Sandblast Rally 2006 Sandblast Rally 2006 Rally Guide 2 February 18th 2006 1 Introduction This document has no regulatory power and is to be used for information only. Sections 1 through 21 and the appendices conform to FIA WRC Appendix 3 regulations for Rally Guides. 1.1 Welcome Kicking off the NASA rally season, Sandblast Rally continues to be a cornerstone of the East Coast Rally Championship. As event chairman, I’m honored to welcome competitors from many states to South Carolina. This year marks the passing of the torch from rally organizing veteran Charles Sherrill. He approached me this summer and I was cautious about accepting until he told me about his motives for giving up Sandblast Rally: Charles wants to start another rally in North Carolina. At that point I realized that whether I was ready or not, the sport needed me to step up to the plate. I consider myself exceptionally fortunate for the continued help and support of Charles and NASA Rally Sport President John Shirley. This year we increased the stage mileage. The organizing committee realizes that the competitor is looking for the most possible miles for the dollar. We continue to work toward getting permissions for more roads for 2007, which would increase the stage mileage by twenty percent. Additionally, we are working toward making Sandblast Rally even more friendly to novice and seasoned ralliests. To this end we have chosen to pattern all our documentation after the FIA World Rally Championship regulations. We hope that including information about the local resources both helps you enjoy your visit to South Carolina and increases the economic impact on the area around Cheraw and Patrick. I look forward to seeing you in February! Greg Healey in the early nineties. In only the second year of running, the event was tapped to become part of the national championship. Healey moved north to Pennsylvania in the mid-nineties and the rally lay dormant for several years. These first rallies differed from the current setup in that they started at noon and ran well into the night, using three or four stages run in complete darkness. In 2001 Charles Sherrill resurrected the event and ran similar stages as before. One of the busiest years was 2003 when the event ran twice in one year, spring and fall. The fall event was the first event sanctioned by the newly formed NASA Rally Sport organization. The summer of 2005 saw Sherrill looking west and thinking of starting another rally. Thus the reigns of the rally were passed to the current organizer, Anders Green. The official rally name was simplified to “Sandblast Rally” at that time. In a strange six-degrees scenario, Green, purchased his first rally vehicle from Greg Healey, the original Sandblast Rally organizer. Two years before Sherrill resurrected Sandblast Rally, Green met and crewed for Sherrill in a rally that was near Healey’s new hometown in Pennsylvania. Rally Guide 2 5 1.3 Sandblast Rally 2006 2005 Sandblast Rally Summary Tom Lawless took an early lead, winning the first stage. However, he lost time on the second stage to Seamus Burke, who moved into the lead. Gearbox trouble on Stage 3 unfortunately took Lawless out of competition. Patrick Farrell, who managed third best times on Stages 1 and 2, moved into second place after Lawless’ retirement. He remained there and looked to be headed toward the podium until he also suffered gearbox trouble on the final stage. This last minute upset changed the stakes for three competitors: Patrick Lilly, Mathew Johnson, and Liam Egan. These three had been battling a closely fought race for third place that suddenly became a race for second overall. Lilly upped his game on the second to last stage and ensured his podium spot behind Burke. Johnson, forty seconds behind, had to settle for third. 1.4 Past Sandblast Winners 2005 2004 2003 Fall 2003 Spring 2002 2001 1996 1995 1994 Seamus Burke and Charles Bradley Seamus Burke and Charles Bradley Seamus Burke and Charles Bradley Seamus Burke and Emma Burke John Drislane and Ronan Burke Thomas Lawless and Cathal McCaire Paul Choiniere and Jeff Becker Paul Choiniere and Jeff Becker Paul Choiniere and Jeff Becker 1.5 Resident South Carolina Competitors 2006 2005 2004 Driver Robert Maunz of Gaston, with navigator Mark Sackett of Taylors Navigator Dwain Cromer of Rockhill, rode with Darrell Pugh Driver Jeff Field of Greenville with navigator Michael Hordijk 1.6 East Coast Rally Championship History The East Coast Rally Champion began in 2004. That year, Sandblast Rally had the honor of being the first event of the first rally championship organized by NASA Rally Sport. Three other events followed, with the series traveling to Tennessee and New York. Again in 2005 the Sandblast Rally kicked off the season. This second year of the championship saw the series expand to five events. The series culminated with the well received International Rally New York which took place in northern New York. 2 Organizers Contact Details 2.1 Permanent Contact Details Sandblast Rally Anders Green Rally Guide 2 6 Sandblast Rally 2006 217 Caniff Lane Cary, NC 27519 Voice: 919.303.0218 Fax: 603.309.0218 anders@pobox.com 2.2 Rally Headquarters Contact Details Inn Cheraw 321 2nd Street Cheraw, SC 29520 Hotel telephone: Hotel Fax: 800.535.8709 843.537.0227 Registration will be two buildings down the street from Inn Cheraw, within the Cheraw Community Center. 2.3 Media Contact Details Media personnel should contact Anders Green using the information in Section 2.1 3 Rally Program and Critical Deadlines 3.1 Rally Program – Prior to Rally Week Tuesday, November 1, 2005 Opening date for early entry Thursday, December 15, 2005 Publication of Rally Guide 1 Saturday, January 21, 2006 Beginning of regular entry Saturday, February 11, 2006 Paperwork Completion Deadline 3.2 Rally Program – Rally Week Friday February 17, 2006 10:00am – 10:00pm Opening of Rally Office 10:00am – 1:00pm Novice Competitor Orientation 11:00am – 1:00pm Competitor / Worker Registration Open 2:00pm – 6:00pm Competitor / Worker Registration Open 7:00pm – 9:00pm Competitor / Worker Registration Open 9:00pm Close of Entries Rally Guide 2 Cheraw Community Center Cheraw Community Center Cheraw Community Center Cheraw Community Center Cheraw Community Center 7 11:30am – 6:30pm 7:00pm – 9:00pm 4:00pm – 6:00pm 9:00pm – 10:00pm 9:00pm – 9:30pm 9:30pm Sandblast Rally 2006 Scrutineering Scrutineering Shakedown Worker’s Meeting First Steward’s Meeting Start Order posted, car numbers available Ford Dealer, Route 9 Ford Dealer, Route 9 McBee Cheraw Community Center Cheraw Community Center Cheraw Community Center 7:00am 8:15am 8:45am 9:01am 5:00pm 5:00pm 7:00pm – 9:00pm 7:15pm 7:45pm 9:00pm – 1:00am Saturday February 18, 2006 Stage teams meet for deployment Saturday Parc Expose Driver’s Meeting Start of event, first car departs, rally begins End of event, first car finishes Final Scrutineering Awards Party Provisional Scores Posted Final Scores Posted After-party Cheraw High School Oslo’s Oslo’s Oslo’s Cheraw High School Cheraw High School Moose Lodge Moose Lodge Moose Lodge Oslo’s 3.3 Stewards Meetings The first Stewards Meeting will be at the Cheraw Community Center on Friday, February 17th, at 21:00. 4 Entry Details 4.1 Titles for Which the Rally Counts Sandblast Rally will count toward the NASA Rally Sport Eastern States Rally Championship. 4.2 Criteria for Acceptance of Entries All car classes defined by the NASA Rally Sport General Regulations for Rallies will be allowed to enter. 4.3 Entry Dates Early Entry begins Tuesday November 1, 2005, 10:00 AM Regular Entry begins Saturday, January 21, 6:00 PM Paperwork Completion Deadline Saturday, February 11, 6:00 PM Entry closes Friday, February 17, 8:00 PM 4.4 List of Entry Fees Early Entry Fee $470 Regular Entry Fee $570 Missing the Paperwork Completion Deadline $20 Rally Guide 2 8 4.5 Entry Packages Sandblast Rally 2006 Each team will receive: • Road book • Stage note book • Rally Guide 2 • Scrutineering Form • Identification stickers for Service Vehicles (place on windshield, passenger top corner) • Numbers for the sides of cars (delivered in the evening) 4.6 Stage Notes Stage notes prepared by Pete Lahm of P-Sport will be issued to each team. However, prior written approval from the EPA is required and such approval is granted only to those racing vehicles that EPA deems not capable of safe or practical use on streets and highways. If the contests are for other than money purposes, the vehicle may be admitted for 90 days without formal entry or bond if the Customs officer is satisfied as to the importer’s identify and good faith. The vehicle becomes subject to forfeiture if it is not exported or if a bond is not given within 90 days of its importation. Prior written approval must be obtained from DOT. A vehicle may be temporarily imported for testing, demonstration, or racing purposes. With rally cars being capable of “safe and practical use streets and highways” this complicates matters, and we recommend that you research the matter carefully. Another encouraging part of the document states “These vehicles may be operated on public roads or highways provided the operations are an integral part of the test.” Also, Sandblast Rally, giving no prize money, does fulfill the “contest for other than money purposes” clause. The Supplemental Regulations explicitly state that no prize money will be awarded. The full document is available on the official government importation web site: http://www.cbp.gov/xp/cgov/travel/vacation/kbyg/prohibited_restricted.xml For the forms to import a car, you must deal with the National Highway Traffic Safety Administration, available here: http://www.nhtsa.dot.gov/cars/rules/import/Racing/ You may submit these forms yourself, or have a customs broker (in the U.S., in a port near where the car will land) do it for you. You do not need to have a NHTSA Rally Guide 2 17 Sandblast Rally 2006 “Registered Broker” process this paperwork, as those businesses deal with cars that are imported for sale. 14 Hotel Accommodation Rally Headquarters Inn Cheraw 321 2nd St. Cheraw, SC 29520 800.535.8709 GPS: N34* 42.077 W79* 53.226’ Spears Guest House 228 Huger St. Cheraw, SC 29520 843.537.7733 Jameson Inn 885 Chesterfield Highway (Route 9) Cheraw, SC 29520 843.537.5625 Camping at Cooper Black Sand Hills State Forest P.O.
