Spotlight on the 24th Eastern Province Polemarch
Interview with Dwight E. Thomas, 24th Eastern Province Polemarch
Emanuel Arnold
Eastern Province Reporter
First of all, I am very thankful about this
opportunity for an interview and I am
thankful for the opportunity, as well as
excited, to be the 24th Eastern Province
Polemarch. I am excited about the opportunity because I am coming on board with
a great leadership team and a lot of very
good talent within the Eastern Province,
from a leadership aspect. In all the jobs that
I have done within my 31 years of experience within Kappa Alpha Psi, it has been
a privilege to serve in every capacity that
has been given to me. And this opportunity
at present is a great opportunity for me to
help the Grand Polemarch, Brother Dwayne
M. Murray and the 31st Administration to
“create inspiration as a call to service.”
I come on board having inherited an
organization with some great brothers,
some great leadership within the organization, as well as some great procedures
that we have established over the years. I
am very proud and honored to have been
selected as the 24th Eastern Province Polemarch, and I look forward to our Centennial Celebration.
I bring to the office 31 years of experience within the fraternity, and my
experience spans from being a member
of the fraternity, to being a chapter polemarch, as well as serving at the province
level, both on the Board of Directors for
about 8 years, as well as chairman of the C.
Rodger Wilson Leadership Conference, for
five years. I thoroughly enjoyed that.
In all the years of service I have given to
the fraternity, I have never asked for any of
these positions; people above me, those
who are around me, and those who have
mentored me, have always asked me to
serve, and to move on to something that is
more challenging and to assist them with
whatever they were doing. I have never said
no, so that is why I am here today as the 24th
Eastern Province Polemarch. As I took a look
at the responsibilities that I had within the
Eastern Province, I also had to reach back to
some of those who have mentored me over
the years, to get some advice from them
and try to help shape a path forward . That
also helped me in not only identifying all
the roles and responsibilities I would have,
but it also helped me see the big picture.
Shortly after coming on board, I decided that I had to have a transition plan in
order to get the job done. So along with
an advisory team, we developed a 120 day
transition plan, which I immediately put
into effect once I was appointed on May 8,
2010. That transition plan took me through
the month of September, and involved my
orientation to all of the leadership respon-
sibilities I had for this province—whether it
was budget, committee operations, events
that had to take place over the year, planning for the Centennial—all these things
were included in the 120 day plan. As of this
date, I am proud to say that I did accomplish everything within that plan and that
we are ready to move forward. The train
has pulled out of the station, it is moving
along, and I hope that everyone within the
Eastern Province is on board with me.
MY ROLE
I have a number of responsibilities, too
many for me to enumerate at this time, but
in a broad sense, a lot of the things that I
have to do involve management and oversight of all of the chapters within the Eastern Province, as well as the five geographic
areas. I also chair the Eastern Province
Board of Directors, who ably assist me in
executing my responsibilities as the Eastern
Province Polemarch. To help prepare me
for this position, I had to rely very heavily
on the experience that already exists here
with the board members, and they are very

Wendell Moore Retires as Chair to the Advisors
Interview with Wendell Moore, Past Chair to the Advisors
Emanuel Arnold
Eastern Province Reporter
I WAS initiated into Kappa Alpha Psi in the
Spring of 1975 at the Epsilon Sigma Chapter of Bowie State University. In my undergraduate years, I was the vice polemarch
of the chapter, the dean of pledges for two
different lines, I was in the SGA, and president of the Business Administration Club at
Bowie State University. My achievement is
strong, I entered Kappa at 19 years old and I
eat, sleep, and breathe Kappa Alpha Psi and
achievement. I graduated from Bowie State
University and went on to start working at
Giant Foods Corporation where I currently
work as a mid-level corporate manager.
Also, I am a college professor at Bowie State
University, the school that launched my
career and the school where I was initiated
into Kappa, so you can see, that relationship is strong.
In the years after undergraduate, I was
the advisor at two different alumni chapters for Kappa Alpha Psi. While I was an
advisor for many years, Brother Anthony B.
Hill, under his administration, appointed
me to be the Chairman of Advisors back in
1999, and I was the Chairman of the Advisors from that point until present. In that
position, I represented the Eastern Province
at the committee level. At Grand Chapter, I
represented with the other province chairmen, and we represented the fraternity in
both the Association of Fraternity Advisors
and the North American Inter-Conference
Fraternal Association. Kappa Alpha Psi had
petitioned to give a presentation, and we
were fortunate to get that. I was the one
who facilitated the presentation, myself
and Martin Hill from the Northern Province. I led that, as you can see in the Journal
write-up, and it was a very high moment to
represent the Eastern Province, to represent myself, and to represent my fraternity
internationally—very big moment.
At the alumni level, I have been the vice
polemarch of Bowie Mitchellville Alumni
Chapter, as well as polemarch, and charter
member. I was a member of the National
Cluster for Education and Career Development for Kappa Alpha Psi. I am an advisor
for the Undergraduate Leadership Institute.
It has been in existence for four years, and
I have been an advisor for three years of
their four year existence. I just get totally
wrapped up in anything they want me to
do for Kappa Alpha Psi.
Kappa taught me in my initiating career
that many are called, but few are chosen,
and I believe in that. I believe that achievement is our goal—we cannot talk it, we
have to live it. When I communicate to
the undergrads in Kappa, I always talk
about them being great, and finding their
moment in greatness. When I teach at the
college level, I tell them also to find your
moment in greatness and make your mark
in the world.
I believe in achievement, I am a strict,
strict believer in domination. I believe if you
are not dominating, you are being dominated, so you must get out there and lead.
We are leaders at all levels, so we must do it,
and being an older brother in Kappa, I have
to demonstrate that day in and out, I have
to walk the walk, and talk the talk.
I have a motto, and it goes like this,
“When it is too much for the best man, it
is just right for me.” That is basically saying,
when all else has failed, and they cannot
find the right person, give it to me, because
I want that kind of pressure, I want to win.
And when you do, you justify your existence, you justify being a Kappa, and
that is what it is about. Live your dreams!
Add to the legacy of what Kappa is about—
achievement. We come behind and stand
on the shoulders of a lot of great people.
In the 1928 handbook of Kappa, it says
the reason we exist is to form friendships,
and it talks about achievement and camaraderie to the end. The song in the Kappa
hymn talks about “and away from school
we must go”—after we leave school, we
still must be Kappas. We still must give
back to Kappa, because somebody kept
Kappa here for us. This is what we are
about, to continue to add to the dreams.

WELCOME REMARKS
From the
Reporter
Emanuel Arnold, M.Ed
Eastern Province Reporter
I AM honored to serve as your province
reporter and I am proud to bring you the
first edition of the Eastern Province Khronicle for this fraternal year. I would like to
thank the many contributors of this edition for their time and efforts. As you read
this publication, if you have any questions,
comments, or concerns, please email me at
reporter@epkapsi.org.
This is a very exciting fraternal year as
we approach our Centennial anniversary.
As we celebrate this tremendous achievement, we should also self reflect on our
committment to continuing the legacy.
Are you doing all that you can for Kappa?
Only we know our limitations and the level
of effort that we personally contribute to
our fraternity. Be all that you can be for
our grand fraternity, and together, we
can reach higher heights. ONE KAPPA!
From the JVP
Semaj Rashad
Eastern Province Junior Vice Polemarch
IT IS an honor to serve as your Province
Junior Vice Polemarch, especially as our
great fraternity turns 100. As a young Kappa
with a few years under my belt I have been
blessed with the opportunity to see many
corners of our nation and how Kappa Alpha
Psi interacts and impacts places like New
York, Indiana, Florida, Georgia and New
Mexico. However, there is no place like
home, in the Eastern Province, the flagship.
The province has lived up to its name time
and time again as the fruit of our chapters,
our lifeblood...our collegiate brothers are
groomed to be extraordinary leaders and
achievers, businessmen, Ph.D students,
deacons, car dealership owners, lawyers,
military officers, principals, US Marshals,
dentists, engineers and more.
It is always humbling to be among brothers who do just as Proverbs 27:17 proclaims,
“as iron sharpens iron, so a man sharpens
the countenance of his friend.”
If I am a good brother, it
is because I find mentors
in the alumni ranks and
I confide in the numerous
achievers in the collegiate
community.
If Kappa Alpha Psi Fraternity, Inc. is great,
it is because every good prophyte has realized his true legacy lies in preparing his
neophytes to “run the yard” and to be good
Kappa men over any other endeavors.
I take great pride and joy in being a part
of this leadership team. If one thing is for
certain, no matter where I find myself in
Kappa, I never stop learning for my personal growth and I never stop getting to
know brothers to build my personal network. From stepping, community service,
doing programs, or just achieving in my
daily life, every day is one to be used to
train for leadership. As we draw closer to
the Centennial and gear up for conclave,
let’s move intentionally with intensity
towards a greater One Kappa; let’s answer
the call to service every opportunity we
get; and let us exemplify the leadership
training and achievement in every field
that the memory of our altruistic Founders’ demands.
See you at the next Province events...see
you in Indiana!
From the
Chaplain
What Kind of Kappa Are You?
Benni Singleton
Eastern Province Chaplain
IF IT were left up to you, if you were an
example for others to follow, if every
member of Kappa Alpha Psi served and
was as involved and dependable as you,
what would your chapter be like? How
much would get done? How much would
your chapter grow? Or would there be a
chapter? Are you actively involved? Do you
serve on a committee? Are you using your
gifts or talents to benefit the chapter and
the fraternity?
Think about what Kappa (your brothers)
expects from you… what Kappa needs from
you, now: your commitment, your active
time, your talent, your service, and your ideas.
“There are many brothers
who use the fraternity as an
excuse for a social outlet, but
offer nothing meaningful to
the ongoing programs and
services of the chapter.”
And of course there are the “cybernetic”
Kappas who are all over, in and out of, the
“nupenet” and the “forum”, unfortunately,
some of whom are consistently trivial,
verbose, profane, or comedic, who offer
nothing significant or meaningful to the
programs or services or brotherhood of
Kappa Alpha Psi.
Brothers it is time to get up off your
apathy and seriously offer your time, talent,
and service to the fraternity in the ongoing
programs, services, and activities that seek
to reach out to others meaningfully thru
Social Action, Guide Right, and effective
brotherhood.
Come on home brothers, let’s be
“One Kappa” with honorable diversity
in the ranks.
Let’s use our God given gifts and talents
as brothers in Kappa, in service to our
fellow man as envisioned by our devoted
Founders.

AROUND THE PROVINCE
Building the Legacy Envisioned By Our Founders
Marvin Carr
Grand Board of Directors
Collegiate Board Member
WELL MY broth-
ers, here we are
ADVOCATORS of
PHI NU PI, we find
ourselves removed
100 years, to the
month, of the
founding of our
fraternity. We all
should be privileged and honored
that we are living in
such an important time. However, with this
privilege and honor comes great responsibility as we stride into the 2nd century of
our beloved fraternity. As Kappa men, it is
our responsibility to ensure that our organization continues to flourish as we begin
this new chapter in her existence.
There are so many amazing things in
store for us in the coming months it is difficult to keep up with them all. On January
5th, 2011, all over the country, members
will gather at the grave sites of all of our
beloved Founders. This nationwide wide
illustration of “One Kappa” will be complete with celebrations of the lives of our
Founders and a wreath laying ceremony
at each site. Following this, the fraternity
will gather in the City of Brotherly Love,
Philadelphia, to celebrate National Founders’ day.
At this year’s National Founders’ day,
the fraternity has decided to honor several past Grand Polemarchs including the
Eastern Province’s own Howard L. Tutman
Jr. I also look forward to celebrating the
100th year of our fraternity with the men
of the Eastern Province at the Metro and
Virginia Chapters Founders’ Day events.
The month of January is poised to be
a month of great celebrations and of
sharing of that good ole Kappa spirit.
It is important to remember during all of
these celebrations to ask ourselves, “are we
truly building the legacy that the Founders’
had envisioned?” As the Flagship Province,
what are we doing and what have we done
to deserve this right to celebration? How
well are we creating inspiration in 20th
century Kappa? As an alumni chapter, are
we serving as mentors to the greek letter
chapters as the Founders’ intended? As
greek letter chapters, are we anything like
the men of culture, patriotism, and honor
that walked the halls of Indiana University
in 1911?
“We cannot flourish in a
2nd century Kappa, stuck
using 1st century ideas.”
The answers to these questions will
reveal to us just how bright the Kappa
Diamond is shining in 2011.
Brother, ask yourself after January 5th
2011, how will YOU shape Kappa? I was
recently inspired by the Junior Grand
Vice Polemarch, Kristerpher J. Smith, who
instructed the fraternities leadership that
”we cannot flourish in a 2nd century Kappa,
stuck using 1st century ideas.“ What a great
point this young leader makes! Controversial as it is, the collegiate leaders of Kappa
Alpha Psi have made it clear that without
a honest and open look into the fraternities MOIP program, Kappa’s 2nd century
stands in peril. Before we can flourish in
the 2nd century, we must address the
effectiveness of how well we actually train
for leadership with our C. Rodger Wilson
Leadership Conference.
Furthermore, 2nd century
Kappa will flourish if and
only if our chapters begin
to work together and dial
back the competitive edges
that they have developed
over the past 100 years.
My Brother, I look forward to see you all
at the Eastern Province Council Meeting
and the 80th Grand Chapter meeting and
Centennial Celebration as we celebrate
not ourselves, but the work we have done
and how we have changed the world over
the past 100 years. We must all continue
to create inspiration and answer the call to
service my brothers.
Undergraduate
Caucus
Semaj Rashad
Eastern Province Junior Vice Polemarch
THE UNDERGRADUATE Caucus has become
a staple of the Eastern Province collegiate
leadership. There was an Undergraduate
Caucus held at the 2010 Eastern Province
Council in Richmond, VA, the Officer’s
Workshop in Norfolk, VA and the C. Roger
Wilson Leadership Conference at Howard
University in Washington, DC.
Collegiates use the caucus to discuss
varying issues, plan programs and fundraisers together for national causes such as
St. Jude Children Hospital and Piney Woods
School and thoroughly discuss methods to
have a more seamless relationship across
state and regional boundaries.
More recently, at the Howard University
caucus, Jeremy Williams of the award winning Xi Chapter step team, led a step clinic.
Additionally, Ashonzay Matlock, Board
Member for Region 3, from the Eta Xi Chapter led a discussion and presentation on the
importance of travelling within and beyond
the Province for networking and building
a bond beyond your chapter.
The Undergraduate Caucuses are
planned and led by the Junior Vice Polemarch, Semaj Rashad.
2011 Winter Undergraduate Summit
Semaj Rashad
Eastern Province Junior Vice Polemarch
The 2011 Winter Undergraduate Summit
was held at George Washington University
by the Kappa Chi (E) of Kappa Alpha Psi. At
the Summit, board members and chapter
Polemarchs led discussions about fundraising, throwing successful programs on
campus, Kappa politics, an Intake “Thinktank” and more. Collegiate Grand Board
Member Marvin Carr was a guest presenter.
Carr spoke about graduate school & the
importance of the Achievement Academy
and how it has aided him in furthering his
education. Addtionally, there was a step/
stroll workshop, a Legacy Book workshop
on creating a chapter manual, and a lively
discussion on Jim Collins book, “Good to
Great.”
The Summit embodied the meaning
of One Kappa as walls between regions,
states, and chapters went down and the
level of the Bond between brothers across
the Province grew tremendously. Julius
Bryant, the Northern Province JVP, was a
special guest attendee. The Summit was
planned and led by the Junior Vice Polemarch, Semaj Rashad and the brothers of
the Kappa Chi Chapter.

Kamp Kappa Thrives in 2010
Bobby Mills,
Guide Right Chairman, Alexandria-Fairfax (VA) Alumni Chapter
THE EASTERN Province Kamp Kappa 2010 Guide Right initiative was a huge success and
promoted the theme of “One Kappa”. The Brothers of the Alexandria Fairfax (VA) Alumni
Chapter have operated Kamp Kappa for the past 17 years. This year, the Kamp was
expanded and premiered as an Eastern Province guide right initiative sponsored by the
Brothers of the Alexandria-Fairfax Alumni Chapter. The Eastern Province Kamp Kappa
Director, Reginald Bullock, provided outstanding leadership to ensure all campers and
volunteers were prepared for the adventures of Kamp Kappa. Kamp Kappa provides
positive outdoor and educational experiences for young men between the ages of 10-16
years. Sixty-two youth attended the six day camp, making it the largest registration for
the camp ever.
The Eastern Province Polemarch, Dwight Thomas, the Eastern Province Senior Vice
Polemarch, Steve Hairston, the Eastern Province Guide Right Director, Douglas Scarbor all
attended the camp to provide words of wisdom to the young campers. The camp was held
at the Camp William B. Snyder “Cubworld” in Haymarket, Virginia and is located in a rustic
environment ideal for exposing youth to environmental and ecological education.
Kamp Kappa provided a first-time camping experience for most of the campers. Bullock
and the Kamp Kappa volunteers ensured campers were exposed to a rare opportunity
to enjoy the outdoors while providing teaching moments in the areas of leadership,
responsibility, building camp fires, and camp safety. A highlight from the camp was the
skits performed around the bon fire. Camp Snyder staff and the young campers performed
various skits to amuse each other, to demonstrate team-work and to promote creativity.
Other highlights included an anti-gang seminars conducted by German Virgil (Alexandria
Fairfax (VA) Alumni Chapter, games of skill, team exercises, confidence and leadership
building tasks--all of which are designed to provide moderate physical challenges, and
stimulate creative thinking. The campers were exposed to canoeing, hiking, scavenger
hunts, target practice, Six Flags, swimming, archery, model airplane demonstrations
and a Street Law demonstration led by Alexandria, Virginia Federal District Court Judge
and Kappa Gerald B. Lee. Judge Lee conducted a mock trial in a Virginia court room and
allowed the young campers to participate as jurors.
The campers were able to deliberate on the case and provide their verdict back to Judge
Lee and his staff members. This provided a great opportunity for the campers to learn
and develop presentation skills.
Kamp Kappa ended with a great ceremony recognizing the Kappa brothers and the
young campers for their participation. Mr. Eric Steele, the Camp Director wrote in a
letter to the brothers: “As a Camp Director…I have some very simplistic goals…get kids
outside…be safe….have fun…and walk away from the experience leaving yourself, the
others around you and the area for which you stayed better than how you found it and
yourselves. Without a doubt, I have been fortunate enough to witness your fraternity
deliver on these simplistic goals in a professional matter that I could only hope our very
own Boy Scouts could strive for.”

ON JANUARY 15, 2011, the Hyattsville/Landover (MD) Alumni Chapter hosted the Area-
Wide 36th Metropolitan Founders’ Day Banquet at the University of Maryland, University
College’s Grand Ballroom, in Hyattsville, Maryland.
With the theme: “Celebration of a Century of Achievement”, over 450 members from the
surrounding area chapters joined in the celebration. At least one chapter representative
from each of the area chapters participated on the planning committee. The featured
speaker for the event was the President of Howard University, Brother Dr. Sidney Ribeau.
This annual program included a variety of Senior Kappa and as well as Collegiate Kappa

Howard University is poised to stand with other Kappa chapters to improve the quality of
life and the treatment of young African American males in today’s society. He appealed
to those present to join with Howard University to improve the overall quality of life of
all African Americans, especially the youth.
Several multi-media presentations were displayed that featured our current Grand
Polemarch, Dwayne Murray; Past Grand Polemarch, Howard L.Tutman, Jr.; the Executive
Director, Richard L. Snow; Laurel Wreath Laureate Carl Moorehead; Elder Watson Diggs
Awardees, K. Bernard Chase; and the Eastern Province Junior Vice Polemarch, Semaj Rashad

presentations was with the former National Chaplin, Brother I. Benni Singleton, and the
tribute to the “Chapter Invisible” Brothers.
The spirit of Brotherhood permeated the room during the event through every Brother
present from our 50-year to our Collegiate Brothers. Host chapter member’s Spencer
Becton, (event chairman), and Dr. Ronald Henderson, (program emcee) succeeded in
raising the bar and fulfilling expectations.

our services to include cholesterol screening, flu vaccinations and fitness testing. We will
also be able to have featured guest lecturers on diet/nutrition and other health issues
that affect men.

Committee Chairman 38th Virginia’s Founders’ Day Celebration
The 38th Annual Virginia Chapters’ Founders’ Day Celebration was held on January 22,
2011 at the Norfolk Waterside Marriott and Convention Center in Norfolk, VA. The Chesapeake/Virginia Beach (VA) Alumni Chapter was the host chapter for this Centennial event.
As the overall Centennial Celebration began, the theme of “Creating Inspiration: A Call
to Service” permeated the hallways of the Norfolk Marriott Hotel. Chapters from all over
the state as well Maryland and the District of Columbia were represented at the grand
event. As the five o’clock hour drew near, Brother Troy Lindsey (event chairman) called
the 38th Virginia Chapters Founders’ Day to order and Brother Joseph L. Wiggins (Eastern
Province Director of Organizational Effectiveness), had the processional to begin with the
head-table being introduced.
There were more than 250 registered Brothers for this event which was the largest
number of Brothers for any Virginia Chapters Founders’ Day. Musical selections were rendered by the Richmond (VA) Alumni Chapter Kappa Khorale and the Hampton-Newport
News (VA) Alumni Chapter Kappa Khorale. The Honorable Brother Donald McEachin
(Virginia State Senator, District 9) bestowed upon the Centennial Celebration a resolution
in the Virginia State Senate that would honor our 100 years of Achievement. The keynote
address speaker was Howard L. Tutman, Jr. (29th International Grand Polemarch). His
spoken words of duty and responsibility created inspiration for all
Brothers assembled to take back to their respective chapters and act upon immediately.
Brother Semaj Alexander Rashad (Junior Province Vice-Polemarch) led the tribute to our
Revered Founders followed by the Oath of Rededication that was led by Brother Anthony
B. Hill (Alumni Member of the Grand Board of Directors).
Brothers from far and near had an opportunity to reflect upon years past and years to
come in Kappa as this was the initial start on our way to Indianapolis this summer.
As the night concluded the Polemarch’s reception was highlighted with a Greek Unity
Celebration for all other fraternities and sororities to come out and celebrate the 100 years
of Kappa Alpha Psi Fraternity’s existence. A great time was had by all who attended this
event.
FIRST I would like to thank you and your
chapters for all of your hard work and dedication in allowing the Eastern Province
to have another successful year with our
St. Jude initiative. As a province, we once
again surpassed our goal of raising more

COMMITTEE UPDATES, continued
Parliamentary Procedure
Freddie Colston
Province Parliamentarian
What is the importance of Parliamentarian Procedure in our fraternity?
The importance of parliamentary procedure is to allow individuals to know the correct
way of conducting a meeting, the correct way of making a motion, the correct way to
carry out a motion, the correct way of getting into a meeting and accomplishing your
objectives in a small amount of time with maximum results.
What are some common questions that you have received from some of the
brothers with regard to parliamentary procedure?
Some common questions include:
◊
◊
◊
◊
◊
How do I make a motion?
How do I conduct an election process?
How do I nominate someone?
How do I second a motion?
How do I debate the motion?
And many other questions that are common to me but may be hard for the individual
who has not been educated in the field of parliamentary procedure.
How difficult do you think it is for new initiates to adapt to using Roberts Rules of
Order?
It is easy. All you have to do is get a copy of Roberts Rules of Order, just read it, and you
can always call me, my phone number is 301-821-2343 and my email is fcolston@yahoo.
com. I can get in contact with IHQ that will send you brochures and pamphlets to let you
read and help you understand the correct procedures for conducting a meeting. It is very,
very simple, it is very, very easy, all you have to do is read, understand, and most of all
rehearse over and over again the correct procedure for conducting a meeting.
Social Action
Clarence F. Nelson, Jr.
Chairman, Eastern Province Social Action Committee
WHAT BETTER way to start Kappa Alpha Psi Fraternity’s Centennial Celebration than with
a very strong commitment from the Eastern Province through its own Eastern Province
Social Action Committee (EPSAC)? With a demonstrated and documented stellar record
of public service initiatives funded and completed throughout the Eastern Province,
Kappa Alpha Psi Fraternity, Inc., and internationally, this committee has already begun
charting its “Centennial Journey” as the Eastern Province moves its agenda forward!
To better meet or address the social action needs identified in the Eastern Province,
Kappa Alpha Psi Fraternity, and internationally, the EPSAC is developing an expanded action plan to help meet future community needs. Over the years, the EPSAC has
eased the lives of and contributed to the following organizations:
◊ The Historic Marches on
Washington!
◊ NAACP
◊ National Urban League
◊ Southern Poverty Law Center/Klan Watch
◊ Southern Christian Leadership Conference
◊ Kappa Alpha Psi Foundation, Inc.
◊ Du Bois Youth Institute
◊ American Red Cross
◊ Project Discovery of Virginia
◊ Big Brothers/ Big Sisters of America
◊ 9- 11 Scholarship (To daughter of brother killed in Pentagon explosion)
◊ Christian Children’s Fund
◊ The National Felicia Jackson Family Project
◊ The National St. Jude Children’s Hospital Project
◊ Habitat For Humanity
◊ The National Piney Wood Camp Initiative

« Undergraduate Leadership Institute, continued
cess of the fraternity for the years to come.
ULI has taught me simply that WE are the
voice to be heard and the time is now.
It is humbling and astounding to know
the emphasis that the fraternity has placed
on the success of the collegiate brothers
because it reminds us all of the work we
must do—the work that is left to do, and
the work that others may be unwilling
to do. All Delta Class participants of the
2010 Undergraduate Leadership Institute
have an obligation to lead other collegiate
brothers who were not participants at the
institute to a state of perpetual cooperation and cohesion with alumni brothers.
The designation for Delta Class has been
set for us to eradicate this dichotomy and
recognize that we ARE brethren, bound
by the fundamental purpose of Achievement through Phi Nu Pi. There are different
tiers to the organizational structure to the
fraternity, but that is where the division
ends and this is the mindset that we have
adopted as we strive towards the 31st
International Grand Polemarch’s theme
of ONE KAPPA! and our glorious Centennial celebration.
Visiting a new city, attending an expensepaid fellowship opportunity, experiencing
a leadership institute fraught with intense
instruction and meaningful training, fraternalism, brotherhood and most importantly, growth, were all components of a
magnificent chapter in my collegiate years
as a Kappa Man, and now a Kappa Fellow. I
sincerely hope that others can have a truly
transformational experience as I have had,
and that the young Kappa leaders of our
colleges and universities avail themselves
to the prospect of attending ULI.
I take back from ULI foremost, that I
must—in order for the fraternity to survive
to the Centennial, and from then on until
the Bi-Centennial—step outside my single
chapter and love Kappa Alpha Psi for her
entirety.
It is not, nor will we ever
be about any one chapter
or province, but rather we
should remember ONE
KAPPA! and always hold
paramount Kappa Alpha
Psi Fraternity, Incorporated to the universities or
alumni chapters in which
we were initiated.
This is the philosophy—my transformed
thinking, my values, my attitude—that the
Undergraduate Leadership Institute was
able to extract and refine, and must continue to do for collegiate brothers from the
world over.
3rd Annual VA Legislative Day
Cleve H. Packer
Virginia Legislative Day Chairman
KAPPA ALPHA Psi Fraternity, Inc. held its 3rd
Annual Virginia Legislative Day on Thursday, February 3, 2011 at the State Capitol
in Richmond. Their host again this year
was Brother and State Senator A. Donald
McEachin. The purpose of the day is to
meet with legislators from throughout the
state to discuss issues such as funding for
public schools, proper access to health care
for all Virginians, support of Senate Joint
Resolution NO. 284 for the restoration of
voting rights for ex-offenders and rights
for citizens who have home foreclosures.
Our morning reception featured remarks
from Senator McEachin and Delegate Kenneth Alexander from the 89th District. The
members proceeded to the Senate chambers for a special “center aisle” presentation
on a Resolution by Senator McEachin on
the 100th anniversary of Kappa Alpha Psi
Fraternity, Inc. and their contributions to
the Commonwealth of Virginia. The Resolution was presented on the Senate floor
by Lt. Governor Bill Bolling. Accepting on
behalf of the fraternity were Steven Hairston, Eastern Province Sr. Vice Polemarch
and Cleve Packer, Eastern Province Board
Member and Virginia Legislative Day Chairman along with Senator Donald McEachin.
Delegate Alexander also recognized and
introduced our members during the House
session.
The day concluded with our attendance
at the Black Legislative Caucus meeting
chaired by Senator Mamie E. Locke.
The Eastern Province/ Social Action Committee is hereby recommitted to “promoting
the welfare of humanity” and “serving the public Interest.” With an expanded committee
concept, and the promotion of philanthropic ideals, the EPSAC is moving forward with
the will to serve, and an attitude of appreciation to all who have helped in shaping our
communities locally, nationally, and internationally.
To the undergraduate brothers, alumni brothers, and the chapters of the Eastern
Province—plan now to join and support this social action movement. Plan to volunteer
and join the Eastern Province Social Action Committee. We will share the committee’s
thinking as we prepare for the 2011 Eastern Province Council.
With a new emphasis on fraternity initiatives, your manpower and other resources are
welcomed. The social action committee plans to assist in moving the Kappa Alpha Psi
Foundation, Piney Woods Camp, St. Jude, Guide Right/ Kappa League, etc. forward! There
are still “loads to lift!”

8 THE KHRONICLE WINTER 2011
24TH EASTERN PROVINCE POLEMARCH, continued
generous with sharing their knowledge
and in helping me with the transition.
GOALS & OBJECTIVES
I decided to establish some priorities
coming on board as the new province polemarch. They include some of the goals and
objectives that already existed within the
fraternity, such as to support our collegiate
brothers, their development, their interests, and their training, and to help prepare
them as future leaders within the fraternity
and also within our nation. Additionally, I
want to continue to attract interested men
of achievement for intake into Kappa Alpha
Psi, and I would like to do that by taking a
look at the best and brightest that are out
there. In order to do this I need the help of
others to reach out everywhere. I depend
on those who are out there from the different regions to assist me. Much of this
requires a lot of coordination, collaboration, and participation in various activities.
Accordingly, my day in the life of a province
polemarch is extremely busy trying to keep
things balanced and just trying to juggle a
lot to run the business of Kappa Alpha Psi.
As mentioned, I have a very able bodied
board of directors to assist me. We have
some outstanding chapter polemarchs all
around the province. They are all leaders–
leaders who are aware of what our strategic
direction is and what our national goals are.
They are standing ready to assist me, as
they have done over the last eight months,
with all of the national issues, as well as the
regional issues that we have to deal with,
within the Eastern Province.
One of the things that I also wanted to
continue to do is to build upon the good
things that we are doing and to continue
providing that great support to our communities and our local programs in our
different cities and regions. I also have to
become a good fiscal manager to make
sure that I am exercising oversight of our
financial situation within the fraternity,
our resources and the dollars that we have
to support programs like St. Jude, Piney
Woods, and to make sure that we also are
wisely and effectively allocating those dollars to support our fraternity operations
and the programs that we execute.
ENHANCING COMMUNICATION
Again, this is an enormous challenge and
I have other great tasks that are ahead of
me as we approach the Centennial. One
of the things that I have been a proponent
of, and it is part of my administration in
settings some goals, is that I wanted to
make sure I was completely accessible to
the brothers and was able to communicate
with them, so one of the goals at the top
of my list was to enhance communications
within the province. I
wanted to do that
through our website
as well as through
communications sent
to brothers, whether
it is phone, texting,
or email. I also want
to try to be responsive to questions and
issues as they arise.
Some of the other
goals that I have set,
and not necessarily
in this order in terms
of priority, was to
improve the efficiency
and effectiveness of
the province. There
are a lot of things that
we have been doing
great over the years, some things we have
been good at it, but what I would like to
do is take the province entirely from being
just good to being great. Many brothers
have already seen the increased flow of
information, emails, the flow down of information from the Grand Polemarch, from
IHQ, and I have been ably assisted in doing
that by Brother Emanuel Arnold through
our province website. This has been one of
the best things that we have done within
the first few months here in the province-improving the communications.
One of the other things that I wanted to
do was to share some best practices and
lessons learned from various events and
other things that we do within the province.
Too often we do things in a vacuum and we
do not take advantage of our planning for
the future by taking the lessons learned
and mistakes that we have made in the past
and looking at how we can improve our
operations and our events for the future. I
want to put a system in place where we can
improve our operations, have better activities, and better functions within the future.
Again, I am all about improving things for
the future and trying to make Kappa Alpha
Psi, as well as the Eastern Province a better
place.
CHALLENGES AND CONCERNS FOR
THE FUTURE
As I look forward
to the future, I realize that it is not an
easy path ahead.
Communications is
always a challenge
and sometimes a
problem with different things that you
do. I want to stay
on top of that area
and bring on board
some new strategic thinkers within
the fraternity and
within our province—some that
will help enable us
in getting the initiatives and programs
done that I want to accomplish. Bottom
line, I want to build on the collective experience and effort of what we have done
over the last several generations within the
Eastern Province and within Kappa Alpha
Psi. I want to draw upon that expertise, and
ask brothers in leadership to help us stay
focused as we look towards the future and
towards the challenges that are ahead.
REMAINING RELEVANT
I think any organization always has to
think about remaining relevant and showing that we have value in what we do and
what our purpose is. One of the things that
we have to do is make sure that we stay
focused and that everyone is aware of all
of our programs and what we are doing.
We must stay relevant and we must deliver
what we promise.
I also would like to make sure that we
sustain our membership. It is very easy for
us to start losing membership as we transition into the next 100 years, if we do not
keep emphasizing our relevance. We must
continue to attract new and young men
into the fraternity to be a part of what we
have and what this great organization has
done over the last 100 years. In order to do
that, we have to continue to place emphasis on reclamation, sustainment of chapter
activities, chapter programs, keep watch
“It is the time, the effort,
the dedication, and
commitment that is what
I am about and what is
most important to me in
terms of what I want to
contribute to the Eastern
Province and to our
fraternity as
we move ahead.”

on our membership numbers, and also
do what we can to increase the size and
growth of the fraternity and our province as
well. This requires a team effort and I need
eveyrone to be on board with me. We need
to understand what next-level thinking is
about as we make that transition from the
first 100 years to the second century within
Kappa Alpha Psi.
COLLEGIATE GROWTH AND DEVELOPMENT
One of the priority things that I mentioned earlier, is the growth and development of our collegiate brothers. I want to
make sure that we give them a chance to
participate more in the fraternity and the
affairs of the Eastern Province by giving
them more active leadership roles and
more committee positions. One of the
things I said at the very onset, was that
I was going to establish a new position
where I would have a collegiate brother to
serve as my operating assistant, and I have
made that appointment, Phil Marcus of the
Nu Lambda Chapter (James Madison University), which was announced during the
C. Rodger Wilson Conference. This is the first
time that any province polemarch has ever
selected a collegiate brother to be an operating assistant to the province polemarch,
so I am very proud of that and honored to
have someone of his caliber to serve with
me. I think it will be a tremendous learning
opportunity for him as well, and I look forward to sharing my knowledge with him.
In closing, I just want to emphasize that
I am going to give the fraternity and the
Eastern Province the very best of my time
and my talent. I look forward to celebrating
the Centennial just as I hope you will as
we go forward here in the coming weeks. I
have enjoyed my Kappa career, I am enjoying what I am doing now, and I anxiously
look forward to the challenges and all the
great things that we are going to do in the
future. I just want to make sure that we
continue to create the positive atmosphere
we have enjoyed in the past, and that I am
also a positive influence in all that we do.
I also want to ensure that there is transparency in all that we do. Everything is going
to be visible and above board, and in turn I
want the membership of the Eastern Province to support my leadership team, so that
they can help us also to remain relevant.
That way, it is a mutual relationship, and
we are all working together, both leadership and membership as one team, so that
we can be responsive to all the brothers of
the Eastern Province, and also to the
communities we serve. Thank you for the
opportunity to lead and to serve, and I look
forward to continuing this journey of creating inspiration and answering the call to
service as One Kappa.

WINTER 2011 THE KHRONICLE 9
WENDELL MOORE, continued
The handbook also talks about the reason
for a person being an alumni member, is to
help serve the younger brothers.
I think that we need to get the undergraduate brothers to understand the valuable role they play in our existence, the
valuable role they play on the college campuses. If they could just see and dominate
on the college campuses all over America,
so that whenever someone asks, “Who is
your strongest group?” They always say
Kappa Alpha Psi, when people donate
money from major corporations, who do
we give it to? Kappa Alpha Psi. Kappa Alpha
Psi becomes the household name on college campuses, from the administration,
from the student population, from the
communities that the campuses exist in.
It is more than just the red and white, it
is about the service. We are serving the college, the administration, the community,
we are serving the students, this is Kappa
Alpha Psi. When we can conquer and be
the household name, be the number one
choice, that is Kappa Alpha Psi.
You have heard, “Kappa of My Dreams”
by Past Grand Polemarch, W. Henry “Stud”
Greene? It is so beautiful, but it is so true,
it is so befitting of who we are. We have to
get undergraduate brothers to understand.
They do not understand what “the cool” is.
They think the cool is, the red and white,
the shirts and all that. That is not the cool.
There is no such thing as cool. Cool is the
confidence that we have when we know
we are in control, we know we are commanding things, we are confident and it
shows out as being cool because we have
everything under control, and we know
it is happening. That is what it is, but the
undergrads, probably do not understand
it yet, and hopefully they will grasp that in
academia. When they have the grades, they
are the best scholars on campus, in terms of
fraternities and sororities, when they dress
the part—not fitting in with what the signs
of the times is, but dressing and using the
proper etiquette—when the administration calls on them whenever they have a
guest speaker—this is the dream.
When Kappa Alpha Psi is in every corner,
and members of Kappa Alpha Psi are in the
limelight doing what they have to do—not
for the glory and glamour, but because that
is what our mantra is, training for leadership and achievement—we are the people
that they are going to come to. You are
not going to go to someone who is just
anybody, you are going to go to someone
that has a track record of achievement. We
need to get involved with our GLAD program, our CARE program. We need to get
involved with Guide Right, the Big Brothers
Big Sisters Program. This is essential.
I challenge brothers every year with the
Undergraduate Leadership Institute to
return to their college campuses, communicate, and network with the chapters and
brothers who did not come. Make Kappa
the household name. Lift Kappa to the top
where it rightfully belongs and be number
one so that we can truly say, many are
called, but few are chosen. It is easy to be
ordinary, but it takes character to excel, and
excel we must, bringing the true term of
NUPE to existence. Then we can lift undergraduates and alumni up as the Grand
Polemarch says, as One Kappa, and know
that Kappa is where
it rightfully belongs,
number one, and on
the lips and tongues
of everybody as the
achievers, as the best.
That is our Kappa.
When I sit with the
advisors, I challenge
them all the time. I
say, we are the Eastern Province, we are
the benchmark, and in
order to be the benchmark we must prove it.
We must get our guys
on point with academia, we must make
sure all the forms are turned in, we do more
than coach these young men.
You cannot just say you are an advisor,
you become their brother, you become
their father. You become their confidant,
you become their experience, because you
have experienced what they have already
experienced.
Different people come out of the Eastern Province taking the lead. Marvin Carr,
I had him at the Undergraduate Leadership Institute, Charles Sims, and Michael
J.A. Davis. I had the opportunity to go to
different meetings with the Association for
Fraternity Advisors all over America, and I
talked with college greek life associates,
helping to bring back certain chapters that
have been suspended or cut their time in
half. I create camaraderie with the greek
life advisors and find the people that really

want Kappa to be there and petition for
Kappa to be there, to grow Kappa.
But the main thing is to get the undergraduates to understand that they plugged
into more than just a club. They plugged
into Kappa Alpha Psi and it is their responsibility and their duty to maximize their
potential and go to the top as a leader
and that leadership will get recognized for
them, for their family, for Kappa Alpha Psi,
and for our people.
As an advisor, you have to guide and
teach our undergraduates. It is not a thing
as you just being out there and signing off
on undergraduate activities. They take on
your personality, they take on who you are,
so if you succeed, they succeed, if they succeed, you succeed.
A great moment was the last two confidential bulletins. All the other provinces had
incidences with
Executive Board
1, 2, or 3, and the
Eastern Province
had none. That
is priceless. That
means that we are
doing something
right. Also, look at
the Eastern Province membership
that is growing.
We continue to
grow. Where does
this come in at? It
comes in with the
advisors, and the
MOIP chairman, working together at the
national level, province level, and down to
the individual chapters and MOIP Chairman
and advisors.
Advisors play a key role in this because
MOIP is for a season, MOIP is for a few
weeks. But as an advisor, you are advising
all during the time that college is open and
you are advising young men for 2-3 years
of their life, putting a lasting impression
on them. It is a beautiful thing when I see
an undergraduate brother doing well after
graduating from school, and he comes up
and shakes my hand and says, “Brother
Moore, all the things you said are coming
true and the things you told me to do, I
did and they have benefitted me.” That is a
big plus. Everything you do doesn’t reflect
on you. When it comes to Emanuel Arnold,
they talk about Emanuel Arnold the what?
The Kappa. So all the brothers have to realize that once we step outside, people recognize who we are. Anything we do reflects

Intern in his first three years.
Blake also completed coursework to earn
his Master’s Degree from Trinity University
in Curriculum & Instruction. Aside from
his professional track, Mr. Blake serves as
Co-Founder of The Fellaz Inc., which is a
non-profit organization geared toward
back upon our organization, so everything
we do must be correct and headed in the
right direction.
What does it take to be a good
advisor?
You cannot be cheap. We know a lot
of guys come to college and do not have
much, a lot come from single family homes.
You have to treat these guys like brothers,
because they are your brothers. If you go to
province meetings and see young brothers
standing around, and one does not have a
room, drop your credit card on the counter.
We are there, we are already the achievers,
we are setting the example. Or you have
an opportunity to build camaraderie, take
them out to dinner and pick-up the tab.
They are in college, we are not. An advisor
has to be unselfish with time, resources,
and some finances–I am not saying to go
broke, don’t get me wrong.
“Be a true role model
because the impact that
you have upon them will
be the impact that they
have on someone else.”
The Kappa that they know and they
experience now has to be so enhancing,
so good to them, that they will stay with
Kappa after the undergraduate experience.
At Epsilon Sigma, Durrell Clark, the chapter advisor, was a brother that I advised. The
advisor before Clark was Donald Irving. I
was also his advisor, and he was my special
when he came into Kappa Alpha Psi. That
tells me that we are doing something right
because these guys are not leaving Kappa,
they are still participating in the chapters
they were initiated in and they are taking
on leadership roles and continue to keep
the tradition going, and that is a big plus.
Thank you for your time, did you
have any closing remarks?
We all need to continue to remember
who we are, what we do, and where we
are going, and let’s be number one. Let’s
dominate. The world belongs to those who
take it, the world belongs to Kappa. Let’s
take the whole world.
