Emergency Notification System—current organisation state
•
the system needs reorganisation and a new model has to be developed
•
cost-efficiency of the entire system’s functioning (decisions on the political level)

in August this year, the system underwent tests and simulations were run involving operators, policemen and medics (Lublin)

talks are nearing completion with telecom operators on ensuring transfer of emergency calls to PSAPs

emergency services are unable to flexibly manage their resources

Challenges presented by the implementation of EU standards
•
lack of funds—the development of the system is financed using the ERDF within
the 2007-2013 EU budget (grant totalling almost 300 million PLN);
•
know-how—administrative barriers, agreements on the concept, choosing the
implementation model;
•
reluctance to make changes, reorganisation of emergency services, launching
the system as a way to cut the costs of the Emergency Notification System;
delocalised answering of emergency calls (call answering treated as a service);
funding for the 112 system, the scope of operation of individual emergency
services;
•
Law on Public Procurement—the private sector’s interest in contracts on
developing the system, delays in bidding procedures caused by the use of
appeal measures during the procedures.

in Poland
Gradual expansion of the system launch:
•
Phase one: voivodship capitals (17 regional PSAP centers);
•
Phase two: Poland’s entire territory (17 voivodship PSAPs + (?) xx PSAPs)


Tasks performed by IT Projects Center
•
Developing IT and telecommunications solutions for the launch
of the new 112 model in Poland;
•
Complexity of the project, as the CPI MSWiA needs to take
over coordination at the level of the Ministry of the Interior and
Administration (MSWiA) and the Ministry of Health (the IT
solutions provider leads the way in developing the new 112 in
Poland).
EURO 2012
•
Euro 2012 host cities and the Emergency Notification System
coverage, Phase one;
•
Will the system be launched before Euro 2012 (Voivodeship
governors as organisers of the Emergency Notification
System);
•
the state of the IT platform’s readiness nine months to Euro
2012.
Promoting HESC 112
•
promoting the 112 emergency number as compared to
promoting the new 112 model;
•
promoting the 112 number by the Police and State Fire
Service;
•
112 will keep becoming more popular as mobile phone
networks grow in Poland;
•
challenge: to persuade citizens that by dialling 112, they can
obtain help faster than if they called the dedicated number of a
given emergency service.
Selected system functionalities
•
calls are filtered and transferred to appropriate emergency
services;
•
callers are localised and the system is integrated with the GIS
services environment;
•
system facilities for the disabled;
•
open system, e-Call.
