The Secretariat of the International Atomic Energy Agency (IAEA) presents its compliments to the
Ministries of Foreign Affairs of its Member States and has the honour to request that they draw the
attention of the appropriate governmental authorities to the forthcoming Technical Meeting for
Review of the Draft Safety Requirements in Emergency Preparedness and Response, to be held
at its Headquarters in Vienna, Austria, from 12 to 16 November 2012.
The purpose of the meeting is to inform representatives of IAEA Member States and relevant
international organizations about the revision of the Safety Requirements publication Preparedness
and Response for a Nuclear or Radiological Emergency (IAEA Safety Standards Series No. GS-R-2,
Vienna, 2002), as well as to review and discuss the major topical revisions undertaken so far.
Invitations for participation in this meeting are being sent to all Member States and all relevant
international organizations. Member States are strongly encouraged to identify suitable women
participants.
The attached Information Sheet provides additional details. A provisional meeting agenda will be
forwarded in due course.
The meeting will be held in English.
The IAEA is generally not in a position to bear the travel and other costs of participants in the
meeting. The IAEA has, however, limited funds at its disposal to help meet the cost of attendance of
selected experts from Member States. Such assistance can be offered, upon specific request, to one
participant per country provided that, in the IAEA’s view, the participant will make an important
contribution to his or her State’s emergency preparedness arrangements. The application for financial
support should be made at the time of nominating the participant.

INTRODUCTION
The International Atomic Energy Agency (IAEA) will hold a Technical Meeting for review of
the draft safety requirements in emergency preparedness and response at its Headquarters in
Vienna, Austria, from 12 to 16 November 2012.

OBJECTIVES
This meeting’s objectives are:

To inform representatives of IAEA Members States and relevant international
organizations about the revision of the Safety Requirements publication
Preparedness and Response for a Nuclear or Radiological Emergency (IAEA
Safety Standards Series No. GS-R-2, Vienna, 2002);

To discuss with representatives of Member States and relevant international
organizations the scope of this revision process; and

To review and discuss the major topical revisions undertaken so far.
PROVISIONAL AGENDA
The IAEA Secretariat is conducting this meeting in order to obtain feedback on the revised
requirements from Member States and relevant international organizations.
The meeting will cover: the scope and objectives of the revision process for Preparedness
and Response for a Nuclear or Radiological Emergency; decision making criteria and
implementation tools; the concept of operations for each threat/hazard category; reports on
the major topical revisions and consultancies that have been held so far; and review of the
changes and additions that are foreseen in the current draft of the revised Safety Requirements
publication.
The provisional meeting agenda will be sent out to designated participants in due course.
4.
PARTICIPATION
All Member States and all international organizations participating in the Joint Radiation
Emergency Management Plan of the International Organizations are invited to participate in
this meeting. The Secretariat would appreciate receiving nominations for participation in the
aforementioned meeting by 3 September 2012. Nominations of participants should be
submitted using the attached Nomination Form.
5.
VISAS
Designated participants who require a visa to enter Austria or any other Schengen State
should submit the necessary application to the nearest diplomatic or consular representative of
that State as soon as possible. In the case of Austria, persons who require a visa have to apply
for a Schengen visa at least 21 days before entry into Austria. In States where Austria has no
diplomatic mission, visas can be obtained from the consular authority of a Schengen Partner
State representing Austria in the country in question.

EXPENDITURE
The costs for the organization of the meeting will be borne by the IAEA. No registration fee
is charged to participants. Owing to budgetary constraints, the IAEA is not in a position to
bear the travel and other costs of nominated participants. Limited funds may, however, be
available to help cover the cost of participants from Member States eligible to receive
technical assistance under the IAEA’s technical cooperation programme. Such assistance may
be offered, upon specific request, to one participant per country provided that, in the IAEA’s
view, the participant will make an important contribution to his or her State’s emergency
preparedness arrangements. The application for financial support should be made at the time
of nominating the participant (see the attached Nomination Form).

WORKING LANGUAGE
The working language of the meeting will be English.
8.
LOCAL ARRANGEMENTS
The meeting will be held at IAEA Headquarters, Vienna, Austria. The meeting will start on
Monday, 12 November 2012 at 10.00 a.m. and will end at 12.30 p.m. on Friday,
16 November 2012. Information on local arrangements will be sent to designated participants
in due course.
