ECDC is operated by the City of Emeryville to provide families living, going to school, or working in Emeryville a safe and caring center for their children year round. The center is staffed by certified, professional teachers who help children achieve growth in all areas of development. Bi-annual assessments are completed for parents to convey the progress of each child in all development areas. Age appropriate lunch and snacks for all ages are served. The center also boasts some of the best caregiver to child ratios anywhere in the Bay Area. Opportunities abound daily for each child to explore, create, experiment, and savor the rewards that come with success! WHO CAN ENROLL Priority will still be given to families that live in Emeryville, work in Emeryville, have children in the Emery Unified School District, or live in the 94608 zip code. The Emeryville Recreation Center’s L.I.T. program is a youth leadership course designed to offer employment readiness to teens. L.I.T.’s are volunteers between the ages of 14-17 years old. They will work with certified Recreation Leaders to learn the art of community leadership. L.I.T.’s are often later hired as Recreation Leaders based on the leadership skills they have gained during their assignments with us. Staff will also provide L.I.T.’s with a working reference when they are ready to enter the workforce. This year the L.I.T. program will offer two five-week sessions. Youth who are accepted will be assigned to one of the sessions, with up to 12 youth per session. Each session will provide opportunities to gain life skills, career training, job shadowing, and community service. How Do I Apply? Interested youth should complete the L.I.T. application. You can pick up an application at the Emeryville Recreation Center. All applicants will be interviewed by the L.I.T. Program Coordinator as interviews are the first step into job readiness. Capoeira is a community based art form that welcomes everyone from all ethnicities, ages or athletic ability. (add $5 to any fee for NR.) CAPOEIRA Capoeira (capo-AYE-rah) is an Afro-Brazilian martial art that combines music, dance, acrobatics and self-defense. Due to its African roots, music and songs accompanied by percussion are an integral part of each class. Capoeira gives you power, flexibility, endurance and allows for self-discovery that builds your self-confidence. The challenge is within anyone’s reach regardless of age, gender or athletic experience. Kajukenbo was created as a new fighting system that emphasized effective skills for self-defense within the framework of graceful and powerful movement. The instructors are Sifu Kate Hobbs (seventh degree black belt in the Gaylord Method of Kaj Kung Fu) and assisted by third degree black belt Sifu Lynn Keslar and second degree black belt Sifu Sam Mende-Wong. FAMILY CLASS 10:00am-12:00pm OPEN TRAINING Students enrolled in the family class are welcome to come into the Hall during this hour to practice skills learned and review material before the Family Class begins. Instructors will be available to support students during the open training period. The purpose of the class is to introduce families to Kajukenbo, give them a chance to learn some basic self-defense skills and offer the whole family a healthy start to their weekend. The class includes conditioning, rigorous repetition of basic strikes and blocks, and traditional forms practice. Students are guided through a vibrant and vigorous warm-up for the first hour, then a snack and water break, followed by specific Kajukenbo skills training. Those of us who drive often forget there are others in our neighborhoods that are unable to get to their medical appointments or get groceries without assistance. If you have time to donate a few hours a month, you could improve the lives of local seniors by helping maintain independence and freedom. Become a volunteer driver with the Rides for Seniors Program. Volunteers must be: good drivers, 25–75 years old, have a licensed, insured vehicle in good condition to use to provide rides, attend a 3 hour training session, undergo a background check and agree to provide an occasional ride to an ambulatory senior. WHAT IS ‘8-TO-GO’? The ‘8-To-Go’ is an on-demand shuttle service for everyone ages 70+, or people ages 18-69 who are certified to use East Bay Paratransit. Once enrolled in the program, users just place a call to set-up your travel itinerary and location, it’s that simple! Travel is limited to locations to and from the 94608 zip code area (which is all of Emeryville and portions of North and West Oakland including MacArthur BART, Kaiser, Sutter and more). BLOOD PRESSURE CHECK-UPS The Alameda County Fire Department visits the Recreation Center every first and third Friday of the month at 11:30 a.m. to check your blood pressure (and they maintain records for comparison). HEALTH CHECK UP AND FOOT CARE A geriatric nurse practitioner from the 60+ Health Center provides bimonthly foot care, diet and medication review, and blood pressure checks at the Recreation Center. The Emeryville Child Development Center (ECDC) only accepts walk-in registrations due to eligibility and availability constraints. Motivate, the company behind both of those systems – and many others – is rolling out a Bay Area system in Emeryville, Oakland, Berkeley, San Francisco, and San Jose that will include 7,000 bikes at approximately 700 locations throughout the region. The system’s sponsor and name will be announced soon. Bike share is a healthy, environmentally-friendly, flexible and convenient system that helps people make short trips without their cars, and helps make transit work by providing the “last mile” transportation to and from homes, workplaces, retail, and recreational destinations. It reduces greenhouse gas emissions from transportation, adds to the vibrancy of the community, and gives a boost to local businesses. The system works on a membership model – an annual membership costs $149 and provides an unlimited number of trips of 30 minutes or less anywhere in the five-city system. Shorter-duration memberships may also be available, and there will be discounted rates and monthly options for those with qualifying incomes. A public outreach effort including community meetings and a website (suggest.bayareabikeshare.com) soliciting ideas for station siting have been underway and will continue through 2016. Emeryville will start with ten stations and approximately 100 bikes. The 400 bikes in Berkeley and 850 in Oakland will interconnect with our stations and will provide many opportunities for connection, including at both of the BART stations nearest to Emeryville. These stations and bikes are entirely funded by Motivate, at no cost to the cities. Additional stations may be added in the future either at the City’s or property owners’ option and expense or as part of new development projects. Horton Street Traffic Calming The Horton-Overland Bike Boulevard is, along with the Doyle Street Greenway, one of Emeryville’s main north-south bike routes. In response to increasing volumes and speeds of traffic on Horton Street, which are above the levels recommended in the City’s 2012 Pedestrian and Bicycle Plan, a traffic calming effort was discussed at the Bicycle and Pedestrian Advisory Committee (BPAC) and in a series of community meetings. The City is working with Alta Planning + Design to identify the best methods to slow traffic down on Horton Street. Slower vehicle traffic will make the street more comfortable and safer for cyclists, and it will also discourage the use of the route as a cut-through during the rush hour commute. With the help of the community and the BPAC, Alta Planning + Design will provide plans to the City for a temporary installation of calming measures that may include speed humps or tables, road narrowings, medians, and/or re-striping. The temporary measures are expected to be in place for a year or more, after which time the City will solicit community input again to review the outcomes of the experimental treatments and plan more permanent traffic calming measures. This project is funded by a grant from the Alameda County Transportation Commission using funding from Measure B, the half-cent transportation sales tax. EMERYVILLE CITY HALL · 1333 PARK AVENUE · 510-596-4300 · WWW.EMERYVILLE.ORG 27 EMERYVILLE CITY NEWS Update on Climate Change Projects Street Tree Carbon Sequestration Thanks to an effort by the City to increase the number of street trees in Emeryville, 749 new trees were planted in the past ten years, bringing our total number of street trees to 3,988. Last year alone, these trees sequestered (removed from the air) more than half a million pounds of carbon, a 68% increase from 2004. This is approximately equivalent to taking 66 cars off the road for the year! Emeryville’s Low Carbon Footprint A joint study between University of California Berkeley’s CoolClimate Network and the Bay Area Air Quality Management District was released in December 2015, analyzing the Bay Area’s carbon emissions. The study found that Emeryville has the lowest per-household carbon footprint in the Bay Area. This consumption-based greenhouse gas inventory is the most granular carbon footprint assessment in the world and takes into account each household’s energy use, transportation, food, goods, services, construction, water, and waste. Climate Action Plan Update Hoi-Fei Mok was hired as a CivicSpark Americorps Fellow for 2015-2016 to update the City’s 2008 Climate Action Plan, extending the plan to include 2030 and 2050 targets as well as taking advantage of more up-to-date data and lessons learned. This process includes conducting a greenhouse gas inventory, developing new climate initiatives, incorporating adaptation and resilience, and reaching out to the larger Emeryville community. Compact of Mayors Launched at the 2014 United Nations Climate Summit, the Compact of Mayors is the world’s largest coalition of city leaders addressing climate change by pledging to reduce their greenhouse gas emissions, tracking their progress, and preparing for the impacts of climate change. Measure B/Measure BB and Vehicle Registration Fee Local Streets and Roads Program Update Each year the City of Emeryville receives approximately $490,000 for Local Streets and Roads projects from the Alameda County Transportation Commission (ACTC) from three voter approved funding sources; Measure B, Measure BB, and the Vehicle Registration Fee. The city uses these funds for routine street maintenance and the ongoing citywide street rehabilitation project. Depending on the location, condition, and use of the street, various pavement rehabilitation strategies, including full depth reconstruction, grind and overlay, cracksealing, and slurry/cape sealing, are implemented to improve roadway condition and performance. EMERYVILLE CITY NEWS Emery Go Round Shuttle Property Based Improvement District (PBID) Frequently Asked Questions 1.WHAT IS THE EMERY GO ROUND SHUTTLE (EGR)? Emery Go Round (EGR) shuttle is a no-fee service that connects the City to the MacArthur BART Station; provides connectivity through the City; and connects to the West Berkeley shuttle (at Berkeley Bowl West). In 2014, the EGR had almost 1.7 million boardings. 2. HOW IS THE EGR FUNDED? The EGR is primarily funded through the Emeryville Property and Business Improvement District (PBID) – which is a special assessment fee placed on commercial/retail/industrial parcels as well as residential (rental and home-ownership) parcels in the City. A PBID is a special tax assessment district. As a special assessment district, the services/programs/projects provided through assessment fees must have special benefit to the properties assessed. In the case of the proposed PBID, the special benefit is access to the Emery Go Round shuttle. 4. HOW IS THE PROPOSED PBID ASSESSMENT LEVY DETERMINED? An assessment engineer determines the general vs. special benefit conferred by the proposed PBID and then calculates the special benefit for each parcel. General benefit is benefit that is not associable to any parcel within the proposed assessment district (for example, benefit received from parcels located in Oakland that have access to the EGR) and such costs cannot be included in the proposed assessment district. For the new PBID, the special benefit for each parcel was determined by an assessment engineer according to the trips generated by specific land use. Parcels that have high trip generation land uses (such as retail centers and banks) have been assessed higher than lower trip generation land uses (such as warehouses or light industrial). In addition, each parcel’s assessment levy is further weighted according to whether the parcel is within ¼ mile a stop along a 7-day or 5-day route. The Emery Go Round PBID was initiated by the City, ratified by the City’s property owners through a mail in ballot process, and then approved by the City after a public hearing. Ballots were mailed to every property owner and each ballot indicated the proposed assessment levy for each parcel owned. Ballots were weighted according to the assessment to be paid by each parcel. Ballots representing 71.25% of the cast ballots (as weighted according to assessment fee to be paid by each property owner) approved the PBID, while ballots representing 28.75% of the weighted ballots cast protested the PBID. 7. Residential property owners (home ownership parcels in multi-unit complexes) who live within ¼ mile of a 7-day EGR route stop pay $111.49 per year; within ¼ mile of a 5-day route stop pay $79.60 per year. Property owners who own a stand alone single family home pay either $171.52 or $122.47 (7 vs. 5 day route). Commercial property owners pay according to the specific land use as outlined in the PBID management plan/assessment engineer’s report. 8. WHEN WILL THE PBID ASSESSMENT FEE BE LEVIED? The PBID assessment levy would be placed on the property tax rolls, starting in Fiscal Year 2015-2016. 9. HOW WILL PBID BE GOVERNED? The Emeryville Transportation Management Association (TMA) is responsible for operating the PBID. The TMA consists of all of the property owners that are assessed by the PBID (the general members). Decisions are made by the TMA Board and/or the general members according to the TMA bylaws. The PBID management plan states that the Board composition and bylaws must be based upon an equitable representation of all stakeholders (residential and commercial property owners) and that the City must approve the TMA Board composition and bylaws by incorporation into the TMA/ City agreement. The TMA/City agreement is the basis for the TMA to receive PBID funds for operating the shuttle and is scheduled to be approved by the City Council in November/December 2015. The approved portions are 456 housing units including 50 affordable units, a grocery store and 39,000 square feet of other retail space, realignment of Shellmound Street with stores on both sides, a grand staircase to the Amtrak Station over the railroad tracks, and redesign and expansion of Christie Avenue Park. A Planning Commission hearing for a parking garage and additional retail between Shellmound Street and the railroad tracks was scheduled for February 2016. ANTON EMERYVILLE RESIDENTIAL PROJECT ON “NADY’ SITE The Planning Commission has certified the Environmental Impact Report for the Anton Emeryville residential project on the Nady Site, a 167-unit project on Shellmound Street at 67th Street. Study sessions on the project were held in December 2015 and January 2016. The project was tentatively scheduled for approval at the March 24th meeting. STANFORD HEALTH CENTER IN EMERY STATION GREENWAY BUILDING Stanford is working on interior building improvements at the northeast corner of Hollis and Powell. Over 82,000 square feet of vacant space will be modified for outpatient medical services. Proposed exterior changes, including a protective canopy over the sidewalk and a curbside valet service, will be reviewed by the Planning Commission in spring. Projects must include at least 50% two-or-more bedroom units, including at least 15% three-or-more bedroom units. All projects with 10 or more units must meet the Family-Friendly site and building design guidelines, and all required two-or-more bedroom units must meet Family-Friendly unit design guidelines. To get development bonuses, residential projects must provide affordable units in the project. AFFORDABLE HOUSING IMPACT FEE The developer impact fee for affordable housing has increased. Now a developer of a rental residential project must pay $28,000 per unit into the City’s affordable housing fund, or build affordable units in the project instead of paying the fee. SIGNIFICANT STRUCTURES The City Council has adopted a map, list and photos showing what structures are considered significant and require City Council approval for demolition. The Emeryville Police department has 36 Police Officers and has welcomed a few new faces to the wear the star. One of our newest Officers is Jaime Pardo. Ofc. Pardo was raised in East Bay. Ofc. Pardo’s mentors growing up were his grandfather and his youth baseball coach who both happened to be members of the Hayward Police Department. These two strong mentors happened to both be in law enforcement and had such a positive impact on Ofc. Pardo’s life. Ofc. Pardo knew he wanted to be the role model for someone else in the world. Ofc. Pardo did his research and found his home in the Emeryville Police Department. Ofc. Pardo graduated the Police Academy at the Alameda County Regional Training Center. Ofc. Pardo hopes to become an experienced patrol officer and develop into a detective. When Ofc. Pardo is not studying and earning his degree in Business Administration, he is watching the Golden State Warriors. On 12/15/15 Ofc. Pardo was sworn in by Chief Tejada. As luck would have it, Golden State Warrior, Draymond Green was accepting the key to the City of Emeryville and was more than happy to pin Ofc. Pardo’s star badge on his uniform. The Ordinance requires higher rates for minimum wage and paid sick leave for eligible employees than the State of California. It also requires that all Hospitality Service Charges are paid to the Hospitality Workers who work the events for which a service charge is collected. Each year the minimum wage rates will increase on July 1st. The City of Emeryville has two down payment assistance programs to assist income-eligible, first-time homebuyers to purchase residential units in Emeryville through “silent” second mortgages. These low-interest, deferred-payment second mortgages can be used to reduce the amount needed to borrow from a primary mortgage lender, reducing monthly mortgage costs. The two programs are CalHome, available to low-income or below households, and the First Time Homebuyer Loan (FTHB) program, available to households earning at or below moderate income. CalHome may be used to purchase either market-rate or below-market-rate units, while the FTHB program may only be used for the purchase of market rate units. The City currently has over $1.5 million available in funding for the CalHome program and $150,000 available in the FTHB program. The funds from the CalHome program must be expended by October 2016.
