2006 Balloon & Wine Festival
Wins Regional Awards
The Temecula Valley Balloon and Wine Festival won three first place "Gold Awards"
at the California/Nevada Festivals and Events Association Awards and Convention,
February 22.
The 254-member organization represents event associations, city-run events, convention and visitors bureaus, fairs and festivals in California and Nevada. Competing
against organizations like Fairplex, Miramar Air Show and the Pasadena Rose Parade,
The Temecula Valley Balloon and Wine Festival won first place for their 2006 Marketing Campaign, Media Kit and Rack Card.
All three components were designed and produced by the Festival's marketing firm,
Melody's Ad Works, Inc. Melody's Ad Works, Inc. has promoted the event since 2001.
This is not the first time for the Festival to garner awards in competition. The association has also won International Festivals and Event Association Pinnacle Awards for
marketing, branding and publicity.
"Each year we ask how can we top that? What can we do to improve our event and
make it the premier event in Southwest California," stated the association president
Carol Popejoy.
"These awards from our peers are a symbol of the Festival's commitment to excellence," Popejoy added.
The Temecula Valley Balloon and Wine Festival is celebrating its 24th year June 1-3 at
Lake Skinner east of Temecula. The event features mass hot air balloon launches at
dawn, (weather permitting) Friday and Saturday evening balloon glows, wine tasting
from over 20 premium wineries, and live concerts on two stages. Friday's headliner

The Gas Company offers Businesses
Record-setting $10 Million in Energy
rebates, incentives
Southern California Gas Company (The Gas Company) is encouraging its business customers to apply for more than $10
million in energy-efficiency rebates and incentives reserved
for them in 2007 – the highest level of funding for such programs in its 140-year history.
“These rebates and incentives are only the beginning,” said
Mark Gaines, The Gas Company’s director of customer programs. “Participating businesses save much more money by
using less fuel.”
The Gas Company’s funding for rebates and incentives is at
a record high because energy efficiency plays a critical role
in meeting the state’s energy needs and helping the environment, Gaines added.
Qualifying business customers can take advantage of these
programs by visiting www.socalgas.com/energyefficiency,
calling 1-800-GAS-2000 or contacting their account representatives.
The Gas Company’s energy-efficiency programs for business
and residential customers in 2006-2008 have a goal of saving about 58 million therms of natural gas – enough energy
to serve about 107,000 homes for a year.

Keeping Your Employees and Business Safe
Part 1 0f 3
With the rapid growth in the Temecula Valley, we at the
Chamber thought we’d provide our members with some
step to help keep them, their employees and businesses
safe. The measures described are some basic preventive
measures we hope you’ll find helpful.
Proactive Steps to Increase Security of Your Business:
• Install surveillance cameras, or if you have an existing
surveillance system, test to see that it is in good working
order or install “dummy” type cameras.
• Install an adhesive type height chart near the exit of the
building, which will aid in identifying the height of the
individual.
• Keep purses and personal valuables locked in desks or
lockers.
• Don't use marked "moneybags" that make it obvious to
would-be robbers you are carrying money for deposit.
• Encourage the police to stop by your business and learn
the names of the officers who patrol your business.
• Leave blinds and drapes partially open during closing
hours.
• Make sure important signs stay posted. For example, the
front door should bear signs that say, "Clerk Cannot Open
the Time Lock Safe."
• Maintain visibility throughout the store. Keep all doors
and windows clear of signs and posters that can hinder
visibility. Maintaining a clear field of vision allows people
outside to see inside the store. This fact alone may deter
some potential robbers. Also, keep aisles clear of signs
and displays. Robbers don't like to be observed and the
elimination of hiding places help to ensure they stay away.
• Greet customers as they enter your store making direct eye
contact. This serves two purposes. It improves customer
relations. More importantly, it sends a message to any
person entering the store that they have been recognized.
• Keep the facility well lit. Poor lighting can hamper visibility and can create an environment that may be inviting to
a robber.
• Develop a cash control program. There is no better way
to help prevent a robbery than by keeping the smallest
amount of cash on the premises. No more than $50.00
should be kept in a cash register at any given time. Post
a notice to that effect visible to the public.
• Make bank deposits on a routine basis utilizing either an
armored car service or, if this is not feasible, vary routes
to the bank and times of deposit. Take a second person
along whenever possible.
Books Needed For Our New
Temecula Library
The Temecula Valley Chamber of Commerce, partnered with the Friends of the Temecula Library,
has launched the Partners In Learning program.
This unique program allows Chamber members to
make tax deductible donations to help fill the book
shelves of the new library.
You get to select the books that your donation will
go towards and a bookplate recognizing your company will be permanently placed inside each book
you help purchase.
• If an alarm system is in use, clearly post a warning on the
outside door of the facility. If the facility also has a duress
alarm, do not use it during a robbery unless the situation
is life threatening. Always report a non-life threatening
crime over the telephone.
• Remain alert and watchful for suspicious activity. If a
suspicious person is observed, notify the police. Be cautious about answering questions concerning the facility.
Questions relating to opening and closing times, the
facility alarm system, how many employees are on duty at
any given time, etc., Such questions should be red flags
and should be a warning signals.
• Keep side and back doors locked to prevent undetected
entry. The person in charge of the facility should have the
only keys to these doors.
• Take precautions during opening and closing of the facility. When opening the facility, always have two persons
present. One person should enter the facility and conduct
a visual check and then signal to the other using a predetermined sign that all is okay or another sign that there is
trouble. During closing check all back rooms, restrooms,
and closets to ensure that no one remains in the facility.

“Soaring to New Heights… A New Perspective on Temecula”
Mayor Washington’s State of the City Address 2007
On Thursday, April 5, 2007 Mayor Chuck Washington welcomed
hundreds of local community and business members to the annual
State of the City Address held at Pechanga Resort and Casino.
At this popular annual event, Mayor Washington highlighted the
new and innovative ways the City is working with the community
and keeping them informed. In 2006, the City launched a new
website that includes online agenda reports and access to live or
archived City Council Meetings. Wireless internet communications
were provided in Old Town, and a Process Improvement Team was
formed to improve communication and simplify development processes. In addition, a Police Storefront was opened in the Mall to
offer services such as non-criminal fingerprinting and access to
police reports.
The strong partnerships formed between the City, the Chamber of
Commerce, our schools, businesses, service and faith-based organizations and residents are what make Temecula special. For instance, the City has formed a Business Improvement District which
will assist the Convention & Visitors Bureau, provided funding assistance to Temecula Onstage, Komen Race for the Cure, Fall Car
Show, EDC of Southwest California, Temecula Valley Chamber of
Commerce, and Southwest California Economic Alliance. The City
Council also has an individual Council Member Discretionary Community Service Grant Funding Program that distributes $25,000 per
year to various community groups. The City assists local students
through its Youth in Government Program where students run for
City Council seats and take part in a mock City Council meeting.
The Temecula Achievement Patch (TAP) program helps elementary
school children learn about their local government and the value of
service to the community.
We saw exciting projects completed in 2006 such as the 44-acre
Patricia H. Birdsall Sports Park, our new state-of-the-art public library, a dog park in Redhawk and numerous roadway improvements
that will assist traffic circulation within the city. We took a tour of
Old Town which is booming with lots of new retail, commercial and
housing units.
In 2007 “Temecula Outreach” will be launched. It is a comprehensive effort focused on providing public information and creating
opportunities to educate our residents about local government and
upcoming projects and services. Some of the projects you will be
hearing about are the Youth Master Plan, completion of the Roripaugh Ranch and Wolf Creek Fire Stations, a major expansion at
Abbott Laboratories, Pechanga Parkway Improvements, sphere of
influence and annexation feasibility studies, Redhawk Community
Park improvements & Dog Park, Margarita Dog Park, Roripaugh &
Wolf Creek Parks, and the Temecula Community Center Expansion.
And that’s not all!! Be sure to join us next year as we soar into the
future with plans for a new Civic Center in Old Town, the expansion
of the Promenade Mall, a new hospital, a regional Animal Shelter,
and the French Valley Parkway/I-15 Overcrossing and Interchange.

Southwest California Business Community Works to Secure $195 Million in Transportation Funding
The Temecula Valley Chamber of Commerce, partnering
with the Riverside County Transportation Commission
(RCTC) and other regional business organizations called
upon the Southwest California businesses community this
week to urge state officials to help secure transportation
funding for the region.

“The Chamber is serious about scuring our fair share of funds
to improve our regional transportation nightmare,” stated
Alice Sullivan, President and CEO of the Temecula Valley
Chamber. The California Transportation Commission (CTC),
awarded $195 million dollars of Proposition 1B funding to
Riverside County. Specifically, Riverside County was awarded $157 million to cover the cost of five miles of carpool
lanes on Highway 91 and $38 million to widen Interstate
215 between I-15 and Scott Road. The CTC is responsible
for the allocation of funds from Proposition 1B.
Temecula businesses wrote letters to the CTC urging them
to follow their staff recommendations that included funding for a portion of State Route 91 and to consider the possibility of allocating additional funding for more projects
within Riverside County.
The Chamber, along with other regional business organizations, collected letters via this website over a 24 hour
period and hand delivered the letters to the California
Transportation Commission board members.

Cal State San Marcos Hosts “Fields of Dreams” to Build Athletic Facilities
Held on Saturday, April 14, 2007 at Clarke Field House on Campus
California State University San Marcos will host “Fields of Dreams” a
fund-raising benefit with proceeds supporting the university and its
growing athletic programs on Saturday, April 14, 2007. The event will
be held from 6 to 11pm at the M. Gordon Clarke Field House on campus.
Co-chairing the event will be Bob and Ruth Mangrum and Dick and Jan
Hunter. The evening will begin with a reception, followed by dinner
and dancing.

Dorland Mountain Arts Colony Submits Application to State of California's CCHE
(California Cultural and Historical Endowment)
Quick Fact:
Dorland Mountain Arts Colony is a
non-profit artists community set on
300 acres along a ridge overlooking
the Temecula Valley. The colony covers
about 10 acres with the rest of the
land left in its natural state.
Dorland Mountain Arts Colony submitted an
application to the State of California's CCHE
(California Cultural and Historical Endowment).
Dorland is requesting $1,154,271 to build the
Ellen Dorland Community Center which will
serve the Temecula Valley by providing another
public venue for hosting community cultural
events and corporate retreats.
Dorland desperately needs your help connecting
with State legislators and representatives to
alert them to our request for funding and hopefully to elicit support for funding.
Dorland provided on-site art classes before the
fire. Since the fire, Dorland is currently providing
off-site art classes for at risk youth primarily at
Oak Grove Institute. Additionally their current
off site 2007 programming offers art classes to
seniors residing in assisted living facilities.
Fund raising efforts include: the 7th Annual
Art and Music Walk in the Vineyards scheduled
for May 6, and two benefit concerts August 26,
2007, at the Old Town Temecula Community
Theatre, performed as a gift to Dorland by Mason Williams of Classical Gas and Smothers

Film & Musical Festival
2006 Film wins an Academy Award
If you haven’t heard, the Temecula Valley International Film and
Musical Festival’s 2006 Opening Night Short Film Presentation won
the Academy Award for Best Live Action Short Film. This film, West
Bank Story, is a musical comedy about David, an Israeli soldier, and
Fatima, a Palestinian fast food cashier - an unlikely couple who
fall in love amidst the animosity of their families' dueling falafel
stands in the West Bank. Tensions mount when the Kosher King's
new pastry machine juts onto Hummus Hut property. The Palestinians ruin the machine and the Israelis respond by building a wall
between the two eating establishments. The couple professes their
love for each other, triggering a chain of events that destroys both
restaurants and forces all to find common ground in an effort to
rebuild, planting a seed of hope.

Highlights
Tradeshows and Media Events—The Bureau participated in 10
Industry Tradeshows and Media Events through a number of organizations such as the California Travel Industry Association,
Hospitality Sales & Marketing Association International, California
Society of Association Executives and California Travel and Tourism Commission. Gaining exposure through this form of event
marketing has proven to be beneficial and necessary in order to
reach specific target market segments.
Strategic Marketing Plan—The highly anticipated Strategic
Marketing Plan was unveiled in December by Carl Ribaudo of the
Strategic Marketing Group. The plan’s fruition came from comprehensive interviews with prominent business owners and managers within the Temecula Valley community, extensive research and
expert industry knowledge from the Board of Directors. The total
Media Plan includes nearly $425,000 in funds to market the Temecula Valley as a premier, top-tier tourism destination.
Familiarization (FAM) Tours—FAM Tours are an effective way to
“show off” the Temecula Valley as a premier destination. The Bureau was a partner in 8 FAM Tours and entertained such groups as
Disney, San Diego Concierge, the Travel Café and the California
Outdoor Writer’s Association.
Media Buys—The Strategic Marketing Plan identified geo-targeted marketing and advertising opportunities through appropriate media sources in Southern California (LA and OC), Northern
California and outside California, secondarily. Marketing efforts
have been achieved through Local Media; Regionally; Newspapers;
Southwest; Statewide; Wine and Golf; the Meetings Market; and
Online.
Mixers—In 2006, the Bureau partnered with special event groups
to offer Mixers for the membership, including the Hot Summer
Nights Mixer and the Temecula Valley International Film & Music
Festival Movie Screening and Post Mixer.
Special Events & Tourism Promotions—Efforts to help foster
community special events were a main focus of the Bureau, as
well as promoting the region to event-attending visitors. Personalized letters, postcards, sample itineraries and visitor guides
were sent to pre-registered guests of many 2006 events, in hopes
to proactively familiarize visitors with the region and entice them
to extend their stays. The Bureau marketed over 400 special events
throughout the year.
Quarterly Meetings—Keeping members informed of the many
features and benefits of the Temecula Valley is a goal of the Bureau. Holding Quarterly Meetings at unique, new and enhanced
locations helps to build strong community partnerships. Another
goal is to nurture community tourism businesses by offering annual specialized training to encourage exceptional customer service throughout the Valley.
Branding/Publications—Getting the right message across with
consistency and continuity was a primary focal point for the
Bureau. The development of clean, appealing imagery with eyecatching colors was utilized in all brand collateral and messaging.
New marketing material was created with the Travel, Meeting and
Event Planning Guide as well as improvements and enhancements to the Visitors Guide and Tri-fold Rack Brochure. The brand
message was also carried through in the Bureau’s first pop-up
display.
Year-To-Date Statistical Data—In 2006, forty thousand visitor
guides were distributed to prospective visitors, community businesses, leisure and group inquiries, handed out at tradeshows
and FAM Tours and placed in a majority of hotel guestrooms in the
Temecula Valley. The Bureau received over 23,500 tourism-related
phone calls, over 19,500 walk-ins, 657 website-produced room
nights and generated over $91,000 dollars in hotel room revenue.
Email & Postcard Campaigns—A direct mail campaign was
launched, sending 9,000 scenic postcards to the Meetings Market,
the Film Industry and Travel/Trade Writers, as well as an Email
program that electronically sent more than 1,500 emails with a
call to action to visit the Temecula Valley.
Hotel Occupancy—For 2006, hotel occupancy in the Temecula
Valley averaged 72.5%. Comparing occupancy percentages with
surrounding segments, the Temecula Valley was consistently higher than North San Diego, Newport Beach and Dana Point, Palm
Springs, Santa Barbara, Napa Valley and California in general.
The average room rate for the Temecula Valley was $102.21 and
the revenue per available room (or RevPar) was $74.09.
Board of Directors—The 2006 Board of Directors for the Bureau
was, and continues to be, a dynamic group of individuals who represent key tourism entities within the local community. Their guidance, expertise, dedication and action-oriented methodology has,
and will continue to take the Bureau to new heights and elevate
the Bureau’s reputation as a premier tourism marketing agency in
Southwest California.
2007—As you can see, 2006 was a pivotal year for the Bureau.
With our strong leadership team and all of our key components
in place, we are geared up for the challenge to take our brand to
the next level and grow our community together. With our now $1
million budget, we will continue to strengthen our position through
advertising, marketing, tradeshows, FAM tours and special event
participation. Building our brand includes launching our new Visit
Temecula.info retail and visitors center, hiring additional Public
Relations and Marketing staff and acquiring our own office space.
Thank you to those who have been an integral part of the Bureau
and for believing in the vision of making the Temecula Valley the
place you want to be.
