GREENWOOD, IN 46143 PHONE: (317) 807-5722 FAX: (317) 807-5729 Dear Member, As of November 1, 2011, the Indiana/Kentucky/Ohio Regional Council of Carpenters will be expanding the computerized automated system for Job Dispatching and Member Communication, called MIX 20/20, to include Ohio. This system is currently being utilized in Indiana and Kentucky as well as several other Carpenter councils across the country and has been successful there for many years. MIX 20/20 will call available Members who have the required skills and who have designated a preference for the geographical location for the requested job. Members who have been on the Out-of-Work list for the longest period of time will be called first for available jobs. Please take this time to carefully review and complete the enclosed Skill Data Sheet and return it to your local office in the enclosed envelope within 7 days. It is absolutely necessary that each member has'a complete and updated Skill Data Sheet on file to use the Council's non-exclusive referral service. You can also call your local union office to request another Skill Data Sheet to be mailed to you or you can complete a Skill Data Sheet at your local union office. No changes will be made to your Skill Data Sheet over the phone. You will be able to access MIX 20/20 anytime; day or night, by calling toll free to 1- 888-875-9819. You will be instructed to enter your User ID and PIN. Your Social Security Number (SSN) or your UBC Member ID without the U is your User 3D. Initially, your PIN will be the last four digits of your SSN. You will be instructed to change your PIN the first time you call MIX, so please have a 4 digit number in mind, that you can easily remember, when you call the system for the first time. The MIX 20/20 system will be operational beginning November 1, 2011. When you call the MIX 20/20 system at 1-888-875-9819, you will be able to: > > > Place yourself on the Out-of- Work list Hear the listing of your designated skills Hear a list of Geographical Work areas > > Remove yourself from the Out-of-Work list Hear Council and Local News Announcements Please follow the enclosed instruction guide (enclosed) to familiarize yourself with the MIX 20/20 system. Also review the revised Non-Exclusive Referral Policy which includes Out-of Work List Rules & Procedures (enclosed). As of November 1, 2011, you will be required to call MIX 20/20 at 1-888-875-9819 to place yourself on the Out-of Work list, if and when you become unemployed and are available for employment. If you are currently on an Out-ofWork List at your chosen primary local union office, your name will automatically be placed on the MIX 20/20 Out-of Work List. Once you are placed on the automated Out-of-Work list you must call at least once every 30 days to renew your out of work status or you will be automatically removed from the list. If you have any questions, please call your local office or one of the Regional Council offices. Fraternally, David Tharp Executive Secretary-Treasurer Indiana/Kentucky/Ohio Regional Council of Carpenters 11/2011 OH Indiana/Kentucky/Ohio Regional Council of Carpenters Non-Exclusive Referral Policy Effective October 1,2011 (1) The Indiana/Kentucky/Ohio Regional Council of Carpenters shall maintain an open and non-discriminatory ; 'out-of-work list" in each market area, for its members who desire to be referred for employment. A separate list may be maintained for millwrights. A separate list may be maintained in certain market areas for residential carpenters and floor-coverers, as directed by the Executive Secretary/Treasurer. (2) Members of the Indiana/Kentucky/Ohio Regional Council of Carpenters will have total portability within the jurisdiction of the Council, and may seek employment in any area. A Regional Council member may also place his or her name on the primary out-of-work list in any one market area within the Council's jurisdiction where they wish to be employed. Should a member desire to be considered for work in other areas in addition to the area they have chosen as their primary area, they may select other areas as secondary areas, and will be considered after those who have chosen that area as their primary area. (3) A member wishing to use the Regional Council's non-exclusive referral service must personally place his or her name on the out-of-work list, indicating name, address, telephone number, and qualifications. Such member must re-register every thirty days to maintain his or her place on the out-of-work list. (4) Employers may call the Regional Council and request referrals. They may request any number of individuals in general, by specific qualifications, or by name. Employers should state the location of the job, reporting date and time. (5) Any member registering while currently employed shall be stricken from the list and may be subject to disciplinary action. (6) Any member who accepts a job referral and fails to report, ready and able to work as directed, shall be stricken from the list, and placed at the bottom of the list upon re-registering. (7) Any member who accepts a job referral and quits said job, shall be placed at the bottom of the list upon re-registering. (8) Any member who obtains his or her own job is responsible for notifying the appropriate union offices within 24 hours. (9) The order of referral shall be in descending order beginning at the top of the list, except in cases where an Employer requests individuals possessing specific skills and abilities. In such a case, the Regional Council shall refer the first member on the list possessing said skills and abilities. This in no way restricts the right of an individual to seek his or her own employment, an employer's right to request specific individuals by name, or the union's ability to refer stewards at their discretion. (10) When a member is referred or notifies the Regional Council he or she has accepted employment, the member's name shall be removed from the out-of-work list. A member employed for less than forty hours must notify the appropriate offices that he or she has been laid off to retain their position on the list. A member accepting three such employments shall have his or her name placed at the bottom of the list upon re-registering regardless of the number of days worked. Depending upon Council rules, you may belong to ore or more OOW lists. If a particular job does not fill using it's primary list, MIX can search fcr members of alternate (rollover) lists. "Message Center" SKILL CODES Designate the particular skills or qualifications you have obtained. Skill codes are administered by your Council Office. DISPATCH PROCESS You are called according to exact Council Rules. Generally, the msmber possessing the required skills, with the ealiest out of work date (measured to the second), on the primary out of work list, is called first. Followed by other members on the primary list. Once the primary list is exhausted, calls proceed to rollover lists. USING MIX 20/20 INTRODUCTION MIX 20/20 provides members with 24-hour access to information from Regional, District, and Local Councils. Using a touch-tone phone, you will be able to hear important news and local announcements by union officials. From time-totime, you may be asked to take a survey allowing you to provide feedback on important subjects. Your Council has instituted MIX job dispatching, and you will be able to access and/or update your own personal information such as Out of Work status, Out of Work date, Telephone Reach Numbers, and a list of skills for which you are certified. Please jot it down when you hear the job details. "Please enter your Member ID:" 2. Council & Local News - News Items are stored in Categories much like folders; you can hear a listing of News Categories by pressing the pound (#) key. Enter the numeric portion of your UBCJA Member ID or Social Security Number in the spaces above. The first time you use MIX, you will be asked to choose a PIN - You may use any four-digit number except for the last 4 digits of your Social Security Number. You can change your PIN at any time, but if you forget it, you'll need to have it reset by the Administrator. "Now Enter Your PIN:" Enter your four-digit PIN in the spaces above. Once you've logged in successfully, MIX will repeat your name, member status and your primary phone number. If any of this information is incorrect, contact your Administrator immediatelv. 3. Out of Work Status - If you are currently out of work, this option renews your OOW status for another 30 days. You can also remove yourself from the OOW list however your Administrator will be notified If you are not currently working, this option places you on the OOW list as of today. You must renew your out of work status every 30 days to be considered for Job Dispatch. 4. Member Information - Allows you to perform the following tasks: a. Change PIN b. Review Telephone Numbers c. Review OOW Lists d. Update OOW Status e.
