iding on the Narendra Modi wave, the Bharatiya
Janata Party is all set to form the government in
Haryana with trends indicating it was winning in 50 of
the 90 seats. This is the first time that the BJP is likely
to come to power in the State on its own.
The party started on a winning note with the first result
being declared in Haryana going to its kitty. Veteran BJP
leader Anil Vij won from the Ambala Cantonment seat
by a convincing margin of 15,462 votes.
‘We will form the next government in Haryana. We will get
two-thirds majority,’ BJP leader Abhimanyu said in Hisar.
The ruling Congress, staring at a rout, drew solace with
the result of the Jhajjar (reserved) seat going in its favour.
Education Minister and Congress candidate Geeta Bhukkal
won the seat with a margin of 26,854 votes.
Meanwhile, indicating a possible reconciliation, Shiv Sena
today said it will consider BJP’s proposal on government
formation in Maharashtra once it is made as they have ‘no
bitterness.’
‘Once they (BJP) submit a proposal for a stable government in the interest of Maharashtra, Sena president Uddhav
Thackeray will take a decision, whatever that may be, after
considering all factors,’ Sena MP Anil Desai said. On the
other hand, the BJP virtually rejected the possibility of giving
Chief Minister’s post to Shiv Sena for forming a coalition
government in Maharashtra, saying ‘people have given us
the responsibility and the government will be led by us.’
SUPER SUNDAY FOR BJP
Absolute in Haryana Falls short in Maha
Chandigarh, Oct 19:
The BJP said it will form the government in Haryana
with early trends indicating it was winning in 48 of the 90
seats. This is the first time that the BJP is likely to come
to power in the State on its own.
The party started on a winning note with the first result
being declared in Haryana going to its kitty. Veteran
BJP leader Anil Vij won from the Ambala Cantt seat by
a convincing margin of 15,462 votes.
We will form the next government in Haryana. We will

said in Hisar.
The ruling Congress, staring at a rout, drew
solace with the result of the Jhajjar (reserved)
seat going in its favour. Education minister and
Congress candidate Geeta Bhukkal won the seat
with a margin of 26,854 votes.
BJP winning a clear majority in the Assembly is
an an achievement given the fact that the BJP
had won only four assembly seats in the 2009
assembly polls.
BJP in-charge Haryana Kailash Vijayvargiya:
‘People of Haryana wanted a change. Our party
cadres and leaders worked very hard. The credit for our
success has to go to Prime Minister Narendra Modi and
BJP chief Amit Shah.’

aspiring to be the next Chief Minister in

Singh Meanwhile, Congress leader and
Chie Minister Hooda accepted defeat in
Haryana polls and congratulated BJP.
Anil Vij, who is among the frontrunners
to become the chief minister of Haryana
as the BJP prepares to form government
in the state, has won from the Ambala
Cantt Assembly seat.
He said that the party only will decide
who will become the CM.
I don’t believe in lobbying,’he stated.
‘Once all the results are out, then the time for legislature
party meeting will be decided,’ he added.
‘My public life is like

Mumbai, Oct 19:
Maharashtra appeared headed for an alliance government, with trends available in all 288 constituencies
indicating that no party will be in a position to form the
government on its own, although BJP, riding on the Modi
wave, emerged the leader of the pack.
As per trends available after two hours of counting,
BJP was leading in 120 constituencies, with former
-- and according to some, would-be -- ally Shiv Sena
a distant second in 59 seats, Congress in 44 and NCP
in 45.
The Raj Thackeray-led MNS had a dismal outing,
leading in just two seats, a far cry from the 13 seats it
won in the 2009 polls.
With no party appearing to be in a position to reach
the magic figure of 145 seats needed to form government, the State looks set to witness a plethora of
permutations and combinations in the next few days.
While there is already speculation of former allies
BJP and Sena coming together and forming the next
government, there are also those who feel that the
Sena’s and Congress and NCP’s need to remain in
power, may throw up combinations which may not
seem plausible now.
‘People of Maharashtra have voted for PM Modi and
his pro-development pitch,’ BJP leader Kirit Somaiya
said at a press conference.

The BJP is going to hit century in Maharashtra for
the first time, Somaiya said further.
He promised a ‘mini Modi’ government in Maharashtra, adding the will take the State to greater heights.
Responding to questions on forming post-poll alliance
with Shiv Sena as the BJP appeared to be falling well
short of majority, Somaiya only said the people have
given the BJP responsibility to form the government
as we will be the single largest party.
Meanwhile. seeing the writing on the wall, the NCP
blamed the Congress for the impending rout. ‘It all happened because of Chavan,’ NCP’s Nawab Malik told
the media, referring to former Chief Minister Prithviraj
Chavan of the Congress.
‘He had no understanding of the issues in Maharashtra, he did not take the right decisions, and he didn’t
act when he had to. He is responsible for the state of
both the Congress and the NCP,’ Malik said.

600-ft-long cake to mark
Indian baking legacy
A giant crocodile weighing 700 kgs and seven feet in length was spotted at a canal by villagers
at Kadavacheri near Chidambaram today. It was later handed over to Forest department officials.
Thiruvananthapuram, Oct 19 (PTI):
In a first, the Kerala Bakers Association (KBA) is planning to bake a
600-feet-long cake to mark the
131st anniversary of cake-making in
the country.
The association is planning to bake
the cake at a convention centre in
Thrissur on 30 October to showcase
the legacy of ‘plum cakes’ in the
country.
According to local historians, the
first cake in the country was baked
by an Indian in the historic town of
Thalassery in north Kerala over a
century ago.
Taking cue from the European settlers in the Malabar region of Kerala,
Mampally Bappu, a local entrepre-
neur, is said to have baked the first
cake using local ingredients in the
coastal town in 1883, they said.
To mark the occasion, the KBA
has roped in scores of its members
to prepare and exhibit the massive
cake. The event is being organised
not just to commemorate the legacy
of bakers in Kerala but to create
awareness about the significance of
baking industry in the economy, the
association said.
‘Kerala may be the only place in the
world which has such a large number
of bakeries. So we thought it is our
responsibility to create awareness
about its glorious past,’ P M Sankaran, state president of KBA told PTI.
Mampally Bappu, who lived in Tha-
lassery, was a visionary who introduced the exclusive taste of cakes to
Indian foodies, he said.
‘Though there was a bakery set up
in Bengal in 1880 to cater exclusively
to the British, Indians could not savour
the delicacies prepared there. Bappu
made the first cake in his Royal Biscuit
Factory in 1883,’ he said.
Bappu had made the cake based
on a sample brought by a European
planter who lived in Thalassery then,
he said.
Though Bappu’s descendants have
been celebrating the legacy of cakemaking as a family affair for many
decades, the association decided to
mark the occasion on a larger scale
this year.

India's retirement system continues to rank the
lowest amongst the 25 countries, with less than
six per cent of the working population in the country covered under private pension plans while
Denmark tops the list with its well-funded plan, according to a recent report.
The country's score largely remained unchanged
at a grade of 'D', which is between 35 and 50, indicating that it has some sound features but there
are major omissions or weaknesses, according
to 2014 Melbourne Mercer Global Pension Index
(MMGPI).
The report also pointed out that the D-grade classication may also occur in the relatively early stages
of the development of a particular country's retirement income system, like India, China, Indonesia
and Korea.
'PSU banks to lead
private peers in Q2'
Public sector banks are likely to be ahead of
their private peers in net profitability in the September quarter with an expected 21 per cent
jump year-on- year on account of higher net capital gains, says a report.
Private banks are likely to post a 19 per cent
growth in profit after tax in the second quarter
ended 30 September.
'We expect a net profit growth of 21 per cent
year-on-year for state-run banks, supported by
higher net capital gains as second quarter of the
last fiscal was affected by higher bond yields',
said the report by global financial services company Morgan Stanley.
Margins of private lenders are expected to expand during the July-September period on the
back of better liquidity and benign competition,
it said.

"Flight details will be available after data retrieved
from radars and telemetry points, monitoring the trajectories, are analysed," the ofcial said.
It is the second test of the sub-sonic long range cruise

desired parameters as "the ight had to be terminated
mid-way when deviations were observed from its intended course," sources said.
Amid concerns of cyclone Hudhud adversely affecting Visakhapatnam's growth, Andhra Pradesh
Chief Minister N Chandrababu Naidu said
he is keen on developing the port city with a new
vision.
Once this (cyclone relief) is over, we are preparing new plans for Visakhapatnam. Not just planting
trees. I am working on a new vision for Visakhapatnam. I am going to rope in best consultants from
across the world, who handled similar cities in the
world.
What Prime Minister said ...to help us in all ways

'smart city'. I will hire the best consultants for that,'
Naidu said in the port city which suffered a huge
damage in the cyclone that struck on Sunday last.
Visakhapatnam was among the three cities (other
two being Allahabad and Ajmer) discussed for being developed as 'smart cities' with American help,
during Prime Minister Narendra Modi's recent US

agricultural research
that led to a remarkable increase in world
wheat production building on the
successes of the Green Revolution.
'It is a collective achievement, rather than that
of a single person,' Rajaram told the audience
accepting the prestigious award at the Iowa State
University, Des Moines, in the US state of Iowa.
The award 'honours the innovative spirit of farmers', he said adding that 'without their contributions, my research wouldn't have been possible'.
By crossing winter and spring wheat varieties
-- which were distinct gene pools that had been
isolated from one another for hundreds of years
-- he created wheat varieties that are diseaseand stress-resistant and adaptable to diverse
geographical regions and climates.
In 2007, Norman Borlaug called Rajaram 'the

Govt’s support key to exports to new geographies
Vasanth & Co is offering discounts for customers for Deepavali festival.
Vasanth & Co’s festival offer
NT Bureau
Chennai, Oct 19:
The festival of lights is here and Vasanth & Co, a renowned chain dealer
of consumer electronics and home appliances, has come up with a slew of
offers for Deepavali at its stores across Tamilnadu
A press note said Vasanth & Co’s 60th outlet was opened at Nagercoil and
announced several prizes to be won by customers who make purchases
leading up to the festival. Among the prizes on offer a Maruti Alto car, bikes
and more. Also, it is running a slogan contest for which prizes include a car
and 60 TVS Scooty scooterettes.
As per a super saving offer, Vasanth & Co has given discounts on several
electronic items and home appliances including televisions, which includes
cash-back offer upto Rs 25,000 on select products.
The release also said attractive EMI schemes were available for customers and those who brought Aadhar cards would be provided loan schemes
instantly.
New Delhi, Oct 19 (PTI):
Up against road blocks in traditional
car export markets, Indian auto industry is looking to government support
in its effort to enter new geographies.
Due to various regulatory issues in
big export markets like Algeria and
Sri Lanka and slowdown in Europe,
in the April-September period, passenger car exports are down 8.27 per
cent to 2,68,727 units as compared
to 2,92,952 units in the same period
of previous fiscal.
Now car makers are looking at new
avenues and have identified about
over 20 new regions to keep overseas
sales ticking.
‘To get into these new markets we
would require policy support from
the government,’ Society of Indian
Automobile Manufacturers (SIAM)
Director General Vishnu Mathur

taxation and non-tariff barriers in
those markets make exports from
India uncompetitive and want the
issue to be taken up at government

Tech students need to
hone soft-skills: TCS
Mumbai, Oct 19 (PTI):
Country’s largest software exporter
TCS, which is in the process of hiring
25,000 people from the campuses
and raise it to 35,000 next fiscal, feels
the education institutes must pay special attention to improve communication and soft skills of their students.
‘From an improvement point of view,
we have been telling institutes that
communications and soft skills are
something that can be looked at...
which will make people a bit more
ready,’ executive vice-president and
global head for human resources Ajoy
Mukherjee told PTI.
He, however, said TCS, which is
arguably one of the biggest hirers
at the country’s campuses and has
over 3.13 lakh headcounts already,
is contended with the technical skills
of the freshers which it hires.
‘If you ask me from a youngster’s
point of view, when they are coming
in they are very much digitally savvy.
Technology-wise, given our selection process, we are able to select
the right candidates for our requirements,’ he said.
Mukherjee said the company plans
to give offers to 35,000 freshers
from 350-400 institutes during FY16,
which is 10,000 more than the ones
for FY15.
He said the company conducts a
dialogue with the heads of the institutes it gives offers and inform them
of the need to work on the students’
soft skills.
After declaring a 13.2 per cent
growth for the July-September quarter profit at Rs 5,244 crore, TCS chief
Jewellery sales to jump
35% during Dhanteras
Mumbai, Oct 19 (PTI):
Jewellery sales are expected to surge by up to 35 per cent during
Dhanteras, traditionally the country’s busiest gold buying period, compared to last year, industry experts said.
‘There is a lot of pent
up demand and the gold
price this time is also
ruling at a very comfortable rate of about
Rs 27,200 per 10
grams. Going by
these fundamentals, we are expecting 30-35 per cent
growth in sales during this Dhanteras
compared to last
year,’ jewellery retailer Manubhai Jewellers Director Samir
Sagar told PTI here.
Last year, the prices during this time ruled at Rs 29,000 per 10 grams,
according to industry data.
Dhanteras is celebrated before the
festival of lights, Diwali.
Sagar said the retail buying has been picking up and the movement
will be more on wedding jewelleries as the marriage season follows
immediately after the festivals.
Echoing a similar view, Senco Gold and Diamonds Executive Director Suvankar Sen said there is a positive sentiment in the market and
among the consumers since the past one month.
‘Prices have come down from Rs 28,500 at the beginning of the year.
This has generated demand in the market for gold during the festive
season,’ he said.
Sales are expected to grow by 15-20 per cent from last year and the
Rs 5,000-1,00,000 ticket size will see maximum movement, he added.
executive and managing director N
Chandrasekaran had said that he was
bullish about 2015-16.
‘Across the sectors, and across
markets, we remain very positive.
If at all, we are only increasing our
investments both in sales and capability building. We have already hired
36,000 (as against targeted 55,000
for FY15)...So, we remain bullish
about next year,’ he had said.
Mukherjee said the growth in business has resulted in the likelihood of
the company overshooting its overall
hiring target of 55,000 for the current
fiscal.
‘Look at our volume growth in H1,
it has been very good and this (overshooting) is based on that,’ Mukherjee
said, adding that TCS is conservative
when it comes to setting targets. The
company reported a volume growth of
6.1 per cent in the September quarter,
on a sequential basis.
Of the 25,000 offers made for FY15,
Mukherjee said he expects 71-72
per cent freshers to actually join the
company this fiscal.
He said the company has undertaken many initiatives to help students,
including a portal called ‘Campus
Commune’ which acts as a knowledge sharing platform for the students
before they join the company.
The company had a total of 3.13
lakh employees as of September
end, out of which 1.03 lakh or 32.7
per cent are women. Mukherjee
said the decision to have a greater
number of women in the workforce
is a conscious one taken from having
the diversity among the staff.
government to help them reach out

markets, including those in Latin
America, Africa and Middle East to
ramp up exports.
‘As part of the overall strategy to
enhance exports of passenger cars,
we are looking at over 20 markets
because the the traditional export
markets are not doing well,’ Mathur
said, adding, SIAM has already
communicated with the government
in this regard.

DCB Bank
completes QIP issue
NT Bureau
Chennai, Oct 19:
DCB Bank has raised approximately Rs 250 crore of tier I capital
through a qualified institutions placement (QIP).
A press note said the board
of directors of DCB Bank
had approved the issue
and allotment of 30,432,136
equity shares of face value
Rs 10 each to eligible qualified institutional buyers (QIBs) at the
issue price of Rs 82.15 per equity share, aggregating to approximately Rs 250 crore.
As of 30 June, 2014, DCB Bank’s capital adequacy ratio (CAR)
was 13.63 per cent (of which tier I capital was 12.77 per cent and
tier II at 0.86 per cent as per Basel III norms). And as a result of the
recent QIP issue, the shareholding of DCB Bank’s promoter will
be reduced to approximately 16.43 per cent from 18.45 per cent
as of 30 June, 2014.
‘The capital raised will certainly help DCB Bank execute plans for
growth in the near future. We are mindful of the responsibility to
ensure secure and stable growth of the bank,’ Murali M Natrajan,
managing director and chief executive officer of DCB Bank, said.
Telecom Panel defers plan
on licence fee for ISPs
New Delhi, Oct 19 (PTI):
The Telecom Commission has deferred a
proposal on imposing an annual licence fee
of 8 per cent on Internet service providers
(ISPs) as this could lead to a hike in Internet charges and impact the government’s
ambitious Digital India project.
The Department of Telecom (DoT) Secretary Rakesh Garg, who also chairs the
Telecom Commission, at a meeting of the
commission last week said the proposal
needs to be discussed further as levying
an annual fee may lead to a rise Internet
tariffs and charges, sources said.
The proposal could hit government’s
plans to successfully implement the Digital
India programme, a pet project of Prime Minister Narendra
Modi, they added.
‘DoT is of the view that imposing a fee on ISPs could
hinder their efforts of connecting the cities and rural area
through Internet and that will in turn impact Digital India,’
sources said.
Digital India is an umbrella programme with an outlay
of Rs 1.13 lakh crore, which includes projects that aim to
ensure government services are available to citizens electronically and people get benefits of the latest technology.

exports were down 9.92 per cent to
50,860 units as against 56,460 units
in the year-ago period.
Total exports of passenger vehicle (PVs) that include passenger
cars, utility vehicles and vans, also
declined marginally to 3,07,473
units in the April-September period
as compared to the previous fiscal.
In September PVs segment export
declined by 5.45 per cent to 57,609
units, as compared to 60,928 units
in the same period last year.
Mathur said issues like tariff barriers, high taxation and change in
technical parameters in some of
the major export markets has led
the Indian automakers to look out
for additional markets.
‘Europe has been a big export
market for us but it is not doing well,’
Mathur said.
Earlier this year, sectoral regulator TRAI
suggested a new definition of revenue for
ISPs on which the government should levy
8 per cent annual fee.
TRAI had suggested a uniform licence
fee of 8 per cent of the AGR (adjusted
gross revenue) for all ISP and ISP-Internet
Telephony licences.
The government levies licence fee on
AGR of telecom firms after deducting
some components that are not earned
from telecom services.
TRAI had earlier also recommended that
government levy 8 per cent licence fee
from 1 April, 2013, but the proposal was
deferred then, after questions raised on
revenue items that should be considered for calculating
the final charges.
Industry body Internet Service Providers Association of
India had said the move to increase licence fee on Internet
services will adversely affect its target to achieve 175 million broadband connections by 2017 and 600 million by
2020 as it will increase service tariffs.
ISPAI had also said if government includes deduction
of bandwidth and lease line charges to pass through than
Internet rates will rise only 8 per cent.

corporates: Report
Mumbai, Oct 19 (PTI):
With a recent stability on the
macroeconomic front, the operating
environment for the corporate sector
is likely to be less challenging in
thecurrent fiscal, says a report.
‘The operating environment for the
domestic corporate sector is likely to be
less challenging during FY15 than it had
been in the previous year, considering
the emerging signs of stability in the
macro-economic indicators and the
likelihood of some improvement on
the growth front,’ rating agency Icra
said in a report. The current account
deficit improved to 1.7 per cent of GDP
in first quarter FY15 from 4.9 per cent
in FY2014.
Retail inflation or CPI too has come
down from the peak of 11.2 per cent
in November 2013 to 6.46 per cent in
September, although it still remains
outside the comfort zone of the Reserve
Bank to mull bringing down interest
rates. ‘Moreover, several policy initiatives
including efforts to revive stalled projects,
tariff revision by State utilities, rescheduling of premium payout for road
projects alleviate some sector-specific
concerns,’ the report said.

Federer targets
glory at home
q Ailing Nadal aims to shrug off health issues
Basel, Oct 19 (AFP):
Home hero Roger Federer and ailing Rafael
Nadal will be working to completely different
agendas when the Swiss Indoors begins on
Monday.
The event, which Basel-born Federer has won
five times, marks the penultimate week of the
points race to the World Tour Finals in London,
beginning in just over three weeks.
The 33-year-old Federer is among those
already qualified, along with Novak Djokovic,
Nadal, Australian Open winner Stan Wawrinka
and US Open champion Marin Cilic.
Federer, who has played the last eight finals
at the St Jakobshalle -- he stands 37-3 at home
-- looks to close in on the year-end number one
ranking held by Djokovic.
Nadal, meanwhile, will be desperately seeking
some reassurance.
The nine-time French Open winner has not
played in Federer’s backyard for a decade
and missed last year with fatigue after signing
a three-year appearance fee contract in 2012
which he has yet to start honouring.
Even with an appendix which will require
surgery in the coming weeks, the 28-year-old

Singapore, Oct 19:
Serena Williams will play two of
the tour’s young rising stars in the
round-robin stage of this year’s
WTA finals in Singapore.
The draw Saturday placed topseeded Williams in the Red Group
with 23-year-old Simona Halep
and 20-year-old Eugenie Bouchard
as well as the more experienced
Ana Ivanovic, who has beaten
the American only once in eight
matches.
‘I don’t care who I play, to be
perfectly honest with you. You
can put me against anybody at
this point, I’m ready,’ said the topranked Serena, whose appearance
in Singapore was in doubt after
she pulled out of the China Open
tournament earlier this month with
a knee injury. ‘I really can’t wait
for my match. I wish I had a match
tomorrow.’
The tournament starts Monday
at the 10,000-capacity Singapore
Indoor Stadium.
Spaniard looks determined to at least make an
attempt at an appearance for Swiss fans as he
searches for his first win in the city after losses
in 2003 and 2004.
Nadal’s camp says they will decide with doctors after Basel whether or not the world number
three should play Paris or go for surgery on his
painful appendix which he has been treating
with anti-biotics.
Basel will be crucial in shaking out the race for
the remaining places in the field at the eight-man
World Tour Finals showpiece.
Federer begins in the first round against
Luxembourg veteran Gilles Muller while Nadal
takes on a qualifier.
Third seed Wawrinka starts against Mikhail
Kukushkin of Kazakhstan who was a semifinalist in Moscow on Saturday.
Milos Raonic takes the fourth seeding with
the Canadian hoping to have recovered from
illness which compromised his last two events,
in Shanghai and Moscow. He plays American
Steve Johnson.
Fellow year-end contender Grigor Dimitrov is
seeded fifth ahead of
Ernests Gulbis, number seven David Goffin
and eighth seed Ivo Karlovic.
Murrays stays in the hunt
In Vienna, Andy Murray moved into eighth
place in the race to the ATP World Tour finals
on Saturday as he and top seed David Ferrer
both reached the final at the Austrian Open.
Murray, a title winner at Shenzhen in September, booked his place in his second title match in
a month with a defeat of qualifier Viktor Troicki
6-4, 6-3 in 82 minutes.
Ferrer, who trails Murray by just 10 points in
the race to November’s eight-man World Tour
Finals in London, needed an hour more to go
through, beating German fourth seed Philipp
Kohlschreiber 6-3, 2-6, 7-6 (7/3).
Sunday’s title match will be key for both Murray
and Ferrer, who are among the top contenders
for the three remaining spots at the London
showpiece.
Murray turned in a workmanlike effort in just
under 90 minutes against Serbian Troicki, who
had fought his way through the qualifying rounds
with the Scot taking his head-to-head record in
the series to 6-0.
Murray earned his 50th victory of the season
with four breaks from 11 chances.
Goryachkina wins title
with a round to spare
Pune, Oct 19 (PTI):
Woman Grandmaster Aleksandra
Goryachkina of Russia won the
World Junior Girls Chess Championship with a round to spare after
defeating India’s Srija Sheshadri in
the 12th and penultimate round here
yesterday.
The Russian girl, who started the
event as the defending champion, became the second girl in history after
compatriot Ketino Kachiani in 1989
and 1990 to bag the back-to-back title
in World Junior Girls Championship
after tallying a remarkable 10.5 points
out of a possible 12.
For the records, Goryachkina has
an unassailable lead of 1.5 points going in to the last round and the nearest rival is Ann Chumpitaz of Peru
who defeated Sabina Ibrahimova of
Azerbaijan in her penultimate round.
Sarasadat Khademalsharieh of Iran
jumped to the sole third spot on 8.5
points at the expense of Meri Arabidze of Georgia. The Indian aspirations suffered a setback as Padmini
Rout was forced to split the point with
Anna Iwanow of Poland.
Padmini Rout inched herself up to
eight points in all and will now need
some favourable results on other
boards in the last round besides winning her own game for a podium finish. While all is not over, the chances
for Rout look bleak along with Sreeja
Seshadri who also remained on
eight points after the loss against
Goryachkina.
Goryachkina was, in some ways,
lucky to win her game against Seshadri who put up a brave front
and was sailing on level terms till
the endgame. However, the Indian
Aleksandra Goryachkina
made a strategic blunder leading to
a difficult knight and pawns position
wherein Goryachkina made most of
her opportunities.
The open section being held simultaneously was thrown wide open after
top seed Vladimir Fedoseev crushed
overnight leader Wei Yi of China. It
was an incredible show of grit and
determination by the Russian as he
now joins the leading pack on nine
points.
It’s a four-way lead at the top now,
with Wei Yi, Lu Shangli of China,
Duda Jan-Krzysztof of Poland and
Fedoseev in front as equals.
The Indian challenge in this section
almost faded out as Vidit Gujrathi
and Murali Karthikeyan played out
a hard-fought draw between them.
Both Gujrathi and Karthikeyan are
now on eight points along with Asian
junior champion N Srinath.

Barcelona, Oct 19 (AP):
Cristiano Ronaldo netted his 14th and
15th goals to set a record scoring start
in a Spanish league season as Real
Madrid eased to a 5-0 win at Levante
on Saturday, while Lionel Messi scored
to move one goal from the competition’s all-time scorer.
Messi guided league leader Barcelona to a 3-0 win at home over promoted
Eibar, setting up Xavi Hernandez to
break through in the second half and
scoring after Neymar had doubled
the lead.
Messi is now poised to equal Telmo
Zarra’s milestone of 251 goals that has
stood since 1955 next week at rival
Madrid’s Santiago Bernabeu Stadium.
Barcelona goalkeeper Claudio Bravo
also extended his record of not conceding a goal to eight matches as the
Catalan club maintained its four-point
advantage over Madrid at the top of
the standings.
Valencia and Sevilla can both pass
Madrid, which moved into a provisional
second place, with wins on Sunday.
While Messi closed on Zarra, Ronaldo made sure to make his own
mark by breaking a record that had
stood since the 1943-44 season when
Oviedo’s Esteban Echevarria scored
14 goals through the first eight rounds.
The Ballon d’Or holder opened from
the penalty spot in the 13th minute
before adding another goal in the 61st,
increasing his league-leading tally to 15
goals in eight rounds despite missing
one game due to injury.
‘It is impossible to do more than what
(Ronaldo) does,’ said Madrid coach
Carlo Ancelotti. ‘There are no goals
without sacrifice, a fighting spirit and
concentration.’
Javier Hernandez, James Rodriguez
and Francisco ‘Isco’ Alarcon also
scored to rout the overmatched hosts
at Ciutat de Valencia Stadium.
Ancelotti said that Gareth Bale didn’t
play because of pain in his gluteus. The
manager rested him as a precaution
with Madrid visiting Liverpool in the
Champions League on Wednesday
before the first ‘clasico’ match of the
season three days later.
Elsewhere, Manuel ‘Nolito’ Agudo
continued his strong campaign by
scoring in the 73rd to give Celta Vigo
a 1-1 draw at Athletic Bilbao, keeping
the Basque club with one win in 10
matches in all competitions not counting its elimination of Napoli from the
Champions League playoffs.
Marin Cilic
Cilic vs
Agut in final
Moscow, Oct 19:
US Open champion Marin Cilic
overcame a spirited challenge
from Mikhail Kukushkin of Kazakhstan to win their Kremlin
Cup semi-final 4-6 6-3 6-2 on
Saturday.
Croatian Cilic, the world number
eight who has qualified for the
ATP World Tour Finals in London, lost the first set but quickly
recovered against the world
number 74.
The 26 year-old stepped up a
gear in the second set helped
by a significant improvement in
his serve and took the decider
for the loss of just two games to
reach the final.
‘Mikhail was playing great tennis today,’ Cilic told reporters.
‘And I was not serving as good
as yesterday.’
Cilic will face Roberto Bautista
Agut in the final after the 26-yearold Spaniard overcame Latvian
Ernests Gulbis 6-4 6-4.
‘The last time I played with
Bautista was in 2002, but we
are really good friends. It will
be a very interesting match, as
he improved a lot this season,’
Cilic said.
It will be Cilic`s fifth final of the
year. He was victorious in the US
Open, won ATP world tour events
in Zagreb and Delray Beach and
finished runner-up in Rotterdam.

Kerala to step up
Ebola screening
Thiruvananthapuram, Oct 19 (PTI):
As the Ebola epidemic, which has claimed more than 4000 lives globally,
causes concern, Kerala has stepped up screening at airports and examined over 450 passengers who arrived from various African countries.
A top health department official said no one has tested positive for the
deadly virus that has claimed large number of lives in Africa and in some
other parts of the world.
Besides airports, the screening will soon be extended to sea ports also
to check possible threat of its spread in the state, State Health Secretary
K Elangovan said.
‘No Ebola positive case has been reported so far in the State. We have
already taken strict measures to monitor the situation and stepped up
screening at the airports. We are now mulling extending similar checks
at seaports also,’ he told PTI.
Of the total 469 persons screened, blood samples of two, who had fever,
were collected and sent for analysis which tested negative, he said.
‘If any suspected case comes across during screening, we will keep
them on observation. Generally, the observation will be extended from
two to 21 days. Junior health inspectors are assigned to keep frequent
contacts with them and continuously monitor their health during the period
of observation,’ he said.
A meeting of health officials in the State will be held here tomorrow which
will discuss further measures to be taken in this regard, the official added.
A decision of imparting training to health officials of all States on ways
and means to detect and prevent Ebola was taken at a high-level meeting
chaired by Cabinet Secretary Ajit Seth at Delhi on 16 October.

The North East Monsoon, which set in over South India a couple of days
ago, will continue to bring heavy rainfall in Tamilnadu, Puducherry and Kerala
in the next 48 hours due to the trough of low pressure in the Bay.
‘While the South west monsoon has withdrawn from the remaining arts of
the region, the North East Monsoon has simultaneously commenced over
Tamilnadu, Kerala and adjoining areas of Andhra Pradesh and Karnataka
on 18 October,’ a bulletin from the MeT office said.
Rain or thundershowers would occur at most places over Tamilnadu, Puducherry, Kerala and at many places over Lakshadweep, coastal and South
interior Karnataka and south coastal Andhra Pradesh, the release said.
Ministry yet to accept
black money reports
Declines to share the contents of the study
New Delhi, Oct 19 (PTI):
The Finance Ministry is yet to accept
two of the three reports submitted to it
on the assessment of black money in
India and abroad which were commissioned by the UPA government three
years ago.
The studies were conducted by the
Delhi-based National Institute of Public Finance and Policy (NIPFP) and
National Council of Applied Economic
Research (NCAER), and National Institute of Financial Management (NIFM)
at Faridabad.
‘Report from one institute has been
received and accepted and reports
from the remaining two institutes have
been received but yet to be accepted
by the government so far,’ the Finance
Ministry said in reply to an RTI query.
It, however, declined to share the contents of the reports citing the exemption

clause under the transparency law.
‘Further details cannot be made
available at this point of time as the
information is exempt under Section
8(1)(c) and Section 8(1)(e) of RTI
Act, 2005, since the report is yet to be
examined by the government or action
taken thereof is yet to be laid before
Parliament,’ the Ministry said.
Section 8(1 )(e) bars disclosure
of information which would cause a
breach of privilege of Parliament. The
other clause exempts disclosure of
‘information available to a person in
his fiduciary relationship, unless the
competent authority is satisfied that
the larger public interest warrants the
disclosure of such information’.
The three studies were expected to
be completed within 18 months’ time,
which deadline had expired on 21 September, 2012. The Finance Ministry
did not give the dates on which these
reports were submitted with it although
the RTI application had also sought that
information.
There is at present no official assessment on the quantum of black money in
India and abroad. ‘The issue of black
money has attracted a lot of public and
media attention in the recent past. So
far, there are no reliable estimates of
black money generated and held within
and outside the country,’ the Finance
Ministry had said while ordering the
studies in 2011.
The different estimates on quantum of
black money range between $500 billion to $1,400 billion. A study by Global
Financial Integrity has estimated the illicit money outflow to be at $462 billion.
‘These estimates are based on various unverifiable assumptions and approximations. Government has been
seized of the matter and has, therefore,
commissioned these institutions to
get an estimation and sense of the
quantum of illicit fund generated and
held within and outside the country,’
the Ministry had said in a press release
issued on 29 May, 2011.

The downpour brought cheer to residents of the water-starved city but soon
the problems cropped up. Waterlogged roads hampered traffic movement at
various places in the city including on arterial GST Road at Pallavaram and
Chromepet.
Meanwhile, following instructions from Tamilnadu Chief Minister O Panneerselvam, State Ministers S B Velumani, TKM Chinnayya and Mayor
Saidai Duraisamy today visited waterlogged areas at Velacheri, Tansi Nagar,

New Delhi, Oct 19 (PTI):
What research exactly is patentable? What are the
legal issues involved? If the student pursues a research
using university infrastructure, is the outcome students’
intellectual property?
All these questions by Delhi University (DU) students
and teachers will be answered soon as the varsity is
in the process of drafting an Intellectual Property (IP)
policy to facilitate registration of patents, copyrights and
trademarks by its students and teachers.
DU’s Intellectual Property Rights Cell was established
in 2008 with an view to helping researchers, inventors
and creators manage their intellectual property rights
through the legal machinery and also to manage its
commercial aspects. While, initially, the cell was headed
by Dean of Research, the Human Resource Development ministry had earlier this year constituted an IPR
Chair at DU.
‘Students and researchers need to know what exactly
will be patentable while they are pursuing a research?
In the lack of a proper policy, researchers are often
unaware of the dos and don’ts and face difficulty in dealing with legal and commercial issues,’ said Dr Rekha
Chaturvedi, MHRD IPR Chair Professor (Technical).
The policy is expected to deliberate upon ownership
patterns of the patents or trademarks, IP rights of students, teachers and visiting professors, copyright policy,
licensing policy, patent funds, division of payment structure, IPR issues in digital domain, patentability assessment, invention disclosures and plagiarism, among others.
‘Patent registration is a time consuming and expensive
process and it’s not that the job is done once a patent is
registered, it’s an equally tedious process to maintain the
patents and commercialise it,’ she said.
‘So, we decided to formulate a policy which, once in
place, will be strictly adhered to while dealing with such
aspects. Clarity on the process involved and the rights
of the researchers will encourage more students and
teachers to take up constructive research and get it
patented,’ added Chaturvedi.
