Master Gardener Sue Lindsey recently presented “Glories of Fall Gardening” at a the
Rappahannock Garden Club
meeting.
According to Lindsey, the
fall season is a wonderful time
of the year for gardeners to
enjoy the colors, richness and
abundance of nature that the
autumn season offers. She distributed a handout containing
fall-blooming annuals, perennials, shrubs and plants that
can be grown to benefit wildlife.
The list was accompanied by
a slideshow presentation featuring pictures of the items on
the handout. Members walked
away with an invigorated view
of their gardens’ potential and
broadened awareness of the
importance of planning and
designing a garden to support
the ecosystem, said Cathie
Elliott.

for the beautiful buffet table
they prepared. The theme celebrated the club’s symbol, the
holly. McKay was assisted by
Burgess, Polly Kirsey, Ronnie

reported Elliott.
Burgess reported on the
Penny Pines project, a reforestation and educational program
with a partnership among the
National Garden Clubs and
the USDA Forest Service. She
also reminded members of the
upcoming Piedmont Garden
Club meeting in October and
encouraged members to attend.
In addition, President Burgess
reported on two upcoming
events in December in which
the club will be involved – the
YMCA Festival of Trees and
Fishermen’s Museum in Reedville.
First vice-president Sandra
Harris reported that she would
like to get feedback from members concerning their ideas
for upcoming programs for
the 2013 garden club season.
Harris noted she needs help
acquiring contact information
for past club members in preparation for the club’s 50th anniversary celebration December
13 at Indian Creek Yacht and
Country Club. Former members are invited to this holiday

launches photo contest
Entries are being sought for
a new photo contest sponsored
by the Warsaw Richmond
County Main Street Program
(WRCMSP).
Photos must feature a Richmond County or Warsaw scene
or have been taken in those
locations (with locations noted)
and must have been the original
work of an amateur photographer, said Maggie Hall of the
promotions committee.
The entries will be narrowed
down by WRCMSP volunteers
and the top 10 pictures will
be displayed at the Warsaw
Christmas Parade on December 2, said Hall.
At that time, public votes will
be cast to choose the winner.
The winning image(s) will be
used in future WRCMSP publications and may be featured
in future editions of the official
Richmond County Guide, she
said.

Early spring blooming flowers include daffodils/narcissus,
anemone, crocus, hyacinth and tulips—all known as spring
flowering bulbs.
We are also fortunate to live near Brent and Becky’s Bulbs
in Gloucester, where many varieties of bulbs are available
along with good advice for success. Selecting quality bulbs
is very important because the flower bud has already developed before the bulb is sold. Look for plump, firm bulbs
with size and color dependent on your garden design.
When to plant: Generally, spring-flowering bulbs are
planted after first frost but before the ground freezes which
gives the bulb time to grow roots. If you have to store bulbs
for a short period of time, take them out of the package and
store in a cool, dry, well-ventilated area.
How to plant: Tops and bottoms of bulbs are sometimes
difficult to detect. Generally, it is advisable to plant ‘pointyside up’ but if in doubt, plant on its side. It is best to check
planting depth for specific bulbs with a good local grower or
garden center, but a general rule of thumb is to plant 2 ½ to
3 times the diameter of the bulb in depth.
Cultivation and maintenance: Soil that is rich in
humus, compost or other organic material will assure greater
success. Select a site that is well-drained as bulbs may rot
in an area that is too wet. Use raised beds or containers if
you do not have an appropriate location. Most bulbs require
5 to 6 hours of sunlight for good flowering. Water at least
once after you have planted and in the spring, water once a
week if you do not receive ½ inch of rain. Mulch with a light
substance to retain moisture and reduce weeds. Pine needles,
well chopped pine bark, chopped leaves or compost are all
good choices.
After plants bloom, fertilize lightly with a 5-10-10 mixture
or you can use bonemeal as an extra source of phosphorous.
If you plan to leave the plants for another year of blooming,
do not cut them back until the tops turn yellow and wither.
The green leaves produce food for next year’s flower.

Remo landmark razed
Marianne Miller took pictures of the recent demolition of the
old Remo post office. “Some people were saying it might have
been a good idea to light a match to the thing and let the fire
squad practice on it, but that place would have been gone in
seconds,” said Miller.
Following the demolition of the old Remo post office, Marianne
Miller was able to recover some artifacts including newspaper
clippings and a register of purchases that dates back to 1934.
“We found it under everything. It’s neat to see where money
was spent. There’s a lot of Montgomery Ward and Sears
purchases in there,” said Miller.

Junior fall series wraps up at RRYC

appahannock River Yacht Club recently
wrapped up its Junior Fall Race Series.
Boyd Bragg took first place for the four
week race series in the Optimist Division while
Daniel Resio took first in the Sunfish Division.
“It was a great four week series,’ said junior
sailing director Bo Bragg. “The weather cooperated the entire month with light to moderate
winds and fairly cool temperatures.”
All sailing was done within Carter’s Creek
in front of the clubhouse where parents and
spectators could get a good view of the race
course, he said. A few “green fleeters” joined
the racing this season. They were Reese
Bragg, Mary Malone Johnson and Reed McAllister. Green fleeters are novice racers who do
not compete for place. They are allowed to be
coached on the water in order to learn the rules
and strategies of sailboat racing. It’s a learning
experience for them.
“We had a wonderful race series with a great
deal of volunteer help ashore as well as on the
water,” said Bo Bragg. “Participants came from
not only RRYC but from Ware River Yacht
Club, Hampton Yacht Club and the community.

Potomac cruising

A highlight of the trip
was a moonlight trolley tour
of the nation’s monuments,

retired magazine and newspaper reporter. His wonderful
sense of humor and extensive
knowledge of U.S. and world
history brought to life many
significant things about each
monument.
The cruisers also went
to see “Red Hot Patriot” at
the circular Kogod Cradle at
the Arena Stage. Kathleen
Turner was perfectly cast as
the late Molly Ivins, a newspaper columnist.
Turner
also graciously participated
in a post-show interview and
discussion.
“After several days of sightseeing, we all agreed that the
U.S. has a beautiful capital
city that provides its visitors
so much to see and do,” they
said.

Joni Dowling was working through a mid-life
crisis of sorts, trying to figure out what adventure to embark on next, when she decided to do
what she knew best.
“I went shopping, and thought this is what I
should be doing. I love buying and shopping.
This will be my post-retirement thing. But I’m a
planner, so I decided to do it now, before retirement,” said Dowling, who works full-time for
the government in Northern Virginia and has a
second home in Northumberland County.
She took a nest egg she’d been saving for over
20 years to start a clothing store at 76 South
Main Street in Kilmarnock. Attitude Boutique
opened September 1 and held its official ribbon
cutting last Friday.
Dowling was shopping and browsing in Kilmarnock last April when she saw a few empty
store fronts and decided on a location.
“The new store...gives Northern Neck residents
more shopping opportunities,” said Dowling. “It
offers women a selection of reasonably priced,
cross-generational, contemporary styles.”
Dowling tries to buy only American-made
by American designers, but unfortunately is
having trouble finding designer jeans made in
the U.S., she said.
Dowling is trying to customize her clothing
lines to the customer by offering body measurements and surveying to find out what her customers want.
“Kilmarnock has such community and commitment to its people. It has ‘heart and soul’
that most towns and cities have lost or struggle
to maintain. Over the years, I’ve gotten to know
some of the other merchants and their clientele,
and that experience helped me when deciding
on a store location,” she said.
Attitude offers monthly specials and celebrations. Dowling, a breast cancer survivor,
is celebrating October as Breast Cancer Awareness month by donating $5 of each sale toward
women in need of wigs, skin care and other
items needed during treatment and recovery.
She is working with the local cancer treatment
center and Jennifer Bishop of Merle Norman.
Dowling is also partnering with Bishop for
several cooperative store specials, including
Wacky Wednesdays. Customers at Attitude
making a purchase, randomly pick a prize that
may include discount coupons or make-up from
Merle Norman.
“We’re networking together,” said store manager Sharon Drousche. “If you buy something
from us and take your receipt to Jennifer, she’ll
give you 10% off and then if you buy from her
and bring us the receipt, we’ll give you 10%
off.”

October is National Physical Therapy Month.
The
American Physical Therapy
Association’s theme this year
is “Move Forward―Bringing
Motion to Life,” referring to
the many health benefits that
physical therapy can provide.
Physical therapists are
movement
experts,
said
Rappahannock General Hospital marketing and public
relations coordinator Joanna
Marchetti. They help people
move forward, physically
and mentally. In many cases,
physical therapy can help
people regain their independence after strokes or injuries,
enabling them to move forward with their lives.
In October, RGH wants
to increase awareness of the
many ways physical therapy
can help improve quality of
life by restoring and improving one’s ability to move, said
Marchetti.
In many instances, a physical
therapist can work with patients
to manage or eliminate pain
without medication. Physical
therapy may even be an alternative to surgery, in some cases,
she said. A physical therapist
can examine a patient and
develop a plan of care using
treatment techniques to promote one’s ability to move,
reduce pain, restore function
and prevent disability.
Physical therapists can
help with the rehabilitation
of general and sports-related
injuries, including conditions
of the spine, neck and hand,
continued Marchietti. They’re
also able to provide rehabilitation services to those
who have suffered neurological impairments, such as a
stroke.
Some other conditions a
physical therapist can help
with include muscle sprains
or strains, joint replacements
or fracture surgery, lower
back or neck pain, impaired
balance or ambulation, and
prosthetic training after leg
amputation, she said.
To help others realize the
great benefits physical therapy can provide, RGH Rehabilitation Services and Sports
Medicine will offer free physical therapy screening/consultations throughout October.

“I can definitely say ‘I’ve
been there’ when it comes
to understanding some of
the frustrations my patients
experience when dealing with
injuries and disabilities,” said
Michelle Lybarger.

Michelle Lybarger knows firsthand the benefits of physical
therapy in helping one to move
forward.
A fitness buff and dedicated
runner who has completed marathons in all 50 states and has run
more than 90 marathons in 20
years, Lybarger suffered a devastating injury on her way to the
Marine Corps marathon in October 2011, when she crushed her
ankle in a car door en route to
the race, said RGH marketing
and public relations coordinator
Joanna Marchetti.
Her injury required ORIF
(Open Reduction Internal Fixation), a surgery to repair severe
ankle fractures, performed by
orthopedic surgeon Dr. David R.
Antonio, using two screws to stabilize the bone.
Following the procedure and
adequate recovery time, Lybarger
relied on her training to begin
regaining her strength in a safe
manner. Using the RGH Rehabilitation Center equipment, she
was able to improve her range of
motion, and she took to the pool
for aquatic therapy. The station-
ary bike and NuStep machine
helped her maintain overall cardiovascular conditioning, as well
as strengthen her ankle.
“It was exasperating, going
from being so active to all of a
sudden being so limited in what
I could do physically,” said Lybarger. “I can definitely say ‘I’ve
been there’ when it comes to
understanding some of the frustrations my patients experience
when dealing with injuries and
disabilities.”
After three months of dedicated exercises and training, she
was back on the roads and completed a 50-mile event in February 2012.
“It was interesting to be on the
receiving end of the treatment
that I provide for my patients,”
said Lybarger.
“While I certainly wouldn’t
want to repeat it, I think the experience helped me gain a new perspective- playing the patient- that’s
helped me grow and improve as a
physical therapist,” she said. “I like
to think the positive that’s come
from all of this is that I’m better
able to help my patients get back
to doing the things they love, just
as I was able to.”

federation and Universal Fairs LLC
presented this year’s fair September
28 through October 7 at The Meadow
Event Park in Caroline County.
“It’s been tremendous to see how
many people turned out and how
many were pleased that the fair is
still in operation,” said Hicks. “We’re
grateful to everyone who came to
the fair and then took time to give us
feedback.”
One goal Farm Bureau had was
to preserve the fair’s agricultural
components. Thanks to agricultural
organizations, farm families and volunteers, fairgoers were able to watch
baby chickens hatch and newborn
dairy calves take their first steps; see
different breeds of beef cattle; and
check out the workings of a honey
bee hive. The fair also included
equine events on nearly every day of
its run.
“This was a priority for us, in part
because the fair is a popular school
field trip destination,” Hicks said.
“About 14,000 schoolchildren visited

the fair this year, and we were able to
offer fun, hands-on learning experiences for them that support Virginia’s
Standards of Learning.”
Traditional fair competitions for
baked and preserved foods and arts
and crafts also were held this year.
Hicks said the level of participation
was gratifying. “When 70 people
bring you their homemade quilts, and
easily that many bring homemade
jams, cakes and candies, it definitely
feels like you’re offering a valued
program.”
Anyone familiar with the State
Fair knows there tends to be at least
a little rain during the event’s run.

Legal arguments presented
against EPA’s bay regulations
In its ongoing battle against the U.S.
Environmental Protection Agency’s Total
Maximum Daily Load, or TMDL, regulations for the Chesapeake Bay watershed,
the American Farm Bureau Federation
(AFBF) argued last week that the EPA is
violating the Clean Water Act.
Attorneys for the AFBF delivered legal
arguments stating that states in the bay
watershed, not the federal government,
are authorized by law to decide how best
to achieve water quality goals.
“The Clean Water Act put states in
the driver’s seat when it comes to decisions about how to achieve clean water
and restrictions on land use and development,” said Don Parrish, AFBF senior
director of regulatory relations.
Virginia Farm Bureau supports the
federal lawsuit filed in 2011 by AFBF
and the Pennsylvania Farm Bureau.
“The American Farm Bureau and Pennsylvania Farm Bureau initiated the lawsuit
because the EPA has exceeded its authority under the Clean Water Act by trying
to dictate its will upon states in the bay
watershed,” said VFBF president Wayne F.
Pryor. “We support their assertion that the
TMDL plan is based on flawed computer
models, and we believe the plan could be
disastrous for farms in Virginia and the
other five bay watershed states.”
Farm Bureau has argued that voluntary
best management practices, if tracked
correctly, would provide evidence that
farmers already are reducing and preventing soil erosion and water contamination.
AFBF delivered oral arguments and
answered questions during a lengthy session before Judge Sylvia H. Rambo in the
U.S. District Court for the Middle District
of Pennsylvania in Harrisburg, Pa.
“Judge Rambo clearly believes this
case is important and involves complex
legal questions,” said AFBF General
Counsel Ellen Steen. “She had carefully
studied the parties’ arguments and was
active in her questioning. At the end of a
very long day of arguments, she told the
parties not to expect a quick decision.”

FSA to issue CRP
and DCP payments
Northern Neck USDA Farm Service Agency (FSA) executive director Sherina Logan last week announced FSA will issue
Conservation Reserve Program (CRP) and Direct and Countercyclical Program (DCP) payments in October.
“FSA will issue the payments timely as long as all producer
eligibility requirements are met,” said Logan.
CRP and DCP payments could be affected if producers have
not submitted the required Adjusted Gross Income (AGI) forms,
she said. Affected producers will need to submit the proper AGI
forms before payments can be issued.
In addition, producers who signed up for CRP emergency
haying and grazing and did not pay in advance will notice that
their annual rental payment was reduced by the acreage that was
hayed or grazed.
