Welcome
Welcome to the 130th annual meeting of the New
Mexico Medical Society House of Delegates. I'm
very excited about this year's annual meeting on
May 12-14, 2016 at the Society's headquarters
located at 316 Osuna Road NE, Suite 501 in
Albuquerque.
Thursday, May 12th is the quarterly Council meeting
at 12:15 p.m. which is open to all NMMS members.
Friday, May 13th kicks off the annual meeting at
7:45 a.m., with breakfast and registration. The
official call to order for the first House of
Delegates is at 8:30 a.m. Upon adjournment of the
House, reference committees will meet to discuss
the activities of the past year and debate on resolutions being introduced this year.
A continuing medical education program fills the
schedule for Friday afternoon. A line-up of expert presenters will focus on timely and relevant
concerns regarding illness and health in a migratory world.
An enjoyable evening awaits colleagues and their families at the presidential reception and
buffet dinner at the ABQ BioPark Zoo from 5:30-8:00 p.m. There is no charge for the event
and dinner is provided — an RSVP by May 6th is required; parties are limited to ten (10)
guests.
Saturday, May 14th, brings everyone back together for the second House of Delegates.
Breakfast will be available at 8:15 a.m., and the meeting will be called to order at 9:00 a.m.
Business includes officer elections, voting on reports and motions, and the Presidential
address by William Ritchie MD.
Please don't miss this opportunity to chart the course of the Medical Society and to visit with
your peers and their families from around the state.
I feel confident it will be a great meeting! Your attendance and participation are important
to the Medical Society's continued success.

Speakers
Ambassador Chase Untermeyer
Mr. Untermeyer is an international business consultant since returning in
2007 from Qatar, where he served three years as United States ambassador
on appointment of President George W. Bush. Ambassador Untermeyer has
held both elected and appointed office at all four levels of government —
local, state, national, and international — over a 40-year period, with work in
journalism, academia, and business. In 1976, he was elected to the first of two
terms as a member of the Texas House of Representatives and left the
Legislature in 1981 to go to Washington as executive assistant to then-Vice President Bush. Three
years later, President Reagan appointed him Assistant Secretary of the Navy for Manpower &
Reserve Affairs. When George Bush became president in 1989, Mr. Untermeyer returned to the
White House as Director of Presidential Personnel. In 1991, President Bush appointed him
Director of the Voice of America, the overseas broadcasting arm of the US government, where he
served until the end of the Bush Administration in 1993. Ambassador Untermeyer is a member of
the Council on Foreign Relations, on the board of the Episcopal Health Foundation, and his memoirs of the Reagan and first Bush administrations include When Things Went Right (2013) and Inside
Reagan's Navy (2015).
Kenneth Mattox MD, FACS
Dr. Mattox is Distinguished Service Professor in the Department of Surgery at
Baylor College of Medicine, and he is Chief of Staff and Chief of Surgery at
Ben Taub General Hospital. He has served there since 1973, having been
instrumental in developing both the General Hospital Emergency Center and
the Trauma Center. His reputation as an innovator in trauma care is worldwide. He has made original and significant contributions in trauma resuscitation,
trauma systems, thoracic trauma, vascular injury, auto transfusion, complex
abdominal trauma and multi-system trauma. His research in preoperative fluid restriction for penetrating trauma shook the foundation of surgical doctrine in this area. Dr. Mattox is a renowned
author of more than 600 articles, of internationally successful textbooks including Trauma and Top
Knife, and he is co-editor of Sabiston Textbook of Surgery. He recently concluded his service as
Second Vice President of the American College of Surgeons, and has served as an officer in numerous
trauma and surgical professional organizations. Dr. Mattox is a graduate of Clovis High School.
Michael Landen MD, MPH
Dr. Landen is the State Epidemiologist with the New Mexico Department of
Health. His principal areas of professional interest include tribal epidemiology, substance abuse epidemiology, and injury prevention. He has worked as a
family physician and clinical director for the Indian Health Service in Arizona
and New Mexico, and as a volunteer physician in Belize. In 1995, he began
work with the Centers for Disease Control and Prevention as an Epidemic
Intelligence Service officer assigned to the Alaska Department of Health and
Social Services. Dr. Landen has been with the New Mexico Department of Health since 1997.

Speakers
Melissa Finley DVM, PhD
Dr. Finley is a principal member of the Technical Staff in the International
Biological and Chemical Threat Reduction Program at Sandia National
Laboratories. Her work focuses on development and implementation of
strategic and sustainable biological risk reduction programs in Afghanistan
and Iraq. She has traveled extensively to both countries and works closely with
government partners to build comprehensive biosecurity programs through
the enhancement of laboratory security and safety, improved diagnostic methods, and strengthening veterinary sectors. Dr. Finley developed a veterinary initiative to support biological risk reduction through enhancing core capabilities, promoting early detection and bio-surveillance, and establishing national disease control policies.
Andrew W. Gurman MD
Dr. Gurman is an orthopaedic hand surgeon in solo practice from Altoona,
Pa., and president-elect of the American Medical Association. Dr. Gurman
served as Speaker and Vice-Speaker of the AMA House of Delegates from
2007-2015. He has been a member of the Pennsylvania delegation for 20 years,
and previously served as the speaker and vice speaker of the Pennsylvania
Medical Society (PAMED) House of Delegates. He was also a member of its
board of trustees and executive board, and presided over the reorganization of
the PAMED House of Delegates meeting and streamlined its business. He twice served as chairman
of PAMPAC, the political action committee of PAMED, and has served as a key congressional contact for PAMED. Dr. Gurman has also served on the American Society for Surgery of the Hand's
council on governmental relations.

Community Service Award
Matthew T. deKay MD
Matthew deKay MD received his medical degree from the University of Colorado in 1990
and completed a residency in Family Medicine in Denver. In 1995, after moving with his family to Farmington and establishing his medical practice, Dr. deKay made his presence known
to the Four Corners community. He became an active member of St. Mary's Roman Catholic
Church and has participated in various other volunteer activities including coaching youth
wrestling and being a board member of Catholic Charities. There he became acquainted with
the significant problem of homelessness in San Juan County.
In 2009 Dr. deKay, and his wife Jeanette, had a vision to help the homeless in Farmington.
They established a nonprofit foundation, Four Corners Foundation [http://fourcornersfoundation.org ], to fund the building of a safe, welcoming, emergency and transitional facility to
address San Juan County homeless needs. Five years later that original need has been met
with the opening of A P.A.T.H. HOME, a campus that houses up to 72 people, including many
children, with twelve apartments for transitional living and an on-going healthcare clinic for
residents. The project cost over $4,000,000. The deKays have been the driving force behind
the fundraising and completion of the project.
The Four Corners Foundation has helped a number of other organizations in the area with
financial support and continues to explore other opportunities to help the most vulnerable of
San Juan County.
The deKays are parents of four children. Along with a busy medical practice and family commitments, it is truly amazing how much Dr. deKay gives of himself. He exemplifies what it
means to be involved in the community and New Mexico Medical Society is honored to
award him the 2016 Community Service Award.

2016 Legislative
Achievement Award
The New Mexico Medical Society is pleased to recognize
Senator Stuart Ingle (R-27) and Representative Terry
McMillan MD (R-37) with the 2016 New Mexico Medical
Society Legislative Achievement Award for their outstanding work protecting healthcare in New Mexico. In 2016,
Sen. Ingle and Rep. McMillan carried SB-121 and HB-270
to assure access to care for New Mexico citizens needing
medical treatment out of state. In 2015, Sen. Ingle successfully sponsored SB-325 in the Senate and Rep. McMillan
carried the bill in the House. SB-325, a NMMS priority
bill, declares a non-compete provision void in a physician
employment contract.
Senator Stuart Ingle
New Mexico always has and probably always will depend on
patients receiving health care across state lines and HB-270
assures that New Mexicans will have greater access to safe,
timely and affordable medical care. HB-270 was a compromise measure with which New Mexico Medical Society, New
Mexico Hospital Association, New Mexico Trial Lawyers
Association, Texas Medical Association, Texas Alliance for
Patient Access, and many other organizations agreed.
Texas doctors will continue to receive a full range of liability
protections even when treating New Mexico patients. That
issue was in doubt until the New Mexico Legislature, following the guidance of Rep. McMillan and Sen. Ingle, and Representative Terry McMillan MD
Governor Susana Martinez took decisive action. Texas doctors and hospitals had expressed a reluctance to treat visiting New Mexico patients following a New Mexico court ruling that questioned where and under whose state laws a suit can
be filed if an alleged medical mishap occurs. That case, Montano v. Frezza, will be heard
later this year by the New Mexico Supreme Court.
HB-270 makes it clear that New Mexico public policy favors enforcing contractual agreements and recognizes the validity of Texas doctors and hospitals to enter into contractual agreements with their visiting patients from New Mexico. It enables New Mexico
patients to continue to receive specialized care that may be more accessible in a neighboring state.
On behalf of Medicine and patients in the state, the New Mexico Medical Society
expresses gratitude to Sen. Ingle and Rep. McMillan for their exceptional leadership,
tenacity, and integrity.
