The Owner reserves the right to reject

Chet Bigelow with the Virginia Department of Environmental Quality, recently
spoke to the Northern Neck
Rotary Club.
He explained No Discharge
Zones, a new tool in efforts
to clean Virginia waters.
Bigelow told the club that a
single weekend boater flushing untreated sewage into the
waters produces the same
amount of bacterial pollution as 10,000 people whose
sewage passes through a treatment plant. A single overboard discharge of human
waste can be detected in up
to one square mile of shallow
enclosed water, much like the
creeks and coves in the area,
according to Bigelow.

VDH will share 75 percent of
the cost of the installation of
such a facility.

Spring is the traditional time
for tree planting in Virginia as
it’s still a little cool and the soil
is usually moist.
The Virginia Department of
Forestry (VDOF) sells more
than 40 species of trees ranging
in price from as little as 6 cents
per tree seedling (loblolly pine)
to just $1.50 per seedling for
black walnut.
For landowners interested in
planting pine seedlings, money
is available to assist in the
planting of sites as small as one
acre. Contact the local VDOF
office for more information on
this cost-share program.
“Trees offer many benefits
to both landowners and every
other citizen,” said director of
forest resource management
Dean Cumbia. “Trees not only
provide wood for many of the
products we need in our lives,
but they help keep our streams
clear by controlling erosion;
clean our air, offer homes for
wildlife, and contribute to the
scenic beauty that is Virginia.”
The Virginia Department of
Forestry urges all landowners
to plant trees in order to grow

A recently released study by the
Alzheimer’s Association shows
that nearly 130,000 Virginians
suffer from the disease, 25,000
of whom are in the Greater Richmond area.
“These numbers are up almost
30 percent in less than a decade.
We should all have reason to be
concerned,” said chief executive officer Sherry Peterson of
the association’s Greater Richmond Chapter. She attributed
the increase to the aging of baby
boomers and better diagnostic
techniques.
The 2008 Alzheimer’s Disease
Facts and Figures estimates that
10 million baby boomers will
develop Alzheimer’s disease in
the United States. Approximately
5.2 million Americans are already
living with the disease. Alzheimer’s is the seventh leading cause of
death in the country and the fifth
leading cause of death for people
over age 65.
“Alzheimer’s will strike one
in eight baby boomers. Now is
the time to address this looming
epidemic,” Peterson said. There
are currently no effective diseasemodifying treatments to halt or
delay the progression of the disease.
The association’s report offers
statistics that convey the burden
Alzheimer’s imposes on individuals, families, government, business, and the nation’s health and
long-term care systems.
Every 71 seconds, someone in
America develops Alzheimer’s
disease; by mid-century it will be
every 33 seconds.
By 2010, there will be almost
a half-million new cases of
Alzheimer’s disease a year, and
by 2050, there will be almost a
million new cases each year.
Women are nearly twice
as likely as men to develop
Alzheimer’s disease, 17 percent
vs. 9 percent. One in six women
and one in ten men age 55 and
older can expect to develop the
disease in their remaining lifetime. Although it may appear that
being female is a risk factor, more
women will develop Alzheimer’s
because on average, women live
longer than men, thereby having
more time to develop the disease.
With 70 percent of people with
Alzheimer’s and other dementias
living at home where friends and
family take care of them, the disease touches the individual and
entire families.
“It is more important than ever
that research funding be increased
to find effective treatments that
delay the progression of the disease,” Peterson said.

fruits and vegetables,” but now
she may have to amend that to
“Eat your over-ripe fruits and
vegetables.”
Scientists have discovered that
fruits and vegetables don’t lose
any antioxidant content in the
days after purchase, even when
they appear to be rotting. In
some cases, they’ve found that
antioxidant levels actually rise.
Antioxidants are substances
found in certain fruits and vegetables that can protect cells
against the effects of free radicals, which can lead to cancer
and other diseases.
Americans have been told to
eat more fruits and vegetables,
but they also have been told that
those foods should be thrown
out once they begin to blacken or
pucker or mold. However, Science Daily reported on a Belgian
study that determined the visual
appearance and texture of fruits
and vegetables has no bearing on
their taste and nutritional quality.
But will that help anyone—
especially children—eat more
fruits and vegetables?
“It’s doubtful,” said Pauline
Milbourne, an Accomack County
Extension agent for family and
consumer services. “I’ve heard
children say that they would eat
more fruits and vegetables if
they weren’t so mushy.”
Another study, however, conducted by scientists with the U.S.
Department of Agriculture’s
Agricultural Research Service
Children’s Nutritional Research
Center in Houston, found that
when elementary school-age
children participate in preparing
healthy foods, they end up eating
more fruits and veggies.
The study involved nearly 700
fourth-graders, who chose a fruit,
fruit juice or vegetable recipe and
set a goal of preparing it at home
during a specific time period.
Parents had to verify that each
child prepared one of a variety of
healthy recipes provided.
At the end of the study,
researchers found that, on average, the participants ate at
least one more serving of fruit,
100-percent fruit juice, or vegetables in the designated time
period than they did previously.
Milbourne said the study
proves that “although it will take
some thinking ahead of time,
parents could benefit greatly by
involving their kids in the process of food buying and preparation.
“This could pay big dividends,
especially with that picky eater.”

White Stone egg hunt
White Stone Baptist and White Stone United Methodist
churches hosted a community Easter egg hunt March 22 at
the Methodist Church with 51 children, their parents and
grandparents attending. There also were photos with the
Easter Bunny, lunch, crafts and cupcake decorating.

an Easter egg hunt sponsored
by the Derrick B. Spencer
Memorial Fund.
Candy-filled eggs were
donated by Wal-Mart, the
Spencer Memorial Fund and
volunteers; coupons and more were given by McDonald’s in
Kilmarnock; a gift certificate
was given by Sal’s; $20 in gold dollar coins and dollar
bills placed inside of some
of the eggs were donated by
Diana Montgomery of Chesterfield, and many of the eggs
were filled with scriptures.
Over 700 eggs were
hidden by Denita Dixon of
Hampton, Steven Kelly and
others and prizes also were
awarded in an egg-coloring
contest. Prizes included large
stuffed animals, boxes of
candy, pencils, bracelets, a
special scarf, Avon products
and much more.

joined Virginia’s Secretary of
Public Safety, John W. Marshall,
and Col. W. Steven Flaherty,
Superintendent of Virginia State
Police, to unveil Virginia’s new
Move Over highway signs during
a press conference in Bristol.
Southwest Virginia is first to
receive the 12 feet by 4 feet signs
which will be positioned along
I-81 and I-77 to welcome drivers
as they enter the Commonwealth
from Tennessee, West Virginia
and North Carolina.
“These signs mark a major
step forward in the on-going
efforts to alert the public about
Virginia’s Move Over law,” said
Marshall. “This is another tool to
educate the community, caution
drivers about the law, and to try
and keep our law enforcement
and emergency personnel safe.”
Virginia is one of 40 states
with a Move Over law requiring drivers to change to another
travel lane or, when not able
to, to slow down when passing
emergency personnel stopped
out on the road. Violation of the
Virginia
Vignettes
law carries a punishment of up to
a $2,500 fine and/or 12 months
in jail.
Nationwide, in the last two
years, 15 law enforcement personnel were hit and killed while
standing outside of their vehicles,

driver smashed into his patrol
car while it was parked on the
side of the road. Trooper Chapman was inside his car finishing
up a traffic stop on southbound
I-81 when the crash occurred. In

of each other by a passing car
while working an incident. None
of them were seriously hurt.
“This law is intended to save
lives,” says Col. Flaherty. “We
can’t stress enough how important it is for drivers to pay attention and to move over or slow
down for all emergency personnel stopped on the side of the
road.”

Yes. While not recommended, it’s how the ingenious Henry Brown gained
his freedom from slavery.
To help him escape, Brown
sought the help of two men:
James Smith, a black freed
man, and Samuel Smith, a
white shoemaker who, ironically, owned slaves himself.
On March 23, 1849, Brown
crawled into a tiny wooden
box—it was three feet long,
two feet wide, and two feetsix inches high—and asked
these men to mail him as “dry
goods” by express train from
Richmond to Philadelphia.
Brown’s perilous passage
to freedom lasted approximately 27 hours, several
of which he spent traveling upside down. The box
finally arrived at the office
of the Pennsylvania AntiSlavery Society in Philadelphia on March 24, where it
was opened and Brown, who
would soon become known
as Henry “Box” Brown,
emerged.
Reflecting on the voyage,
Brown recalled how his eyes
swelled “as if they would
burst from their sockets,” and
the veins from his temples
were distended from the pressure of blood on his head.
Brown would later publish
two narratives about his life
in slavery and his escape, as
well as tour England.

Proposed Budget for Fiscal Year 2008-09
In accord with Section 15.2-2506, Code of Virginia, notice is hereby given that the
White Stone Town Council will hold a public hearing on Thursday, April 3, 2008 as a

incubator.
c. Aquatic Organism- any species or hybrid of
aquatic animal or plant, including, but not
limited to, “fish,” “fishes,” “shellfish,” “marine
fish,” and “organisms” as those terms are
defined by the Code of Virginia §28.2-100.
2. An amendment to the Northumberland County
Zoning Ordinance Chapter 148 Article II, Section
148-6 B; Article III, Section 148-18 B ; Article V,
Section 148-43 B; Article VII, Section 148-65 B;
and Article VIII, Section 148-74 B; Conditional
Uses in Conservation District (C-1), Agriculture
District (A-1), Residential Waterfront (R-2), Business General District (B-1) and Industrial Light
District (M-1) respectively: to add “Aquaculture
Facility”.

applications for wetland and/or coastal primary sand
dune and beach permits:

#08-0269) to remove a portion of failed riprap
revetment and an existing concrete groin, to nourish
beach with clean sand and to install a 100 linear foot
marsh sill that extends into a 50 foot channel jetty
and install a 100 linear foot breakwater along and
from the shoreline of Whays Creek and 65 Sunset
Cove Lane.

#08-0376) to install 150 linear feet of riprap revetment
along the shoreline of Cockrell Creek and 890 Main

Bull Neck Cove and 365 Deepwater Lane.

bulkhead along the shoreline of Flagg Pond and 665
Brammer Drive.
5) Request by Tina R. Kenny (V.M.R.C. #08-0507) to
install 180 linear feet of riprap revetment along the
shoreline of Lodge Creek and 79 Gillions Lane.
6) Request by Northumberland County Board of
Supervisors (V.M.R.C. #08-0487) to construct an
8’ x 145’ public fishing pier with an 8’x 20’ T-head
from the shoreline of the Great Wicomico River and
Coopers Landing.
7) Request by Mark Scerbo (V.M.R.C. #08-0258)
to install 280 linear feet of vinyl bulkhead 2 feet
channelward of an existing deteriorated bulkhead
along the shoreline of Kingscote Creek and 369
Church Lane.
