These dwellings are accessed via Lammas Court which is perpendicular to St Leonards Road with an east to west alignment. 1.4 The present application relates to the remaining section of the club (D1/D2 use class) and comprises a site area of approximately 179sqm. The site benefits from a primary frontage and pedestrian entrance at St. Leonards Road. No on-site car parking is provided. 1.5 The development proposals seek to demolish the building and provide 5 apartments (4no. 1 bedroom and 1no. 2 bedroom). No on-site parking will be provided, as per the existing situation. 1.6 This report has been produced to demonstrate to the Royal Borough Windsor and Maidenhead Council and its Committee Members that highways and transportation matters have been appropriately considered. 1.7 This report is divided into the following sections: Site Location and Existing Conditions; Development Proposals; Trip Generation Assessment; and Summary and Conclusions. Page 1 Windsor Ex-Services and Social Club 107 St Leonards Road, Windsor Transport Statement 2 Site Location and Existing Conditions 2.1 This Section considers the site location and an overview of the accessibility to the local transport infrastructure, subdivided as follows: Existing Site Description; Existing Access Arrangements; Local Public Transport Infrastructure; Local Pedestrian and Cycle Infrastructure; Adjacent Highway Network; and Accessibility Summary. Existing Site Description 2.2 The site comprises 107 St Leonards Road which is located within the Royal Borough of Windsor and Maidenhead. 2.3 The existing building is the former Windsor ex-services and social club. 2.4 Windsor town centre is located approximately 650m to the north of the site. Existing Access Arrangements 2.5 There are no vehicle crossovers associated with the site. 2.6 Pedestrian access is achievable via two gates along the western boundary of the exservices club on to St Leonards Road. Local Public Transport Infrastructure Bus Accessibility 2.7 There are 4 bus services (01, 6, 16, and 16A) located approximately 500m north of the development on Charles Street which provide onward access to locations such as Ascot and Maidenhead Town Centre. This stop provides shelter, street lighting and real time information. 2.8 Service 01 runs up to a maximum of every 60 minutes across peak weekday and weekend periods. 2.9 Services 6, 16 and 16A run interchangeably and have a peak frequency of up to every 30 minutes on weekdays and weekends. Page 2 Windsor Ex-Services and Social Club 107 St Leonards Road, Windsor Transport Statement 2.10 There is one further regular bus service (702) situated approximately 500m south of the site along St Leonards Road which provide access to Ascot, Slough and London. This stop provides a shelter and street lighting. 2.11 This service runs up to a maximum of every 60 minutes across peak periods on both a weekday and a weekend. 2.12 The distance of these stops equates to approximately 6 minutes (assuming a comfortable walking speed of 80m/minute or a 2 minute cycle assuming a comfortable cycle speed of 260m/minute). 2.13 Therefore the site is considered to be sustainably located in a local context, providing the opportunity for site users to travel via other modes of transport as opposed to in a private vehicle. Rail Accessibility 2.14 Figure 2.1 sets out a 10 minute walking isochrone from Windsor and Eton Central Station showing that the site is located approximately 800m south of the railway. This would also equate to an estimated cycle time of 3 minutes. Page 4 Windsor Ex-Services and Social Club 107 St Leonards Road, Windsor Transport Statement 2.16 Alternatively, Windsor and Eton Riverside station, located approximately 1.25km to the northeast of the site (16 minute walk/5 minute cycle), provides access to London Waterloo up to every 30 minutes on both a weekday and a weekend. 2.17 Therefore, the possibility of future residents using public transport as part of a daily commute is a feasible option and considered to help in the promotion of using more sustainable modes of travel. Local Pedestrian and Cycle Infrastructure 2.18 The site benefits from immediate access to the pedestrian infrastructure via St Leonards Road. 2.19 St Leonards Road benefits from regular street lighting and footways on either side of the carriageway. 2.20 Tactile paving and dropped kerbs are present at all priority junctions along St Leonards Road between Osbourne Road (A308) to the south and Clarence Road to the north. This improves the permeability throughout the local area. 2.21 A signalised pedestrian crossing is located at the northern end of St Leonards Road with dropped kerbs to aid in crossing the road and providing onward access to the town centre and public transport facilities available in the local area. Adjacent Highway Network 2.22 The site is bound to the north by Lammas Court and to the west by St Leonards Road. 2.23 There are no loading restrictions present adjacent to the site along either Lammas Court or St Leonards Road. 2.24 Both Lammas Court and St Leonards Road have speed restrictions of 30mph. Accessibility Summary 2.25 In summary, it can be seen that: The site benefits from access to numerous bus and rail services which can be reached within a 15 minute walk or a 5 minute cycle; The site benefits from immediate access to the highway, cycle and pedestrian infrastructure; No loading restrictions are present adjacent to the site along either Lammas Court or St Leonards Road. Page 5 Windsor Ex-Services and Social Club 107 St Leonards Road, Windsor Transport Statement 3 Development Proposals 3.1 This section sets out the detail of the proposed development and in particular considers the transport planning specifics incorporated within the scheme. This review is subdivided as follows: Proposed Schedule of Accommodation; Site Layout and Access Arrangement; Parking Provision; Parking Survey Results; Servicing & Refuse Collection Arrangement; and Development Summary. Proposed Schedule of Accommodation 3.2 The development proposals comprise 5 residential dwellings (4no. 1 bedroom, 1no. 2 bedroom), split across 3 floors. Site Layout and Access Arrangement 3.3 The proposed site layout is provided at Appendix A. 3.4 There are 3 pedestrian access points along the western boundary of the site. 3.5 Flat 2 utilises the most northern access onto St Leonards Road and is separated from the remaining units. 3.6 The remaining 4 units can be accessed via the central entrance door which provides access to a stair core for the upper floors. 3.7 Cycle storage will be accessed via the third door at the southwestern corner of the development. Parking Provision Car Parking 3.8 The proposed residential parking arrangement has been designed in accordance with the Royal Borough of Windsor and Maidenhead (RBWM) parking standards, as set out within the Local Plan (2004) and summarised within Table 3.1. Given the good accessibility of the site, a lower maximum threshold has been applied, as per the Council’s planning guidance. Page 6 Windsor Ex-Services and Social Club 107 St Leonards Road, Windsor Transport Statement Car Parking Standard Maximum Number of Parking Type of Dwelling Spaces 1-bedroom unit 0.5 spaces per dwelling (4 dwellings) (2 spaces) 2-bedroom unit 1 space per unit (1 dwelling) (1 space) Proposed Car Parking 0 Table 3.1: RBWM Parking Standards & Proposed Provision 3.9 Given that the proposals include no dedicated car parking spaces, the development is considered to accord with maximum standards. 3.10 To provide an indication of the potential car ownership, the 2011 National Census database has been interrogated for the Windsor/Eton area and a growth up factor has been applied to take account of any future changing trends in car ownership levels for apartments/flats. 3.11 A copy of the Census output is contained within Appendix B and demonstrates a typical car ownership in 2020 (estimated year of opening) of 0.927 vehicles per dwelling throughout the local area. 3.12 Therefore, the development proposals could give rise to a demand of 5 cars, which is considered to be a nominal amount. Parking Survey Results 3.13 In order to understand the current parking demand in the area, a parking beat survey was commissioned and undertaken by Tracsis on Tuesday 1st December 2015. 3.14 The results identified a total capacity of 235 car spaces within 200m of the site. These were either unrestricted, residents’ only, perpendicular parking or shared use bays. The surveys identified that there were a minimum of 31 spare parking spaces available overnight, with 67 available during the course of the day. 3.15 Consequently it is considered that any potential on-street parking demand arising from the scheme is unlikely to cause any detriment to the local highway. 3.16 A full copy of the survey results are contained in Appendix C. Cycle Parking 3.17 As per RBWM’s guidance, in blocks of flats a proportion of secure cycle parking will be required and will be calculated on a case specific basis. Page 7 Windsor Ex-Services and Social Club 107 St Leonards Road, Windsor Transport Statement 3.18 5 cycle bays will be provided at ground floor level and will be both secure and covered which is considered appropriate for 5 dwellings. This equates to one cycle bay per dwelling across the entire development. Servicing and Refuse Collection Arrangement 3.19 The refuse and recycling point is located at ground floor level at the southwest corner of the development. The distance between the refuse storage area and the kerbside is less than 10m which is considered acceptable. 3.20 The surrounding residential properties along St Leonards Road and Lammas Court also benefit from kerbside refuse collection. 3.21 Kerbside collection and on-street servicing is therefore considered appropriate for the proposed residential development and continues the situation as existing. Development Summary 3.22 In summary it can be seen that: The proposals comprise the demolition of the remaining former Windsor ex-services and social club followed by the construction of 5 apartments, comprising 4no. 1 bedroom and 1no. 2 bedroom units; The proposals do not provide any on-site car parking; There are 5 cycle bays located at ground floor level, equating to one bay per dwelling; and Servicing and deliveries will continue to operate at kerbside as per the existing situation. Page 8 Windsor Ex-Services and Social Club 107 St Leonards Road, Windsor Transport Statement 4 Trip Generation Assessment 4.1 This section considers the potential trips likely to be generated by the proposed development, which is subdivided as follows: Trip Assessment Methodology; Proposed Residential Development Trip Generation; Extant Use Trip Generation; Deliveries; and Trip Generation Summary. Trip Assessment Methodology 4.2 In order to provide a robust assessment, this Transport Statement considers all trips associated with the residential dwellings to be new to the network. 4.3 The multi-modal trip generation associated with the former and proposed uses has been assessed using the TRICS (Trip Rate Information Computer System) database, which is a widely adopted and utilised program for calculating trip rates associated with development. 4.4 The assessment considers the potential trip generation during the critical weekday morning (08:00-09:00) and evening peak periods (17:00-18:00) when baseline network demand on public transport and the surrounding highway infrastructure is likely to be at its highest. 4.5 Sites have been selected from the TRICS database that closely match the conditions are present at the application site. 4.6 The TRICS site selection is summarised below with outputs provided at Appendix D. Residential Site Selection Criteria: Located within England except Greater London; Located in a suburban location; Up to 50 dwellings; and Surveyed on a weekday between 2007 - 2015. Extant Use Trip Generation 4.11 Notwithstanding the minimal number of trips associated with the residential dwellings, for completeness a TRICS assessment has also been carried out for former social club, modelled here as a community centre given the site’s use D1/D2 use class. 4.12 The TRICS site selection is summarised below with outputs provided at Appendix E. Community Centre Site Selection Criteria: 4.13 Located within England except Greater London; Located in an edge of town centre/suburban location; Up to 1000sqm; and Surveyed on a weekday between 2007 - 2015. Deliveries 4.16 Deliveries are likely to consist of smaller parcel couriers and online shopping vehicles which will amount to less than 1 vehicle per day. This is therefore not seen as a detrimental factor to highway safety or capacity and the vehicles are already likely to be in operation on the surrounding network. Trip Generation Summary 4.17 In summary it can be seen that: There is likely to be no material impact on the local highway network in both terms of safety and capacity.
