Economy Podbeskidzie – region for investors Podbeskidzie (the Beskidy Region) is situated in the southern part of the voivodeship of Silesia. It includes the poviat (administrative district) of Bielsko-Biała, Żywiec and Cieszyn. Bielsko-Biała, a city endowed with poviat rights, is the capital of the region. Geographical location is a key asset of the region. It is situated on the transit route leading from northern to southern Europe, and is equidistant from Warsaw, Prague, Bratislava, Vienna and Budapest. In Bielsko-Biała there is an intersection of international routes, route 96 (Kraków-Cieszyn-Vienna) and route 1 (Gdańsk-Katowice-Cieszyn). Road border crossings lead from here to the Czech and Slovak Republics. The modern border crossing leading to the Czech Republic, in Cieszyn, is one of the biggest on the southern Polish border. Approximately 25 million people and 3.6 million vehicles, most of which are freight vehicles, choose to use it every year. The traffic to Slovakia passes mainly through Zwardoń. Smaller border crossings operate in Leszna Góra, Jasnowice and Korbielów. The Beskidy Region along with the Zilina voivodeship (Slovakia) and the Frydek-Mistek district (Czech Republic) constitute the Beskidy Euroregion. This region is an important element of the cooperation between the three countries, particularly in the realm of economics. There is also a small sports airport in Bielsko-Biała equipped to accept smaller planes. The large passenger airports of Kraków, Katowice and Ostrava are located within a distance which can be covered in one hour’s drive. They are Kraków Balice (110 km), Katowice-Pyrzowice (85 km) and Ostrava (Czech Republic) 65 km. Great industrial potential, high technical skills of workers, the large number of engineers and technicians, a well-developed educational network at all levels, science and research centres, as well as active institutions promoting the development of enterprises, constitute a perfect base for domestic and foreign investors. The analysis conducted by the Research Institute for Market Economy indicates that the Beskidy region is exceptional in comparison to the rest of the country as far as the possibility for simultaneous development of industry and tourism is concerned. One can both invest profitably here and engage in a variety of active recreational pursuits. Many economic experts claim that the Beskidy region is capable of rapid industrial development, based on high technology. The nearest international airports: Katowice-Pyrzowice (85 km), Kraków Balice (110 km), and Ostrava (Czech Republic) 65 km. The development potential of the cities, dependent on economic activity, civic activity, municipal infrastructure and a city’s ability to attract new inhabitants was the subject of the assessment. The assessment of economic activity involved data such as the number of private companies, employment level, size of business environment and inhabitants’ income. Civic activity was indicated by: election attendance, activity of non-governmental organisations and the level of reading. Municipal infrastructure was indicated by accessibility of water pipelines, sewage system and sewage treatment. Results of the ratings announced on Nov. 17, 2003 by the Centre of Regional Research placed ten cities in top positions in each of the categories. In the category of large cities, in the exclusive group described as ‘top class’, Bielsko-Biała was placed in eighth position, in the excellent company of Poznań, Wrocław, Kraków and Katowice. Bielsko-Biała’s high ranking is not surprising since the city has for several years been consistently placed at the top of various classifications. The data listed below, collected and compiled by numerous independent institutions, concerning not only the municipal organism itself, but also companies operating in it, constitutes additional proof of this status. The table and graph below, which illustrate this, have been compiled on the basis of comparative analyses of development potential made by the Centre of Regional Research. PLN per capita Bielsko-Biała in city ratings In the national rating of investment conditions published by the Wspólnota, a national local government publication, Bielsko-Biała has been rated 2nd among cities endowed with poviat rights. The following factors were rated: the potential of local market demand, the operational costs of running a company, marketing strategies of the local government. The investment conditions were rated and classified with letters. Bielsko-Biała was one of only two cities to be rated A (a city with the most attractive investment conditions). 6 Economy as driving force of city development Bielsko-Biała has favourable conditions for the development of modern industry, based on the latest technology and specialised staff. It is referred to as ‘a city of a hundred industries’ because of the exceptional diversity of sectors of industry present here. The leading position belongs to the motor industry represented by Fiat Auto Poland, partner company of the FIAT company, producing the Seicento, as well as by F.A.. Powertrain, partnership of FIAT and GENERAL MOTORS, which makes a whole range state-of-the-art engines. One of the particular assets of the city is the electromechanical industry, best represented by General Electric Power Controls Sp. z o.o.; Fabryka Maszyn Elektrycznych INDUKTA S.A. (Electric Machine Factory), belonging to CANTONI GROUP, and Philips Lighting Bielsko Ltd. for the quality of their products not only in Poland but also abroad. Well known companies, such as UNION VIS Sp. z o.o., producer of abrasives, Bielskie Przedsiębiorstwo Budownictwa Przemysłowego (an industrial construction company), TECHMEX owned by the PHILIPS concern, producing lighting elements. Also well acknowledged are Bulten Polska S.A., owned by the Swedish group BULTEN (producer of bolt products); HAWKER F.A., producer of accumulators; Fabryka Pił i Narzędzi Wapienica (Saw and Tool Factory); and Zakłady Wytwórcze Sprzętu Sieciowego BELOS S.A. Zakłady Tłuszczowe BIELMAR Spółka z o.o., producing oils and margarines, as well as Śląska Wytwórnia Wódek Gatunkowych POLMOS S.A., producing brand spirits, are leading producers in the food industry. Light industry, despite a serious crisis in the textile branch, still remains an asset of BielskoBiała. Bielska Fabryka Obuwia BEFADO, producing textile footware, BIELKON Sp. z o.o., a clothes-producer, Fabryka Mebli Giętych, a furniture-producer, LENKO S.A., a producer of sacks, Zakłady Sprzętu Sportowego POLSPORT, a producer of sport equipment, are well known (computers), TEKSID (steelworks), DOUBLET (a flag producer), MARBET (chemicals and plastics), METALPLAST Bielsko S.A. (building materials). As a result of the high concentration of industry in Bielsko-Biała, there are divisions of most banks and insurance companies operating here. Trade and service networks are well developed. 7 Bielsko companies at the highest national level The ‘Rzeczpospolita’ daily newspaper, on Oct. 9, 2003, published a list of 1500 companies whose sales in 2002 exceeded 80 million PLN. It thus created a more complete picture of economic achievements than earlier lists consisting of 500 and 1000 companies. It included not only large and well-known companies, but also the far more numerous middle-sized companies. The published list included 18 companies from Bielsko-Biała. According to specialists the sources of success of Polish companies with the highest dynamics of development are their narrow specialisation, firm grasp of business realities and knowledge of local needs. Two companies from Bielsko-Biała have been listed among the fastest developing companies: in 20th place BUNDY TI POLAND Sp. z o.o. from the car industry with growth of 428.96% since 1999, and producer of cells and batteries HAWKER FA S.A. (now ENERSYS S.A.) in 22nd place, characterized by growth of 422.44% since 1999. One of the fastest developing branches of industry in Poland is that concerned with car and car-parts production. The following Bielsko-Biała companies found their place at the top of the list of investors in this branch, where the amount of investment input and ratio of investment intensity, i.e. scale of investment in relation to income were considered. In eighth place was FIAT-GM POWERTRAIN POLSKA Sp. z o.o. with investment input in 2002 of PLN 715.9mln and an intensity of investment of 193.4%, and in 16th place FIAT AUTO POLAND S.A. (input PLN 3572mln and intensity of investment 8.5%). The best companies of those listed among the 1500 have been awarded the title of ‘Dobra Firma 2003’, praising dynamics, efficiency and development capability. Among 50 nominated companies, which were the most dynamic economic leaders, dominated by foreign and domestic private capital, the Bielsko industry was represented by Zakłady Tłuszczowe BIELMAR Sp. z o.o, BUNDY TI POLAND Sp. z o.o. from the car industry and FENICE POLAND Sp. z o.o. of the FIAT group, a company specialising in power engineering. Companies nominated for the title managed to keep their top positions for two or three consecutive years in several ratings based on different criteria. These leading positions, achieved on the basis of good results, explicitly indicate that the companies implement adequate marketing and investment strategies, that investors choose sectors in the right way, and also that they manage to use market opportunities and mechanisms effectively. 8 Statistical data on economy of Bielsko-Biała According to data from the end of 2002, there were 24 852 enterprises registered in Bielsko-Biała. Average gross monthly income was PLN 2,123.64. The unemployment rate in Bielsko-Biała is one of the lowest in the region. It is worth mentioning that in 2003 Bielsko-Biała witnessed a very positive change, namely that the rate actually started to decrease, shrinking from 11.3% in January 2003 to 10.6% in December. In total there were 9 497 unemployed people, of whom 52.1% were women, and 24.3% were under 24 years of age. This information allows an extensive comparison between Bielsko-Biała and the voivodeship of Silesia, Poland generally and a comparison group composed of 9 poviat-cities, with above average resources and a number of city-dwellers between 100 and 300 thousand. The city boasts tertiary education schools, research and development centres, over 30 branches of banks, stock brokers, insurance companies and funds. Numerous trade fairs, conferences and symposia organized in the city also facilitate the establishment of commercial connections. The focuses of the fairs are quite diverse and include electricity, construction, car industry and tourism. The city authorities have prepared a number of tax exemptions and allowances for enterprises investing in Bielsko-Biała and generating new jobs.
