As high-density housing

run down the driveway

FORMER Labor attorneygeneral Jim McGinty told
state parliament in 2006
Edward William Latimer,
“poses a significant ongoing
danger and threat to the rest
of the community”.
At the time the sex predator
was serving a gaol term of
two years and eight months,
having been convicted in the
Perth District Court in 2005 for
attempted sexual penetration
without consent. Details of
Latimer’s crimes were released
in parliament.
“In broad daylight,
Latimer attempted to sodomise
a 34-year old Aboriginal male
who was asleep in a park in
Northbridge,” Mr McGinty said.
“When his victim woke up,
two witnesses observed Latimer
masturbating as he walked
away. During his time in prison,
Latimer denied committing the
offence and did not participate
in any treatment programs.
“Prior to being gaoled in
2005, Latimer had a long list of
convictions, including wilful
exposure, assault and breach of a
violence restraining order.
“In February 1996, Latimer
was sentenced to five-and-ahalf years gaol for aggravated
sexual penetration after a violent
assault on a woman at Perth
Railway Station.
“Latimer grabbed the 39-yearold woman, who was standing
alone near a drink machine,
forced her to a space under the
escalators, put his hand around
her throat and sexually assaulted
her. “Latimer also served two
years and three months in
gaol for four other indecent
assaults committed in 1991.
“Latimer has 11 prior
convictions for wilful exposure
dating back to 1973 when he was
aged 14.”
Mr McGinty said the
community deserved to be
protected: “That is the reason
we brought to this parliament
the legislation that is now
being enforced with great effect
through the courts.”

Mr McGinty warns it is
only a matter of time before
a released sexual predator
commits a sexual offence.
This time last year Justice
Stephen Hall told Latimer
during his annual review,
“you’ve got a long way to
go”. Consultant forensic
psychiatrist Peter Wynn
Owen told the court Latimer
had participated in the sex
offender denier program and
had started to make “realistic
comments” and “insightful
statements” about his crimes.
Unconvinced enough progress
had been made, Justice Hall
kept him behind bars, but told
Latimer he was pleased with
his progress.
This year Dr Owen
reported Latimer had shown
an improved attitude towards
other people, particularly those
in authority. Justice Jenkins
agreed, and ordered his release.

the disgraced entertainer’s
conviction this week of 12 child
sexual abuse charges.
He says while Rolf Harris’
artworks are being stripped
from the walls of galleries and
councils (notably Bassendean),
not one person has called in to
buy his music.

vinyls that investment-minded

I WANTED to thank the gang
at the Herald so very much for
printing my letter calling on Cr
Sam Wainwright to direct his
considerable civic energies in to
preparing the City of Fremantle
to capture value for all when
the
monies begin to flow
(Herald letters, June 21, 2014).
Printing the letter induced a
fantastic response, and I sincerely
hope it has a wider effect, as am
none too sure the rest of the council,
and especially the mayor, has any
real interest in developing this area.
Tony Buti, MP for Armadale, law
professor and father of a disabled
child said, in the West Australian
newspaper a year ago something
along the lines of “for some reason
it’s sexier to fight for causes li e
asylum seekers, Aboriginal and gay
marriage rights, than it is that of the
disabled”.
Yep. But, taking a risk, sending
my letter to your paper and getting
the response that I did has given me
hope that if I target this way, more
broadly, it may just shift people a
little.

MY question to members of
parliament, of all parties is:
how can they justify accepting a
substantial increase in salary
while expecting seniors and the
less well off in our community
to accept cuts to pensions
and increases in fees and charges.
It is doubtful Barnett will lead
the Liberals to the next election,
either by design or because of a voter
backlash.
However, any MP, of either
party, wishing to retain his or her
seat should take note the grey army
will not forget those who turn
their backs on them now. Later this
month Simone McGurk, the recently
elected Labor MP for Fremantle,
together with the leader of the Labor
party, Mark McGowan, have invited
seniors and those adversely affected
by cuts to pensions and concessions
to attend a tea to air their views.
It will be interesting to hear their
views justifying the increase to
MPs’ salaries while expecting the rest
of the community to accept pay cuts.

Dirty word
HERITAGE is unfortunately
now a dirty word at Fremantle
council. Planning director
Phil St John said this week
there was no requirement for
shipping company MSC to do
an archaeological dig on its
vacant development site in liff
Street because “the available
documentary evidence for the
site did not fulfill criteria”.
But, the council’s own local
history library (now Fremantle
history centre) has a wealth of
evidence contradicting him.
Chauncy’s 1844 map shows that from
the very earliest days of the colony
there were stone stuctures on the site,
and an 1885 photo clearly shows a
cottage. Besides this the area was the
site of the first Fremantle settlement
from 1829.
Dr Shane Burke of the Univerisity
of Notre Dame has a team standing
by that will do the investigations for
nothing. But, he is still waiting for a
response from Fremantle council—he
wrote to it last year.
In most historic cities archaeology
is treated seriously and is part of the
exciting understanding of who we
are. This is not the case in Fremantle,
letters
where the council does not even
maintain its own heritage buildings.
It is worth recalling that Mr
St John was brought in as an
investigator from a private firm in
2005 when Cr Les Lauder discovered
that height and nightclub controls
had been mysteriously removed from
the council’s town planning scheme.
No-one went to gaol for that criminal
activity, but the controls were
reinstated, before being altered again
by the current council.
Here we are in 2014 with the
council’s own policies repeatedly
being ignored by the council. The
abysmal Atwell Arcade proposal put
out by council for public comment
is so bad one wonders who is
encouraging developers to buy
properties and submit plans which
don’t remotely reflect sympathetic
architecture or adherence to policy.
Thank goodness for Dr Linley
Lutton, the expert planner who
resigned from council’s design
advisory committee in dismay at
how it operates.
He has stepped in and written a
10-page analysis of the Atwell Arcade
proposal to help the community with
submissions, which close next week.

neighbours
THIS is a call for urgent police
help to stop loud drunken
parties.
Loud noise and drunken parties
are a hidden root cause of many road
accidents, assaults on police o cers,
and assaults on residents.
A vivid picture of a person
bashed beyond recognition appeared
in the daily paper recently—the
assaulted father of two had asked his
neighbour to keep the noise down.
I wonder how many times he had
called the police, to no effect.
I have called the police 13 times in
a three-month period, with the police
attending just once.
Most time the police asked me to
call every hour, and I’ve called three
times and given up.
On some occasions the police
asked me to call if the drunken
youths actually jumped the fence—
in which case I would call the
ambulance, if I had time.
I have had to endure regular loud
domestic disputes, drunken parties,
racial abuse, harassment while on the
road, from my neighbour.
I have taken costly measures
to get legal advice to obtain a
restraining order, increase security in
my home and sound-proof windows.
All of these could have been
avoided if the police attended to my
concerns at the outset.
Just yesterday, a drunken party
began at am and finished at
4.30pm, when the youths piled up in
a car with bottles of beer and sped
through the street where several
small boys were playing on skate
boards.
I called the police at 3pm and they
arrived at 5pm.
Commissioner Karl O’Calloghan
spoke last week about enhancing
policing by increasing the number of
police o cers.
It is the method of policing that
needs to be addressed urgently. The
computer systems should flag up an
emergency situation when a resident
has called more than, say, three times
in a week or a month.
If police attend that call, the
offending neighbour can be
instructed to wind up activities while
they still have some sense (not drunk
senseless), which will then avoid
the situation where police o cers
are assaulted or drunken youths
speeding down roads cause a menace
to the public.
It is imperative the police take
urgent preemptive action to stop
loud, drunken parties if they are to
make any headway into improving
community safety and safety of
police o cers.

BOTH Rockingham and
Kwinana councils are
planning the construction
of a household waste
incinerator. These have been
marketed to the people as
“waste to energy” or a green
alternative to landfill.
The technologies carry names
li e “pyrolysis” or “gasification”
however the EU has declared
these are ust different names
for the same animal. They are
certainly not a new technology.
Problem 1—Energy: Waste
to energy sounds excellent. The
truth however, is that by burning
only a fraction of the embedded
energy will be released. When it
is burned, new products need to
be produced, hence a net waste
of energy and resource materials.
Western power already has
an oversupply, so will the
incinerators sell their energy
anyway?
Problem 2—Waste: Some
incinerator companies claim
only five per cent of the initial
volume will be ash. Ash is the
fraction of the substance that
cannot be burned. This will
have to be dumped in landfill.

- per cent is more
likely. This ash has now become
a health risk, because it can
become an airborne pollutant.
In many cases the ash is highly
toxic. Attempts to use the ash in
building materials have proven
dangerous and a health risk.

and the return on investment
takes several decades. Council
will have to sign up for a period
of - years for a supply
tonnage each year. That tonnage
will have to be paid for, no
matter whether it is supplied (so
called put or pay). Councils will
then most likely start to import
waste from offshore locations.
Instead of reducing waste, we
are increasing it. This will also
smother any action to reduce
our footprint and live more
sustainable.
Problem 4—Toxicity: When
clean rubbish is burned, the
exhaust gases and ash do
not pose much of a problem.
However, in practice it is very
complicated to make sure any
toxic input is avoided. Think of
batteries, treated pine, plastics
with bromide, heavy metals etc...
Experience in Europe and the
US have proven that many of
these plants could not reach the
restrictions on dioxin emissions,
and had to be closed and
dismantled. With an enormous
loss of tax payers money.
By the way, don’t think the
toxic exhaust is only a problem
for Rockingham or Kwinana.
Studies have shown that the
current output of the Kwinana
industry strip travels all the
way up the coast, following the
Fremantle doctor.
Finally, in the end our only
sustainable option is to recycle,
reuse, reduce and redesign.
Anything else will create just
another problem Is it easy? No.
But it is surely possible. San
Francisco already diverts
per cent of its waste away from
landfill, so why can’t we do it

A High Street story

N Thursday 14 October 1937,
the Daily News announced:
“Mrs. Sarah P. Atwell, who
died at her home in Mary Street (now
olomon , eaconsfield, yesterday
afternoon, was one of the biggest
landowners at Fremantle and one of
its oldest residents. Born in Perth 85
years ago, she had lived in this tate
all her life. Her property at Fremantle
includes some valuable city blocks
and the city’s only arcade, which
bears the family name”.

the Atwell name, the Fremantle Town

had pre-deceased her by more than

children and
their 1898 home remained theirs until its
purchase for nurses quarters in 1958 and
is now in private hands.

of “uttering forged papers” in

Pearse Brothers’ abattoir and meatworks.
Also involved in marine salvage, he
bought the rights to the merchant ship

The ship’s bell is displayed in the
Fremantle Maritime Museum.

cement work coloured in imitation of rich
tinted sandstone, and the whole front
designed to present to the eye a desirable
combination both of shade and colour”.

SPARE PARTS Puppet Theatre has
employed a group of kids to tell it
how to runs its business.
SPPT is using Lance Holt primary
students to interview other young
audience members about their theatre
experience, with the results being
presented to the company’s board of
directors to help with business planning.
The year 6/7 students have been
learning creative research techniques with
educational consultant Mathilda Joubert
which they’ll try out on the audience at
the company’s July school holiday season
of The Little Prince.
Year 6er Ginger Cain says the
experience has been fun, although she
is a little frustrated practice interviews
have been with younger ids who fiddle
around and get their friends to answer.
She is hoping when the proper
interviews take place kids will be closer
to her age.
inger says when they first tried out
the questions which had been provided
by Spare Parts, they found some confused
the kids. So they went back to their class,
rewrote the questions and sent them back
to the puppeteers.
Spare Parts business manager Megan
Roberts says the company is excited to be
working with the children.

imaginative idea and profound curiosity

which is proving to have incredible
results for the children involved, the

Pens fail safety rules

FOUR unauthorised Swan Yacht Club
boat pens the subject of a two-year
investigation do not meet Australian
safety standards.
The WA transport department
confirmed a Herald tip-off the club had
been ordered to fix mooring piles installed
during the modification of the pens because
they weren’t up to scratch. “DoT, working
with the Swan River Trust, has requested
the Swan Yacht provide marine engineering

certification including load testing,”
department executive Steve Jenkins says.
He reveals that, contrary to earlier
reports, the works involve existing pens
already licensed with the department.
Two years later the Trust still hasn’t
decided whether to pursue legal action
for the unauthorised works: “The Trust
has considered the matter and is working
with the Swan Yacht Club to ensure that
the piles and jetties are constructed in a
suitable and structurally sound matter,”
was an anonymous response to the
Herald’s question on why no decision had
been made.

becoming addicted to synthetic drugs
that are widely available in shops
throughout Perth, says Liberal MLC
Phil Edman.
The Rockingham-based politician
caused uproar this week when he
produced in the parliamentary chamber
samples of the drugs that his o ce
had purchased. His actions put the
government into overdrive, with
33 additional chemical substances
immediately added to the prohibited list
of the Poisons Act.

in-patients because they’re getting sick on
synthetic substances. We are playing catchup, we won’t fix the epidemic we’ve got.”

one that promotes itself as “liquid
marijuana”, are readily available in
Fremantle despite warnings a chemical
ingredient can cause cancer and birth
defects. The $11.99 breath spray or “buzz
in a bottle” produced by Jesus Had a
Sister Productions, encourages users to
get high at work, in class and even naked
in church. The Canada-based company
says the blue-coloured spray contains
no real marijuana and if you believe the
packaging, “you must already be stoned”.

was a veteran
swimming coach, fit
and athletic. Then he was
stabbed outside his Willagee
home by teenagers and his
world crumbled.
Litster had waged a private
battle with depression for years
and the traumatic assault in 2007
was too much he suffered a
mental breakdown and lost his
job and his passion for coaching.
His body today is a shadow
of its former self.
But Litster is on the comeback
trail. He and long-time friend
Daniel Dickerson, an artist, have
produced a children’s book
which they hope will bridge the
gulf between Aboriginal and
Whadjila culture.
Lizardmen, Birdwomen and
Gondwana Bear—The Gift of
Life Spirit launched July 19
at Replants in Wray Avenue,
Fremantle. Part-proceeds will go
to charity.
“There’s a reason I’m here
and one of the hard things to try
and find is that lesson,” itster
says.
“The spirit will put these
huge obstacles in front of you to
say, have a look and listen.
“The biggest thing was trying

His journey has led him to
spiritual healing and meditation.
After becoming involved with
Spirit Of The Earth Medicine
Society, the idea for a children’s
Aboriginal Dreamtime story

Unlike Dickerson, a child of
the Stolen Generation, Litster has
no Aboriginal ancestry but says
he’s always had a strong a nity
with indigenous culture.
The book will be published
as a trilogy, and explores the
subject of the transformation of
reptiles and birds into mammals,
including people.
He says the underlying
message is respect for the land.

owes much to his friend, who

Geraldton, the Yamatji man
says he’s created thousands of
paintings and has sold every
one—he says he mostly receives
about $100 for a painting and
has seen some on-sold for
$20,000. He doesn’t have an
agent.
Dickerson grew up on
the Pallottine Mission near
Geraldton where he was beaten
by priests and friends were
abused. Life was hell before
he was kicked out at 13 with
no money and only a little
schooling.
He travelled to Port Hedland
to be near his father and found
work at the port. He says his
cultural ties remained strong,
despite the priests’ best efforts,
and later he learned art from a
Yamatji elder.
Litster hopes to turn the book
into a play, an animated short
movie and a dance, with music
and spoken word to accompany
it. His hope is to travel around
the country teaching the story to
school kids.

the stage for the first time this July. Set in
the fictional town in Corrigan in 1965, the
story centres upon Charlie Bucktin, who
