place Thursday, April 5 at Pechanga Resort &
Casino. Mayor Washington will recap 2006 accomplishments and set our sights on projects
for 2007. The event will begin at 7:30 AM with
a breakfast buffet. The presentation will begin
at 8:00 AM. Reservations are $35 per person or

TVCC Partnership with the Friends
of the Temecula Library
The Temecula Valley Chamber of Commerce is pleased to announce that
it is partnering with the Friends of the Temecula Library on a very unique
project that will benefit you as a member of the Chamber and at the same
time, help fill the shelves of our new Temecula Public Library with books
that the entire community will enjoy. This project has been named Partners in Learning.
Here’s how it works. You, as a Chamber member, select the general type of book, or books that you would like
to have added to the shelves of the new library. You then select and amount that you wish to donate to The
Friends of the Temecula Library and each book that is purchased with your donation will have a bookplate
permanently attached to the inside of the book recognizing your contribution. You might want to choose a
category that will appeal to a specific audience that would like to know more about your business. All donations are tax deductible.

California Awards for Performance Excellence (CAPE)
The California Council for Excellence (CCE) has named Altura Credit Union and its affiliate
company, Auto Expert Brokers of America, LLC, as separate Silver-level award recipients in the
2006 California Awards for Performance Excellence (CAPE) program. CAPE is the state-level
affiliate of the Malcolm Baldrige National Quality Award. This is the third time Altura has been
recognized with a CAPE Award; the first for Auto Expert.
The CAPE award emulates the Malcolm Baldrige National Quality Program at the state level by
recognizing California organizations that demonstrate continuous improvement and superior
performance in seven key business areas, including: leadership, strategic planning, customer

Temecula Celebrates new State-of-the-art Public Library
A Place to Learn; A Place to Explore; A Place to Discover
December 14th marked the joyful grand opening celebration of the new
$18 million, 34,000 square-foot Temecula Public Library. The beautifully designed facility is located at 30600 Pauba Road. Overlooking the
Ronald Reagan Sports Park, this location offers a wonderful panoramic
view of the city. This new library is the largest library in the Riverside
County system.
We encourage our local businesses and their employees to utilize the library as it provides various types of business and research information.
Businesses have reported that the library contributes to the success of
their businesses and having access to a public library provides a positive impact on their operations. Business owners can save money by
getting information (economic data, government regulations, legal and
technical information, as well as information on management, marketing and sales) from the library. Over 80,000 books can be found with a
core collection of business oriented materials that is currently available
and will continue to be expanded.
One of the many highlights of this building’s design is the incorporation
of state-of-the-art technology, including 60 public high speed Internet
access computers. The fiber optics connection installed by Verizon allows internet users to surf at light speed.
The Temecula Public Library has a large community room with over
2,000 square feet. This space accommodates 200 people in lecture
style and will allow for special events, programs and large civic meetings. The Community Room is equipped with video-conferencing and
webcasting capabilities to enhance educational, cultural and commerce goals well into the 21st century. A small kitchen adjacent to the
community room is available for catered services.
Other features which make the library attractive to local businesses include the Grace Mellman Heritage Room which provides an ideal place
to hold board meetings of groups up to 12 people. Portable teleconferencing equipment is available and can be moved from room to room.
The library serves as a community center as well as an information and
technology center bringing people together for various purposes including meetings, book discussion groups, and special events.
One of the first programs offered includes Temecula Reads! This is
a program enjoyed by many cities where, for a brief period, residents
all read the same book at the same time. The Friends of the Temecula Library has chosen Ray Bradbury’s book, Fahrenheit 451 as our
winter read. The program will run from January 14 through through
March 18th when there will be a “Final Say” about the book by some
special guests. All residents of Temecula are invited to take part in
these discussions as well as many other scheduled group discussions
during the two month time period. For more information, please call

A Lifetime of Achievement for Joan Sparkman
If you live in the Temecula Valley, you more than likely
have heard the name Joan Sparkman. If you haven’t met
the lady, then maybe you’ve driven down one of the three
streets named after her in the Valley or dropped your child
off at Sparkman Elementary. In the almost forty years
Joan and her husband Will have lived here, Joan has made
her mark on the community.
As Joan and Will began to raise their children in Temecula,
John decided to get more involved with education and was
elected as a member of the school board. At that time, the
district was in its infancy and there was much planning
to be done.
The board had to envision the future of Temecula and plan
for its growth and education needs. They determined the
size of lot needed for each school and then worked with
developers to purchase plots in future communities. And
today, more than 30 years later, the school district has just
used the last of these plots of land.

This is just one story of many about Joan and the countless
projects she has been involved with. This is why Joan was
honored by the Temecula Valley Chamber of Commerce
in 2005 with the Lifetime Achievement Award. This is a
special honor the Chamber only elects to award when
someone really stands out in the community; someone
with good character, whose longevity of volunteerism and
dedication to the community shines bright.
“Temecula is full of people with a vision for the future,”
said Joan. “How I’ve accomplished things in the community is not by myself, the people you gather around you are
the most important thing.”
“You must set goals,” continues Joan. “And keep moving
when challenges arise. If you’re going to take something
on, you must follow it through to the end.”
In the city of Temecula, if Joan Sparkman calls, you take
that call. When asked how a person achieves this type of
clout in a community Joan answered, “Time.”
“To be respected, you must prove you are dependable,”
said Joan. “Knowledge is never fast, it takes time and
patience.”
Taking time and patience to see something through to the
end is also how Joan makes her garden grow. Gardening has been a long time passion of Joan. She remembers
teaching Sunday school and on the first day having her
students plant a white bean. Each week they would eagerly come into class to see how their plant had grown.
She enjoyed teaching the children that if you continue care
and nurture for something, it will grow.
Joan Sparkman is a remarkable woman. Her love for her
family and community has helped shape Temecula into
the model city it is today and made it the envy of many
growing communities. Joan has no intension of slowing
down, her involvement for the new year include the hospital project on the 79 South, and expansion of the Rancho
Springs Hospital, developing an education center, the Inland Valley Expansion and the Western Center for Archaeology and Paleontology in Hemet.
Joan is the Senior Vice President of Community Relations at the Temecula Valley Bank. She and her husband
Will have been married 54 years. They have 2 children, 2
grandchildren and 1 great-grandson.

The Strategic Marketing plan that was revealed in
December outlined specific target market media
buys for 2006—2007. Here is a sample of some of
the publications that the TVCVB will be advertising
in, to increase brand awareness.

Temecula, Ca — The Board of Directors of the Temecula Valley Convention and Visitors Bureau has approved a marketing plan that is
projected to boost revenue at area hotels and motels by at least $4.7 million over the next five years.
The projection was part of an 84-page marketing plan put together by Strategic Marketing Group of South Lake Tahoe that will serve as
the blueprint for the bureau’s efforts to brand and market the Temecula Valley as a rich and diverse tourist destination for the estimated
25 million people who live in Southern California and the thousands of business travelers who flock to the region each year.

distributed throughout the region to top businesses
who regularly plan meetings.
• 1/2 page ad in Association News Magazine; One of
America’s most-read magazines for State and Regional Associations.
• The TVCVB increased the size of advertisement in
Westways Magazine. The original Ad was 1/6 of a
page for 2005—2006 and, along with additional
TID funding, the current running ad has increased
to 1/3 of a page. Along with additional participating
Temecula businesses placing concurrent ads, this
should contribute to an increase in brand unity and
brand recognition for the region.

“The plan clearly shows that a key priority for the Bureau is focusing on boosting tourism and convention business on weekdays. This
will have a significant impact on the Valley’s lodging sector as well as other tourism partners,” said Denis Ferguson, 2007 TVCVB chairman. “None of this would have been possible without the support of the city, local lodging industry and countless volunteers who worked
tirelessly on committees helping to set the stage for this marketing document.”
The five-year revenue projection calls for more aggressive increases in occupancy and average daily rates in local lodging properties.
Based on those assumptions, CVB marketing efforts would bring in an additional $4.7 million a year to Temecula Valley hotel and motel
operators. That means for every $1 the bureau invests in marketing, $7.90 would return to the local lodging industry, the report said.
The growth assumptions are very conservative and could understate actual performance of the region, explained Carl Ribaudo, SMG
owner and founder.
With most Temecula area rooms sold out during weekends, the Bureau plans to bolster midweek occupancy rates by targeting independent travelers interested in vacation getaways and group and business travelers who may not be aware that the Temecula Valley is a
convenient destination that offers a wide range of activities.
“...a 5 point increase in mid week occupancy could lead to approximately $2 million plus in lodging revenue alone,” the report stated. “This
in turn should also stimulate demand and revenues for the other parts of the tourism economy within the greater Temecula Valley area.”
The Temecula Valley Visitors & Convention Bureau is a non-profit organization that is the first in Inland Southern California to use a
marketing assessment fees rather than taxpayer money to market the region.
