Basis for reporting
“Viet Nam special report on managing the risks of extreme
events and disasters to advance climate change adaptation”
(SREX Vietnam) was prepared based on the framework of
“Special Report of Intergovernmental Panel on Managing
the Risks of Extreme Events and Disasters to
Advance Climate Change (SREX, IPCC, 2012a).
Similarly, a summary report was made based on SREX
summary report’s framework (IPCC, 2012b).
Purposes of the report
SREX Vietnam analyzing the Vietnam’s circumstances,
which:
• Analyzes and evaluates the extreme events, their impacts
on Vietnam’s natural environment, social-economic and
sustainable development.
• Assesses the altering of extreme weather events in the
future due to climate change (CC).
• Interaction between the climate, environment and peoples,
aiming at promoting adaptation to CC and natural disaster
risks and extreme events control in Vietnam.

Chapter 5: EC risk management at local level

Each locality was exposed and vulnerable for certain disasters.
These disasters are not identical in nature, intensity and frequency
in each locality. Therefore DRM also varies locally.
Focusing on 3 topics:
1) How to manage the current disaster risks
2) Impacts of CE to security, people at the local level
3) Possibilities of resilience, adaptation, and mitigation of DRM
and CE at the local level.

Chapter 8: Towards a future with sustainability and resilience

DRM, CC adaptation and emissions reduction.
Identifying solutions and plans to cope with CE in the future.
Emphasize the synergies between DRM and CC adaptation,
which aims to build a sustainable society in the future.
Chapter 9: Case studies
Case studies
Objective: Analyze the extreme case studies to provide
information, raise the awareness and learn lessons.
Lessons learnt
Scope: Case studies are categorized including: storm,
flood, flash flood, urban flood, drought, hot wave, cold
spell, intrusion.
Content: Provide basic information on phenomenon,
impact, damage and adaptive measure, finally lesson
learnt.
Conclusion remark
1) This is one of the VPCC’s
achievements.
2) The most in-depth report on
DRM and extremes aiming at
promote CC adaptation.
3) One scientific product which
comes from the existing
studies, not a brand-new one,
for the first time.
4) Engaging about 60 scientists
specializing in climate,
disasters, environment, natural
resources, social science and
CC, voluntarily contributing to
science.
