Brand Mission Meaning of Name and Design Fresh & Clean air environment Advanced science system : Tele Monitoring System in real-time Brand Vision Brand Promise The earth of advanced technology and clean air Brand Value · Make environment of the world be fresh & clean · E nvironment safe monitoring system which improves human health & quality of life · Block the emission of environmental pollutant · Environmental cost-reduction of the facilities · Providing environment-friendly image · Improved environment monitoring system · Improving the quality of life Purpose of CleanSYS Management, Operation system keeping fresh and clean air environment Transformation from regulation-driven to prevention-oriented system. Scientific utilization of statistic data about air pollution for making environment policy decision. ● Basic framework for ET(Emission Trading) and the regulation of total emission. ● ● Legal Basis Clean Air Conservation Act, Article 32 (Installation of Measurement Equipment) ● Clean Air Conservation Act, Enforcement Ordinance, Article 17 (CleanSYS facilities to install, and types) ● Clean Air Conservation Act, Enforcement Ordinance, Article 19 (Establishment and operation of CleanSYS monitoring centers) ● Clean Air Conservation Act, Enforcement Ordinance, Article 66 (Commission of Authority) ● Ministry of Environment, Notification (Function and operation of CleanSYS monitoring centers) ● Smokestack Tele Monitoring System | More Clean, More Green | Clean SYS | 04 05 Target Scope & Installation Measuring Evaluation Items and Target Facilities ➊ Measured Items Operating System ➊ Role Description Facility Pollutants (7): Dust, SO2, NOX, HCl, HF, NH3, CO ● Other Items (3): O2, Temp, Flow ● ● Operating maintenance Operating contamination prevention facility ● ➋ Target Facilities ● Companies in 1st~3rd class : Emission air pollutant more than 10 ton/year with specific industry kinds (in terms of generation amount before decontamination process) ▶37 Facilities including power plants, boilers, incinerators and etc. ● For example Power plant internal combustion engine More than 5000kWh(Capacity) ● ● ● Target item - Liquid/Solid fuel Dust, NOX, SOX - Gas fuel NOX CleanSYS Site Local Government Measuring & Transmitting System Installation Search for Target Sites and Order of Device Installation Monitoring Center(Keco) Completed Report on Measuring Device Installation Document Review and Request for Inspection - Report on system installation (improvement) - Management card for CleanSYS site - Process map of discharge and prevention facilities - Copies of approval and performance certificates Insufficient * Limit level depends on more specifics. Completed TMS Utilization (Improvement of process and operation conditions) Site Facility Check - Integration test - Relative accuracy test - Confirmation test Result Check Result Summary & Reply Completed Use for Administrative Data Operation of Monitoring Center (alerting and warning) Smokestack Tele Monitoring System More than 50MWh(Capacity) or 40ton/hr(quantity of evaporation) Designate target facilities Facility supervision ● D eveloping air quality management policy ● ➋ Installing Analyzer Process in 1st~3rd class power production facilities Government Agency Provides technical support Securing of the reliability ● Data collection and analysis ● Sharing data for administrative purpose There are specific conditions for each industry fields Detail condition Control Center(Keco) | More Clean, More Green | Clean SYS | 06 07 CleanSYS Configuration & Function CleanSYS Operation Chart Main Functions of CleanSYS Real-Time Pollutant Emission Status Various statistical data can be made. Business can properly manage their emission and preventive facilities through the real-time inspection. ● Measurment Pollutant from the smokestacks of industrial facilities are automatically measured Data Storage The data are stored for 5 minutes or 30 minutes, on average. ● F unction of D/L(Data Logger) - Memory : The data should be saved per second. - CPU : Calculation for the average data of 5 and 30 minutes. - Disk : The average data of 5 and 30 minutes should be saved for more than 6 days and 7 days respectively. ● F unction of FEP(Front End Processor): Saving 5 and 30 minutes data which is transmitted from more than two D/Ls. Alerting and Warning System Nationwide Pollutant Emission Status and Standard Compliance Status Officials check whether facilities are observing the emission standards, and calculate the effluent charge based on the data. ● Reliability Check Function (Remote check) Transmission Handling The monitoring center sends the data to be used for maintenance, analysis, statistics or administrative measures on effluent charge. If the permissible effluent amount is about to be or has been exceeded, facilities and local government are informed through automatic ARS or SMS transmission. ● Zero and Span gas are injected into analyzer by ‘RCHK (remote check)’ command and calibrate the analyzer in real time. Therefore we can check the status of its proper functioning and have the reliability in the data. ● Smokestack Tele Monitoring System Data is transmitted to the control center and a self-monitoring system ● C ommunication Method - Cable : by modem through a leased line. - Wireless : from the wireless controller including wireless modem to the control center via base station. - Internet : by internet using VPN(Virtual Private Network). | Data Quality Maintenance & Utilization as Administrative Data More Clean, More Green | Clean SYS | 08 09 Utilizing CleanSYS as Administrative Data Data Quality Maintenance Legal Basis to Control Emission Level with Reliability Confirmation emission level and volume Calculating for the emission charge ● U tilizing for environmental policy Technical Support ● ● Compliance Test for Communication System Check transmission system, D/L(date logger), FEP(Front End Processor) and communication condition from companies to a control center. It is conducted whenever a company newly installs new analyzers or transmission system. Measuring supervision Emission control by legal action System Suitability Test It’s a test to verify the high quality of data. It verifies abilities of installed measuring system. This covers two tests; ● C onfirmation test : to check the location of installed analyzer, the condition of installation, function and the performance of analyzer, etc. ● R elative-accuracy test : to check differences between measured data from analyzer and data measured directly on the spot by reference method. ● ● Imposing emission charge Excessive Emission level Legal action ● Warning / Penalty (When 30 min data exceeds limit level for 3 times at once or 8 times a week) Inaccuracy data generating Unsuitable condition ● Emission data missing ● Manipulation ● ● Data Management Emission volume Legal action ● Order of improvement ● Warning / Penalty Securing of the Reliability Monitoring unusual emission status ● A nalyzing figure of the emission facilities ● Data Collection and Analysis Analyzing the data Generating alternative data ● C onfirming the date ● K eeping data(for 3 years) ● D ata Base management ● ● Smokestack Tele Monitoring System | More Clean, More Green | Clean SYS | 10 11 Major Achievement Successful Application and Policy Development by CleanSYS Operational Effect The number of CleanSYS smokestack is 17% of all the smokestacks. It covers 70% emission volume from all the facilities.
