MINUTES OF THE REGULAR CITY OF HARVEY COUNCIL MEETING MONDAY - JUNE l3,20ll - 7:00 P.M. The meeting of the regular City of Harvey Council meeting was called to order by Mayor Eric Kellogg at 7:07 p.m. Mayor Kellogg asked City Clerk- Nancy Clark to call the roll of Council members. Present were Alderwoman Shirley Drewenski, Aldermen Joseph Whittington, Daryl crudup, Michael Bowens, Donald Nesbit, Keith price and Mayor Keilogg. The invocation was given by Rev. Jackson and Mayor Eric Kellogg led the Pledge Allegiance. of PRESENTATIONS: Citizens Financial Bank Mr. Thomas Prisby Chairman - CEO of Citizens Financial Bank located at 154th & Turlington presented Mayor Kellogg with Resolution that reads: Whereas, Citizens Financial Bank acknowledges and appreciates the outpouring of support and cooperation of Mayor Eric J. Kellogg and the City of Harvey. Whereas, Aldermen Michael Bowens, Daryl Crudup, Charles Givines, Donald Nesbit, Keith Price, and Joseph Whittington. In addition Nancy Clark -City Clerk and Gloria Morningstar-Treasurer have worked diligently on behalf of Citizens Financial Bank in building it's new branch office to better serve the community and ; Whereas, the Department of Planning and Development, the city of Harvey Fire Department, Department of Public works, the city police Department have provided continual supporl and direction and; Whereas, the City of Harvey is a true business partner and a friend of Citizens Finical Bank and Whereas the City has exhibited its commitment to business accomplishment and development : Now therefore be it Resolved that the Board of directors of citizens Financial Bank ,hereby, acknowledge the support of the City of Harvey, and present this resolution as a sign of acknowledgement and appreciation signed by all the members of the board. Mr. Al Ronan & Associates Ltd. stated that we are here this evening concerning some of the ideas they would like to bring forth to try help this wonderful community. We work together on a number of issues in a number of municipalities around the State of lllinois. Our focus is to bring additional resources to your community. To work with your Elected Official down in Springfield all the way to the Govemors office to the members of the General Assembly and various department heads down there to bring additional resources to your community. One of the toughest jobs that a municipal government faces today is capitol funding projects. We have been very successful on behalf of a number of communities joining with me are former representative Anthony Young a former Circuit Judge, Paul Williams and we will works as team. Our job is to make sure that that money gets released. We also provide a several legal services Auditing services, utility audits, red light camera program is something long over due in this community. We try to help you find non tax dollars this is an opportunity to improve your streets. Attomey Lewis will get information on the Ronan & Associates and bring the agreement back to the council. Redliners Chicago Premier Motorcycle Club came to offer their volunteer services to give back in the City of Harvey. Parents with a Purpose organization gave a brief presentation on their purpose to help the citizens of the City of Harvey. CITY CLERK'S REPORT: City Clerk, Nancy Clark good evening everyone! She has couple of announcements that Mayor Kellogg will be sponsoring a city wide clean up "Restoring Pride in our Community" on Saturday - June 18,2011 starting at 9:00 a.m. until 4:00 p.m., The City of Harvey will be sponsoring a Landlord Licensing Seminar " Crime Free Housing" will be held on Wednesday -July 20,2011 at 10:00 am. or Thursday - July 21,2011 at 6:00 p.m. here at the City Hall in the Council chambers topics to be discussed be crimes free housing, Fire safety, and Landlord Associations, if you need and additional information please call Ms. LaTonya Rufus at (708) 210-5330. AWARDING OF BID: Alderman Bowens motioned that council award bid for the procurement of Architect for the old City hall. The motion was second by Alderman Whittington. Voting Aye were Aldermen Drewenski, Whittington, Crudup, Bowens, Nesbit. Alderman Price stated for the record: his vote will be no because he has not seen any of the bids. Voting Nay was Alderman Price. MOTION CARRIED CITY TREASURER'S REPORT: City Treasurer, Gloria Morningstar was present, she announced she does not have report the I't Council meeting of the month. a APPROVAL OF MINUTES: Alderman Bowens motioned that council approve the minutes dated Junel3,2011. The motion was second by Alderman Crudup. Voting Aye were Aldermen Drewenski, Whittington, Crudup, Bowens and Nesbit. Alderman Price abstained. MOTION CARRIED APPROVAL OF BILLS FOR PAYMENT: Alderman Nesbit motioned that council approves the bills for payment dated May 9th, 201 I in the total amount of $687,759.94. The motion was second by Alderman Bowens. Voting Aye were Alderwoman Drewenski and Aldermen, Whittington, Crudup, Bowens and Nesbit. REPORT BY THE MAYOR MOTION CARRIED Mayor Eric Kellogg calendar of Events gave a power point presentation starting with the City of Harvey Task Force which is made up of the City of Harvey Street, Planning Department and Police Departments that go out to visit homes and businesses that are in violation, pictures of before and after, residents taken advantage of the adopt a lot program, Mayor's Notes: several letters of Thanks to Mayor Eric Kellogg. REPORTS BY THE ALDERMEN: Ward 6- Alderman Price - expressed concerns to the residents about the grass cutting and explained to his workers that he can't pay. He asked Mayor Kellogg when will we get a tentative budget to review. He also expressed under the Freedom of information, he is still waiting for information. He asked what the status of the building next to the Metra parking. Congratulations! Lamar Hawkins a graduate from Thornton High School has been accepted into West Point. Ward 1- Alderwoman Drewenski thanked the City of the assistance they gave for the St Johns Fest. She reported that on May 25tn Union St and Emerald Street were flooded and she thanked Mr. Fisher for the quick response. She reported lights out on Halsted Street owned by ComEd and wanted to know if we are still paying them when lights are out. Ward 1 will be participating in the 4th of July parade and we are decorating a float She announced to the residents to contact her if you would like to help. Lastly, she asked Mayor Kellogg what is the procedure for contacting the Department heads? Ward 2 - Alderman Whittington expressed concerns about abandon properties. He is pleased to hear about the task force being set up and in place. He is really is impressed about the officers patrolling downtowns Harvey and asked if they could periodically patrol some of the side streets as well. Ward 3 - Alderman Crudup commended Ms. Tomey and Ms. Brown for their efforts in beautifring the community. He also announce that on July 30'h is the Annual Family Christian Center and Ingalls Hospital Kids Fest. Petit ions and Comrnunicat ion 3 Alderman Price motioned that Council take items A-C in an omnibus vote. The motion was second by Alderman Whittington. voting Aye were Alderwoman Drewenski, Aldermen whittington, crudup, Bowens Nesbit and Price. MOTION CARRIED ADJOURNMENT- 9: 08:P.M. Alderman Crudup motioned that meeting be adjoumed. The motion was second by Alderman Bowens. Voting Aye were Alderwoman Drewenski, Aldermen Whittington, Crudup, Bowens, Nesbit and Price.
