Commenting on the bull terrier
that mauled a 74-year-old man in
Subang Jaya on Tuesday, Society for
the Prevention of Cruelty to Animals
(SPCA) Selangor chairman Christine
Chin said owners must be very careful when handling dogs that are
aggressive in nature.
"Owners must realise that big,
working dogs need regular workouts.
"We do not know how the dog in
question was handled, but if a dog
has been caged and leashed for a
long period, it is likely that its energy
is repressed," she said.
Chin cautioned against caging up
dogs without attending to their
exercise needs.
"It's dangerous for owners to just
tie up the dogs as guard dogs, and
not allocate time to exercise. These
are the factors that make the dogs
even more aggressive," she said.
Chin also recommended dog owners to sign up for regular dog training sessions because the canines
need exercise as well as social interactions.

She warned that it was a form of
abuse to the pets.
"If the dogs need to be caged or
chained up for a short period of time
because they are sick or there are
visitors, make sure that the cages are
large enough for them to rest, and
the chains are long enough for them
to move," she said.

Ho Lai Peng, from an independent
dog rescue group called Second
Chance, felt that the burden was on
the authority to get to the root of the
problem.
"They should find out whether
anyone is breeding the dogs in
Malaysia. How come this breed is so
easily available? It is scary to say the
least.
"People who own the forbidden
breeds, too, should surrender their
dogs voluntarily," she said.
On the other hand, Pet Positive
president Anthony Thanasayan said
the breeds should not be blamed for
the accidents, but the way the
canines were bred and brought up.
"Blaming the breeds is a fallacy.
Any dog — regardless of breed — has
a potential to attack anyone. The
question is, how did it become a
monster, and who trained it to attack
people?" he said.
Dog trainers, in his opinion, must
register with the local councils, and
educate the animals to co-exist with
people.
Dog breeders, too, have to evaluate
dogs carefully before breeding them.
He also pointed out that the local
councils did not provide a condusive
environment for dogs.

HE family of a senior citizen
who was killed by a dog
hoped that his death would
be a wake-up call to all other dog
owners.
"My father's death should not be
in vain. Dog owners should realise
the huge responsibility they have if
they own fierce dogs," said Yip Hon
Mun, the eldest son of the victim,
Yip Sin Hua.
Hon Mun was speaking to reporters outside the Kuala Lumpur
Hospital mortuary where he was
waiting to claim the body of his
father who was attacked by a dog,
said to be a crossbreed between an

"My family is still in shock. It is
our hope now that owners will be
more responsible by taking all necessary measures to ensure their
dogs do not pose a danger to anyone," said the 51-year-old Hon
Mun, who runs a trading company.
"Anyone could have fallen victim
to that dog."
He said his family does not hold
any grudges against the owner of
the dog, which answers to the
name Beacon.
"The dog owner and her family
visited my family yesterday to
apologise and pay their last respects to my dad," said Hon Mun.
"We are leaving the investigations to the authorities and will not
pursue the matter."
The victim, Yip, who turned 74
on April 28, was a retired signboard
maker in the family-owned business.
On Tuesday morning, while out
on his regular jog along Jalan
SS19/5B in Subang Jaya, he was
attacked by Beacon who had escaped from its owner's house.
"My parents had been living in
the area for more than 20 years. My
father was probably the only senior
citizen in the area who still jogged
at that age. He was well-known in
the SS19 neighbourhood. He was a
pleasant person with a big heart,"
Hon Mun said.
"I was the last person to speak to
my father when I called him just
before he went for his jog."
Witnesses said two people hit the
dog on the head with an umbrella
and a stick but the canine did not
let go of its grip of Yip's neck. The
victim was believed to have been
killed on the spot.

HE Public Works Department
(PWD), Hulu Selangor Land
Office and Drainage and
Irrigation Department (DID) have
surveyed all the areas in Ulu Yam
and Batang Kali that were hit by a
massive flood on Monday.
Officers from these departments
visited areas such as, Kampung
Gurney, Kampung Sentosa, Kampung
Genting Malik, Kampung Kuantan,
Ulu Rening, Kampung Sungai Masin,
Kampung Batu 30, Kampung Kalong
Tengah and Kampung Pasir in Ulu
Yam yesterday to assess the damage
and financial aid needed to repair
the public amenities in these places.
The flood also resulted in landslips and damage to suspension
bridges, bridges, roads, culverts and
drains.

hope the state government can compensate us so we can recover some
of our losses," said Rasif.
Beacon under observation
The dog which attacked and killed a 74-year-old man
in Subang Jaya two days ago will
only be put down if it has rabies, said
the Selangor Veterinary Serviced Department.

Fadzilah Aini Abdul Kadir said the
dog, named Beacon, had not displayed symptoms of being infected
by the virus, which may include unprovoked aggression, seizures and
paralysis.
"So far, it appears healthy and
there is no sign indicating that it has
become rabid. We will, however,
continue to monitor its behaviour
closely for the next two weeks.
"If it is free of rabies, Beacon will
remain under our care until we receive a directive from the police. If
the victim's family decides to press
charges against the dog's owner, its
fate will lie with the court."
Dr Fadzilah added that it was important to scan the male dog for
rabies as it could have been smuggled in from neighbouring Thailand,
which had been reported as having
the third-highest rate of human rabies in the world.

"These breeds enjoy human company but tend to be less tolerant
towards other dogs. They are also
known to be fearless and determined creatures.
"The imported dogs will also be
spayed to prevent owners from
breeding them. Most of the time,
these dogs are also given pet passports and are implanted with microchips for easy identification.
"Beacon, however, was neither
spayed nor was it implanted with a
microchip. This leads us to believe
that the dog was either smuggled
into the country or was bred locally,"
said Dr Fadzilah.

are. It's the way they are trained or
kept that shapes their characteristics."
This was the response from dog
trainer Carlos Huertas when asked
to comment on the incident involving the mauling of a senior citizen by
a dog on Tuesday.
"Every dog is different, as are humans. This particular breed of dog
was used in the early days in England for dog fighting and baiting
bulls.
"Given its genetic make - up, this
breed needs an active lifestyle that
suits its physique, such as guard duty," said the 51-year-old Huertas who
owns a training and board centre
called G-Pets in Shah Alam.
According to him, every dog
should be matched with a suitable
owner.
"For example, an elderly lady staying alone cannot breed a powerful
dog like a Rottweiler or a pit bull.
Physically, they are just not compatible," said Huertas, who is against
imposing bans or restrictions on certain breed of dogs.

Plant to -treat food waste
National Solid Waste Management will have suitable site by year-end
THE Department of National
Solid Waste Management is
identifying a suitable site in
Kuala Lumpur to construct
an anaerobic digestor plant
to treat food waste from hotels and restaurants.
Its director-general, Datuk
Dr Nadzri Yahaya, said the
site for the plant would be
finalised by the end of the
year.
"We are looking at strategic locations in Kuala Lumpur," he told Bernama
"We have difficulties in
identifying suitable sites because we have to take into
consideration the distance,
routing and the impact to
the surrounding environment beside the availability
of land.
"We hope to have the design for the plant ready by
the end of the year. We will
then appoint a contractor
for the construction of the
plant."
Nadzri said the anaerobic
digestor plant, to be constructed under the private
financing initiative, would
have a minimum capacity of
50 tonnes of food waste.
The plant cost would depend on the proposal which
was yet to be determined,
he said.
The plan is one of the initiatives under Entry Point
Project Nine of the National
Key Economic Area Greater
KL/ Kiang Valley.
A food waste study, conducted by the department
and concluded in November
last year, recommended the
appropriate approach for
food waste treatment such
as a biogas facility.
The objective of the study
was to map the commercial sources of food waste
from eateries, factories and
restaurants; identify the
amount of waste generated
and the system for waste
disposal.
There are four major initiatives under the revitalised
solid waste management
which focused on developing an efficient solid waste
management ecosystem.
The first initiative calls
for an improvement in the
reduce, reuse and recycle
implementation by creating
a recycling rate of 40 per
cent by 2020 from the current five per cent.
These can be achieved,
among others, by introducing a composting and anaerobic digestion to tackle a
high-level of organic waste
and stimulating construc-
tion and demolition waste
recycling with a proper system and a recycling facility.
The second and third initiatives seek for an increase
in waste treatment capacity to reduce the amount of
solid waste disposed in the
landfills and an improvement in governance of solid
waste management and public cleansing services.
The final initiative calls for
an assessment of the future
potential for leveraging new
developments in technology
like automatic waste collection systems and deep bins
to improve waste collection
standards.

PETALING JAYA: The Selangor
Veterinary Department has yet to
identify the canine breed that
mauled a jogger to death in
Subang Jaya on Tuesday.
Its deputy director Dr
Fadzilah Aini Abdul Kadir said
the department was doing tests to
determine if it was a miniature
bull terrier mixed with the
American Staffordshire terrier or
American bull terrier.
"If the dog is a miniature bull
terrier-American Staffordshire,
then it would be a restricted
breed, but if it's a miniature bull
terrier-American bull terrier, it
should have been banned," she
told theSun.
Fadzilah said the department
was checking its import and
export records to see whether the
clog came through the
department.
Yip Sun Wah, 74, was bitten in
the neck and ear by the threeyear-old dog while jogging in his
residential area at 5519 on
Tuesday. He died on the spot.

Bull are banned from import and
export activities.

had a licence, the onus was on its
owner to take heed to the
conditions imposed by MPSJ.
The conditions come under
the MPSJ Law on Licensing of
Dogs and Dog Breeding House
2012.

membolehkan tindakan diambil terhadap pemandu tidak prihatin yang
`merampas' petak yang dikhaskan
untuk orang kelainan upaya (OKU).
Menteri Perumahan dan Kerajaan Tempatan, Datuk Seri Chor Chee
Heung, berkata pihaknya akan berbincang dengan PBT supaya mewartakan petak khas bagi OKU di
kawasan masing-masing.
Beliau berkata, perbincangan itu
akan menjurus kepada mewujudkan undang-undang atau peraturan
yang membolehkan tindakan diambil terhadap pemandu yang menceroboh petak OKU.
Katanya, sebelum isu mengenai
undang-undang itu diputuskan,
dua perkara pokok perlu diberi perhatian terlebih.
"Kita akan melihat kepada dua
perkara, pertama, jika tiada kemudahan tempat kenderaan OKU
mungkin PBT setiap kawasan akan
diminta mewujudkan kemudahan
berkenaan dan kedua, jika kemu-
dahan berkenaan disediakan kita
akan melihat kewajarannya untuk
mewartakan petak khas itu.
"Kita hanya akan memutuskan
tindakan yang patut diambil selepas perbincangan dengan pihak
PBT dilakukan," katanya ketika dihubungi Sentral.
Beliau mengulas laporan Sentral
sebelum ini mengenai tiada tindakan
undang-undang yang boleh dikenakan terhadap pemandu yang menggunakan petak OKU di kawasan PBT
kerana tidak ada peruntukan untuk
disaman atau kompaun.

setahun lalu, menyebabkan beberapa
pengguna meminta pihak berkuasa
bertegas dan mengambil tindakan
terhadap pemandu tidak bertanggungjawab itu.
Beberapa penduduk yang memaklumkan Sentral mengenai masalah
itu, turut mendakwa sikap buruk
pemilik meletakkan kenderaan
mereka di tepi jalan sehingga kadang
kala memenuhi separuh laluan,
turut menjadi antara punca beberapa kemalangan pernah berlaku di
kawasan itu.
Pemandu teksi, Muhamad Razak,
50, berkata kenderaan awam seperti
bas juga sering berdepan masalah
untuk mengambil penumpang
sehingga terpaksa berhenti di tengah
jalan kerana dihalang oleh berpuluh
kenderaan yang diletakkan di tepi
jalan itu.
"Keadaan menjadi sesak pada awal
pagi kerana kebanyakan pemilik
kenderaan berhenti untuk bersarapan di gerai yang dibina tidak jauh
dari jalan. ini menyulitkan pemandu
kenderaan lain," katanya ketika ditemui Sentral, semalam.
Beliau turut meminta pihak
berkuasa tempatan (PBT) memberi
perhatian serius terhadap masalah
itu sebelum lebih banyak kemalangan berlaku membabitkan pemandu
kenderaan lain, terutama kenderaan
awam seperti teksi dan bas.
Pekerja kilang elektronik, M Selvakumar, 28, yang tinggal di pangsapuri
berdekatan juga merungut kerana
kehadiran berpuluh kenderaan di
tepi jalan itu turut memenuhi ruang
menunggu bas di situ.

Katanya, kebanyakan pemandu terbabit dipercayai penghuni
kediaman berdekatan seolah-olah
tidak peduli dengan kesulitan
orang ramai walaupun menyedari
bas awam terpaksa beralah dengan

Lebih memburukkan keadaan,

ALAU ada orang sanggup
berbelanja ribuan ringgit
untuk membelai anjing
kesayangan, tetapi nasib
anjing liar di Bulgaria jauh
berbeza. Seperti kebanyakan
bandar lain, anjing sudah
menjadi sebahagian daripada
kehidupan kota, tetapi nasib
haiwan yang sebelum ini boleh berjemur santai di mana
saja yangdisijkai berubah
selepas sekumpulan anjing
liar menyerang seorang lelaki
hingga mati.
Sejak itu, Bulgaria seolaholah menjalankan 'perang'
habis-habisan ke atas anjing
lir yang kini dianggap sebagai
haiwan pembunuh. Lelaki
yang meninggal dunia itu,
berumur 87 tahun adalah bekas pensyarah salah sebuah
universiti di Amerika Syarikat.
Dia memilih untuk menghabiskan masa tuanya selepas
bersara di negara kelahirannya di Bulgaria.
Dia berada di kota Sofia
apabila 25 ekor anjing liar
tiba-tiba menyerangnya yang
membuatkan dia terjatuh.
Serangan anjing liar itu
membuatkan mukanya
terkoyak manakala tangan
dan kakinya digigit hingga ke
tulang.
Pensyarah malang itu
dikejarkan ke hospital dan
ditempatkan di unit rawatan
rapi, tetapi meninggal dunia
10 hari kemudian. Keadaan
ini menyebabkan kerajaan
Bulgaria mencadangkan diadakan satu program eutanasia
(penghapusan) besar-besaran
untuk haiwan agresif (ganas)
dan membina pusat perlindungan kecemasan untuk
menyahkan anjing liar daripada hidup di jalanan.
Bagaimanapun kumpulan
pejuang hak asasi membantah tindakan kerajaan itu
dengan menuclub penguasaan
pihak berkuasa sangat lemah
terhadap pemilik haiwan yang
tidak mendaftarkan haiwan
peliharaan mereka, sexing
meninggalkan haiwan mereka
di jalan atau membiarkan sekiranya haiwan itu membuang
najis di tempat awam.
"Pada musim bunga ini saja
ada lebih 1,000 anjing liar
berbanding tahun lepas," kata
Aksinia Bosneva dari 'Care For
Stray Dogs', badan bukan kerajaan yang memperjuangkan
nasib haiwan terbiar.
Dia juga menyalahkan
amalan rasuah yang berleluasa dalam kerajaan apabila
membabitkan isu mengembiri
(memandulkan) anjing.
"Hanya sebahagian daripada
anjing ini dimandulkan, jadi
skuad pengembiri boleh datang balik (untuk meneruskan
kerja) can rnendapat bayaran
lebih. Anjing yang sudah
dimandulkan akan ditangkap
dua kali dan pekerja menerima bayaran bagi satu pekerjaan yang sudah pun dilakukan,"
kata Bosneva lagi.
Menurut Lolita Radeva, ketua jawatankuasa alam sekitar
mauls perbandaran Sofia,
krisis ekonomi yang melanda
sekarang menyebabkan keadaan semakin teruk.
"Krisis ekonomi sekarang
memaksa lebih ramai orang
untuk mengabaikan haiwan
peliharaan mereka. Banyak
anjing juga ditinggalkan di
kawasan pembinaan di mana
mereka biasanya berkawal."
kata Radeva.
Dia menganggarkan jumlah
anjing terbiar di bandar
itu yang mempunyai dua
juta penduduk, kini mencecah 9,500 ekor. Satu
program oleh majlis perbandaran mensasarkan
untuk mengurangkan jumlah
anjing sebanyak 50 peratus
dalam masa dua tahun dan
menghapuskan anjing terbiar
sepenuhnya menjelang 2016.

Masalah anjing liar dan
terbiar ini tidak wujud ketika
Bulgaria di bawah pemerintahan komunis kerana ketika
itu penghapusan anjing
dilakukan secara berkala.
Bagaimanapun, jurnlahnya
meningkat mendadak apabila
krisis ekonomi melanda ketika
pertukaran pemerintahen
pada 1989 dan sebanyak
20,000 anjingterbiar direkodkan di Sofia pada 2007.
Majlis perbandaran tempotan dan kumpulan pencinta
haiwan berjaya mengurangkan
jumlah anjingterbiar melalui
program pemandulan namun
mereka sedar masih banyak
yang perlu dilakukan untuk

mencetuskan kemarahan dalam kalangan pencinta anjing,
pada masa sama pakar hak
asasi haiwan memberi nasihat
melalui radio clan televisyen
bagaimana caranya mangelakkan diri daripada diserang
anjing.
"Anjing ada naiad pemangsa untuk mengejar mangsa
dan naluri ini semakin kuat

Pun begitu, apabila berhadapan dengan anjing, kita patut

maut di Subang Jaya semalam boleh dikenakan tindakan walaupun anjing itu

Subang Jaya (MPSJ), Azfarizal Abdul Rashid berkata,
pemilik anjing perlu bertanggungjawab terhadap
syarat ditetapkan MPSJ dalam Undang-Undang Pelesenan Anjing dan Rumah
Pembiakan Anjing MPSJ
2012.
"Antaranya, pemilik tidak
boleh membiarkan anjing
dilepaskan dan perlu diikat

sampah yang pihak beliau terima sejak beberapa

Isu sampah ini jugalah dikatakan penyebab
utama bandar seperti Kiang, Kajang, Am pang dan
Puchong dilanda banjir kilat berikutan masalah
longkang tersumbat dek longgokan sampah juga
kerap berlaku.
Di Kajang sahaja sudah beberapa kali banjir kilat
berlaku. Selain pemilik kediaman dan sekolah yang
sengsara para peniaga dan pekedai juga kerugian
jutaan ringgit.
Tak usahlah pihak berwajib menuding jari
kepada kerajaan pusat semata-mata sedangkan
usaha sambil lewa diambil PBT dan agensi lain.
Rakyat sudah bosan dengan alasan murahan
sebegitu.
Setiap kali banjir berlaku Kerajaan Negeri kena
bermuhasabah diri segera kerana adalah lebih
mulia mengatasi masalah berlaku dari berkokok
menyalahkan orang lain.
Lebih kerap kita menyalahkan orang lain maka
semakin buruk persepsi masyarakat terhadap kita
yang mengutarakan pelbagai alasan.
Lambat laun rakyat akan muak dan pasti akan
menukar kerajaan yang ada. Elakkan bersikap
egoistik, bodoh sombong dan menolak mentahmentah pandangan rakyat dan NGO.
Jika tak percaya teruskanlah bersikap menuding
jari kepada orang lain jika berlaku lagi pelbagai
masalah di Selangor. Pasti kerajaan sedia ada akan
membilang hari-hari terakhirnya.

SHAH ALAM - Polis sudah merekodkan percakapan pemilik kepada
anjing jenis pit bull yang menyerang
seorang warga emas sehingga maut di
SS19/5B, Subang Jaya, kelmarin.
Ketua Polis Daerah Subang Jaya,
Asisten Komisioner Yahaya Ramli berkata, keterangan pemilik anjing yang
juga seorang akauntan wanita berusia
25 tahun itu, diambil kira-kira jam 3
petang, kelmarin.
Menurutnya, maklumat awal
mendapati anjing itu disahkan sihat,
selepas pemeriksaan kesihatan terakhir dibuat oleh pemiliknya pada 26
April lalu.
Katanya, ketika kejadian berlaku,
pemilik anjing itu bekerja dan hanya
ibunya berada di rumah.
"Anjing itu selalu dilepaskan di
halaman rumah, manakala pagar pula
dibina tinggi serta sentiasa ditutup agar
haiwan itu tidak lobos.
"Bagaimanapun, pemilik anjing
tidak menyedari pintu tong sampah
yang menghadap keluar rumah tidak
berkunci, menyebabkan anjing itu terkatanya, semalam.
Yahaya berkata, pihaknya tidak
menahan pemilik anjing terbabit dan
setakat ini, siasatan dijalankan mengikut Seksyen 304(A) kanun keseksaan
kerana kecuaian hingga menyebabkan
kematian.
Beliau berkata, anjing yang menyerang mangsa kini dikuarantin di
Jabatan Veterinar Selangor di Shah
Alam dan pihaknya masih me nunggu laporan asid deoksiribonukleik (DNA) bagi memastikan status serta motif serangan haiwan itu.

tempat pembuangan sampah sebelum menyerang
mangsa yang lalu di kawasan itu pada hari kejadian," katanya ketika dihubungi di sini semalam.

manakala telinga kanannya terkoyak selepas diserang anjing Pitbull ketika berjoging di kawasan
rumahnya pada pukul 9.50
