Despite his efforts to stave off his long-overdue date with justice, indicted war criminal Ratko Mladic appeared
before a panel of judges at the International Criminal Tribunal for the former Yugoslavia in The Hague on Friday.
Soon he will stand trial for war crimes, crimes against humanity, and genocide, atrocities he planned and executed
throughout the 1992-1995 war, from the siege of Sarajevo to the concentration camps of Prijedor and the genocide
at Srebrenica. Mr. Mladic's last request before his transfer was to visit the grave of his daughter, Ana, who
committed suicide in 1994 with her father's pistol. But in facing his responsibility for wartime violence, the graves
Ratko Mladic should have visited are those of his victims, such the thousands of tombstones that now fill the
Srebrenica-Potocari Memorial Center and Cemetery.

At the end of the war, some 30,000 Bosnian citizens were missing. Among them were the Srebrenica victims,
whose bodies were dumped into mass graves. Previously obscure places such as Branjevo farm, Pilica Cultural
Center, Petkovci Dam, and the Kravica warehouse have become emblems of Mr. Mladic's calculated strategy of
criminality.
In fall 1995, Mr. Mladic's forces returned to the primary mass graves, and with backhoes and dump trucks, they dug
up, transported, and reburied the remains of the thousands of civilian victims. It was a forensic nightmare: trenches

Graves become silent witnesses to atrocity. The Yugoslavia tribunal will excavate Mr. Mladic's crimes and
determine the extent of his culpability. Science will play an important role in that process. As the president of the
Women of Srebrenica in Tuzla, Bosnia and Herzegovina, Hajra Catic, told us, "there is nothing left of [Mladic]. He is
a gravedigger."
She's right. His arrest comes 16 long years too late. Nevertheless, Mr. Mladic will now have to answer for the
graves he and his forces dug and the legacy of brutality he helped forge.

SARAJEVO, 6. juna (FENA) - Ministar zdravlja i socijalne zaštite Republike Srpske Ranko
Škrbić posjetio je danas u Sarajevu sjedište Međunarodne komisije za nestale osobe (ICMP)
gdje se susreo sa generalnom direktoricom ICMP-a Kathryne Bomberber.
Škrbić i Bomberger su razgovarali o pitanjima od zajedničkog interesa, a vezano za problem
nestalih osoba, uključujući i naučni napredak u procesu traženja, ekshumacije i identifikacije
posmrtnih ostataka ovih osoba.
Škrbić je obišao ICMP-evu DNK laboratoriju u Sarajevu gdje je informisan o radu ICMP-evog
laboratorijskog sistema, koji se proteže na Sarajevo, Tuzlu i Banju Luku.

Od uspostave ICMP-ovog sistema DNK laboratorija u novembru 2001. godine, urađeno je
16.188 identifikacija osoba nestalih tokom oružanih sukoba na zapadnom Balkanu, a od toga
13.541 u Bosni i Hercegovini.
ICMP je pružio ili pruža pomoć vladama Čilea, Norveške, Tajlanda, Južne Afrike, Kameruna,
Filipina, Iraka i Kolumbije.

„Danas sam bio u radnoj posjeti sjedištu ICMP-a gdje smo razgovarali o dosadašnjim
aktivnostima ICMP-a u BiH i o trenutnim aktivnostima u njegovim centrima u Tuzli, Banjoj Luci
i Sarajevu. Također smo razgovarali o mogućnostima proširenja ovih aktivnosti. Zahvalio
sam ICMP-u na njihovom ulaganju u domaće ljudske resurse a naročito na dosadašnjim
urađenim aktivnostima u identifikaciji nestalih osoba u BiH. Izrazio sam zainteresiranost da se
nastave aktivnosti na identifikaciji svih nestalih osoba u BiH“, izjavio je ministar Škrbić poslije
posjete.
„ICMP raspolaže najvećim laboratorijskim sistemom za istovremenu analizu DNK na svijetu,
koji služi za pomaganje vladama širom svijeta u rješavanju problema osoba nestalih u ratu,
usljed kršenja ljudskih prava i u prirodnim nesrećama. Mi smo ponosni što se ICMP-ev
laboratorijski sistem trenutno nalazi u tri velika grada ove zemlje, u kojima smo obučili skoro
stotinu naučnika kako bi radili za ICMP. Pozdravljamo posjetu ministra Škrbića ICMP-u i
nadamo se nastavku dobre saradnje“, izjavila je direktorica Bomberber.

Minister for Europe David Lidington will visit Bosnia and Herzegovina (BiH) on 7-8 June to discuss the country’s progress towards EU accession
Speaking ahead of the visit, the Minister for Europe said:
'The UK Government is strongly committed to assisting the government of Bosnia and Herzegovina in the reforms necessary for
EU accession. The British Government is disappointed by the slow pace of government formation in Bosnia and Herzegovina.
Every month of delay is a wasted month in terms of reform progress and it increases the risk of Bosnia and Herzegovina falling
further behind its neighbours on the EU track. We want to see effective governments formed as soon as possible, that have the
capacity and political will to take forward EU-related reforms. We hope the political leaders in BiH will focus on this objective and Rt Hon David Lidington MP
on the dialogue and negotiations needed to achieve it. I am convinced the most effective way forward is through constructive
dialogue – not through institutional blockades and manoeuvres. I hope that is what we will see in the next few weeks and this is what I am going to say in my
meetings with Bosnian officials.'
During his stay, the Minister for Europe will meet with BiH Presidency members, the Minister of Foreign Affairs, BiH Parliament House of Representatives
Collegium, the High Representative/EU Special Representative to BiH and Principal Deputy High Representative, NGO representatives and young opinion
formers from Bosnia and Herzegovina to discuss the progress of Bosnia and Herzegovina on its path to the EU.
He will pay a visit to the International Commission for Missing Persons (ICMP) where he will witness firsthand the extraordinary work done by ICMP in support
of international and regional judicial processes.
This is the Foreign Office Minister’s first official visit to Bosnia and Herzegovina since taking up the role of Minister for Europe in May 2010.

But then I heard the speech by the
Serbian president, Boris Tadic. For
him, Mr. Mladic’s arrest represents
the closing of a dark chapter in our
history and a removal of the mark of shame that has
stained the Serbian people for two decades. But there was
no mention of the many other perpetrators of genocide
during the 1990s or of the responsibility the Serbian state
bears for those crimes. Once again, it seems, we might
lose the chance to open a painful but necessary debate
about the past.

Not long ago, for a brief moment, it seemed that all of
Serbia would side with “foreign” victims against its “own”
perpetrators. That was in 2005, after my colleagues and I
uncovered and released a 1995 video showing the
execution of six Muslim men from the Bosnian town of
Srebrenica. For the first time, the Serbian public saw
incontrovertible evidence of the state’s involvement in
massacring 7,000 Muslims there.
The government was quick to respond by dissociating the state from the massacre.
Overnight, the police arrested five men and then declared them a criminal group,
denying any connection the unit may have had with state institutions. At the trial, the
Serbian court rejected the testimonies of the mothers and children of the six executed
Muslims. There was no evidence, the court concluded, that the men were detainees from
Srebrenica. That ruling was a mark of shame on all of us. And we can’t wash it off by
sending Mr. Mladic to the Yugoslav war crimes tribunal in The Hague.
Mr. Mladic’s arrest brought relief to the families of victims. It offered the Hague tribunal
recognition that it is a successful agent of international justice. And it granted Serbia
the long-coveted prospect of membership in the European Union. The Serbian
government has managed to persuade the world that it values a European future more
highly than the criminal heroes of the past.
But I am not so sure that Serbia has given up on Mr. Mladic and his fellow generals,
who prosecuted a genocidal war in Bosnia. The sympathy that state officials and the
news media expressed for Mr. Mladic last week is yet another mark of shame on all of
us. The deputy prosecutor offered him strawberries. His wish to be visited by the health
minister and the president of Parliament was granted, as was his request to visit his
daughter’s grave. The Serbian public was constantly updated on his diet in jail, and we

all learned that Mr. Mladic flew to The Hague in the suit he’d worn at his son’s
wedding. He was treated as a star.
Such adulation of murderers is dangerous in a region where the wounds of war have not
yet healed. Nationalism is still strong in Bosnia, Croatia, Kosovo and Montenegro, and
sometimes even stronger than it was during the wars that tore Yugoslavia apart in the
1990s.
Recently in Croatia, politicians, the press, the church and civil society groups protested
the Hague tribunal’s verdict that two Croatian generals were guilty of war crimes, a
ruling that challenged Croatia’s official interpretation of the war. They all acknowledge
that some killings took place in 1995, but they deny that the state and former leaders
like Franjo Tudjman, then the president of Croatia, were responsible for planning the
ethnic cleansing of Serbs.

In the eyes of the Bosnian political establishment and victims’ families, justice for the
victims of genocide and ethnic cleansing will be served only if Serbia and Bosnian Serb
leaders acknowledge their role in the genocide. Yet Bosnian Serb leaders still deny it
took place and demand that more Bosnian Muslim leaders face war crimes trials, too.
Similarly, little has changed in Kosovo, where the public opposes trying the
commanders of the former Kosovo Liberation Army. And in Montenegro, a court ruled
that the policemen who handed over Muslim refugees to Bosnian Serb forces in May
1992 weren’t guilty of a war crime — a slap in the face to victims’ families.
The region desperately needs an honest debate about the past. It is the only way to
recognize all victims and to stop the lies we tell about ourselves and about others.
Victims’ families, 1,600 nongovernmental organizations, veterans and clergymen have
signed on to the initiative for the founding of a regional commission that would compile
a complete registry of victims, including dead soldiers, policemen, volunteers and those
who were targets of ethnic cleansing.

Later this month, a request to establish this commission will be submitted to leaders of
all the successor states of the former Yugoslavia. If adopted, it will put an end to the
age-old Balkan practice of leaving victims nameless. And we can only hope that it will
eventually wash away the stain of the past once and for all.

The Shame of Serbia
The arrest of Ratko Mladic on May 26 caught me off guard. I couldn't believe it. I clenched my
fists, trying to grip him tightly in my hands. Finally, I breathed a sigh of relief

ut then I heard the speech by the
Serbian president, Boris Tadic.
For him, Mr. Mladic's arrest represents the closing of a dark chapter in
our history and a removal of the mark of
shame that has stained the Serbian people for two decades. But there was no
mention of the many other perpetrators
of genocide during the 1990s or of the
responsibility the Serbian state bears for
those crimes. Once again, it seems, we
might lose the chance to open a painful
but necessary debate about the past.

Not long ago, for a brief moment, it seemed
that all of Serbia would side with "foreign"
victims against its "own" perpetrators. That
was in 2005, after my colleagues and I
uncovered and released a 1995 video showing the execution of six Muslim men from
the Bosnian town of Srebrenica. For the
first time, the Serbian public saw incontrovertible evidence of the state's involvement
in massacring 7,000 Muslims there.
Sympathy
The government was quick to respond
by dissociating the state from the massacre. Overnight, the police arrested five
men and then declared them a criminal
group, denying any connection the unit
may have had with state institutions. At
the trial, the Serbian court rejected the
testimonies of the mothers and children
of the six executed Muslims. There was
no evidence, the court concluded, that
the men were detainees from Srebrenica.
That ruling was a mark of shame on all
of us. And we can't wash it off by sending Mr. Mladic to the Yugoslav war
crimes tribunal in The Hague.
Mr. Mladic's arrest brought relief to the
families of victims. It offered the Hague
tribunal recognition that it is a successful
agent of international justice. And it

granted Serbia the long-coveted prospect
of membership in the European Union.
The Serbian government has managed to
persuade the world that it values a European future more highly than the criminal heroes of the past. But I am not so
sure that Serbia has given up on Mr.
Mladic and his fellow generals, who
prosecuted a genocidal war in Bosnia.
The sympathy that state officials and the
news media expressed for Mr. Mladic
last week is yet another mark of shame
on all of us. The deputy prosecutor
offered him strawberries. His wish to be
visited by the health minister and the
president of Parliament was granted, as
was his request to visit his daughter's
grave. The Serbian public was constantly updated on his diet in jail, and we all
learned that Mr. Mladic flew to The
Hague in the suit he'd worn at his son's
wedding. He was treated as a star.
Such adulation of murderers is dangerous in a region where the wounds of war
have not yet healed. Nationalism is still
strong in Bosnia, Croatia, Kosovo and
Montenegro, and sometimes even
stronger than it was during the wars that
tore Yugoslavia apart in the 1990s.
Recently in Croatia, politicians, the
press, the church and civil society
groups protested the Hague tribunal's
verdict that two Croatian generals were
guilty of war crimes, a ruling that challenged Croatia's official interpretation of
the war. They all acknowledge that some
killings took place in 1995, but they
deny that the state and former leaders
like Franjo Tudjman, then the president
of Croatia, were responsible for planning
the ethnic cleansing of Serbs.
In the eyes of the Bosnian political establishment and victims' families, justice for
the victims of genocide and ethnic
cleansing will be served only if Serbia
and Bosnian Serb leaders acknowledge
their role in the genocide. Yet Bosnian
Serb leaders still deny it took place and
demand that more Bosnian Muslim leaders face war crimes trials, too.
Similarly, little has changed in Kosovo,
where the public opposes trying the commanders of the former Kosovo Liberation
Army. And in Montenegro, a court ruled
that the policemen who handed over Muslim refugees to Bosnian Serb forces in
May 1992 weren't guilty of a war crime a slap in the face to victims' families.
Honest Debate
The region desperately needs an honest
debate about the past. It is the only way
to recognize all victims and to stop the
lies we tell about ourselves and about
others. Victims' families, 1,600 nongovernmental organizations, veterans
and clergymen have signed on to the initiative for the founding of a regional
commission that would compile a complete registry of victims, including dead
soldiers, policemen, volunteers and those
who were targets of ethnic cleansing.
Later this month, a request to establish
this commission will be submitted to
leaders of all the successor states of the
former Yugoslavia. If adopted, it will put
an end to the age-old Balkan practice of
leaving victims nameless. And we can
only hope that it will eventually wash
away the stain of the past once and for all.

UK Foreign Secretary William Hague and US Secretary of State Hillary Clinton write in Bosnian media about future progress for Bosnia and
Herzegovina.
The arrest on May 26 of Ratko Mladic, the fugitive former Bosnian-Serb Army Commander, brings at last the prospect of
justice for the victims of the genocide at Srebrenica 16 years ago. It offers the chance of closure to the families of the
victims. And it offers a vital opportunity to draw a line under the past, and to move the entire Western Balkan region
decisively towards a better future.
Already there has been considerable progress. The situation in Serbia and Croatia is dramatically different to that of two
decades ago. Those countries are now moving steadily forward to membership of the European Union. Croatia is already a
member of NATO and seeking conclusion of its accession negotiations with the EU. Serbia is working in pursuit of EU
Candidate status. But while its neighbours are looking to the future, the situation in Bosnia and Herzegovina itself gives rise
to mounting concern.

For half a decade now, Bosnia and Herzegovina has been sliding backwards. That slide has accelerated in recent months, and now demands a firm
response from the international community, above all from the European Union. The country’s institutions are gridlocked. In the Republika Srpska
entity, harsh nationalist rhetoric and actions challenging the Dayton framework risk dragging BiH back towards the past – just at the moment its
neighbours start moving towards a European future.
The real victims of this paralysis are not Bosnia and Herzegovina’s politicians, but its citizens – the very people these political leaders were elected to
serve. Instead of living in a free, fair and prosperous society, many still live under the shadow of division and fear, suffering from poverty, unemployment
and lack of opportunity.
It need not be like this. Bosnia and Herzegovina has every prospect of a bright and hopeful future. It is a beautiful European country, with talented and
resourceful people. It has a rich heritage and an abundance of natural resources. It has always been, and remains, a bridge between East and West.
The Muslims of Bosnia and Herzegovina have a long tradition of moderation, and are a continuing rebuke to the notion that Islam has no place in
Europe. We want to see BiH thriving as a peaceful member of the European Union and NATO, with the conflict and suffering of the 1990s left behind
never to return. We know that the citizens of this unique country want this too, from Prijedor to Travnik, from Foca to Livno and from Mostar to Brcko.
So how can we make this a reality?
First, the international community needs to stay focused on Bosnia and Herzegovina, and the Western Balkans as a whole. Yes, there are plenty of
other challenges – from Afghanistan to Libya, from the Arab Spring to the Middle East Peace Process. But we know all too well that what happens in
one Balkan country has inevitable knock-on effects across the region. Nowhere is that more true than Bosnia and Herzegovina. What happens there
will affect what happens to its neighbours, and vice versa.
Second, there must be no doubt about the resolve of the international community to stand by the settlement agreed at Dayton which ended the
conflict. Our message is crystal clear: we are committed to Bosnia and Herzegovina as a single state, with two vibrant entities and three constituent
people. We will not tolerate any challenges to the country’s unity and sovereignty. Our support for the Office of the High Representative in upholding
the Dayton Agreement will be firm and unwavering. We will hold personally accountable politicians and those around them who seek to undermine this
framework.
Third, we look to the political leaders of Bosnia and Herzegovina, to work with each other and with their counterparts in the region to move beyond the
stale arguments of the last two decades which have served the peoples of BiH so poorly. It is time to build on the successes of the last 16 years – the
restoration of freedom of movement, the repair of BiH’s physical infrastructure, the reform of its defence sector – and to equip Bosnia to move forward
alongside its neighbours to membership of the European Union.
That means looking at the Dayton Agreement as a foundation to be built on, not a chain to be broken . BiH needs more effective and efficient
government at all levels – a state government that can meet the requirements of Euro-Atlantic integration; entities and lower levels of government that
are economically sustainable and can deliver basic services. And above all it needs political leaders who are ready to take courageous decisions
towards these ends rather than in their own narrow personal or ethnic interests.
To those who say this is impossible, we say that the rest of the region is proving every day what progress is possible. It is time for Bosnia and
Herzegovina’s leaders to deliver for their people too.
In March, European Union nations agreed a reinvigorated strategy for Bosnia and Herzegovina, including the creation of an enhanced presence in
Sarajevo with a strong mandate and resources. This strategy should allow the EU to play a leading role in supporting positive change and protecting
against threats to stability. EU High Representative Ashton has named Peter Sorensen, a senior diplomat with 15 years of experience in the Balkans, to
lead this EU effort. The UK and US will be strongly supportive of Ambassador Sorensen, using all of the levers available to achieve progress, while
working in close partnership with the Peace Implementation Council and the Office of the High Representative.
As Mladic faces justice at last, the world has a duty to commit itself once more to standing by the people of Bosnia and Herzegovina. The vision of a
stable, prosperous and sovereign BiH as a member of the EU and NATO is not an impossible dream, it is our firm objective. That is what the people of
Bosnia want, and what we want too. As President Obama said in London on 25 May, “We have always believed that the future of our children and
grandchildren will be better if other people’s children and grandchildren are more prosperous and free – from the beaches of Normandy to the Balkans
to Benghazi. That is our interests and our ideals.” In Bosnia and Herzegovina, let us hold true to that principle.

Nema pravila

i Hercegovini daje nam razloga

Stvarne `rtve ove paralize nisupoliti~ari u BiH, nego su to njeni gra|ani – upravo oni ljudi koji su izabrali te istepoliti~kelidere da rade u njihovu korist.

Opredijeljeni smo za Bosnu i
Hercegovinu kao jedinstvenu dr`avu s
dva energi~na entiteta i tri konstitutivna
naroda. Ne}emo tolerisati nikakva
osporavanja jedinstva i suvereniteta
zemlje. Na{a podr{ka Uredu visokog
predstavnika u provedbi Dejtonskog
sporazuma je ~vrsta i nepokolebljiva
ce, prijesvegaEvropskeunije. Institucije u zemlji su blokirane. U
entitetuRepublikaSrpska, `estokanacionalisti~karetorika i aktivnostikojim se osporavadejtonski okvir rizikuju da BiH odvuku
u pro{lost – ba{ u trenutku kada

To ne mora biti tako. Bosna i

vani i snala`ljivi ljudi. Ona ima bogato naslije|e i obilje prirodnih resursa. Uvijek je bila i bi}e most
izme|u Istoka i Zapada. Muslimani Bosne i Hercegovine su tradicionalnoumjereni i opovrgavajuideju da islamu nije mjesto u Evropi.
@elimo da BiH napreduje kao ~lanica Evropske unije i NATO-saveza i da sukobi i patnje devedesetih
godina zauvijek ostanu u pro{losti
i da se nikada ne ponove. Znamo da
gra|ani ove jedinstvene zemlje tako|er ovo `ele, od Prijedora do
Travnika, od Fo~e do Livna, od
Mostara do Br~kog.
Pa {ta bi se trebalo uraditi da bi
ovo postala realnost?

Onima koji ka`u da je to nemogu}e, mi uzvra}amo da ostatak regijesvaki dan pokazujekakav je napredak mogu}. Vrijeme je da lideri BiH tako|erne{tourade i za svoje gra|ane.

Prvo, me|unarodna zajednica
mora ostati fokusirana na BiH i na
cijeli zapadni Balkan. Naravno da
ima mnogodrugihizazova – od Afganistana do Libije, od arapskog
prolje}a do bliskoisto~nog mirovnogprocesa. Ali, svi mi jakodobro
znamo da }e se ono {to se dogodi u
jednojbalkanskojzemljineizbje`no
odraziti na cijeliregion. To posebno
vrijedi za Bosnu i Hercegovinu.
Doga|aji u ovoj zemlji utica}e na
doga|aje kod susjeda i obratno.
Drugo, ne smije biti nikakve sumnje u odlu~nost me|unarodne
zajednice da podr`i ono {to je dogovoreno u Daytonu, ~ime je
okon~an rat. Na{aporuka je kristalno jasna: opredijeljeni smo za Bosnu i Hercegovinu kao jedinstvenu
dr`avu s dva energi~na entiteta i tri
konstitutivna naroda. Ne}emo tolerisati nikakva osporavanja jedinstva i suverenitetazemlje. Na{apodr{ka Uredu visokog predstavnika
u provedbiDejtonskogsporazuma
je ~vrsta i nepokolebljiva. Smatrat
}emo li~no odgovornim politi~are
koji nastoje potkopati ovaj okvir, kao
i ljude oko njih.
Tre}e, o~ekujemo od politi~kihlidera BiH da rade jedni s drugima i
sa kolegama u regionu i da prestanu sa otrcanim argumentima iz
Reuters
posljednje dvije decenije koji nisu
bili ni od kakve koristi narodima u
BiH. Vrijeme je da se nastavigraditi na uspjesima iz posljednjih16 godina– ponovnojuspostavislobode
kretanja, popravci bosanskohercegova~ke infrastrukture, reformi
odbrane – i da se BiH pripremi da
ide naprijed zajedno sa svojim susjedima, ka ~lanstvu u EU.
To zna~i da na Dejtonskimirovni
s porazum treba gledati kao na temelj na kojem se daljegradi, a ne na
karikukojutrebaslomiti. BiH treba
efikasnija i efektnijavlast na svimnivoima – dr`avna vlast koja mo`e
ispunitiusloveevroatlantskihinte-
U martu su zemlje~laniceEvropske unije usaglasile osna`enu strategiju za Bosnu i Hercegovinu, uklju~uju}i poja~ano prisustvo u Sarajevu sa sna`nim mandatom i resursima. Ova bi strategija trebala
omogu}iti EU da igra vode}u ulogu u podr{cipozitivnimpromjenama i za{titi od prijetnji stabilnosti.
Visokapredstavnica EU, Catherine
Ashton, imenovala je PeteraSorensena, diplomatu vi{eg ranga sa 15
godinaiskustva na Balkanu, da bude na ~elu ove misije EU. VelikaBritanija i SAD dat }e sna`nupodr{ku
ambasadoru Sorensenu kori{tenjemsvihraspolo`ivihpoluga da bi
se ostvario napredak i radi}e kao
bliskipartneri sa Vije}em za implementaciju mira i Uredom visokog

Bosnia Can Still Catch Up
I
Remarks by HR and EUSR Valentin Inzko at a Conference organized
by the EU Institute for Security Studies and the BiH Foreign Policy Initiative
on the Integration of Balkan Countries in the European Union by 2030
particularly wanted to participate in
this conference because the main
themes - including identity, civil society and the challenges of uneven economic development in the region - are crucial
for taking the Western Balkans into the
European Union, and also for resolving
some of the major difficulties that Bosnia
and Herzegovina is currently experiencing. Each of these themes deserves a conference in itself, but let me touch on a
small number of important points.
Engaging All Stakeholders
To achieve the transformation required
for EU membership, every citizen must
be mobilized. This is one of the clear lessons of previous enlargements. However, in Bosnia and Herzegovina such
mobilization has not yet been achieved.
In the first instance we will take a major
step forward by acknowledging that this
problem exists. For at least a generation,
policymaking in this country has been
monopolized by a very small cadre of
professional politicians. When this
group reaches agreement supporting the
Stabilization and Association Process,
progress is made. We saw this in the case
of visa liberalization.
When the same group disagrees - or
when it reaches agreement on the basis
of principles that are inimical to European values - progress comes to a halt.
Clearly, we have to find - as a matter of
urgency - effective ways of bringing citizens into the policymaking process. We
must achieve the public mobilization
that is essential in countries that want to
join the European Union.
Bad Arguments
Go Unchallenged
On regional economic disparities I would
argue that from the BiH perspective
many of the difficulties we are experiencing are self-inflicted. A broad range of
economic initiatives in the European
Partnership and the Stabilization and
Association Agreement have been
stopped because of a lack of institutional
coordination or capacity, or because sucBosnia Daily, Jun e 7, 2011
cessful implementation depends on consensus at the state level, which has now
been absent for a very long time. Efforts
to consolidate the single economic space,
for example, in preparation for entry into
the EU Single Market, have been undermined because of disagreements about
the respective responsibilities of the Entities and the State. Many of the objections
do not stand up to economic or constitutional scrutiny, but in the absence of an
authentic and effective citizens' voice,
bad arguments go unchallenged.

The consequences of this have included
high unemployment, rising poverty, collapsing investment, and moribund public
services. It is increasingly clear that the
voice of citizens must be articulated as a
necessary counterweight to the voice of
the political elite.
Successful Identity
Let me turn to the question of identity - not ethnic identity but country identity. Acountry that
is succeeding stands a better chance of winning and maintaining popular support than a
country that is failing.
Bosnia and Herzegovina has succeeded
to a greater degree than many would
have believed possible in 1995. It's
important to remember this, especially
when poorly informed commentators
ignore or dismiss the achievements of
the last fifteen years.
But it is equally true that Bosnia and
Herzegovina has not succeeded as much
as it could have done or as much as it can
do. It can succeed - and, with the right
approach, it will succeed.
Until three or four years ago we saw
glimpses of the kind of success that is
possible. Living standards were beginning to rise; new jobs were being creat-
ed, public services were beginning to
improve. We have to return to the policies that generated that success. Ladies
and gentlemen, these are exactly the
policies that are set out in the SAA and
the European Partnership.
I would add that confidence in a country's
success is tied to confidence in the entire
region's success. Just as individual countries can exert a drag on regional progress,
they can also act as a catalyst. A step forward in one country can be the beginning
of a step forward in neighboring countries.
Perhaps there is an expanded role here for
the Regional Cooperation Council, which,
as you know, has its headquarters in Sarajevo. Southeast Europe is potentially one
of the fastest growing and most productive
regions on the continent - and its international image should be developed in this
positive context.
Empowering Citizens
The establishment of a reinforced EU
presence in Bosnia and Herzegovina, and
the appointment of Peter Sorensen, a
diplomat with a thorough knowledge of
politics and society in the Western Balkans, means that the EU in Bosnia and
Herzegovina will now be configured in
away that will allow it to work even more
responsively and effectively. After a long
period of political impasse and uncertainty the country is poised to make a fresh
start - and the International Community
is ready to work with the citizens to make
the most of the opportunities that now
exist. The first step towards reflecting the
aspirations of BiH citizens is to form a
government. When a Council of Ministers is in place it will be possible to begin
implementing urgent reforms, and this
can be done with overwhelming domestic and international support.
This is about empowering BIH citizens
so that they can move forward under
their own steam. It is about seizing the
opportunity to circumvent obstacles that
have been placed in the way of European
integration, and by doing this, helping
Bosnia and Herzegovina catch up with
its neighbors.

Govore}i o saradwi institucija RS i Srbije u "slu~aju ]opi}", Popi} je kazao
da se radi o korisnoj i potrebnoj interakciji.
- Nadam se da }e tako biti i na svim budu}im predmetima, kojih }e sigurno biti,
jer su kriminalci, pogotovo
sa podru~ja biv{e Jugoslavije, vrlo pokretqivi - istakao
je Popi}.

SARAJEVO - Direktor Grani~ne policije BiH Vinko Duman~i} izjavio je ju~e na obiqe`avawu 11 godina postojawa
i Dana Grani~ne policije da je wihova misija da se odr`i i
kontinuirano pove}ava nivo grani~ne bezbjednosti da bi se
podigao kvalitet `ivota qudi.
Duman~i} je istakao da je iz godine u godinu Grani~na policija organizaciono kompletnija i stabilnija, a samim tim i
sposobnija za izvr{avawe svakodnevnih zadataka.
- Kao dokaz ovoj tvrdwi govori ~iwenica da smo ispunili
sve potrebne uslove za liberalizaciju viznog re`ima za gra|ane BiH - naglasio je Duman~i}.
Govore}i o rezultatima postignutim u pro{loj godini, Duman~i} je rekao da je poja~anim provjerama na grani~nim prelazima otkriveno 727 osoba za kojima su bile raspisane
potjernice, te registrovano 3.514 stranaca kojima je odbijen
ulazak u BiH.
Kanadski premijer Stiven Harper pozvao je na svojoj "Fejsbuk" stranici sunarodnike da mu pomognu da prona|e pravo ime za ma~e koje je wegova porodica usvojila, prenio je
Tanjug.
Harper je u subotu na "Fejsbuk" postavio ~etiri fotografije ma~eta, uz poruku na engleskom i francuskom jeziku: "Novi ~lan na{e porodice, sivo tigrasto ma~e. Imate rok do
6. juna da mu odaberete ime".
Ma~e je mu{kog pola, a kanadski premijer je posjetiocima

misije OSCE-a u BiH, kazao je da je u
15 godina, koliko je pro{lo od osnivanja misije u BiH, na{a zemlja ostvarila znatan napredak, zauzev{i mjesto
koje joj pripada me|u susjedima, postaviv{i sebi za cilj pridru`enje EU.
- U kolumni nedavno objavljenoj u
~asopisu The Guardian, pod naslovom: “Na Balkanu se ra|a moralno
vodstvo“, visoki predstavnik EU za
vanjske poslove i sigurnosnu politiku Catherine Ashton pisala je o nadama koje gaji za ovaj region. Nadi da
}e hap{enje generala Mladi}a omogu}iti Balkanu da se otarasi svog
imid`a sukoba i podjele. Nadi da }e
se nova vrsta moralnog vodstva ra{iriti na cijelu regiju, spremna da iskoristi potencijal dijaloga, i da se odupre uzajamnom sumnji~enju. Dijelim
njenu nadu da }e ova vrsta moralnog
vodstva uistinu i za`ivjeti. Dijelim i
mi{ljenje da je odgovornost za takvu
vrstu vodstva u rukama lokalnih aktera. Ta ko|er di je lim mi{ lje nje da
me|unarodna zajednica mora igrati veoma va`nu ulogu i pru`ati podr{ku, kazao je on. Robbins je naglasio i da je strukturalni dijalog prilika
da se zadovoljenje pravde postavi u
objektivan i principijelan kontekst.
- To je test moralnog vodstva, kako doma}eg, tako i me|unarodnog,
rekao je on.
Otvoreni fond za
jugoisto~nu Evropu
Predstavnici Njema~ke organizacije za me|unarodnu saradnju prezentirali su ju~er predstavnicima dr`avnih
institucija, op}ina, razvojnih agencija
i privrednih komora Otvoreni regionalni fond za jugoisto~nu Evropu
(ORF), putem kojeg ove organizacije
mogu aplicirati na ~etiri aktivna fonda koji se odnose na podru~je vanjske
trgovine, modernizacije op}inskih poslova, pravne reforme i energetske
efikasnosti.
Menad`er ORF-a Martin Marschke
kazao je da se ovaj fond odnosi na regionalnu saradnju, {to podrazumijeva u~e{}e vi{e zemalja u regionu.
BiH stoga ne mo`e sama u~estvovati u ovim fondovima i kandidirati se
za projekt nego ona to mora raditi u
saradnji najmanje dviju zemalja iz regiona, a svi projekti su na principu
grantova, tj. nepovratnih sredstava,

Potrebni su nam lideri koji }e razumjeti da partikularni interes njihove etni~ke
grupe nikako ne mogu da ostvare ako je on protiv op}eg interesa u BiH i na
Balkanu, misli Bakir Izetbegovi}

sa evropskim standardima, te izgradnja privrede.

- Izgradnja autoputeva, mostova i tunela uklju~i}e jo{ 50 grana industrije, {to je jedan od
prvih lijekova za stanje u BiH.
Jo{ nam je potrebno sna`no
prisustvo me|unarodne zajednice i potrebni su nam lideri
koji }e razumjeti da partikularni interes njihove etni~ke
grupe nikako ne mogu da ostvare ako je on protiv op}eg interesa u BiH i na Balkanu i protiv integracijskih procesa. Dezintegracijski ispadi su osu|eni na
propast, kazao je Izetbegovi}.

kako organizovani u EU, istakao je Izetbegovi}.

Inzko smatra da je na{a zemlja
ostvarila napredak u zadnjih
15 godina, koji je u to vrijeme izgledao kao nemogu}.
- U proteklih 15 godina postignut je veliki napredak. U zadnjih ~etiri ili pet godina bilo je
manje napretka, ocijenio je Inzko, govore}i kao jedan od uvodni~ara na konferenciji, te zaklju~io da BiH mo`e biti mnogo
uspje{nija nego {to sada jeste.

Dialogue on judicial reform in Bosnia began in the de facto Bosnian Serb capital
on Monday, though it seems unlikely that major changes will come out of the
talks.

Top officials from the Bosnian Serb entity Republika Srpska and the majority Bosniak-Croat
entity met together to discuss structural reform of the country's judiciary with EU
Enlargement Commissioner Stefan Fuele on Monday.
In addition to Fuele, the meeting was attended by Republika Srpska President Milorad
Dodik, the justice ministers of both entities, the state-level security and justice ministers,
and the head of Bosnia’s State Court, Meddzida Kreso, and State Prosecutor, Milorad
Barasin.
Speaking to reporters after the meeting, Fuele said judicial reform is a long term process.
"Structural dialogue is important because it raises questions that are important to citizens,"
He stressed that the structural dialogue mediated by the EU is an ongoing process that will
help local political leaders reach agreement, adding that Bosnia, although decentralized,
can become an EU member, “but only as one country".
Talks on judicial reform in Bosnia were arranged after EU foreign policy chief Catherine
Ashton on May 13 convinced Bosnian Serb leader Milorad Dodik to drop his plans to hold a
referendum in Republika Srpska on the state court and prosecutor.
The referendum would have challenged the authority of the country's highest judicial
institutions, the State Court and Prosecution. Dodik and other Serb officials maintain that
the two bodies are biased against Serbs.
After meeting Dodik, Baronness Ashton announced that the EU would establish a
commission under Fuele to analyse the work of Bosnia’s judicial institutions and provide

recommendations for reforms.
Fuele said on Monday that the European Commission is committed to helping Bosnia reach
a compromise.
"The politicians in Bosnia, through dialogue and compromise and cooperation with the
European Commission, can lead the citizens of this country to the EU," Fuele told reporters.
Fuele stressed that Bosnia has to coordinate its constitution with the European Convention
on Human Rights and adopt a law on state aid.
Dodik told reporters after his meeting with Fuele that Republika Srpska “absolutely
understands the European process” and the EU desire to be a partner in the European
integration of Bosnia, RS, and its efforts to make its own contribution to that process.
"It is a very important approach that the EU promotes, and that is that all processes in
Bosnia belong to us and that the final decision on all things that happen in Bosnia are made
by us," Dodik said.
“We opened a process in which we have to deal with almost every area of the judicial
system in Bosnia, because if there is no analysis of the current situation and a comparison
of it with European practices and models, we absolutely won't be able to reach creative
solutions,” Dodik maintained.
Bosnia's Minister of Security, Sadik Ahmetovic, told Balkan Insight before Monday's talks
that he wasn’t expecting much from the meeting, since “it will only set the frame for further
negotiations”.
Ahmetovic said the completion of judicial reforms might take up to seven years, as it would
inevitably depend also on reform to Bosnia’s 1995 Dayton Constitution.
Legal experts, meanwhile, believe that it will be very hard to reach agreement between local
politicians.
Petar Kunic, a professor at the Law Faculty in Banja Luka, told Balkan Insight that the
judiciary in Bosnia has been ready for reform for a long time. He emphasized that the
public will probably hear two versions of solutions on the reform of the judiciary: one from
Banja Luka and one from Sarajevo, the seat of the Bosniak-Croat federation.
"Banja Luka will likely represent or propose the decentralization of the judiciary, while

Sarajevo will probably seek the establishment of a supreme court. The EU should find a
common or diplomatic solution to these two proposals. It will be very interesting to see how
the EU finds that solution," Kunic told Balkan Insight.
Following the meeting of politicians in Banja Luka on Monday, legal experts from Bosnia
will gather on Tuesday to continue talks on judicial reform.

Radoji~i}: Opravdane promjene u organizaciji FBiH
BAWALUKA - Predsjednik Narodne skup{tine Republike Srpske Igor Radoji~i} izjavio je ju~e da je Va{ingtonski sporazum, kao dogovor Bo{waka i
Hrvata, u ozbiqnoj krizi i da postoji velika opravdanost da do|e do promjena u unutra{woj organizaciji FBiH, javile su agencije.

- Nismo odredili datum
do kojeg }emo dati preporuke,
jer }e ovaj posao biti prvenstveno u rukama doma}ih politi~ara uz podr{ku Evropske

Dodik je poslije sastanka
istakao da je zadovoqan {to
EU izra`ava spremnost da daje zna~aj procesima u BiH, te
da je sa Fileom razgovarao o
svemu onome {to je potrebno
da BiH ispu ni oba ve ze na
svom evropskom putu.
- Pred sta vni ci EU su
izrazili spremnost da se napredak postigne i u drugim
oblastima, a ne samo u pravosu|u zbog kojeg je pokrenut dijalog. Strukturalni dijalog o
Suda i Tu`ila{tva BiH od
entitetskih sudova i tu`ila{tava - rekao je ^olak.

BiH nisu legalni, jer Ustav
BiH ne predvi|a wihovo postojawe.
- Srpska je spre mna da
omogu}i saglasnost da bi Sud
i Tu`ila{tvo BiH bili legalizovani, ali pod uslovom da
se prekine retroaktivna primjena Krivi~nog zakona BiH,
da se procesuiraju odgovorni
za zlo~ine nad Srbima i da
Sud i Tu`ila{tvo BiH ne
upadaju u nadle`nost entitetskih sudova - kazao je Dodik.

SPC ne}e pozvati papu
BEOGRAD - Srpska pravoslavna crkva (SPC) najvjerovatnije
ne}e uputiti poziv papi Benediktu XVI da prisustvuje proslavi
1.700 godina Milanskog edikta 2013. godine u Ni{u, jer o tome
nije postignuta saglasnost Sabora SPC, re~eno je ju~e Tanjugu u
Srpskoj patrijar{iji.
- Papa bi mo`da i dobio poziv da je prilikom posjete Hrvatskoj obi{ao Jasenovac i odao po{tu `rtvama koncentracionog
logora u kojem je ubijeno 700.000 Srba i oko 100.000 Jevreja i Roma. Kako se to nije dogodilo, a kako je poglavar Rimokatoli~ke
crkve obi{ao grob hrvatskog kardinala Alojzija Stepinca, kome je poslije Drugog svjetskog rata su|eno zbog saradwe sa nacistima, izvjesno je da }e poziv papi za dolazak u Srbiju morati
da sa~eka neka druga vremena - navode u Patrijar{iji.

Radoji~i} je poslije radnog dijela dijaloga izjavio
da do jeseni o~ekuje prve pre-
poruke ili zakqu~ke strukturalnog dijaloga o reformi
pravosu|a BiH.
- O~ekujem da }e su{tinska rasprava o cijelom pravosudnom sistemu trajati du`i
period i ne o~ekujem da }e tokom ove godine ~itava pri~a
biti zavr{ena, jer postoje razli~ita mi{qewa u BiH o
unutra{woj strukturi pravosu|a - rekao je Radoji~i}.

Srpske i pozvao holandske investitore da ula`u prvenstveno

Yombi} je upoznao ambasadora Holandije sa prioritetima
Vlade RS u o~uvawu fiskalne i socijalne stabilnosti. Na sastanku u Bawaluci razgovarano je i o evroatlantskim integracijama i formirawu vlasti na nivou BiH.
SARAJEVO - Tu`ila{tvo BiH ponovo }e pokrenuti istragu u
"predmetu Alagi} i drugi" koji se odnosi na zlo~in nad Srbima
po~iwen 1992. godine na podru~ju Kowica i okoline, javile su
agencije.
Takvu odluku Tu`ila{tvo je donijelo poslije prigovora na
odluku o obustavqawu istrage koji je ulo`io Centar javne bezbjednosti (CJB) Trebiwe. CJB Trebiwe je protiv biv{ih vojnih
vo|a Zije Lanye, Faika [page i Vahida Alagi}a podnio izvje{taj zbog osnovane sumwe da su od maja 1992. do kraja 1995. godine po~inili zlo~in protiv ~ovje~nosti i protiv srpskog
civilnog stanovni{tva na podru~ju sela Bradina i Glavati~evo
u op{tini Kowic.

Nije vrijeme za
politi~ke igre
Vrijeme je da svi predstavnici politi~kih struktura u zemlji do|u do konsenzusa i krenu sa dijalogom
koji }e doprinijeti da Bosna i Hercegovina krene naprijed
Cilj strukturalnog dijaloga o
reformi pravosu|a u Bosni i
Hercegovini je konsolidacija
pravne dr`ave, odnosno vladavine prava u zemlji, stvaranje jednog pravosudnog sistema koji }e biti nezavisan, nepristrasan,
samostalan i koji }e nositi onu
odgovornost koja mu i pripada.
To zna~i uspostavljanje ovakvog
sistema u cijeloj zemlji i u korist
svih gra|ana, i u onom okviru
ispunjavanja uslova iz SSP-a.
Ovo su rije~i kojima se ju~er
novinarima obratio evropski komesar za pro{irenje Stefan Füle,
nakon sastanka sa bo{nja~kim
~lanom Predsjedni{tva Bosne i
Hercegovine Bakirom Izetbegovi}em, odr`anim uo~i po~etka strukturalnog dijaloga o bh.
pravosu|u.
Kratko podsje}anje
Füle je podsjetio da je u martu ove godine odr`an sastanak
ministara vanjskih poslova na
nivou EU, te da je tada donesena i strategija Evropske unije
prema Bosni i Hercegovini.
- Tada su navedeni minimalni
uslovi koje BiH treba da ispuni kako bi zemlje ~lanice Evropske
unije uop{te mogle da uzmu u obzir njezinu kandidaturu koju treba da prilo`i. Neki od tih uslova su
uskla|ivanje Ustava BiH sa Evropskom konvencijom o ljudskim
pravima, te usvajanje zakona o
dr`avnoj pomo}i i ukoliko se to
ispuni, naravno, kre}e se sa ispunjavanjem obaveza iz Ugovora o
stabilizaciji i pridru`ivanju i Bosna i Hercegovina kre}e naprijed,
istakao je ju~er Füle.

je da svi predstavnici politi~kih

Structural dialogue on judicial reform, which began in Banja Luka, shows that the talks with the European
Commission on the reform of the judiciary are back on the right place - in the institutions of Bosnia and
Herzegovina, said BiH Presidency member Bakir Izetbegovic, after meeting with the commissioner of the
European Union for Enlargement and Neighborhood Policy, Stefan Fuele in Sarajevo
"Talks on the judiciary are going ahead
of the Interim Agreement on Stabilization and Association Agreement which is
in force. Therefore, the crisis we had in
Bosnia had a good result, so we can say
that in everything bad there is something
good," said Izetbegovic. He pointed out
that judicial reform can go to the benefit
of all those who want more efficient
judiciary in BiH, that is, those who want
more justice in Bosnia. According to
him, it is expected that this process leads
to changes of the laws and formation or
change of status of institutions, but even
there nothing will change without the
consent and consensus of all in Bosnia.
"I'm glad there is an interest in a dialogue about judiciary, which BiH opens
today with the EU. It would be good if
this kind of interest existed when recently there were talks about other areas
addressed by the Stabilization and Association Agreement," said Izetbegovic.

reform processes taking place in the
Western Balkans and it all together
makes a good moment for the EU
enlargement and the inclusion of these
countries. It is time that all representatives of political structures in Bosnia
come to a consensus and move the dialogue that will contribute to BiH moving
forward," Fuele said.

- Mladi}eva supruga Bosiqka i sin Darko trebalo je da

Sporazum BiH i
Srbije 8. jula
BEOGRAD - Zamjenik srpskog tu`ioca za ratne zlo~ine Bruno
Vekari} rekao je da o~ekuje da }e 8. jula u Hagu biti potpisan
sporazum izme|u Srbije i BiH o ustupawu dokaza.
- Na{li smo pravnu mogu}nost i me|ure{ewe koje }e omogu}iti da se ustupaju dokazi kao {to to radimo sa Crnom Gorom
i Hrvatskom i tako }e se paralelne istrage i poternice na
neki na~in gledati sa dve strane. I jedna i druga dr`ava bi}e u prilici da poma`u onoj koja sprovodi postupak i na taj

On je napomenuo da je saradwa Srbije i BiH u procesuirawu

BAWALUKA - Institut
za intelektualno vlasni{tvo BiH potro{io je pro{le
godine 1,86 miliona maraka,
od ~ega vi{e od milion za
plate 54 zaposlena i oko
236.000 maraka za iznajmqivawe prostora.
U istom tom periodu u registar je upisao samo dva
proizvoda iz BiH kojima je za{ti}eno geografsko porijeklo.
Navodi se to u izvje{taju
o radu Instituta za intelektualno vlasni{tvo BiH za
2010. godinu, koji je nedavno
usvojio Savjet ministara BiH.
Geografske oznake upisane su za "Gra~ani~ko kerawe",
odnosno tradicionalne rukotvorine iz Gra~anice, te za
"Cazinski med". Institut je
postupaju}i prema zahtjevima
titulara tokom 2010. godine
upisao sedam licenci, {to je
za 181 odsto mawe nego 2009.
godine.
Najvi{e buyetskog novca
oti{lo je za plate 54 zaposlena, i to 1.095.835 maraka, te
200.442 marke za naknade tro{kova zaposlenih.

torije u tri grada, Bawaluci, Sarajevu i Mostaru, za

Za iznajmqivawe
prostora u "Energoinvestu" u Sarajevu godi{we pla}a oko 120.200 maraka, s tim

Za prostorije u Mostaru

Chief UN War Crimes Prosecutor Serge Brammertz has praised Serbia before

the UN Security Council for the arrest of war crimes suspect Ratko Mladic.

Brammertz assessment of Serbia's cooperation with the Hague tribunal, given before the
UN Security Council on Monday, was dramatically different from the written report he
submitted in May, as Serbia arrested and extradited the Balkan number one fugitive, Ratko
Mladic, to The Hague in the meantime.
His written report, obtained in May by local media, was heavily critical of Serbia's failure to
capture the war crimes suspect.
"Serbia has fulfilled a key requirement for complete cooperation with the Hague tribunal,"
the prosecutor said on Monday in New York.
Mladic, who was arrested in Serbia on May 26 after 16 years on the run, faces charges of
genocide and other war crimes and crimes against humanity committed during the war in
Bosnia in his trial at The Hague.
"The arrest of Ratko Mladic is one of the most important events in the history of the
Tribunal and we are getting ready for trial. We urge the Council to provide us with adequate
resources to try and call upon governments in the region to participate in this process,"
Brammertz said on Monday.
He also praised Serbia's National Council for Cooperation with the Hague Tribunal and the
security services for their role in the arrest of the most wanted Hague fugitive. The only
remaining war crimes fugitive Serbia must arrest is Goran Hadzic.
"We want to see Hadzic before the court as soon as possible," Brammertz said.
Hadzic, the wartime leader of the Serbs in Croatia, has been indicted by the International
Criminal Tribunal for the former Yugoslavia for war crimes committed during the conflict
there in the early 1990s.
Brammertz's presentation at the UN Security Council is of crucial importance for Serbia's
further prospects of European integration, as Mladic was the main obstacle blocking the
country from obtaining EU candidacy status by the year's end.

Predsednik Srbije Boris Tadić i predsedavajući Saveta EU Herman van Rompej složili su se danas u Briselu
da izručenje Ratka Mladića Haškom tribunalu predstavlja novu šansu za evrointegraciju Srbije.
Predsednik Srbije je poručio da će se Srbija sada,
nakon hapšenja i izručenja Mladića Hagu
orijentisati na proces reformi i da očekuje da će do
kraja ove godine dobiti status kandidata za
članstvo u EU, a na proleće i - početak pregovora.
Van Rompej je na zajedničkoj pres konferenciji sa
Tadićem ocenio da je hapšenje i izručenje Mladića
"hrabar, veoma važan" potez Srbije i prekretnica
za Srbiju, region i međunarodnu pravdu.
"Hvatanjem i izručenjem Ratka Mladića Srbija je
napravila značajan iskorak u pravcu zauzimanju
svog mesta u današnjoj Evropi i ka ostvarenju
svoje evropske perspektive", kazao je Rompej i još
jednom izrazio punu podršku "Tadićevoj evropskoj viziji i rešenosti".
Predsednik EU istakao je da je put ka Evropskoj uniji i dalje težak, ali da je Srbija otklonila "veliku
prepreku i sada ima novu šansu".
"Ključno je sada da se na tom putu ostvari što veći napredak. Ohrabrujem predsednika Tadića da
intenzivira rad na toj agendi, a jačanje nacionalnih demokratskih institucija i jačanje vladavine zakona,
promovisanje reformi pravosudnog sistema su osnovni elementi. Srbija će imati našu punu podršku i
pomoć u ostvarivanju tih ciljeva", kazao je Rompej.

On je dodao da je preostalo još šest meseci do momenta kada će Evropski savet ponovo razmotriti
pitanje proširenja EU i donositi odluke, i istakao da to vreme mora biti dobro iskorišćeno.
On je istakao da se nada da će hapšenje Mladića dovesti region korak bliže ka pomirenju, stabilnosti i
trajnom miru.
"Regionalna saradnja i pomirenje zajedno sa napretkom u evropskim integracijama i garancije su da se
prošlost neće ponoviti", kazao je Rompej.
On je rekao da Srbija ima priliku da unapredi svoju konstruktivnu i nezaobilaznu ulogu u regionu sa
hrabrošću, vizijom i odlučnošću da se izbori sa brojnim izazovima.
Predsednik Srbije je istakao da se Srbija sada okreće reformama. On je podsetio da je Srbija do sada
uhapsila i izručila Haškom tribunalu 45 optuženika. On je takođe istakao značaj hapšenja Ratka Mladića i
rekao da je to važno za zatvaranje poglavlja u našoj istoriji.
Predsednik Tadić je naveo da će Srbija uhapsiti i jedinog preostalog haškog begunca Gorana Hadžića.
"Za Srbiju je veoma važno da ispuni sve svoje obaveze, a to podrazumeva i akcioni plan kada je reč o
borbi protiv korupcije i organizovanog kriminala, reformi pravosudnog sistema i vladavini zakona", kazao
je Tadić.
Predsednik Srbije istakao je da je to veoma važno za Srbiju, jer pruža veće mogućnosti običnim ljudima.
"To je dobar način da dovedemo nove investicije u našu zemlju, što je važno za napredak Srbije i srpskog
naroda", dodao je Tadić.
Predsednik Srbije je istakao da očekuje da Srbija do kraja ove godine dobije status kandidata za članstvo
u EU I da na proleće sledeće godine počnu pregovori.
"Srbija ne želi da ide veštačkim putem, već želimo da ispunimo sve obaveze koje su postavljene pred
nas. Možete da računate na nas u uspostavljanju novog sistema vrednosti, koji će biti u skladu sa onim u
EU", naglasio je Tadić.
Prema njegovim rečima, Srbija je to pokazala I prilikom hapšenja Ratka Mladića.
"Mi smo to uradili zbog nas. Zbog naše moralne obaveze, zbog zakonskih I međunarodnih obaveza. Mi
ćemo nastaviti tim putem", dodao je Tadić.
On je rekao i da je sada potrebno iskoristiti pozitivan momenat i da moraju da se ispune svi reformski
zadaci. Tadić je kazao da su neke važne stvari već urađene, kao što je rešavanje mandata poslanika, a
da sada "ubrzanim koracima mora da se ide ka ispunjavanju Akcionog plana".
"Očekujem u najskorije vreme završetak tih reformskih procesa, I tada bi Srbija bila kvalifikovana za
dobijanje statusa kandidata a nakon toga I za otpočinjanje pregovora za članstvo", naveo je Tadić.
Na pitanje da li je realno da pregovori o članstvu počnu na proleće sledeće godine, Tadić je odgovorio da
jeste, a da "svaki naredni dan mora da bude ispunjen obavezama I radom".
"Želim da demistifikujem stav onog dela srpske politike prema kome se nama stalno postavljaju novi
uslovi za dobijanje statusa kandidata I otpočinjanje pregovora", zaključio je Tadić.
Van Rompej se osvrnuo i na dijalog između Beograda i Prištine navodeći da dva tima intenzivno rade uz
pomoć EU na mnogim pitanjima, kao i da se rešavaju svakodnevni problemi stanovništva i nalaze
pragmatična rešenja za saradnju koja je osnova u procesu evropskih integracija.

dimension of volunteering in Bosnia and
Herzegovina", conducted by Youth Communication Center Banja Luka, show
that most of the volunteers believe that
volunteering should be a compulsory part
of education, so it would contribute to the
development of professional skills and
knowledge and in order to contribute to
the development of tolerance. Executive

by encouraging tolerance, volunteering
can accelerate the process of reconciliation and social inclusion.
"People who volunteer are statistically significantly more tolerant than people who

He said that according to the UNDP study

Republika Srpska Nada Tesanovic pointed
out that the Law on Volunteering, which
was adopted in 2008, has certain ambiguities and announced possible changes to the
law next year.
"The law clearly needs to be amended so
that volunteering could become a mandatory part of a young man's life, so that in
the future it could be recorded in his work
book, because it is not the same thing to
employ someone who has volunteered and
someone who did not," Tesanovic said.

BRUSSELS -- President Boris Tadić said in Brussels on Monday that Serbia would neither
explicitly nor implicitly accept Kosovo independence.
"This is the red line we will not cross
under any conditions," Tadić said after
his talks with European Council President
Herman van Rompuy.
"Serbia, its administration, the
government, and I as president will
neither implicitly nor explicitly recognize
Kosovo," Tadić said.

proclaimed independence in early 2008.
According to Tadić, there are countries "that would like to put Serbia in a situation where it would have
to do something more to get the European Union (EU) membership candidacy status and the date of
the beginning of the accession negotiations".
"That will not happen," he said.
"We will not do that and we will not cross the red line and I discussed the matter with EU High
Representative for Foreign Affairs and Security Policy Catherine Ashton and van Rompuy," the Serbian
president underlined.
He said that Belgrade's dialog with Priština, i.e., the Kosovo Albanian authorities, was part of the
efforts to enter the EU without a new conflict to burden the community of European countries.
"We are fighting for our interests by using all legal means available, in a way that presents Serbia as a
reliable partner and shows that it will do what it said it would," Tadić added.
The Serbian president said Belgrade was ready to resolve daily life problems of people in Kosovo
through talks with Priština, pointing out that a solution could be found if both sides had "a flexible
approach to the dialog".

PRISTINA, Kosovo — Reportedly several officials from the Serbian Government crossed
the border to Kosovo illegally. On Friday 3rd June, Serbia’s Minister for Kosovo, Goran
Bogdanovic, entered the mainly Serb populated northern Kosovo territory without
permission from the Kosovo Government. In the Serb controlled northern Mitrovica
Bogdanovic then officially presented a Serbian government donation of 350,000 Euro
cash for Kosovo-Serb owned enterprises. Already a day before, on 2nd. June – the head of
the Serbian delegation for the Dialogue with Kosovo, Broko Stefanovic paid an illegal
visit to the same region. Bypassing the official border controls, Stefanovic obviously used
the smuggler routes from Serbia to Kosovo.
On 1st. June Kosovo Police stopped a whole cohort of senior Serbian officials at the border: The Serbian
Minister of Education Zarko Obradovic, the Secretary of the Serbian Parliament Veljko Odalovic and the
parliamentary head of the Serbian Socialist Party Branko Ruzic. Ruzic even requested from Kosovo officials to
apologize for being stopped at the border.
More subtle Stevanovic stated that by visiting Kosovo, he aims at stabilizing the situation: “We are trying to
respect all required procedures and not to raise tensions”. Contrasting his own statement he then raised
tensions instead: According to Stefanovic "unilateral steps of Pristina," such as the arrest of the "businessmen"
Pantelic and the replacement of the Kosovo Police Service (KPS) commanders in northern Kosovo, may have a
negative impact on the EU backed talks in Brussels and "the overall situation". A threat. As to the question, if
the division of Kosovo will be a topic at the next round of talks between Kosovo and Serbia, Stefanovic said: “we
are ready to discuss all topics.”
Serbian Minister Bogdanovic used his visit to justify the weeks-lasting road-blockade in the Serb populated
Kosovar municipality of Zubin Potok as an answer to the arrest of a local "businessmen" as well: “I made it
quite clear … all criminals from the entire territory of Kosovo should be prosecuted and punished. But people
cannot be arrested … just because they did not pay the taxes and customs duties to the so-called state of
Kosovo”.
According to Bogdanovic another reason for the road blockade should be seen in the "provocation" through the
Kosovo Government by opening public service branches in Serb populated municipalities. By this, Bogdanovic
stated, the Prishtina-led Government tries to destabilize the situation in the northern part of the "Serbian
province of Kosovo": “We are prepared for any kind of talks and agreements, but we do not want anyone to
impose solutions upon us and work contrary the interests of Serb community as Pristina is doing now”. The
Serbian Minister moreover emphasized that the Serbian government implements a "completely clear policy
toward Kosovo … based on the Serbian Constitution".
Regarding their approach to accuse the Kosovo government to destabilize the situation in the Serb populated
northern Kosovo, it is interesting to remind what Serbian officials did not say: Even without recognizing
Kosovo, Serbia agreed to the UN resolution 12/1999 and so to the subsequent regulations including an

administrative separation of Kosovo from Serbia under UNMIK rule, within the borders of Kosovo from 1989
(before Milosevic annulled the Kosovo autonomy status and intensified the Serbian apartheid system) . The EU
rule of law mission EULEX now is working under the same UN resolution with permission and on behalf of
UNMIK. And the visits of Serbian officials were not announced, neither to any of these institutions nor to the
Kosovo Government.
Further on the Serbs in Kosovo do not only refuse paying tax to Kosovo institutions – they also don’t pay to
Serbian institutions. In addition they don’t pay for further services. Kosovo Serbs in north Kosovo don’t suffer
but profit from the existing legal vacuum and therefore aim at maintaining instability. If it’s so simple to justify
this by their rejection of Kosovar institutions, why then Serbia doesn’t apply the same principle of "selfdetermination" to the Albanians in southern Serbia, who want to join Kosovo?
As far it concerns the arrest of the Kosovo Serb "businessman" and former Serbian police officer Pantelic, the
arrest was not implemented by Kosovo Government forces, but by EULEX police assisted by KFOR troops: The
also from Serbia respected institutions in Kosovo. Afterwards KFOR commander Buehler clearly stated, that
the arrest was not caused only by refusing to pay tax, but by alleged organized crime. So different from what
Serbian Minister Bogdanovic pretended to be the reason: Is Serbia again hiding criminals?
Remarkable is the Serbian complaint against service branches of the Kosovo government in Kosovo-Serb
municipalities: It seems Serbian officials don’t trust their "own people". Nobody is forced to make use of such
offices – subsequently the rejection is based on the fear, that Serbs in Kosovo would cooperate voluntarily.
Here the question is inevitable: Is Serbia putting pressure on Kosovo Serbs to keep distance from Kosovo
service centers? If yes, then its not far from considering the same pressure in terms of raised tensions and road
blockades, which hardly harm any Kosovo-Albanian but many Kosovo Serbs.
Almost funny – if not so sad under current circumstances – is the behavior of local Kosovo-Serbian police
commanders. Nobody forced them to join Kosovo police. Nobody forced them to sign a labour contract which
clearly foresees a chain of command within Kosovo government institutions. Now they are wearing uniforms
from Kosovo and receive salaries from the Kosovo budget, but refuse to take orders from supreme Kosovo
officials. Is this behavior due to Serb patriotism – or due to the second income paid from Serbia, to split their
loyalty? Or how else a few hundred protesters may resist over such a long time without being backed by a big
brother?
The reason of the Serbian cold war style provocations and disinformation seems clear: The Serbian government
aims at putting pressure on the official talks of Kosovo and Serbia in terms of discussing a future Kosovo status
and a separation of northern Kosovo territories. On the one hand the "good guy", Serbian President Tadic
insists on never giving up Kosovo at all. On the other hand those, who were given the role of the "bad boys",
Stefanovic, Bogdanovic and deputy prime minister Dacic, currently initiate a true chorus of different and
confusing proposals for the future of Kosovo: From simply dividing it without recognition of Kosovo as an
independent state – to sharing it with Albania.
However, the Kosovo Government is good advised not to make any concession. Kosovo is anyway very far away
from reaching EU candidate status or even membership. It’s a question of decades, if ever. So, not much to lose
– only for Serbia: They will not fulfill the Copenhagen criteria if they continue like this.
