IN BANDUNG ( PHASE IV )
The Government of the Republic of Indonesia and the
Government of the Swiss Confederation,
Within the framework of the Agreement on Technical Cooperation of January 21, 1971 ,
Desirous to continue the present technical cooperation
in the development of the National Hotel Institute in
Bandung (hereinafter referred to as "the Project") ,
Have agreed as follows :
Article
1
1.1. The Government of the Republic of Indonesia designates the Directorate General of Tourism,
Department of Transport, Conununications and
Tourism (hereinafter ref,e rred. to as the "Directorate General") as the Agency responsible for
the implementation of its obligations under this
Memorandum.

1.2. The Government of the Swiss Confederation is
represented for the purpose of this Memorandum
by the Directorate for Development Cooperation
of the Federal Political Department (hereinafter
referred to as the "Swiss Development Cooperation"), the Agency responsible for the implementation of its obligations under this Memorandum.
Article
2
The objectives of the Project are :
a) to form qualified p rofessional and supervisory
staff for the hotel indus try, with emphasis on
s·m all and medium hotels, and for the tourism
sector ;
b) to upgrade the existing management of small and
medium hotels and of the tourism sector ;
c) to form managerial staff for the hotel industry
as well as for the tourism sector ;
d) to develop special program. for instructors to
support the Directorate General in organising
training p rograms,upgrading and refresher courses
for the he.tel staff, particularly for small and
medium-sized hotels.

3.1. The Swi ss Development Cooperation will further
co-operate with the Directorate General in the

development of the National Hotel Institute in
Bandung and provide advisory services, expertise,
equipment, fellowships for training abroad and
maintenance cost as specified in Appendixes I and
II to this Memorandum.
3.2. The Swiss Development Co-operation assigns, and
the Directorate Gent~ral accepts 0 Didactotel SA",
Montreux, Switzerland, as the executing agent for
the training program at the National Hotel Institute.
3.3. The Directorate General shall :
a} maintain adequate accommodation for the Institute in Bandung, provide living accomodation
for the Indonesian teachers. and dormitory for
the trainees ;
b} provide suitable housing for the Swiss Project
Manager and the Swiss Experts and their families
in existing facilities ;
c) provide the cost of travel and transportation
on official project duty within Indonesia to
the Swiss Project Manager and the Swiss Experts
d} bear the operation and maintenance costs of
the Project ;
e} remunerate the necessary Indonesian teachers
and supporting staff as specified in Appendix III
f} provide the equipment and materials locally
available that are necessary for the establishment and running the Project
g} bear the maintenance cost of the equipment as
specified in Appendix II.

3.4. Appendixes attached to this Memorandum fonn an
integral part of it.
Article
4
4.1. Overall responsibility of the Project will rest
with the Government of the Republic of Indonesia.
4.2. Responsibility for development and direction of
the Project will be vested in a Project Implementation Unit, consisting of a representative
appointed by the Directorate General and a
representative appointed by the Swiss ' Development
Co-operation.
Functions of the Project Implementation Unit
will include
a) coordinating and supervising the implementation of the Project ;
b) reviewing and reporting on progress to the
Directorate General and the Swiss Development
Co-operation
c) recommending to the two Governments changes in
program, budget and future development or
co-operation •
4.3. The management of the Project will be assured
jointly by the Director of the National Hotel
Institute and the Swiss Project Manager. The Swiss
Project Manager will be responsible for all pr0fessional and technical matters •

4.4. A Curricula ••••••
5
4.4. A Curricula Board shall be established consisting
of members appointed by the Director General of
Tourism in consultation with the Swiss Development
Cooperation. The functions of the Curricula Board
is to advise the Institute on technical matters
in order to ensure a continuous adaption of curricula to the changing needs of the hotel industry.

5 .1. Both Governments agree that suitable Indonesian
teachers shall be provided to act as counterparts
to the Swiss experts, with a view to gradually
take over the functions of the Swiss experts in
various training departments, according to the
time schedule laid down in Appendix I to this
Memorandum.
The appointment of such counterparts shall be
the responsibility of the Directorate General in
consultation with the Swiss Development Cooperation.
5.2. The Swiss Development Cooperation will undertake
to ensure that those Indonesian teachers mentioned
above receive proper training. The selection of
the trainees will be done jointly.
Article

6.1. The provisions of the Agreement on Technical Co-
operation of January 21, 1971, shall be applicable
subject to the Articles of this Memorandum ;

expatriate personnel provided by Switzerland under
this Memorandum.

The Directorate General and the Swiss Development
Coop erat i on will consult each other periodically
concerning the progress of the Project and report
the progress to their respective Governme nts.

Projects achievement will be reviewed not later than
October 1980 and th e termination of the cooperation
with the Indonesian Government or alternatively
possible future addi tiona l contr ibution from the Swiss
Development Cooperation shall be discussed at this
occasion.

Any dispute arising out of the implementation or
interpreta ti on of this Memorandum shall be settled
amicably by consultation be tween the two Governments.

Amendments to this Memorandum and its Appendixes may
be made at any time with the mutual consent of the

3.4. Appendixes attached to this Memorandum form an

Section 1:
Financial commitments of the Swiss Development Cooperation
During the validity of the Memorandum of Understanding
in accordance with its article 10, the Swiss Develop~ent
Cooperation will provide on the conditions mentioned in
Appendix II to the Memorandum of Understanding, the serVice of a specialized Consulting Firm (DIDACTOTEL), up
to 8 instructors including the project manager, some
·technical equipment and supplies (at a ~ost not to exceed
S.Frs. 120'000.-) as well as scholarships.
The total financial commitment will not exceed the value of
approximately S.Frs. 1'6~0'000.-. The details of this
contribution are indicated in Appendix II to this Memorandum
of Understanding.
Section 2:
Supporting staff
The Directorate General of Tourism will put at the disposal
of the Institute under the conditions indicated in .Appendix III to the Memorandum of Understanding:
in 1979: 40; in 1980: 40 and in 1981: 40 full-time Indonesian teachers including 5 English teachers, as well as
the necessary part-time teaching staff and the
auxiliary and administrative personnel.

on a broad basis and on the granting of scholarships to

Certificates
·The diplomas granted by the Institute on all levels will
be officially recognized a.nd will _refer to the practical
knowledge and personal qualifications of the certified
students.

- training abroad: for practical·training the allocation includes
the cost of travel to Switzerland and back as well as a clothing
allowance and a small provision for miscellaneous expenses; for
the summer course at Cornell University travel cost and all expenses
will be borne by the Swiss Development Coop~ration.

salary allowance as follows:
(until March 31, 1979; for 20 teachers covered under present budget~
from April 1, 1979, .to March 31, 1980: for 17 tea.chers
from April 1, 1980, to March 31, 1981: for 10 teachers
The Swiss contribution shall cease completely on March 31, ,1981;
the Indonesian contribution shall gradually and accordingly be
increased. Therefore the monthly amount granted per teacher will be
S.Frs. 120.- for the two years under consideration.
