authority, the proceeds of such condemnation shall be used by the Council of the
City of Newnan as hereinbelow provided.

Such proceeds referred to above in Paragraphs (a) (1) and (2) derived from
insurance, sale, and/or condemnation of said premises shall be reinvested by the
Council of the City of Newnan in other suitable property to be used as a Co~federa~~
Musewn and a meeting place for the United Daughters of the Confederacy as origina111y
intended for the premises at 5 Perrlj Street.

Council of the City of Neuman has been established on said premises, or if the
Trust established by First Party pursuant to paragraph A.3. is deemed inadequat
by said Council then the Conveyance or said property to the City of Neuman by
First Party shall become void and said pro~erty shall thereupon become the

Newnan Housing Authority requesting certain street work.
1.
Camp and Center Streets to be paved, curbed and guttered with a 50 foot
right of way from the intersection of these streets with the West side of Boone
Drive back to the Housing Authority~ West property line and the grades on these
streets to be lowered where they cross the West property line

Renewal Project #L If the City proceeds with phase 1 of the Urban Renewal program
then this work would be automatically done.
In the event the City does not
go through with phase 1 of the proposed Urban Renewal program then the City
would complete the fOllowing work by the time the project is ready for occupany which will be approximately 18 months from now.
These items are:

Abandon Walker Street from the east side of Ida Street to where Walker
St. deadends at the east end. Connect the proposed North-South project
street with the south end of Long Mitchell.
2.
Install Ida Street as per our drawing dated 6/6/63, coPy of which is
attached. (to be found in City Manager's office) To do this would require
the City to do some condemnation and to acquire extra frontage on the
west side of Ida Street and to rework the grades at the intersection of
Reynolds and Ida Street and Walker and Ida Street to conform with our
proposed grade in Ida Street.

The south end of Ida Street can be left as is, or widened to conform
with the rest of Ida Street, at your discretion as this will not interfere with our proposed layout.
State in your letter that ff.e grades which would be established for Ida
Street have the approval of the appropriate City official. This officid
can be either the Mayor and Council, the City l~anager, or the Superin-tendent of the Street Department as the case may be.

Planning Commission, is hereby created and established as authorized by Georgia
Code Annotated 69-12, et seq., as amended, and said Planning Commission shall

be organized and empowered as follows:

Section l! Membership. The Chatahoochee Area Planning aad Development

Commission Shall consist of two members from each of the counties participating

in the area planning commission.
Of the said two members from each county, one

shall be appointed by the governing authority of the municipality wherein the

county seat is located (or by the governing authorities of participating
municipalities within said county) and the other member shall be appointed by
the governing authori ty of the said county.

Section 2. Term of O,tfice. The term of office for all members shall be

of the Cit y of Newnan, Georgia shall be for a term of one (1) year. Any vacancy

Section 3. Organization, Rules, Staff and Finances. The Commission shall

elect a Chairman and Vice Chairman from among its appointive members. The term

of office of the Chairman and Vice Chairman shall be for one (1) year or

until re-electee or their successors are elected. The Commission shall

appoint a secretary who may be an employee of the Commission. The Commission

shall mmet at least once each month at the call of the Chairman and at such

other times as the Chairman or Board may determine, shall cdopt rules for
II
the transaction of business and shall keep a record of its resolutions, trans!i
actions, findings, and determinations, which record shall be a public record.
The Commission may appoint such employees and staff as it may deem necessary for
its work. In the performance of its duties, the planning commiEBion may
cooperate with, contract with, or accept funds from Federal, State, or local
public or semi-public agencies or private individuals or corporations, may spend
such funds, and may carry out such cooperative undertakings and contracts.
It may make expenditures for the purchase of required equipment and supplies.
The expenditures of the Commission, exclusive of gifts to the commission and
contract receipts, shall be within the amounts appropriated for the purpose
by the.participating governing authorities.
Section 4. PQJ£rs and Duties. It shall be the function and duty of the
Commission to make such careful and comprehensive surveys and studies of
eXisting conditions and probable future developments and to prepare such plans
for physical, social, and economic growth as will best promote the public health
safety, morals, convenience, prosperity, or the general welfare as well as
efficiency and economy in the development of the entire Newnan Georgia area
and each political subdivision therein. In general, the Commission shall have
such powera and duties and responsibilities as set forth in the General Banning
Enablish Act of 1957, as amended(Act No. 358.).

RESOLUTION OF M4YOR AND ALDERMEN OF THE CITY OF NEWNAN, GEORGIA APPROVING
GENERAL NEIGHBORHOOD RENEWAL PLAN
WHEREAS, pursuant to the provisions of Title I Of the Housing Act of
1949, as amended, the City of Newnan, Georgia has entered into a contract,
designated contract No. Ga. R-58 (GN) A, with the Federal Government
pursuant to which the Government has made available to the City of Newnan,
Georgia financial assistance for the preparation of a General Neighborhood
llt!l1t/,wal Elan for the urban renewal area designated as Southeast General
Neighborhood Area in the City Of Newnan, State of Georgia (herein called
the "Local i ty"); and
WHEREAS, the City of Newnan, Georgia proposes to undertake with Federal
financial assistance one or more urban renewal projects in the above-described
urban renewal area; and
WHEREAS there has been prepared and referred to the Mayor and Aldermen
of the City of Newnan, Georgia (herein called the "Governing Body")jbr review
and approval a General Neighborhood Renewal Plan for the urban renewal area,
dated November 4, 1963, entitled "General Neighborhood Renewal Plan Southeast
General Neighbor hood Plan" and consisting of twelve (12) pages and seven
(7) exhibits; and
WHEREAS there have also been presented to the Governing Body certain
supplementary data, including data respecting extima ted grant-in-aid requirements, relocation requirements and resources, and governmental actions
required to carry out said General Neighborhood Renewal Plan; and
WHEREAS a geneaal plan is in existence and is recognized and used as
a gUide for the general development of the ~ocality as a whole; and, also,
there has been presented to the Housing and Home Finance Administrator,
and said Administrator has approved, a Program for Community Improvement
(Workable Program) for the community; and
WHEREAS the Planning Commission of the City of Newnan, Georgia which
is the duly designated and acting official planning body of the Locality,
has reported to the Governing Body respecting the conformity of said

General Neighborhood Renewal Plan to the general plan for the Locality
as a whole;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Aldermen of the City
of Newnan, Georgia as follows:
1. That the General Neighborhood Renewal Plan for the area
aforementioned, having been duly reviewed and consid~red, is hereby
approved; that it is determined to be adequate as an outline of the
urban renewal actvvities proposed for the area involved, as a framework for the preparation of urban renewal plans, and as an indication
generally, to the extent feasible in preliminary planning, of land
uses, population density, building coverage, prospective requirements
for the conservation and rehabilitation of property, and any protions
of the area contemplated for clearance and redevelopment; and that
the Mayor be and is hereby directed to file said copy of the General
Neighborhood Renewal Plan with the minutes of this meeting.
2. That it is hereby found and determined that said General
Neighborhood Renewal Plan for the urban renewal area conforms to the
ge~era1 plan of the Locality and to the Program for Community Improvement.
3. That it is the intention of this Body that the General
Neighborhood Renewal Plan be used to the fullest extent feasible as
a guide for the provision Of public improvements in such area, and
that said Plan will be considered in formulating codes and other
regulatory measures affecting property in the area and in undertaking
other local governmental activities pertaining to the development,
redevebpment, conservation, and rehabi1it:ation Of the area.
4. That in order to implement and facilitate the effectuation
of the Plan hereby ayroved, this Body hereby (a) pledges its cooperation in helping to carry out the Plan; (b) requests the various
officials, departments, boards, and agencies of the Locality having
administrative responsibUities in the premises likewise to cooperate
to such end and to exercise their respective functions and powers
in a manner consistent with the Plan; and (c) stands ready to consider
and take appropriate action upon proposals and measures designed to
effectuate the Plan.
Upon Mtion Mr. Boone, seconded Mr. Mann to express a vote of thanks to
the City Manager and all Department Heads for a good years work.

Bids for cars were read, and upon motion of Mr. Norman, seconded by Mr.
Boone, it was agreed that we trade for the Dodge car at a difference
of $1400.
The reason for trading for the Dodge car was that they
have a 50,000 mile guarantee.
Motion Mr. Boone, seoonded Mr. Mann, to set the license for the
Telephone Company at $1500.;00, and the (las Company at $2500.00 and
Beer and Wine at $100.00 each.
Motion Mr. Mann, seconded Mr. Boone to adopt:the rules and regulations
of the Police Department.

Motion Mr. Norman, seconded Mr. Mann that every thing to be let
out on bid be posted in City Managers office, and anyone can register
so they can receive application, to bid.
Motion Mr. Norman, seconded Mr. Mann to put in the budget $2500.00
for equipment at old mill park.
At this time an executive session was called.
Motion Mr. Mann, seconded Mr. Boone to hire four firemen and two
policemen.
