The City is seeking a professional consulting firm experienced with the Atlanta Regional Commission’s (ARC) Livable Centers Initiative (LCI) program to undertake the preparation of a study primarily focused on the east side of downtown Newnan (See Attachment B). The primary purpose of the Newnan Regional Town Center study will be to develop innovative solutions for future land use, development patterns, transportation connectivity and circulation, alternative means of transportation, economic development, redevelopment and housing. Please note that the contract for this RFP is contingent upon receipt of funding from the ARC/GDOT’s LCI program. The ARC’s DBE goal is 15.8%. BACKGROUND The proposed study area is focused on Newnan’s historic downtown and the neighborhoods located to its east. The ARC has identified this area as a Regional Town Center on its Unified Growth Policy Map (UGPM) and the City feels there is a need to study this area given the potential for redevelopment and the need for transportation related improvements. In addition, the study area is located within an Equitable Target Area: Medium ETA Concentration. The study area encompasses approximately 337 acres. Existing land uses within the study area consists of a mixture of commercial, industrial, residential, historic properties, recreational, and governmental facilities. Possible sites for future redevelopment include: • • • • • Former Hannah Homes site (Jefferson Street) The old Newnan Hospital campus (Jackson Street) Industrial Properties on Augusta Street Commercial and industrial properties on Andrews Street Caldwell Tank Site (East Broad Street) Other noted destinations and activity centers within the study area include: 2 • • • • • • • • • • • • • • Newnan City Hall Historic Coweta County Court House Wadsworth Auditorium/Municipal Building Portions of the College-Temple NR Historic District and Cole Town NR Historic District The Downtown Newnan NR Commercial Historic District Newnan Lofts Greenville Street Park CJ Smith Park African American Heritage Museum Carnegie Library Coweta County Administration Building Coweta County Justice Center Berry Avenue Mill Village Historic Newnan Train Depot The Newnan Regional Town Center study will address and advance the Livable Centers Initiative program goals by developing creative solutions that encourage a diversity of land uses, providing access to alternative and traditional transportation improvements, promoting the involvement and inclusion of all community members, increasing the attractiveness of redevelopment opportunities, preserving the uniqueness of local historic elements, detailing appropriate transportation policy and regulatory modifications, outlining a transportation investment program with incentives that will identify specific projects, and supporting planning initiatives that are consistent with local and regional partners. SCOPE OF WORK The scope of work will involve three major tasks: Task 1 – Public Involvement Task 2 – Develop a Study Task 3 – Prepare Project Deliverables The consultant shall furnish all labor, materials and services required to conduct a complete Livable Centers Initiative (LCI) study as specified in Attachment “A”. The selected firm must show that it can conduct the study and deliver its results and recommendations, including the list of deliverables on or before May 15, 2014. The final product shall include a single unbound color copy and twelve (12) printed and bound color copies along with an electronic copy of the document and graphics. All contents, graphics, maps, products, etc. generated by this project will become the property of the City. The City will forward the required number of copies to the ARC. 3 BUDGET The Budget estimate for this project is $150,000, which is broken down as follows: Task 1 – Public Participation Task 2 – Prepare Study Task 3 – Deliverables $ 20,000 $110,000 $ 20,000 Total Cost $150,000 Please note that the budget estimates listed above are preliminary and actual costs by task may vary so long as the contract value does not increase. ABOUT THIS DOCUMENT This document is a Request for Proposal but the lowest price proposed does not guarantee an award recommendation. Competitive sealed proposals will be evaluated based on criteria formulated around the most important features of the service. The proposal evaluation criteria should be viewed as standards which measure how well a firm’s approach meets the desired requirements and needs of the City. The City will thoroughly review all proposals received. The City reserves the right to select and subsequently reward the proposal which best meets its required needs, quality levels, and budget constraints. RESPONSE REQUIREMENTS 1. Each proposal should include at a minimum the following information: • • • • • • • • • 2. History of firm and resources Key personnel/qualifications and percentage of time key staff will be assigned to the project Proposed subcontractors and their qualifications Project Approach LCI experience, including specific projects completed by the firm Experience working with transportation and downtown design projects Current workload References Fee proposal If partnering with other organizations, documentation affirming that partnership shall be included as part of the RFP. 4 INSTRUCTIONS, TERMS, AND CONDITIONS A. Instructions for Submitting RFPs Interested parties must submit one (1) original and five (5) copies of their proposal and all relevant documentation no later than 10:00 a.m. Tuesday, May 14, 2013. Proposals submitted after the 10:00 a.m. deadline will not be accepted; no exceptions. Submissions shall be placed in a sealed envelope marked “LCI Consulting Services,” and delivered to: Cleatus Phillips, City Manager City of Newnan 25 Lagrange Street Newnan, Georgia 30263 Proposals may be submitted by mail, common carrier, or delivered in person. Electronic (fax or e-mail) proposals are not acceptable. The City shall not be responsible for proposals which are not properly addressed or directed to any other department. Proposers are cautioned that any documentation submitted with or in support of a proposal will become subject to public inspection under the Georgia Open Records Act. Labeling such information “Confidential” or “Proprietary” or in a similar manner will not protect this material from public inspection upon request. All proposals become the property of the City and shall not be returned to proposers. Copies of the Request for Proposal may be picked up at 25 LaGrange Street or requested by email. They are also available on the City’s website at www.ci.newnan.ga.us. Cost of Proposal This Request for Proposal is not to be construed as a contract or as a commitment of any kind; nor does it commit the City of Newnan to pay for any cost incurred in the submission of a response or for any cost incurred prior to the execution of a formal contract. 5 C. Evaluation of Proposals Awarding shall be based upon, but not limited to, the factors listed below, not necessarily in the order of their importance: • • • • • Quality of the proposal Experience and availability of key staff assigned to the project Fee proposal Experience working with LCI studies or similar projects Project Approach If a proposal is accepted, the successful respondent will be required to enter into a contractual agreement with the City. All contracts will be reviewed and approved by the City Attorney and the ARC prior to execution. D. EVALUATION CRITERA ASSESSMENT A committee will review and evaluate all proposals. A “short list” of qualified firms will be established and interviews will be conducted to allow proposers to elaborate on their qualifications, experience, and project approach. During the evaluation process, the City may request additional information to further assist in assessing a proposal. Upon completion of the interview process, the committee will make a recommendation to the City Council. Final notification of the selected firm will be given by e-mail or telephone. E. RESERVED RIGHTS The City reserves the right to accept or reject any and/or all proposals, to waive irregularities and technicalities, and to request resubmission. Any sole response received by the first submission date may or may not be rejected by the City, depending on available competition and timely needs of the City. The City reserves the right to award the project to the respondent that is most advantageous and in the best interests of the City. The City shall be the sole judge of the proposal, and the resulting negotiated agreement that is in its best interest and its decision shall be final. Additionally, the City reserves the right to make such investigation or to request clarifications, as it deems necessary, to determine the ability of any respondent to complete the project. 6 F. GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT The City is subject to the requirements of the Georgia Security and Immigration Compliance Act. Accordingly, the requirements of O.C.G.A §13-10-91 and Georgia Department of Labor Rule 300-10-01-02 will apply to this project. Compliance with these requirements shall be attested by the execution of the Contractor Affidavit attached hereto. In the event the contractor employs or contracts with any subcontractor(s) in connection with the project, the contractor shall secure from such subcontractor(s) attestation of the subcontractor’s execution of the Subcontractor Affidavit attached hereto, which shall also become a part of the awarded contract and also a part of the contractor/subcontractor agreement. Failure to comply with this act/rule will result in the rejection of the RFP and/or termination of any awarded contract where it is subsequently determined that there has been a violation of any provision of the Act or its implementing rules and regulations. 7 8 9 10 Georgia Security and Immigration Compliance Act of 2006 The City of Newnan complies with the requirements of O.C.G.A. 13-10-19 and requires that all contractors and subcontractors comply with Rule 300-10-1-.02 as a condition of awarding contracts. 1.
