Challenges presented by the implementation of EU standards • lack of funds—the development of the system is financed using the ERDF within the 2007-2013 EU budget (grant totalling almost 300 million PLN); • know-how—administrative barriers, agreements on the concept, choosing the implementation model; • reluctance to make changes, reorganisation of emergency services, launching the system as a way to cut the costs of the Emergency Notification System; delocalised answering of emergency calls (call answering treated as a service); funding for the 112 system, the scope of operation of individual emergency services; • Law on Public Procurement—the private sector’s interest in contracts on developing the system, delays in bidding procedures caused by the use of appeal measures during the procedures. EURO 2012 • Euro 2012 host cities and the Emergency Notification System coverage, Phase one; • Will the system be launched before Euro 2012 (Voivodeship governors as organisers of the Emergency Notification System); • the state of the IT platform’s readiness nine months to Euro 2012. Promoting HESC 112 • promoting the 112 emergency number as compared to promoting the new 112 model; • promoting the 112 number by the Police and State Fire Service; • 112 will keep becoming more popular as mobile phone networks grow in Poland; • challenge: to persuade citizens that by dialling 112, they can obtain help faster than if they called the dedicated number of a given emergency service. Selected system functionalities • calls are filtered and transferred to appropriate emergency services; • callers are localised and the system is integrated with the GIS services environment; • system facilities for the disabled; • open system, e-Call.
