CODES AND STANDARDS
 MODEL CODES - The Routt County Regional Building Department (RCRBD) administers and enforces the
following model codes and standards:
INTERNATIONAL BUILDING CODE, 2009 EDITION
The International Building Code covers the fire, life, and structural safety aspects of all buildings and related structures. (Including
Appendix Chapters C & J)
INTERNATIONAL RESIDENTIAL CODE, 2009 EDITION
The International Residential Code covers the fire, life, and structural safety aspects of one and two family dwellings, townhomes
and private garages. (Including Appendix Chapter E)
INTERNATIONAL PLUMBING CODE, 2009 EDITION
The International Plumbing Code covers all aspects of plumbing, including requirements for plumbing materials, and installation,
and special piping systems for medical and nonmedical gas and medical vacuum systems. (Including Appendix Chapters B, D, E, F,
and G)
INTERNATIONAL MECHANICAL CODE, 2009 EDITION
The International Mechanical Code contains requirements for the design, installation, maintenance, alteration and inspection of
mechanical systems that are permanently installed and utilized to provide control of environmental conditions and related processes
within buildings.
INTERNATIONAL FUEL GAS CODE, 2009 EDITION
The International Fuel Code contains requirements for the installation of fuel gas piping systems, fuel gas utilization equipment and
related accessories.
INTERNATIONAL ENERGY CONSERVATION CODE, 2009 EDITION
The International Energy Conservation Code regulates the design and construction of buildings for the effective use of energy.
INTERNATIONAL CODE COUNCIL ELECTRICAL CODE, ADMINISTRATIVE PROVISIONS, 2006 EDITION
The International Code Council Electrical Code, Administrative Provisions contains administrative requirements for the National
Electrical Code
NATIONAL ELECTRICAL CODE, 2011 EDITION
The National Electrical Code contains requirements for the installation and maintenance of electrical systems.
INTERNATIONAL EXISTING BUILDING CODE, 2009 EDITION The International Existing Building Code establishes a
means for preserving existing buildings while achieving appropriate levels of safety.
UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS, 1997 EDITION (Published by ICBO) The
Uniform Code for the Abatement of Dangerous Buildings sets forth orderly procedures for remedying dangerous buildings.
 It is important that individuals, performing work governed by the model codes, study and review
the codes to understand what is required to carry out their responsibilities for compliance with code
requirements.

REGIONAL CODE AMENDMENTS
International Building Code – The following is a summary of code amendments and deletions for the
jurisdictions served by Routt County Regional Building Department. Complete copies of code adoptions may be
obtained at the building department or on our website at www.co.routt.co.us.
Section 105.2 Work exempt from permit, Item 6 – is amended to read as follows:
6. Platforms, sidewalks and driveways not more than 30 inches (762mm) above adjacent
grade, and not over any basement or story below and are not a part of an accessible route.
Section 105.5 Expiration, is amended to read as follows:
Every permit issued shall become invalid unless the work on the site authorized by such
permit is commenced within 180 days after issuance, or if the work authorized on the site by
such permit is suspended or abandoned for period of 180 days after the time the work is
commenced.
All building permits for which an approved final inspection has not been received by the
first day of January of the third year after the permit was issued shall automatically expire and
no further work on the project for which the permit was issued shall be done unless a renewal
permit is issued as provided below. Renewal permits must be issued within six months of the
expiration date. A renewal permit for the originally permitted work shall be issued upon
payment of a renewal permit fee of one-half of the original permit fee. A renewal permit may
be obtained only if no changes have been made to the construction documents submitted with
the original permit application. Renewal permits will be based upon the codes in effect at the
time of the issuance of the original permit. Renewal permits will be issued a current year
permit number and be subject to this section. Any changes to the original approved plans will
be subject to additional fees and requirements based on valuation and current fee schedule.
Only one renewal permit will be authorized at half fee. Further renewals will require new
permits and fees based on the valuation of the remaining work, current codes and current fee
schedules.
Section 116.1 Conditions, is amended by adding a second paragraph to read as follows:
The building official may use the Uniform Code for Abatement of Dangerous Buildings, as
adopted, to provide a just, equitable and practicable method to be cumulative with and in
addition to any other remedy provided by this code.
Section 310.1 Residential Group R, R-2, delete Vacation timeshare properties.
Section 310.1 Residential Group R, R-3, add the following paragraph to this section:
Boarding Houses containing not more than four (4) sleeping units for rent or hire that are also
occupied as the residence of the proprietor may comply with the International Residential
Code.
Section 406.1.1 Classification, is amended to read as follows:

Building or parts of buildings classified as Group U Occupancies because of the use or
character of the occupancy shall not exceed 1,000 square feet in area per story or two (2)
stories in height except as provided in Section 406.1.2. Any building or portion thereof that
exceeds the limitations specified in this chapter shall be classed in the occupancy group other
than Group U that it most nearly resembles.
Section 419 Live/Work Units, is hereby deleted.
Section 706.3 Materials, is amended to read as follows:
Fire walls shall be of concrete or masonry construction only, without exception.
Section 901.1 Scope, is amended to add a second paragraph as follows:
The fire code official shall have the authority to adopt additional standards for fire
protection systems subject to applicable provisions of State statutes and home rule charter.
Section 903.2.8 Group R, is amended to add the following exception:
EXCEPTION: An automatic sprinkler system is not required in multi-use buildings, two
stories or less with no more than 2 dwelling units, provided the building is constructed as
required by Section 508.4, and an automatic and manual fire alarm system is installed in
accordance with NFPA 72. Sprinkler systems required by other sections and other codes must
still be provided.
Section 907.2.1 Group A, Exception, is hereby deleted.
Section 907.2.2 Group B, Exception, is hereby deleted.
Section 907.2.4 Group F, Exception, is hereby deleted.
Section 907.2.7 Group M, Exception 2, is hereby deleted.
Section 907.2.8.1 Manual fire alarm system, Exception 2, is hereby deleted.
Section 907.2.9 Group R-2, Exception 2, is hereby deleted.
Section 1009.1 Stairway width, the first paragraph is amended to read as follows:
The width of stairways shall be determined as specified in Section 1005.1, but such width
shall be not less than 48 inches (1219 mm). See Section 1007.3 for accessible means of
egress stairways.
Section 1009.1 Stairway width. Exception 1, is amended to read as follows:
1. Stairways serving one individual dwelling unit in Group R, Division 1 or 2, or serving
Group U Occupancies may be 36 inches (914 mm) in width.

Section 1012.3 Handrail graspability, is amended to read as follows:
Handrails with a circular cross section shall have an outside diameter of at least 1.25 inches
(32 mm) and not greater than 2 inches (51 mm) or shall provide equivalent graspability. If a
handrail is not circular, it shall have a maximum horizontal cross section dimension of as least
1.25 inches (32mm) and not greater than 3 inches (57 mm). The narrowest horizontal cross
section of the handgrip portion of the handrail shall have a minimum dimension .75 inch less
than the maximum horizontal cross section. The surface of the handgrip portion of the
handrail shall have a perimeter dimension of at least 4 inches (102 mm) and not greater than
6.25 inches (160 mm) measured to the centerline of the narrowest horizontal cross section.
Edges shall have a minimum radius of 0.01 inch (0.25 mm).
Section 1012.4 Exception 1, is amended to read as follows:
Handrails within dwelling units are permitted to be interrupted by a newel post at a
landing.
Section 1013.2 Height, is amended to read as follows:
Required guards shall not be less than 42 inches (1067 mm) high, measured vertically
above the adjacent walking surfaces or the line connecting the leading edges of the treads.
Section 1104.4 Multilevel buildings and facilities. Exception 1, the following paragraph
is added to this exception:
This exception, exempting elevator or ramp service does not obviate or limit the obligation
to comply with all other accessibility requirements required by this chapter. For example, floors
above or below the accessible ground floor must meet the requirements of this chapter except
for elevator or ramp service. If toilet or bathing facilities are provided on a level not served by
an elevator or ramp, then toilet or bathing facilities must be provided on the accessible ground
floor.
Section 1207.2 Air-borne sound, The first sentence of this section is amended to read as
follows:
Walls, partitions and floor/ceiling assemblies separating dwelling units from each other or
from public or service areas shall have a sound transmission class (STC) of not less than 49
(45 if field tested) for air-borne noise when tested in accordance with ASTM E 90.
Section 1207.3 Structure-borne sound, is hereby deleted.
Table 1604.5 Classification of Buildings and Other Structures for Importance

Section 2406.4, Item 6, Exception 3, is hereby deleted.

Section 3009, CERTIFICATES OF INSPECTION is added to read as follows:
3009.1 General. Elevators, dumbwaiters and escalators shall be maintained to sustain
safely all imposed loads, to operate properly, and to be free from physical and fire hazards.
The most current certificate of inspection shall be on display at all times within the elevator or
attached to escalator or dumbwaiter; or the certificate shall be available for public inspection in
the office of the building operator.
3009.2 Elevators. In buildings equipped with passenger elevators, at least one elevator
shall be maintained in operation at all times when the building is occupied.
Exception: Buildings equipped with only one elevator shall be permitted to have the elevator
temporarily out of service for testing or servicing.
Section 3202 Encroachments above grade and below 8 feet in height, is amended to
read as follows:
Encroachments into the public right-of-way above grade and below 8 feet (2438 mm) in
height shall be prohibited except as provided for in Section 3202.2.3. Doors and windows
shall not open or project into the public right-of-way.
Section 3202.2.1 Steps, is hereby deleted.
Section 3202.2.2 Architectural features, is amended to read as follows:
Columns, pilasters, moldings, bases, belt courses, lintels, sills, architraves, pediments and
similar architectural features shall not project more than 4 inches (102 mm).
Section 3202.3.1 Awnings, canopies, marquees and signs, is amended to read as
follows:
Awnings, canopies, marquees and signs shall be supported entirely by the building and
constructed of noncombustible materials or, when supported by a building of Type V
construction, may be of one-hour fire-resistive construction. Awnings, canopies, marquees
and signs shall not extend more than 4 feet (1220 mm) from the building.
Section 3202.3.3 Encroachments 15 feet or more above grade, is hereby deleted.
Appendix Section J102 Definitions. WELL is added to read as follows:
WELL. A water well.
Appendix J Section J103.2 Exemptions, is amended to read:
A grading permit shall not be required for the following activities unless the activity occurs
within the 50 foot water body setback of any water body as defined in the Routt County
Zoning Resolution; if occurring within the waterbody setback a grading permit is required and
the exemption does not apply:
Appendix J Section J103.2 Exemptions, is amended to add:

8. Any excavation of less than 300 cubic yards of material. (only in Unincorporated Routt
County)
9. Any fill of less than 300 cubic yards of material. (only in Unincorporated Routt County)
10. Any soil disturbance of less than one acre. (only in Unincorporated Routt County)
Disturbance of land for agricultural purposes such as the clearing or grading of land for the
purpose of and reasonably necessary for preparing the soil for crop production, weed control,
maintenance and construction of agriculture-related water structures, other agricultural
cultivation purposes, and the construction of fences and other agriculture-related structures
not governed by the water body setback requirements and is exempt from the requirement of
obtaining a building permit. (only in Unincorporated Routt County)
Appendix Section J103.3 Grading fees, is added to read as follows:
When plans or other data are required to be submitted, a plan review fee shall be paid at the
time of submitting plans and specifications for review. A grading permit fee shall be paid at
permit issuance. Said plan review and grading permit fees shall be as set forth in the adopted
fee schedule.
International Residential Code – The following is a summary of code amendments and
deletions for the jurisdictions served by Routt County Regional Building Department. Complete
copies of code adoptions may be obtained at the building department or on our website at
www.co.routt.co.us.
Section R101.2 Scope, Exception, is hereby deleted.
Section R105.2 Work exempt from permit, Item 1, is amended to read:
1. One story detached accessory structures used as tool and storage sheds, playhouses
and similar uses, provided the floor area does not exceed 120 square feet (11.15 m2).
Section R105.5 Expiration, is amended to read as follows:

Section R308.4 Hazardous locations, Item 5, is amended to read as follows:
Glazing in enclosures for or walls adjacent to and facing hot tubs, whirlpools, saunas, steam
rooms, bathtubs, and showers where the bottom edge of the glazing is less than 60 inches
(1524 mm) measured vertically above the walking surface, and the glazing is within 60 inches
(1524 mm) measured horizontally and in a straight line from the fixture.
Section R311.7.7.2 Continuity, Exception 1, is amended to read as follows:

Section R311.7.9.3 Ship’s ladder stairway, is added to read as follows:
An interior fire escape stairway may serve as an exit from an area not to exceed 200 square
feet. The pitch of the stairway shall not exceed 60 degrees with a minimum width of 24
inches. Treads shall be not less than 4 inches in width and the rise between treads shall not
exceed 10 inches. An approved handrail shall be provided on each side.
Section R311.7.9.4 Alternating tread stairway, is added to read as follows:
Alternating tread stairways may serve as an exit from an area not to exceed 200 square feet.
Alternating tread stairways shall have a minimum projected tread of 8.5 inches (216 mm) with
a minimum tread depth of 10.5 inches (267 mm). The rise to the next alternating tread
surface should not be more than 8 inches (203 mm). The initial tread of the stairway shall
begin at the same elevation as the platform, landing or floor surface. An approved handrail
shall be provided on each side.
Section R312.2 Height, is amended to read as follows:
Required guards at open sided walking surfaces, including stairs, porches, balconies, or
landings, shall be not less than 36 inches (914 mm) high measured vertically above the
adjacent walking surface or the line connecting the leading edges of the treads.
Section R313 Automatic fire sprinkler systems, is hereby deleted.
Section R601.2 Requirements, is amended to read as follows:
Wall construction shall be capable of accommodating all loads imposed according to Section
301 and of transmitting the resulting loads to the supporting structural elements. All tables
and Applicability Limits in this chapter that use roof live load less than 50 psf or ground snow
load of 70 psf or less are hereby unusable for design in this jurisdiction.
Section R602.10.6.2 Connections to roof framing Item 2, is amended to read as
follows:
For SDC A, B and C and wind speeds less than 100 miles per hour (45 m/s), where the
distance from the top of the rafters or roof trusses and perpendicular top plates is 15.25

inches (387 mm) or less, the rafters or roof trusses shall be connected to the top plates of
braced wall lines in accordance with Table 602.3(1) and with blocking in accordance with
Figure R602.10.6.2(1). Blocking shall be attached to top plate per Table 602.3(1).
Section R801.2 Requirements, is amended to read as follows:
Roof and ceiling construction shall be capable of accommodating all loads imposed according
to Section 301 and of transmitting the resulting loads to the supporting structural elements.
All Tables and Applicability Limits in this chapter that use roof live load less than 50 psf or
ground snow load of 70 psf or less are hereby unusable for design in this jurisdiction.
Section R1004.4 Unvented gas log heaters, is hereby deleted.

Section G2406.4 Liquid propane gas appliance in pit or basement, is added to read as
follows:
Liquefied petroleum gas piping may serve a gas appliance located in a pit, basement or similar
location when the following conditions are met:
1.
There shall be installed a listed gas detector that is interlocked to a listed solenoid valve
located so as to shut off the supply of gas to the building in the event of an alarm.
2.
There shall be installed an exhaust system for the purpose of removing unburned
gases. The exhaust system shall be interlocked to the gas detector so as to operate
automatically in the event of an alarm. The exhaust system shall provide a minimum of four
(4) air changes per hour, and the exhaust intake shall be located within 6 inches of the floor.
Section G2420.5.3 (409.5.3) Located at manifold, is hereby deleted.
Section G2433 (603) Log Lighters, is hereby deleted.
Section G2445.2 (621.2) Prohibited use, is amended to read as follows:
Unvented room heaters are not to be installed in dwelling units.
Section G2445.7 (621.7) Unvented decorative room heaters, is hereby deleted.
Section G2445.7.1 (621.7.1) Ventless firebox enclosures, is hereby deleted.
Section P2717.2 Sink, dishwasher is amended to read as follows:
A sink and dishwasher are permitted to discharge through a single 1.5 inch (38 mm) trap after
the dishwasher passes through an air gap device. No domestic dishwashing machine shall be
directly connected to a drainage system or food waste disposer without the use of an

approved dishwasher airgap fitting on the discharge side of the dishwashing machine. Listed
airgap fittings shall be installed with the flood level (FL) marking at or above the flood level of
the sink or drainboard, whichever is higher, or separately trapped with the air gap located on
the stand pipe.
Section P2717.3 Sink, dishwasher and food grinder is amended to read as follows:
The combined discharge from a sink, dishwasher and food grinder is permitted to discharge
through a single 1.5 inch (38 mm) trap after the dishwasher passes through an air gap device.
No domestic dishwashing machine shall be directly connected to a drainage system or food
waste disposer without the use of an approved dishwasher airgap fitting on the discharge side
of the dishwashing machine. Listed airgap fittings shall be installed with the flood level (FL)
marking at or above the flood level of the sink or drainboard, whichever is higher, or
separately trapped with the air gap located on the stand pipe.
Section P2905.4.2 Water service installation, is amended to read as follows:
Water service pipe and the building sewer shall be separated as required by policy established
by authority having jurisdiction. No exceptions.
Section E3301.1 Applicability, is amended by the addition of a second paragraph as
follows:
Any conflict with the provisions of this code and the current electrical code adopted by the
State of Colorado Electrical Board shall comply with the current State code.
International Mechanical Code – The following is a summary of code amendments and
deletions for the jurisdictions served by Routt County Regional Building Department. Complete
copies of code adoptions may be obtained at the building department or on our website at
www.co.routt.co.us.
Section 303.9 Liquid propane gas appliance in pit or basement, is added to read
as follows:
Liquefied petroleum gas-burning appliances shall not be installed in a pit, basement or similar
location where heavier-than-air gas might collect, unless the following conditions are met:
1. There shall be installed a listed gas detector that is interlocked to a listed solenoid valve
located so as to shut off the supply of gas to the building in the event of an alarm.
2. There shall be installed an exhaust system for the purpose of removing unburned
gases. The exhaust system shall be interlocked to the gas detector so as to operate
automatically in the event of an alarm. The exhaust system shall provide a minimum of four
(4) air changes per hour, and the exhaust intake shall be located within 6 inches of the floor.
Section 504.1 Clothes Dryer Exhaust Installation, add a second exemption to read:

Clothes dryers installed within dwelling units in residential buildings shall comply with the
International Residential Code Section M1502.
Section 903.3 Unvented gas log heaters, is hereby deleted.

Section 107.1 Required inspections and testing, Item 1, is amended to read as
follows:
1. Underground inspection shall be made in accordance with the specifications of the authority
having jurisdiction and before any backfill is put in place. Underground inspections of the
water service pipe and building sewer shall be performed by the authority having jurisdiction.
Section 312.5 Water supply system test, is amended by adding the following
exception:
Exception: The water service piping shall be tested as required by the authority having
jurisdiction.
Section 312.6 Gravity sewer test, is amended to read as follows:
Gravity sewer tests shall be made in accordance with the specifications of the authority having
jurisdiction.
Section 603.2 Separation of water service and building sewer, is amended to read
as follows:
Water service pipe and the building sewer shall be separated as required by policy established
by authority having jurisdiction.
603.2 Separation of water service and building sewer, Exceptions 1, 2, and 3, are
hereby deleted.
605.3 Water service piping. The first sentence of the paragraph is amended to read:
Water service piping shall conform to NSF 61 and shall conform to one of the standards listed
in Table 605.3 as approved by the authority having jurisdiction.
Section 701.3 Separate sewer connection, is amended to read as follows:
Every premises having plumbing fixtures installed and intended for human habitation,
occupancy or use on premises abutting on a street, alley or easement in which there is a
public sewer shall have a separate connection to the sewer.

Section 703.6 Slope of building sewer, is added to read as follows:
The building sewer shall have a minimum slope of 1/4-inch (6.35 mm) per lineal foot (305
mm).
Section 802.1.6 Domestic dishwashing machines, is amended to read as follows:
No domestic dishwashing machine shall be directly connected to a drainage system or food
waste disposer without the use of an approved dishwasher airgap fitting on the discharge side
of the dishwashing machine. Listed airgaps shall be installed with the flood level (FL) marking
at or above the flood level of the sink or drainboard, whichever is higher, or separately trapped
with the air gap located on the stand pipe.
Section 1003.4 Sand and oil separators required, is amended to read as follows:
At any building providing access to motor vehicles, repair garages, car washing facilities, and
where oily or flammable liquid wastes are produced or stored and in hydraulic elevator pits,
separators shall be installed into which water that may contain heavy solids, oil-bearing,
grease-bearing or flammable wastes shall be discharged before emptying in the building
drainage system or other point of disposal. Sand and oil interceptors shall be designed and
located so as to be provided with ready access for cleaning. Location within a building will
require a vapor tight cover.
Exception: Private garages attached to a dwelling or townhome.
Section 1003.4.2 Sand and Oil Separator Design is amended to read as follows:
Sand and oil separators shall be designed in accordance with 1003.4.2.1.
Section 1003.4.2.1 General Design Requirements, is amended to read as follows:
Sand and oil separators shall have a depth of not less than 2 feet (610 mm) below the invert
of the discharge drain. The outlet opening of the separator shall have not less than an 18-inch
(457 mm) water seal. The inlet shall extend to a minimum of 6-inches (152 mm) below the
water level of the interceptor. Sand and oil separators shall have a minimum capacity of 6
cubic feet (0.168 m3) for the first 100 square feet (9.3 m2) of area to be drained, plus 1 cubic
foot (0.028 m3) for each additional 100 square feet (9.3 m2) of area to be drained into the
separator.
Section 1003.4.2.2 Garages and service stations, is hereby deleted.
Section 1107.3 Location and sizing, is amended to add the following:
Secondary roof drains shall be located with the inlet flow line two inches (51 mm) above
the roof drain.

International Fuel Gas Code – The following is a summary of code amendments and
deletions for the jurisdictions served by Routt County Regional Building Department. Complete
copies of code adoptions may be obtained at the building department or on our website at
www.co.routt.co.us.
Section 303.3 Prohibited locations, Exception 3, is hereby deleted.
Section 303.3 Prohibited locations, Exception 4, is hereby deleted.
Section 303.8 Liquid propane gas appliance in a pit or basement, is added to read
as follows:
Liquefied petroleum gas-burning appliances shall not be installed in a pit, basement or similar
location where heavier-than-air gas might collect, unless the following conditions are met:
1. There shall be installed a listed gas detector that is interlocked to a listed solenoid valve
located so as to shut off the supply of gas to the building in the event of an alarm.
2. There shall be installed an exhaust system for the purpose of removing unburned
gases. The exhaust system shall be interlocked to the gas detector so as to operate
automatically in the event of an alarm. The exhaust system shall provide a minimum of four
(4) air changes per hour, and the exhaust intake shall be located within 6 inches of the floor.
Section 409.5.3 Located at Manifold, is hereby deleted.
Section 603 Log Lighters, is hereby deleted.
Section 621.2 Prohibited use, is amended to read as follows:
Unvented room heaters are not to be installed in dwelling units.

PERMITTING REQUIREMENTS
 PERMITS REQUIRED - Except as provided in the section entitled “Work Exempt From Permits”
buildings, structures, building service equipment and grading shall be subject to permits as follows:
BUILDING PERMITS. No building or structure regulated by the Building Code shall be erected, constructed,
enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a separate permit for each
building or structure is first obtained from the Routt County Regional Building Department.
BUILDING SERVICE EQUIPMENT PERMITS. No building service equipment regulated by the technical codes
shall be erected, installed, altered, repaired, moved, improved, removed, converted or demolished unless a separate
permit for each individual class of building service equipment is first obtained from the Routt County Regional
Building Department.
“Building Service Equipment” refers to plumbing systems, mechanical systems, electrical systems, solar energy
systems, swimming pools, and elevator equipment; including piping, ducting, wiring, fixtures, appliances and other
accessories which provide sanitation, heating, ventilation, cooling, refrigeration, lighting, fire suppression and
detection, and transportation facilities essential to the use or occupancy of a building or structure.
GRADING PERMITS. Grading work involving excavation or filling shall not be done unless a separate permit is
first obtained from the Routt County Regional Building Department or Routt County Road and Bridge Department as
applicable.
 WORK EXEMPT FROM PERMITS - A permit shall not be required for the types of work in
each of the separate classes of permits as listed below. Exemption from the permit requirements of the adopted
codes shall not be deemed to grant authorization for any work to be done in violation of the provisions of the technical
codes or any other laws, resolutions or ordinances of the jurisdictions served by the Routt County Regional Building
Department.
BUILDING PERMITS. A building permit shall not be required for the following:
A. One-story detached accessory structures, provided the floor area does not exceed 120 square feet (11.15 m2).
B. Fences not over 6 feet (1829 mm) high.
C. Retaining walls that are not over 4 feet (1219 mm) in height measured from the bottom of the footing to the top
of the wall, unless supporting a surcharge.
D. Water tanks supported directly upon grade if the capacity does not exceed 5,000 gallons (18927 L) and the ratio
of height to diameter or width does not exceed 2 to 1.
E. Decks, platforms, Sidewalks and driveways not more than 30 inches (762 mm) above adjacent grade and not over
any basement or story below.
F. Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
G. Prefabricated swimming pools that are less than 24 inches (610 mm) deep.
H. Swings and other playground equipment accessory to a one or two-family dwelling.
I. Window awnings supported by an exterior wall which do not project more than 54 inches (1372 mm) from the
exterior wall and do not require additional support.
J. Agricultural buildings which are used for the sole purpose of providing shelter for agricultural implements,
farm and ranch products, livestock, or poultry. Buildings which are used for storage of passenger type
motor vehicles, storage of recreational vehicles and equipment, storage of construction equipment and
tools (not directly related to agricultural), and workshops are not considered agricultural buildings for the
purpose of this exemption. Buildings of mixed occupancy, where only a portion of the building is used for
agricultural purposes, are not considered agricultural buildings for the purpose of this exemption.

K. It is the policy of the Routt County Regional Building Department not to require permits for installing new
siding or roofing materials on R3 Occupancies (one and two family dwellings), and on U Occupancies
(private garages, carports and sheds, etc.). Changing from metal roofing materials to shingles may require
structural analysis to determine adequate snow load.
 Unless otherwise exempted, separate plumbing, electrical, and mechanical permits are required for the above
exempted items.
ELECTRICAL PERMITS. An electrical permit shall not be required for the following:
A. Portable motors or other portable appliances energized by means of a cord or cable having an attachment plug
end to be connected to an approved receptacle when that cord or cable is permitted by the Electrical Code.
B. Repair or replacement of fixed motors, transformers or fixed approved appliances of the same type and rating in
the same location.
C. Temporary decorative lighting.
D. Repair or replacement of current-carrying parts of any switch, contactor or control device.
E. Reinstallation of attachment plug receptacles, but not the outlets thereof.
F. Repair or replacement of any overcurrent device of the required capacity in the same location.
G. Repair or replacement of electrodes or transformers of the same size and capacity for signs or gas tube systems.
H. Taping joints.
I. Removal of electrical wiring.
J. Temporary wiring for experimental purposes in suitable experimental laboratories.
K. The wiring for temporary theater, motion picture or television stages.
L. Electrical wiring, devices, appliances, apparatus or equipment operating at less than 25 volts and not capable of
supplying more than 50 watts of energy.
M. Low-energy power, control and signal circuits of Class II and III as defined in the Electrical Code.
N. The installation, alteration or repair of electrical wiring, apparatus or equipment or the generation, transmission,
distribution or metering of electrical energy or in operation signals or the transmission of intelligence by a public
or private utility in the exercise of its function as a serving utility.
PLUMBING PERMITS. A plumbing permit shall not be required for the following:
A. The stopping of leaks in drains, water, soil, waste or vent pipe; provided, however, that if any concealed trap,
drainpipe, water, soil, waste or vent pipe becomes defective and it becomes necessary to remove and replace the
same with new material, such work shall be considered as new work and a permit shall be obtained and
inspection made as provided in this code.
B. The clearing of stoppages or the repairing of leaks in pipes, valves or fixtures, and the removal and reinstallation
of water closets, provided such repairs do not involve or require the replacement or rearrangement of valves,
pipes or fixtures.
MECHANICAL PERMITS. A mechanical permit shall not be required for the following:
A. Portable heating appliances.
B. Portable ventilating equipment.
C. Portable cooling units.
D. Portable evaporative coolers.
E. A closed system of steam, hot or chilled water piping within heating or cooling equipment regulated by the
Mechanical Code.
F. Replacement of any component part of assembly of an appliance which does not alter its original approval and
complies with other applicable requirements of the technical codes.
G. Self-contained refrigeration systems containing 10 pounds (4.54 kg) or less of refrigerant or that are actuated by
motors of 1 horsepower (746 W) or less.
H. Portable fuel cell appliances that are not connected to a fixed piping system and are not interconnected to a power
grid.

SWIMMING POOL, SPA AND HOT TUB PERMITS. A swimming pool, spa or hot tub permit shall not be
required for the following:
A. The stopping of leaks in drains, soil, waste or vent pipe, provided, however, that should any trap, drainpipe, soil,
waste or vent pipe be or become defective and it becomes necessary to remove and replace the same with new
material in any part or parts, the same shall be considered as such new work and a permit shall be procured and
inspection made.
B. The clearing of stoppages or the repairing of leaks in pipes, valves or fixtures, when such repairs do not involve or
require the replacement or rearrangement of valves, pipes, or fixtures.
GRADING PERMITS. A grading permit in Steamboat Springs, Oak Creek and Yampa shall not be required for the
following:
A. When approved by the building official, grading in an isolated, self contained area if there is no danger to private or
public property. **
B. An excavation below finished grade for basements and footings of a building, retaining wall or other structure
authorized by a valid building permit.
C. Cemetery graves.
D. Refuse disposal sites controlled by other regulations.
E. Excavations for wells, tunnels or utilities.
F. Mining, quarrying, excavating, processing, stockpiling of rock, sand, gravel, aggregate or clay where established
and provided for by law, provided such operations do not affect the lateral support or increase the stress in or
pressure upon any adjacent or contiguous property.
G. Exploratory excavations under the direction of soils engineers or engineering geologists.
H. Public infrastructure projects such as roadways, bridges, or utility work when part of an approved civil construction
plan through the engineering department.
I. Removal of snow.
J. Common clearing and grubbing.
K. General landscape or topsoil work
When a grade/fill permit is not required, the developer or owner is still required to follow all provisions for grading found
within the building code and to obtain any other applicable permitting (i.e. City Floodplain Development permit, Army
Corps wetland permit, State/City stormwater and dewatering permits, CDOT access and utility permit, Public Works’
street cut, etc.), install erosion control, implement storm water quality best management practices and follow construction
site management practices as outlined in Section 36 of the building code.
**City of Steamboat Springs Policy statement: (A) applies to minor excavation and fills similar in scope to those
exemptions following in sections (B) through (K). If the excavation or fill location extends across property lines,
includes fill depths greater than 1-foot on future potential locations for structures, alters drainage courses, creates slopes
steeper than 2 horizontal to 1 vertical, or creates depressions that can be considered a holding pond, a permit is required.
(A) should not be construed to allow all grading to occur without permitting. It is the opinion of the City that when the
interpretation of (A) is in doubt and work cannot clearly be classified as such stated in sections (B) through (K), staff will
side on the cautionary side and require a permit application to be submitted. If questions persist regarding exemption of a
grading permit, the Building Official will bring such inquiries to the Technical Advisory Committee for review with other
departments. The goal is not to require cumbersome permitting, but to ensure compliance with applicable standards and
codes and provide legal grounds for site inspection.

PERMIT APPLICATIONS - Applications for permits shall be filed at the office of the Routt County
Regional Building Department, located in the Routt County Courthouse Annex at 136 6th Street in Steamboat Springs,
Colorado.
Exception: Fire Suppression and Fire Detection permits for buildings within the City of Steamboat Springs and
SSRFPD shall be filed at the Steamboat Springs, Fire Prevention, located at 927 Oak Street in Steamboat Springs,
Colorado, 80487 - phone number 970.871.8216.
Separate permit applications are required for each building or structure, and for Electric, Plumbing, Mechanical
and Swimming Pool/Spa related to each building or structure. Each separate contractor or person performing work
within the same permit category for an individual building or structure, shall file separate permit applications for their
work.
Exception: Subcontractors or persons performing work for a valid permit holder who has properly filed an
application for the work being done.
Sample permit application forms, for each permit category, are attached at the back of this booklet. Applicants should
review the forms and preliminarily fill in all applicable information; this will be very helpful in expediting the
application process.










APPLICATION INFORMATION. Applicants shall provide the following information when applying for permits:
Street or road address for the property on which the work is to be done.
Legal description of the property on which the work is to be done.
Parcel I.D. Number.
Property owner’s name, mailing address, e-mail and phone number.
Contractor’s name, mailing address, e-mail and phone number.
Architect or designer’s name, mailing address, e-mail and phone number.
Engineer’s name, mailing address, e-mail and phone number.
Description of the work to be covered by the permit.
Description of the character of use or occupancy for which the work is intended.
The valuation of the work for which the application is made. (Valuation shall be the total value of all construction
work including electrical, plumbing, mechanical, fire-extinguishing, elevators, finish work, painting, roofing, and
any other permanent equipment, based on reasonable material and labor estimates. The building department keeps
current valuation data to assist applicants with determination of value.)
Applications shall be accompanied by PLANS AND SPECIFICATIONS. The building department may adjust the
requirement for plans and specifications when it is determined that the nature of the work applied for is such that review
of plans and specifications is not necessary to obtain compliance with adopted codes and standards.

 PLANS AND SPECIFICATIONS - Permit applicants shall submit three (3) COMPLETE SETS
of plans and specifications with each application for a permit. Unused plans and specifications will be returned.
Plans and specifications may be required to be prepared by a qualified Architect or Engineer licensed by the State of
Colorado to practice as such. Contact the building department to verify if your construction project requires an architect
or engineer. Plans prepared by an architect or engineer shall have the stamp or seal of the architect or engineer
responsible for preparation of the plans, applied directly to 1) each sheet of the reproduced drawings, 2) addenda and
revisions, 3) the cover, title page, and table of contents of specifications, and 4) the title page of engineering reports.
Through the seal shall appear the signature of the architect or engineer and the date of signature.
 Stamps or seals shall not be placed on reproducible drawings used to make multiple copies!
AN ARCHITECT OR ENGINEER WILL TYPICALLY BE REQUIRED AS FOLLOWS:
 Building plans and specifications shall be prepared and sealed by a qualified architect or engineer when required by
Title 12, Article 4 of the Colorado Revised Statutes. (i.e., commercial and industrial occupancies, multifamily
residential, etc.)
 Foundation plans and details shall be sealed by a qualified engineer 1) when the soil report indicates that the soils
exhibit swell potential with a minimum dead load requirement in excess of 500 pounds per square foot, or 2)
when basement or retaining walls exceed 4’-0” in height and retain more than 4’-0” of soil, vertically.
 Structural plans and details shall be sealed by a qualified engineer when required by the building department due to
complexity of design.
Plans shall be drawn to scale and shall clearly indicate the location, nature and extent of the work proposed and
show in detail that it will conform to the provisions of the adopted model codes and standards and all other relevant
laws, ordinances, rules and regulations. Plans shall be submitted on a minimum of 18 inch by 24 inch size sheets.
(Plans or details may be submitted on smaller size sheets when approved by the building department).
A COMPLETE SET OF PLANS SUITABLE FOR REVIEW SHOULD INCLUDE: Some projects will not
require all of the following information on the plans or details. Please examine the information listed below;
information not applicable to a given project need not be included in the plans.
SOILS REPORT. Soils reports are required for all new construction.
Exceptions: 1) One and two family dwellings in areas where the site is generally level and clean gravel or gravel and
sand mixtures are encountered. 2) Additions and alterations to existing one and two family dwellings. 3) Minor
additions and alterations to multifamily residential, commercial and industrial buildings. 4) Detached private
garages.
STRUCTURAL DESIGN CRITERIA. The following information regarding structural design shall be included on the
plans:
 Soil bearing capacity, including minimum dead load requirements. (To meet the submitted soils report.)
 Lateral earth pressure for basement and retaining walls. (According to the submitted soils report.)
 Roof design snow load. (Snow loads vary in the Routt County Region, please contact the building department office
to verify the snow load for the area where you intend to build.)
 Floor design live loads. (40 p.s.f.)
 Wind design speed (90 m.p.h. according to the IRC & IBC) and exposure (either “B” or “C”)
SITE PLAN: A site plan shall be submitted with the building permit application. Information and checklists for both the
County and the City site plans are found elsewhere in this booklet. Please refer to the Table of Contents for specific
locations or http://co.routt.co.us/building . There is special information included in the County Site Plan Section on
County Addressing.
CONSTRUCTION SITE MANAGEMENT PLAN: Prior to the issuance of a building permit to construct any
commercial, multi-family, or multi-lot single family project a construction site management plan must be submitted and

approved. Routt County and the City of Steamboat Springs have different requirements. This information can be found
elsewhere in this booklet or http://co.routt.co.us/building . Please refer to the Table of Contents for specific locations.
FOUNDATION PLAN AND DETAILS. Foundation plans and details shall include the following information:
 Foundation material description and specifications.
 The location and size of piles and drilled caissons.
 The location and size of footings.
 The depth of footings, piles and drilled caissons.
 The location and size of all foundation walls and piers.
 The location, size, grade, and spacing of all reinforcing steel.
 Material and fasteners specifications for wood foundation systems.
 Anchor bolt size and spacing.
 Framing anchors and connectors to be embedded in concrete or masonry.
 Concrete and masonry beam pocket locations and sizes.
 Concrete slab thickness and reinforcement.
STRUCTURAL FRAMING PLANS AND DETAILS. The structural framing plans and details shall include the
following information:
 The location of exterior and interior columns, beams and girders, headers and lintels.
 Construction details and material specifications for columns, beams, girders, headers and lintels.
 The location of all exterior and interior bearing and shear walls.
 Bearing and shear wall construction details and material specifications.
 Floor construction details and material specifications.
 Roof construction details and material specifications.
 Exterior deck and porch construction details and material specifications.
FLOOR PLANS. Floor plans shall be provided for each individual floor (including basements, lofts or mezzanines,
decks and porches, etc.). The plans shall be dimensioned so as to clearly show the following:
 Exterior and interior walls and partitions.
 Exterior and interior wall opening locations and sizes (windows, doors, etc.)
 The use of each room or space.
 Exterior decks.
 Exterior and interior stairs and landings.
 Exterior and interior guardrails.
 Plumbing fixtures. (Sinks, lavs, tubs, showers, toilets, clotheswasher, water heaters, etc.)
 Mechanical appliances and equipment. (furnaces, boilers, fireplaces, woodstoves, etc.)
 Permanent counters and cabinets.
 Details of accessibility for the disabled. (ramps, maneuvering clearances, etc.)
 Square footage of each floor from exterior wall to exterior wall including stairs, mechanical rooms, storage, and
unfinished areas.

ELEVATIONS. Exterior building elevations shall be provided for each individual elevation and shall show the
following:
 Windows and doors.
 Porches, decks and guardrails.
 Finish grade, existing grade, and the line of the foundation below finish grade for each elevation.
 Roof pitches. (rise and run)
 Chimneys or vents for fuel burning devices and any other permanent equipment installed on the exterior of the
building.
 Height of the building.

BUILDING SECTIONS AND DETAILS. Architectural building sections and details shall include the following
information:
 Foundation drainage details. (draintile)
 Energy conservation design and method of compliance. (“R” values of walls, ceilings and floors, glass U factors)
 Interior wall and ceiling finishes. (drywall, paneling, etc.)
 Exterior wall finishes. (siding, veneers, etc.)
 Roofing details. (underlayments and roof covering materials)
 Fireplace construction details.
 Stairway construction details. (material specifications, stair width, rise and run, handrails)
 Guardrail construction details. (material specifications, guardrail height, spacing of intermediate rails)
FIRE-RESISTIVE DESIGN CRITERIA. Plans and specifications for buildings requiring fire-resistive construction
shall include the following information:
 Fire-resistive structural frame details. (columns, beams and girders, girder trusses, etc.)
 Fire-resistive wall and partition details.
 Fire-resistive floor-ceiling and roof-ceiling details.
 Fire-resistive assemblies for protection of openings. (fire doors, fire windows, fire dampers)
Penetration fire stop details. (electrical, plumbing, mechanical and communication conduits, cables, pipes and similar
systems)
 Materials and systems used for fire-resistive purposes shall be limited to those specified in Chapter 7 of the Building
Code. Other properly tested and listed systems and assemblies will be accepted, provided they have been listed by an
approved testing laboratory. The listing number and laboratory responsible for the listing as well as the installation
details shall be included on the plans!
MECHANICAL PLANS AND SPECIFICATIONS. Mechanical plans and specifications shall include the following
information:
 Heating and cooling system appliance specifications. ( type of fuel, input rating, cfm, heat load calculations, etc.)
 Ventilation and product-conveying exhaust equipment specifications.
 Appliance venting details.
 Combustion air details.
 Duct and plenum system design, material specifications and installation details.
 Fire, smoke and radiation damper locations and specifications.
 Fuel-gas piping design, material specifications and installation details.
 Refrigeration system design, material specifications and installation details.
 Commercial hoods and kitchen ventilation design, material specifications and installation details.
 The location and specifications for vented decorative appliances, floor furnaces, vented wall furnaces, unit heaters,
and room heaters.
 Miscellaneous heat-producing appliance locations and specifications. (domestic freestanding or built-in ranges,
open-top boiler units, domestic clothes dryers, etc.)
 With the exception of verifying the location and type of heating appliances, mechanical plans will not be required
for one and two family dwellings, miscellaneous accessory buildings, and minor remodeling or alterations in buildings
of other occupancies.
PLUMBING PLANS AND SPECIFICATIONS. Plumbing plans and specifications shall include the following
information:
 Potable water distribution piping design, material specifications and installation details.
 Drain, waste and vent (DWV) piping design, material specifications and installation details.
 Plumbing fixture and appliance specifications and locations.
 Location and specifications for backflow prevention devices.

 Plumbing plans will not be required for one and two family dwellings, miscellaneous accessory buildings, and minor
remodeling or alterations in buildings of other occupancies.
ELECTRICAL PLANS AND SPECIFICATIONS. Electrical plans and specifications shall include the following
information:
 Location of outlets, lights, switches and appliances.
 Location of other loads. (HVAC equipment, machinery, electric baseboard heat, large computers, etc.)
 A complete one line electric service diagram and all load calculations.
 Electric service entrance location.
 Electrical plans will not be required for one and two family dwellings, miscellaneous accessory buildings, and minor
remodeling or alterations in buildings of other occupancies.
POOL, SPA & HOT TUB PLANS AND SPECIFICATIONS. Pool, spa and hot tub plans and specifications shall be
provided for all pool, spa and hot tub installations and shall include the following:
 The shape of the pool, spa, or hot tub.
 Mechanical equipment pads.
 Type of construction (gunite, poured concrete, prefabricated or other)
 Steel reinforcing details. (where applicable)
 Type of soil under pool. (For concrete or gunite pools)
 Interior finish and pool edge details.
 Volume and system flow rate in gallons per minute and turnover in hours.
 Size of filtration system.
 Means of waste disposal.
 Type of heater, including the method of venting and provisions for combustion air.
 Circulation piping layout, sizes and material specifications and the location of main outlet, surface skimmers and
inlet.
 Rated capacity of the pool pump in GPM at the design head with the size and type of motor indicated and identified
as to type of pump and means of adding make-up water.
 Plans are not required for private prefabricated spas and hot tubs or for minor remodeling or
alterations to pool, spa and hot tub systems.
GREEN BUILDING PROGRAM: All new single family homes must submit completed and signed Green Building
Checklist. The points that would be acquired should be totaled using the spreadsheet as may be found at
http://co.routt.co.us/building/applications/greenchecklist.xls and submitted whether or not the applicant intends to

Fire Suppression and Detection Plans.
Three (3) sets of fire suppression and detection plans and specifications are required for fire suppression and
detection permits.
The fire suppression system plans, specifications and hydraulic calculations shall include the following:
Signature and certification number of either a registered professional engineer or a NICET level III or higher
engineering technician.
 Three (3) complete sets of plans (24” x 36”) and specifications.
 Specifications must be extremely narrative. (including cut sheets)
 Specification sheets shall provide information on component operation, along with all devices and their operation.
 All fire suppression systems shall conform to the International Fire Code and the requirements of NFPA 13, 13D and
13R.

The fire detection system plans and specifications shall include the following:
Three (3) complete sets of plans (24” x 36”) and specifications. (including cut sheets)
Specifications must be extremely narrative and address every applicable section of “Steamboat Springs Fire Alarm
System Specifications” (available upon request at Steamboat Springs Fire Prevention Services Department at 927
Oak Street).
 Listing of alarm devices on equipment legend shall be color coded and correlated with colored devices on plans for
easy location of such devices.
 It is recommended that the standard Fire Protection Symbols for Architectural & Engineering Drawings (NFPA 172)
be used in all design work.
 Specification sheets shall be extremely narrative, providing information on component operation, primary panel
configuration, along with all devices and their operation.
All fire alarm systems shall conform to the International Fire Code, the requirements of NFPA 70 Article 760, National
Electric Code, and NFPA 72.

 The building department will not issue full building permit for buildings that require
fire sprinkler or fire alarm systems until fire alarm and sprinkler plans and specifications
and/or fire alarm plans and specifications are submitted, and administrative approval for
full permit is approved by the Steamboat Springs Fire Prevention.

 ADMINISTRATIVE APPROVALS - Prior to building department review, the permit application
and the plans and specifications are required to be reviewed and approved by 1) local public utility companies, and 2)
local governmental departments responsible for zoning, water and sanitation, fire protection, access roads and other
improvements on public property. Upon completion of their review and approval each of the required local utilities and
governmental departments must sign and date the permit application and each set of the submitted plans.
The building department will provide permit applicants with an “Administrative Approval Handout” which will include a
map and how to schedule times when utility companies are available for review of plans and specifications. When the
applicant has received all required utility and governmental approvals, they must return the application and plans to the
building department. (The building department will route the application and plans to the City of Steamboat Springs for
their review and approval.)
LOCAL UTILITIES AND GOVERNMENTAL DEPARTMENTS. The following is a list of the utility companies
and governmental departments and information about their review:
Yampa Valley Electric Association. The electric utility association will review plans to verify the availability and
location of electric service lines in your area, and to verify requirements for the installation of electric service to your
property. They will also verify and approve an acceptable location for electric meters. (YVEA provides electric service
for all of the Routt County region, with the exception of the Town of Oak Creek)
Atmos Energy. The gas company will review the plans to verify the availability and location of gas service lines in
your area, and will verify the requirements for the installation of gas service to your property. They will also verify and
approve an acceptable location for gas meters.
Water and Sanitation District. A district representative will review the plans and verify the location and size of the
proposed water and sewer service lines. Water and sewer plant investment fees will be verified. (If you need to verify
the availability and location of water and sewer lines for your property, contact a representative of the water and
sanitation district.)
Finance Department. The Steamboat Springs Finance Department will review the Construction Use Tax prepayment
calculation. An informational letter will be sent to new permit holders detailing procedures to be followed regarding
the City use tax deposit. A Construction Use Tax Reconciliation must be completed at the end of the project before a
CO/CA is issued.
Planning Department. Planning departments or other individuals responsible will review the plans for zoning
compliance within the applicable land use zone. (use, building height and setbacks to property lines, etc.)
 The applicable planning department should be consulted for zoning requirements and restrictions prior to design
work!
Engineering Department. Engineering departments will review the plans for compliance with requirements for access
driveways, culverts, grading - excavating and site drainage facilities.
Health Department. The Routt County Environmental Health Department reviews plans for compliance with the
State of Colorado requirements for food service establishments, installation of individual sewage disposal systems, and
public swimming pools, spas and hot tubs.
Fire Department or Fire District Representative. The fire department or fire district representative will review the
plans and specifications for compliance with fire code requirements for the safeguarding of life and property from
hazards of fire and explosion. (fire apparatus access roads, fire hydrant locations, fire flow demand, etc.)
Steamboat Springs Rural Fire Prevention District. There will be Fire Department approvals for all County projects
within the Steamboat Springs Rural Fire Protection District. Please leave your plans with the Building Department,
and we will send them to their office. If you have questions regarding fire suppression and detection, and the permit
application required, please contact them at 871-8216. All other approvals will need to go to the appropriate
jurisdictions, (Yampa, Oak Creek, Hayden). Please be prepared to pay plan review fees when you leave your plans
with us.

 When the administrative approvals have been completed the plans will be logged in for building department plan
review. The PLAN REVIEW FEE will need to be paid before the plans will be logged in for building department plan
review.
 FEES - Fees for plan review and permits will be assessed in accordance with fee schedules adopted by the
jurisdictions. The valuation, or value, to be used in computing the building permit and building plan review fees shall
be the total value of construction work for which the permit is issued, including electrical, plumbing, mechanical, fireextinguishing, elevators, finish work, painting, roofing, and any other permanent equipment, based on reasonable
material and labor estimates – even if you receive all of your materials for free, and you will be doing the work
yourself, you must assess a value to the work being done.
The building department keeps current valuation data to assist applicants with determination of value. Valuations will
be reviewed by the building department to determine if they are fair and adequate, at the time of plan review. If
valuations are determined to be inadequate they will be corrected and additional fees will be assessed as may be
required.
 Permit fee schedules for estimating Routt County fees are provided at the back side of the sample permit application
form Table 3A. County permits also have a $50.00 planning review fee.
 Permit fee schedules for estimating Steamboat Springs City review fees are provided on form Table 3J.
In addition to plan review and permit fees the building department will collect use tax on building materials, for Routt
County (1%) and the City of Steamboat Springs (4.75%). Use Tax is a prepayment of estimated sales tax for materials.
Use tax on building materials will be assessed at a rate of 1% for Routt County and 4.75% for the City of Steamboat
Springs. Use tax is calculated based on the assumption that 50% of the valuation or total value, as described above,
represents the estimated cost of building materials.
Example #1: Total valuation for a construction project in the City of Steamboat Springs is $100,000.00 (labor and
materials). $100,000.00 X .50(50%) = $50,000.00 (estimated cost of materials). $50,000.00 X .0575(5.75%) =
$2,875.00 Use Tax.
Example #2: Total valuation for a construction project located in unincorporated areas of Routt County or within the
Towns of Oak Creek or Yampa is $100,00.00 (labor and material). $100,000.00 X .50(50%) = $50,000.00 (estimated
cost of materials). $50,000.00 X .01(1%) = $500.00 Use Tax.
Excise Tax: The City of Steamboat Springs has adopted an excise tax on all construction permits commencing on
January 1, 2003. The excise tax of 1.2% of the total valuation of a project will be figured along with, but separate from
the City Use Tax. Both the use tax and excise tax will be collected before the permit will be issued. See office staff for
homeowner exemption information.
 Use taxes, excise tax, city permit fees and SSRFPD fire review fees must be paid in full prior to issuance of permits.
 PLAN REVIEW - When the permit applicant has paid the plan review fee, the plans and specifications will
be logged in for building department plan review. The building department reviews plans and specifications for
conformance with adopted model codes and standards.
 Plan reviews will be done in the order in which they are logged in for review.
The length of time required for plan review depends on the level of construction activity in the Routt County region at
the time of submittal.
 Plan ahead for your construction project to prevent delays.
When the plan review is completed the applicant will be notified of the status of the review.
Plan Review Comments may include required corrections or additional information if the plans are incomplete.
Applicants shall make all necessary corrections and provide all additional information required and resubmit the plans

and specifications for re-review. Plans and specifications which are in conformance with adopted model codes and
standards will be stamped “APPROVED”.
 Approved plans and specifications shall not be changed, modified or altered without authorization from the building
department! In order to change, modify or alter your plans, we will do an “addendum” to your plans. Please check
with office staff as to the addendum procedure.
 PERMIT ISSUANCE - When the plans and specifications have been approved, the applicant will need
to pay all applicable fees and make sure that permits for building service equipment have been properly obtained, prior
to permit issuance.
 Please note that sub-permit fees are excluded from the building permit fees due. There are example worksheets in
the back of this booklet for information on these sub-permit fees. Office staff would also be able to help you figure
these costs.
ISSUANCE. The permit-holder will be given one set of approved plans and specifications, and a Property
Identification card. The owner’s copy of approved plans shall remain at the job site and be available for the inspectors
at the time of inspections. The building department copy of the approved plans will be kept on file.
 The property identification card shall be posted at the construction site, so as to be readily visible from the public
street or road during construction. Please remember to post your address, clearly visible from the road, prior to the
final inspections.
SUSPENSION, REVOCATION OR EXPIRATION. The building official may, in writing, suspend or revoke a permit
when the permit is issued in error or on the basis of incorrect information supplied, or in violation of an ordinance or
regulation or the provisions of the codes. Building permits expire after 3 years. If an extension is requested a new
current year permit will be issued with payment of half of the original building permit fee.

discrepancies. These parcels have been identified by the Planning Department. Upon review of your building
plans if an identified parcel is revealed the Planning Department will require the landowner to obtain a new
survey, resolve the problem with adjoining landowners, or institute an appropriate civil action.
*Reviews may trigger an application for a planning agreement, such as a large lot agreement or Board of Adjustment
(BOA) application which must be completed prior to the approval of the building permit. The basic fee for building
permit reviews is $50.00 assessed by the building department. Additional staff time spent to review, research or produce
a planning agreement is billed at $120.00 per hour.

ROUTT COUNTY ADDRESSING
The Routt County GIS Department maintains the addressing system for Routt County,
assigns address numbers, and names or renames roads. This system is to develop accurate records for emergency services
(E911), which in turn affects utility and delivery services, and rural postal delivery. Due to concerns from the emergency
responders in Routt County, the “Routt County Road Addressing, Naming and Signing Policy” was adopted by the Board
of County Commissioners on January 16, 1996. Copies of the complete Policy are available at the GIS Department.
As a brief overview, this policy states that every road existing, proposed, or constructed which provides or will provide
access to two or more buildable lots shall be identified with a unique road name to clearly identify the road. You and
your neighbors may have the choice to name your access road if a name has not already been established (road name can
be no longer than 12 characters including spaces). If a road name has not been established a petition for road name will
be processed through the GIS Department and a road name adopted by the Routt County Commissioners. A road name
must be established prior to the issuance of building permits on lots accessed by such road.
All roads that provide access to two or more buildable lots must be marked with the appropriate signage. Signage for
private roads is the responsibility of the landowners accessed by such road and can be purchased through the Routt
County Road and Bridge Department. Road identification signs for private roads shall have a brown base with white
letters. These signs shall be reflective and the letters or numbers shall be 5 inches in height. Final inspections and
certificates of occupancy ("C.O.") may be withheld if roads are not marked with the appropriate signage.
Every buildable lot and each commercial or residential unit will be given an address number, which is required prior to
issuance of a building permit. Numbers shall be displayed clearly from the road at all times. Consideration should be
made in regard to visibility due to seasonal changes, landscaping, daylight and evening lighting. For buildings that are
not visible from the street, address characters shall be affixed to a free-standing sign or post located adjacent to the road
on which the property is addressed. Routt County recommends the use of reflective numbers to enhance visibility at
night. Failure to display the address of a lot or structure may be grounds for refusing to make inspections or for
withholding of a C.O. by the Building Department.
Remember . . . road signage and numbers are to help emergency responders find you. We hope you never have to call
E911, but if you do, the more conspicuous the road name and your address number the faster you can be served.

Standard Notes for Construction Site Management Plans:
1. This plan shall be kept on site at all times and updated to reflect any changes.
2. Concrete waste and washout water from mixing trucks shall be contained on site, removed from the site, and
properly disposed. Materials should not enter state waters.
3. Contractor is responsible for installing and maintaining temporary erosion and sediment control during
construction and establishing any required permanent Best Management Practices (BMPs) to prevent release of
pollutants from the project site.
4. Contractor is responsible for complying with all local, state, and federal laws. In addition contractor must obtain
required permits.
5. Clearing or grading shall not begin until all sediment control devices have been installed.
6. The contractor shall promptly remove all sediment, mud, and construction debris that may accumulate in the right
of way, private property, or water ways as a result of the construction activities.
7. All ingress, egress points and vehicle access points onto disturbed site must be stabilized with a vehicle tracking
control pad. Access shall only be via approved locations as shown on approved CSMP.
8. Soil stabilization measures shall be in place and areas are to be revegetated: (1) for stockpiles, if inactive for
more than 30 days (2) for areas of land disturbance within one growing season.
9. Inlet protection shall be installed in conjunction with storm drain inlets where drainage area is not vegetated.
10. BMPs shall be used, modified, and maintained whenever necessary to reflect current conditions. BMPs shall be
inspected weekly and after every precipitation event. Accumulated sediment shall be removed from BMPs when
the sediment level reaches ½ the height of the bmp.
11. Emergency access must be kept obstacle free and passable at all times.
12. For any work to be done in the Right of Way, coordinate with the City Construction Site Manager regarding
special permitting. No work shall be conducted in the ROW between November 1 and April 1 without prior
approval from the director of Public Works.
13. Where required as part of the ROW permit or where site work affects the pedestrian or vehicle travel way, traffic
control shall be installed. All traffic control shall be in accordance with the Manual on Uniform Traffic Control
Devices, latest edition.
14. Sidewalks adjacent to construction sites shall be maintained, for public use, by the contractor. In areas where
construction is taking place next to the sidewalk and overhead hazards are possible, site is responsible for
installing and maintaining sidewalk protection.
Civil Construction Drawings
For projects in the City that require civil construction drawings, a copy of the approved civil construction drawing
set shall be included in each building permit set. Draft sets, not for construction sets, or other drawing sets without
the required city approvals will not be accepted.

INSPECTION AND APPROVAL REQUIREMENTS
 SCHEDULING INSPECTIONS - It is the responsibility of the permit holder, or person doing the
work authorized by the permit, to properly notify the building department of all work that is ready for inspection.
Inspection requests may be filed in person at the building department office, or by entering a request on the Telephone
Inspection Processing System (T.I.P.S.) by calling the number below, or through the website at
www.co.routt.co.us/building . Inspections may be scheduled on the T.I.P.S. line or on the website through midnight the
day prior to the inspection. All requests made through personal contact with the office must be received before 4:00 PM
the day prior to inspection.
Note: in addition to TIPS, permit holders are responsible for contacting other inspecting agencies
(such as City Public Works or County Road and Bridge) directly.
TELEPHONE INSPECTION PROCESSING SYSTEM
T.I.P.S.
T.I.P.S. (Telephone Inspection Processing System) is an automated phone and Internet system that allows you to
 Schedule / cancel / reschedule inspections;
 Get inspection results;
 Obtain plan review status; and
 Obtain documents via FAX.
The T.I.P.S. phone number is 970-879-0013. The T.I.P.S. system will guide you through the steps. After you use the
system, you’ll discover how convenient it is. T.I.P.S. is available twenty-four hours a day, seven days a week, except for
daily maintenance during the night.
For a next working day inspection, you must enter your request before midnight 12:00 a.m. Friday Saturday & Sunday
requests are scheduled for Monday. Weekend and governmental holidays are not considered working days. Inspections
will be scheduled for the next working day, unless you choose otherwise in the system. You are able to schedule
inspections up to five days out. If for any reason the system is unable to complete your transaction, please hang up and
call the office (970.870.5566) for staff help during business hours 8:00 – 4:00, or leave a message on the office line.
Inspections requested for the same day are subject to available time.
To schedule an inspection you will need the following:
 Your permit number (please use the letters and numbers on your key pad to enter).
 The three digit code(s) you would like to schedule, as shown on your job card stapled on the left hand side of
your Owner Site set of plans or the T.I.P.S. brochure
 Be sure to confirm the inspection by choosing #1 at the end of the process!

Important: For Special Instructions for the Inspector, please call the office before 4:00 p.m. at 970.870.5566 to
schedule the inspection and to give your specifics regarding building access or gate combinations. It is always a good
idea to call the office between 8:00 and 8:30 a.m. the morning of the inspection to see where the inspector has you in his
inspection schedule.

To schedule a re-inspection in the case where your inspection was not approved, simply use the same information you
initially used to schedule the inspection, and schedule your inspection again. The T.I.P.S. line may say “This inspection
has already passed. Would you still like to schedule this inspection?” Choose #1 for yes, and continue on with the
automated system.
To re-schedule or cancel a same-day inspection you must call the office at 970.870.5566 between 8:00 and 8:30 a.m.
on the day of the inspection. To cancel or re-schedule inspections for other than same-day you will need:
 The permit number;
 The three digit code of the inspection you want to cancel; and
 The date the inspection is to occur.
Please note that a re-inspection fee may be charged for inspections that are not ready and are not cancelled or rescheduled.
To check plan review status you only need the permit number. Please use the letters and the numbers on your keypad to
enter the permit number then follow the automated instructions.
Using the Internet to schedule an inspection: The website address is www.co.routt.co.us/building.
Click on the rust colored rectangular box “Schedule Inspections”, fill in the permit number, the inspection code and click
the submit button. Be sure to confirm your request! You may also “select” “cancel”, “re-schedule” or “get results”
for an inspection. Please remember that same-day cancellations and re-schedules must be done by calling the office at
970.870.5566 between 8:00 and 8:30 a.m. the day of the inspection.
Will T.I.P.S. ever not allow an inspection to be scheduled? YES.
 If fees are due, and a full permit or sub permits need to be issued, no inspections will be able to be scheduled
until those fees are paid.
 You may schedule an inspection after the permit has been issued.
 If the three-digit number of the inspection you want to schedule has not been entered into your choices, you will
not be able to schedule an inspection. Please call the office at 970.870.5566 to make the appropriate changes,
and to schedule the needed inspection(s).
What inspections are required for my project?
 The inspection item numbers are printed on the backside of your permit card that is attached to the Owner Site
copy of the plans, on the left hand side. Please use the last three digits when scheduling an inspection. These are
the same inspection numbers that are attached to your permit in our computer files.
 The T.I.P.S. system can fax you a list of all inspections. Or, pick up a T.I.P.S. brochure at the Building
Department. Some inspections listed may not be attached to your permit.
WORK READY FOR INSPECTION. It is the responsibility of individuals scheduling inspections to make sure the
work is ready to be inspected and that the job is accessible and exposed for inspection purposes. A reinspection fee will
be assessed for work that is not ready and the inspection has not been canceled.
 Please schedule building, electrical, plumbing and mechanical rough-in or final inspections for the same day! Due
to the large geographical area served and the travel time involved, it is impractical for building department inspectors
to make numerous trips to an individual job site for rough-in or final inspections.
APPROVED PLANS AT JOB SITE. The owner’s copy of the approved plans and specifications shall be readily
available, at the construction site, for inspectors at the time of inspection. The owner’s or construction site copy shall
be maintained in legible condition.
 INSPECTIONS WILL NOT BE DONE IF APPROVED PLANS ARE NOT AVAILABLE. Please be sure to post your
Property Identification Card with a separate address clearly visible from the road before inspection.

 REQUIRED INSPECTIONS - All construction or work for which a permit is required shall be
subject to all inspections required by the adopted model codes and standards. Please see the Owner’s Site Copy for a
list of required inspections stapled to the left-hand side of your plans. Or pick-up a T.I.P.S. brochure. Contact City
Public Works for more information on City Preliminary and Final ROW inspection requirements.
 To minimize delay of inspection approvals, please check to see that the work is in reasonable compliance with the
approved plans and specifications prior to requesting inspections.
 Work shall not be done on any part of the building systems, building or structure beyond the point indicated in each
successive inspection without first obtaining the approval of the building department.
 No part of any building or structure shall be covered or concealed without first obtaining the required inspections
and approvals by the building department. The building department shall not be liable for any expense entailed in the
removal or replacement of any material required to allow proper inspection.
FOUNDATION INSPECTIONS. Foundation inspections are required as follows:

Footing inspection. To be made after excavations for footings are complete and reinforcing steel is in place (prior to
placing concrete). Footings poured monolithically with slabs shall be inspected. All deck and porch pads and piers
shall be inspected. Excavations will be checked to verify that footings are placed at the proper depth on the soils as
indicated in the soils report. When fills are used to support footings an engineer’s report of satisfactory placement of
fill shall be available to the inspector at the time of inspection.

Wall and pier inspection. To be made after concrete wall and pier forms and required reinforcing steel is in place
(prior to placing concrete). Masonry walls shall be inspected after masonry units are laid and required reinforcing
steel is in place (prior to placing grout). Wood Foundation (AWWF) systems shall be inspected after the wood walls
have been erected and all fasteners are in place.

Concrete slab inspection. Concrete slabs on grade may be poured after all in-slab or under-slab conduit, ductwork,
piping and any other equipment has been inspected and approved. Footings poured monolithically with slabs shall
be inspected.
Foundation Location Survey. Within the City of Steamboat Springs, you will need to provide the City Planning
Department with documentation that your foundation has been placed in the proper location on your lot. You have 30
days from the date of the last foundation inspection to submit this survey to the City.
ROUGH INSPECTIONS. Rough inspections of the building and all building service equipment are required as
follows:

Rough frame inspections. Structural and non-structural framework shall be inspected after the roof, framing, fire
blocking and bracing are in place and all pipes, chimneys and vents are complete and the rough electrical, plumbing
and mechanical systems are installed and ready for inspection.
 Truss certificates of design shall be available for the inspection of all wood truss systems. It is important that you
review the certificates of design to make sure that all required truss bracing is in place at the time of the frame
inspection.

Rough electrical inspections. Electrical cable and conduit shall be inspected and approved before being concealed.
All outlet boxes shall be mounted and cable and conduit shall be installed and properly supported. Conductors
(wires) in outlet boxes, including grounds, shall be made up and connected. Metal boxes shall be grounded.
Required nail plate protectors shall be installed. See section on Temporary Electrical Service in Connection to
Utilities Section.
 Plugs, switches and fixtures shall not be installed at the time of rough inspection!

Rough plumbing inspections. Water piping, drain, waste and vent piping, and fuel gas piping shall be inspected and
approved before being concealed. Piping shall be installed, properly supported and pressure tested as required.
Water meters shall be installed where required. Pressure tests shall be conducted in the presence of the inspector.

The permit holder shall be responsible for providing the equipment, material and labor necessary for the required
pressure tests. Required nail protection plates shall be installed.
PRESSURE TESTING REQUIREMENTS:
 DWV piping: The drainage, waste and vent system may be tested with air or water. Water tests may be applied
to the entire system or in sections; no system or section shall be tested with less than a ten (10) foot head of water.
Air tests shall be made by forcing air into the system until there is a uniform gage pressure of 5 psi. In either
method of test, the piping shall withstand the test, without leaking, for not less than fifteen (15) minutes.
 Water piping: The hot and cold water supply system shall be tested and proved tight under a water pressure not
less than the working pressure under which it is to be used. Water used for tests shall be obtained from a potable
source. A 50 psi air pressure test may be substituted for the water test. In either method of test, the piping shall
withstand the test, without leaking, for not less than fifteen (15) minutes.
 Fuel Gas piping: Gas piping shall be tested and proved tight under an air pressure of not less than 1 ½ times
the working pressure, but not less than 3 psi for not less than ten (10) minutes for pipe volumes up to 10 cubic feet.
When pipe volume is greater than 10 cubic feet, the test duration is 30 minutes per 500 cubic feet or fraction
thereof.
 Make sure that the work will stand the required pressure test before requesting inspections!
 In cases where it is impractical to provide the aforementioned tests for minor installations and repairs, the tests
may be waived when first approved by the building department.

Rough mechanical inspections. Mechanical systems shall be inspected and approved before being concealed.
Ductwork, appliance vents, chimneys, hydronic piping systems, process piping systems, and fuel gas piping shall be
installed, properly supported and pressure tested as required. Pressure tests shall be conducted in the presence of the
inspector. The permit-holder shall be responsible for providing the equipment, material and labor necessary
for the required pressure tests. Required nail protection plates shall be installed.
PRESSURE TESTING REQUIREMENTS:
 Fuel Gas piping: Gas piping shall be tested and proved tight under an air pressure of not less than 1 ½ times
the working pressure, but not less than 3 psi for not less than ten (10) minutes, for pipe volumes up to 10 cubic feet.
When pipe volume is greater than 10 cubic feet, the test duration is 30 minutes per 500 cubic feet or fraction
thereof.
 Process piping: Piping used to convey liquids or gases for research, laboratory or production processes shall
be tested and proved tight with a pressure test of not less than two and one-half (21/2)times the maximum designed
operating pressure but in no case less than 100 psig.
 Make sure that the work will stand the required pressure test before requesting inspections!
 It is the policy of Routt County Regional Building Department to allow hydronic piping for hot-water heating
systems, which are not located in or under concrete slabs, not to be tested in the presence of the inspector.
Contractors or installers shall provide documentation to the building department that they have properly tested the
system as required.
 See Connection to Utilities section for Gas Utility Service.

Rough pool, spa and hot tub inspections. Pool, spa and hot tub piping shall be inspected and approved before
being concealed or covered. Piping shall be installed, properly supported and pressure tested as required. Pressure
tests shall be conducted in the presence of the inspector. The permit holder is responsible for providing the
equipment, material and labor necessary for inspection tests.
PRESSURE TEST REQUIREMENT:
 Circulation piping: Pool, spa and hot tub circulation piping shall be tested and proved tight under a static water
or air pressure test of 35 psi for not less than fifteen (15) minutes.
 Make sure that the work will stand the required pressure test before requesting inspections!
 Plumbing, mechanical, and electrical installations related to pool, spa and hot tub installation shall be subject
to the requirements for rough electrical, plumbing, and mechanical inspections.

Rough fire detection system inspections. Fire detection wiring systems shall be inspected and approved by the Fire
Marshal before being concealed. Detector outlet boxes and pull station boxes shall be mounted, and signal wires
shall be installed and properly supported. Required nail plate protectors shall be installed.

Rough fire suppression system inspections. Fire suppression piping systems shall be inspected and approved by
the Fire Marshal of the appropriate fire district before being concealed. Piping shall be installed, properly supported
and pressure tested as required. Pressure tests shall be conducted in the presence of the inspector. The permitholder shall be responsible for providing the equipment, material and labor necessary for the required
pressure tests. Tests shall include the fire department connection and its piping. All fire suppression and detection
system inspections will be performed by the appropriate rural fire protection district or the City of Steamboat
Springs. Contact the local fire department for inspections
PRESSURE TEST REQUIREMENT:
 Wet pipe systems: All piping and attached appurtenances subject to system working pressure shall be
hydrostatically tested at 200 psi, and shall maintain that pressure without loss for two (2) hours.
 Dry pipe systems: All piping and attached appurtenances subject to system working pressure shall be
hydrostatically tested at 200 psi, and shall maintain that pressure without loss for two (2) hours. In addition to
the standard hydrostatic test, an air pressure test of 40 psi for not less than 24 hours is required. Leakage that
results in a loss of pressure in excess of 11/2 psi for the 24 hours shall be corrected.
GYPSUM WALLBOARD AND SHEATHING INSPECTIONS. Gypsum wallboard (drywall) and sheathing shall
be inspected and approved before joints and fasteners are taped, finished or concealed. All rough inspections shall be
approved before installing gypsum wallboard. All fire resistive drywall assemblies shall be inspected. Exception:
Drywall inspections will not be required for detached single family dwellings.
FINAL INSPECTIONS. Final inspections and approvals of buildings and building service equipment, for which
permits have been issued, shall be made after finish grading and the building is completed and ready for occupancy. A
final inspection will also be required for all new construction within the City of Steamboat Springs. Please call the
Planning Department at 879-2060 to schedule this inspection. Final inspections are required as follows:

Final building inspections. All permanent roofing, siding and veneers for protection of weather-exposed surfaces
shall be installed. Exterior doors and window shall be installed. Exterior decks and guardrails shall be completed.
Required interior finishes shall be completed. Required fire-resistive assemblies shall be completed and required fire
doors and windows shall be installed. Exterior and interior stairs shall be completed including required guardrails
and handrails. Required smoke detectors shall be installed. Finish grade and exterior drainage shall be completed.
Permanent address numbers shall be installed.

Final electrical inspections. All electrical fixtures and equipment shall be installed and in operating condition.

Final plumbing inspections. All plumbing fixtures, traps and equipment shall be installed and in operating
condition.

Final mechanical inspections. All mechanical appliances and equipment shall be installed and in operating
condition and tested and approved as may be required by the Mechanical Code.

Pools, spas and hot tubs. All pool, spa and hot tub appliances and equipment shall be installed and in operating
condition.

Final fire suppression system inspections. All fire suppression system equipment and appurtenances shall be
installed. Hydrostatic tests are also required at this final inspection by the Fire Marshal.

Final fire detection system inspections. All fire detection system equipment shall be installed and in operating
condition and shall be tested and approved by the Fire Marshal as required by the Fire Code.
 Final inspections and approvals are required for all work for which permits have been issued.

 SPECIAL INSPECTIONS - In addition to the REQUIRED INSPECTIONS as listed above, the owner
or the owner’s agent is required to employ special inspectors, when required by the code, architect or engineer, for all
types of work which require special inspections pursuant to Chapter 17 as specified by the International Building Code
and third party verification of energy code compliance (testing or visual inspection option).
 It is the responsibility of the architect or engineer in charge of the structural design work to include special
inspection requirements in the construction documents.
 CONNECTION TO UTILITIES - No person shall make connections from a source of energy, fuel
or power to building service equipment, which is regulated by the technical codes for new buildings or structures, until
approved by the building department.
ELECTRIC UTILITY SERVICE. The building department will approve electrical utility service connections as
follows:
Construction electrical service (CES). Transient electrical service equipment, temporarily located for construction
purposes only, will be approved for utility connection after the installation has been inspected and approved.
Temporary electrical service (TES). The temporary connection of electrical building service equipment to the
electrical utility will be approved only for the purpose of testing building service equipment, temporary heat, or for use
under a temporary Certificate of Occupancy, provided 1) the property owner shall sign a “Temporary Electric Service
Agreement” form, 2) all required rough inspections shall be approved, 3) access driveways and required right-of-way
(ROW) improvements shall be completed, inspected and approved (this inspection needs to be scheduled through the
engineering department of your jurisdiction), and
Final electrical service. The final approval for permanent connection of the electrical utility service will be given
when all required final building and building service equipment inspections have been completed and approved and the
building is approved for occupancy.
GAS UTILITY SERVICE – APPROVAL FOR SERVICE Gas utility service and LPG fuel connections will be
approved, provided 1) all rough mechanical inspections are approved, 2) at least one (1) permanent building heating
appliance is installed, inspected and approved for operation, 3) combustion air provisions have been complied with, and
4), if necessary, permanent LPG yard piping is installed and approved. A “green tag” will then be placed on your line
to inform the gas company to install your meter.
 CERTIFICATES OF OCCUPANCY - Buildings or structures which are new or have undergone
major additions and alterations or changes in occupancy classification shall not be used or occupied until a
CERTIFICATE OF OCCUPANCY has been issued.
When final inspections for building and building service equipment have been approved and other local government
departments (i.e., Planning, Engineering, Health, Fire Prevention, etc.) have granted their approvals the
CERTIFICATE OF OCCUPANCY (CO) will be issued. For projects within the City, a Construction Use Tax
Reconciliation must be completed at the end of the project before a CO/CA is issued. With the exception of one and
two family dwellings, Certificates of Occupancy shall be posted in a conspicuous place on the premises. Certificates of
Occupancy are not required for minor additions, alterations or remodels to existing structures when no change of
occupancy classification occurs. These projects will be issued a CERTIFICATE OF APPROVAL upon completion.
The building official may issue a TEMPORARY CERTIFICATE OF OCCUPANCY (TCO) for use of a portion or
portions of a building or structure prior to completion of the entire building provided, no substantial hazard will result
from occupancy of the portion or portions before the entire building is complete.

MISCELLANEOUS
 CONTRACTOR LICENSING AND REGISTRATION - Contractors doing work in the
Routt County region shall be properly licensed or registered as follows:
LICENSES REQUIRED. The State of Colorado requires that all ELECTRICAL and PLUMBING work be performed
by individuals licensed by the State of Colorado. Electrical and plumbing permits will not be issued to individuals who
are not properly licensed by the State. Exception: Homeowners are allowed to obtain permits and perform electrical
and plumbing work on their own residence or property, if such residence or property is 1) not intended for sale or
resale or 2) is not rental property which is occupied or is to be occupied by tenants.
 Homeowners will not be issued more than one electrical or plumbing permit for the construction of
a new residence within any 36 month period!
The State of Colorado requires that all manufactured homes be installed by a licensed contractor with the State of
Colorado Division of Housing and registered with our county. Exception: Homeowners are allowed to install their
home themselves on their own property, if such residence or property is 1) not intended for sale, resale, or as rental
property, 2) the home is installed in accordance with the manufacturer’s installation instructions or the Installation
Handbook from the Colorado Division of Housing.
 Homeowners may not apply for more than one homeowner permit for the installation of
manufactured housing within any 1 year period!
REGISTRATION REQUIRED. Routt County requires all contractors performing work in the Routt County region to
be properly registered to obtain permits.
1) Electricans will need to provide a copy of their current master’s license and a copy of their current
Colorado state contractor’s license; as well as a copy of their current insurance.
2) Plumbers will need to provide a copy of their current master’s license and a copy of their
Current Colorado state contractor’s license; as well as a copy of their current insurance.
3) Mechanical contractors only need to provide current insurance information.
4) Installers of manufactured homes need to provide a copy of their installer’s registration from the
Colorado Division of Housing and proof of current insurance.
 INSURANCE REQUIREMENTS - At the time of registration all contractors shall provide proof
of insurance as required below. Application for contractor registration is available at the Building Department or on
the Routt County website:
1) Effective single limit liability insurance coverage with policy limits of not less than $300,000.00.
2) Effective complying policy of workmen’s compensation for all employees, if this is applicable.
