Information for carers of children with additional needs (ICCAN) Issue 3 August 15 Introduction This information booklet has been compiled by the ICCAN Group (Information for Carers of Children with Additional Needs) in South Lanarkshire with support from Social Work resources. The ICCAN Group was established in 2006 out of the four geographical parent support groups originally set up by the Princess Royal Trust Lanarkshire Carers Centre and Integrated Children’s Services. Our aim has always been to increase Parent Carer Awareness where possible within the statutory bodies and in a more practical way to improve the quality and quantity of information given to parents of children with additional support needs. The group has always been a parent led group but with a great deal more co-operation with various statutory and voluntary organisations, for example, Social Work Resources, Lanarkshire Carers Centre, NHS Lanarkshire, South Lanarkshire Carers Network, South Lanarkshire Leisure and Culture, Housing and Technical Resources, just to name a few. The aims of the ICCAN Group are to: • Improve the quality of information that Parent/Carers receive about support and services available for the young people they care for • Improve the information given to Parent/Carers about the support and advice that is available to support their caring role • Continue to raise awareness of Parent/Carer issues within the voluntary sector Since the ICCAN Group was founded we have held three Information Days which have given Parent/Carers the opportunity to engage directly with organisations and groups which can assist them in their caring role. Introduction We are now represented on many advisory groups and organisations which advise statutory bodies trying to improve the lives of Parent/ Carers and the young people they care for. You can ask the reception staff to record this on your medical record, though most GP surgeries now keep a register of carers. NHS Inform NHS Inform provides a co-ordinated single source of quality assured health and care information for the people of Scotland. They have developed a new area called Your Health, Your Rights and includes information on The Charter of Rights and Responsibilities using the NHS in Scotland, waiting lists etc. Web: www.nhsinform.co.uk Phone: 0800 22 44 88 Physical health The Lanarkshire Carers Centre offers varied training programmes including such things as ‘moving and handling’. Free flu vaccination As a carer you may be entitled to receive the influenza vaccination (free flu jab) however please discuss this with your GP. Pharmacies Some pharmacies operate a delivery service and this may be available to you particularly if caring responsibilities make it difficult to collect medication. You can ask your local pharmacist about this. Carer’s Health ‘Changing Places’ toilets Standard accessible toilets (disabled toilets) meet the needs of many people with physical disabilities, but not all. A ‘Changing Places’ toilet provides a height adjustable bench, a tracking hoist system or a mobile hoist, enough space and a clean and private environment for someone to change. These toilets are dotted about the UK. If you are aged 60 or over and live in South Lanarkshire, you can use indoor leisure facilities for a discounted amount with an Activage card. This includes unlimited access to swimming, fitness classes, gym use and much more. To enquire about concessions contact South Lanarkshire Leisure Phone: 01698 476262 Emotional wellbeing One in four of us at some point in our lives experience feelings such as low mood, depression, stress and/or exhaustion. Support groups can be a source of help though some people may feel the need for more in-depth, personal support, the kind that a counsellor can offer. If you feel counselling will help you, it is advisable to speak to your GP first of all. The Lanarkshire Carers Centre has a Support Group in Bellshill every second Tuesday (morning) for all carers affected by low mood or depression. Carer’s Health Lanarkshire links Supports people affected by low mood and depression as well as certain mental health problems. You can contact Lanarkshire Links direct to access advice and information. They hold support groups and events for members. Membership is free. Dalziel Workshop, Mason Street, Motherwell Phone: 01698 265232 Healthy and Happy Community Development Trust The Healthy and Happy Community Trust runs stress management workshops and courses, drop-ins and events as well as community activities for those living in the Cambuslang/Rutherglen areas. Workshops include such things as relaxation techniques and help with sleeping and insomnia. It aims to reduce rural isolation through its services/support such as befriending and health information (including stress management). Complimentary therapies such as massage and aromatherapy as well as counselling and relaxation therapies are available. Visitors can relax, chat or simply have a coffee. A quiet room is also available where people can speak with a nurse, a volunteer or a counsellor. They aslo support the patients family and carers and people who have been bereaved. Additional support and reassurance are needed and this section outlines some of the measures in place to support carers. NHS Lanarkshire Acute Liaison Nurse Practitioner The Acute Liaison Nurse Practitioner (part of the Learning Disability Service) provides a supportive and advisory role for adults with learning disabilities (16yrs+), acute staff, family and carers during a stay in either Hairmyres, Monklands or Wishaw General Hospitals. Provide support and advice on: • Risk Management • Communication Issues • Sign of pain/distress • Epilepsy Management • Mental Health Issues • Autism Spectrum Disorder • Importance of significant others • Ensuring Advocacy Based at Kirklands, Bothwell. For further information on making a referral contact 01698 855628 Health and Healthcare Child and Mental Health Service – Learning Disabilities (CAMHS-LD) Work with children and young people from 5yrs – 18yrs old who have a moderate to severe learning disability and behaviour that may present as challenging or have mental health conditions. Phone: 01698 244320 Learning Disability Service The Learning Disability Service supports adults (16yrs+) with learning disabilities and the families and carers in South Lanarkshire. The Learning Disability team has a range of specialist professionals such as nurses psychologists, physiotherapists, occupational therapists, speech and language therapists, dieticians and psychiatrists. Our aim is to develop and promote health and equality for adults with a learning disability. Team members work directly with clients as well as supporting family, carers and other services and enable people with learning disabilities to access primary and specialist health and social care services. Health and Healthcare Autism Nurse Practitioner The Autism Nurse Practitioner (part of the Learning Disability Service) provides specialist health care for adults (16yrs+) with learning disabilities and autism if they live in Lanarkshire. The service can offer • Assessment of your needs and skills • Assessment to see if you have autism (if you do not already have a diagnosis) • Support to help you understand your autism • Help to develop ways to cope with different situations and mange your emotions • Training for you and the people who live with you and support you. This could be about understanding your autism, how it impacts on you and how best to support you. Based at Kirklands, Bothwell. Epilepsy Nurse Practitioner The Epilepsy Nurse Practitioner (part of the Learning Disability Service) provides specialist health care for adults (16yrs+) with learning disabilities and complex epilepsy if they live in Lanarkshire. The nurse can work with your family/carers, GP, neurologist, college staff and respite staff. The Epilepsy Nurse practitioner can provide advice on: • Any tests or investigations that your doctor has suggested for your epilepsy • Information for your epilepsy care plan • Information on any rescue medication that you may need • Any medications you are taking for your epilepsy Health and Healthcare • Any side effects from these medications that you may have • Any worries that you have about safety, leisure activities, work etc Based at Kirklands, Bothwell. NHS Lanarkshire Co-ordinators for Carers Team A co-ordinator for Carers Team has been set up to cover Lanarkshire. These posts; based in each of the acute hospitals and within primary care (GP surgeries) link into North and South Lanarkshire. You can ask to see the Carers’ Co-ordinator if your relative is admitted to Wishaw General, Hairmyres or Monklands Hospital. Each Carers’ co-ordinator is responsible for several areas such as assessing carers’ needs and ensuring carers are involved in planning for discharge. Co-ordinator role in hospital • Assess and meet the individual needs of carers when the patient is in hospital. • Ensure carer has necessary skills before discharge, through education and training. • Involve carers in the planning of the discharge. Health and Healthcare Co-ordinator role in GP practice • Raise awareness for carers of GP carers register and carer assessment. • Assess and meet the individual needs of the carer. • Highlight and signpost the carer to other services and to carer organisations in the community. • Raise carer awareness for GPs and practice staff and other NHS Primary Care staff and student nurses. • Raise awareness for the carer and practice staff of the role of carer co-ordinators in hospitals. • Follow-up calls in regard to referrals made to other organisations on behalf of the carer. Contact: South Lanarkshire Carers Network North Lanarkshire Carers Together 01698 285163 01698 404055 ‘Home from Hospital’ information pack Monklands, Hairmyres and Wishaw General Hospitals have an information pack entitled ‘Home from Hospital’; this should be given to carers when a person is ready for discharge. The information pack contains information on discharge planning, services in the community, finances, support for carers as well as a list of contact numbers. Support for Carers with Concerns about the NHS NHS Lanarkshire has launched a new, independent advice and support service. The Citizens Advice Bureau (CAB) operates the service. People concerned or dissatisfied with the service they or their families have received from the NHS can approach the CAB for advice and/ or support. Support may take the form of providing information, attending a meeting with you or helping to write to the NHS with your concerns. Contact your local Citizens Advice Bureau for details. Health and Healthcare Hospital Social Work teams Social work staff are located in or linked to hospitals in South Lanarkshire and Greater Glasgow. They have an important role in assisting with a patient’s discharge from hospital and in assessing both a patient’s and carer’s needs. You can ask to speak to a Hospital Social Worker if you feel they will be able to help you as a carer. Ward staff will be able to advise you where the social work team are located within the individual hospitals. Community Learning Disability Team The Community Learning Disability Team supports adults with learning disabilities and their carers in South Lanarkshire (for Rutherglen and Cambuslang see the ‘Area Learning Disability Team’ in this section). The healthcare Co-ordinators in the team have specialist knowledge and skills for working with people with learning disabilities and related health issues including mental, emotional and physical problem. Nursing intervention can take many forms: direct care, care through another agency, through education or by liaising with a range of professionals (social workers and GPs) to maintain or improve a person’s state of health. Phone: 01698 855500 NHS Greater Glasgow and Clyde ‘Are you looking after someone coming home from hospital?’ This booklet is available within the NHS Greater Glasgow hospitals. You can ask for one of these if your relative is admitted to hospital. The booklet is similar to that produced by NHS Lanarkshire and contains lots of useful information. NHS Greater Glasgow Carer information and support line (for carers in Cambuslang and Rutherglen) This service provides carers with up-to-date information and a listening ear 0141 353 6504. Information and Support Information and Support for Carers The Lanarkshire Carers Centre (LCC) The Lanarkshire Carers Centre provides support to carers, who without payment, give help and support to a friend, neighbour or relative who could not manage without their help because of frailty, illness, disability, mental health issues, substance misuse. The centre is an independent voluntary organisation with charitable status. In South Lanarkshire, the Lanarkshire Carers Centre has local carer support workers who provide one to one support, facilitate parent/carer support groups within East Kilbride, Strathaven, Lesmahagow, Lanark, Hamilton and Cambuslang, they can also help you to access existing services and signpost you to organisations that provide financial aid. Address: 1A Princess Gate, Hamilton, ML3 6BU Phone: 01698 428090 South Lanarkshire Carers Network South Lanarkshire Carers Network is an organisation run by carers for carers. The Network provides opportunities for carers to be involved in the strategic service planning process, and to use their caring expertise to influence and improve services which affect their lives. The organisation also raises the profile of carers, their expertise, their needs, and increases choice and control for carers with regard to those needs; South Lanarkshire Carers Network provides a voice for carers. Address: 65 Bothwell Road, Hamilton, ML3 0DW Phone: 01698 285163 Crossroads (Blantyre) This organisation was set up in 1987 and provides trained, paid staff to give a break to carers of people of any age, disability, origin and orientation. They aim to provide a break from caring on the day and at the time the carer wishes. Address: Blantyre Health Centre, Victoria Street, Blantyre Phone: 01698 539504 Information and Support Carers Scotland Carers Scotland is a carer-led organisation and membership is free to carers and former carers. Some key pieces of work include campaigning for carers’ rights, providing information and advice to carers, promoting training for carers and working with carers in influencing decision makers at national and local levels. Address: The Cottage, 21 Pearce Street, Glasgow G51 3UT Phone: 0141 445 3070 Accessible Toilet The National Access Register - access information for disabled people and parents. www.directenquiries.com Shopmobility For people with mobility problems, the Shopmobility scheme offers free hire of powered and non-powered mobility equipment including scooters and wheelchairs. East Kilbride and Hamilton operate Shopmobility schemes at present. Phone Hamilton: 01698 453633 Phone East Kilbride: 01355 571300 Rutherglen Community Carers The project was set up to support carers whose relatives/friends have dementia or mental health problems. If your relative has dementia or a mental health problem (this may include a learning disability too), Rutherglen Community Carers may be able to offer support and advice. They hold regular carers’ groups and also offer complimentary therapies to carers such as reflexology and massage. Phone: 0141 631 2003 Information and Support International Women’s Group The Lanarkshire Carers Centre has a group that meets the third Monday of every month in Bellshill Locality, 95 Main Street, Bellshill, specifically for women from Black Minority Ethnic backgrounds. Transport and childcare are provided and a translator can be present if needed. Phone: 01698 428090 Social Work Resources Social Work Resources can offer a range of services and support. Much of this is usually accessed through a Community Care Assessment that identifies what support is needed for the person you are providing care for. Your needs will be taken into account during the assessment, but you can also have your needs assessed separately through a Carers Assessment. Short breaks and holidays Regular, accessible breaks are vital for the health and well-being of carers, service users and their families. Shared Care Scotland (which is a registered charity) holds a database of short breaks (sometimes called respite) for carers in Scotland. They also hold information on holidays for people with disabilities. You can contact them to discuss these over the phone 01383 622462 or log onto www.sharedcarescotland.org.uk. In the majority of cases, Social Work Resources will need to have assessed your relative’s care needs and agree funding for the chosen break. Assistive Technology (Community Alarms and Telecare) Telecare is a service that can enable vulnerable people to live independently within their own homes or indeed with family carers. Telecare sensors can be set up in the home and are linked to a 24 hour control centre. An epilepsy sensor is just one example of Telecare. To find out more contact Social Work Resources. Information and Support Personal Communication Passports Personal Communications Passports can be requested through Social Work Resources for people with learning disabilities who experience communication difficulties. The small ‘passports’ convey information on the person you provide care for through the use of a few words and photos, such things as likes and dislikes for example. The Social Care (Self-directed Support) (Scotland) Act 2013 On 1st April 2014, The Social Care (Self-directed Support) (Scotland) Act 2013 was implemented. This has brought a significant change in the way support will be offered to children and their family/carers. There are now four funding choices called options to be selected after social work resources have worked with eligible users and carers to make an assessment of children’s needs, for additional support. Option 1 – Direct Payments The local authority will provide money direct to individuals who have been assessed as needing support and choose to manage their support with or without assistance. The individual can then choose from whom they purchase their support instead of having services managed and arranged for them by the local authority. The payment gives individuals the choice to purchase services from a care agency or employ their own support staff or to purchase something which is ‘one-off’ and non-recurring. The agreement will provide detail on payments and outline the responsibilities expected of them. Option 2 – Individual Services Fund An agreed budget, held on behalf of a supported child by a third party including voluntary organisations or the local authority. Choices can then be made about supports or services by the child and their family/ carer(s). Option 3 – Local Authority Managed This is how supports and services have been provided in the past and leaves the management arrangements up to social work resources. Information and Support Option 4 A mixture of the first three options. Advocacy An advocate can help you as an individual to ‘have your say’, to express your wishes and opinions, to help you have more control and to help you gain information. If you feel an advocate may be able to help you in a particular situation, please contact Social Work Resources so that a referral can be made. Details of local offices at directory at back of booklet. PAMIS PAMIS offer support to carers. This is a national charity that works with families caring for a child or an adult with a profound learning disability. PAMIS has a co-ordinator for South Lanarkshire who works with families. The co-ordinator also runs workshops for carers on health issues experienced by people with profound and multiple learning disabilities (for example, respiratory problems, epilepsy etc). Contact PAMIS in Hamilton for more information Phone: 01698 420411 Information and Support National network for profound and multiple learning disabilities For carers supporting a person with profound and multiple learning disabilities (PMLD) it can be hard to get the right advice and support. A new national Scottish Network has been set up that family carers can join. The Network has a bulletin board whereby carers can pose questions to professionals and share information with other carers. The Network has its own newsletter and events/conferences which are held from time to time for carers to attend. Equal Futures Equal Futures is a Scottish charity created by and for families, which include a member with a disability. They work with families in building lifelong circles of support for when carers/parents are no longer here. They also hold regular information sessions on legal issues, housing options and financial planning. They also provide one-toone consultations with families concerned about making plans for the future. There is a fee for membership, much of which goes towards paying facilitators who are in regular contact with families. Please contact the Edinburgh office at 0131 226 5454 who will give you local contact details. ENABLE Scotland ENABLE Scotland is a charitable organisation run by its members. They campaign for a better life for children and adults with learning disabilities and have branches in South Lanarkshire. They can provide information and support to families and offer a range of services. Contact Skills Development Scotland : 01698 477120 The National Autistic Society (parent to parent line) This is a free, confidential service staffed by volunteer parents/carers who support a child or an adult with autism or Asperger Syndrome. Parents or carers can leave a message on the 24 hour answerphone; they will be called back by a trained volunteer who can talk through their issues and concerns. Phone: 0808 8004106 The Scottish Society for Autism - Autism and Advisory Consultancy Service This is provided free of charge to people with autism and their families. The service offers a wide range of information and support including counselling. Phone: 01259 720044 Information and Support Contact a Family Volunteer parent representative Contact a Family has a team of volunteer parent representatives throughout the UK. Our volunteer parent representatives (known as reps) are all parents – or carers – of disabled children themselves, some with quite complex and rare conditions. They fully appreciate the impact of caring for a disabled child. The role of the reps is to: • answer telephone/email enquiries form parents • provide peer support to other parents • provide reliable information on local resources and services for disabled children • signpost parents and professionals to local groups and organisations • represent Contact a Family at local events and have written information/publications available • let parents and professionals know about the services that Contact a Family can offer • pick up local issues and represent parent concerns, for instance in planning groups Representing families Reps will be pleased to consider joining local committees and forums and planning groups, representing or presenting the wider parental view for their area. Reps also talk to local support groups and organisations about their role and the services offered by Contact a Family. Find local rep Phone: 0131 659 2930 Email: scotland.office@cafamily.org.uk Social Work Resources Social Work Resources provide: • Information, advice, advocacy and counselling • Equipment and adaptations • Home care support • Support for parents and carers (including young carers) • Short breaks (sometimes referred to as respite) • Family placement services • Welfare benefits information Social Work Resources offer help and support to young people and their families who need extra help. Initial information can be provided and if requested by the young person, their parent or carer they will carry out an assessment of need and prepare a care plan. What is an assessment? Caring for a child with additional support needs can be very demanding for all involved so the assessment will look at the needs of each member of the family. The social work lead worker who will carry out the assessment, with your full participation, will gather information about your current circumstances, needs and wishes and, with your permission, speak to other organisations or people who have contact with your family. Generally, it is the Child and Family Team at the local office who will respond to requests for assessment. They will prepare a Child’s Plan, identifying the needs, support or services which may help. This Child’s Plan will be reviewed on a regular basis by the lead worker. Social Work Resources Occupational Therapists Occupational therapy staff will assess the need for equipment to aid daily living routines or manage posture, as well as adaptations to remove the barriers in accessing the amenities within the home environment. There can also be advice on specific moving and handling needs as well as specialist support at home for children and their families affected by Autistic Spectrum Disorder. This helps to ensure that a child’s development is maximised and that they have opportunities to achieve maximum independence, participation and social inclusion. Sensory Impairment Sensory Impairment Specialist Staff are available to offer specific advice, information and assessment when a child has a visual, hearing impairment or dual sensory loss. They may be able to recommend specific equipment, assist with re-training on independent living skills or assist for example on providing access to interpreting services, if there are major communication issues. Social Work Resources has a full compliment of staff within the Physical disability and Sensory Impairment teams. They provide a free assessment and provision service to people experiencing practical problems with routine daily activities because of their disability. This can result in the provision of a piece of equipment and/or an adaptation to the person’s home. The solutions can be as individual as the people using the service and your worker will liaise with all the necessary organisations etc to secure provision no matter who actually owns the property. Initial referrals can be directed to your local social work office or via your local Q and A office. Social Work Resources Home Care Support Social Work Resources directly provide and also commission home care support from the independent sector. Home Care Service provides staff to help support people in their own homes. To access this service, you will require an assessment. Proceed as previously stated. Support for parents and carers (including young carers) In addition to providing support and advice to individual carers, Social Work Resources also directly provide support to a range of carers’ organisations and support groups. These include the four support groups for parents/carers of children with additional needs facilitated by workers from Integrated Children’s Services and the Lanarkshire Carers Centre. Parents/Carers can access these groups themselves by contacting their local group directly. Contact details are available in the leaflet “Support groups for parents/carers of children with additional needs”. The Young Carers Service work in partnership with Universal connections. Short breaks - based in the community, with families or in a residential unit Sometimes young people and their families benefit from having a short break or period apart from each other. Short breaks can take a number of forms, such as extra help in the home or support to access local social/ recreational activities. Alternatively, short breaks can be arranged with another family or in a residential unit. South Lanarkshire Council manages a family based short break service called Shared Care and also commission residential respite at a six bedded short stay unit in Hamilton which is staffed by the voluntary organisation Action for Children previously known as NCH. Social Work Resources Family placement service Social Work Resources recruit, support and monitor carers for children who can no longer be looked after by their own families for a variety of reasons. These placements can be short or long term. Welfare benefits information South Lanarkshire Council provides free and confidential information, advice and representation on all aspects of benefit entitlement and debt problems through the local Money Matters Advice Service based at the Q and A offices. However, if an assessment of need is being carried out by social work staff they can also provide information and a benefits check. Leisure and Sports Leisure and Sports Additional support needs play zones At our play clubs, we support children from many backgrounds with a wide range of abilities. The following is a list of just some of the diagnosed and undiagnosed additional needs that we support: • Autism Spectrum Disorder • Attention Deficit Disorder • Downs Syndrome • Learning Difficulties • Physical Impairments • Hearing Impairments • Sight Impairment • Speech and Language Impairment • Emotional Needs We have to think very carefully about how we can support each child individually, to provide them with a fulfilling, positive experience. The following are factors that we have to consider regularly, and incorporate into the planning of a play club. Activity stations are well clarified, to ensure the children are able to focus and move from one activity to another, as transition is often a problem. Term time play zones for children with additional support needs run at Sanderson High School on Tuesdays from 6.00pm to 8.00pm for children and young people aged 12+ and Wednesdays and Thursdays from 6.00pm to 8.00pm for children aged 5-12 years and attending Primary School. Leisure and Sports For children with additional support needs, between the ages of 5-12 years, referrals must be made directly to Play Development Service. Places are allocated by priority of need and suitability to the club. We also have a Saturday play zone that is run in partnership with Social Work Resources. In line with the principles of Getting It Right For Every Child, we strive to ensure that all children and young people are safe, healthy, achieving, nurtured, active, respected and responsible and included. What is the Additional Support for Learning Act? The Education (Additional Support for Learning) (Scotland) Act 2004, amended 2009, introduced the concept of additional support needs. Children and young people with additional support needs may require extra support to help them work towards achieving their full potential. This is achieved through inclusive practice which takes account of the needs of individual children and young people. You will be fully consulted about your child’s needs and involved in the planning to meet their needs. What is an Additional Support Plan? In order to benefit from education, some children will need an additional support plan (ASP). The ASP provides an overview of the range of interventions and supports which have been agreed to meet the child or young person’s additional support needs and targets to support their learning. Sometimes planning needs to be coordinated with other agencies such as Social Work and Health. For a small number of children, where specific requirements are met, a Co-ordinated Support Plan will be opened. Education Transition for children and young people who require additional support Every child goes through transition stages as they move into, through and out of education. This ranges from moving into nursery, from nursery to primary school, primary to secondary school and then from secondary school to the next stage of education and the adult world. It is very important that transitions for all children are as smooth as possible and that communications between everyone involved are as effective as possible. If your child has additional support needs, an enhanced transition may be required. Planning meetings are held with all of the services and agencies involved to support the transitions for children and young people with additional support needs and these will be built into the review process arranged by the school. When planning for the transition out of secondary school, staff will use the Future Planning Process to support the young person through this transition. This planning process will begin at least 12 months before a young person is expected to leave school. Education staff are happy to answer any questions and advice and assistance is always available from schools. For further information, please contact: Inclusive Education Service Phone: 0303 123 1023 Housing Housing information The information set out below is designed to give you some idea of the housing options available both in terms of your needs as a family and when thinking about the longer term options for your child. Thinking about housing for your child may seem a long way off, however, as with other areas in your child’s life it is important to plan ahead. It can take some time to find the right type of accommodation and plan support services. Applying for a house in South Lanarkshire If you wish to apply for housing you must complete a housing application form. Anyone age 16 or over can apply for a house provided they are not prevented from doing so by immigration or any other relevant legislation. Applicants can apply through Homefinder, the South Lanarkshire common housing register. Homefinder simplifies the process of applying for a house as applicants will only need to complete one housing application form with any of the Homefinder landlords. Forms are available from any Q and A or area housing office. The details of contact addresses and phone numbers are at the end of this article. Alternatively an electronic copy of the application form is available from our website, www.southlanarkshire.gov.uk Some Housing Associations are not part of Homefinder. Applicants can apply directly to these Housing Associations Shared tenancies Your child may want to share a property for example with a friend. In this instance both applicants need to jointly complete a housing application form. It would be important to think through the implications of a shared tenancy before deciding that this is the best option. For further information contact your local social work office or area housing office. Housing Supported living South Lanarkshire Council has developed the supported living care model. Where people with learning disabilities can be supported in their own home by paid carers. Care is provided by staff with specialist training in working with people with learning disabilities. For more information contact your local social work office. Adapting your home If your child is having problems getting around your home, for example climbing stairs or getting in and out of the bath then you can apply to get help in adapting your home. Adaptations can vary from handrails or lever taps to helping make your home more suitable for wheelchair use. Your child will need to be assessed by an occupational therapist who will visit them at home and speak to you about what is needed. If you want to arrange an assessment of your child’s needs please contact your local social work office. If you are a tenant of South Lanarkshire Council The occupational therapist will send their assessment to the repairs centre who will arrange for a technical assistant to visit your property to assess the best way to carry out the work to your home. If you are a tenant of a Housing Association The occupational therapist will send their assessment to your Housing Association, who will prioritise the work according to the availability of funding. In some cases it may be better for you and your family to move to a more suitable home, or one that already has the things your child needs. Your local housing officer can offer you advice about more suitable alternative accommodation. Housing Help for homeowners and private tenants The HomeImprove Service provides a wide range of information, advice, practical and financial help for home owners and private tenants who need to have their home adapted because of a disability, this is called the Scheme of Assistance. Home owners If the occupational therapist has identified that you need to have your home permanently adapted to meet the needs of your child you could be eligible for a grant of 80% of the approved cost of the work. This may increase to the full grant if you, your partner or dependent are in receipt of certain benefits. Grants are not automatically provided for ‘extra living accommodation’ such as bedrooms. The occupational therapist and the building surveyor from the HomeImprove service will work closely to find the best way to meet your child’s needs within the limits of your home. If an extension is assessed as the best way to meet your child’s needs the HomeImprove Service will help you to apply for financial help from the hardship fund. This can be a loan or a grant depending on your circumstances. Private tenants The Housing (Scotland) Act 2006 states that if you rent your home privately, your landlord cannot unreasonably refuse to give you permission for an adaptation to meet a disabled person’s needs. When you receive your landlord’s permission you should contact the HomeImprove Service, who will consider your application in the same way as applications from home owners. The HomeImprove Service also provides information and advice to private landlords for example practical or financial assistance as an incentive to them granting consent for the adaptation works. There are special rules that apply and, if necessary, the HomeImprove Service will discuss these with your landlord. Housing If your home is unsuitable and cannot be adapted, or you are unable to afford to pay your contribution, there are other options for you to consider. Care and repair service The care and repair service in South Lanarkshire is an independent charity who provide advice and assistance on home repairs and adaptations for older and disabled people. A care and repair officer will visit you to assess the work required, identify suitable contractors and help obtain quotes for you. The care and repair service work in partnership with South Lanarkshire Council and NHS Lanarkshire. Remaining in the family home If you own your home and wish to leave it to your children, this should be recorded in your will. The property can also be left in a trust to benefit him/her. If you rent your house from a social rented landlord for example South Lanarkshire Council and you pass away, your family have a ‘right’ to stay in the house. It may be useful to contact your local area housing office to discuss this further. A social worker can assess a person’s needs if they will need support to live independently in the family home. Buying a house Ownership Options can assist parents who have children with disabilities (both physical and learning disabilities) in buying their own house. Ownership Options can advise on the housing options available and ways of buying a property, for example, parents on certain benefits can apply for a benefits based mortgage. Housing Shared Equity/Shared Ownership schemes The “Shared Equity” and “Shared Ownership” schemes are to help people on lower incomes who would otherwise be unable to afford the full price for a house. Both schemes are aimed at first time buyers, or people with particular needs whose current home is unsuitable. Both schemes are means tested and an eligible purchaser is only able to buy a property that meets their household needs. With Shared Equity, the purchaser pays a percentage of the purchase price, usually 60% or 80%, in return for ownership of the property. The Scottish Government holds an equity stake in the property for the remaining percentage. This shared equity stake can be purchased by the buyer over time or is repaid when the property is sold. With Shared Ownership, ownership of the property is shared with the Housing Association and the buyer has to pay both a mortgage for their borrowing and rent to the housing association based on the percentage share. Further information and a brochure for both Shared Equity schemes is available on the Scottish Government website at www.scotland.gov.uk Family buying to let It is possible for a close relative, for example, a parent to act as a landlord to their family with a learning disability.
