Vaughan June 18, 2013 Honorable Susan Kluttz, Secretary Department of Cultural Resources 4601 Mail Service Center Raleigh, NC27699-4601 Dear Madam Secretary: On behalf of the Edenton Historical Commission, please accept our 2012 Annual Report, pursuant to NCGS l43B-97. 2012 realized numerous significant achievements for the Commission. Our major fundraiser, the Christmas Candlelight Tour, was better than ever. As a kick-off to Edenton’s 300th Anniversary Celebration (Nov. 6, 2012 through 2013), the Wood family opened Hayes Plantation for the Christmas Tour for the first time since 2000. This highlighted and nationally significant historic home, along with the generosity of the 13 other homeowners who opened for the tour, attracted 2,060 attendees, the highest number in this event’s 31-year history. The Commission, which does not routinely receive state or federal government funding, continued to expand its fundraising and programs. The number of visitors to the Barker House also grew. Those visitors are greeted by over 70 volunteers who tell the story of Edenton and especially of the leader of the revolutionary era Edenton Tea Party, Penelope Barker. The Barker House book & gift shop had a record year. Through the efforts of our Executive Director, who has worked hard to create a shop attractive to visitors and residents, the selection is enticing and the prices are reasonable. Visitors are hard-pressed not to leave with a memento of Edenton and the history and stories of northeastern North Carolina. P age |2 Edenton Historical Commission Annual Report 2012 Unfortunately, due to the heavy burden of restoring the Barker House, which was severely damaged by Hurricane Isabel and is still in the process of being fully restored, numerous educational and preservation projects throughout the area were not launched. The Commission greatly appreciates your view about the value of history-oriented organizations and their obligation to spur economic development and evaluate their return on investment, public and/or private. Your staff’s help enabled us to get answers quickly and authoritatively and is greatly appreciated. The Commission’s achievements in 2013 will be reported next year and we look forward to your engagement as we continue to celebrate this commitment to historic preservation, education and public benefit within the context of Edenton’s 300th Anniversary of its founding and the appointment by the Crown of the first governor of North Carolina, Charles Eden. Climer, Chairman Encl: 2012 Federal Tax Return 2012 Year-end financial statements Roster of Commissioners 2012 P age |3 Edenton Historical Commission Annual Report 2012 Edenton Historical Commission Annual Report – 2012 The Edenton Historical Commission was established in 1961 by the North Carolina General Assembly in Chapter 1009 of the Session Laws of that year: “to effect and encourage preservation, restoration and appropriate presentation of the Town of Edenton and Chowan County, as a historic, educational, and aesthetic place to its citizens and visitors”. To meet that Mission, the Commission engages in a number of critical projects designed to educate residents and visitors about historic leaders of our area, to preserve and enhance the architectural assets of Edenton and Chowan County and to encourage more tourism to support the work of the Commission and the economic stability of the community. The Commission’s most visible and consuming effort is the preservation and presentation of the Barker House, home of Penelope Barker. As the only historic property in Chowan County open to the public seven days a week without a fee, the Barker House serves as Edenton’s “living room”. The House, having survived relocation, hurricanes, insects, humidity and time since its construction needs restoration. In 2012, Barker House restoration projects included: The replacement of gutters to the street-side roof, a long overdue project that was caused by Hurricane Isabel. Completed with a grant from the NC Community Foundation – Ann L. Sams Fund. Restoration of the south exterior wall by stripping existing siding down to the bare wood, treating with linseed oil, replacing rotted siding and painting with linseed paint, a process recommended by Reid Thomas (Restoration Specialist, NC Department of Cultural Resources). This project was made possible through major contributions from the community and consumed more than 32% of our total funding. We also received a small matching grant-in-aid from the U.S. Department of the Interior, National Park Service, under provisions of the National Historic Preservation Act of 1966 in cooperation with the Town of Edenton, N.C. Dept. of Cultural Resources, Division of Archives and History and the State Historic Preservation Office. Furnishing the 1886 Roanoke River Lighthouse is another important project. Based on previous agreements that make the Edenton Historical Commission a partner in the presentation of the Lighthouse with the Historic Edenton State Site and the Town of Edenton, the Commission continued its effort to identify, raise funds and acquire appropriate furniture for the lighthouse. Working with the state-approved list of desired items, the Commission has solicited donation of items with good success, raised funds to purchase missing items and worked with Curator Carol Chamberlain, before her retirement, in order to be ready when the Lighthouse interior restoration is completed in 2013. P age |4 Edenton Historical Commission Annual Report 2012 The Commission’s educational and fundraising efforts in 2012 included the following events: Taste of Edenton: Restaurants and caterers from throughout the region provide a tasting from their menus for an evening of food, music and fun to benefit the Barker House. In 2012, nineteen food purveyors participated and Scotch Hall Preserve underwrote the expense of the tent. Artwork (mainly related to historic properties) was sold in a silent auction and 462 attendees enabled the Commission to realize net income of $7,650. Preservation in Progress: An educational tour of recent restorations to Athol Plantation, described as “one of the most formally complex and stylistically refined Greek revival plantation houses in the Albemarle,” in the book Between the River and the Sound published by the Edenton Woman’s Club. Built in 1836, Athol was taken over by the U.S. government in 1942 as part of the U.S. Marine Corps Air Station in Edenton. It was active off and on until 1962 and has passed through several hands to its current owners who are restoring it to its original beauty. Christmas Candlelight Tour: An educational and holiday-spirited tour of private historic Edenton homes -- gracious homeowners open these private homes for a two-day tour where docent volunteers share information about the all-natural decorations and the restoration/preservation efforts that make the home beautiful. In 2012, kicking off Edenton’s 300th Anniversary Celebration, 14 private homes including Hayes Plantation, 3 churches and 1 bed & breakfast were available to tour. 2,060 tickets were sold along with underwriting by PNC Bank and Colony Tire raising a net of $48,923. Speaker’s Forum: “Stealing a Little Freedom: Slave Runaways in North Carolina, 17751840” with presenter Dr. Freddie Parker, Professor of History, N.C. Central University. This educational program was conducted at the 1767 Chowan County Courthouse. The Commission worked in cooperation with Edenton’s Garden of Eden Club hosting a presentation and selling books from author, John Grady Burns, on decorating for the holidays. This event raised $2,210 from book sales for the Barker House. The Barker House Book and Gift Shop showed a 53% increase in sales for 2012 with a broadened selection to include more book titles, gifts, stationery, prints, children’s items, and custom designed items for Edenton’s 300th Anniversary Celebration. Total sales equaled $83,458. The Commission expanded its social presence by re-designing its website: www.ehcnc.org; enhancing its Facebook page: www.facebook.com/barkerhouse; continuing publication of a monthly Friends newsletter which reaches over 1,000 households; and regular Constant Contact e-mail messages to 1,330 households. The Commission Chairman, several Commissioners and Executive Director serve on Edenton’s 300th Anniversary Planning Committee and helped guide the planning of a year-long celebration of Edenton’s founding, which launched on November 6, 2012 and runs throughout 2013. The Commission’s gross revenue for 2012 was $241,683, of which around $15,000 was from governmental sources. P age |5 Edenton Historical Commission Annual Report 2012 Background Notes: Barker House: The Edenton Historical Commission operates from the Barker House with a staff of three: a full-time Executive Director, a part-time Barker House Associate and a part-time Senior Docent. In 2012, 72 regular volunteers participated as docents and many additional volunteers participated in planning and executing events. The Barker House Restoration Committee, through an inspection of the house, found the following areas that need attention: Exterior (north, east & west sides) of the house needs to be stripped and repainted. Water-side porch floors need to be replaced after the second floor structure is reinforced. For safety reason, that porch has been closed to visitors. HVAC enclosures need to be replaced. Interior of the house needs plaster repair and fresh paint. Reinforce and restore interior floors Install exterior security cameras Install exterior lighting for porches and walkways Install solar protection on windows to reduce damage to furniture Roanoke River Lighthouse: The Commission, after receiving a grant from the state, bought the lighthouse in May 2007 for $225,000 and paid $75,000 to move it to its temporary site in Colonial Park on the waterfront at Edenton. In June 2008, the Lighthouse was deeded to the North Carolina Department of Cultural Resources with an agreement to collaborate with the Commission and the Town of Edenton in restoring the lighthouse. The Commission assumed the obligation to furnish the restored lighthouse in a state-approve manner. During the past two years the Commission has made good progress acquiring the needed furniture and artifacts. Earlier in 2009, the Commission created its own Lighthouse Committee that was instructed to determine the furnishing needs of the Lighthouse, raise funds for their acquisition and to acquire such furnishings in anticipation of the structure’s interior renovation. The Committee also acts as liaison to the Oversight Committee and is interested in the long-term development of a plan to maximize the community’s value of the lighthouse. Throughout 2012, the Commission accepted donations of furnishings for the Lighthouse and actively promotes the history through a website: www.edentonlighthouse.org as well as on the Commission website: www.ehcnc.org/places-of-interest/roanoke-river-lighthouse/.
