Calexico Joins Other Cities In Banning Medical Marijuana

The Calexico City Council
approved the second reading of
an ordinance prohibiting medical
cannabis dispensaries, medical
cannabis
cultivation,
and
cannabis delivery in the city.
The action taken by the council at their last City Council meeting was brought forward to the
Calexico Planning Commission
first and voted in favor to recommend a Municipal Code amendment banning cannabis dispensaries and was later sent to the
City Council for ratification or be
modified to regulate it.
Back in March 2012, the City
Council adopted an ordinance
which prohibits medical marijuana distribution facilities in the
City. The current Code does not
specifically prohibit other medical cannabis uses such as planting, growing, harvesting, drying,
storing, processing, or delivery.
The California legislature
recently adopted legislation identified as the Medial Marijuana
Regulation and Safety Act to
comprehensively regulate or ban
medical cannabis cultivation,
transportation or distribution.
The Act confirms and clarifies
that, in addition to the complete
land use control over retail dispensaries recognized in City of
Riverside v. Inland Empire
Patients Health and Wellness
Center, Inc., municipalities have
the power to regulate or ban the
cultivation and distribution of
medical marijuana.
Cities in California have until
March 1, 2016 to have an ordinance regulating or banning cultivation within its city limits or the
state would become the sole
licensing authority.
According to the Sacramento
Bee, nearly 100 cities and more
than a half a dozen counties have
abruptly voted to ban marijuana
cultivation outright rather than
race the clock to draft ordinances
that regulate cultivation. Also, the
League of California Cities
advised to enact complete bans
on cultivation to assert their
authority over the state.

City
Attorney Carlos Campos stated in
his report that cultivation, transportation, and distribution of
marijuana can create problems
relating to the public health and
safety, crime, water and air quality, and energy consumption.
"Specifically, mobile delivery
can create issue relating to the
responsibility and resources to
monitor and enforce state law,
questions of patient qualification,
and risk relating to the high use
of large sums of cash for mobile
transactions." Attorney Campos
noted in his report to the Planning
Commission last month.

"Mandy" Real inquired if a person who has a medical marijuna
prescription can order one and be
sent to Calexico. Interim City
Attorney Robert Hargraves said
that the ordinance states that
commercial delivery will not be
allowed.
Citrus Festival was canceled

place on the same weekend as the

them overcome the struggles they
face and live the full, rich life
God has for them.

Life Center in Holtville, and
holds positions in numerous community, school, and sports organizations. She is a member and
past President of Soroptimist
International of Holtville, serves
on the City of Holtville Personnel
Committee, and served three
years as a Commissioner for the
Imperial
Valley
Housing
Authority. Betty also serves on
the Executive Board of the
Imperial Valley Coalition for
Life, which encourages women
to value the sanctity of life for
their unborn children. She has
previously been named Holtville
Citizen of the Year and Center for
Family Solutions Woman of the
Year. Most recently she was recognized as a Distinguished
Volunteer by the Imperial Valley
Community Foundation.

expected attendance figures due
to competition with the Holtville
event.
According to a spokesperson
from the Calipatria Chamber of
Commerce, there wasn't enough
manpower to run the three-day
festival.
"We have a lower membership is than in earlier years and
didn't have an entire team to run
all three days," said the
spokesperson.
The Citrus Festival was started as a celebration of the local
citrus fruit industry, much like
Brawley's Cattle Call and
Holtville's Carrot Festival celebrations of beef and carrots.
Citrus growers enjoy the warm
humid weather found in the north
county area during most of the
year, allowing them to grow nearly year round..
It was believed by city officials that people unwilling to
spend hours at the Holtville Rib
Cook-Off would travel to
Calipatria for their event. It was
also believed that enough people
would travel the thirty miles to
reach Calipatria after the Cookoff ended.
Event organizers often found
difficulty finding in acquiring
carnival rides as most operators
were unwilling to travel to
Calipatria for just the three-day
festival. However, a vendor that
supplied rides for a December
event were willing to work during the Citrus Festival had there
been an event happening.
The Citrus festival featured
daily contests, such as "Craziest
hat" and an "Apron fashion
show," along with local vendors
and
charity
booths.
Entertainment included local
bands, formal dances and performances by Zumba groups.
It was not known if the Citrus
Festival would return next year if
additional manpower was available.

Brawley Clinicas Hosts
Parking Lot Yard Sale

For several hours on
Saturday, January 23, 2016, the
parking lot at the Main Street
offices for Clincas De Pueblo Del
Salud was turned into a large
yard sale, all in the name of raising money for charity.
Each of the vendors at the
yard sale paid a fee to the
Clinicas for the chance to sell
their merchandise at the highly
visible location. Each seller was
allowed to keep any money they
generated from their own sales as
well.
Several sellers spent their
morning filling up their allotted
spaces with various merchandise
from old clothes to used dishes
and sports equipment.
Traditionally, the sale would
have taken place in October, but
construction to expand the
Clinicas’s east and west wings
prevented the sale until last
weekend.
In previous years, the Yard
Sale has benefitted several local
charities, such as the Cancer
Resource Center of the Desert
and the American Cancer
Society’s Relay For Life. This
year’s sale didn’t have a known
beneficiary.
Yard sales are a common
sight around cities like Brawley,
where a need to make extra
money and to find new homes for
old and unwanted items.

SDSU “Taste Of The Valley” To Feature
Murder Mystery Show And Dinner

San Diego State University
will have host its annual scholarship fundraising event and this
time will be biggest one yet.
SDSU
Imperial
Valley
Campus has organized the "Taste
of the Valley" event where people
had various options on where to
eat and have a nice dinner and
conversations. More than 300
people attended the last two
events that will help raise money
for scholarships.
This year's event will take
place Saturday, March 19, at the
Imperial Center in Heber and will
be re-named the "Taste of
Mystery". The theme of the event
will be speakeasy, prohibition era
set in the 1920s. A speakeasy,
also called a blind pig or blind
tiger, is an establishment that illegally sells alcoholic beverages.
Such establishments came into
prominence in the United States
during the Prohibition era.
During that time, the sale, manufacture, and transportation of
alcoholic beverages was illegal
throughout the United States.
Speakeasies largely disappeared after the Prohibition was
ended in 1933, and the term is
now used to describe some retro
style bars.
Valorie Ashley, Director of
Development, is the organizer of
the event and said that this event
will be different and one that has
never been done in the Imperial
Valley.
"This is a great opportunity to
have fun and at the same time
support the student of SDSU
Imperial Valley Campus." Ashley
said.
The event will be a formal sitdown dinner, and a murder-mys-
tery plot will unfold during the
event organized San Diego
Murder Mystery Company. There
will also be vintage movies, period entertainment and dancing.
Several students have benefited from the scholarship money
raise by the previous events like
SDSU Student Clarissa Teran
who has been able to continue her
education here in the valley.
"My experience at SDSU-IV
Campus has been a very positive
one and been able to a lot of
things not just for personal
growth but also professional. I've
been able to do many things here
and go somewhere else." Teran
said.
SDSU Student Annette
Jordan also benefited from the
scholarship fundraising and motivated her to pursue higher education.
"As a child I never imagined
pursing higher education or
doing masters' degree. Once I
came here and I started studying
and graduated I started to have
that drive to get a little bit more."

Calexico Council Tables Request For State To Audit City Finances

The Calexico City Council
tabled an item at their last council
meeting that would ask the State
Controller's Office to do an audit
on city's finances.
At their January 19 meeting,
Calexico Mayor Joong Kim had
an item on the agenda asking the
Controller's Office to do an audit
on city's finances for the last 8-10
years.
The
California
State
Controller's Office accounts for
and controls disbursement of all
state funds, acts as the State's
accountant and bookkeeper of all
public funds. The Office also
administers the State payroll system and unclaimed property
laws. Moreover, the Office is
responsible for auditing various
state and local government programs.
Mayor Kim stated that the
State needs to do an audit since
they need to know where they
stand financially since, he said,
there is discrepancies in the
Finance Department that need to
be solved such as lost documents
and no receipts.
The City currently does not
have an approved budget for
2014-15 Fiscal Year as the
Finance Department is preparing
a two-year budget proposal for its
approval. During a previous
presentation about the budget, it
was reported that the city was in
a deficit and there was a deficit
and finance was going to bring
options on how to solve the shortfall.
"We need outsiders to come
to the City to help us see what is
going on and find who is responsible for this." Kim said, "Maybe
then we can move this to the next
level."
Councilman
Armando
"Mandy" Real requested the item
to be tabled since he said that he
called the State Controller's
Office and told him that they will
not do an audit unless their books
are closed.
"This is like throwing gas on
fire. We need to close our books
and see where we are because
they will not be doing our audits
for us." Real said.
Kim questioned Real saying
that he requested an audit on
Measure H funds and asked why
is not supporting this. Real said
that the State told him that they
will only come if their audit is
finished and that would not mean
that they will accept coming.
Interim Finance Director
Eduardo Gutierrez said that they
are close to finishing the books
and have the numbers ready.

item and discuss it at a future
meeting
County Probation Department Receives Grant To Replace Kitchen Equipment
Last week, the Imperial
County Probation Department
received an award notification
from the California Department
of Education that they have
been selected to receive a grant
award of $100,000 to replace
aging kitchen equipment in the
County’s Juvenile Hall. The
grant, originating from the U.S.
Department of Agriculture, will
go towards purchasing replacements for the majority of the
kitchen’s large appliances.
“This is great news for the
Probation Department and the
youth they serve from their
kitchen, including youth at the
Juvenile Hall and the Betty Jo
McNeece Receiving Home,”
said District 2 Supervisor Jack
Terrazas, who is also Chairman
of the Board of Supervisors. “I
want to commend the Probation
Department and its staff for
their success in securing this

Commission will host the 6th
Annual Youth Summit in El
Centro. The event will run from
7:30 a.m. to 2 p.m. in the
Corfman Auditorium located at
McCabe School.
The annual event is an opportunity to bring awareness to our
youth and their families as to the
resources within our communities and to educate them on the
importance of an Education and
Healthy Lifestyles. This year’s
keynote speaker is Fabian
Debora, a counselor and mentor
at Homeboy Industries in Los
Angeles, CA. Mr. Debora will
speak of his challenges living in
East Los Angeles, his gang
involvement, and how he has
overcome those obstacles. Mr.
Debora began his art career in
1995 and has been showcased
throughout the United States.
Mr. Debora uses his art as a vehicle to educate and influence people throughout his journey.

implementation of projects that
will improve the harmful environmental conditions of the

kitchen equipment will optimize our ability to prepare and
serve nutritious meals to the

Supervisors for their support of
this grant opportunity."
The
Imperial
County
Probation Department’s food
service must plan and prepare
meals to meet specific nutritional requirements set forth by
the State of California. The
food service facility cooks and
serves approximately 97.4
meals per day for youth at the
Juvenile Hall facility and the
Betty Jo McNeece Receiving
Home combined. The kitchen
was built in 1976 and most of
the equipments had not been
replaced or updated in over 25
years. In the grant application,
the Probation Department
requested to replace the
kitchen’s combi oven, reach-in
refrigerator, a mobile heated
cabinet, a mobile refrigerator
cabinet, an ice maker, and funds
to purchase a new gas tilting
skillet. This new equipment
will increase the Department’s
ability to serve healthier meals
to a potentially larger group of
children while simultaneously
operating an energy efficient
kitchen, reducing energy costs
by approximately 25%.

Preparations Underway For Upcoming Mid-Winter Fair & Fiesta
With the New Year, preparations are well underway for the
signature event in Imperial
County, the 2016 California MidWinter Fair and Fiesta to be held
February 26-March 6 in Imperial.
The 2016 theme is a reflection of the Valley’s agricultural
roots: “Hay Bales and Cow
Tales”.
The presale ticket sales period will be February 1 through
February 25 at locations throughout the Valley.
Presale tickets will be $6 for
adults, $4 for children, and $5 for
seniors. On-site prices are $8 for
adults, $5 for children and $6 for
seniors. Family value packs will
also be available during the presale period. The $60 value pack,
a $190 value contains two adult
and two child admissions, two
WOW carnival coupons and fair
coupons as well as admissions to
the 2016 San Diego County Fair.
Meanwhile, those seeking to
enter exhibits in the Open Adult
Department have until

Metal band, will be appearing in
the grandstands opening night.
Several
newly-instituted
attractions also will be returning.
The “Red Neck Rodeo” -- which
tests the skills of local truck drivers and farm equipment operators
will again highlight the closing
day of the fair. Additionally, for a
third consecutive year, Sprint Car
racing will return on March 5.
These attractions are in addition to the numerous local acts
and displays that are a fair tradition as well as one of the most
successful Junior Livestock pro-
grams in the country. Last year,
the auction proceeds were again a
record with more than $1.8 million in proceeds.
Joe Montenegro is serving as
this year’s fair board president
and Linsey Dale as vice president. Other board members are
Bo Shropshire, Richard Acosta,
Darrel Bostic, Cherisse Alford,
Jim Hamilton, Arkie Mayes, and
Tony Tirado. Lee Hindman is
treasurer.
Each member of the
California Mid-Winter Fair
Board of Directors is appointed
by the governor of the State of
California. The board is responsible for the operation of the 45th
District Agricultural Association,
the organization that produces the
Imperial Valley Expo and the
California Mid-Winter Fair.
5CBP Stops Deported Gang Member & Meth Smuggle Over Weekend
El Centro Sector Border
Patrol agents on Saturday arrested a previously deported gang
member and a man suspected of
methamphetamine smuggling on
Saturday in two separate events.
The first arrest occurred at
4:25 p.m., when U.S. Border
Patrol agents assigned to the
Calexico Station were on routine
patrol when they detected a man
making an illegal entry into the
United States approximately 25
miles east of the Calexico West
Port of Entry.
Agents arrested and trans-
ported the man to the Calexico
Border Patrol station for processing. There, agents identified the
man as David Ernesto Pacheco.
Agents also discovered Pacheco
was a member of the notorious
"MS-13" criminal gang.
The man, a 44-year-old citizen of El Salvador, will be held at
Imperial County Jail and prosecuted for his illegal entry into the
United States as a previously
removed felon.
The second arrest occurred, at
approximately 4:30 p.m., when a
36-year-old man approached the
Highway 86 checkpoint driving a
blue Chevrolet Malibu.
A Border Patrol detection
canine alerted to the vehicle.
Agents referred the man to the
secondary inspection area for a
closer examination. After an
intensive search, agents discovered 18 vacuum sealed bundles of
methamphetamine hidden in the
vehicle's rocker panels.
The methamphetamine had a
combined weight of 38.12
pounds with an estimated street
value of $381,200.
The man, a Lawfully
Admitted Permanent Resident
from Mexico, the vehicle, and
narcotics were turned over to the
Drug
Enforcement
Administration for further investigation.
From October 1, 2014
through August 31, 2015, El
Centro Sector had 14,511 apprehensions and seized more than
445 pounds of methamphetamine.

Carrots Festival, Ribs Cook-Off And
Super Bowl All In One Week!!!
What is it about Holtville that
makes people fall in love with
this city? I truly think it is the
people of Holtville that make the
city so great and welcoming.
Whenever there is someone in
need, the community comes
together in and in a big way. If
someone has a loss in the family
or someone is stricken with an illness, the community is there to
help.
Holtville schools are some of
the best in the Imperial Valley,
teaching our children all about
that Holtville pride.
There are 17 churches listed
in Holtville and several service
clubs that keep our city moving
along.
Our City staff is dedicated to
making Holtville great. Public
Works keeps all of the necessities
in order. Our city workers work
tirelessly to make our parks the
best in the Imperial Valley. Those
in the Civic Center work hard in
keeping the city running and trying to stretch every dollar and
always looking for funding
opportunities for improvements.
The City over the past several
years has been able to secure 30
million in funding through grants
and low interest loans to help
keep Holtville's water and waste
water plants up to date and to better serve the citizens of Holtville.
Our public safety employees
are also dedicated to Holtville.
Our Police Department is contracted through the Imperial
County Sheriff's Department and
staffed with their officers. The
officers take such pride in this
city that recently they designed
their own "Holtville" patch for
their uniforms.
Holtville's Fire Department
firefighters help to protect our
city from any danger of emergency and when there are not out
responding to emergencies, they
are out in the community with
events at our schools through the
school year. They organize the
Ice Cream Social at Holt Park
and help decorate the city for
Christmas.
As we enter into this upcoming week of Carrot Festival activities, the City will be ready to
shine once again through the
crowing of our new Carrot Queen
and her Court, and through the
recognition of our "Citizen of the
Year". This will be followed by
the smell of BBQ in the air and
the sound of people chomping
down on some ribs at the Rib
Cook-Off. All of this leading to
a week of fantastic "Carrot
Cooking" for the Carrot Cooking
Contest.
By Monday we will start seeing some of the Midway Carnival
rides arriving and the carnival
will be once again set up for
Thursday's opening.
Saturday will be the 69th
Carrot Festival Parade and
Festival in Holt Park.
Sunday will bring something
new with a Tailgate party and
Cooking Contest on Holt Avenue
and a Beer Garden and Super
Bowl Party at Samaha Park.
Having the Carrot Festival,
Rib Cook-Off and the Super
Bowl all in the same week doesn't happen very often, but
Holtville will be ready to shine
once again for all those that visit
the festivities. I look forward to
seeing all of you during the coming festivities and wish all a great
week.

Worst Songs Of 2015... Or, How Our
Columnist Gets Himself Seriously Hurt!
EVERY SO OFTEN, we
need to express our true passions,
even if that expression has nothing to do with the assigned task at
hand... So, we're going to discuss
the worst pop songs of the last
year instead of what's going on in
Imperial County in the next few
weeks...
Rules are simple: The song
has to be on the year-end
Billboard Top 100 and have a
radio-friendly version that
received enough airplay to reach
our neck of the woods (or dunes
as it were).
DISHONORABLE MENTIONS (or what would have
been #10 - #6 if we had enough
space to expand on any opinions.)
• R. City ft. Adam Levine –
Locked Away: For being a wishywashy song about an unrealistic
circumstance. (Seriously, who
would lock Adam Levine away,
except to stop him from recording more Maroon 5 stuff?)
• Beyoncé – 7-11: For being a
confusing and ultimately awfuldance song from someone who is
otherwise supremely talented.
I’mma let you finish, but “Single
Ladies” this is not.
• Luke Bryan – Kick The
Dust Up: For being the last
example of “Bro Country,” we
hope. Let’s hope this genre rests
in peace for eternity
• Fifth Harmony ft. Kid Ink -
Worth It: For being an awful
example of relationship entitlement (more on that subject later).
• Cool for the Summer –
Demi Lovato: For being a creepy
and cheesy song about same-sex
curiosity that was only a hit in the
summer of 2015 because it had
the word “Summer” in the title.
NOW, THE LIST:
#5: Silento – Watch Me.
I don't have anything against
dance songs, mind you, but this
isn't a dance song. It's a bunch of
other people's dances, mentioned
in repetition during this “song.”
Lyrically, this is the “musical” equivalent of a 3-year old
whining to his mother to watch
him do something he just learned
while she's trying to do something else.
Now, what really made this
song popular was an internet
trend called “Vines,” which are
7-second clips, and Billboard is
now counting YouTube views as
part of their rankings. This
change in policy, more than anything, is what will destroy the
music industry far faster than
piracy and Napster ever could.
The internet is a weird, wonderful place where things like
"Friday" by Rebecca Black can
become big because of how
awful it is. We really don’t need
more of that in our pop music,
though.
#4: Rachel Platten – Fight
Song
Let me state, for the record,
that if this is YOUR fight song,
you're going to lose, lose big, and
get sent home crying, or worse!
Rachel Platten is not so much a
singer and songwriter, but someone her record label is really,
REALLY trying to convince you
is one.
However, what the real problem of this song is that it's so
generic and bland, it's unique and
not in a good way. This is the
sort of song anyone could have
taken and done well with, with
lyrics that could apply to any situation and fit perfectly.
Woke up late for work? "This
is my fight song!"
Stubbed your toe in the shower? "Take back my life song!"
Ran out of change for the
bus? "Prove I'm alright song!"
You get the idea.
This is the easy listening version of Katy Perry's “Roar,” a
very weak "inspirational" anthem
in its own right.
This is the sort of song you'd
expect to hear in the background
of a truck commercial while
some smarmy announcer speed
talks about miles per gallon and
financing options during the
instrumental break.
#3: Taylor Swift ft. Kendrick
Lamar - Bad Blood
If there's one positive about
Taylor Swift, it's that she writes
songs about what she knows.
Unfortunately, it seems that all
she knows is how to be vindictive
after a breakup with a boyfriend
(most of her songs), blast against
her critics (“Shake It Off”) or, in
this case, be catty after a falling
out with a female friend.
“Bad Blood” was supposedly
inspired by a fight between Swift
and another performer (because
someone who writes songs about
breaking up with people would
be a great person to hang out
with). This brand of high schoollevel girl drama is something I'm
not interested in.
You also have a singing style
that is more of constant flow of
crashing waves (dah-dah-dah
duuuh uuuh) that gets exausting
after a while. The video, featuring celebrities playing superhero
in custom fit black spandex,
doesn't help either other than
reinforce the notion that attractive women look good in tight
clothes.
#2: Meghan Trainor - Dear
Future Husband
This song is on the list mostly for it's possible negative cultural impact more than just being
an abysmal song (which it most
certainly is). Now, I'm not an
expert on marriage and relationships but I was under the impression that a successful marriage
involved mutual respect, trust
and understanding.
Unfortunately,
Meghan's
“dear future husband” isn't a
“partner” as much as a combination ATM machine and plastic
doll, having to deal with conditions that border on the psychopathic in order to keep Miss
Trainor happy.
Concepts like “Always apologize, even when she's wrong,”
and “we'll be seeing her family
more than his” are the same kinds
of insanity that plagued western
society in the 1990s and 2000s
through bad sit-coms, magazines
and talk shows.
Stealing/sampling
from
Dion's “Runaround Sue” doesn't
help either.
To anyone who might
become Miss Trainor's “Dear
Future Husband,” I leave you
with this piece of advice: Run.
#1: Charlie Puth Ft. Meghan
Trainor - Marvin Gaye.
Far too many songs about sex
and lust are vulgar and nasty, I'll
admit. This song, however, is
about as stupid and “wonder
bread” as you can get.
These two people give a performance that screams “we know
nothing about this subject” while
the lyrics attempt to turn the
name of the definitive singer on
the subject of sex and lust into a
verb.
This is the modern equivalent
of Pat Boone singing Fats
Domino's “Ain't That A Shame,”
combined with being the weakest
song about sex since “Afternoon
Delight” by the Starlight Vocal
Band. While there is a need for
music for people afraid of their
naughty bits, this is just awful.
Let's not forget the fact that
this song sounds like cheesy,
doo-wop music from the 1950s
rather than the soulful Motown
music style that Marvin Gay
actually sang in. It has more in
common with “Muskrat Love”
from The Captain & Tennille than
Marvin Gaye.
WELL... COME BACK at
the end of February for the best
songs of 2015! If we survive
until then, that is!

Speak Up Imperial Valley Annual Rally Held In Bucklin Park Saturday

Hundreds gathered at
Bucklin Park on Saturday
evening, Jan. 23rd, for Speak
Up Imperial Valley. This
event, sponsored by Real Hope
Center, is held each year at
Bucklin Park in El Centro to
bring abortion awareness to
the community. Each year,
3000 luminaries are lit and
placed in the park, to symbolize the approximately 3000
babies who die each day in this
country by abortion.
Several women gave tes-
timonies of their abortion
experience, and event hosts
Marty and Deby Ellett shared
some abortion statistics.
Amaris Ministries, Real Hope
Center, and WOVEN had
information tables available,
and WOVEN supplied hot
dogs and bottled water to those
in attendance.
This event is held each
year as a wrap up of National
Sanctity of Life week, which
promotes a culture of life and
urges women to choose life for
their unborn children.
SPEAK UP IMPERIAL VALLEY annual Event at Bucklin Park was held on Saturday.

CITY OF HOLTVILLE welcomes five new firefighters to their fire house. Eduardo Ramirez fulltime firefighter, Ricardo Vargas, Bradley Kaufman, Sarah Shellabager, and Britnay Rector will be
reserved firefighters. They were introduced to the City Council at Monday nights meeting. They are
all from Holtville and have graduated from Holtville High School and are continuing to further their
education.

Holtville Emergency Response Team Perform Earthquake Drill

The Holtville emergency
response team performed an
earthquake preparedness drill on
Tuesday morning. The drill is
designed to mimic an actual
emergency. The Holtville Fire
along with the Sheriff and
Holtville Staff all participated in
the drill.
The drill started around 9:00
a.m. with a report of a major
earthquake that hit Holtville hard.
A command post was set up at the
public works yard and radios
started blaring with emergency
calls coming through. The command post starts to direct the
response team to areas that need
immediate assistance.
There were public works
trucks, fire trucks and Sheriff
Vehicle scrambling through the
streets of Holtville. Calls came in
with many damaged structured so
a call was made to the Red Cross
to bring 200 cots. A temporary
shelter was set up at the High
School gym.
During these drills the goal is
to make them as real as if an actual emergency had occurred. At
one point there was a call that
there was a pregnant woman at
AutoZone that had gone into
labor.
The drill lasted for about
three hours and was another suc-

Holtville City Council Passes Urgency
Ordinance On Medical Marijuana.

In an effort to keep local control over Medical Marijuana the
Holtville City Council passed an
Urgency Ordinance imposing a
Temporary Moratorium on the
Commercial and Industrial
Cultivation, Processing and
Distribution
of
Medical
Marijuana in the City Pending
the Completion of Studies and
the Preparation of an update to
the City's zoning code.
The
California
State
Legislature adopted a series of
bill called the Medical Marijuana
Regulation and Safety Act that
were signed into law on October
9, 2015. The Act went into effect
on January 1, 2016 and set up a
State licensing process for commercial medical marijuana uses
while protection local control by
requiring that all such businesses
acquire a local license or permit
to operate in addition to a State
license. Cities are allowed to
completely prohibit commercial
medical marijuana activities.
Cities are required to take local
action on this issue by March 1,
2016, or State law will become
the sole authority.
This moratorium will keep
local control to the city and will
allow for proper studies to be performed along with preparing for
updates to the city's zoning code.
Holtville has joined Brawley
and Imperial in imposing this
moratorium on medical marijuana
means paying off the debt owed and
starting over with a completely new
loan. Refinancing comes with various fees and can cost between 3 and
6 percent of the loan's principal.
• Home equity loans and lines of
credit: Both of these options are commonly referred to as second mortgages. When homeowners apply for
home equity loans or lines of credit,
they are borrowing against the equity
value in their homes. A home equity

The Calexico Bulldogs traveled to the North county to face
the Brawley Wildcats in an
Imperial Valley League contest
last Friday, January 22. After
four quarters, the Bulldogs left
Brawley with a dominant 59-47
win, having maintained the lead
at the end of every period.
Leading the Bulldog scorers
was junior Cody Robinson, who
had 20 points along with eight
rebounds, three assists and two
steals. Helping Robinson was
junior Frank Moreno III, who had
16 points three rebounds, three
assists and two steals.
In all, Calexico had seven
scorers in the winning effort,
including Elliot Garcia, Alex
Moedano, Gerado Tover, Robert
Munoz and Alex Rivera.
Brawley’s lead scorer was
senior Kyle Keldsen who earned
12 points from four 3-pointers for
the Wildcats along with five
rebounds, two assists and two
steals. Aiding Keldsen was junior Adalberto Lopez, who had ten
points, ten rebounds, one assist
