President’s Message
Dear Friends of UCP of Southeastern Wisconsin,
2013 was a year of creative and exciting changes for United
Cerebral Palsy of Southeastern Wisconsin. At the beginning
of 2013 we moved from our previous offices on 76th and
Oklahoma to our new office suite at 6102 West Layton Avenue
in Greenfield, Wisconsin. The new space is bright and new,
more easily accessible for our consumers, and much more cost
efficient.
About forty years ago, UCP of Southeastern Wisconsin was
initially organized by concerned parents of children with cerebral palsy. Since, UCP-SEW
has been a primary resource for children and adults with a wide variety of disabilities
who choose to live and work independently in the community. In 2013, UCP-SEW was
still the largest provider of in-home respite in the state. UCP-SEW continues to offer the
broadest array of programs and services to help people with disabilities seeking competitive
employment in the community to find, secure and retain employment. For example, more
than 2,500 children and adults utilize United Cerebral Palsy’s programs and services --- yet,
fewer than 15% have cerebral palsy. Also, UCP-SEW continues to support 90 individuals
with disabilities living independently in the community and advocates for their continued
independence and quality of life.
During 2013, the Board of Directors looked at the mission and who we serve; and, after
much deliberation, we began the search for a new name --- a name that reflects the services
we provide to persons living with any disability. Early in 2014 – at our Taste of Milwaukee®
charity fundraiser - we unveiled our new name: Broadscope Disability Services. We will
officially utilize the name in mid-2014.
Looking back, 2013 was a year of change, challenges, and growth, and we look forward to
the same in 2014. We are very fortunate to have an outstanding staff and a committed
board of directors who continue to bring their talents and gifts to this great organization.
Thanks to all of you for everything you do for UCP-SEW and for the consumers we serve.

Independent Living
UCP of Southeastern Wisconsin’s Independent Living
Program provides services that support people with
disabilities in their choice to live independently in the
community including: helping them to locate affordable
housing in small, integrated community settings,
arranging for transportation, finance and budgeting
assistance, providing access to community social
activities and making personal attendant support
available, when needed.

Independent Living Program - 2013 in Review:
•
supported 90 individuals with disabilities to live independently in the community
•
expanded supported living services to people with disabilities living in Waukesha and Racine counties
•
provided Representative Payee services for 100 individuals
•
provided financial counseling, voter information sessions, holiday parties and a Summer picnic for UCP-SEW consumers through its social, recreational and informational programming
•
hosts monthly meetings of the People First Milwaukee advocacy group for people
with and without disabilities. UCP of Southeastern Wisconsin also provides
the Staff Advisor for the group.
•
results from 2012 Client Satisfaction Surveys:
- 92% reported an increase in their independent living skills levels
- 98% reported to have a supported, safe living situation
- 80% reported an increase in their involvement in community activities
- 100% reported general satisfaction in the services they received from
UCP-SEW.

DAVID’S STORY
David is a client of the Independent Living Program
with UCP-SEW. He has mental health issues and a
traumatic brain injury that makes it difficult to make
financial, medical, and life decisions. In 2010, David
was put in contact with UCP-SEW for help with his
finances, but it was soon realized his need was beyond
just financial assistance, he needed a guardian.
Due to David’s disabilities, he had become estranged
from his family. After assisting and working with
David for many years, UCP-SEW’s Community Support
Coordinator decided to reach out to his family to ask
if they would be willing to take on guardianship. His
family was eager to help, but never knew how to begin
to provide this support. UCP-SEW made the important
connection to reunite David with his family, and
supported the process of finding him adequate housing
and care.
With the support of UCP-SEW, David was able to
move into a group home to be closer to his family,
and in 2013, spent his very first Christmas with his 5
grandchildren. David is thriving with his new support
network and recently welcomed his 6th grandchild,
baby Peter. The effort of UCP-SEW’s Independent Living
Program has allowed a better quality of life for David
and his family.

United Cerebral Palsy of Southeastern Wisconsin, Inc. (UCP-SEW) seeks to advance
the independence, productivity and rights of citizenship for persons with cerebral
palsy and other disabilities and their families. UCP-SEW is a recognized leader
in advancing choice, inclusion and person-centered services through innovative
programming, individual and system advocacy and the development of new
initiatives to create life without limits for persons with disabilities.

Employment Services
Believing all persons, regardless of their abilities,
have the right to choose to work in the community
for a competitive wage, UCP-SEW established the
Employment Services (ES) program in partnership with
Milwaukee area businesses in 1984 to help people
with disabilities to seek, secure and retain competitive
employment in the community and empowers them
to maximize their earning potential so they are less
dependent on government benefits.

Employment Services - 2013 in Review:
•
helped 90 clients in their pursuit to become gainfully employed in the community
•
realized a 90% retention rate for new job hires
•
56% of Employment Services clients are gainfully employed for at
least 12 hours per week in community-based jobs earning at or above minimum wage
•
in cooperation with local foundations, developed an initiative to help people with disabilities living in Milwaukee’s 10 poorest zip codes
to seek, secure and maintain competitive employment in the community
•
seven volunteers from the metro business community provided guidance and support to the program as members of the Employment Services Business Advisory Council

KEVIN’S STORY
Kevin is a client of UCP-SEW’s
Employment Services Program.
Kevin is a 22-year old high school
graduate with a disability, who had
little experience with personal and
professional interactions. His only
experience included volunteering with
his mother at a local thrift shop.
Kevin desired more. He wanted
a job, and he wanted to be more
independent. Kevin reached out to
UCP-SEW’s Employment Services for
guidance and assistance to realize
that dream. The UCP-SEW employment
counselor worked with Kevin to
determine the type of employment he
wanted, and coached him through a
couple work experiences, including
a local Walgreen’s. The
UCP-SEW employment
counselor continued to
coach Kevin’s behavior with customers
at Walgreen’s, which ultimately
earned him a part-time job.
Eventually, Kevin achieved “Employee
of the Month” at his position at the
Walgreen’s, Oak Creek for his positive
performance and growth. The store
manager and staff are very supportive
of Kevin, and together with UCP-SEW,
have played a huge roll in his success.
Now, Kevin, who initially fled from
customers, has gained the confidence
to not only greet customers but to help
them find what they are looking for.

Respite
The availability of respite for families caring for a loved
one with disabilities is critical. Studies have shown that
the incidence of abuse and neglect, institutionalization
of family members with disabilities and the rate
of separation and divorce of parents caring for a
dependent child with special needs will decrease in
direct proportion to an increase in the availability of
competent respite care.
United Cerebral Palsy of Southeastern Wisconsin is
the largest provider of in-home respite in southeastern
Wisconsin.

Respite - 2013 in Review:
•
provided respite for more than 1,500 families in Milwaukee, Waukesha, Ozaukee, Washington and Racine counties
•
initiated respite care services for 90 new families
•
in conjunction with Marcus Hotels & Resorts, provided 50 respite families with a Respitality® weekend
•
held 9 R & R (Respite and Recreation) Clubs for 240 children with disabilities and their siblings; 170 high school and college students provided volunteer support
•
750 clients and their families attended UCP sponsored family recreational events – bowling parties and Milwaukee Brewers, Milwaukee Admirals and Milwaukee Bucks games
•
UCP-SEW staff are members of the Respite Care Association’s Wisconsin Board of Directors
•
published 12 issues of the UCP-SEW Respite Resource Newsletter; distributed to 1,500 families monthly; newsletter in English
and Spanish.

SAM’S STORY
Sam is a 7-year-old child with autism. Sam’s family
came to UCP-SEW in need of emergency respite
with the Respite Care Program. Sam requires 100%
supervision inside and outside the home. He can be
destructive when upset, and has caused damage to
the home and surrounding property. Even at his young
age, the police have been called numerous times
because of his tendency to wander several blocks
away, and his safety is a constant concern for his
parents. Sam’s older brother, 9-year-old Christopher,
often assumed responsibility for Sam’s supervision.
This allowed their mother some time to tend to
necessary household tasks and to the needs of his
youngest sibling, 3-year-old Caitlyn.
Through the help, resources and financial assistance
of the UCP-SEW Respite Care Program, the family
was able to connect with a caregiver. This extra set
of hands and eyes ensured Sam’s safety and allowed
the family to fulfill the pressing needs of everyday life.
UCP-SEW Respite Care allowed Sam to stay at home
with his family, alleviated stress in the household, and
maintained the family unit.

Information + Referral Services
Information and Referral broadens the awareness for
people with disabilities about individual advocacy and
system issues, about their rights and responsibilities
and connects them to community resources.
Information & Referral Services – 2013 in Review:

responded to 615 inquiries for information and/or referral
•
prepared 195 informational packets in response to specific requests

The 31st Annual Taste of Milwaukee® was held on Thursday, March 7th in the Crystal Ballroom of
The Hilton Milwaukee City Center. One of Milwaukee’s most famous culinary extravaganzas,

The 18th Annual MillerCoors - Charlie Kapp Charity Golf Challenge was held on Monday, June 10th at the Wisconsin
Country Club in Milwaukee. Following a day of golf and fun-filled activities on and off the course, golfers enjoyed
a wonderful dinner, an exciting voice auction and a short program. The MillerCoors-Charlie Kapp Charity Golf
Challenge is named in honor of the late Charlie Kapp, a senior sales executive with Miller Brewing Company, and his
daughter Dana who had cerebral palsy.

The Joe’s Run, Walk & Roll® took place on Saturday, September 21st at Hart Park in Wauwatosa.
Joe’s Run, Walk & Roll®, a 1-2-or-3 mile non-competitive run, walk or wheelchair roll, enables
participants who use a wheelchair to roll right along with their family members and friends who may
walk or run --- crossing the finish line is the accomplishment. Joe’s Run, Walk & Roll® is a “family
affair” that began as an individual effort by former UCP of Southeastern Wisconsin Board member
Joe Lubarsky, who has cerebral palsy, to raise money for the agency. The Lubarsky and Baumgartner
families are proud to continue the tradition Joe started many years ago. Although he retired to a
warmer climate, Joe Lubarsky returned to Wisconsin to participate, as he does every year!
