Jefferson County: “The Fastest
Growing County In New York State”
Welcome to Watertown, NY, at the
heart of Jefferson County and home to
Tug Hill Construction. We hope that this
guide will give you a taste of the many
possibilities at your fingertips.
The Greater Watertown area is an ideal
place to live and to work. Located in
northern New York State, we are proud of our lush farmlands, miles of waterfront and acres of forests, quaint villages, a booming commercial center, and of course, Fort Drum, home to the 10th Mountain Division, one of
the most deployed divisions in the Army. Watertown is also close to the
Adirondack Park, a six million acre outdoor wonderland and part of the
Thousand Islands Region.
Named the "Fastest Growing County in New York State” by New York State
Economic Development, Jefferson County is experiencing an unparalleled
economic boom as a result of the expansion at Fort Drum, for which the
Department of the Army has budgeted $1 billion. Evidence of this growth
includes:
• The population growing by 5% in the past two years
• Housing starts are up 18%
• Retail, service and hospitality sectors are growing proportionately
• The unemployment rate (county) of 6.8% as of January 2007
It's an exciting time to be here, especially for those living in the county or
relocating to the area!

About Watertown, NY
Settled in 1800 and incorporated in
1869, Watertown is the Jefferson
County seat. At 26,000 residents, it
is a small but regionally important
city with a strong 19th century architectural flavor. The
County also has 20 villages that provide opportunities
for small town living, with restaurants, retail shops, and
quiet neighborhoods.
Watertown is the commercial hub of Jefferson County,
and is home to nationally recognized
manufacturing facilities like the "Little
Trees" Car Fresheners. There are numerous national retailers and restaurant chains
here, as well as many quaint shops and
boutiques found throughout the county.
We also have old fashioned drive-in movie theaters, local music festivals, Class IV river rafting
and world class kayaking on the Black River, a
beautifully modern zoo, local and state parks,
downhill and cross-country skiing, snowmobiling,
golf, and water, water, everywhere.
The growth at Fort Drum has helped bring diversity to the area, and is the catalyst of our
economic engine. The area has many fine
schools, safe neighborhoods in which to raise
families, affordable housing for any taste, and a
variety of job opportunities.
The Watertown Community supports the Fort Drum soldiers and
their families with programs like
Adopt-a-10th Mountain Platoon
and our signature Yellow Ribbon
events, and the blend of the military and civilian communities
makes the Greater Watertown
Area one of the best places to
live in the country.
6
The Community of Jefferson County
The Greater Watertown area has so much to offer, including
hundreds of miles of shoreline, thousands of acres of forests, quaint villages and a booming commercial center.
Because Jefferson County is in the heart of the 1000 Islands Region it has something to offer everyone.
Outdoor recreation is our niche. Lake Ontario, one of
the largest freshwater lakes in the world, and the St
Lawrence River/Seaway, an 800 mile river that connects
the Great Lakes to the Atlantic Ocean, serve as the
western and northern boundaries of Jefferson County respectively. Those waters, combined with the flat and whitewater of the Black River, the pristine Indian Lakes Region,
and
scores of streams and
ponds provide some of the best fishing, boating
and sailing, canoeing, kayaking, swimming,
scuba diving and whitewater rafting in the world.
Along with all of the warm weather activities,
winter brings the snow - which means snowmobiling, downhill skiing, cross-country skiing,
snowshoeing, ice fishing, skating, and hunting
for those who love the crisp clean air of the winter months. The Tug Hill Plateau, known for the
lake-effect snows that blow in off Lake Ontario,
lies in the southern part of the county. Tug Hill is
known for the number of feet -- not inches -- of snow that falls throughout the season, and is the winter sports enthusiast's playground.
Museums and historic points of interest abound throughout the county, from the 1812
Battlefield in Sackets Harbor to Boldt Castle and Millionaire's Row in the 1000 Islands.
The Antique Boat Museum, the Clayton Opera House, and the Jefferson County Historical Society are just a few of the sites
open to the public.
Jefferson County is the home to Fort Drum
and the 10th Mountain Division, one of the
Army's most deployed divisions. Expansion
at Fort Drum has triggered an economic
boom in the area, with new stores, restaurants and lodging facilities in its wake. A
population jump of 6,000 new residents has
brought diversity and a sense of excitement
to the North Country.
Unparalleled outdoor recreation, world renowned attractions, historic sites, nationally
recognized museums, fine restaurants, quaint villages and exciting shopping combine
to make the Greater Watertown area a great place to work and to live.
7
Recreational & Historical Areas Around Watertown
With four distinct seasons there is something fun to do every
month of the year in close proximity to Watertown. Lake Ontario is our western boundary, the St Lawrence River/1000 Islands our northern, and the Tug Hill Plateau our southern, resulting in a county where water sports and outdoor recreation
flourish. There are also many historical sites to visit for education and enjoyment.
A few of the areas around Watertown include:
•

The Tug Hill Region
Alexandria Bay
Sackets Harbor

The Adirondacks
8
Welcome to The Tug Hill Region
Tug Hill Plateau is a remote section of upstate New York located a short drive south of Watertown, between the east end of Lake Ontario and the Adirondack Mountains.
Comprised of the southern Jefferson, eastern Oswego, western Lewis and northern Oneida counties, this area is popular in the winter for snowmobiling and skiing due to
its large snowfalls that come off of Lake Ontario, in the spring and summer
for its numerous trout streams and back roads used for hiking and mountain biking, and its abundance of large and small game make hunting in the
area enjoyable in the fall. The area contains many large parcels of state
land totaling approximately 27,000 acres which are open to the public for
many recreational uses.
Tug Hill 6 Point
The region surrounding the Tug Hill Plateau contains numerous attractions and recreational opportunities nestled in its many small villages and hamlets. You will find
antique shops, flea markets, handmade furniture, gifts and crafts, fishing and hunting guide services, miles of snowmobile trails, restaurants, lodging, bed and breakfasts, campgrounds, boating, canoeing, both down hill and cross-country skiing, pure maple syrup products, numerous
roadside produce stands and much more.
To the north Watertown leads into the 1000 Island Region of the St. Lawrence River. Heading east to the Black River valley is the city of Carthage
and the village of Lowville. This area is very picturesque with its many dairy
farms.
To the south is Oneida Lake, famous for its walleye fishing both in the
summer and through the ice, is popular for summer water sports.
Salmon River Falls
Redfield Reservoir
To the west, Lake Ontario, from Mexico Bay on the south east corner of
the lake to Sackets and Henderson Harbors is renowned for its sport fishing including salmon, trout, bass and walleye along with numerous panfish. The Fort at Sackets Harbor is a famous reminder of the War of 1812.
The salmon and steelhead runs in the Salmon River flowing through Pulaski and Altmar are world famous and draw fisherman from around the
world. There is abundant lodging and restaurants along the lake as well
as state and private campgrounds, boat launches and marinas.
The eastern portion of the region is bounded by the Black River Valley south to Boonville.
The River has numerous public launch areas and contains good populations
of bass, walleye, northern pike and panfish. Many portions of the river contain slow meandering lazy water and make for enjoyable canoeing. The
remnants of the old Erie Canal systems still are present when traveling
through this area. East of the Valley leads into the foothills of the Adirondacks. South of Boonville lies the City of Rome, an important point before
the Erie Canal when the boats were brought up the Mohawk River from the
Hudson River and transferred to Wood Creek to allow travel through Oneida
Lake to the Great Lakes. Fort Stanwix, which remains today, was located at
Spring Turkeys
this spot to protect this important transfer point.

Alexandria Bay
The waters guide you to a place of
year-round beauty and a sportsman’s
paradise. Of the 1,860 islands that dot
the St. Lawrence River and comprise
the 1000 Islands Region, many of the
most amazing can be found in and surrounding Alexandria Bay. Nestled on
Heart Island (the island is so named for
its heart shape) is the legendary Boldt
Castle. Boldt Castle was built by a husband for his wife in the late 1800’s and
has a romantic yet tragic story. Just a
short 10 miles upriver, Singer Castle,
also built in the late 1800’s, is where
mystery and beauty meet the river. In
between the two castles is Millionaire’s
Row whose island homes reflect the
opulence and individuality of an era
gone by. Guided by two lighthouses,
the seaway is active with trade in the
early April to late December season as
is shown by the large tankers that majestically travel past the bay.
Alexandria Bay has become the true family vacation destination offering something
for every member of the family. Two boat tour companies offer shuttles to Boldt
Castle and extended touring including lunch and dinner cruises. There are limited
tours to Casablanca on Cherry Island and tours of Singer Castle. For those romantics planning a wedding, Boldt Castle and
Singer Castle offer settings for beautiful island weddings, as do many mainland locations.
The St. Lawrence River offers world class
fishing, as recent national publication noting
Alexandria Bay as one of the top 10 fishing
locations in the U.S., dishing up offerings of
Northern Pike and Walleye in May, and Black
bass from late June to November. The time
to catch the mighty Muskie is from July to
December, but don’t forget ice fishing in the
winter months. Alexandria Bay has become a golfer’s paradise with 32 courses in
the 1000 Islands Region, with 8 courses within 15 miles of the Bay. The varied
depths and clear waters, as well as a rich history of water commerce have drawn
thousands to the area to enjoy scuba diving. Boaters find miles and miles of scenic
boating along the St. Lawrence.
10
Sackets Harbor
A charming community nestled on the
shores of Lake Ontario and the beautiful
Black River Bay, this village offers the Sackets Harbor Battlefield State Historic Site
(which played an historic part in the War of
1812), Madison Barracks, the Seaway Trail
Discovery Center, Lake Ontario Playhouse,
concerts on the waterfront, Old McDonald’s
Farm, shopping in a variety of specialty
stores along West Main Street, excellent dining in local restaurants (indoors and out),
nearby Westcott Beach State Park, and so
much more...
11
Clayton
The Clayton area is known as the cultural center of the 1000 Islands, boasting three museums, a waterfront
concert series every summer, and seasonal theater in the village's turn-of-the-century opera house.
The Antique Boat Museum, “America’s freshwater boating museum…the finest collection of antique boats in
the world,” according to Joseph Gribbins of Nautical Quarterly Magazine. This Mary Street Museum houses
the largest collection of freshwater antique boats and engines in the nation. Visitors can stroll amidst the
Museum’s priceless collection of over 200 boats. If you have a little more time, why not enjoy a speedboat
ride and enjoy a first hand look in yesteryear’s fast lane, or take up the oars yourself in a wooden skiff and
explore the shoreline of Clayton. The Antique Boat Museum hosts a number of activities throughout the
summer, including the oldest antique boat show and auction in the country that draws exhibitors and visitors from around the world. The museum also offers boat building classes for adults and entertaining educational programs for children. Before you leave make sure you check out the exciting new gift shop “River
Memories” and pick up a keepsake for your own river memories.
The Handweaving Museum and Arts Center, located in a historic village building on John Street, brings the
visual arts alive in the 1000 Islands through art instruction and exhibits. The Arts Center also offers fun and
exciting classes for all ages throughout the year. Learn to draw, paint, build rustic furniture, or work with
clay during one of their dozens of art and craft classes. Tour their gallery of ever changing exhibits such as
“Along The River’s Edge” that showcases the work of area artists or pieces from the museum’s permanent
collection of hand-woven textiles and rare spinning and weaving tools. Visit their gift shop featuring the
work of area artisans, books, and craft kits. The Handweaving Museum hosts special events throughout the
year including the Antique Show & Sale, Annual Craft Show, as well as Elderhostel programs.
Just around the corner on James Street is the Thousand Islands Museum. The TI Museum is famous for decoys, muskies and the rich heritage of river life. The Museum gallery offers a history of life along the St.
Lawrence River from yesteryear and a new archival library is open to the public to research river heritage.
You can also learn more about Clayton’s colorful past at the popular “History at Noon” programs. In the
“Yesterday’s Memories” Gift Shop make sure to check out the St. Lawrence Tartan, the museum’s trademark. The greens represent the cedars
along the shore, the blues are the
shades of the St. Lawrence River, and
the red signifies the sunset over the islands. Also in the gift shop you will find a
broad selection of gifts and souvenirs.
Annually the Museum hosts the Decoy &
Wildlife Art Show & Auction. The show
includes hunting decoy contests as well
as an auction. Works of art by wellknown artists from all of the United
States and Canada are displayed for purchase.
The Clayton Opera House located on Riverside Drive was once the center of village cultural life, and host to famous entertainers from around the world. Today,
volunteers are returning the building to
its former glory, and visitors can once again enjoy seasonal performances including plays and variety shows
in this magnificent structure. The natural beauty of the St. Lawrence River has inspired artists for centuries,
so its no wonder that Clayton is home to a number of galleries. Visit the Winged Bull Studio or the St. Lawrence River Art Gallery. Corbin’s River Heritage Shop houses a huge collection of historical photographs and
books of the 1000 Islands. Whether your taste runs to watercolor paintings or period photographs, you’re
certain to find something you’ll love.
Summer sunsets provide a breathtaking backdrop for Clayton’s Waterfront concerts at Frink Park on Riverside Drive any Thursday night in summer. Jazz, brass ensembles, military, country, and contemporary music are features at these popular evening events. There may be a tall ship or navy vessel docked right there
as ships travel to Clayton throughout the summer.
