In collaboration with the African American Leadership Forum's Investing in the
Core—Summer in the City 2014, the Public Art Foundation celebrated Oakridge
Neighborhood's multi-cultural and diverse character through an educational
project focusing on temporary public art.
In this urban neighborhood, two groups of youth, ages 5 to 18 years, learned
creative skills and visual art techniques. The artist Jordan J. Weber led tutorials
on wheat pasting, graffiti, and home made marker making. He introduced
temporary public art projects to this group of inner-city youth. Topics on civil
rights, nonvioLent black power leaders, and environmental sustainabititywere
integrated into the program.
The project was funded by donations from G. David Hurd and Cynthia
O'Brien to the Greater Des Moines Public Art Foundation.

The agreement to advance a public
art concept for private property in the
central business and financial district
of downtown Des Moines was fulfilled in
March 2015. The Public Art Foundation
provided consultation throughout the
selection process and launched of
an international call for artists. The
project, called "515 DSM Public Art,"
was developed for an estimated fivemillion dollar public art commission.
The selection process was organized
in three phases over a 10-month
period..From a successful open call
for artists," the selection committee
reviewed 136 applications representing
41 states and five countries. After
discussion and careful consideration,
the project was postponed because of
external circumstances. Nevertheless,
the review process reflected the
potential for future participation of the
corporate and private sectors. Four
of the 11 individuals on the selection
committee, Jeff Fleming, Paul Mankins,
Anastasia Polydoran, and Ted Stuart,
were standing or emeritus members
of the Public Art Foundation's Board.
ABOUT OAKRIDGE NEIGHBORHOOD
Oakridge Neighborhood is an apartment community to over 1,000 residents
from diverse ethnic and cultural backgrounds. Over 51% of Oakridge residents
are youth ages 0-18 whose average family income is $8,526 per year. 98%
of families are headed by a single parent and 95% fall below federal poverty
guidelines. 55% of residents are individuals of refugee status and on the
campus 16 countries are represented and 24 languages spoken.

In July 2014, the Public Art Foundation
revisited a grassroots effort to address the

location was identified and the concept design for Wading Bridge was chosen

over the water—but in the water—as the design of the center section of
Wading Bridge will be submerged underwater.
Wading Bridge was funded by the Public Art Foundation, National

Endowment for the Arts and Iowa Arts Council, the Iowa Department of
Cultural Affairs. It was organized by the MPO and Public Art Foundation, in
partnership with Water Works Park Foundation. The DNR, Department of
Natural Resources, guided the science, ecology, and historical themes of
community engagement.
Wading Bridges proposed two wading bridges that crossed the Racoon River
through the water. Mounted to each shore so that the crossing sits threeinches underwater—only the bridge's metal railings, alarms length on both

In Late March 2015, the artist Kerry James
Marshall traveled to Des Moines fora firsthand

The work of art was commissioned in 1978 by the Civic Center
Education
of Greater Des Moines, with a matching grant from the National
Endowment for the Arts and donations from local sources.

island in the city surroundings with a large pool of water along one
side. The project was inspired by the fictional character Robinson
Crusoe's hand-made umbrella, the first object made by the castaway
and one of the few he took away with him when he was rescued.
Consistent with the artists' desire to originate the umbrella
in plant forms, one of their first models was made of sawed-off
branches from their Christmas tree. The concept developed into
flat segments with organic contours overlapping one another.
Today we see the sketetat shape of a huge, opened umbrella,
reclining mysteriously on the concrete plaza, painted the deep
