Abrams Abrams CA Health Insurance Agency The Laguna Niguel Chamber of Commerce has proven to be an excellent catalyst for business growth in our community, and I would like to continue to expand both our membership as well as our influence within the city as a whole. Inviting others to attend meetings, mixers, focus groups and educational luncheons will grow and strengthen the organization. I have been overjoyed at the number of attendees at our important events. For instance, our last Government Affairs Meeting we saw record attendance and a warm welcome to State Assemblywoman Mimi Walters. I couldn't have felt more pride in the support shown for our community. Another great turnout was at our Connect 4 Lunch at Tastes of Greece. With over 25 members joining together and sharing creative ideas on promoting our businesses via social media; we all walked away with new and exciting ways to expand our networking potential. You run a successful operation. You put your heart into your business to provide services and products to the public and a living for you and your employees. Yet in a matter of minutes, years of hard work and dedication can be sabotaged by a criminal act of theft, burglary, or workplace violence. No one knows your business practices and physical settings better then you and your employees, which makes you the security expert for your company. Part of smart policing involves an understanding of the criminal mind. Beginning the first day of the academy, deputies are taught to examine past criminal behavior in order to better prepare for future criminal acts. Deputies and Investigators spend hundreds of hours throughout their careers training to respond to criminal threats. The most effective way to make deputies understand criminal behavior is to place them in the position of the criminal during role playing exercises. From hiding in a building as other deputies’ search, to running from a mock shooting location while other deputies canvas the area, deputies learn a great deal from their decision making, observations, and instinctive actions while playing the “bad guy.” How easy is it to break into your business and how long will it take a burglar to reach critical items? How easy is it to defeat your alarm system? How easy is it for an armed robber to gain free access into your business during business hours? Where are the safe hiding places in your building in case of a violent workplace event? How secure is your computer network and what information can be pried out of a stolen computer from your office? How much can a burglar or a robber planning an operation see about your day to day actions? Does your business present an easy target to a burglar during dark hours? Does your staff follow security procedures that are put in place for perimeter and internal operation security? Answers to many of the above questions can be found through simple role playing and internal “detective work” by you and your staff. Take a few hours every month to challenge your physical and internal operation by playing the role of a criminal. Walk around your business at night to see what a criminal would see while everyone is away. Test your alarm system from different entry points. See how long it would take you to critical items once inside the location. Walk through your parking lot and see how many employees leave items in plain view inside their vehicles. Contact your own business and try to obtain critical, personal, or banking information over the phone or via email. The role playing “criminal” behavior possibilities are endless. Unfortunately, real criminals have hours to devise criminal plans. A small contribution of your time to role play such acts will teach you and your organization how to better protect what you have worked so hard to build. From adding lighting, changing alarm coverage, and better securing critical assets, to re-training personnel about information release, making your operation tougher against crime will benefit you, your customers, shareholders, and the community. Erika Frank, vice president and general counsel for the California Chamber of Commerce, says many changes are small. But ‘the totality of them’ … is substantial.’ Here is a rundown of some of the noteworthy changes: HIGHER MINIMUM WAGE In September, Gov. Jerry Brown signed AB10 into law to raise the minimum wage in California to $9 an hour from $8 beginning July 1. The rate will jump again to $10 an hour in 2016. Labor unions cheered the move as a much-needed boost for many low-wage workers who struggle to support themselves and their families. As of late 2012, more than 45,000 workers in Orange County received less than $9 an hour. But the change was not as well received by many in the business community, who argued that the wage increase will drive up costs for employers and could cost jobs. workers’ family members. The changes were part of a number of new immigrant protections Gov. Brown signed into law in October, including a measure, AB60, that will allow undocumented immigrants to receive driver’s licenses. STRONGER WHISTLE-BLOWER LAWS Gov. Jerry Brown also signed into law SB496, which aims to stop employers from retaliating against workers who report or may report on potential workplace violations. The new policy aims to protect employees who report on suspected wrongdoing to authority figures or employees who probe and try to correct workplace violations. CRIME VICTIM, CARETAKER BENEFITS Some changes will benefit employees who take time off. A pair of laws will increase protections for crime victims who miss work, while another law expands paid family leave benefits for people caring for ill relatives. SB770 broadened qualifying family members to include sick grandparents, grandchildren, siblings or parents-in-law. “We were very disappointed in the signing of the minimum wage bill,” said Bryan Starr, senior vice president of government affairs for the Orange County Business Council. “It creates a timid hiring environment for employers. The Legislature should have waited until unemployment rates were below 5 percent.” Orange County’s unemployment rate dipped to 5.6 percent in November. California’s is 8.5 percent and the nation’s is 7 percent. Separately, SB400 requires employers to provide time off to victims of stalking to allow them to appear at legal proceedings and seek treatment. Those protections had applied only to domestic violence and sexual assault victims. The new law also prohibits employers from discriminating against a worker who has been a victim of stalking, domestic violence or sexual assault. Restaurants rely heavily on minimum-wage workers and could bear the brunt of the hourly wage increase. Jim Walker, who owns The Bungalow in Corona del Mar and a restaurant in Long Beach, said the new law means additional costs beyond raising the lowest wages, including higher taxes and Social Security costs. He expects annual costs at his two eateries to climb $118,000 in total as a result of the higher minimum wage. AB1309 will limit the ability of professional athletes to file workers’ compensation claims in the state. Backed by the National Football League and other professional sports groups, the law mandates that only athletes who played at least two full seasons in the state can file claims based on brain trauma or other injuries suffered during their careers. “There are other costs that people don’t even comprehend,” said Walker, who also is president of the Newport Beach Restaurant Association. “What a lot of restaurants are doing is cutting people back to part-time; they’re becoming automated.” AB241 extends overtime pay to in-home workers who work more than nine hours a day, or beyond 45 hours a week. The landmark decision protects professions including nannies and housekeepers. IMMIGRANT WORKER PROTECTION State lawmakers made several changes designed to help immigrant workers. Among them is AB263, which penalizes employers with fines or criminal charges for reporting or threatening to report workers to immigration authorities. Another measure, AB524, broadens the definition of extortion by including threats to report an individual’s immigration status to authorities.
