CI announces 2025 Capital
Expansion Plan to address
projected enrollment increase
CSU Channel Islands (CI)
announced a new initiative
to prepare the University for
a projected doubling of its
enrollment to 11,500 students
by the year 2025. CI has signed
an agreement with advisory
firm Jones Lang LaSalle (JLL)
to help develop a plan that
addresses current and future
structural solutions, leverages
funding opportunities, and
maintains the University’s
high standards in terms of
innovation and environmental
s u s t a i n a b i l i t y. J L L h a s
supported similar growth
initiatives at more than 100
U.S. colleges and universities.
“With less state funding
and increasing demand for
qualified workers in California,
we need to look at innovative
ways to provide for students
and faculty, and to accomplish
the magic of learning,” said
CI President Richard R. Rush.
“We need to plan ahead to
serve prospective students
– including underserved
populations – and enable our
outstanding faculty to continue
doing what they do best in
teaching, research and handson academic experiences.”
JLL’s role is to apply their
extensive knowledge and

current state in order to inform
the development of a creative
plan to leverage existing
assets. This will enable the
University to add programs and
facilities in concert with the
growth of the campus. Their
work will include: studying
campus programs, evaluating
alternative financial structures,
identifying opportunities for
partnerships and pursuing
new funding opportunities
to finance development
components. The plan is
targeted for completion this
fall.
“ We h a v e r e l i e d o n
partnerships from the very
beginning,” said Rush. “The
community has been generous
and forthcoming. In turn,
CI is preparing a workforce
that will enhance economic
development and enrich quality
of life in this entire region. As
the community helps us, we
are helping them, and the steps
we take together as this plan
unfolds will benefit us all.”

Personal in need for the
care of inmigrant kids
As you may have heard,
thousands of children have fled
Central America (Guatemala,
Honduras, El Salvador) fleeing
terrible conditions and searching
for their families. These children
range in age from very young
to teenagers. They have come
unattended.
They have arrived at the U.S.
borders and are being housed on
various bases and warehouses.
About 600 are planned to be
housed at our Pt. Hueneme Naval
Base.
OVER 400 are there now!
The base is looking for caring
professionals to help with
supervision of this TEMPORARY
holding program.
There are 3 shifts (24-hrs) that
need to be filled. The pay is
$16 an hour (although many are
choosing to volunteer.)
The government has contracted

CSU Channel Islands, announced a new initiative to prepare the university for a projected doubling
of its enrollment to 11,500 students by the year 2025.
This year’s winners from each
category were honored and
presented medals and the audience
had the opportunity to hear the
first place winning speeches from
each grade level.
In addition six scholarships
were awarded to the following
graduating local high school
seniors based on their academic
achievements and community
service: Robert R. Garcia, Jr.,
Martin M. Hernandez, Linda
Miranda, Yvette Moreno, and
Maria Sandoval.
The keynote speaker, Dr. Cesar
Morales, the new Superintendent
of the Oxnard School District,
shared his personal journey
and drew parallels between his
family’s story and that of Cesar
Chavez’. He also emphasized
how parental support can directly
impact a child’s achievements: his
father’s first job in Oxnard was
in the farms and now his first job
in Oxnard is as Superintendent
of the largest school district in
Ventura County. He attributed
much of his success to the loving
support and encouragement of
his parents, especially his mother
who would always display every
accomplishment and award he
achieved on the family refrigerator
while telling him how proud she
was of him and giving him a hug.
He then encouraged the students
to continue to strive for success
until they reached their goals
stating, “I am no different than
you. I believe you can do it, too!”
VIDA congratulates all of the
students for their hard work and
accomplishments.

"Rare Hispanic politician
reaches higher in the nation"
By Raoul Lowery Contreras
Hispanics -- 53-million strong
-- are represented at all levels
of American society, business,
professions, street and homeless
populations, criminal gangs, law
enforcement and some even in
politics. They are everywhere.
They live in big cities, small towns
or rural agricultural districts.
Wherever they live, they provide
manpower and energy that make
economies hum, run and produce.
But few Hispanics are active in
government and politics, especially
high level politics. Around 5,800
Hispanics hold elected public office
in the U.S. according to NALEO,
the National Association of Latino
Elected Officials.
Considering though that it wasn’t
too long ago the Mexican American
citizens were not permitted to vote,
serve on juries or hold government
jobs in Texas, for example, and
Puerto Ricans on the island can’t
vote in federal elections (but can on
the mainland) the governors of New
Mexico and Nevada are Mexican
Americans today.
A hundred years ago, New
Mexico entered the United States
and promptly elected a Mexican
American Governor and U.S.
Senator. Before that, California had
elected Mexican American state
legislators, a Mexican American
state controller, Lt. Governor (who
inherited the Governorship), a
congressman who went on to be the
first Mexican American – Hispanic
– United States ambassador to
several foreign countries.
All told, there might be
250 Hispanic state legislators
throughout the country; there are

world when he defeated a popular

Raul L. Labrador, Esq., is his
name.
He surprised the political world
again this last Friday when he
announced his candidacy for the
Congress’ and Republican Party’s
Majority Leader of the House,
a job being vacated by primarydefeated Eric Cantor. The election
is Thursday, June 19th just a week
after Cantor resigned.
He is running against California

On Fri., June 27, to commemorate
National HIV Testing Day, Ventura
County Public Health’s (VCPH)
HIV / AIDS program will offer
free anonymous and confidential
HIV testing from noon – 7 p.m.
at the South Oxnard Public Health
Clinic, 2500 S. “C” Street.
National HIV Testing Day is
an annual campaign to encourage
people of all ages to “Take the
Test, Take Control.” The Centers
for Disease Control recommends
that everyone ages 13-64 get
tested for HIV at least once in
their lifetime and recommends
even more frequent tests for those
people who have higher risk
factors, such as those who have
multiple sexual partners or use
IV drugs.
“Our goal is to identify people
who are infected and get them into
care, counseling and antiretroviral
treatment as early as possible,”
said Craig Webb, VCPH HIV/
AIDS Program Manager. “Early
medical intervention helps those
with the HIV live longer, healthier
lives and lowers the chances that
they will pass the virus on to
others.”
Since the first cases of HIV/
AIDS were reported 32 years ago
in 1981, the number of people in
the U.S. infected with HIV has
grown to more than 1.1 million.
One in five people with HIV does
not know that they are infected and
every 9.5 minutes someone new in
the U.S. becomes infected.

Assemblyman Jeff Gorell
Expresses Disappointment
with Underfunding of
California State University
Citing the past decade of
recurring tuition and fee increases
in the CSU and UC systems
that have increasingly pushed
the costs of a college education
out of reach of disadvantaged
students, Assemblyman Jeff Gorell
(R-Camarillo) announced his
disappointment over the continued
underfunding of the California
State University budget after the
bicameral budget conference
committee voted tonight 6-2
to abandon efforts to augment
appropriations to the California
State University system.
“In adopting Proposition 30,
California’s voters were promised
that this massive tax increase
would go to public education
including reinvestment in our
public universities,” stated
Assemblyman Gorell. “The
California State Universities are
the pillars of our state’s economy
and culture. Moreover, education
provides our next generation with
the opportunity to achieve personal
and professional goals, and those
opportunities provided by our
institutions of higher learning
are often the way by which our
underprivileged youth can escape
a cycle of hardship and greatly
improve their lives.”
Assemblyman Gorell circulated
a bipartisan letter to express support
to the Governor and legislative
leadership advocating an increase
of $95 million over Governor
Brown’s level of funding sought
by the CSU system to increase
access. The letter was signed by
33 members of the legislature.

Detiene a ocho personas
con droga y un cocodrilo
Policías de Ciudad de México
detuvieron a ocho personas con
droga para comercializar, un
pequeño cocodrilo y cartuchos
útiles, informó la Secretaría de
Seguridad Pública del Distrito
Federal (SSP-DF).
La detención de estas personas,
entre ellas una mujer de 48 años
originaria de Senegal, África, se
realizó en la colonia Morelos,
indicó el titular de SSP-DF,
Jesús Rodríguez Almeida, sin
precisar el día de la operación.
A los detenidos les fueron
incautados varios contenedores

2013.
Los senadores apuntaron a la
Acción Diferida (DACA) suscrita
en 2012 por el presidente para
suspender la deportación de
jóvenes indocumentados, como
una de las causas, así como los
intentos de aprobar una reforma
migratoria para sacar de la sombra
a los más de 11 millones de
inmigrantes indocumentados que
viven en el país.
La avalancha de menores que
llegan sin compañía a los Estados
Unidos por la frontera de México,
en su mayoría procedentes de
los países centroamericanos, ha
generado una crisis humanitaria
que obligó al gobierno del
presidente Barack Obama a
la formación de un grupo de
coordinación entre agencias
federales para afrontarlo.
"En 2011 había aproximadamente
7,000 menores no acompañados
que fueron detenidos", dijo el
senador por Texas Ted Cruz.
"En 2012, ese número aumentó
a 14,000. En 2013, se elevó a
24,000. Y, en 2014, su agencia
calcula que va a llegar a los
90,000. En 2015, el gobierno está
estimando que subirá hasta llegar
a 145,000", agregó.
"Es importante entender lo
que esos números representan",
continuó el senador, que señaló que
se trata de niños que son entregados
"no a algún noble trabajador
social que trata de ayudar" sino
a organizaciones criminales que
"atacan sexualmente y a veces
matan a esos niños".
El Gobierno ha achacado este
movimiento de niños a la violencia
en Centroamérica, en particular
en Honduras, pero Cruz señaló
que las estadísticas revelan que
las cifras empezaron a aumentar
a mediados de 2012, "cuando
la administración garantizó
unilateralmente una amnistía",
dijo el senador, quien acusó al
presidente, además, de haber
"fallado en proponer soluciones
que prevengan a los niños que
sean puestos en situaciones así en
el futuro".
El secretario Johnson reconoció

Granjeros piden la
reforma migratoria
Organizaciones nacionales
de granjeros y trabajadores
rurales intensificaron en los
últimos días una campaña
a favor de una reforma
migratoria que permita
legalizar a indocumentados
y agilizar la contratación de
mano de obra extranjera. "La
mayoría de los trabajadores
del campo, aquellas personas
que cosechan nuestras frutas
y verduras y trabajan en
las granjas, carecen de la
autorización legal para trabajar
en este país, debido a que
nuestro sistema de inmigración
ha sido inoperante por muchos
años", dijo el presidente de
Farmworker Justice, Bruce
Goldstein.
La semana pasada la
Oficina de Granjeros de Utah
convocó a un diálogo público
con representantes de los
congresistas republicanos
Jason Chaffetz y Chris Stewart
condiciones laborales.
En los ajustes definitivos al
presupuesto que actualmente
se realizan entre el gobernador
y los legisladores con miras a
una aprobación definitiva el
domingo cuando vence el plazo
establecido, el retiro de un
límite al pago de horas extras
ha sido favorablemente recibido
por los trabajadores que cuidan
a personas discapacitadas o
ancianos en sus hogares.
"Nuestro trabajo no es como
el de un oficinista que cumple
ocho horas y se va a descansar",
explicó Marta Montaño, quien
desde hace más de cinco años
atiende en Los Ángeles a su
padre quien quedó incapacitado
después de sufrir una embolia.
"Yo tengo que estar disponible
24 horas al día, siete días a la
semana y 365 días al año para
atender a mi paciente, que en
este caso es mi padre. Él puede
necesitar mi ayuda en cualquier
momento, a cualquier hora del
día o de la noche", explicó la
trabajadora de cuidado en el
hogar.
Según afirmó Gary Passmore,
vicepresidente del grupo de
defensa Congreso de Adultos
Mayores de California, el poner
un límite a las horas extras
hubiera creado un caos para "los
recipientes y para los actuales
prestadores del servicio".
P a s s m o r e a rg u m e n t ó q u e
"irónicamente la gente que
necesita más horas es la que
tiene más necesidades. Son
los más débiles y los más
profundamente deshabilitados".
Una de las personas que
pidió que se reconocieran las
horas extras fue el asambleísta
demócrata de Bell Gardens,
Ricardo Lara, para quien el
establecer un límite de 40 horas
semanales y ocho horas al día
para este tipo de servicios
hubiera representado un factor
altamente negativo para los
involucrados.
Calificando de "un duro
golpe" para los trabajadores
y los pacientes, el legislador
hispano pidió al gobernador
que incluyera en el presupuesto
una partida destinada para el
pago de las horas adicionales
para quienes trabajan bajo el
programa de Servicios de al
Apoyo en el Hogar (IHSS).
El senador de San
Francisco, Mark Leno, se
mostró complacido de que la
administración respaldara a los
legisladores en esta propuesta,
advirtiendo que la idea de
poner un límite en las horas
extras para poder decir que sí
se pagaban, "no era un buen
comienzo".
"Eso no funciona en el mundo
real", afirmó el legislador
demócrata.
Inicialmente Brown se había
negado a liberar el pago de
horas extras a las personas
que prestan los servicios
argumentando que con el paso
del tiempo y el crecimiento
de esta necesidad, el pago
en el futuro se dispararía
incontroladamente.
Sin embargo, en el presupuesto
en discusión, Brown aceptó
incluir 180 millones de
dólares para el pago de horas
extras a las personas de estos
servicios con la garantía de
que los legisladores demócratas
respaldarán medidas para
garantizar la integridad del
programa y prevenir el fraude.
El estado calcula que 464,000
personas recibirán ayuda de
personas pagadas a través del
IHSS en el año fiscal que
comienza en julio y cerca
de 50,000 están autorizadas
para recibir más de 160 horas
mensuales de asistencia, el
límite por encima del cual se
generan las horas extras.
Sin embargo se mantendrá
un recorte del 7 por ciento
en las horas prestadas en los
IHSS, hasta que se apruebe
una legislación que permita
obtener fondos adicionales para
reponerlos.
"El (recorte) del 7% será
parte del presupuesto y sujeto
a negociaciones separadas
por fuera del proceso del
presupuesto y dependiendo

de México, Oribe Peralta (iz) and Giovani Dos Santos (C).
pase a Thiago Silva, no incomodó
demasiado ante el firme marcaje
mexicano.
Rafa Márquez, a sus 35 años,
estuvo implacable en la zaga
mexicana, mientras que Héctor
Herrera, Andrés Guardado y Juan
José Vázquez se agrandaron en el
centro de la cancha.
El seleccionador brasileño, Luiz
Felipe Scolari, había advertido que
y los noventa minutos del partido
confirmaron sus presunciones.
La baja de Hulk por molestias
en el muslo izquierdo le llevó a
Scolari a inclinarse por la opción
más defensiva que tenía en la
recámara, la que le proporcionó un
centrocampista con más hueso que
arte como Ramírez.
Con el volante del Chelsea, Brasil
ganó equilibrio en la medular y
pasó menos sustos defensivos que
ante Croacia, pero también perdió
profundidad por la banda derecha.
A ello también contribuía el
planteamiento de México, que
ejerció una intensa presión en la
zona ancha, tuvo a Neymar bien
