Responsible To:
GCH Extended Care Programs Manager and under the broad guidance of the ANH
Steering Committee
Classification:
SCHADS Community Development Worker salary $45000/$53000 per year plus salary
packaging to 30%, and industry superannuation
Tenure:
Current contract ends June 30 2015. May continue after subject to funding.
Subject to the signing of an Employment Schedule.
All positions are subject to an initial six month review & ongoing employment is based on
satisfactory work performance.

GRAMPIANS COMMUNITY HEALTH - PREAMBLE:
Grampians Community Health (GCH) is a not for profit Company Limited by Guarantee and operates as a
registered Community Health Centre under the Health Services Act. GCH has operated since 1986 and provides
a multi-disciplinary approach to psychosocial health in line with a Social Model of Health philosophy. The aim of
GCH is to provide coordinated health and community services to people within the Central Grampians and
Wimmera sub regions. Staff at GCH work in many areas including: Generalist, Gambling, Alcohol and Other
Drug Counselling, Withdrawal Services, Community Nursing, Psycho-Social Rehabilitation, Homelessness,
Family Violence, Youth, Community Development, Health Promotion, Senior Adult, Disability and Carers.

ARARAT NEIGHBOURHOOD HOUSE:
ANH has been operating since 1976 plays an important role in the Ararat Community by responding to the
diverse needs of the community as identified through ongoing and extensive community consultation.
Ararat Neighbourhood House is funded through the Department of Human Services and also seeks to maintain
viability through available grants and local initiatives
ANH has a close working partnership with Ararat Men’s Shed
GCH and ANH are currently in partnership for the purpose of GCH to provide the ANH committee with support
for governance and management of the operational affairs of the house and through that development, to
continue to provide the Ararat community with a viable and active community space that drives engagement and
participation in a broad range of activities. Together we have funded a project for the last six months to seek
input from the community and other stakeholders, articulating the needs of Ararat and the business the House
should be involved in. This document, divided into sections of social inclusion, education, small business and
youth engagement, will guide the role of the coordinator.

Key Aims & Objectives of this position:
1. Undertake the operational management and program coordination of ANH
2. To provide leadership for ANH staff and volunteers.
3. To use the community development model to provide ANH services and programs including promotion
of the ANH
4. To ensure the quality of the service provided to ANH consumers
Key Tasks and Responsibilities:
OPERATIONS MANAGEMENT AND COORDINATION OF ANH:
 Undertake the planning, delivery and evaluation of the ANH and ensure all funding requirement are
met.
 To be responsible for the implementation ANH strategic directions and work plans and the day to day
operations, courses and community sessions
 With the AHN CoM, ensure house facilities are accessible to all and maintained in good order.
 To be responsible, with the GCH Finance Manager, for some financial tasks: petty cash, invoice
ratification, monitoring expenditure against budget, creating a workable system of reporting to the
steering committee for the finance of both operational funding (GCH) and House occupancy funding
(ANH) including budget development and implementation.
 Report to the Steering Committee on a regular basis about the business of the House
STAFF SUPERVISION:
With the support of the GCH Extended Care Programs Manager:
 Ensure that staff (currently 2 other part time) and potential volunteers are fully supported in their work role
 Ensure ongoing team cohesion by providing;
- Communication with staff about day to day program issues.
- Involvement in future Staff recruitment, orientation and training
 To be responsible for the safety of the program participants within the guidelines of the Centre's
Occupational Health & Safety and Outdoor Program policies
COMMUNITY DEVELOPMENT
With the GCH & ANH Committee:
 Continue to identify the needs of the Ararat and district community through ongoing and extensive
community consultation.
 To seek relevant funding to assist in the development a wide ranging program of low cost, day and
evening activities to meet identified local community needs.
 Promote ANH activities through all appropriate forms of media and other service providers.
 Develop and maintain links with local services providers and other Neighbourhood Houses to facilitate
cooperation in the provision of services.
QUALITY ASSURANCE
With the QA staff at GCH:
 To ensure that all accreditations, service agreements and memberships are kept up to date
 Ensure ANH systems meet all compliance requirements
 Develop /review policy and procedure and present for ratification
OTHER TASKS:
 This position requires active pro-rata participation in the Quality Assurance programs of GCH - principally,
professional supervision, GCH and ANH staff development
 Other duties as directed.

BACKGROUND &/or EXPERIENCE:
Preferable but not necessary:
 Experience in coordination of programs or services.
 Understanding of the provision of community adult and further education.
 Experience in working within the Community Development model
 Qualifications in Community services and/or Education are desirable
 Computer technology skills and experience
 The ability to promote & represent ANH
 Current licence to drive a motor vehicle.
Other Conditions:
1. No overtime allowance is made for this position. Time in lieu of time worked will be available but must be
taken at a mutually agreed time with the Extended Care Programs Manager and/or Chief Executive Officer
and may not be accrued to more than 15hrs/fortnight pro rata of employed hours. Time in lieu should be
used for exceptional circumstances instead of becoming a regular practice. It is expected that no more than
15hrs of TIL will be carried forward from one pay period to the next.
2. The organisation's cars can be used for work related activities, depending on availability. Use of own car will
be reimbursed at the modified RACV mileage rate. Note: The use of a private vehicle to travel in excess of
40km return needs to be approved in advance by the extended Care Program Manager, Finance Manager or
the CEO
3. This position will have an annual appraisal at which time the job description will be reviewed by the Extended
Care Programs Manager at GCH and a GCH Core member in consultation with the employee and modified if
necessary.

4. Ensure knowledge of current GCH Occupational Health & Safety policies as they relate to this sphere of
work. OH&S is a shared responsibility at GCH.
5. Annual Leave and Personal (Sick) Leave will be payable on a pro rata basis.
6. GCH understands that "normal working hours" are between 8am - 6pm Monday to Friday. Appointments,
programs and other work may, at times, fall outside these hours but for OHS reasons are subject to the
signing of the "Time Sheet".
7. Superannuation contributions will be paid by Grampians Community Health in line with the Superannuation
Guarantee Act
8. All permanent GCH staff have access to salary packaging which is offered in line with current legislation. The
employee will incur any costs or liabilities associated with these requirements during the period of the
contract
9.
A National Police Check & Working with Children Check will be carried out at the GCH's expense prior to
commencement of employment.
