flew through the air at Westside Elementary
School in Glen St. Mary on March 16. With little
wind to lend a hand, children, including third
grader Lillia Munn above, sought out plenty of
running room to dash back and forth in hopes
of keeping their kites aloft. A number of parents
joined the fun, often untangling kites strings,
keeping them out of trees or otherwise assisting with the endeavor. Groups of students took
turns occupying the open field on the campus’
east side for the annual outdoor event.
Graduation redux: Class of 1987 will try it again

Patricia Hughes Harris of Sanderson and other Baker County High
School graduates from the Class of 1987 missed one of the seminal
moments in young adulthood.
Due to a bad storm, their graduation ceremony was cut short and
they never walked across the stage at Memorial Stadium to receive
their high school diplomas as friends and family cheered and congratulated them for the accomplishment.
“We lived nearby in Macclenny, so we walked to graduation,” recalled Ms. Harris, 43, who was joined by her mother and father that
day. “But when it came time to walk, it started flooding. Severe flooding. We had to swim home.”
The most disappointing part, she said, was that her mother, who
had been so adamant about Ms. Harris finishing school, never got to
the witness the experience. For months afterward, Ms. Harris’ mom
lobbied school officials, to no avail, to reschedule the ceremony.
“Nobody cared for years that the Class of 87 never had their graduation,” she said.
Now, 25 years later, it’s happening.

Kelley Norman is organizing a 1987 graduation redux on May 31, one
day before the Class of 2012 is set to graduate.
“Every class reunion they mourn the fact they never graduated,”
said Mrs. Norman by e-mail recently. “They feel like they were deprived a fundamental rite of passage and I really do agree with them.”

With regard to other allegations made by the anonymous emailer, including claims that city
officials sent fraudulent documentation to the State Fire Marshals Office and that no background check was completed for
Mr. Mathis’ employment, Chief
Dugger denied both.
He said Mr. Mathis’ criminal
record, which includes misdemeanor property crimes and a
felony conviction for aggravated assault all dating back to the
1990s, is well known to city officials and doesn’t prohibit his employment as a firefighter.

from Tina White, assistant general counsel for the Division of
Legal Services in the Florida Department of Financial Services,
to the anonymous e-mailer, who
used the alias Chris Adams.
“Division representatives will
conduct periodic, unscheduled
site visitations to confirm the City
of Macclenny Fire Department’s
representation that Mr. Mathis is
no longer employed as a regular
or permanent firefighter,” reads
Ms. White’s e-mail dated March
1, 2012. “If determined necessary
by division staff, the division will
take further action to ensure the
city’s compliance with [Florida
statutes].”
Chief Dugger described Mr.
Mathis’ current duties as largely
administrative, writing reports
and processing payroll, for instance. He said Mr. Mathis’ highranking position within the department coupled with his lack
of full certification has not negatively impacted morale among
other firefighters.
“Our morale is better than it’s
ever been,” he said. If anything,
Mr. Mathis’ subordinates are unhappy because their supervisor
can no longer battle fires alongside them, the fire chief said.

$42,350 in 2010, but he earned
$51,931 that year, according to

Incinerator doesn’t
pass the ‘smell test’
Dear Editor:
Last week’s story on the plans to build a medical waste incinerator here should raise huge red flags for Baker County residents.
Quoting from the story: “Ms. Hipps [Alberta, a Jacksonville lobbyist] explained the company, which was formed in 2010, has no
history of building or operating such a facility.”
In other words hopefully it will turn out as expected, sort of like a
student driver getting his/her first license. Has the county bothered
to ask Walmart how it feels about the idea.
Doesn’t Baker County have a lobbyist? I would feel better if the
company that wants to build the facility was represented by someone who lives here and has something to lose if anything goes wrong.
I hope the county gets an independent opinion on the proposal.
Until then, we’re just betting things will go as planned. This plan
just doesn’t pass the smell test, and the City of Jacksonville is better equipped to handle hazardous materials in case of an emergency
than Baker County.

I am about to take this column to the next level.
ARRGGHHHH!
I’m sorry for that primal
scream. I couldn’t help myself.
There are certain phrases
used so often and for so many
different things that they drive
me nuts.
I watched basketball this
weekend and it was all about
teams and players taking their
game “to the next level.” At
least three commercials were
about taking your iPhone, pizza and car buying experience
to the next level.
It makes me wonder what’s
on the next level that makes
it so good. The Italian writer
Dante in the Inferno said there
were seven levels of Hell. Some
religions believe that there are
different levels to Heaven.
I am fuzzy though about the
levels of car buying experience
and the levels of pizza making.
Dante didn’t mention them. Of
course, I have had a car buying
experience that might count as
one of the seven levels of Hell.
How very frustrating it
must be when you can’t take
your game to the next level.
Forever stuck in Level 4, seeing the next level in reach and
unable to grasp it.
Then there are folks who
are so far up there, they might
not only be at the next level,

The 1989 Winnebago belonging to David Sierra, who lives

mother Shirley McKinney called
police when she noticed it had
been removed.
Deputy Robert Simpkins said
he obtained registration information from the owner via telephone, and entered it into the
national crime computer bank.
In other reports involving vehicles, a laptop valued at $450
was taken from a 2002 Toyota
pickup parked overnight March
22 at a residence on North
Lowder.
The vehicle belongs to Scott
Gadsby, and entry was through
a rear window.
Deputy Clements Leo said a
pool pump valued at $100, aluminum cans, rebar valued at
$200 and metal sign posts were
removed from the carport where
the vehicle was parked.

taken from her 2005 Pontiac
while it was parked on the campus of Northeast Florida State
Hospital the evening of March
18.

Chief Dugger said that Mr.
Mathis attempted to secure the
Firefighter II certification on two
occasions — in 2004 and again in
2008 — but couldn’t complete either due to poor health.
The fire chief also noted that
it’s not uncommon in his department for firefighters to go two or
three years after obtaining the
initial firefighter certification before obtaining the second certification.
“He’s not the only one. We can
only send so many at one time,”
said Chief Dugger. He explained
that other state laws require the
city department keep at least two
firefighters on duty at all times
and it’s been difficult to do that
while sending part-time or volunteer firefighters to become fully certified.
The city pays for such training,
so the city’s budget constraints
have played a role as well, he
said, adding that his budget is
several hundred thousand dollars less than those of municipal
fire departments in Starke and
High Springs.
“Have I been remiss? Yes,”
said the fire chief. “But it’s not
like I’m not trying to get them in
school.”
Mr. Mathis has until January
2013 to obtain Firefighter II certification. Should he fail to do so,
he will be terminated, Chief Dugger said.
However, the most recent ultimatum was not the first.
Back in the fall of 2008, the
city manager and fire chief sent a
letter to all firefighters regarding
Florida law and “qualifications
for employment.”
The memo stated that any
full-time firefighter, which Mr.
Mathis was at that time according to Chief Dugger, who did not
start Firefighter II certification
classes within 90 days and gain
certification would be “subject
to” termination and ineligible for
unemployment compensation.
City Manager Dopson said
the policy outlined in the letter to firefighters was intended
to encourage full certification
throughout the department. He
said the policy was not abandoned and that firefighters failing to get full certification could
be fired, but they didn’t necessarily have to be fired.
“If we’re guilty of something,
it’s not pushing fast enough to
get this completed,” he said of

Manning is discovering to his
chagrin, the only next level is

I also am tired of “thinking
outside of the box.” What box?
I didn’t know I was in a box.
I don’t dislike that phrase
nearly as much as going to the
next level, however. I can think
of all kinds of creative uses for
that phrase.
Once, when I tried to color
a turkey purple in the third
grade I was scolded for my unrealistic color choice. I wish I
could have told my teacher

thinking outside of the box.

food processor for our anniversary instead of jewelry or
perfume and wound up so far

When a Texas state trooper
stopped me on a lonely stretch
of county road for zig-zagging
back and forth between those
orange lane markers after having been driving for 18 hours
without stopping, I should
have just told him I was driving outside of the box. Or the
cone.
It can be used in so many
different ways and with so
many different boxes.
I also don’t like the phrase
“at the end of the day,” as in,
“At the end of the day all the
president has to do is worry
about the economy.” Or, “At
the end of the day we just knew
we had to take it one game at
a time.”
At the end of the day all I
want to do is go to bed.
As a matter of fact, it isn’t
even the end of the day and I
wouldn’t mind going to bed.
I’m hoping that these clichés will go the way of other
clichés and just disappear
from public favor.
I was going to use “Where’s
the beef?” as my example and
then realized that I can’t.
The phrase first showed up
in a 1984 Wendy’s commercial
when septuagenarian Clara
Peller complained about other
hamburger chains by opening her bun and exclaiming
“Where’s the beef?”
It became so popular that
presidential candidate Walter
Mondale used it to describe
his opponent Sen. Gary Hart.
Finally, it lost favor, but then,
inexplicably, it returned in
a 2011 Wendy’s commercial
where a guy eating a Wendy’s
hamburger had a shirt declaring, “Here’s the beef.”
I guess at the end of the day,
Wendy’s was thinking outside
the box and took its commercial to a whole new level.

I don’t think that is right. Yes, I am
one the people who take the road
to go to Walmart, but I am one that
does stop at the stop signs and I also
blow my horn on the van at night. I

is coming. It takes less gas to go that
way than the long way to Lowder St.
or the interstate. Now, I also think it
is very gross that people are using it
for a bathroom. That is so gross.”

“And, the county does maintain
this road, so are the residents willing to take over that responsibility?
I know that I live on a dirt road, and
if it wasn’t for me maintaining this
road, it would be filled with large
ruts.”

who stops for the signs, and usually

gets irritated because I do read the
signs, and I once had a truck come

“I agree with Dennis. If the road
is closed, are the homeowners still
expecting the county to maintain
that road? If the county still maintains it after they close it, that is
considered a county road and county residents should be able to drive
down it just like the people that live
on it. We as taxpayers are paying to
maintain that road now. They can’t
just throw up a ‘road closed to thru
traffic’ sign and say county residents
can’t come down it. People, this isn’t
your private driveway, it is a county
road!”

In responding to Mrs. Prevatt’s column, Theresa Rhoden sparked a discussion about taxes and public services.
Theresa Rhoden:
“Let me get this straight ... If you
are a property owner in Baker County and you don’t want to see your
taxes go up, according to Jessica
Prevatt, you are selfish? Are you kidding me? Can someone please tell
me what other ways have been considered to close this budget deficit
besides raising my taxes? And why
won’t other options work? ...”
Jessica Prevatt:
“I recall an article in the paper
regarding a recent commission
meeting where the constitutional
officers were told to cut their budgets by at least 10 percent after
being asked for cuts last year also
to keep the millage the same as
fiscal year 2010. Baker County has
the 26th lowest property tax, or
millage, rate in the state. I firmly
believe there are places which can
be trimmed in some offices but
an EMS fee/tax will go directly to
a much-needed service for local
residents. They won’t be able to
use the money for anything other
than salaries, equipment and other
things directly related to the EMS
service. If I need to chip in an additional $50-$100 a year to ensure we
have good employees and equipment, I’m more than happy to do
that. I pay way more to the federal
government every year and those
are the taxes which concern me and
where I feel the most change needs
to happen.”
Theresa Rhoden: “It is my understanding that the $1.6 million
deficit is from uncollected trans-

“I’m sure they try to collect
those bills, but I would imagine in
a lot of cases it’s like getting blood
from a turnip. If people don’t have
the money whether it’s sorriness or
bad luck, they don’t have it. Are we
going to start sending the EMS out
and making them collect up front
for services rendered?”
Theresa Rhoden:
“I think you are missing my
point. Our elected officials knew
about this for years and chose to do
nothing. They watched the deficit
grow every year but took no action
to collect the money that was owed
for services provided. Now they
are operating in the red. It is my
understanding that two years ago
the idea of turning the uncollected
bills over to a collection agency was
being kicked around — but no action was taken. Now they come to
the property owners. Do you really
think that is the right thing to do?”

Norman spoke with Ms. Harris after her son, now 19 years old, graduated. The mother of four children, ages 11 to 24, began to tear up when
talking about her mother and how she was the first in her family to finish high school.
“I knew that there were a class full of Patsys who really wanted to
walk. And that was that ... ,” Mrs. Norman said. She sought the blessing of Superintendent Sherrie Raulerson and soon began spreading the
word at home football games last fall.
The graduation re-do will start at 7 pm at Memorial Stadium and
should last about an hour unless all of the roughly 200 seniors from the
1987 class show up to participate.
Mrs. Norman said they’ll actually walk across the stage when their
name is called, do the handshake and receive a faux diploma “like they
should have 25 years ago.” She said the class’ valedictorian and salutatorian have been asked to speak as well as the class officers.
Ms. Harris’ mother is now 81 years old, suffers from dementia and
resides in a Macclenny nursing home. She hopes dearly her mother will
be well enough to attend the ceremony on May 31.
“It will mean so much to me,” said Ms. Harris. “If it wasn’t for her
pushing me, I probably would’ve quit school.”
The day will also be special for another Class of 1987 graduate.
Gerald Ruise of Sanderson will attend the ceremony and then see his
daughter graduate the following evening.
“It’s going to be pretty exciting for me,” said Mr Ruise. “I know some
of the other people will say it’s been so many years ago and they don’t
care about it anymore, but I do.”
Mr. Ruise, a father of five and detective with the Bradford County
Sheriff’s Office, remembers arriving for graduation day in 1987 with
his parents and siblings.
“It was kind of bitter sweet,” he said. “We were graduating and we
longed for this day, but it was bitter that my classmates were going off
to college or the military and it would be quite some time before I would
see them again.”
The sky looked ominous and the young Mr. Ruise and his family
hoped the weather would hold off long enough to complete the ceremony.
“But that wasn’t the case. The bottom fell out. I felt really sorry for
our females classmates — taking all that time on their hair to make it
look really nice,” he said. “Then they got trashed.”
The Ruise family packed up and waded through ankle deep water
before driving to Lake City for dinner.
“It was unbearable,” Mr. Ruise, 42, recalled.

William Johnson, 24, of Macclenny for allegedly shoving his
pregnant wife Kristin, 22, during at argument at the Ocean

45, that he attacked her at his
residence on Jefferson Circle
near Sanderson during the early
morning hours of March 24.
Ms. Givens told Deputy

her chest when she refused his
advances about 4 am.
The accused insisted Ms. Givens’ scratches were self-inflicted, and that she telephoned him
intoxicated and asked to spend
the night at his residence.
• A battery complaint was
filed against a 12-year-old girl
who allegedly came to the aid of
her mother during an argument
with the mother’s boyfriend at a
residence on Mitch Lane south
of Glen St. Mary.
The girl struck the boyfriend,
37, in the neck and shoulders after the mother told him to leave
the morning of March 25.
• A complaint was filed
against a male patient, 55, at
Northeast Florida State Hospital
on March 20 after he attacked
employee Patricia Gainey, 52, of
Starke.
Ms. Gainey told Deputy Robert Simpkins the patient struck
her several times about the face
during the 7:45 am incident as
she attempted to instruct him on
the use of a walker.

from vacant trailer
A Macclenny man is charged
with grand theft of appliances
that were hauled off from a
north city rental trailer the afternoon of March 25.
Police were called to the Lee
and Baker trailer park on North
Blvd. after the property manager confronted Cleve Stalvey, 23,
and Aaron Turner, 32, loading
up a refrigerator and stove onto
a trailer.
The manager, Jack Baker Sr.,
told Deputy Robert Simpkins
the men then placed the refrigerator back into the vacant trailer, positioning it upside down
and drove off with the stove.
Based on the description
given by Mr. Baker, the officer
drove to the residence of Mr.
Turner on Wheeler Dr. and located the trailer and stove. Mr.
Stalvey was also at the residence
but fled on foot when the deputy
arrived.
Mr. Turner and two witnesses
said Mr. Stalvey earlier sought
him to take the appliances plus
a dishwasher and split the proceeds after selling them for
scrap, and represented that he
had authorization to do so.
They did not remove the dishwasher after gutting it of metal
parts.
Mr. Stalvey returned to the
Wheeler Dr. address shortly after and was arrested. Mr. Turner
returned the stove to the trailer.
In other reported thefts,
William Davis said more than
$1000 in property was taken
during the past three months
from the garage at his property
on US 90 in Sanderson.
He told Deputy Patrick McGauley the property included
an air compressor, three saws
and three drills. The thefts occurred between late December
and March 24 when he reported
them.
Mr. Davis named a relative
with a drug addiction as the likely suspect.
• Teacher Ashton Norman of
Macclenny reported a $600 cell
phone taken from her classroom
at Baker County Middle School
the afternoon of March 16.
The phone was recovered

proposed reversal of the plan on
grounds that it could negatively
impact their property values.
The issue was scheduled to
be voted on by the Baker County
Land Planning Agency during a
public hearing on March 22, but
the county’s chief planner asked
the advisory panel to postpone a
decision until its next meeting on
April 26.
“We requested a continuance
because representatives of the
property owner were unable to
attend the public hearing and we
had some neighbor issues that
surfaced at the last minute,” said
Ed Preston, planning and zoning
director.

date, Mr. Preston said, would give

raised by homeowners in the vicinity.
On the LPA agenda last week
was a similar request from Davis

to do the same for the remaining
parcel of roughly 1,000 acres. It
is that request that has drawn objections.
One nearby homeowner, Mr.
Preston said, stated that he had
“no fundamental objection to the
application itself,” but that he was
concerned about the potential
impact on his property value.
Mr. Preston said the homeowner told him that he had initiated negotiations with the applicant to “agree and settle on a fair
method of compensation for the
reduction in property value suffered if the proposal is passed.”
Property Appraiser Tim Sweat,
however, said that no property
values increased just because the
Cedar Creek DRI plan was announced. Likewise, he said, nobody’s property value will decline
if the plan is abandoned.
“The selling price of property is what determines (nearby)
property values,” Mr. Sweat said.

“We’re kind of bending over
backward to help rezone it and
change the land use and declare
it conforming,” Mr. Preston said.
“It’s not attractive for sale or for
use the way it is.”
Dennis Collins, a real estate
broker representing the owner/
applicant, said attempts to sell
the property have failed to attract
any offers because of its non-conforming status. The owner of the
store isn’t interested in buying it,
either, Mr. Collins said, adding
that the owner no longer wants
the property even though the mobile home is occupied by tenants.
“She just wants to be done
with it,” he said.
The LPA board’s recommendation will be considered by the
county commission on April 16.
• Approved a request for a special use permit to allow one horse
to be kept on a 2.52-acre lot in the
Confederate Farms subdivision at
the west end of Mud Lake Road.
The owner submitted a site
plan including a shelter for the
horse north of the dwelling and
at least 50 feet from the western
property boundary, as required
by zoning regulations. The property abuts agricultural land to the
north.
The LPA decision may be appealed to county commissioners
but Mr. Preston said neighbors
had been notified of the request
and none complained.
“I have not gotten a single call
about this,” he said.
Pat Collier, LPA chair, also

Interim director of the Baker County YMCA Marcy Knight
took over the post permanently
last week after filling in for the
former director for the past seven
months.
The 49-year-old wife and
mother was drawn to the Y first
as a member and then as a yoga
instructor in 2006 because of the
nonprofit organization’s focus on
community.
“It’s why the Y is not just a
gym,” Mrs. Knight said this week
during an interview with The
into what the Y is all about,” she
said.
And what’s it all about?
“Strengthening our community,” Ms. Knight said. “And creating real, lasting personal and
social change in the community,
which can happen when we work
together to invest in the health of
ourselves and our neighbors.”
Part of that mission, she said,
is to replace Baker County’s
“claim to fame” as a community
where high rates of obesity and
diabetes are the norm.

Three Baker County jail inmates are facing felony smuggling charges after prescription pills were
found during body and cell searches the morning
of March 22.
Jail officers conducted the search of one of the
dorms in the A Pod based on a tip that “a large
quantity of pills” might be in the possession of several female inmates.
Charged with third degree felonies were Rita
Mukherjee, 24, Wilma Westenberger, 42, and
Amanda Kennedy, 22 years old.
Ms. Westenberger is from Olustee, Ms. Kennedy
from Macclenny and Ms. Mukherjee is a federal inmate from Texas.
According to the report by jail supervisor Lt.
James Nickles, three Oxycodone pills were found
stashed in a toilet paper roll in Ms. Westenberger’s
cell.
A plastic baggie containing nine of those pills
plus three Methadone pills was found during a
body search of Ms. Mukherjee, and two Oxydodones plus a lighter were found during a body search
of Ms. Kennedy.
Lt. Nickles also said a razor and straws with
what appeared to be pill residue were found on Ms.
Mukherjee’s bunk.
Ms. Kennedy was jailed for violation of probation and sale and possession of marijuana and Ms.
Westenberger for violating probation.
The sheriff’s department sent criminal complaints for introduction of contraband and possession of controlled substances to the state attorney’s
office.
In a second incident at the jail last week, Chad
Green, 18, of Macclenny was charged with felony
tampering with a fire sprinkler in his cell in the facility’s A Pod.
Officer Joseph Farley said the alarm system activated just after 6 pm on March 25, and officials
responded to find Mr. Green’s cell being sprayed
with water.
He claimed he was in the shower when a sprinkler head burst, but a subsequent inspection of
broken parts indicated it had been forcibly knocked
loose.
• Two other jail inmates were served recently
with out-of-county warrants, including Andrew
Bell, 24, of Jacksonville, wanted in Brevard County
for violating probation, and Chasity McCrary, 22,
of Macclenny, wanted in Duval County for forgery.
Multiple suspension arrests
The driver of a vehicle that
failed to observe a stop sign as
it exited Interstate 10 at US 90
near Sanderson the afternoon
of March 22 was jailed for driving on a license suspended nine
times.
Dean Rossin, 22, was also
charged with misdemeanor possession when two baggies of
marijuana were found in his left
shoe, said Deputy Daryl Mobley.
The officer stopped the 1999
Volkswagen about 3 pm and also
arrested passenger Antoinette
Broome, 18, of Lake City for misdemeanor possession. She allegedly attempted to hide a small
baggie when reaching into the
rear seat for her identification.
Deputy Mobley said an odor
of marijuana smoke was emitting from the vehicle.

• Tyler Payne, 25, of Glen St.
Mary was jailed while driving an
ATV on the roadway near the intersection of SR 121 and CR 23A
north of Macclenny the afternoon of March 20.
Deputy Shawn Bishara said
he was aware of Mr. Payne’s suspended license status and confirmed via computer of ten prior
suspensions. He was also ticketed for having two opened beer
bottles in his possession, and for
operating the 2006 Polaris on a
public roadway.
• Deputy Koty Crews stopped
a 1993 Chevrolet driven by
Keith Williams, 21, of Baldwin
on MLK near the CSX tracks in
Macclenny the evening of March
23, and learned his license had
nine prior suspensions.
The officer said he stopped
the car because of inoperable tail
lights. The suspensions were for
failure to pay traffic fines.
• John Crook, 48, of Jacksonville was taken to county jail the
afternoon of March 22 after he
was warned several times to stay
out of the traffic lane on US 90
east of Macclenny.
Deputy Chris Walker said Mr.
Crook was walking in the eastbound lane attempting to stop
vehicles to get a ride. He was
booked for disorderly conduct.
• Awldie Justice, 29, of Green
Cove Springs was arrested at
a north county residence on
March 23 on a Clay County warrant for aggravated fleeing police and grand theft.
Deputy Chris Walker went to
the address on Benny Jo Bennett Rd. on a tip that the fugitive
was staying there, and initially
was told by a 14-year-old male
occupant that he had not seen
Mr. Justice in years.
The officer obtained permission to search the premises and
Mr. Justice surrendered as Deputy Walker entered with his K-9
Cash.
• Deputy Robert Simpkins arrested Darrell Perry, 33, of Glen
St. Mary the afternoon of March
23 after learning he was wanted
in Caycee, S.C. for assault and
battery.
The officer stopped Mr. Perry
for speeding on Reid Stafford
Rd. just after 3 pm.

She served as deputy to the
former director Fred Cole until
last July when the Y’s board of directors appointed Ms. Knight as
the interim director. The board
and its regional counterpart,
First Coast YMCA, signed off on
hiring her as director on March
19.
“Fred made me his second in
command. He was a very generous teacher and very good mentor,” she said.
Mrs. Knight and the former
director shared a small office,
which helped make the transition
quite natural, Mrs. Knight said.
“But at the same time, there
were a lot more responsibilities,”
she said. One of those is continuing to foster partnerships and
collaboration with other community groups like the school
district, health department and
local churches.
“Our common goal is the
well-being of the community,”
she said. With help from sister
YMCAs and six staff members,
Mrs. Knight said she’s settled
into the post.
“They make what I do a lot less
challenging,” she said.
Mrs. Knight is married with
five children, two of which still
live at home and work at the Y as
well.
She’s a native of Jacksonville
and resides just outside of Baker County in the Nassau County
strip.
“I came to Baker County because I heard great things about
the school system and I wanted
my kids to attend schools here,”
she explained. “So I wrote the superintendent a really nice letter.”

Truant arrested
at river on felony
marijuana charge
A high school student who skipped classes on March 20 was arrested for felony possession of marijuana after he and a fellow student
were questioned by county deputies at the Boy Scout ramp to the St.
Mary’s River off Steel Bridge Rd.
The suspect, 17, showed deputies Shawn Bishara and Chris Miller
where he stashed 25.5 grams of pot under the steering column of a
2001 Ford pickup belonging to the other student, also 17.
The officers questioned the two after noting an odor of marijuana
coming from the vehicle. Deputy Bishara said they found an electronic scale in the pants pocket of the teen, plus marijuana residue and an
unsmoked “blunt” in the vehicle.
The youth was also booked at county jail for possession of paraphernalia. The second boy was released to his father.
In other drug-related arrests, Brandi Thompson, 32, of Macclenny
was charged with felony possession after three kinds of pills were
found in a small vial inside her purse.
Deputy Matt Yarborough said he stopped Ms. Thompson’s 2001
Chrysler on US 90 downtown shortly after midnight on March 23 for
having a faulty tail light.
Because of the driver’s nervous demeanor and refusal to consent
to a search, Deputy Chris Walker and the county’s K-9 Cash were
summoned and the dog alerted outside the vehicle to the presence of
drugs.
Ms. Thompson had five other kinds of pills in the purse for which
she had prescriptions.
• A Glen St. Mary man out on bond for operating a meth lab was
re-arrested the evening of March 25 for possession of two marijuana
smoking pipes.
Deputy Patrick McGauley said he questioned Daryll Gatlin, 27, at
the Raceway station on Woodlawn Rd. after receiving a call that he
had driven off from a disturbance on nearby Ben Rowe Circle about
8:40.
The officer said he detected an odor of marijuana coming from the
suspect’s Chevrolet pickup and one of the pipes was in plain view inside. The second was found during a vehicle search.
Mr. Gatlin was arrested in late February for manufacturing methamphetamine at a residence on CR 139B west of Glen.

All they have to do, he said, is

career and be committed to it, especially when they start touring.

put into it,” Mr. Borchett said.
Meanwhile, Brittany will always remember March 19 for two
very special reasons, including
signing her first record contract.
“It’s my birthday, so it’s a nice
birthday present,” she said. “I
turned 19 on the 19th.”

During his half century in the
music industry Mike Borchetta
has been a guiding force in the careers of numerous pop and country music stars — from the Beach
Boys and the Four Seasons to Tim
McGraw and Heartland.
The legendary music and record promoter, who has called
Tennessee home for over 30
years, now has his sights set on
Blaire and Brittany Hanks, a
young couple with roots in Macclenny and Jacksonville.
Mr. Borchetta, 71, first met
and heard the couple sing last
year at his home in Mt. Juliet, just
outside Nashville. He called Marty and Heather Hanks, Blaire’s
parents, and scheduled a meeting
after a relative sent him a CD of
Brittany and Blaire’s music that
they had recorded in Nashville.
He was so impressed, Mr. Borchetta said, that he decided to
postpone his plans to retire so he
and his wife and business partner, Martha Borchetta, could help
develop the talented duo.
On the morning of March 19
the relationship was solidified
with the signing of a contract
with Mt. Juliet Records, a new label co-owned by the Hanks family
and Mr. Borchetta, who arranged
for the event to be broadcast live
at the No. 1 country music station in Ocala: Thunder Country
WTRS.
“This is where the dream starts
— signing the record deal,” Mr.
Borchetta said.
With family members and
friends waiting in another room,
Britt & Blaire, as they are known
professionally, spent nearly an
hour in the studio doing an interview with morning deejays Dave
Tyler and Bo Hamilton. With
Blaire at the guitar, they also sang
three original songs from their
first album -— Fall For a Smile,
From the Heart and Young Summer — and covered Brantley Gilbert’s hit song Country Wide.
“They sounded unbelievable,”
Mr. Tyler said. “They’re the next
big thing. Britt & Blaire will be
making history.”
During the interview Blaire,
19, who grew up on Mud Lake
Road, said he started learning
how to play the guitar when he
was 7 or 8 years old and wrote his
first song when he was about 12.
Sometimes, he said, he writes the
lyrics and later puts it to a melody, but usually it’s the melody
that comes first and the words afterward.
His musical influences were
country, reggae and “beachy-type
music,” he said, pointing with
admiration to such entertainers
as Bob Marley, Brantley Gilbert
and Kenny Chesney. Wherever
or whenever inspiration strikes,
Blaire said he’s compelled to
write it down right away.
“I’ll be sound asleep and I’ll get
some sweet words and a melody
in my head,” he said. “I have to
get up and call mom and dad in

the middle of the night and say,
‘Hey, ya’ll wake up. You’ve got to
hear this.’”
Brittany, who began singing
in church as a pre-schooler and
later in school plays in Jacksonville, said her strongest influences
include artists such as Carrie Underwood and Miranda Lambert,
though many people have told
her she sounds “just like Jewel”
on some songs.
If they were nervous on the air,
the young couple didn’t show it at
all, neither in their voices as they
answered the deejays’ questions
nor when they sang songs for
the listening audience. It was the
first time anyone had heard their
songs played on the radio.
Sharon Beavers, a gospel and
country songwriter and singer
from Macclenny who has been a
mentor to Blaire, said she got a
little teary-eyed when she heard
their voices come over the radio
for the first time Monday morning at a friend’s house in Ocala.
“They sounded amazing and
very professional,” she said.
“They were smooth and very relaxed. It just touched my heart.
I’m so very proud of them.”
But she wasn’t surprised, said
Mrs. Beavers, who has heard the
two perform at county fairs, fundraising events and in local restaurants during karaoke nights that
she’s managed.
“The first time I heard Brittany sing she had that extra special thing that many [performers] don’t have,” she said. “And
the first time I heard Blaire I just
knew that talent was there, he
just didn’t realize how talented he
was. He wanted to write [songs]
and play the guitar and be in the
background. But he’s come so far
in the past year with his voice and
confidence. He’s such a presence
on the stage.”
Mrs. Beavers said she thinks
both are ready to do what it takes
to be a success in the competitive
music industry.
“They just have that connection and look so great together,”
she said. “I can see how they’ve
grown in the last year. They’re exactly where they need to be.”
Britt & Blaire have appeared
twice in the past year at Maver-
ick’s country and western dance
club at the Jacksonville Landing,
once at Cow Patti’s in Yulee, and
on March 31 the duet will perform for the first time at Cotton
Eyed Joe’s in Fernandina Beach.
After the contract was signed
and the newlyweds, who were
married in Macclenny on Feb. 17
about a week before they moved
to Nashville, walked out of the
radio station feeling pretty good
about their future. So did Mike
Borchetta.
“I know talent,” he said. “I
can’t tell you how proud I am of
these children, and I say children
because I’m so old.”
Some day, perhaps, he’ll look
back and remember the early
days with Britt & Blaire fondly
like he remembers the early days
with others who went on to become giant stars.
Mr. Borchetta gave Tim McGraw his first big break when he
signed the young singer to a contract with Curb Records in 1993
and soon watched him hit No.
1 on the charts with the heartwrenching ballad Don’t Take the
Girl. In the late 1980s he had Hal
Ketchum under contract and said
he took him on a promotional
tour to numerous radio stations
promoting his song, Small Town
Saturday Night, which became a
No. 1 hit and was the most played
record of the year in 1991.
He’s not the only one who has
confidence in Britt & Blaire. His
wife Martha also has an eye and
an ear for talent and she said the
couple has what it takes to succeed in the business.
“They’re the real deal,” Mrs.
Borchetta said, adding that
they’re talented, attractive and
both had a good family upbringing. “They’re good kids. If they
weren’t, we wouldn’t be here.”
After the morning radio show,
she said she asked Dave Tyler for
his candid opinion of Brittany
and Blaire on a scale of 1 to 10.
“He said ‘a 10,’” she said.
In the parking lot of the Ocala
restaurant where everyone met
for lunch, Mr. Tyler commented
on the couple’s chances are of hitting the big time.
“The sky’s the limit,” he said.
“They were great. Outstanding.”

March 24, 2012. He was born
in Jacksonville to the

Baker Sr.
and Thelma
Smith Baker on December 10,
1943.
He
was a 1961
graduate of
Paxon High
William Baker
School and
received his bachelor’s and master’s degrees in mathematics
from Jacksonville University in
1968.
Mr. Baker resided in Baker
County since 1973 after moving from Jacksonville. He was
a member of Unity Church for
Creative Living in Jacksonville
and of the Baker County Amateur H.A.M. Radio Operators,
call sign K4gns. Bill worked
for Duval County schools from
1968-1985 and then the Baker
County school system from
1985-1996 retiring as assistant
superintendent. At the time of
his death, he was a consultant
to school systems throughout
Florida, mentoring administrators and faculty. Bill loved playing the guitar, hiking and gardening, and was an avid Atlanta
Braves fan.
Survivors include loving wife
of 47 years, Carol Meeks Baker; daughters Pam (Michael)
Baker Robinson of Macclenny
and Karen (Christopher) Baker
Clifton of Callahan; sister Dorothy Baker Gray of Jacksonville;
grandchildren Shea Robinson,

The celebration of life will be
held at the Baker residence at
14413 Tim Rhoden Road, Glen
St. Mary Friday, March 30 at
4:30 pm with Ms. Dale Beaman
officiating. There will be a time
of sharing personal stories, so
bring a memoir of Bill for the
family’s scrapbook if possible.
Casual attire is recommended.

Lorrine was a member of Christian Fellowship Temple and
loved working as part of the
cooking ministry at the church.
She was passionate about her
family and her home. She actively supported her husband
Vincent while he served in the
military from 1978-1993. After
his retirement they moved back
to Moniac, GA and resided in
her childhood home. In 2004
they moved to Macclenny.
Lorrine was constantly striving to improve her home, working on its appearance and making it comfortable for family and
guests. She loved being around
children, watching romantic
movies, the Academy Awards,
The Young and the Restless and
HGTV. She also enjoyed reading
romantic books and listening to
gospel music. She was predeceased by daughter Shaina Dee
Buffington and brother Johnny
Crawford.
Survivors include her loving
husband of 33 years Vincent
Buffington; sister Corrine Eddy;
niece Teresa Yost, all of Macclenny; nephews Tommy Eddy,
Jerry Eddy, Mitchell Crawford,
Frankie Crawford and Mike
Crawford.
The funeral service was held
at her church on Wednesday,
March 28 at 2 pm with pastors
David and Tim Thomas officiating. V. Todd Ferreira Funeral

20, 2012. He was born January
12, 1936 to

Davis
and Pearl
Raulerson
Davis. He
was a lifelong resident of Baker County
and member of Dinkins New
Elmus Davis
Congregational Methodist Church. He
was a retired millwright union
worker in Local #241 of Jacksonville for 41 years and member of the Masonic Lodge #122
of Sanderson for many years. He
enjoyed spending time with his
family, which he loved above all.
He was an avid hunter, fisherman and farmer — all remaining
as his legacy. He was preceded
in death by 11 brothers and sisters.
Survivors include his loving
wife of 56 years Shirley Canaday
Davis of Sanderson; children
Rita F. Davis, Richard (Sharon) Davis, Elmus (Carolyn)
Davis Jr., Jerry (Cheryl) Davis, Cindy (Eddy) Sanders and

his church with Eddy Sanders
officiating, assisted by Rev. Tim
Alford. Interment with Masonic
rites followed at Cedar Creek
Cemetery. Guerry Funeral Home

He was born to the late Kenneth Miller and Zella Mae Spivey Miller on June 23, 1937 and
was a resident of Baker County
since 1991
after moving

Jacksonville. Cleveland served
honorably
in the US
Army. He
retired in
1991 from
Florida
Rock where
he was a Cleveland Miller
truck driver. He enjoyed fishing, farming,
standing around a burn barrel
with friends and family, tending to his cows, He was an avid
Gator fan and outdoorsman. He
was predeceased by his wife of
39 years: Rosa Miller and his
grandson: Garrett Harris.

and your staff for the excellent environment and caring
nature they showed my father, Leo Bordeleau, while there.
He was well satisfied with his short term care, his therapy
program and the kindness everyone showed him. In other
words, he was well cared for by all, staff and management He
was brought into other nursing facilities and nothing could
compare to this one. It really made a difference to him as a
patient or short-term resident. I, his daughter, also want to
send my thanks to everyone, again, for the excellent care you
gave him. It really made a difference. I would recommend this
facility to anyone and Macclenny Nursing and Rehab Center
should receive a hospitality award as well as an excellent care
reward.

The Lady Wildcat softball
team traveled to Daytona Beach
over the weekend to play some
of the best teams in the state.
They would like to have gone in
on a high note with lots of momentum behind them, but they
suffered a rare loss to an area
team, falling to West Nassau.
The Cats hosted the Warriors
on March 20, and played a close
one before losing 6-7. The girls
scattered 16 hits to the Warriors’
9 hits, but West Nassau was able
to make them count while BCHS
left 10 batters stranded on base.
West Nassau scored first with
a single run in the second inning. BCHS answered to tie the
score when Kylie Holton crossed
home plate. But it could have
been a big inning for BCHS,
which left three runners stranded.
West Nassau made them pay
in the third, scoring two runs
and taking a lead they would not
relinquish.
BCHS closed the gap to 4-3
when Genie Taylor and Tayler
McCann scored in the fourth
inning. Then West Nassau answered with an insurance run in

‘Kick Butts Day’ at BCHS

Kick Butts Day 2012 was on
full display during lunch at Baker County High School March 21
as members of Students Working Against Tobacco or SWAT
focused on the health risks of
smoking for fellow students in
eye-catching fashion.
The annual anti-smoking
campaign, now in its 17th year,
encourages youths to band together against the wiles of “Big
Tobacco,” according to its website, www.kickbuttsday.org.
Some 1200 Kick Butts Day observances took place nationwide,
including the event at the Glen
St. Mary campus last week.
There SWAT club members,
clad in striking, traffic-cone orange T-shirts under a tent of the
same color with the club logo,
lectured passersby about what’s
inside cigarettes and the havoc
those ingredients can wreak on
the lungs and mouths of longtime smokers.
The club’s Megan Anderson
used anatomical models to show
students the effects of habitual
tobacco use while telling them
about the more than 100 ingredients, many of them chemicals,

him on being selected for LDO (Limited Duty Officer) for the United States Navy.
He also recently passed the Chiefs exam and
was accepted, but respectfully withdrew, to
move forward with the LDO program.
In his 10½ years with the Navy, OS1 Manning
has received many awards and medals, most recently Sailor of the
Year.

She displayed a set of tarnished lungs with white cancer
cells visible inside alongside “Mr.
Gross Mouth,” a model of the
grimy, discolored teeth, deteriorated gums and cold-sore littered
tongue of a dedicated smoker.
Two other club members, Jewelie King and Johnathon North,
donned cigarette costumes and
passed out flyers encouraging
students to take a three-question
quiz after hearing Ms. Anderson’s presentation to win SWAT
cups and water bottles.
Club sponsor Anne Lewis
was present for the event, which
largely took place in the courtyard between the front office and
cafeteria, but said she left the
activities solely in the hands of
about 10 SWAT club members.
Ms. Lewis said the outreach
event also served as a membership drive for new club members.
Part of the club’s mission is
educating peers about the risks of
tobacco use and “tobacco companies’ deceptive marketing practices,” states a press release for
Kick Butts Day 2012.
“The tobacco companies make
smoking look cool in their ads,
but that’s nothing but a lie,” said
Tyler Braddy, the SWAT representative for Baker County.
“There’s nothing cool about bad
breath, smelly clothes and tobacco-stained teeth.”
The event was funded by the
Florida Department of Health
through a tobacco prevention
grant.

Damp start to little league softball
The Baker County Little League’s softball teams
started play the evening of March 23 under
cloudy skies following a brief opening ceremony, which was hastened by showers, at the twin
fields on N. 6th St. League officials said a prayer
and introduced all sixteen teams in this year’s
league before sponsor Larry Burkins of Burkins
Chevrolet threw out the first pitch. The league is
divided into five age divisions ranging from 4-6
for pee wee and 13-16 for seniors. They’ll play
two, 12-game seasons through May 19 before
all-star play begins. Games are held at the fields
from 6 to 8 pm on Mondays, Tuesdays and Thursdays, and from 9 am to 2 pm on Saturdays. Pictured above are (from left) Kayla Wallace, Kensey

The Baker High varsity baseball team split contests the past
week, losing to Fernandina
Beach but bouncing back to defeat Bradford County in a shutout.
The Cats fell to the Pirates 3-1
on March 20 in a game played at
the Baseball Grounds in Jacksonville. Hunter Hanks threw a
complete game and pitched the
ball well, but as has happened in
recent games, the Cats struggled
offensively.
“Hunter threw well, we just
couldn’t get anything going at
the plate,” said Coach Fred Matricardi.
Jared Crews had an RBI single for the Wildcats’ only run.
The Wildcats had a little more
success on March 22 at home as
they shut out Bradford County
4-0. Dillon Jones and Jacob
Milton combined to throw the
shutout. Jones went five strong
innings and Milton came in for
the final two innings in relief.
Offensively, Ethan Wilkerson
hit his second home run of the
season and added a sacrifice fly
for 2 RBIs. Chris Waddell added
an RBI double.
Matricardi would like to coax
more offensive production out
of his bats.
“We have been getting great
pitching all year, we just need to
get more consistent at the plate,”
he said.
The Cats host Paxon in a district contest on Friday, March
30 at 6:30 pm.

The Wildcat boys’ and girls’ tennis teams split matches last week,
losing March 20 to a very good Bishop Kenny squad before coming
back to beat West Nassau at home two days later.
Bishop Kenny consistently is one of the area’s top teams and demonstrated it by beating the boys 0-7. Only the number 2 doubles match
was competitive with Jared Stafford and Hunter Stavely losing 5-8.
The girls also fell 0-7 to the Crusaders.
The teams had a better result against the West Nassau Warriors.
The boys defeated the team from Callahan 7-0.
Nick Dukeman won the number one singles 8-3 and Sam Murphy
the number two 8-1. Jared Stafford and Hunter Stavely won 8-0, 8-0
and Tyler Curry won on a forfeit.
The doubles team of Dukeman and Murphy won 8-2 and Curry
and Tanner Orberg won 8-5.
The girls’ match was more competitive with BCHS winning 4-3.
Tianna Raysor won number one singles 8-5 but Kaylann Stafford lost
number two singles 6-8. Haleigh Latimer lost 5-8 before Logan Raulerson bounced back to win 8-3 and Savanna Rhoden won 8-5.
The doubles team of Raysor and Stafford lost 3-8 and Raulerson
and Toree Jones lost 4-8.
The teams face Hilliard and district foe Terry Parker at home on
Thursday, March 22 in the last match before the district tournament
at Bolles the first week in April.

PROPOSED DEVELOPMENT
AGREEMENT FOR IWMS
BIO-MEDICAL THERMAL
REDUCTION FACILITY
The Baker County Board of County Commissioners will hold two
Public Hearings on Monday, April 3, 2012 at 6:00 PM, or as soon
thereafter as possible, and on April 16, 2012 at 6:00 PM, or as soon
thereafter as possible, in the Baker County Administration Building, 55 North Third Street, Macclenny Florida, to consider entering into a development agreement with IWMS for the development of the 24.07 acre site as a Bio-Medical Thermal Reduction
Facility located on Tax Parcel: 27-2S-22-0000-0000-0035 at the
north end of Enterprise East Boulevard. The agreement includes
a variance to the Baker County Land Development Regulations as
to the maximum allowed height of structures.
Proposed Development Uses:
Construction of a bio-medical thermal reduction facility, together
with appurtenant facilities, a portion of which is no taller than 100
feet tall requiring a variance, such as but not limited to, an office
building, driveways, vehicle parking, guardhouse, truck wash, a
truck maintenance garage, storm water facilities, power supply
and other accessory uses
Proposed Building Densities and Heights:
92,800 square feet of buildings
162 parking spaces approximately

Bobcats shutout Lake
City, Hilliard middle
The Baker County Middle School’s Bobcats softball team shutout Lake City
Middle School at home on March 22, scoring eight unanswered runs in the late
afternoon conference game. Delicia Washington scored three runs in the game,
including a home run. The girls went on to defeat Hilliard Middle School March
27 in the sixth inning 10-0. The conference championship is scheduled for the
afternoon of March 29 in Macclenny, but it was unclear as of press time whether
the Bobcats would play. Coach Jon Mobley said BCMS, Lake City and Live Oak
are locked in a three-way tie for the division title. According to his understanding of the rules, Coach Mobley said a drawing will take place to eliminate one
team and a coin flip will determine the ultimate division winner. Pictured above
