Job Descrip on: Programme Officer (B2) DFID Burma (DFID) is looking to recruit a Programme Officer to join its dedicated team of about 30 local and interna onal staff in Burma. The appointment will be under local terms and condi ons and is subject to security clearance. The post will be filled on a permanent contract basis. The primary aim of DFID is to reduce poverty and achieve other Millennium Development Goals. The DFID team in Burma delivers a rapidly expanding aid programme in one of the most interes ng and challenging country contexts. We support work on civil society, educa on, health, livelihood and conflict within Burma. We also support refugees on the Myanmar / Thailand border. In recent years, the UK has doubled the size of its aid programme to approximately £60m ($100) per year, rising to approximately £80 ($130m) in 2015. Specific Du es and Responsibili es The job holder will be responsible for the programme management of key elements of DFID management, financial management, and annual repor ng for the assigned programmes. The exact projects to be assigned will be agreed on appointment. The main areas of work include, but are not limited to: Support project design and development Work closely with project advisers in the ini al stages of new projects or extensions of exis ng projects. Produce high quality financial and management sec ons of business cases, and dra log-frames. At the final Business Case submission, ensure projects have the correct ARIES informa on and prepare for approval on system. Save key documents onto Quest to meet the procedural and transparency requirements. Arrange the grants/MoUs signed off and record promptly a er Business Case approval. Ensure the Due Diligence Framework is followed and that cases are approved and registered before agreements are signed. Support project cycle management and por olio delivery Develop delivery plan, including agreed financial and performance repor ng melines, within (1) month of BC approval. Prepare reports, audited accounts and financial reports as per agreed melines. Check that project ac vi es are on track and that budgets are spent for intended purposes and demonstrate value for money. Give feedback and make clarifica ons on unclear informa on. Record final reports on both Quest and Aries. Ensure projects have robust risk management frameworks. Regularly report on risks, suppor ng SROs. Support the Senior Responsible Officer for relevant programmes by providing clear, accurate and construc ve advice and informa on on the programmes to meet spending and results objec ves in the Opera onal Plan. Provide early indicators of misuse of funds if financial reports are deemed unsa sfactory. Ensure provisions for audit arrangements are wri en into the formal exchange. Track implemen ng partners. Follow up on the auditor's recommenda on and annual review recommenda on. Lead on the management of the finances of projects and programmes to ensure compliance with DFID requirements and deliverables. Develop good working rela onships with project implementers, other country offices and the DFO network to ensure programme finances are handled in accordance with DFID procedures, unspent balance funds are returned to DFID accounts within the agreed me line and problems and that issues are dealt with openly and construc vely. Support the strategy. Report on results achieved in programmes, prepare communica on materials, update office planning framework and par cipate in team planning events. Qualifica ons, Skills and Experience A graduate degree Excellent organisa onal and interpersonal skills; able to handle mul ple tasks and deadlines Excellent wri en and spoken English Experience in managing development programmes in bi-lateral/mu -lateral agencies, NGOs or the corporate sector Sound knowledge of development issues Able to work independently; confident in dealing with senior stakeholders A strong communicator; able to develop effec ve working rela onships with other donors, private and civil society partners DFID is par cularly interested in applicants with high quality project cycle management standards, financial and analy cal skills, including the ability to analyse and present data.
