Application to become an Agent representing Red Deer Public School District Agents interested in working with Red Deer Public Schools should submit the following: Completed Agent Questionnaire (form at back of guide) References from two (2) Canadian schools document successful recruitment/referral of students Agent Agreement Once we have received a completed Agent Questionnaire and references, we will notify you of your acceptance as an Authorized Agent, we will send you an electronic copy of our Agent Agreement and ask you to sign it and return it to us electronically. Upon receipt of the signed copy, we will send you and Agent Certificate showing that you are a designated representative for Red Deer Public School District as well as an original paper copy of the signed agreement. Commission For further information regarding the amount of commission paid for referral of international students to Red Deer Public School District, please contact internationalservices@rdpsd.ab.ca Fees are paid after the school semester has begun and all of the student’s fees have been paid. Payment will be made to the Agent upon receipt of an invoice only for the current term of study and only after the student has successfully completed one (1) month of study in a Red Deer Public School District school. Promotional Materials Red Deer Public Schools will provide the Agent with current information and promotional materials including brochures, posters, fee schedules, and application forms for student recruitment free of charge. All of our materials are available on line in English, Spanish, Portuguese, Chinese (Simplified), Japanese, Korean, Vietnamese and Russian. 6 Agent Roles and Responsibilities Services & Responsibilities of the Agent to Red Deer Public School District 1. 2. 3. 4. 5. 6. 7. The Agent agrees to make positive and truthful representation on behalf of Red Deer Public School District and to promote it as a quality institute of learning. The Agent will agrees to make truthful representation on behalf of the students and/or himself/herself to Red Deer Public School District. The Agent will complete the necessary application forms and facilitate the provision of necessary documentation as required by the admission procedure as detailed to the Agent by Red Deer Public School District. The Agent will provide Red Deer Public School District with information to assist in the assessment of prospective students’ academic and personal background and such other information as may be required by RDPSD. The Agent will inform the CBE of the specific arrival date, time of flight and flight number in order for the Red Deer Public School District to arrange for airport pick up of the student. The Agent will maintain regular communications with RDPSD regarding the students they are representing. The Agent has the right to publicize its representation of Red Deer Public School District in promotional materials but is not to describe the relationship as an exclusive representative for RDPSD which it is not. Services & Responsibilities of the Agent to the Student 1. 2. 3. 4. The Agent agrees to provide prospective students with complete and accurate information pertaining to RDPSD programs, fees and accommodation. The Agent will facilitate the payment of tuition and other fees to RDPSD by collecting fees and forwarding them to the RDPSD or by assisting parents in making the payments directly to RDPSD. The Agent will provide support for accepted students to expedite and facilitate application for a Canadian Study Permit. The Representative is not responsible for students’ academic or personal behaviour while attending a RDPSD school. Services & Responsibilities of the RDPSD to the Agent 1. 2. 3. 4. 5. The RDPSD agrees to provide the Agent with current information, brochures, promotional materials, price lists, application forms for student recruitment free of charge.. The RDPSD will screen prospective students based on documents sent and determine the candidates acceptability for their program of study within 2 weeks. The RDPSD will provide a Letter of Acceptance for students admitted in a timely fashion. The RDPSD will provide other documents upon request to expedite the process for Study Permit. The RDPSD will provide an appropriate program of studies for all accepted students. 7 Red Deer Location Red Deer Public Schools invites you to live in one of the most beautiful provinces in Canada. The City of Red Deer, with a population of 100,000 people, is a safe, clean, centrally located medium sized city with excellent support services. The City of Red Deer is located in in the Western Canada province of Alberta in the central region between the major cities of Edmonton and Calgary. The city is about 2 hours away from the world famous Rocky Mountains. The City of Red Deer and the Central Alberta region offer visitors and residents a wide variety of outdoor activities including: skiing, snowboarding, hiking, fishing, mountain climbing, camping, canoeing, and many more. The area surrounding Red Deer is some of the most varied landscape including open prairie, agricultural lands, acreages, ranches and lakes. 8 Red Deer Climate Red Deer enjoys a wide variety of weather with summer days as warm as 30 Celsius to below zero in the winter. In the winter the city receives ample snow allowing the opportunity for fun winter sports. Health Care & Safety Red Deer is home to a large regional hospital centre as well as a large number of medical clinics that are easily accessible from all areas of the city. The Royal Canadian Mounted Police (RCMP) is Canada's National Police Service. The City of Red Deer contracts the RCMP to provide municipal police services to keep the community safe. Economy Red Deer has one of the fastest growing economies in Canada. Based on oil and agriculture, Red Deer’s economy is strong and will continue to be so in the future. 9 Red Deer Transportation Red Deer has a small regional airport with a few flights a day to and from the Calgary International Airport. Students may also arrive in Calgary or Edmonton but Calgary or Red Deer are the preferred arrival airports. The Calgary International Airport and the Edmonton International Airport are approximately 1.5 hours away by car. Red Deer Transit provides safe, clean, efficient bus transportation around the city and some surrounding communities. Students may or may not require transportation to and from school depending on where they live in the city. A typical bus ride is between 15-30 minutes. Bus stops are usually located within 500 meters of the student’s residence or homestay. 10 Red Deer Culture, Recreation and Leisure Red Deer is home to a wide variety of arts and cultural groups. It has all of the amenities of a large community with a small town feel. The city is host to a number of festivals and events throughout the year. The team plays their home games in the Centrium and students can purchase tickets to most games at very reasonable prices. The Alberta Sports Hall of Fame The Red Deer College Arts Centre Canyon Ski Resort is located just 15 minutes outside of the city. Canyon is Alberta’s largest non mountain alpine resort. It boasts terrain suitable for every ability level for skiers, snowboards and has a new tubing park. 11 Red Deer Public Schools Live, learn and grow in Red Deer Public Schools! Red Deer Public Schools are part of the world renowned Alberta Education system. Our school district was the first ever winner of the Premier's Award for Excellence in Education. Red Deer Public Schools provides a quality education system to over 10 000 students. Red Deer has 2 major high schools, 3 middle schools, 3 Kindergarten—Grade 8 schools, 11 Elementary schools and 1 Kindergarten—Grade 12 school with a Christian based curriculum. Teacher Qualifications Red Deer Public Schools District and the province of Alberta teachers are among the most highly trained in the world. All teachers are required to have Alberta Government certification and at least one degree. Red Deer Public Schools employs over 1100 people, including 530 full time teachers to provide quality education to students throughout our District. We take pride in being recognized for: Instructional excellence Support for students Safe and caring schools Dedicated and committed staff Active involvement of parents and the community in our schools Positive relations with staff throughout the District A number of the teachers in our school district have been recipients of Alberta Education Excellence in Teaching Awards given to recognize the innovative and outstanding teaching that takes place every day in classrooms in our province. 12 Red Deer Public Schools School Calendar The school year begins in the first week of September and ends the last week of June. There is a break from classes near the end of December/early January and another break of approximately one week in April. Our high schools are on a Semester system. Semester 1 begins in September and ends in January. Semester 2 begins in February and ends in June. Our schools are closed during the summer in July and August. The important calendar dates for international students for the current school year and the upcoming school year are available at: http://internationalservices.rdpsd.ab.ca/Calendar.php International Student Program—Ages Accepted Red Deer Public Schools accepts international students to study from grades 8—12 as part of our homestay program. Younger students may be accepted to study provided they will be residing with parents or relatives. Course Selection Students can study a variety of academic and optional course while attending Red Deer Public Schools as well as participate in a wide range of extracurricular school sports, activities and clubs. The selection of options courses may vary somewhat between schools and different school years. English as a Second Language (ESL) An ESL assessment is done for every new student for whom English is not their first language. This assessment helps to determine the best program and course level for each student. Previous school transcripts are also reviewed to determine what grade has been completed in student’s home country and the marks received. ESL support is provided at no extra cost for international students who require additional language support. Specialized ESL support is provided in all of the high schools in our school district. International Baccalaureate (IB) and Advanced Placement Programs (AP) IB and AP programs are available to students who have appropriate previous academic courses and do not require ESL supports. These courses are available at no extra cost to students. School Placements Students are assigned school placements based on space and program availability. Students may make a request for a specific school when they submit their initial application form and every attempt will be made to accommodate your request if it is received prior to our acceptance deadline. However, Red Deer Public Schools International Services reserves the right to make the final placement decision. 14 Red Deer Public Schools High School Graduation Diploma Requirements Student who successfully complete high school courses receive credits towards an Alberta High School Diploma. A student must earn a minimum of 100 credits of compulsory and optional courses in grade 10, 11 and 12 to meet graduation requirements. General courses and advanced courses are offered in all grades. If students have previously completed some high school in their home country, and are interested in pursuing an Alberta High School Diploma, transcripts can be evaluated to determine how many Alberta High School Credits can be assigned. For more details about Alberta High School Diploma Graduation Requirements visit: http://education.alberta.ca/students/grad.aspx 15 Student Applications How & When to Apply International students can study in Grade 8 at a Middle School (Grade 6—8) or High School (Grade 9—12) beginning in September or in February and are eligible to reside with a Canadian homestay family. Younger students may be eligible to study as an international student from Kindergarten— Grade 7 provided they are accompanied by a parent or they reside with a relative. Deadline for applications for September start date is May 15 of the prior year. Deadline for applications for February start date is November 15 of the prior year. Application Process If you do not already have an Agent Agreement with Red Deer Public Schools, you will first need to submit a completed Agent Questionnaire with at least 2 references from other schools you have worked with. Submit a completed Student Application Form, $200 Application Fee and Homestay Application (if required) Once we receive the Student Application, we will review it and once the students is accepted, we will send you the following documents: Letter of Acceptance Tuition Letter Custodian Declarations (one signed and notarized by our Program Director who will act as Custodian for students in our homestay program and one that will need to be completed by the student’s parents/guardians) Student Invoice (showing the total fees owed by the student for the full study period) Net Invoice (showing the total fees owed less the agent commission) The student will then need to apply to Immigration Canada for a Study Permit and a Visa if required. 16 Student Applications How & When to Apply—Continued After the student’s fees have been paid, you will receive a Host Family Profile for your student (around June 1 for September start dates and around December 1 for February start dates). Your student is welcome to contact their host family at this time in order to become acquainted with the family before their arrival. A sample of a complete Student Application is included in this guide. If a student’s Visa is denied, please contact Red Deer Public Schools as soon as possible to let us know. Orientation International Student Orientation is held in the last half of August, shortly after the arrival weekend. Students have an opportunity to get to know the other International Students in our program before they venture into the schools. To ensure that international students have suitable health care (medical) insurance while they are studying in Red Deer, a private health care insurance policy is mandatory. For information on our international student medical insurance in a number of different languages, visit: http://www.inglestudents.com/rdpsd Payment of Fees Fees paid include: application fee, tuition, medical insurance, homestay placement, and monthly homestay fees. It is the student/parent responsibility to pay all other costs associated with their stay (for example, school books and supplies, special course materials, transportation and extracurricular activity fees). It is also the student/parents responsibility to make all arrangements associated with travel to one of the approved arrival airports (Calgary, Edmonton or Red Deer). High School students should be prepared to pay for their course materials fee and to purchase their text books each semester. The cost is usually between $150- $300. At the end of the semester, students can return the text books to the school bookstore and receive a percentage of the purchase price back. Custodianship Our program director provides custodianship for students who will be living with a homestay family arranged by Red Deer Public Schools, at no additional costs. However, if the student's parents prefer to appoint a family friend or relative living nearby, to be the students custodian, two (2) documents need to be completed and submitted with the application form. 1. 2. One document from the PARENT appointing a custodian in Calgary One document from the CUSTODIAN accepting custodianship responsibilities. Each document must be translated into English and notarized by a lawyer or notary public in their home country. Copies of Custodian Declaration Forms can be found in this guide. You can also find copies of this form online at: http://www.cic.gc.ca/english/pdf/pub/custodian-parent.pdf ***Students attending Kindergarten—grade 7, must live with a parent or someone who has been verified to be a family member or family friend in Red Deer for the duration of their studies. If the parent is living with their child, no custodial document is required. 18 Student Applications Study Permit All students coming to Canada to study need to obtain a Study Permit from their home country before travelling to Canada. Red Deer Public Schools will issue a letter of acceptance for this purpose upon application approval and payment of fees. The application times at your local Canadian Consulate or Embassy office to process a study permit application could take several weeks or months. Please visit the office or the Citizenship & Immigration Canada website as soon as possible to ensure you will have sufficient time to apply. http://www.cic.gc.ca/english/study/index.asp Canadian Visa Requirements In order to determine whether your students require a Visa to enter Canada, you can visit the Government of Canada Immigration And Citizenship Website at: http://www.cic.gc.ca/english/visit/visas.asp Note: if a student’s Visa is denied, all fees are refundable other than the Application Fee. A copy of the Visa refusal letter from Canada Immigration is required when requesting a refund for this purpose. Short Term Programs Short-term programs may be available for individual students or groups based on availability. Short-term students typically need to start their program at the beginning of September or the beginning of February. For programs of 6 months or less, a study permit is not required although a Visa may be required to enter Canada. If there is any possibility of the student wanting to extend their program beyond 6 months, it is strongly recommended that they apply for a study permit before coming to Canada. For requests for short term programs, please email your request and questions to: internationalservices@rdpsd.ab.ca 19 Homestay Program Homestay Program The Red Deer Public School homestay program has been operating for many years and offers excellent host families for international students to live with during their stay in Red Deer. Our homestay program accepts students between the ages of 13-19 years of age. Qualified, experienced homestay coordinators are available to international student and their parents 24 hours a day in the event of a problem or emergency. The best way for your child to learn and practice English and experience Canadian lifestyle is to live in a homestay environment during their stay. Host Family Selection Our homestay coordinators have a very thorough process for selecting and evaluating potential host families. All families in our program: Have had a thorough interview to determine suitability Have had a home inspection Passed a police record check Passed a family services intervention check Provide a private bedroom with a study area Are enthusiastic to receive international students Are committed to including the international student in all family activities Prior to the student’s arrival in Canada, they will be sent a Host Family Profile containing information about their host family as well as contact information. Students are encouraged to contact their host family prior to their arrival in Canada. After the student arrives and is placed in the home, our homestay coordinator provides supervision and support to both the student and the host family throughout the program. Please read carefully and sign your name after you fully understand and agree to comply with these regulations. 1. 2. 3. 4. 5. 6. The possession, purchase or use of illegal drugs is prohibited. Students must abide by the laws of Canada. Students are not allowed to possess, purchase or drink alcoholic beverages. Students are not allowed to purchase, possess, or shoot guns of any type. Students are not permitted to drive any motor vehicle while participating in the program. Students must not participate in any sexual contact or sexual activity that is inappropriate. Any infraction of the above 6 rules may result in immediate dismissal from the program. 7. By law, students are not permitted to purchase tobacco products. Students are not allowed to smoke in the host family home without permission. 8. Students must always be aware of their responsibility as international students and make a determined effort to represent their country in a positive manner. 9. Students must follow school rules, attend school daily, complete all school assignments, must pass all classes, and maintain at least a “C” average. 10. Students must refrain from regular contact with other international students from their home country during the program. 11. Students are not permitted to participate in sky diving, hang-gliding, bungee jumping, parachute jumping, or any other dangerous activities. 12. Students are not permitted to visit such places as pornographic shops, adult theatres or drinking establishments. 13. Students should limit making international phone calls to their parents and friends and will be financially responsible for such calls. It is the student’s responsibility to make sure all bills are paid before leaving the program. International calls should be billed collect. 14. Students should limit the number of e-mail communication to their parents and friends. Internet access is at the discretion of the host family. Students are not permitted to use laptops/tablets in their bedrooms. ipods and iphone use in bedrooms is discouraged and may be limited by host parents. 15. Students must show respect for their host family and act as a member of the family by following family rules and voluntarily helping with family chores. 16. Students should not discuss their host family’s private affairs with others. 17. Students cannot change host families and school at will. 18. Students are not permitted to go on trips by themselves. A trip with the host family, a school group, or any other adult person is allowed if permission from the natural parents is submitted beforehand. 19. Students must show respect for all representatives and follow their instructions. Continuous failure to abide by any of the above regulations will result in removal from the International Student Program.
