our Park District one of the
most respected Park Districts in Central Illinois. His expertise
and dedication to duty has been an inspiration to all of us.

Incoming Director of
Parks and Recreation
I
want to take this opportunity
to introduce myself as the new
Director of Fon du Lac Park
District. I bring more than 30 years of
leadership experience to this position.
Over the last 32 years, I have held
several positions including: 20 years
of service in the United States Air
Force and 20 years of service to the
Park District as the Chief of Police
and Facilities Manager. I started
my military career as a Security Policemen. After 10 years,
I transferred into Disaster Preparedness where I served as
the lead instructor teaching Nuclear, Biological and Chemical
Warfare. In 2003, I was recalled to active duty and deployed to
Iraq in support of Operation Iraqi Freedom.
Retiring from the military in 2004, I continued my career
with the Park District. Taking on a leadership role with the Park
District Police was truly a wonderful opportunity to work with
all departments within the district as well as building strong
relationships with city, state and federal agencies. As the Chief of
Police, I had the unique opportunity to be part of establishing the
first Marine Law Enforcement Unit in our area, providing Search
and Rescue Service to 4 counties on the Illinois River. I also had
the opportunity to develop the Park District’s first K9 Unit which
provides service to several agencies in Tazewell County.
I have been very blessed having the opportunity to work
closely with our retiring Director Brad Smith. Brad’s passion for
our community and our park system has been the driving force
for 33 years and has made the Fon du Lac Park District one of
the finest Park Districts in Illinois.
My goal is to continue Brad’s legacy by following our Master
Plan. This plan was developed by our executive staff and is the
foundation to take our district to the next level. As the Director,
my goal is to make sure this plan is followed ensuring the needs
of our community are met or exceeded and continue to provide
quality recreational services to our community. I will continue
to assess the needs of our community and implement a fiscally
sound plan to insure these needs are met.

In Memoriam of Carl “Bud” Schmitt

In November of 2015
Park Board Commissioner,
Carl “Bud” Schmitt
passed away. Bud served
the Fon du Lac Park District
for over 50 years.

ud graduated from East Peoria Community
High School in 1943. After briefly working
at Caterpillar, Inc. as a stenciler, Bud
enlisted in the United States Navy in October of
1943 after his 18th birthday. Finishing his training
at the Naval Station Great Lakes, he served on the
South Pacific front both in Hawaii and Guam before
moving to Washington, D.C., as a teletype technician
(electrician’s mate third class) who broke codes
during World War II until 1946. He was decorated
with the Victory Medal, America Area Campaign
Medal, and the Asiatic Pacific Area Campaign Medal.
Returning from service in 1946, Bud opened a
Texaco gas station in East Peoria while attending
Eureka College, where he graduated with a B.S. in
education. Furthering his education, Bud graduated
from Bradley University with a master’s degree
and additional hours in business administration. He
was the assessor for the Fon du Lac Township from
1948 to 1952. During his long career with the East
Peoria Grade School District 86 starting in 1964, he
was a teacher, principal, business administrator, and
retired in 1992 as the associate superintendent.
As a lifelong resident of East Peoria, Bud was
dedicated to serving and bettering those within
his community. He was quoted as saying he was
born and raised in East Peoria and truly loved it.
Receiving many accolades and positions within
each organization, he was actively involved with
the East Peoria Rotary Club, Salvation Army,
Salvation Army Tree of Lights Campaign, District
86 Foundation Board, District 86 School Board
secretary, Illinois Association of Park Districts for
over 45 years, East Peoria Riverfront Development
Commission, Fon du Lac Library Board, East Peoria
Historical Committee, Illinois Regional Board of
Superintendents, and Illinois Regional School Board
of Trustees. Bud was named Citizen of the Year in
1991 in East Peoria. Also, after riding over 25,000
miles of trails, the span of river trail in East Peoria
was renamed the Carl “Bud” Schmitt River Trail on
July 18, 2011.
Bud was also a life-long parishioner of St.
Monica’s Catholic Church in East Peoria, where
he attended faithfully and served in many different
ministries, touching the lives of many.
Known worldwide, Bud Schmitt was a dedicated
and avid fan of the University of Notre Dame. After
starting to attend the University of Notre Dame
football games in the 1940s when a fellow high
school teammate played, Schmitt obtained four
season tickets and had never missed a home game,
always attending with family and friends. This was
his 60th year of never missing a home football
game, and his passionate Irish spirit will live on
forever. In Bud’s words, “Go Irish!”

If you are unsure which swim lesson level your child should be place in,
plan on attending our FREE Swim Lesson Evaluation Day prior to registering for classes. Our Swim Lesson Director and Instructors will be on hand
to assess your child’s ability and determine which level of swimming
lesson best fits his or her needs.

Do you or your child need a little extra help in swimming? Do the times
scheduled for group lessons not really fit into your busy schedule? Private
swim lessons can offer a solution! Splashdown's private swim lessons
offer more individualized attention and more specific skill development.
Working with an instructor one-on-one gives you a more comfortable
setting to learn and advance at a faster rate. We are also willing to work
with adults and teens that need a little extra encouragement to overcome
their hydrophobia (fear of the water). Private lessons are scheduled on a
first come first served basis. There are a limited number of openings and
instructors available. Private lessons for ages 4 and up.

Important Information: Please contact the Splashdown Front Office at

the age, swimming ability, and goals for the person that will be receiving
the private swim lessons. Also, indicate any preferences you have regarding the instructor that will be teaching the lessons. The Splashdown
Lesson Director will then contact you and let you know if she is able to
meet your request.

Aqua Tots - Exploration II
This program is designed around your child to develop a high comfort level in
and around the water. The class will use play as a basic form of learning and
provide fun and enjoyment in the water. It also provides parental involvement
in the learning process and reinforces the parent’s role in the child’s learning
of skills.
This swim class is designed for your child who is still growing comfortable
in the water but is not quite ready for the independence of our Level I swim
class. This program is centered on guiding the parent and child through
multiple exercises and activities that introduce elementary water skills and
promote independent swimming. Once your child can perform basic skills
without parental assistance, they may begin Level I swim lessons.

Fon du Lac Farm Park offers children a unique glimpse of what 1920’s
farm life was like on a Central Illinois farm. Opened in 1981 the Farm
Park has become a treasured destination for families with young children.
Enclosed within six acres of Neumann Park, this facility offers a variety
of activities that lets visitors experience a day on the farm. There are live
farm animals to feed, a red barn to play in, and three ponds to enjoy. Farm
Park includes a country kitchen museum, playgrounds, and silo slide. Our
concession stand offers a kid-approved menu at affordable prices. The gift
shop is a great place to browse and is open until 3:00pm.

Class Fees & Payment:
All class fees are based on 8-class sessions. All payments are due prior to the
first class of each session. Class payments received after the 2nd class
of the session will be assessed a $10 late fee. Class attendance will be
taken by Jon or another instructor. Pro-rating of a class is only done for new
students if registering after the session has begun. Class sizes are limited
so advance registration for multiple sessions is highly recommended to
keep the day and time you require. See page 15 regarding Direct Payment
Plan options.
Multi-Class Discounts: (10% off )
This discount is applicable when a student is enrolled in multiple classes for
the same session. The first class must be paid at full rate each session before
additional classes are discounted. You will need to register in person or by
phone to receive the 10% off. Note: There are no discounts for multi-classes
in tumbling tots.
Multi-Student Discounts: (10% off )
This discount is applicable when additional members of the household are
enrolled for the same session (does not have to be the same class or day

A tumbling waiver must be signed for all new students and renewed on a yearly
basis. The waiver is available at the Tumbling Building, the Park District website
or at the Administration Center.
Class Cancellations – Credits – Refunds:
In the event a class is cancelled due to inclement weather, the Park District will utilize
it’s TEXTING PROGRAM. You can receive our texts by texting FONDULAC to 40518.
Class cancellations will also be put on the Park District’s Facebook Page and Website.
In addition, the Park District will put information on the local news channel websites
under “Closings”. A credit will be issued to your account for the cancelled class. Due
to the limited space in our classes the cancelled class will not be made up. If your
child will not be attending future classes a refund will be issued.
Missed Classes:
If your child misses a class due to illness, injury or other reason, the class
can be made up in another class during the same session. Procedure –
IMPORTANT: Due to the limited space in classes you must call the Park
District (309-699-3923) and let us know your child needs to make up a class.
The Park District will direct you to the date(s) and time(s) that are available and
will add your child to the roster for the day you choose.

Titanium Twist performance & competitive cheerleading teams consist of cheerleaders from all over Central Illinois ages 3 and up
who are united together in a family oriented training program. Together, participants work hard on cheerleading skills such as straight
cradles and/or double twisting dismounts, multiple basket toss variations, exciting pyramids, awesome partner stunts, multiple reloads,
jump technique and proper executions, beginner to advanced tumbling skills, hip-hop/cheer dance routines and much, much more.
Participants then incorporate these skills into a fully choreographed routine that is performed to music. Throughout the season, each
team will perform their routines at All Star Cheerleading events.
Each cheerleader is equally important to each routine. With each unique cheerleader comes a special added touch to each team.
This is what makes each team its own. Each student will experience fun and intense group training with individual attention. Students
will receive an opportunity to learn the core principles of responsibility, discipline, sportsmanship, social skills, teamwork, commitment
and unity. Cheerleaders will also receive a boost of confidence and increase their self-esteem as well as physical and mental strength
to truly excel as they become young adults. Coaches will place the athlete where he/she thinks the student will excel the most.
We believe that every child deserves the opportunity to experience the excitement of "All Star" cheerleading. Our coaches love what
they do and it shows! Our gym is fun as well as competitive because we believe that having fun and loving what you do shows on the
performance floor! We want everyone to have fun and feel welcome as they learn.
Performance All Star Cheer Teams
Peformance cheerleading is just like competitive cheerleading
except there is no judgement, no score sheets, no level
restrictions, no placements. Just pure excitment, fun and a
sense of accomplishment. Our program is designed to teach
athletes beginner to elite cheer skills, levels 1 - 5 allowing
athletes to be an ALL STAR Cheerleader without the traditional
competitive All Star's cost and demand.

Competitive All Star Cheer Teams
Competitive Cheerleading is similar to performance cheerleading,
except athletes will tryout to show coaches their athletic cheer
and tumbling skills and be placed on a team based on age and
skill level. Teams work hard multiple days per week on meeting
the performance requirements set forth by the cheer board
(United States All Star Federation). Teams will compete their
skills in a fully choreographed routine to music against other
teams from all over the nation at local and out of town events for
titles recognized world wide. (ESPN Cheerleading)

Recreational Performance Classes
Learn to jump and cheer for fun or for school tryouts at your
own pace. Students will learn cheer conditioning, flexibility
training, jumps, and cheers. Our staff will teach you correct
motion placements and techniques for all types of cheers and
jumps. We will let you know exactly what your school cheer
coaches are looking for. Learn how to conquer your next
cheerleading tryout or just getting started for fun. Whatever
your cheer needs, we have the class for you!
Titanium Twist Enhanced Cheer is a beginner to intermediate,
recreational performance cheer class. Students will practice for
2 hours one day per week for 12 weeks. Students will work on
correct motion placements, proper execution and technique for
stunts, pyramids, jump, and jump/tumble sequences. Stunts
will take the skills learned and choreograph them into a short
routine to be performed in-house for family and friends. All
students will receive participation awards.

CIRT’s Mission Statement

implemented primarily by volunteers.

What is Camp Connect 4 Fun?
• It is a day camp for children who have completed kindergarten thru children
entering sixth grade.
• Activities are age-appropriate and include arts & crafts, games, nature
adventures and more!
• Weekly trips to Splashdown!
Summer Hours
• Regular Camp Hours: 8:30am - 4:15pm | Extended Hours: 6:30am - 5:30pm
• Drop off and pick up your child at the Fon du Lac Park District Admin Center
Dates
Registration Begins May 2nd
A participant information packet needs to be completed before the child can
attend camp. A non-refundable $10 Registration Fee is due with each child’s
registration. This fee is required before your child will be registered. You must
register your child no later than 5:00pm on Fridays prior to the upcoming
week. Once you have completed the participant information packet you can
register your child for any session in person, over the phone at 699-4813, or
ONLINE (use codes provided).

Splashdown Swim Lessons
Register your child for morning lessons at Splashdown. Our camp staff will
transport to and from Splashdown. Offered all 3 swim lesson sessions during
10:00 - 10:30am time frame.
Subsidy Participants
An approval letter is required at the time of registration.
Fees
Camp fees include all field trip fees and admissions, bus transportation,
activity supplies and lots of fun. A sack lunch is required from home every
day. The camp can provide a lunch meal for an additional charge.

A registration fee of $20 per child is due at the time of registration.
New registrations must be received at the latchkey office no later than 6:00pm on Thursday prior to the up-coming week. We need enough time to notify the bus
company. Payment for children who are already enrolled in latchkey is due no later than 6:00pm on Friday prior to the up-coming week. Payments made on Monday
will be charged a $15.00 late fee. (This is only for children already enrolled.) Online payments can be made at www.fondulacpark.com. EPayments are due on
Friday by 11:59pm. A $15.00 late fee will be accessed by the latchkey manager if online payments are not received by that time.
Subsidy Participants: Due to State of Illinois policy changes – the Park District Latchkey Program must receive full payment from those eligible for Child Care
Assistance Program reimbursement. Once the Park District receives it’s State payment, we will issue a refund to those that are eligible.

We offer 52 paved camp sites with water and electric, 35 of those sites also have sewer hook-up. The campground also has 24 primitive
sites with electric located either on the beach or in the Cone addition. There are also tent camping sites available. The campground offers
a bathhouse and shower facility, laundry, fire rings, playground, and picnic shelter.

public boat launch, slip rental and dry dock storage.

Greenway
The Riverfront Greenway consists of recreational areas adjacent to the Illinois River.
Cooper Park North
This park contains a pavilion, playground equipment, and a fire ring. Access to
the River Trail of Illinois Phase II is also available.
Cooper Park South
This park is located adjacent to the Eastport Marina site along the Illinois River.
A canoe launch into the Illinois River, a pavilion and playground equipment
complete this park. Access to the south end of the River Trail of Illinois Phase II
is available.
Bennett’s Terraqueous Gardens
These gardens are located on an approximately 4-acre seep. This seep occupies
the lower slope on the east side of Peoria Lake in East Peoria. The gardens
are located between Cooper Park North and South, across the roadway off
Route 116. The Terraqueous Gardens are included in the Illinois Department of
Conservation Natural Areas Inventory.

his 10-foot wide asphalt trail winds 4.8 miles along the former Illinois
Terminal Railroad Co. path. Built in 1991 with a matching grant from
the IDNR, the River Trail Phase I provides a safe scenic route for outdoor
recreation year round, winter weather permitting. The trail affords patrons the
opportunity to experience the natural preservation of wildflowers, grasses,
trees, and wildlife.
With direct access to the Park Administration Center, Bunnell Field, and
Taylor Street ball diamonds, and in close proximity to Veterans Park, Central
Jr. High, West Park, and local restaurants, the River Trail offers something for
everyone.

Park District Police Patrol: The Fon du Lac Park Police conducts regular patrols
at all parks and facilities owned or operated by the Park District. In addition, the
Park Police provide: ATV Patrols for hiking trails and nature preserves, Bicycle
Patrols, and River Patrols to park property adjacent to the Illinois River.

River Trail of Illinois Phase II
Phase II of the River Trail was completed in October of 1992. This section of the
trail is approximately 1.8 miles in length. 1200 linear feet of the trail is a six-foot
wide boardwalk with three large decks overlooking the wetland area adjacent
to the Illinois River. The remainder of the River Trail is a gravel walkway. All trail
surfaces, shelters and restrooms on Phase II may be accessed from both Cooper
Parks and Spindler Marina.
