Tender documents and tender schedule may be downloaded free of cost from e-GP
Website www.etenders.kerala.gov.in. The bid submission fee and EMD shall be remitted
online as per e-tendering process.
All bid/tender documents are to be submitted online on the e-GP website.
Tenders/bids shall be accepted only through online mode on the e-GP website and no manual
submission of the same shall be entertained. Late tenders will not be accepted.
The payment towards EMD & Cost of Tender documents/bid submission fee shall be
done online. The attested copies of registration certificate with validity and class of
registration, and the experience certificate, EMD exemption certificate (if any), the same
scanned and submitted online along with the bid document. The scanned copy of the
Preliminary Agreement in Kerala stamp paper worth Rs. 100/- duly filled and signed by the
bidder shall also be submitted online.
The preliminary agreement, attested copy of registration certificate, EMD exemption
certificate (if any), EMD and proof of online remittance of bid submission fee, earnest money
deposit and the experience certificate (issued by a competent authority not below the rank of
a Superintending Engineer) shall be submitted in a separate cover superscribing the name of
work and sent to the tender inviting authority before the specified date by Registered
post/speed post/physically. More details on EMD cost of tender documents/bid submission
fee, etc. are given in the tender documents. The bids shall be opened online at the office of
the Construction Engineer, KLDC, Alappuzha at the above mentioned date and time by the
Construction Engineer, KLDC, Alappuzha in the presence of the Bidders or their authorized
representatives who are present at the time and venue. If the tender opening date happens to
be on a holiday or non-working day due to any other valid reason, the tender opening process
will be done on the next working day at the same time and place. In any case the cost of tender
documents will not be refundable.
Tenders received online and the original received by post, or otherwise as specified
(except bid), without the necessary documents mentioned above before the date and time of
opening of tender given in the tender notice will not be considered and shall be summarily
rejected. Further details can be had from the Office of the Construction Engineer, KLDC,
Alappuzha during working hours.
The firm period of the tenders shall be 2 months from the date of opening of the tender and
will be further extended with prior consent of the lowest two bidders.
The bidder is advised to submit the bids well before the stipulated date & time to avoid
any kind of network issues, traffic congestion, etc. In this regard, the Corporation shall not be
responsible for any kind of such issues faced by bidder. Tenders of contractors who are not
submitting experience certificate and requisition for e-payment in prescribed form will be
strictly rejected. The experience certificate will be of at least one work executed of similar
nature completed within last five years costing more than 40% of the estimated cost of the
work. While awarding the work , the credibility of the contractor, his performance in the
execution of works and his capacity to undertake and complete the work of specified amount
will be ascertained including works already executed in KLDC. The tender inviting authority
reserves the right to reject any tender or all the tenders without assigning any reason thereof.
In case any difference in opinion or dispute regarding the tender or conditions of tender arise,
the legal jurisdiction will be the Honourable court at Alappuzha only.
Quality specifications/standards prescribed as per Government Orders and circulars issued
from time to time in respect of government works shall also be applicable to this work. All
other existing conditions related to e-tendering of Kerala Government Departments will be
applicable in this tender also. The Corporation will not be responsible for any error like missing
of schedule data while downloading by the Bidder.
