MESSAGE FROM THE SUPERINTENDENT
Dear Parents and Guardians of Conewago Valley School District Students:
I look forward to welcoming back our students and their families for the start of another school year.
As August 22nd approaches, teachers, administrators and support staff of Conewago Valley School
District are busy with preparations for an engaging year filled with a wide variety of learning
experiences and opportunities for your students.
Walking onto each of our campuses we instantly feel the familiar comforts of the beginning of a new
school year. Our buildings and campuses, thanks to the efforts of our custodial, grounds, and
maintenance staff, look immaculate. The administration and faculty are making their final
preparations to welcome students, while the clerical staff put on the finishing touches to meet
stakeholder needs and ensure a successful start to the year.
Along with staffing, curriculum, instruction and technology enhancements, we focus our efforts on
many initiatives across the district, including:
• Continuing our commitment to providing safe, supportive and vibrant learning environments for
all students, allowing us to focus on both their academic and emotional needs.
• Ongoing dedication to customer service across our district as we are your public school
system and want to continue to earn your respect by providing a quality experience.
As the new school year begins, please remember that the most meaningful factor in assisting
students to have a successful school experience is our ongoing partnerships with parents and
guardians. In order to help your children attain their goals, we need your involvement, whether
through attending conferences, volunteering in your child’s school, or, perhaps most importantly,
reinforcing the importance of on-time school attendance.
Through the range of experiences and emotions throughout a year, from celebrations to heartbreak,
we should always remember that we are all stronger – and our students’ experience better – when
we work together as a team, extended family and community.

ATTENDANCE PROCEDURES
The Board of School Directors requires that
school-aged pupils enrolled in the schools
of the District attend school regularly in
accordance with the laws of the State. The
educational program offered by this District
is predicated upon the presence of the
pupil and requires continuity of instruction
and classroom participation.
The regular contact of pupils with one
another in the classroom and participation
in a well-planned instructional activity
under the tutelage of a competent teacher
are vital to this purpose.
Attendance shall be required of all students
of compulsory school age enrolled in the
schools except that a principal or teacher
may excuse a student for temporary
absences when satisfactory evidence of
such mental, physical, or other urgent
conditions which may reasonably cause
the student's absence.
EXCUSES FOR ABSENCE: Any pupil who
is absent for any cause, upon returning to
school shall bring a written explanation
from his/her parent or guardian giving the
reason for such absence. The fact that a
parent or guardian has sent a written
explanation of absence does not
necessarily mean that the absence shall be
considered lawful. Continued, repeated, or
questionable absence may justify the
administration requesting an investigation.
In cases of pupils whose absences are so
frequent as to require investigation, the
parent or guardian may be required to
submit proof of illness as indicated by the
family doctor.
Excuses shall be coded as excused,
unexcused, and unlawful. Absences
resulting from illness, death in the
immediate family, major religious holidays
(as listed by the Pennsylvania Department
of Education), serious emergencies at
home, or absence when previous
permission is granted may be excused.
Unexcused absence shall be considered an
unlawful absence for all pupils under the
age of seventeen (17). When a pupil is
charged with three days of unlawful
absence, the parents may be liable to legal

action under the laws of the
Commonwealth of Pennsylvania.
No pupil can expect to progress normally in
school when he/she is absent or tardy a
great number of times. It is the parents'
responsibility to see that their children
attend school regularly.

SCHEDULE
BUS PASS PROCEDURE
The Conewago Valley School District is
using the Skylert parent notification
system. The system is a computer based
program that is able to deliver an
automated message or email to every
family and staff person in the District within
a matter of minutes.
The primary use of the system is to make
announcements regarding:
• weather delays, closings, and early
dismissals
• a child’s absence
• any emergency situations that may
occur at one of our schools and/or
• important events scheduled for our
schools
• important information relative to our
schools
The system is only as good as the
information in our student information
system. It is very important that you
update your child’s contact information
with current phone numbers and email
address. This can be easily accomplished
via Skyward Family Access or by
contacting the school office when a change
occurs.
The system is programmed to call up to
three numbers. That means if you have
three numbers on file, you will receive three
calls, one on each phone. However, if you
do not want to have more than one number
listed, or if you do not wish to be included
in the system at all, please contact your
child’s school office. Skylert also has the
capability to send email messages with
attachments to the District’s staff and
families.
Emergency announcements will continue
to be made on local radio and TV stations
and on the District website.
If a student is going home with another
student

Students are required to give the pass to
the bus driver when boarding the bus in the
afternoon.

Our goal is to keep the students safe.

BICYCLES
Students may ride bicycles to school at
their own risk. Bicycles are to be parked in
designated areas and left there during
school hours. The school assumes no
responsibility for damage or theft of
bicycles. Bicycle locks are recommended
as a precaution against theft.

Athletic times and schedules may change

SCHOOL CROSSING GUARDS
Because of the importance of the safety of
children within our area, crossing guards
are provided at several places along the
route which children take to walk to and
from school. The following intersections
have been designated as locations for
crossing guards:

SMOKING
Students are prohibited from smoking or
possessing tobacco, in any form, including
e-cigarettes, on school property including
sidewalks and parking areas. The
possession and use of snuff and "look-alike
snuff" is also prohibited on school
property.
ADULT SMOKING POLICY
Tobacco use including e-cigarettes is
prohibited in school buildings, on school
buses, vans and other vehicles owned by,
leased by, or under the control of the
Conewago Valley School District; and on
property owned by, leased by, or under the
control of the Conewago Valley School
District. Persons violating this policy will
subject themselves to possible penalty as
prescribed by appropriate law and school
code. (Board Policy No. 711- in
compliance with the Pennsylvania Statute
35 PS, 1223.5)

TRANSPORTATION
The Board of School Directors provides
free transportation for pupils attending the
public schools of the Conewago Valley
School District. Transportation is provided
to those who, in the judgment of the Board,
have unreasonable distances to walk to
and from school.
Each student who is transported to school
shall have a single, consistent pick-up and
a single, consistent drop-off location.
Variations from these single, consistent
pick-up and drop-off locations may be
made on a given day if the parent or legal
guardian notifies the school, preferably in
writing, on an occurrence-by-occurrence
basis. Pupils must be at the bus stop five
minutes before the scheduled pick-up time.
The responsibility of the Board of School
Directors begins when the child enters the
school bus. This responsibility ceases at
the end of the school day when the student
steps off the school bus. Parents have
legal responsibility for their children as they
travel to and from school as pedestrians or
as they travel to and from or wait at school
bus stops. Conduct of students at the bus
stop is the responsibility of parents/
guardians and is subject to school
disciplinary action.

VISITORS AND SECURITY
We are all interested in creating an
atmosphere where our children can feel safe.
One aspect of this feeling of security for both
children and parents is the limiting of
unhindered access to our school buildings.
After students have entered school buildings
and sessions begin, all doors will be locked.
All visitors must gain entrance through the
main doors. A visitor must press the buzzer
and state their name and purpose of their
visit. Once permitted to enter the building,
all visitors must report to the building office
immediately to secure a visitor’s badge.
Even if you are only visiting for a few minutes
to pick up a child or drop something off, you

need to follow this procedure. A photo ID will
be required. We appreciate your cooperation
in this matter.
APPOINTMENTS
Appointments with doctors, dentists, etc.,
should be made for Saturday or sometime
other than a school day. When parents
request that these appointments not be
made during school hours, arrangements
can usually be made. The school will
excuse absence for the time needed for
the medical appointment.
CHILD ABUSE
Any employee of the Conewago Valley
School District who suspects that a child
may have been physically injured or
abused is required by law to report the
incident to the Child Line immediately
(1-800-932-0313).
DRUGS AND ALCOHOL
The educational environment is disrupted
by a student who, while in school or while
engaged in or attending a school activity,
possesses, uses, attempts to sell,
distributes, or is under the influence of
drugs and alcohol.
All students shall be encouraged, and staff
members shall report to the principal any
person suspected of soliciting, giving, or
using any narcotics, alcohol or other health
endangering compounds while on property
under school’s jurisdiction or while
attending school-related functions.
Students who, while under the school’s
jurisdiction, are found to possess or use a
controlled substance, alcoholic beverage,
or any controlled drug, shall be suspended
from school related activities for a period
conforming with current school code and
Board policy. Expulsion can be the result
of drug and/or alcohol abuse in connection
with school.
If your child or another child you know is
experiencing a problem with drugs or
alcohol abuse, please contact a school
official. A student assistance program is
available to help children deal with
chemical abuse problems.

Family Travel
STUDENT ASSISTANCE
Parents who plan travel which will require a
child's absence from school should make
arrangements with the building principal.
There is a definite school procedure
concerning pupil absence for family travel,
which includes the completion of a PreArranged Absence form. Arrangements
with the school should be made a minimum
of five school days before the beginning
date of the trip.
The Student Assistance Teams at the High
School, Middle School, and Intermediate
School are designed to intervene and offer
help to students who are at risk because of
drugs or alcohol abuse or mental health
concerns. The teams are made up of
teachers, counselors, the school nurse,
building administrators, and local agency
counselors. Students are referred to the
teams by teachers, family members, or in
some cases themselves. The team collects
information and makes recommendations
for the best way of dealing with the
problems. Individual counseling, groups,
peer helpers, or in-patient treatment
are some of the many possible
recommendations. If you are concerned
about a student you know, please call
624-2157 and ask for Mr. Kevin Thomas
or Dr. Lorraine Eck in the High School,
Dr. Gretchen Gates in the Middle School,
or Dr. Ken Armacost in the Intermediate
School. All referrals will be kept
strictly confidential.
SPECIAL EDUCATION
PROGRAMS
The Conewago Valley School District
provides a free and appropriate public
education to all students determined to be
exceptional and in need of "specially
designed instruction." These services may
be provided solely by the District or in
conjunction with the Lincoln Intermediate
Unit #12 or local school districts. A range
of educational placements is available to
meet the individual needs of each student
including: gifted education, learning
support, and various itinerant,
supplemental, or full-time special education
classes. Many low-incidence disability
classes are located in neighboring school
districts. For answers to specific questions
regarding these special education
programs, please contact your child's
building principal or Dr. Janet Trimmer,
Director of Special Education, at 624-2157,
ext. 1008.
Screening activities are conducted if a
student is experiencing difficulties which
may interfere with learning or for a student
who may need enrichment beyond the
regular curriculum. A building level team
reviews records and diagnostic data and, if
necessary, collects additional information
to assist in the identification of the
problem. Adaptations will be made in the
student's educational program and
monitored over a period of time. If the
student's academic or behavioral concerns
cannot be resolved through implementation
of evidence-based interventions, a referral
for a multi-disciplinary evaluation may be
made.
Withdrawal From
School
When a student is withdrawn from school
for reasons of moving or is transferring to
another school, the school should be
notified at least two (2) days prior to the
change. The student must secure a
withdrawal form from the school building
office and on the last day of attendance
have each teacher initial the form to show
that all obligations with each teacher is
cleared. All textbooks, locks, laboratory
fees, etc. must be returned or paid for.
Information as to where the student is
moving and the name of the new school
district, if possible, must be furnished.
EMERGENCY CLOSING
OF SCHOOL
Skylert the District’s automated voice
messaging system will be alerting parents
and staff concerning weather delay, early
dismissals and school cancellations. The
District website www.conewago.k12.pa.us
will have the latest updates posted on
school delays and cancellations also.

If serious weather conditions make it too
dangerous to travel, the Conewago Valley
School District may be closed or may be
open on a delayed schedule. Notice will be
given over the following radio stations:
WHVR/ 98YCR, WGET/WGTY, WSBA/
WARM 103. WGAL-TV 8, Fox 43, and
WHTM-TV 27 will carry school delays and
cancellations. Announcements will
normally be made by 6:30 a.m. Parents
and students are requested not to call the
school concerning the closing of school.
The radio stations will make frequent
enough announcements to make telephone
calls unnecessary.
Also, it is possible that inclement weather
could develop during the school day.
Should this happen, the schools might be
dismissed early in order to get children
safely home before dangerous weather
conditions actually prevail in the area.
The purpose of these decisions would be
to provide the greatest safety for all
students. It may not be necessary to put
the plans into effect, but parents should be
aware of such possibilities. Parents who
are away from home during school hours
should make arrangements for their
children in the event school is dismissed
early so children know where to go until
parents return.
KINDERGARTEN
REGISTRATION
EXCLUSION FROM AIDS
INSTRUCTION
PRIVACY OF RECORDS
Parents who wish to have a child excluded
from those portions of instruction involving
the sexual transmission of AIDS need to
notify the principal of the building, in
writing, of this request. The request must
be made each school year such an
exclusion is requested. The principal will
contact the parents to arrange a time when
the material can be reviewed with the
parents. If, after review, parents still desire
exclusion of their child from that portion of
AIDS education, alternative education for
that period will be arranged among the
teacher, the parents, and the principal.
Children must be at least five years old by
September 1 to register for fall
kindergarten. Students registering for
first grade must be six years old by
September 1. Children currently enrolled
in a Conewago Valley School District
kindergarten class need not register for
first grade in the District.
Registration packets may be picked up in
January and should be returned by
March. Registration packets are also
available on line. A thirty (30) minute
appointment will then be scheduled to
have your child screened by our
kindergarten staff. Parents should bring
the child to this screening. You should
also bring the child's birth certificate and
health information. Registration packets
are available at either elementary school.
Registration forms may be completed
prior to registration, however, parents
must bring the child's birth certificate,
health/immunization history and
verification of residency when registering.

Records are maintained for each student
from his/her entrance into school through
the twelfth grade or withdrawal. Since
school records are public records, some
measure it was felt, needed to be taken to
insure a family's "Right to Privacy" in
regard to the information collected and
stored in the school files. Examples of
information that may be contained in a
student's file are:
1. Personal and family data including
certification of name and date of birth
2. Test data, achievement records and
other evaluative information
3. Medical reports
4. Anecdotal reports
5. Psychological reports
6. Records of conferences
7. Copies of correspondence with parents
and others concerning the student
8. Other records which may contribute to
understanding the educational progress
of the student
9. For eligible Special Education students,
appropriate State mandated forms/
information
SCHOOL HEALTH SERVICES
The main functions of the School Health
Services are to facilitate positive student
responses to normal development;
promote health and safety; intervene with
actual and potential health problems; and
actively collaborate with others to build
student and family capacity for adaptation,
self management, and learning.
The health program includes physical
examinations, vision, hearing, height and
weight, scoliosis screening, and
counseling.
Emergency care will be administered to
those students who become ill or have
accidents during school hours. In case of
major illness or accident, the following
procedures will be followed:
1. Parents will be called for instruction
depending upon severity.
2. Procedures listed on the emergency
card will be followed.
3. The student will be taken to the
emergency room at the hospital.
Treatment of minors in the emergency
room is given only in life threatening
situations without consent of parent or
guardian.
At the beginning of each school year,
parents are asked to update emergency
information providing current health
concerns that the parent is aware of
including any that are ongoing from the
previous school year. In addition, parents
should keep the school informed with the
current address and telephone numbers
where they can be reached in case of an
emergency

This information should be filled in
accurately and the school should be
notified of any changes in health condition,
procedure, address, or telephone numbers
that occur during the school year. IT IS
VERY IMPORTANT THAT SOME
RESPONSIBLE PERSON CAN BE
REACHED AT ALL TIMES. This information
must be verified by a parent or guardian.
A list of medications available in school is
also listed for your approval. Medications
will not be dispensed without annual
parental approval.
ADMINISTRATION OF
MEDICATION
Parents should confer with the child's
physician to arrange medication time
intervals to avoid school hours whenever
possible. No medication may be
administered without written authorization
from the physician and the parent/
guardian.
When medication absolutely must be taken
during school hours, the parent or guardian
must submit a written request, signed by
the physician and parent, to the school
nurse in order for their child to take any
medication. The appropriate medication
permission form is available on the district
website under health services or from the
school nurse.
Handling and Storage of Medications in the
School:
We prefer that:
1. The parent bring the medicine to
school. The medication must be in the
original container and properly labeled.
If necessary, request a duplicate bottle
from the pharmacist. The medication
and the written request should be
delivered directly to the school nurse,
school principal or his/her designee.
The amount of medication stored by
the school should be limited based on
the length of time medications are to
be taken.
2. All medication will be kept in a locked
cabinet in the health room of the
school. Medications requiring
refrigeration will be stored in the health
room refrigerator.

Administration of Medications During
School Hours:
1. Students will be responsible for
reporting to the nurse's office at the
time the medication is to be taken.
2. The school nurse, principal or his/her
designee will supervise the taking of
the medication by the student.
3. Prescription drug logs will be kept for
any child receiving prescription
medicine on an ongoing basis.
4. Unused medications will be returned to
parents for disposition.
5. Any change in dosage of medication
will be recognized only upon receipt of
written notice of change from the
family physician and the parent.
COMMUNICABLE
DISEASES
Pennsylvania State law requires each
student K-12 to be fully protected against
certain diseases before admission to
school is permitted. Children in all grades
need the following
• 4 doses of tetanus* (1 dose on or after
the 4th birthday)
• 4 doses of diphtheria* (1 dose on or after
the 4th birthday)
• 3 doses of polio ( a 4th is recommended)
• 2 doses of measles **
• 2 doses of mumps**
• 1 dose of rubella (German measles)**
• 3 doses of hepatitis B
• 2 doses of varicella (chickenpox) or a
history of the disease
*Usually given as DTP or DTaP or DT or Td ** Usually given as MMR
Children attending 7th grade
• 1 dose of tetanus, diphtheria, acellular
pertussis (Tdap) (if 5 years has elapsed
since last tetanus immunization)
• 1 dose of meningococcal conjugate
vaccine (MCV)
These requirements allow exemptions for
medical reasons and religious beliefs. If
your child is exempt from immunizations

he/she may be removed from school during
an outbreak.
Students absent from school due to illness
must bring a written excuse stating the
reason for absence. If the student was
treated by a doctor, the excuse should be
written by the doctor. State law requires a
specific number of days of absence for
certain diseases such as streptococcal
infections, chicken pox, measles, German
measles, mumps, whooping cough, and
diphtheria. Please contact your school
nurse if your child is diagnosed with any of
these diseases. Pink eye, impetigo,
ringworm, fungus infections, and scabies
require treatment and a doctor's excuse is
required for re-entry to school.
Head lice must be treated and the child
needs to be "nit free" as determined by the
school nurse before he/she will be able to
return to school. Please call the school
nurse to make arrangements for this check.
If a student becomes ill during the school
day he/she must report to the school nurse.
The nurse will contact the parent/guardian
concerning dismissal from school.
FOOD SERVICE
Conewago Valley School District
recognizes that wellness and proper
nutrition play a significant role in a
student’s physical well-being, growth,
development and readiness to learn. All
foods available in the district schools
during the day are offered to students
with consideration for promoting student
health and reducing childhood obesity.
Foods provided through the National
School Lunch Program complies with
federal nutrition standards under the
Healthy Hunger Free Kids Act.
Breakfast and Lunch Program
Each school in the district has a cafeteria
that prepares nutritious meals daily.
Students in the elementary and secondary
schools can purchase a breakfast and/or
lunch or students may also bring a lunch
from home. If students pack a lunch they
may also purchase milk in the cafeteria.
There are a variety of entrees, fruits,
vegetables, and milk available each day
that can be purchased as a meal.
Students may choose up to five
components to make up their meal, so it’s
important to know and understand them.
To purchase items at the meal price, a
student must take three of the five offered
items. We encourage students to take all
five components for a “real meal deal.”
All students in grades K-12 may deposit
money into an account to purchase meals
and/or a la carte items through the
district’s point-of-sale system. Each
student has their own account that can be
accessed using a Personal Identification
Number (PIN). The student’s PIN Number
is their five-digit student ID number
assigned by the District, and it will remain
the same as long as they are a student at
Conewago Valley School District.
Students must use their number each
time they make a purchase from the
cafeteria. Students participating in the
free or reduced lunch program also
purchase meals using their PIN on the
point of sale system. Money cannot be
refunded off your account to use in the
vending machines. We encourage all
students to put advance payment on their
account because this allows the lines to
run smoothly, prevents lost or stolen
money and is a convenience. At the end
of the school year, if your child is
changing buildings in the District, his/her
balance will be transferred to the building
for use the following year. If you’re
leaving the District, please check with the
Food Service Coordinator to review your
child’s lunch account or with the school
office to complete a refund form.

count of students who receive free or
reduced lunch is important in that this data
is used to generate other federal funding
benefits for District students.
Applying for Free/Reduced Meal
Benefits Using the Internet
Families that have children attending a
public school district can apply for free or
reduced price meals through the National
School Lunch Program online. You may
complete the information using Skyward, or
this can be done using COMPASS which
allows Pennsylvanians to apply for social
service programs, such as Food Stamps
(FS), Temporary Assistance for Needy
Families (TANF), Energy Assistance,
Children’s Health Insurance Program
(CHIP), etc. online. Families can use
COMPASS to apply for free or reduced
price school meals and/or they can apply
for other services at the same time (FS,
TANF, etc.). Because Conewago Valley
School District is a public school district,
you can apply for free or reduced price
meals online by going to the COMPASS
website at www.compass.state.pa.us or
you can continue to use the paper
“Household Meal Benefit Application” that
is distributed at the beginning of each new
school year. If you apply for free or
reduced price school meals through
COMPASS, you do not need to submit a
paper application.

The Conewago Valley School
District participates in the Free
and Reduced Meal Program.
Families who are interested must
apply each school year by
completing the paper application
or apply on-line as described
above using Skyward or
COMPASS. Only one application
per household is required. If you
complete the paper application,
please return the application to
school with the child you think is
the most responsible for turning it
in so benefits can start as soon
as possible. All students will
receive an application at the
beginning of the school year. You
may apply for free or reduced
meals any time throughout the
school year. If you applied at the
beginning of the year and were
denied, but now have a decrease
in household income, increase in
family size, become unemployed,
or begin receiving Food Stamps
or TANF, you may be eligible.
When Will Meal Benefits
Begin?
Benefits will begin when your
application is approved and you
receive notice of acceptance. A
notification letter of acceptance or
denial will be mailed to your home.
(You are responsible for paying
for meals until your application is
approved.) Once approved, your
free or reduced meal information
will automatically be programmed
into your child’s lunch account in
the point-of-sales system and will
remain confidential. If eligible for
free or reduced meals, your child is
allowed one meal at reduced price
or free price. Your child may not
give or loan his/her free or reduced
meal benefit to another student.

INSURANCE
Student accident insurance is
available to students. Medical
coverages are offered for schooltime only or a 24-hour per day
basis. The District is not
responsible for insurance contract
administration. School insurance

Pennsylvania starts at a point
about two miles east of
Gettysburg and includes
everything to the north of
the center line down Route 116
to where Union Township begins.
It continues east following the
Union Township line to the York
County line north of the York/
Adams line to the Hamilton/
Reading Township line. Turning
west and following the
Hamilton/Reading Township
line, continue to PA Route 234
northwest to Five Points Road
and stay on Five Points Road to
Weaver Road to Straban and
west of Beaver Run Road south
to the Straban/Mount Pleasant
line and follow that line south to
Route 116.
