Pursuant to the provisions of Chapter 551 VTCA Government Code, notice is hereby given
that a regular meeting of the Midlothian Park Board will be held on Monday, April 13, 2015, at
6:00 pm in the City Council Chambers at Midlothian City Hall located at 104 W. Avenue E,

The Municipal Park Board for the City of Midlothian met on Monday, March 09, 2015 at City
Hall located at 104 West Avenue E, Midlothian, Texas.

Chair Patrick Farrell called the meeting to order at 5:59pm.

Project All About the Base
We are Project “All About the Base” from Midlothian
Heritage High School FCCLA (Family Career Community
Leaders of America). After doing research and polling
public opinions through a survey, we have concluded that
the lack of practice baseball fields for the Midlothian
Amateur Baseball Association is a major issue! Many
teams have had trouble finding times to practice
because there are no fields available. Our goal by doing
this project is to have another practice field built in the
near future so that we can accommodate the growth of
the MABA and continue to enjoy baseball in Midlothian!

CENTENNIAL PROCLAMATION
Kimmel Park
WHEREAS, Kimmel Park is a 2.1-acre historic city neighborhood park located in the Original
Town of Midlothian, and;
WHEREAS, Kimmel Park was the site of the Polytechnic Institute of Midlothian, a private twostory boarding school originally founded by William Wesley Works in 1883 that offered a full curriculum
with emphasis in the fine arts, from 1892-1903 and also carried the names of Whitten Institute and
Midlothian College, and;
WHEREAS, in 1907-08, the building was dismantled four years after it was consolidated into the
Midlothian public school system, and the property was subsequently acquired by a former stockholder by
the name of J.C. Kimmel, and;
WHEREAS, on approximately January 15, 1915, the widow of J.C. Kimmel, Virginia Carolyn
“Jennie” Lamb Kimmel generously gifted the land to the City of Midlothian to be used as a park to honor
her late husband and it has been the location of Kimmel Park since that time, and;
WHEREAS, bricks from the building that once housed the Polytechnic Institute of Midlothian
were used to construct the bandstand that is still used to this day by City residents, and;
WHEREAS, bricks leftover from the construction of the new fire hall (known today as the Fire
Administration Building) were donated in 1920 by the City Council to build two entrance columns which
to this day continue to serve as the iconic entrance into the park, and;
WHEREAS, in 1976, the Texas Historical Commission placed a historical marker (Marker No.
7139) at Kimmel Park for the site of the Polytechnic Institute, and;
WHEREAS, Kimmel Park has been an integral part of the history of the City of Midlothian and
today many of its residents and families continue to use this park for their recreational needs as our vibrant
community grows, and;
WHEREAS, generous benefactors such as the City of Midlothian, the Historic Advisory Board,
the Midlothian Area Historical Society, the Park Advisory Board, the Parks & Recreation Department, and
Midlothian Community Development Corporation have contributed to help keep and maintain this historic
park through the past 100 years to accommodate the ever-changing needs of our local community, and;
NOW THEREFORE, I, Bill Houston, Mayor of the City of Midlothian, hereby proclaim the year
2015 as Kimmel Park’s Centennial Year, reminding everyone celebrating this centennial to honor the past,
celebrate the present, and continue to imagine the future.
