Th ese amendments support the Clean Water and Lake Simcoe Protection Acts. Thi s fact sheet ha s been developed to reduce the confusion around septic inspection requirements for the two program s and offer reso urces to support you in deve loping inspection program s. Clean Water Act Building Code omendments requiring septic inspection programs support the Clean Water and Lake Simcoe Prote ction Acts. The Clean Water Act, which passed in 2006, identifies se ptic system s as one of the 21 potential significant threats to drinking water. The Ontario Buildin g Code was amended in respon se. It requires septic in spection programs to identify systems that aren't being maintained properly and therefore pose a public health threat. Lake Simcoe Protection Act The Lake Simcoe Protection Act pa ssed in 2009 and identifies septic system s located near shorelines and other water courses as threats to the water quality of Lake Simcoe. The Ontario Building Code was amended in response. It requires se ptic inspection programs for system s near watercourses in the Lake Simcoe watershed . Why the Focus on Septic Systems? Septic system s, when properl y de signed, con structed and maintained, effectively reduce or eliminate most human health or environmental threats posed by pollutants in household wastewater. However, they require regular maintenance or they can fail. Failed system s pose a serious public health ri sk and can contaminate the surrounding ground and water, and enter drinking water systems far beyond the property boundaries. There is significant potential to cause se riou s illness and even death. Property owners should have th eir septic systems inspected every three to five years. The changes to the Ontario Building Code make sure this is happening and give public officials the ability to "take action for inaction ". Property owners should be having their se ptic systems in spected every three to five years . Thi s change to the Ontario Building Code gives public officials the responsibility for en suring th is is happening as well as the ability to take action if this is not the case. Financial and employment services are provided at five satellite offices in Alliston, Barrie, Collingwood, Midland, and Orillia, with sub-offices in the Town of Bradford and Angus to further enhance access to Ontario Works services for residents in the County of Simcoe. The 2013 Ontario Works Caseload and Economic Indicators Report provides the most up to date infonna- tion relating to the number of individuals in receipt of social assistance, as well as local and provincial data about economic climate and labour trends. In addition, the report provides data for Simcoe County, as well as comparative data to the province. Stabilization in the Ontario Works caseload was evident in 20 II, when less than a 1% caseload increase was witnessed in a year-over-year comparison between December 2011 and December 2012. There, there was a caseload decrease of 4.58% between December 20 12 and December 2013. The Ontario Works caseload has experienced moderate increase in the past few years, with 2013 showing the first overall decrease across all months, and this further illustrates the movement toward economic recovery. When comparing the percentage of individuals in receipt of social assistance against population, 2.5% of the estimated population of the County of Simcoe was in receipt of social assistance as of December 2013, while the provincial average was 3.4%. For those individuals in receipt of social assistance in Simcoe County, the average time on assistance has been consistently less than the Ontario average for each of the five years in the comparison period of2009 - 2013. CCW 14-307 Summer 20 14 ti mber sales In order to maintain forest health, improve timber values, and achieve other objectives identified within the 20-year Forest Management Pian, approximately 500 to 600 hectares of the County Forests are harvested annually. Each forest compartment identified in the operating plan is assessed by Forestry staff and, if warranted, a prescription is prepared detailing the manner in which it is to be treated. Much ofthe timber is processed locally, contributing to the local economy. The competitive bidding process resulted in multiple bids and very good prices for all tendered sales. The $418,755 in revenue will be applied to the forestry reserve, which is reinvested in forestry operations and acquisition of additional forest lands. CCW 14-322 County endorses trail strategy The Simcoe County Trails Strategy outlines a vision and the steps necessary to establish a well-connected regional trail network spanning the entire County. In development since 20 II, the Trails Strategy has undergone extensive stakeholder consultation and aims to develop a world-class network of trails, connecting settlements and places of interest. This will enable residents and visitors to enjoy the County's vast geography and diverse history, while at the same time expanding active transportation options. This initiative stems from 2009 when the Simcoe Muskoka District Health Unit commenced a study to provide an overview of trails within Simcoe County. The Trails Strategy also supports the Transportation Master Plan update currently under way, which has a particular focus on developing active transportation infrastructure within Simcoe County. CCW 14-289 ri.;}GE 4 COUNTY COUNCIL UPDATE Museum Update County develops EDO subcommittee Representatives to provide strategic direction County Council adopted the I O-year Regional Economic Development and Tourism Strategy for the County of Simcoe in 2011. The strategy, which guides much of the work undertaken by the Economic Development and Tourism staff, contains 38 recommendations with time lines and identifies potential partners. One of those recommendations includes the creation of an Economic Development Subcommittee, which will help provide strategic direction regarding the need to understand and articulate the value proposition for Simcoe County, support the diversity of a large geographic area and population while balancing the different perspectives and opportunities, and improve market readiness The subcommittee will be tasked with the creation of an Industry Advisory Board to provide strategic advice to the subcommittee helping ensure the needs and perspectives of local industry and business are given adequate consideration. A number of advancements have been made to support economic development in the region but more is required if the County of Simcoe is to be competitive. In addition to being complex with a variety of factors that influence local economy, economic development has become competitive. Many communities are investing heavily in resources (e.g. staff, marketing collateral, space/land inventories, land banking and servicing, etc.) to help grow and sustain a strong local economy and ensure market readiness. CCW 14-280 Wheels and Tracks Held June 7 and 8, this annual event presented by members of the Historical Construction Equipment Association and the Museum , welcomed more than 600 visitors each day. Icon Unveiling The unveiling ofthe Huronia Lookout Icon was held at the Museum June 16. This sculpture, given the name Wiidookdaadiwin by the Elders from the Chippewa Tri-Council, was unveiled to a crowd of nearly 300 people. The sculpture is prominently displayed on the front lawn of the Museum. Museum After Hours A new series of events was initiated in July to provide family programming on Tuesday nights. Museum After Hours offers a different theme each week, and features activities that include leather work, identifying artifacts through a game offact or fiction, learning about early settler life, and participating in a traditional campfire activity. This event experienced a continued increase in attendance through August. Survey looks at septic system use in Ontario Complete the survey for a chance to win money towards a septic system upgrade! An estimated 1.2 million Ontarians rely on septic systems to dispose of the water that leaves their sinks, showers and toilets. If you're one of those residents, Green Communities Canada (GCC) wants to hear from you! Complete the Septic System Survey for a chance to win $500 towards septic system upgrades, effluent filter installation, maintenance or repairs. The survey takes about 15 minutes to complete and can be found at https://www.surveymonkey.com/s/KXJ8N2K. Responses will be kept anonymous. GCC, with funding from the Ontario Ministry of Agriculture, Food, and Rural Affairs, developed the survey to learn about the types of systems in the province, how they are used, maintained, repaired, and replaced, and how people make decisions about their systems. The information gathered in the survey will inform the development of a future program that will help rural residents protect their property values, drinking water, and the environment. The survey is available until Sept. 30, 2014. Contact Clara Blakelock, Coordinator of Water Programs at GCC, with any questions.
